Since the turn of the century there has been a marked increase in population, industrial and economic growth, and in energy requirements in the United States. During this time our energy needs have been met largely by natural gas and petroleum, but as our reserves of these materials are depleted, we are going to depend more and more on our large reserves of coal. The mining of coal for electrical power production has increased at a rapid rate during the past decade. Over half the coal produced in the United States in 1971 came from mines utilizing surface mining operations (Paone, et al, 1974). Surface mining is expected to increase as the rising cost of oil places more demand on coal for energy. About 57 percent of the coal reserves in the United States lie in the area west of the 100th meridian. About one-quarter of this can be mined by current surface methods. This would involve the disturbance of approximately 1.5 million acres (600,000 hectares). By the year 2000, projections indicate disturbance of about 200,000 acres, or 300 square miles, in the West. Mined areas receiving more than 250 mm of annual precipitation can usually be revegetated without irrigation if the spoils are properly shaped, the surface layer consists of suitable plant growth media, and proven techniques in rehabilitating disturbed rangeland are applied. Areas receiving less than 250 mm of annual rainfall or with high evapotranspiration rates pose a more difficult problem. Revegetation of these areas can probably be accomplished only with major inputs of water and good management (National Academy of Science, 1974).

The reclamation of surface land areas disturbed during the course of coal recovery became a major, universal consideration upon the implementation of the Surface Mining Control and Reclamation Act of 1977. This legislation not only established reclamation as an absolute requirement, but also presented guidelines for reclamation standards and required bond-posting procedures to assure completion of the reclamation process. The Office of Surface Mining was established to enforce the provisions of the Congressional mandate by promulgating specifically detailed regulations and supervising the State participation in this regulatory process. The major operational consequences of the reclamation-related provisions of the Act and the OSM regulations are the increased costs and complex procedures necessary to accommodate the regulatory authorities. It is anticipated that many of these costs and procedures have not been adequately evaluated by either the coal operators or the regulatory bodies. It is, therefore, necessary to proceed with an examination of the general reclamation processes, the effect of these processes on product costs, and the methods, if any, which may be utilized to minimize their impact on the overall operation.

The recovery of manganese from lower-grade resources has been studied for a number of years. Of key importance in prior work was the discovery that higher-valent manganese can be readily leached with sulfurous acid. This eliminates the need for high-temperature reduction roasting that is conventionally used in processing high-grade material. High-temperature roasting is energy intensive, emits a large amount of carbon dioxide and would not be economical for processing lower grade material. While the prior work provides important information for extracting manganese from lower-grade resources, the production of unwanted byproducts and high water and energy usage has limited its commercial use. This paper describes the results from laboratory work that demonstrate solutions to problems that to this point have precluded commercial development. Preliminary mass and energy balances show that a significant opportunity exists in producing manganese with this hydrometallurgical scheme in a low-cost, environmentally friendly manner. The emphasis of the work is on low water use, low overall energy use and economic destruction of unwanted byproducts.

Salt, a non-metallic mineral whose use dates back to earliest history of mankind, and whose uses cover the widest range for any mineral raw material, is generally of widespread occurrence in commercially recoverable quantities in the oceans, in certain sedimentary rocks, in certain lakes, and in certain underground waters. Passing over geological detail, it may be said that, generally, all of the salt in the world has, at least once in geological history, been in solution in the oceans. The total salt content of today's oceans, said to equal 4.5 million cubic miles of rock salt, dwarfs the tremendous volume of salt in the sedimentary rocks. In 1958, United States production of salt was about 22 million net tons and world production about 82 million. About 3 percent of United States production is table salt, with chemical, municipal, industrial and agricultural uses taking the remainder. Mississippi River. Figure 1 has been expanded sufficiently to show also those salt occurrences and producing points which might economically ship salt into these states. Although widespread in occurrence, salt deposits and possible production areas generally show very sharp local boundaries. Salt-for non-table use is susceptible to ?place value?, a common problem in low valued raw materials, where transportation costs often exceed the value of the material f.o.b. the production point. Generally only large capacity mechanized salt producing operations can compete in United States markets, as contrasted to the many small local salt evaporators in less industrialized Mexico.

Introduction The mining industry is perhaps best characterized by the numerous and abnormally high risks associated with the business of mining and by its most basic assets - ore deposits, people and technology. At the most fundamental level, it is the quality and effective utilization of these basic assets that determine a mining company's ability to compete efficiently in the international market place. The gold industry has received much attention in recent years and especially in recent months, for good reason. This commodity serves as an excellent platform for the subsequent discussion of these three basic assets and their role in mining's future. Facets of the gold industry The fate of this noble metal in recent times illustrates some of the various risks associated with the mining industry and the importance of high-quality assets, whether they be ore deposits, people or technologies. The following comments pertaining to the gold industry help place proper focus on subsequent discussions. All monetary amounts given are in US dollars. Throughout 1997, falling gold prices broke record after record: first hitting three-year lows, then a 12-year low in July and finally an 18-year low at year's end. From Jan. 1 through Dec. 31, 1997, the price of gold fell by more than $2.57/g ($80/oz), or some 22%. The decline in gold-mining profitability and stock prices was even more dramatic. At the beginning of 1997, the 20 largest gold producers in North America had a market capitalization of approximately $44.5 billion. At year's end, this market cap had fallen to $26.2 billion, a reduction of 41%. The total market cap of all the world's gold companies fell from $71 billion to $46 billion, a 35% drop (Serwer, 1998). Analyses suggest that, at a spot gold price of $9.65/g ($300/oz), only one, or possibly two, North American gold-producing companies can make money when break-even or "total costs of production" are considered. While strong hedge positions mitigate this situation in the short term, clearly, this is an industry in desperate straits. For example, write-downs for North American producers in 1997 were approximately $2.5 billion. Speculative short positions in 1997 were near historical record highs and generally exceeded long positions by factors of 9:1 or 10:1. Much of this is driven by some US commercial banks, hedge fund managers and commodity speculators who can significantly move gold prices sharply over short periods of time by selling gold they do not own in the expectation they can buy it back at a lower price before they have to deliver. These signifcant short positions are likely to continue as long as central banks are willing to sell or loan gold to financial institutions that in turn make the gold available to speculators who hope to capitalize on price fluctuations. The Far East accounts for approximately 26% of the annual demand for gold. Including India, the region accounts for 43% of total demand. More than 85% of the physical demand for gold is for investment jewelry in Asia and the Middle East. This demand is extraordinarily price sensitive. The fairly recent turmoil in Asian markets and economies, combined with currency devaluations throughout the region, have made gold more expensive (30% to 50% in local currencies) for those peoples most likely to treat gold as a safe investment haven. Higher interest rates also have reduced the amount of money they have to spend on consumer goods such as jewelry. All of these recent Asian events are deflationary in nature. Exploration is the systematically financed and technically oriented search for mineral wealth. Almost all established mining companies have an exploration department. The size of a company's search varies over the years as the company's profits, or the corporate philosophy change. While the established mining companies have exploration departments, they are also alert to acquiring discoveries made by others -- especially by prospectors and small companies without the resources to develop their find. The emphasis in some large companies stresses self-generated discoveries while others rely heavily on acquisitions; again, over the years the emphasis may alternate. In the last analysis, essentially all new mineral wealth was found through someone's exploration effort. Before we discuss how exploration is financed, it will be informative to analyze how discoveries have been made and by whom. Recently, the author conducted a survey of randomly selected major mining companies to answer these questions. Most companies responded and many went to considerable effort to give complete and detailed answers. I thank all for their help and cooperation. The questionnaire is attached as Appendix I. Appendix II is a list of the 400 companies that replied in a complete enough manner and format to be analyzed here. The results of the questionnaire are given in Table 1. Exposure to hand-arm vibration (HAV) among the labor force in the mining industry can result in permanent vibration diseases such as behavioral disorders, visual impairment, osteoporosis, pain (mostly in the hands, wrists, and shoulders), circulatory system disorders, and malnutrition. In this study, the vibration exposure of excavator operators working regularly in 25 different natural stone quarries was measured. In addition, the relationship between vibration exposure and rock properties was investigated. Gloved and ungloved vibration measurements were performed and revealed that antivibration gloves reduce excavator operators’ vibration exposure by 7.10–25.95%. Samples from each quarry were characterized with rock mechanics tests. The correlations between the hand-arm vibration measurements and the natural stone physical–mechanical properties (uniaxial compressive strength, Shore hardness, Knoop hardness, apparent density and total porosity) were determined to be over 70%. One finding of the study was that the health risk in excavators cannot be reduced sufficiently by the sole use of antivibration gloves. Furthermore, the excavation of any rock with a Knoop hardness above 121 is associated with an 81% risk of HAV. To increase awareness of the danger of vibration exposure for natural stone miners, training programs should be provided, and technical and operational changes should be implemented.

Optical fibers have revolutionized the telecommunication industry, because of their ability to transmit large amounts of data over long distances. Without optical fibers many of the communication technologies on which business, industry and research rely would be impossible. In addition to their use as communication devices, optical fibers are often used as sensors. Despite the great promise that optical fibers have for the development of many types of remote sensing devices, few remote sensing devices have been built for use in the mineral industries. This paper will describe the use of optical fibers as sensors for surfactant adsorption at mineral surfaces.

The knowledge concerning the lubrication of open gearing for mining machinery has contained many unknowns and at its best has relied to a great degree on a "Rule of Thumb" procedure. It will be within the scope of this paper to explain what we have learned to date and what must be learned in the future. The results in the lubrication of open gearing have spanned the spectrum of unsatisfactory to satisfactory. With the advent of larger mining machinery, we are faced with the necessity of a more thorough knowledge of open gear lubrication. We have avail- able, better steels for the gearing, advanced technology and machinery for cutting proper tooth profiles, and better means of aligning the teeth in the gear train. This has made it possible to transmit more horsepower through the same size gear set than ever before, if we have the proper lubrication to complement the factors previously mentioned. We have set up computer programs which can calculate the data fox the tooth forms, the correct operating center distances, the contact stresses, the bending stresses, and the PVT factor of the gear teeth. This program does not, at the present, have sufficient data available to calculate the type of lubricant which should be used.

The separation of fine mineral particles, especially using environmentally friendly approaches, is one of the main problems in the processing of low-grade ores and the re-processing of mining tailings. This work assesses the potential of biosurfactants as collectors in the flotation of ultrafine (smaller than 20 μm) particles of hematite and malachite. As biosurfactants, we test acetylated acidic (ac-ASL) and lactonic sophorolipids (ac-LSL). In addition, n-dodecyl-β-D-maltoside (DDM) is used as a model non-ionic alkyl disaccharide surfactant, and sodium oleate (NaOl) is used as a reference. The biosurfactants are characterized using surface tension and foam analysis. The interaction of the minerals with the surfactants is characterized using zeta potential, solubility, and single-mineral flotation. The collecting properties of the surfactants are compared for the ultrafine (− 20 μm) and coarser (38–90 μm) particle size in the two-mineral flotation of hematite and malachite against quartz. The ultrafine particle size improves the grade in the oleate flotation of hematite, as well as the grades in the DDM flotation of hematite and malachite, which is explained by the weak interactions of the metal oxides with fatty acids and DDM. At the same time, the flotation with ac-LSL and ac-ASL is highly tolerant to the ultrafine particle size. These results indicate that biosurfactants are an interesting alternative to conventional petroleum-based surfactants in the flotation of Fe and Cu oxides. Moreover, a proper selection of surfactants can help combat the problem of fines.

The Natural Gas Act, of 1938, which put interstate pipelines under the jurisdiction of the Federal Power Commission, did not place a protective competitive shield around such companies - nor does any provision of the act guarantee them a profit. Natural-gas pipelines are competitive with each other and also with the coal and oil industries. Gas distributing companies must compete not only with the coal and oil industries, but also with the electric industry. Natural gas has captured markets from oil, which had taken them from coal. Oil men contend that gas prices have: been, held to an artifically low level by regulation. The electric industry is moving into the space-heating market, which pleases the coal people because the coal industry's largest customer since losing the railroads to dieselization has been the electric companies. The coal industry is attempting to monopolize the industrial and electric generating market through government intervention, and this is being done under the guise of concern for the national welfare through advocation of a "National Fuels Policy purporting to, further the cause of fuel conservation. Such a policy is contrary to American principles and would result in the individual's loss of freedom of choice and ultimately, in less reserves of preferred fuels because of diminished exploration efforts.

It has long been understood that extended occupational exposures to respirable mine dusts can lead to chronic lung disease. In underground coal mines, coal workers pneumoconiosis (CWP) and silicosis are major concerns. While many efforts have been made with the aim of understanding the mass-based concentrations and silica contents of respirable dusts under a variety of mining conditions, little research has been completed in characterizing dust at the individual particle level (by composition, size and shape). This study employed scanning electron microscopy with energy dispersive x-ray (SEM-EDX) to analyze dust samples collected from an underground coal mine in Central Appalachia. The results indicated that particle characteristics can vary widely between locations, though many trends might be explained based on knowledge of mining conditions. A continuous personal dust monitor (CPDM) was also used during the collection of some samples to determine respirable dust concentrations, which were compared against estimated concentrations based on the particle-level analysis.

Lithium-ion battery pack fires pose great hazards to the safety and health of miners. A detailed experimental study has been conducted at the National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division (PMRD) to investigate the effectiveness of different fire suppression systems on Li-ion battery pack fire extinguishment. Tests were conducted in a well-ventilated container. Two sizes of battery packs (12 V, 24 V) were heated by heater strips to trigger thermal runaway and fire. Water mist with different flow rates, ABC powder, type D dry chemical, and water mist with F500 additives were used as the fire suppression agents. Multiple thermocouples were installed on the battery packs to measure the temperature evolution during the tests. The results indicated that the water mist with F500 additives is the most effective suppressant among the agents tested. Dry chemicals, however, do quench the fire for a moment, but cannot prevent re-ignition of the battery since they do not provide enough cooling. The findings of this paper can be used to develop safer battery fire suppression techniques in mining environments.

With a growing number of mines reaching closure and seeing closure costs materialize, regulators, lenders, and banks are observing projects that fail economically by miscalculating these costs. Mine closure costs are often categorized as a type of liability which is defined as the money owed by the company to offset effects from the project, and the money available to pay for those debts (e.g., bond). Often, decisions made before Day 1 of mining (e.g., co-disposal, dry stack tailings, waste segregation) can significantly change the bond calculation. Once the bond is calculated and funded, operators are encouraged to conduct closure research and use applied science for progressive bond release prior to final closure. However, this author has observed few instances of financially significant progressive bond release, as there are typically no robust procedures for bond return, either before or during closure activities. As a result, many companies decide that entering a state of Care & Maintenance (C&M) is less risky than attempting to fund closure activities with an unknown bond return mechanism. Although perhaps less risky in the short-term, the primary long-term risk with entering C&M is that it increases the chances of the bond not covering the cost of closure and the chances of the government/regulatory agency inheriting the mine closure. Bonds are typically reevaluated on a regular cycle (e.g., five years) so every mining company goes through this financing challenge eventually.

The US Bureau of Mines is cooperating with Cyprus Mineral Park Mining Co., Columbia University, and the US Geological Survey in investigating the feasibility of applying in situ leach mining methods to fracture-hosted, supergene copper sulfide (chalcocite) ores. This paper presents the initial findings of mineralogical, hydrogeological, and geochemical characterization studies conducted at the Mineral Park mine, located in the Wallapai mining district of northern Arizona. A design for in situ leaching is proposed that would minimize the need for blasting prior to leaching, and would enable economical development of deep reserves at the Mineral Park mine. The in situ leaching design would also reduce the potential for long term acid rock drainage.

Unplanned tailgate collapses and difficult mining conditions in U.S. longwalls have necessitated the use of innovative tailgate support systems. Severe ground movement induced by longwall loading has caused operators to utilize secondary support systems that can match yield and strength requirements with expected ground reactions. Standing support performance requirements depend on the nature of the ground deformation behavior, and therefore require a good understanding of the interaction between the support and ground to achieve an optimum roof support system. Mining operations often employ standing support strategies that are unique to their mine. A support system that functions successfully in one situation could fail in another situation. It is important that the design and installation of the standing support systems provide the highest probability of preventing roof falls. Pumpable roof supports are currently being used to provide a safe working environment for longwall mining. A full understanding of the impact of these performance characteristics is necessary to optimize the support application and to provide a foundation for making further improvements in the support performance. Optimization of roof support applications helps to ensure the protection of mine workers by preventing roof falls due to inadequate support design. The load capacity and stiffness characteristics of a 27-in.-diameter pumpable support system was evaluated using the National Institute of Occupational Safety and Health (NIOSH) Mine Roof Simulator (MRS). Previously, tests to evaluate the performance characteristics were performed on a single pumpable support. The goal of this new research is to evaluate the performance characteristic effects of the pumpable support system and compare it to an individual pumpable test examination. This research of a pumpable support system configuration simulates the current installation practices in U.S. coal mines.

Computer-aided control of a mining machine places its operator in a safe, remote location, thus reducing health and safety risks. Sensing systems that provide machine position (xy coordinates) and heading (yaw) are extremely useful in aiding remote positioning of mining machines. The US Bureau of Mines (Bureau) developed two sensing systems for position and heading information: a scanning laser system based on the Lasernet sensor and a mechanical position and heading system based on linear-position transducers. The Bureau is also investigating a system from Honeywell, the modular azimuth and positioning system (MAPS), that employs ring-laser gyroscopes (RLGs). This paper presents a brief background and status of these sensing systems as applied to a continuous mining machine (CM). Included are field test results off each system operating in a room-and-pillar research section at a cooperating West Virginia mine.

A laboratory-scale investigation of the effect of milling operation and catalyst addition ( K2CO3) on the partial reduction of low-grade pyrolusite ore pellets was carried out using coke as a reductant. Thermogravimetric analysis was used to understand the correlation between milling and catalyst addition parameters with the reduction temperatures. DTG analysis of pyrolusite pellet reduction showed three distinctive peaks associated with a three-step reduction mechanism (i.e., MnO2→ Mn2O3→Mn3O4→MnO). The results showed that the grinding and addition of the catalyst have a significant effect on lowering the MnO2 reduction temperature independently. But maximum reduction temperature drop is obtained when combining grinding and catalyst addition in this work. By 3 h milling and 10 wt% catalyst addition, the reduction temperatures were reduced by more than 200 °C compared to the raw ore pellets. These results obtained from the DTG analysis were further supported by XRD analysis of the reduced samples.

The continuous personal dust monitor (CPDM) is an essential instrument for working in hazardous environments, is used to monitor real-time coal dust exposure, and is mandated by the Mine Safety and Health Administration (MSHA) for underground coal mines. Researchers from the National Institute for Occupational Safety and Health (NIOSH) found that it is possible for electromagnetic interference (EMI) between a CPDM and a proximity detection system (PDS) to occur. Various approaches have been taken by researchers and manufacturers to address this EMI issue. Administrative controls were recommended to keep the CPDM six inches away from the wearable PDS device. Shielding pouches were made to contain the electromagnetic (EM) emission from the CPDM. Metal shielding was added to major EM emitting components. EMI filtering with large capacitors was introduced to mitigate EMI. Most recently, a novel magnetic-field-cancellation-based approach was developed and achieved remarkable results. In this paper, we provide a comparison between these approaches. The pros and cons of each approach are presented and discussed, so that mining device manufacturers and operators can best evaluate the technology and controls that improve the health and safety of mine workers.

Copper electrowinning operations have dramatically improved their ability to produce high quality copper at low costs over the past several decades. Even so, some fundamental knowledge is still lacking that could allow operations to run even more efficiently. For example, a rule of thumb exists that estimates a current efficiency loss of 2-3% per gram per liter of iron in the electrolyte. While several laboratory studies have been performed that demonstrate this rule of thumb is likely true, no definitive relationship exists. In this paper, the first steps in developing a definitive relationship are presented. The effective diffusivity of ferric ions in synthetic copper electrowinning solutions was measured using chronoamperometry and the Cottrell equation. The effective diffusivity of ferric ion was determined as a function of electrolyte concentration and temperature. Synthetic electrolytes were then used in laboratory-scaled copper electrowinning experiments, where relationships between current efficiency and solution composition were found to exist under stagnant conditions.
