The world has seen unprecedented economic changes in recent years, starting with the stock market collapse of 2008 and the great recession that followed. With these changes, the mining industry, like others, has been forced to find ways to adapt to the shifting and sometimes volatile conditions. It has been a bumpy ride that has not been easy. Prices for most commodities have been in a decline in the past several quarters ? albeit still well above the average prices of 10 years ago ? as the costs of production have been on a steady incline for the past 10 years. Adding to the concern was the report in April that China, which had grown at an average pace of 10 percent/year, for the past decade, slowed to less than 8 percent gross domestic product (GDP) growth this year, catching many off guard. Even gold, once the safe haven for investors during rocky times, stumbled in April of this year, losing 7 percent of its value in two days. So what?s an investor to do ? and how can companies still attract financing? For the first time in 10 years, SME, in conjunction with the New York Local Section of SME, attempted to clear the waters of the mining finance sector with a conference focused on ?Current Trends in Mining Finance.? Held at City University of New York, Graduate Center, April 29-30, the two-day conference attracted 148 attendees and was intended for senior executives and mining industry specialists, covering a range of important topics and trends through 17 panels with about 50 speakers. The presentations came from representatives from some of the most influential companies in the mining and financial sectors, including Citi, Nomura, Societe Generale, Caterpillar, Newmont Mining Corp., Ernst & Young, Export Development Canada (EDC), KPMG, HSBC, Tocqueville Asset Management, BNP Paribas, Revett Minerals, Royal Gold, Environ and ERM.

"This study explores froth flotation and selective flocculation methods to recycle waste phosphors containing several rare earth elements, namely, yttrium (Y), europium (Eu), cerium (Ce) and terbium (Tb). The effects of the presence or absence of collector and of flocculant and their dosages, as well as the pH, were investigated. Reverse flotation resulted in concentrates with grade of 27.03 percent and recovery rate of 71.36 percent, while flocculation resulted in concentrates with grade of 31.43 percent and recovery rate of 91.28 percent. The flotation and flocculation behaviors were further analyzed by X-ray diffraction analysis, zeta potential measurements, particle size distribution and other methods. The successful separation of rare earth minerals by flotation was attributed to the selective adsorption of the collector onto quartz, making it particularly recoverable by reverse flotation so as to be separated from the valuable materials. The analysis of the particle aggregation process indicated that its better flocculation performance was due to the selective adsorption of flocculants onto the unwanted materials, enlarging the flocculant sizes by forming aggregations and facilitating the separation of rare earth minerals from waste materials based on different settling rates. IntroductionBecause waste phosphors pose the problems of heavy environmental burden and high risk to human health (Hu and Cheng, 2012) as a result of containing heavy metals such as mercury and manganese (He et al., 2006; Lucas and Emery, 2006), they have received added attention as urban mining resources for extracting rare earth elements (REEs) like yttrium (Y), europium (Eu), cerium (Ce) and terbium (Tb).At present, chemical processes such as acid leaching, alkali fusion, roasting and extraction are the primary methods for recovering REEs from waste phosphors (De Michelis et al., 2011; Li et al., 2012; Li, 2010). With these strategies, phosphors can be effectively decomposed and their REEs extracted. After the removal of impurities, the REEs can be efficiently precipitated by adding an H2C2O4 solution (Porob et al., 2012). Although relatively high recovery rates are achieved, those processes entail high energy consumption and can cause severe environmental pollution."

The propensity of coal spontaneous combustion can be evaluated using various laboratory testing methods, such as R70 adiabatic tests, thermal gravimetric analyzer (TGA) tests and critical self-heating temperature (CSHT) methods. Each of the methods has its unique characteristics and index for classifying the propensity of self-ignition of coals. Accountable relationships among the propensity indices of different methods should be established. Using the newly established R70 and TGA testing setups in our ventilation laboratory, samples from U.S. coal mines have been collected and tested. The TGA is a relatively new quantitative method. A test can be conducted in a relatively short time, within about one and a half hours, compared to the adiabatic tests. The temperature and weight of the sample can be measured with high precision and then used to determine the activation energy of the coal, which is a good indicator of the potential for self-heating. Under a specific experimental design, the TGA technique could perform the proximate analysis for determining coal quality parameters (e.g., moisture, volatile matter, fixed carbon and ash content). These parameters can be used in an empirical equation for assessing the potential for coal self-ignition. The trend of activation energies determined using TGA techniques is reasonably consistent with the trend of activation energies determined using adiabatic tests. As a case study, a comparative analysis of these two methods for determining activation energy was made on coal samples collected from Indiana. The kinetics of the spontaneous combustion mechanism has been explained. If the functional groups of a coal such as hydroxyl (-OH), carboxyl (-COOH), methyl (-CH3), etc., activate more easily with a small amount of activation energy at a relatively low temperature, the coal will have a higher potential for self-heating. With the kinetic and coal quality parameters determined by the TGA setup, it has been found that the coal with a low potential for self-ignition has low self-heating rate, a high activation energy and a high minimum self-heating temperature.

Two cemented paste backfill (CPB) formulations containing pyritic tailings were leached in deionized water in flooded and alternating air-flooded environments and in a simulated acid rock drainage-type (ARD) solution. Scanning Electron Microscopy (SEM), solid phase chemistry and acid-base accounting measurements documented the weathering characteristics of the CPB samples. Short-term exposures of the portland-CPB samples preferentially dissolved the cement binder to a greater extent than slag-Portland CPB mistures. In all cases, the added neutralizing potential provided to backfill by cement was short-lived and insufficient to neutralize the acid generating potential of the mixture.

A review of the history of boosters is given with examples of the prominent types that have been made commercially. The performance and design features of protected core boosters are discussed in detail. A new gel booster is discussed with its advantages to the mining industry. Booster size, hole configuration, performance and safety aspects are reviewed. Important features of boostering in above ground and underground blasting are related to an economic analysis. This presentation will cover different types of boosters commonly used in mining. However, for the purpose of this paper a few terms need to be defined to clarify the action of different parts of a priming system. Booster* - "Any unit of explosive or blasting agent to be used in a charged hole for the purpose of perpetuating or intensifying the initial detonation". Primer* - "A unit, package or cartridge' of explosives containing a detonator or detonating cord which is used to transmit detonation to other explosives or blasting agents". Detonator - A device for initiating a detonation from a flame or a small electric current, the former being represented by a fuse cap and the latter an electric blasting cap.

"Modern society demands much more from the mining industry than just the raw materials it produces. In addition to providing copper, gold, coal and other minerals that make society function, the industry must conduct its operations in a safe and environmentally sustainable manner. This includes the equipment used and the engines that power the machines.In the United States, Tier 4 diesel engine standards that were set by the U.S. Environmental Protection Agency (EPA) are the strictest emissions requirement for off-highway diesel engines. This requirement regulates the amount of particulate matter (PM) and nitrogen oxides (NOx) that can be emitted from an off-highway diesel engine. In Europe, the Euro V standards are driving technology advancement in the sector.The European Euro V standards are required for new equipment manufactured beginning in January 2019. U.S. Tier 4 standards for heavy-duty off-road engines came into effect with model-year 2014 vehicles and equipment. China 6 standards come into effect in July 2020. India’s Bharat Stage VI standards will take full effect in 2020, and the phase-in of BSVIcompliant clean fuels began in April 2018.Caterpillar, Cummins and MTU are three of the leading manufacturers of engines for the mining sector. Each company is working toward creating efficient engines that can function in the often harsh environments found at openpit and underground mines around the world. In short, society is placing demands that are challenging engine manufacturers to deliver a product that can do more work while consuming less fuel and emitting fewer emissions.Technologies range from selective catalytic reduction (SCR) and diesel particulate filters (DPFs) to other engine strategies and emissions control technologies, which deliver near-zero black carbon and nitrogen oxide emissions, and lower greenhouse gas emissions. Chalk and marble are two extremes among a wide variety of carbonate rocks including limestones, marls, travertine and other calcareous materials. The purpose of this paper is to examine the Gays in which- the policies of the U.S. government, mining companies and third world countries affect each other with regard to the availability of minerals. The interaction involves U.S. policy towards the mining industry, the policies of the companies themselves, and the policies of third world countries towards the U.S. and multinational companies. It is assumed in this discussion that U.S. policy will continue to be to seek certain minerals from abroad rather than attempt to develop domestic sources for all its requirements. This would seem to make sense both from the standpoint of cost, and for preserving what domestic resources there are so as to maintain some degree of market leverage. In today's jargon, this means greater dependency on the "third world", which, for this discussion, includes virtually all the nations in Africa, South America and Asia. Concern for availability raises the important distinction between dependency and vulnerability, and as the Director of the Bureau of Mines has pointed out, the two are not the same. Dependency is not neccessarily a bad thing; it is vulnerability that counts (Norman, 1980)

"Edge effect is a condition widely observed in High Pressure Grinding Roll (HPGR) operations that gives rise to reduced comminution at the edges of the roll surfaces. This effect is caused by a reduction in the local crushing pressure at the edges of the rolls resulting from the sliding friction between the static cheek plates and HPGR feed material. Practically, this has an impact on equipment sizing, as the edge effect leads to coarser particles reporting to downstream equipment in open-circuit operations and increased circulating load and diminished HPGR circuit capacity in closed-circuit operations.To address this, Metso's HRC™ HPGR incorporates an Arch-frame to maintain a parallel relationship between the rolls and allow for the use of a flanged roll design. We conducted a series of pilot-plant tests with a 750 mm by 400 mm HRC HPGR to compare the performance of the flanged roll design against that of a traditional cheek plate arrangement under similar operating conditions. The edge effect was found to be significantly reduced with the flanged roll design. Based on the pilot-plant results, the implications for circuit design, energy efficiency and overall plant performance in a full-scale application were investigated and discussed.IntroductionGlobal trends such as lower ore grades and rising operating costs are driving the market toward more energy-efficient mineral processing solutions, most notably in comminution circuit design. High pressure grinding rolls (HPGRs) have been recognized as an energy-efficient solution relative to more conventional circuit designs. The basic operating principle of HPGRs, in which a fairly uniform pressure is applied to a bed of material in the compression zone, lends itself to this improved energy efficiency (Morley, 2006). Studies have estimated that savings of 10-15 percent are possible when comparing an HPGR circuit with a traditional SABC circuit (Rosario and Hall, 2008). While HPGRs offer a more energy-efficient solution than tumbling mills, there is still room for improvement in many aspects of the design. Edge effect, in particular, is one such aspect that limits the effectiveness of the machines. Edge effect is the impaired performance at the edge of the rolls due to a reduction in crushing pressure (Morley, 2010; van der Meer, 2010). As described in our prior work (Knorr, Herman and Whalen, 2013), edge effect is caused by the interaction between the ore entering the crusher and the relatively static cheek plates positioned at the edges of the rolls. As the material is drawn into the crushing zone, the sliding friction between the ore and the cheek plates inhibits the ability of material to be effectively drawn into the compression zone at the edges of the rolls. This reduces the crushing force in those edge regions relative to the center of the roll where material is being drawn into the compression zone at a higher rate. In addition, the cheek plates of a traditional HPGR design are held in place by spring-loaded brackets that are adjustable to manage the clearance. This spring-loaded cheek plate design prevents full compression of the material in the edge regions of the roll as there is relief at the outer edges."

It has been well established that the ability to soft start a conveyor will give many benefits to the conveyor user. The effects of deceleration on belt tension have not been as extensively studied. This paper presents the findings of field measurements on the belt tension of a conveyor undergoing various rates of deceleration. The control of conveyor drive motors by Variable Frequency Drives (VFDs) allows the conveyor to be controlled during both acceleration and deceleration. The conveyor is allowed to ramp to a stop without putting unnecessary stress on the belt or conveyor structure.

"Genoa is a very distinctive city located between mountains and the sea and infrastructural upgrading works often have to deal with the intersection of existing infrastructures. This is the case for the new railway tunnel construction between the stations of Brignole and Principe which under-cross two existing double-track tunnels in operation. The latter have been constructed with masonry bricks and the vertical distance between old and new tunnels is approximately 1m. Due to rock characteristics and the urban environment, stability and vibrations control are the main issues. Consolidation work with the fore-poling method and a specific sequence of excavation, primary lining and final lining support have been designed to assure stability and settlement control. A hard rock road-header has been used to assure vibration control. Finally, a real time monitoring has been implemented. The article presents monitoring and back-analysis results of the under-crossing of the existing tunnels. GENERAL LAYOUT OF WORKS The Genoa railway junction constitutes an integral part of the Ventimiglia-Genoa-Novara-Milan railway line route and it is included amongst the railway systems of the Tyrrhenian-Northern European multi-modal corridor (corridor of the two seas or corridor VII Genoa-Rotterdam). The main aims of the project concern the upgrading of the existing lines and the separation of the long-distance passenger and freight traffic flows from those of a regional and metropolitan type. The project includes: •,Completion of the connection with the port of Genoa Voltri and the Italy-France coastal route. •,Interconnection with the future Terzo Valico dei Giovi mountain pass route towards Milan. •,Upgrading of the Genoa Voltri – Genoa Brignole main line to four/six tracks. Rearrangement of the systems at the Genoa Voltri, Genoa Sampierdarena and Genoa Brignole Stations, reorganisation of the services in the Genoa Terralba area and interchangeability with the metropolitan system complete the design activities. The contract which includes civil and technology works is divided into four construction lots (ref. Figure 1):"

This paper discusses the design of long panels for longwall mining at Twentymile Coal Company (TCC) from conception to implementation. The case study of the long panels at Twentymile includes extensive mine plan reengineering in the early 1990's to world record production months in 1996 and 1997. The obstacles of subsidence engineering, environmental regulations, conveyance, ventilation, equipment design, and continuous miner (CM) development timing had to be overcome to successfully begin longwall production within a 4 year time frame. The background and some detail for each of these areas listed will be discussed to show how the coordination of many facets must be pulled together to implement a successful long panel mine plan.

Lower cost per ton results from timely operator action, increased visibility of information to production and maintenance personnel, and better fleet management. The problem of effective utilization of fly ash has been given wide attention for a number of years. Although the effort devoted to the problem has led to some applications of demonstrated usefulness, the full utilization of fly ash has been held back by lack of concerted research and development activity, by lack of effective dissemination to potential users of fly ash of the knowledge that is available from laboratory and field studies, and by the obvious variability of the product. Because of the variability in fly ash from one power plant to another and from time-to-time in the same plant, specifications have been set up defining compositional or property limits within which a fly ash must fall to be used in certain applications. This paper discusses the bases for such specifications and examines them in the light of recent research on the characterization of fly ash. Other limitations and restrictions on the use of fly ash and what is being done to overcome them are also discussed.

A numerical model is being developed to assess the enhancement of permeability by improved fracture connectivity by micro-hydrofracturing. A generic two-dimensional percolation model has been developed to test the impact of various field conditions on permeability. Field data from Cyprus Minerals' Mineral Park Mine has been used to establish statistical properties of the observed fracture systems. Results of statistical anlyses of the field data and examples of the use of percolation model are presented.

This paper focuses on maintenance of underground salt air curative quality using environmental friendly solutions. Possible ways to preserve its curative properties, in relation with the admissible salt air quality parameters, are analyzed. In situ investigations regarding microbiological impregnation in walls and the air inside the Romanian salt sanatorium were initiated. The results of a pilot project, which is in progress at Praid salt mine, are presented. After the end of the investigation at this site, investigations will continue in other Romanian salt mines, such as Slanic Prahova, Targu Ocna and Cacica.

European Union's transition to a low-carbon and digital economy highly depends on securing the strategic autonomy of the Critical Raw Materials (CRMs) supply chain. This paper introduces a European Commission-funded research and innovation action, AGEMERA, which aims to create detailed geological and people's concerns maps to unlock the CRMs potential in Europe. Furthermore, the project will develop educational packages for schools and universities, publish online CRM-related games and news flashes, and arrange public events to ensure a basis for socially accepted and sustainable exploration and mining of CRMs in Europe. 1. IntroductionCritical Raw Materials (CRMs), crucial for shifting to a low-carbon and digital economy, should focus on maintaining Europe's overall supply-demand balance (Birol, 2022). Therefore, to proactively address the surge in demand and ensure the strategic autonomy of European industrial supply chains, the exploration and extraction of CRMs must be scaled out across the continent. Moreover, mobilizing Europe's domestic potential is vital for the EU to become more resilient and to establish open strategic autonomy as the demand for CRMs continues to increase quickly on a global scale (European Commission, 2021). Base metal extraction and mining have a long history in Europe. Nevertheless, CRMs mining projects have shown less success, although these have a lot of potential (Guzik et al., 2021). The main barriers are a lack of investment in mining and exploration, complicated and drawn-out national permitting processes, and low levels of public support (European Commission, 2020). It is necessary to have a vast amount of knowledge and intelligence about CRM's potential and market impact. Novel non-invasive geophysical survey techniques that enable sustainable exploration must be created and used to enhance mineral system models of ore deposits incorporating CRMs. The minerals policy framework significantly influences the mining industry's performance, stability, and sustainability. However, the EU Member States' mineral policy frameworks differ significantly (MINLEX, 2017). In addition, the Fraser Institute Annual Survey of Mining Companies offers concrete information on how managers and executives of mining companies view key policy areas that impact mining activities in the jurisdiction in which they operate or are familiar (Jackson & Green, 2015).

INTRODUCTION The increasing concern for the environment may well present far more opportunities than problems for those involved in all phases of tunneling. All too frequently in the past, environmentalists and their concerns have been cast in a negative light, as obstacles to be overcome. Often forgotten is the fact that these same environmental concerns have created a rapidly increasing demand for new tunnels. Tunnels for rapid transit projects, clean water supply, and sewage treatment have been given a boost because of environmentalists' concerns about overuse of automobiles, inadequate water supplies, and improper sewage disposal. Concurrent with increasing use of tunnels to help solve or alleviate some of our environmental problems is an obligation not to create new ones in the process. Concerns which we feel responsible tunnel owners, engineers, and contractors should address themselves to include: (1) Minimum energy consumption, both during construction and in operation of the completed project; (2) proper storage and/or disposal of the excavated material; (3) minimum disruption during the construction process - noise, traffic, unnecessarily unsightly work areas, and possible weakening of foundations of nearby structures; and (4) a finished project consistent with community and environmental goals. We are especially concerned about two things. First, the longrun implications of a project -- what's good for a few people in the short-run may be bad for most of the people in the long-run. A process has been developed for increasing the grade of chalcopyrite concentrates from about 25 percent copper to about 60 percent copper. The concentrates are treated with two steps of autoclaving and then by flotation. Because of the lower associated weight, copper in the concentrates could be shipped and smelted at less cost than untreated concentrates. Use of the process can also increase overall yield from an orebody if a lower grade concentrate is sent to enrichment than would be sent to a smelter. Potential applications of the process would be for treating concentrates that must be transported a long distance for smelting or for treating concentrates so as to increase the capacity of a smelter.

The Mokelumne Aqueducts Resiliency Project (MARP) involves construction of a 16.5-mile tunnel across the Sacramento-San Joaquin Delta (Delta) to replace the existing surface aqueduct pipelines with more resilient conveyance. The tunnel will be bored in Pleistocene-age alluvium at elevations between 100 to 10 feet below mean sea level. At this depth ground conditions are signicantly stiffer and denser than surcial soils and will mitigate potential seismic harards related to liquefaction ground shaking and cooding that could arise from potentially damaged levees. The heterogeneous soil deposits at tunnel depth consist of interbedded layers of stiff to very stiff clay and silt, and dense to very dense clean sand and silty sand.
