This paper presents preliminary results of a Bureau of Mines study of potential costs of compliance with the federal Resource Conservation and Recovery Act for copper heap and dump leaching. Specifically, estimates are given for the cost of compliance with possible technology standards that would require the use of liners and closure caps regardless of terrain and underlying geology and hydrology. This cost is compared to the co lit of compliance with present state requirements for terrain a typical of those found at existing copper leach sites in the Southwestern U.S.A. Incremental compliance costs are found to widely exceed screening criteria used by the Environmental Protection Agency to denote significant economic impact.

WIDCO is a surface coal mine located near Centralia, Washington. The WIDCO preparation plant processes over 7 million tons of run- of-mine coal each year with a product yield averaging 72%. In the jig type preparation plant the fine refuse amounts to approximately 130 dry tons per hour of 28mesh by 0. This fine refuse material is thickened in a 160ft. diameter static thickener with the use of lime as a coagulant and organic polymer as a flocculant. Once thickened the fine refuse, which is predominately bentonitic clays, has been dewatered and disposed of using several different methods. These methods will be discussed and include vacuum disc filters, ponds, solid bowl centrifuges, belt filter presses and experiments with electrokinetic dewatering.

Three tectonic provinces within the Cordilleran System, are analyzed in terms of tectonic framework. (1) Precambrian terrain of North-Central Colorado; (2) The Pacific Northwest; and (3) The San Andreas-Garlock fault system and associated features. In each case a close relation- ship is seen to exist between: (I) Arcuate mountain development; (2) Precambrian basement fabric; (3) Major fault patterns; and (4) Major mineral occurrences. The arcuate trends developed when the basement was still mobile. Later competent deformation rejuvenated pre-existing lines of weakness. Because of the pre-existing arcuate framework, the rejuvenated faults frequently act as conjugate shears (strike-slip faults) flanking the old arcs. The conjugate shears intersect to form wedge- shaped plates. When such plates move forward along boundary strike-slip faults in response to post basement orogenic forces, new secondary fracture systems are generated in the country rock flanking the advancing wedge. The apex regions of the wedges are particularly favorable for detailed exploration.

Previous mine incidents show weaknesses in mine rescue preparedness from poor training in decision making, leadership and incident command center (ICC) protocols. Computer simulations offer a larger range of training opportunities for mine rescue teams focusing on exploration and communications. The mine rescue simulator developed by the Colorado School of Mines and Rite Solutions Inc. utilizes four computers for the instructor and team, with the instructor monitoring the team?s progress. As the team explores, it relays information back to the Fresh Air Base, which then reports to the ICC. This forces a three-step communication procedure, enhancing the team?s overall communication skills and developing ICC protocols. The simulator is decision-based, demanding team decisions be made quickly. Upon completion, teams commented positively. Generally, participants said that the simulator is useful for learning how to communicate and make decisions during mine rescue emergencies. This mine rescue simulator improves team training, providing effective communications practice with an easy setup and no production interruption.

Gas wells have often intersected mining resources, but unconventional shale well drilling has more recently challenged mines to balance the risk of interaction due to higher pressures and larger quantities of gas. Full extraction mining, such as the longwall method, induces ground movement that may influence the casings if wells are drilled within the mining area. The possibility of a casing shear would lead to the risk of unplanned gas migration into the mine. This has the potential to quickly overcome the ventilation system and reach the explosive range which, if ignited, can have catastrophic consequences on the health and safety of underground workers. The utilization of network software to model mine ventilation is a common practice in the mining industry and can assist with a well breach scenario. This work focuses on a well breach in between two longwall panels after second panel mining with gas entering primarily through the gobs of the adjacent longwall panels. Applying the network software Ventsim, a gob zone and ventilation network were created to better understand the distribution of gas within the mine and the limitations and effectiveness of a ventilation system. The model shows both a transient flow simulation and steady state concentrations throughout the mine ventilation system. Using a standard Pittsburgh coal seam longwall ventilation scheme, we find that the system can dilute a significant inflow of up to 700 cfm of methane.

Historically, as for most reagents used in flotation, the wide-spread use of dialkyl dithiophosphinates as collectors in practical applications has preceded a detailed scientific understanding of how they work. Dialkyl dithiophosphinates are a technologically and commercially important class of collectors used in the flotation processing of Cu-Au, complex polymetallic, and precious metal ores. Plant usage has demonstrated that dithiophosphinates exhibit higher selectivity and flotation rates for Cu sulfides, galena, and precious metal values in the presence of other gangue sulfides, than the traditionally used collectors such as dialkyl dithiophosphates and xanthates. They also have an attractive health, safety, and environmental (HSE) profile. Although dithiophosphinates received little attention in the past in the flotation research community, recently, there has been significant interest in this chemistry, and numerous studies have been conducted to understand the fundamental interactions of dithiophosphinates with several base metal sulfides and precious metals. A critical overview of fundamental studies, laboratory ore flotation, and plant practice of dithiophosphinates is given in this paper. The findings from these studies are rationalized and explained by drawing on concepts and insights from coordination chemistry. A comparison between the interactions with various minerals and metals of dithiophosphinate and dithiophosphate analogues brings out some of the subtleties that seemingly minor changes in collector chemistry can make. The critical overview and analysis given here is useful in identifying gaps in knowledge regarding this important class of compounds. This in turn can provide a basis for the design of studies to advance our understanding of dithiophosphinate flotation performance.

A mine fire or roof collapse may necessitate the reversal of main fans to isolate the fire or provide an escapeway. Hence, to assist the mine operator in estimating the flow and pressure during reversal, Engineers International, Inc. conducted a laboratory and field study of the reverse performance characteristics of main mine fans. Laboratory tests were performed using a 96-inch (2.4 m) diameter vane axial fan to establish the forward and reverse performance characteristics under controlled conditions. Subsequently, a field test was conducted in a Colorado oil shale mine during which two 79-inch (2 m) diameter fans were reversed. The data obtained indicate that reverse performance characteristics are dependent upon the blade angle and the hub to tip ratio. The quantity in the reverse mode ranged from 30 to 65% less than in the forward mode, and the static pressure was directly proportional to the square of the quantity.

Incident investigation is of utmost importance in most high-risk industries. This study was undertaken to study the content of past investigation reports to determine the effectiveness of the incident investigations. The study uses a semi-quantitative method to assess the effectiveness of incident investigations in the Ghanaian mining industry by evaluating the quality of past investigation reports. The assessment tool consists of 5 elements with several indicators and rating scales for assessing the quality of an investigation report as a measure of the effectiveness of the investigation. The method was applied to 304 investigation reports of 3 Ghanaian large-scale gold mines, and the results correlated with incidence rates of the mines to determine if any relationship existed. The results showed that the mines differ significantly in the quality of their investigation reports, suggesting differences in the effectiveness of their investigations. In addition, the incidence rates of the mines negatively correlated with some elements of the assessment tool. In general, the method was found useful and revealed areas where improvement is needed. INTRODUCTION The importance of learning from incidents is well documented in the literature. For instance, some scholars regard learning from incidents as important for improving safety [1,2]. Thus, many organisations spend considerable resources in identifying lessons from incidents and subsequently on the process of improvement that follows the identification of lessons. It is therefore important for such organisations to determine the effectiveness of their learning from incidents processes, in order to identify specific areas where improvements are needed, so that interventions can be as specific as possible. The learning from incidents process models the plan-act-check-do approach of management systems, often consisting of four major stages, namely; data collection and incident analysis, planning interventions, implementing interventions and follow-ups and evaluation [3,2]. The investigating and analysis of incidents have been regarded as one of the vital stages of the learning process since it is the stage where lessons are identified [3,2,4]. It has also been noted elsewhere in the literature that results of the previous stage of the learning process are important for the next stage [3]. For example, ineffective incident analyses could result in the planning of ineffective remedial measures. One of the primary aims of incident investigations is to identify lessons from previous incidents which when implemented can prevent future recurrences or minimise the effects of future incidents. There is thus the need for organisations to assess the quality of their investigations periodically since it is one of the means they adopt to improve safety and the quality of remedial measures to some extent depends on the effectiveness of the investigations. Although previous studies [5,2] have assessed the effectiveness of the learning process, and some aspects of the learning process, such as incidents reporting, there is less focus on the effectiveness of incident investigations. The research described in this paper was therefore conducted to contribute to this gap, focusing more closely on incident investigation reports.

Based on the mechanical essence that large-scale plastic failure zone appears in all or part of surrounding rock in soft rock roadway, the numerical simulation method is used to study the rectangular roadway in layered rock strata. It is clarified necessary conditions must be met for soft rock: firstly, the strength condition is that the maximum confining pressure is greater than the uniaxial compressive strength of rock strata. Secondly, the stress environment condition is that the ratio of maximum confining pressure to minimum confining pressure is greater than 3. Thirdly, the angle condition is that The direction of principal stress action enables the plastic zone of weak rock layers to fully develop. At the same time, the quantitative description method of soft rock is given, and the soft rock roadway is redefined. Soft rock roadway refers to the roadway that meets the strength conditions, stress environment conditions, and rock structure angle conditions under certain surrounding rock conditions and in-situ stress environment conditions. After the excavation of the roadway, a large-scale plastic failure can be formed, that is, a butterfly-shaped plastic zone is formed, and the conventional support cannot be adapted. It is difficult to support in engineering. It provides a theoretical basis and engineering analysis method for the identification of soft rock roadway, and the research results have engineering value Soft rock tunnel engineering in coal mines constitutes a vital aspect of soft rock engineering. This field broadly encompasses rock engi- neering concerning large plastic deformations, e.g., soft rock slope engineering and soft rock tunnel engineering. The intricate geological conditions encountered in soft rock tunnel engineering present a significant challenge to support, which has harmed coal production in China. China leads global raw coal production with the annual output of 4.6 billion tons. Annual tunnel excavation supporting this production spans approximately 11,000 km, with over 10% of these tunnels classified as soft rock formations. Soft rock is commonly associated with soft rock tunnels due to their prevalence in engineering projects. However, reaching a consensus on the definition of soft rock has long been an enduring challenge for scholars and engineers. Numerous definitions have been proposed, includ- ing descriptive, index, and engineering definitions. For instance, the International Society for Rock Mechanics defines soft rock based on its uniaxial compressive strength σ ranging from 0.5 to 25 MPa. China's Engineering Rock Body Standards, established in 1994 (GB 50218-94), take a qualitative and quantitative approach to classifying rocks. Rocks are categorized as hard or soft based on criteria such as hammering sound, fragmentation, water immersion effects, and weath- ering degree. Additionally, the integrity of rock bodies is assessed across five categories intact, relatively intact, soft fractured, fractured, and extremely fractured. This classification considers factors like the number and spacing of structural planes, their combination, and the types of structures. Descriptive and index-based definitions fall under the category of geological soft rocks, providing a comprehensive geological perspective on the surface features or strength characteristics. However, these definitions have limitations in engineering practice, which leads to contradic- tions. For instance, rocks with uniaxial compressive strength less than 25 MPa may not exhibit soft rock characteristics if the tunnel is shal- low with low horizontal stress levels. Conversely, rocks with compressive strength exceeding 25 MPa at sufficient depth and high horizontal stress may exhibit soft rock characteristics. Definitions originating from engineering practice have emerged after realizing the inadequacy of discussing soft rocks without considering engineering. For instance, Dong's loose circle theory defines soft rocks as rocks with a loose circle thickness exceeding 1.5 m, which chal- lenges conventional supports. This intuitive definition, widely accepted by engineering professionals, emphasizes the difficulty in supporting tunnels due to extensive damage. However, various tunnel damage poses a challenge in relying solely on the loose circle thickness of tunnels for determining soft rocks. He introduced the concept of engineering soft rocks, which are defined as rock formations exhibiting significant plastic deformations under applied engineering force. Two fundamental mechanical properties of soft rocks are identified the critical softening load and critical soft- ening depth. Engineers at a West Virginia coal preparation plant owned by one of the nation's largest coal producers sought a fire suppression system for the plant's MCC and cable spreading rooms. Officials considered the traditional options of water-based sprinklers, dry chemical, and clean agent systems; however, each of those options presented challenges. Sprinklers can damage electrical equipment, proper delivery of the agent and adequate coverage/protection can be an issue with dry chemical systems, and clean agent systems require room integrity. An alternative to traditional systems was discovered in the Victaulic Vortex Fire Suppression System. The first hybrid inert gas/water mist system (FM 5580), Vortex adequately addressed these concerns. The system, which deploys a high-velocity, low-pressure mixture of water and nitrogen, is not damaging to electrical equipment and extinguishes fires in open, ventilated areas. This is one of the first installations of the Vortex system in a prep plant, and is a compelling example of how new technology can overcome the challenges of traditional technologies. The paper will detail plant specs, situation, and system evaluation, selection, and configuration.

Rare earths were not mined in the United States in 2008. However, processing of intermediate rare-earth concentrates continued throughout the year at the Mountain Pass Mine in California. Consumption of refined rare-earth products increased. U.S. rare earth imports were primarily from China, with lesser amounts, in decreasing order, from France, Hong Kong, Japan, Austria and Russia. The United States imported 100 percent of its supply of yttrium metal and compounds primarily from China. United States In 2008, lanthanide concentrates were processed by Chevron Mining Inc. (previously Molycorp Inc.) at its mine site at Mountain Pass, CA. Chevron Mining sold its entire holdings in the rare earths mine to Molycorp Minerals LLC in September and operations continued at the site through-out 2008. Major uses for these mineral commodities were in automotive catalytic converters, petroleum fl uid-cracking catalysts, permanent magnets, glass-polishing compounds, ceramics, metal-alloying additives, phosphors and recharge-able batteries. Three domestic companies produced and sold lanthanide intermediate concentrates and refined products. Chevron Mining sold its interests in the Mountain Pass Mine to Molycorp Minerals LLC on Sept. 30, 2008. Molycorp Minerals LLC is an investment company owned by Resource Capital Fund IV L.P., Pegasus Partners IV, LP, The Goldman Sachs Group Inc., Traxys North America LLC, Carint Group LLC and Mark Smith. The Molycorp operation previously mined the rare earth fluocarbonate mineral bastnäsite by hard-rock surface methods, and the mine remained on care and maintenance in 2008. Molycorp maintained significant stocks of bastnäsite concentrates, intermediate concentrates and high-purity rare earth compounds at its operations at Mountain Pass. In October 2007, Chevron Minerals completed phase one of its three-stage plan and restarted the rare earth separation plant at Mountain Pass. The company also processed intermediate rare earth concentrates from existing stocks during the first three quarters of 2008. Molycorp Minerals LLC maintained production in the last quarter of the year. The mine at Mountain Pass has been closed since 1998. Future plans are to restart processing of stockpiled bastnäsite concentrates followed by reopening of the mine.

It is well established that an ordered sequencing of charge initiations in a blast pattern is an important design consideration that affects blasting performance. Delay times must be chosen such that damage to the rock mass is controlled. The accuracy of delay detonators is also of major concern. A large scatter could lead to an incorrect blast sequencing that would lead to damage to the rock mass causing increased over-break, degraded fragmentation, increased fly-rock and poor vibration control. In this study, the effect of using accurate delay detonators on the explosive energy generated is investigated. For this purpose, power spectral density of the blast vibration for delayed shots are calculated and compared with the case where holes are shot at the same time (no delay). At the end the results are presented and discussed.

The purpose of this paper is to present a discussion of the various approaches that can be utilized in the study of mine subsidence phenomena. Attention is focused upon the rational selection and use of laboratory models. Broadly interpreted, mine subsidence is the deformation of the rock mass enclosing the mine. Depending upon a number of factors, the movement of the subsiding rock mass may be such as to disrupt gas and water lines or other buried utilities, to damage surface structures such as buildings and bridges, to dislocate streams, roads, and rail lines, to aggravate acid mine drainage and fire problems, and to generally mar the landscape. It is clearly a problem that no mine manager can safely ignore. It is also a problem that will grow with the general population increase. In the following, a summary review of past and present approaches to subsidence studies is given. The possibilities of duplicating subsidence phenomena in laboratory models are examined, and an analysis of a particular type of model is presented. Some preliminary results obtained from a model of the particular type analyzed are then discussed.

"The industrial Internet of Things (IIoT)—a concept that combines sensor networks and control systems—has been employed in several industries to improve productivity and safety. NIOSH researchers are investigating IIoT applications to identify challenges of and potential solutions for transferability of IIoT from other industries to the mining industry. Specifically, NIOSH has reviewed existing sensors and communications network systems used in U.S. underground coal mines to determine whether they are capable of supporting IIoT systems. The results show that about 40% of the installed post-accident communication systems as of 2014 require minimal or no modification to support IIoT applications. NIOSH researchers also developed an IIoT monitoring and control prototype system based on low-cost microcontroller Wi-Fi boards, to detect a door opening on a refuge alternative, activate fans located inside the Pittsburgh Experimental Mine, and actuate an alarm beacon on the surface. The results of this feasibility study can be used to explore IIoT applications in underground coal mines based on existing communications and tracking infrastructure. INTRODUCTION The nation’s approach to health and safety in mining has historically been reactive in the sense that health and safety regulations and mandates have traditionally been passed as a result of tragic mining accidents. An example of this is the Mine Improvement and New Emergency Response Act (MINER Act) of 2006, which was passed as a result of several mining accidents where tracking of and communications with underground personnel were severely limited. While this reactive approach has led to the development and implementation of highly impactful safety interventions and safety practices, there currently exists a technological revolution that can shift the paradigm toward a proactive approach based on preventative methods: Internet of Things (IoT). IoT is the network of physical objects or ""things"" embedded with electronics, software, sensors, and connectivity to enable that network to achieve greater value and service by exchanging data with the manufacturer, operator, and/or other connected devices [1, 2]. It should be noted that IoT has been defined from various perspectives, and hence numerous definitions exist in the literature. The apparent ambiguity of the IoT definition might be due to the fact that IoT is syntactically composed of two terms: internet and things. The first one pushes towards a network-oriented vision, while the second tends to put the focus on generic objects. The traditional internet can be viewed as an internet of computers —i.e., “things” connected to the internet are computers only. IoT “extends” the internet by allowing other generic things that are commonly found in our daily life, such as refrigerators and cars, to be interconnected via the internet, and thus creates a bridge between the virtual word and the physical world."

That makes all the difference,” said Dee Kippers, of FMI Henderson Mine, in her talk on “Process optimization during a market downturn (A Moly MacGyver story).” Kippers told an entertaining story of the journey she and her team took in tackling the issue of an annual spike in iron content in the product at Freeport- McMoRan’s Henderson primary molybdenum mine near Empire, CO.As the metallurgists tried one thing after another — cranking up the iron depressant, adjusting pH with sodium hydroxide and hydrated lime, modifying reagent levels — Kippers found that when she shared her results with the operators, communicated with them on what she was doing and got their input, they were more willing to work with her, and more understanding and supportive of her efforts.The results make the case for getting people on board and coming together as a team. The cost savings from their optimization efforts, with little capital investment, have been “enough to cover the annual salaries of our metallurgy department and then some,” Kippers said.Considering the environmentDavid Lemieux, of Dundee Sustainable Technologies (DST), talked next on “Cyanidefree process for gold extraction,” presenting the results obtained from a demonstration campaign of the company’s novel chlorination process for gold extraction and associated arsenic stabilization process. Developed at an investment cost of C$35 million, they are ready for commercialization, having been demonstrated on the laboratory, pilot and demonstration scales.The DST process is differentiated from the Plattner chlorination process, which was in use from 1851 to 1916, by moderate process conditions of atmospheric pressure and ambient temperature — the result of using sodium hypochlorite solution, or bleach, instead of direct injection of chlorine gas — and new, cheaper materials of construction, such as polymers, plastics, fiberreinforced plastics and Teflon, resulting in lower capital and operating expenditures."

Seabed polymetallic nodules, which contain significant quantities of metals key to electrification (nickel, cobalt, copper, and manganese) can be processed using several different metallurgical processing options, including direct smelting and subsequent hydrometallurgical refining of the copper/nickel matte, ammoniacal leaching (gas reduction or Cuprion), and acid leaching (often reductive). Many of these approaches suffer from reduced cobalt extraction, difficult physical performance, or overall circuit complexity in general, leading to increased risk to the overall project. SGS has considered pressure acid leaching of nodules for further investigation, as publicly shared data on this processing route stems from the 1970s and 1980s and is not always easily accessible. This paper will detail the series of tests conducted and provide updated results obtained (high Ni/Co/Cu recovery with limited Mn/Fe), as well as comment on the potential treatment options on the product solution and residue.

Effective management of ore loss and dilution is essential for successful grade control and short-term mine planning due to their significant impact on the economic, environmental, and technical aspects of open-pit mining operations. Factors influencing ore loss and dilution fall into two categories: (i) controllable factors like mine equipment selectivity and blast design and (ii) uncontrollable factors such as spatial heterogeneity of ore and waste blocks on a bench. This paper focuses on the second category by applying spatial entropy concept to capture heterogeneity at the scale of selective mining units. In this paper, global spatial entropy is used to assess the impact of spatial heterogeneity between ore and waste blocks on the magnitude of ore loss and dilution, while the local spatial entropy can guide the allocation of blast movement monitoring balls pre-blast. High values of the global spatial entropy indicate increasing potential of ore loss and dilution, which reduce profit. Furthermore, the study investigates the relationship between spatial entropy, cut-off grades, blast movement, dig-limits optimization model running time, and profit through a number of case studies. The results show that changes in cut-off grade and blast movement can significantly affect spatial entropy post-blasting and increase ore loss, dilution, and profit reduction, revealing the need for controlled blasting at specific bench sections. PT Freeport Indonesia’s (PTFI) latest expansion has increased total mill throughput to 125kt/d (137,700 stpd). The most recent expansion included the installation of a semiautogenous mill (SAG) designed to treat more ore than any other single SAG mill currently operating in the world. Also included in the expansion were two large ball mills, rougher and cleaner flotation, including conventional and column cells, and a regrind circuit. All equipment is supported by a modern distributed control system. PTFI’s operations are located in the Ertsberg mining district of Irian Jaya’s Jayawijaya Mountains, the eastern-most province of the republic of Indonesia on the Island of New Guinea. PTFI, the operator, is owned by Freeport McMoRan Copper and Gold (81.3%), the government of Indonesia (9.4%) and private Indonesian investors (9.3%).
