Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

X-ray computed tomography (CT) images of rock specimens often contain artifacts which must be corrected before scientific analyses are performed. This paper presents a new workflow of automated image processing to utilize poor-quality X-ray CT scan images. The workflow runs on the open-source image analysis software and efficiently separates desired features from low-contrast scanned images. The new workflow is a two-step technique using contrast enhancement and automated feature segmentation to generate noise-free binary images. The results of binary images using the proposed workflow and using a conventional thresholding technique are analyzed to show the quality of the proposed method. The paper also presents a workflow of estimating the structural geometries of features in two and three dimensions. The results of the structural feature analyses and computational time were compared between the open-source (ImageJ) and commercial image analysis software (Bruker Computed Tomography Analyzer). The commercial software was more computationally efficient, but the task-specific macros in open-source software enabled the user-desired automation in image processing and data extraction of desired structural features of comparable quality.

Solution mining, primarily by heap leaching, has emerged as an important method for mining gold and silver in the United States. Heap leaching offers many economic and environmental advantages over conventional production techniques, in particular for lean ores and old mine waste rock. In order to more effectively pursue research on heap, dump, and in situ solution mining of gold and silver, the Federal Bureau of Mines conducted an extensive survey of leaching practices and problems. This presentation summarizes trends and statistics. Leaching is projected to provide 20 pct of primary mine produced gold and 10 pct of primary silver by the end of 1982. Current leaching practices in the United States are reviewed; operational problems and research programs to alleviate those problems are discussed.

When considering all the aspects of a viable mine plan, it is important to estimate the accurate cost of mine ventilation, which varies as a function of airway dimensions, fan selection and ventilation network. Optimization of the overall elements of ventilation design can lead to very significant cost savings when capital and operating cost savings are considered in combination. This paper will describe a methodology, whereby ventilation costs can be minimized by optimizing the ventilation aspects of mine design and fan selection, by providing a brief description on ventilation theory and the factors which affect ventilation operating and capital costs.

Caterpillar’s 797 327-t (360-st) mining truck is currently being tested at the company’s proving facilities. Mine evaluations began in the second quarter. The unit will be commerically available in North America in 2000 and worldwide in 2001. The new model is the largest of Caterpillar’s off high-way truck line. In addition, the company has replaced its 966F series II and 970 F wheel loaders with the966G and 972G models. 797 mining haul truck Caterpillar developed the 797 mining haul truck in response to mining companies seeking to reduce cost per ton in large-scale operations. The 797 is sized to work with loading shovels used in large mining operations. And Caterpillar will match the body design to the material being hauled, to optimize pay-loads.

Introduction Thick seams constitute a considerable portion of Polish coal reserves. In producing mines and those under construction, the reserves where the height is more than 4.5 m (15 ft) total about 24% of all the hard coal reserves. The reserves that are under urban and industrial areas can be extracted using stowing methods for surface protection. About 50% of thick seam reserves can be extracted by caving methods. Thick seam mining methods Thick seams are usually extracted by multilift methods. There are some methods of thick seam mining that generally can be divided into caving and stowing methods. The stowing method is more expensive, but must be used when mining to protect surface features. The more known methods of thick seam mining include • extraction of thick seam in ascending order with stowing ; • thick seam mining in descending order with consolidated stowing; • thick seam mining with gob consolidation; • thick seam mining in descending order with roof caving ; • sublevel caving thick seam mining system; and • thick seam mining system using an artificial roof. Thick seam mining with introduction of an artificial roof The most advantageous method of thick seam mining is the method using an artificial roof. The artificial roof usually consists of wire mesh. Such wire mesh must be durable and must prevent small rock fragments from passing through. The mesh is usually made of steel properly protected against corrosion. The artificial roof is placed on the coal floor of the top slice (Fig. 1). Caving rock falls on the artificial roof and is thus separated from the coal. The next slice is extracted under the artificial roof. The producing face of the next slice must progress within 10 m (33 ft) behind the front of the first slice. As the second producing face progresses, the wire mesh moves down on the coal floor and may be used as an artificial roof for the next slice. Thus, one artificial roof allows the extraction of several consecutive slices. Application of the artificial roof allows for clean extraction and reduces coal losses. It also eliminates the hazard of spontaneous combustion. Introduction of the artificial roof has been limited due to a lack of artificial roof laying equipment. Manual laying of wire mesh is a labor-intensive operation, and it delays face progress, resulting in poor productivity. To eliminate these problems, artificial roof laying equipment was designed at the Polish Central Mining Institute. The support and the method of laying operation is covered by a patent. The accuracy of vibrating wire stress meters has been questioned by various users in the mining industry. During an in situ coal pillar study, a laboratory evaluation program was developed to determine whether stress meters could produce reliable measurements in coal. More than $0 stress meters were tested for accuracy, repeatability, effects of setting pressure, and the concept of using a single curve for interpreting the stress-meter data. The testing medium was lucite, a material with a modulus of elasticity very similar to coal. The evaluation demonstrated that the stress meters did provide repeatable measurements, but that accuracy was lacking when the recommended interpretation technique was used. Therefore, a new technique was developed that required all stress meters to be calibrated in the laboratory before use in the field. This new technique reduced the average error to typically less than 10% and, in the worst case, to below 15%.

In spite of potential theoretical and economic advantages of large-diameter ball mills, many manufacturers elect not to build these mills owing to what is perceived as an excessively large design risk. This risk results from the fact that traditional predictions for mill-scale-up to large diameters are not always accurate. It is apparent that alternative methods of analysis and scale-up are required. Recent studies have shown that detailed population balance models which account for important grinding subprocesses, i.e., grinding kinetics, material transport, and classification, are capable of predicting the performance of small- and intermediate diameter mills (up to 4.3 m (14 ft)) from small-scale batch tests. These same models are used in the current study to predict the performance of a "borderline" large ball mill (4.7x5.5 m) at Asarco's Sacaton operation, a ball mill (5.0x5.8 m) at Kennecott's Chino operation, and one of the world's largest ball mills (5.5x6.1 m), at Cities Service Pinto Valley operation. Model parameters required for scale-up have been estimated in a 380-mm diameter batch mill. Predictions are compared with the results of detailed plant sampling in the three plants. For the Sacaton and Chino operations, the error of the predictions was found to be less than 2.5%, while the corresponding error for the Pinto Valley operation was less than 2.7%. It is concluded that proper representation of the major subprocesses of grinding in the model equation is the key to achieving accurate scale-up. Of special importance is the need to account for the size distribution of the grinding media and the influence of the size distribution environment in the mill on grinding kinetics.

A small scale continuous flotation cell was designed and constructed at Noranda Technology Centre to develop a mobile testing flotation circuit located next to the production circuit. This mobile small scale flotation pilot plant can easily and economically be set up at any circuit in a mill and used to evaluate and predict plant performance against a given flotation condition. The main feature of the cell, beside the provisions of automatic pulp level and feed rate control, is to provide a reduced surface to volume ratio approaching to that of an industrial machine. This paper describes the basic design and the results of various testwork carried out to date including aeration, conditioning, reagents, recirculation, flotation gas, etc. are presented in comparison with the plant production results.

Room-and-pillar mining at White Pine started in 1953 from a sub-outcropping orebody that gently dips to 1000 m depths in a distance of about 6 km. High horizontal stresses were recognized in the mid-1960s which had obvious stability impacts when viewed in combination with the increased overburden stresses. Modifications in conventional room-and-pillar design were introduced through the years on a trial-and-error basis to help overcome stability and resource recovery problems. These modifications were based on pressure arch concepts using pillar yielding and/or pillar recovery, and on mine layout orientation to minimize stress impacts. While some of these modifications were successfully applied in some areas, they failed in others. Through the years, visual observations played a major role in panel design with contributions from stress measurements and analyses. However, the down slide in the copper economy during the 1970s and early 1980s resulted in a loss of interest in the application of these concepts. This paper reviews ground control problems and presents the results of recent stress measurements and computer analyses. They shed light on the importance of using yield pillars and mine layout orientation to control stresses at depth.

Ore at the Congress gold property, located near Goldbridge, British Columbia, is extremely refractory with most of the gold disseminated in fine-grained arsenopyrite. Metallurgical testwork conducted by Giant Bay Biotech Inc. indicated that biooxidation pretreatment was capable of increasing cyanide gold recovery from the ore to greater than 90%. To determine if the bioleach process could be successfully scaled up, a 225m' (7950-cu ft) commercial size bioleach reactor was built and tested at the mine site in 1989. At that time, the tank was the largest bioleach reactor ever operated. The objectives of the program were: • to ascertain if the biooxidation rates obtained in lab and pilot-scale reactors could be duplicated in a commercial scale tank; • to identify agitation conditions under which the process will function optimally; and • to demonstrate the bioleach process on a scale sufficient to satisfy the owners and potential investors.

Equations which predict the unsteady-state response of the continuous froth flotation cell to changes in operating conditions are necessary for the rational design of an automatic flotation cell control system. Unfortunately application of automatic control to froth flotation separation equipment has lagged behind application to other types of separation equipment (for example distillation columns, absorbers, liquid-liquid extractors, etc). This may be due partly to the unavailability of suitable mathematical models for predicting the dynamics of continuous mechanical froth flotation cell. This paper presents the results of a comparison of four dynamic flotation models (in transfer function form) using the same set of unsteady-state continuous flotation data. One of the transfer functions tested has been presented previously in the literature (1), another (2) has been accepted for publication, and two are given here for the first time. In addition, data are presented which confirm earlier findings that the mixing in the rotor-stator type cell is nearly perfect. The specific purposes of this paper are to: (1) provide the automatic control systems designer with several alternative dynamic mathematical models of the continuous mechanical froth flotation cell (2) give some idea of the relative a¬bility of each model to predict unsteady-state behavior by fitting each model to the same set of experimental stimulus-response flotation data and (3) provide more insight into the macro-mechanisms prevailing in the continuous mechanical flotation cell. The dynamic models which are presented and tested here all relate the time variation of the concentration of a given floatable mineral in the tailings to a time-dependent disturbance in the same floatable mineral concentration in the feed to the flotation cell.

Gold extraction along the Carlin trend requires large withdrawals of ground water, which can be perched, unconfined at shallow depth, and (or) confined at depth. Five hydrogeologic units-Quaternary basin-fill sediments, Tertiary basin-fill sediments and sedimentary rocks, Tertiary volcanic rocks, Devonian to Ordovician siltstones, and Devonian to Ordovician carbonate rocks--form the framework for two aquifer systems that discharge along some reaches of the Humboldt River and its tributaries and are recharged by streamflow along other reaches. Ground-water withdrawals eventually could affect these stream-aquifer interactions. Further work is needed to quantify regional hydrologic processes and evaluate potential effects of mining on water resources.

It is becoming evident that traditional methods of econometric analysis are inadequate in estimating-the long-run supply of minerals. Econometrics is limited to extracting estimates from observations of the theory predicts that the least cost deposits will be exploited first.1 The estimation of parameters from past data then must lead to biased projections of the future. Mining conditions in the future will be worse than in the past and it is the impact of the future conditions on cost that we need to know. In this paper we present a methodology for dealing with this problem. We estimate a "cumulative cost" function that yields the long-run marginal cost of mining as a function of cumulative output produced over time.2 This is relatively easy to do for coal mining in the United States where exploration for new deposits is not a major factor in supply. The first step of the procedure relates cost to the rate of output and to the geological conditions of the mine. The second step combines geological information on remaining deposits with the cost function to yield the cumulative cost function. A central theme of both these steps is the interaction of economics with geology. The best deposits are selected first and in each step of the estimation allowance must be made for this fact. The problem of depletion is part of the general problem of structural change. The change through depletion in the nature of the exploitable mineral stock is only one factor that calls for an analysis sensitive to the changing circumstances of the industry. PT Freeport Indonesia’s Deep Mill Level Zone (DMLZ) is one of three operating cave mines at the Grasberg mine complex. The DMLZ is situated in the East Ertsberg Skarn System (EESS). It is set 500 m below the operating DOZ mine and located approximately 1,500 m below the surface, making it one of the world’s deepest panel caving operations. Initial undercutting of the DMLZ commenced in the second half of 2015 and has expanded to more than 120,000 m2. High pre-mining stresses and the changes associated with caving, combined with a strong and brittle rock mass, led to significant seismicity and rock bursting. Stress and seismic management are the main challenges for the operation and have evolved significantly from initial undercutting to the present. Considerable amounts of empirical data associated with ground response have been collected, evaluated and combined with historical lessons learned from the Intermediate Ore Zone (IOZ) and Deep Ore Zone (DOZ) mines, which are located within the EESS. This has provided an improved understanding of how the various geological, geotechnical and mine design criteria relate to one another. Additionally, the information has allowed for the development and implementation of improved strategies for stress and seismic management in the DMLZ. This paper describes how these learnings have driven changes in mine geometry, layout, and support systems. Through comprehensive monitoring and detailed inspections, positive changes have been seen in the ground response, leading to an increase in footprint reliability and accelerated cave growth. The paper summarizes the key learnings at the DMLZ regarding stress and seismic management as well as the positive improvements towards sustained and safe caving operations in the DMLZ.

A method has been developed to remove calcite from the leaching circuit in the uranium in situ leaching system. The process involves injecting the leachate and a pH control agent tangentially into an inverted cone reactor containing calcite seed catalyst. The leachate can be treated at high throughput to obtain clear effluent containing 5 ppm or lower Ca. Both lime and ammonia are effective pH control agents and consumed according to stoichiometry.

"SUMMARY The Istanbul Strait Road Crossing Project includes a 3.34 kilometer subsea tunnel excavated by TBM with an excavation diameter of 13.71 m. The tunnel will incorporate two road decks, each employing two traffic lines and shoulder with the daily capacity of 100,000 light vehicles. The tunnel alignment crosses full face rock sections with heavily fractured zones due to tectonic events as well as a long central stretch of difficult mixed face and very variable soft ground conditions. The demanding ground conditions and the large diameter in combination with realized face pressures well above 10 bar required a highly specialized and well adapted TBM. The paper describes the project challenges and the related technical solutions incorporated within the TBM design as well as the real site experience. INTRODUCTION In 2013, a 13.71 m diameter Mixshield was manufactured in Germany for the Istanbul Strait Road Crossing Project. The delivery of the TBM in late 2013 was a major milestone for the Istanbul Strait Road Crossing Project, also known as the Eurasia Tunnel Project. The Eurasia Project (www.avrasyatuneli.com.tr/en) consists of a 14.6 km route including a 5.4 km tunnel segment in its central part crossing the Bosphorus. The 3.34 km subsea section of the tunnel was excavated in closed mode using a Mixshield TBM. The remaining tunnel length is constructed by sprayed concrete lining (SCL) method followed by a cast in place (CIP) lining or by cut and cover (CC) structures for the TBM transition boxes (Figure 1, right). Other project sections on the European and Asian side consist of upgrading and widening surface access roads towards the tunnel. Conceptual ideas of connecting Asia with Europe via a tunnel crossing the Bosphorus have been around for an extended time and only became realistic towards the end of the 20th century based on significant technical developments in mechanized tunneling. Feasibility studies for a new Bosphorus crossing in 2003 and 2005 confirmed and suggested a road tunnel in its present alignment as the preferred solution. Following an international tender process the Ministry of Transport, Maritime Affairs and Communications of Turkey assigned ATAS, a special purpose company formed by Yapi Merkezi (Turkey) and SK E&C (South Korea), to design, build and operate the Eurasia Tunnel Project. The Implementation Contract was signed in February 2011. In 2012, Herrenknecht AG was selected as the supplier for the 13.71 m Mixshield TBM."

In order to obtain a better understanding of the explosion risk at the coal face, anomalies in the ignition sensitivity for different modes of ignition of hybrid mixtures of dust, methane and air were studied. Results indicated that the explosible behaviour of the working environment is highly dependent upon the ignition source and the fuel composition. For example, depending on the ignition source, the same hybrid mixture can be inert or extremely explosible. In conclusion, it is stressed how the explosion risk can be expressed in terms of a safety factor which takes into account the influence of both the fuel and the ignition source.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. The administration opposed the council creation contending that the Cabinet Council
