Federal and State sulfur oxide emission and ambient air quality regulations have been implemented to fulfill the requirements of the Federal Clean Air Act Amendments of 1970. Primary and secondary air quality standards have been established at levels considered necessary to assure the protection of the health and welfare of the public. Standards of performance under this Act have been established to control the rate of sulfur oxide emissions from individual sources so as to protect and to improve the quality of the Nation's air. The new source standards of performance were made rigorous for large coal burning stationary sources. This has had a severe impact on the electric utilities that operate the coal fired steam electric plants which are the largest consumers of the Nation's coal production. States have taken different approaches in State Implementation Plans (SIPS) as approved by the Federal Environmental Protection Agency. Some states, such as Pennsylvania, have chosen to permit moderate SO2 emission rates from existing sources which are not in critical air basins. All are required to meet primary and secondary air quality standards and to limit sulfur oxide emissions from new large stationary sources to a minimum of 1.2 LBS of S02/MMBTU fired. This re- quires a fuel sulfur percentage of about 0.7 for a 12,000 BTU/lb coal. In an effort to develop strategies and technologies to conform to performance standards while continuing and hopefully expanding the utilization of the Nation's coal supply, the electric utilities, the Federal and State regulatory agencies, and other industries and government agencies are considering several alternatives. 1. Natural low sulfur coal 2. Flue gas desulfurization - (FGD) non-regenerative and regenerative 3. Coal gasification 4. Liquefaction and solvent refined coal 5. Fluidized bed combustion 6. Chemical coal cleaning 7. Physical coal cleaning Of these options, only the first and the last can be considered to be widely used in full commercial practice at this time. FGD has certainly demonstrated technical and operating feasibility and is close to being in full commercial practice but it remains to be seen if the large systems under construction are economically and environmentally optimum.

Measurement of gamma radiation occurring in nature to characterize geological formations has been widely recognized in mineral exploration. Different methods and apparatuses have been developed for drill hole logging purposes. Geological formations vary in amount of naturally emitted gamma radiation. A gamma signature from a geological formation is captured by utilizing different types of gamma detectors. A natural gamma radiation detector (NGRD) can be used to control mining whenever there is a significant difference between the radiation levels in the mineral or ore being mined and the waste materials surrounding the ore. Surface miners, such as the one shown in Figure 1, can precisely control the elevation of the cutter as the machine moves over the surface of the formation. This type of machine is predominantly used in selective mining operations, e.g. surface coal mining. If there is a means to know the position of the cutter relative to the interface between the ore and waste, the miner can recover all or most all of the valuable mineral with very little out-of-seam dilution. This paper discusses the results of a successful application of gamma detectors to control a surface miner at one of North American Coal Corporations? locations - Red Hills Mine. The mine has nine coal seams in total with thicknesses ranging from 12? to 60?. The bottom six seams (Figure 2) are minable. The mine has complex geology and a significant amount of annual rainfall (4.7 ft). The mine produces approximately 3.5 million tons of coal and about 40 bcy of overburden per year. The operation utilizes diverse mining equipment including Dragline Marion 8200, electric shovel P&H 2800, Caterpillar end dump trucks CAT 785 and 789; bulldozers CAT D11, D10, D8, and D6. Coal is mainly extracted by utilizing a Wirtgen SM 4200 surface miner that is loading CAT 785 trucks with high volume coal bodies and payload of 150 t. Operational cutting depth is 24 inches with maximum cutting depth of 36 inches. Surface miner operators determine a cutting depth based on multiple cues, the most important being visual observations of a coal seam being cleaned or mined. The cleaning process involves removal of the last foot of waste material covering the coal seam. This is one of two critical phases in the coal extraction process. If, during the cleaning process, an operator sets a cutting head too deep, valuable product is wasted. If it is set too shallow, waste material is left to be mined with the coal. The second critical phase occurs in the last cut on the interface between the coal and waste material at the bottom of the coal seam. If the cutting head goes deeper than favorable, then waste material is delivered to a power plant.

The mineral olivine has been the subject of continued research by various authors. Paik (1967) conducted infrared and flotation studies of the adsorption of sodium alkyl benzene sulfonates on olivine. These studies are of interest from two points of view. First, in the metallurgical field it is of interest to understand the mechanism of silicate flotation using sulfonate collectors and second to a hydrologist studying the pollution of surface or subsurface waters it is of interest to study the reactions taking place when water plus sulfonates encounter a porous (silicate) medium. On the basis of Paik's study he was able to postulate a possible mechanism for the attachment of RSO3 (sulfonate radical) to the olivine surface. Parks (1969) has been studying the important influence of the structure of a silicate such as olivine on its dissolution mechanism and its related surface charge. Also Luce, a student of Parks (1964, 1965) has been studying the kinetics of dissolution of olivine using the techniques of direct solution analysis and infrared analysis. Certainly a classic in the study of silicate dissolution is the work of Murata (1940) on the reaction of orthosilicates (olivine in particular) with strong acid solutions. Many authors (Dejú and Bhappu, 1966. 1967. 1968, Dejú, 1969; Rhoades and Krueger. 1968, and Faust and blunter, 1967) have reported studies of the behavior of silicates immersed in water (especially orthosilicates) and have found that there is an exchange of cations from the silicate surface for H+ from the water. Studies by Dejú and Bhappu have also included the system olivine-water-amine.

Flotation of dolomite from apatite was investigated, using dodecylamine hydrochloride or sodium oleate as the collector, in the absence and presence of inorganic modifiers such as sodium chloride. Separation of dolomite from apatite was anticipated from the single mineral experiments under various pH and collector concentration conditions. Flotation selectivity in the mixtures, however, was found to be limited. Attempts to control the flotation response of these minerals by addition of salts such as NaCI and KCI indicated that selectivity is possible. The presence of sodium chloride was determined to depress apatite flotation using sodium oleate leaving dolomite flotation unaffected (Moudgil and Ince, 1989). In this paper, conditions for optimum separation and the effect of major parameters on the desired selectivity are discussed.

This paper reports measurement results for radio frequency (RF) propagation around 90° corners in tunnels and underground mines, for vertically, horizontally and longitudinally polarized signals. Measurements of signal power attenuation from a main entry into a crosscut were performed at four frequencies — 455, 915, 2450 and 5800 MHz — that are common to underground radio communication systems. From the measurement data, signal power loss was determined as a function of signal coupling from the main entry into the crosscut. The resultant power loss data show there are many factors that contribute to power attenuation from a main entry into a crosscut, including frequency, antenna polarization and crosssectional entry dimensions.

The Symons Cone Crusher was invented by Edgar B. Symons in 1923. It was quickly accepted as a superior secondary and tertiary crusher. Nordberg manufactured crushers for the Symons Brothers Co. and in 1928 acquired the Symons Cone business. Since then, the Symons cone has become the standard of the Mining Industry. This is due to the basic rugged design and Nordberg's continued efforts to modernize and upgrade the crusher design over the years. In 1930, the Heavy Duty model was introduced with a 225 kW (300 HP) rating. Then in 1931 the Short Head version was developed to handle finer crushing applications. In 1950, the 7 Ft. XHD design was produced which provided higher crushing force capabilities for harder ores and for smaller product size requirements. Finally, in 1978, the 7 Ft Super Heavy Duty design was created to expand the power rating to 500 HP and to further increase the crushing force limits. The first 7 Ft. Super Heavy Duty crushers were delivered to Bougainville Copper Ltd. in 1978 for the production of primary ball mill feed in a three stage crushing plant with the third stage in closed circuit. The product size was 80% minus 6.35 mm (1/4 in).

Various methods have been developed through US Bureau of Mines research to remove gas in advance of, during, and subsequent to mining. These include drilling horizontal or cross-measure boreholes from a mine opening, and vertical boreholes stimulated for drainage in advance of mining or for gob gas drainage. Techniques and equipment now exist that allow drilling a borehole at any angle to the vertical, and even along an arc. Stimulation treatments have also been developed that provide for increased gas production capability. This paper describes the long-term production history of five select gas drainage installations. The Bureau of Mines conducted or participated in four studies. The remaining study was conducted by the Equitable Gas Co. Principles of storage, release, and migration of coal bed gases The amount of gas contained within any given area of a coalbed depends on the coal's inherent storage capacity and the physical conditions of the coalbed. The gas storage capacity of coal is primarily a function of rank. As such, it cannot be affected by the presence of drainage holes (Kim, 1977). Certain physical conditions of the coalbed can, however, be changed that will affect the release and migration of gas. By pumping water out of the coalbed through the vertical boreholes, two important changes occur - pressure is reduced and water saturation is lowered. Reducing reservoir pressure releases gas as the coalbed adjusts and equilibrates gas to the change. Increasingly large amounts of gas are released for each incremental decrease in pressure. Lowering the water saturation level raises the permeability of the coalbed to gas and allows the gas to more readily migrate to the wellbore (Kisse and Edwards, 1975). For horizontal boreholes completed near mine openings, the coalbed has already undergone a pressure or water saturation reduction phase. This condition thus allows such boreholes to be highly productive with minimal water production. Shallow, gently dipping quartz veins at the Mineral Hill Mine are mined in room and pillar stopes. Ore zones are severely folded and fractured, thus actual pillar strength and physical properties of the rock mass deviate significantly from conventional laboratory tests and pillar theory. Laboratory specimens large enough to include pre-existing fractures proved to be representative of actual pillar strength. Further adjustment for specific pillars was based on RQD. Deformation and stress were measured in several pillars during pillar recovery. Stress data and finite element modeling were used to estimate absolute pillar stress at failure. The stress/strain relation provided an excellent indicator of pillar behavior. Good agreement between lab data and underground data was found.

Deposited millions of years ago in irregular paleokarstic channels, Jamaica’s extensive bauxite deposits provide good quality ore for alumina production and subsequent aluminum smelting. Bauxite mining operations are critical to the Jamaican economy. It accounts for a large percentage of Jamaica’s export earnings. Bauxite production in Jamaica accounts for about 10% of the world’s output each year. Bauxite deposits in Jamaica lie close to the surface. They can be extracted using standard surface mining techniques. The deposits occur in scattered pockets across the country’s rugged landscape. So it was necessary for two of the country’s major mining and refining operations to implement cost effective methods for the acquisition and management of bauxite reserves and surface ownership distribution rights.

The lanthanon compounds are becoming increasingly more important for ceramic and allied applications. As the supply increases and the cost decreases, further development of these interesting materials will undoubtedly lead to new applications and an increased demand. Recent improvements in separation processes have lead to high purity in the individual lanthanon oxides. This report includes short discussions on the mineralogy of the ores as raw materials, and on the separation processes required to produce the pure individual lanthanon oxides in useful quantities. To discuss the presently known applications of lanthanon oxides, this general review is divided into the following categories: A. Glasses, Glazes, and Porcelain Enamels. B. Refractories and Abrasives. C. Electronic Ceramics. D. Nuclear Ceramics.

INTRODUCTION The U.S. Bureau of Mines, Spokane Mining Research Center, has been conducting and documenting rock mechanics research in the Coeur d’Alene mining district for the past ten years (1, 2, 3, 4, 14, 15). A current project combines the information gathered from rock mechanics instrumentation, geologic structure, and analytic techniques to improve shaft and support design for the deep mines of the district (3). This project required knowledge of the anticipated loads and the physical properties of the rock mass to provide accurate input data for computer design models. Several techniques have been utilized to determine the physical parameters including the USGS (U.S. Geological Survey) solid inclusion probe, the CSIR (Council for Scientific and Industrial Research) biaxial and triaxial strain cells, and the CSM (Colorado School of Mines) dilatometer. This paper describes the determination of the in situ modulus of deformation in three mines over a period of three years and the evaluation of these results as they applied to this project. The need for in-situ rock mass properties such as the modulus of deformation has stimulated research and development of a large number of instrumentation techniques. One area of continuing interest involves various methods of radial borehole dilation. This concept was pursued by Menard (9) with an apparatus known as the pressure meter, which is used frequently in soil mechanics. Other developments in rock mechanics include the CPC (cylindrical pressure cell) by Panek (11) and the dilatometer by Rocha et.al. (13) in Portugal. The CSM dilatometer, which also utilizes this technique, was chosen for this project because it required a small amount of background study, was inexpensive, and could easily be combined with other experiments being planned for the test locations. Although no previous field applications to hard rock (compressive strengths greater than 20,000 psi) has been documented, the instrument was selected since good results have been achieved in granite, oil shale, and several coal measure rocks (11, 12).

Water sprays are a common method used to reduce particulate matter (PM) emissions. Various factors such as wettability, surface area coverage, fine particle engulfment rates, interparticle adhesion forces, suppressant penetration and suppressant longevity have all been suggested as critical factors in achieving effective PM control. However, it has not been established which of these factors are the most important. Experimental work indicated that suppressant penetration is the most critical of these factors. The length of time after application that suppressants were effective was also improved by using hygroscopic reagents that retained moisture to prevent evaporation. Maximizing suppressant penetration and improving suppressant longevity led to an average 86% reduction in PM10 concentrations in laboratory dust tower tests.

This stimulus prompts one to recall two symposia: 1. ?Lithium Resources and Requirements be the year 2000?, organized in 1976 by the U.S.G.S. in Denver (1) and the sequel 2. ?Lithium ? Needs and Resources? at Corning, N.Y. (2).

Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel's price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. Partners In Economic Reform, Inc., established a Polish-American Mine Center in Katowice, Poland, in 1996 to improve working conditions in the minerals industry. The program was based on the experience of mining companies, government, and labor in the United States, and was executed by a Coordinating Committee headed by the Center Director and Polish leaders from industry, State, labor, and academia. The cooperation among all parties has enabled safety and health issues to become part of industry restructuring with impressive initial reductions in coal mine fatalities. Existing work practices and attitudes of labor and management were assessed in coal mines throughout the country. Promotion, Rules, and Job and Task Analysis were identified as the areas requiring the most improvement, and are part of a post-graduate Safety Management program. Demonstration projects included measuring dust levels, using safety glasses, and promoting hazard awareness. Improved labor-management relations increased cooperation allowing for effective transfer of technology. Results can also be applied to improve the working environment of the manufacturing sector also undergoing restructuring.

In currently used mining methods, blasting techniques often causes dilution of valuable ore and results in costly processing requirements. In the context of narrow vein mining of thin and highly concentrated orebodies there is a need of a mining method that can reduce dilution in order to remain economically viable. This research project explored the viability of a new mining technology, thermal fragmentation, in narrow vein mining. Thermal fragmentation technology uses a flame jet to produce extreme heat that spalls the surrounding rock to a strategically located drill hole, as an alternative to traditional blasting. This paper creates a net present value (NPV) model of a mining method using thermal fragmentation, as well as for an existing method used for narrow vein mining; comparisons and evaluations were made regarding the feasibility of the new technology. It was found that while overall costs for thermal fragmentation were relatively high, reductions in wages, haulage and processing costs, as well as increased productivity and ore recovery, meant that the new method would improve the financial performance of any operation. These results identify that there is an opportunity to introduce the thermal fragmentation technology to narrow vein mines within Australia, in order to lower costs and increase profit.

The West Elk Mine is located near Somerset, Colorado approximately 70 miles southeast of Grand Junction, Colorado and 72 miles southwest of Glenwood Springs, Colorado on state highway 133 (Figure 1). The West Elk Mine was opened January 20, 1982 as the Mount Gunnison #1 Mine operated by the West Elk Coal Company, a division of ARCO Coal. In the early 1990?s ARCO changed the mine name to West Elk Mine and the operating company was renamed Mountain Coal Company. Arch Coal, Inc. purchased the West Elk Mine in 1998. West Elk Mine has produced coal from three different seams. Coal was first mined from the F Seam, the upper most seam in the stratigraphic sequence, from 1982 through 1991. Coal was produced from the B Seam, the lower most seam, starting with continuous miners in 1991 and transitioning to longwall mining in 1992and continued on through October 2008. The development of the E Seam, which is the middle seam in the stratigraphic column, started in 2004 with longwall production commencing in 2008. The ventilation conversion from exhausting to forcing for the E Seam portion of the West Elk Mine was implemented in late October 2009.

To develop strategic and tactical strategies to manage seismic hazard in a safe and economic manner, it is necessary to understand the spatial and temporal distribution of mine wide seismogenic behavior. Global mine-scale numerical stress modelling provides a means to forward predict seismic susceptibility thereby facilitating informed decision making for the development and implementation of strategic and tactical risk mitigation measures. To make forward predictions of hazard susceptibility using global stress models with reasonable confidence, it is necessary to rigorously calibrate numerical stress models to the observed history of ground reaction. This paper demonstrates quantifiable methods for calibrating numerical models and developing probabilistic prediction criterion using seismic data. The appropriate applications of model inputs (including boundary conditions, constitutive models and material parameterization) specific to global mine-scale modelling are also discussed. Lastly, this paper demonstrates how the calibration process adds value not only to informed decision making, but also to the improved understanding of site geomechanical conditions; including enhanced identification of geotechnical domains and mechanical indicators required for seismic mechanism domaining.

"A supply of sustainably sourced rare earth elements (REEs) is critical for several high-tech industries, renewable energy technologies, and defense applications. Recent studies have shown that REEs exist in coal and coal combustion byproducts at elevated concentrations and in quantities that could meet domestic demand. Despite these promising findings, declines in rare earth prices, volatile commodity markets, and challenging geo-metallurgical conditions have jeopardized this potentially valuable REE resource. While the dilute REE concentrations inherently necessitate low-cost separation technologies, the ultimately operating cost threshold for economic extraction must be based on commodity price projections and market demand. In this paper, the micro-pricing principle is used to develop a rigorous economic model assessing the inherent value of REEs in coal materials. This model is based upon basket pricing of individual elemental oxides, and elemental distributions of coal samples from various basins. These results may be used to assess the economic viability of potential REE concentration and refining technologies INTRODUCTION Recent efforts by US Department of Energy (DOE) and the National Energy Technology Laboratory (NETL) have suggested that rare earth elements (REEs) may exist in coal and coal byproducts at concentrations suitable for economic extraction and processing. While the knowledge of REE occurrence in coal material dates back over 50 years, recent supply restrictions and material criticality considerations have prompted a national interest to establish a sustainable domestic supply of REEs. REEs are not “rare” in the sense of crustal abundance; however, few natural processes lead to concentrated ore deposits. As a result, the elevated concentrations found in coal material may provide a potentially promising resource for these materials. While the term “rare earths” is often used to describe a singular concept, the 15 rare earth elements actually have varying and sometimes contrasting scarcity and cost profiles. Various authors have proposed classification systems to provide information on REE criticality (e.g. Seredin and Dai, 2012, Zhang et al., 2015). The most straightforward classification is provided on the basis of geochemistry with designations for “light”, “medium” and “heavy” rare earths. Light rare earths (those to the left of the periodic table: Ce, Pr, Nd, and Sm) tend to be more common and less valuable when compared to their medium (Eu, Gd, Tb, Dy, and Y) and heavy (Ho, Er, Tm, Yb, and Lu) counterparts. While light rare earths are often found in traditional ore deposits at economic concentrations, the heavier rare earths are almost exclusively found as ion-absorbed clays (Seredin and Dai, 2012)."

Phelps Dodge Mining’s Bagdad, AZ copper facility uses a large series of cone crushers and ball mills to reduce copper ore to very fine particles. The solids are mixed with water to create a slurry. Milk of lime is added to this slurry to raise the pH. Small amounts of reagents are also added, including a frother to make bubbles, as well as a collector chemical that causes the copper minerals to stick to those bubbles. This material is pumped to a series of froth flotation cells to concentrate the copper. Air is blown into the flotation cell tank and the pulp mixture is vigorously agitated. Rising bubbles carry the copper particles over the edge of the flotation tank. The bubbles break after they flow over the edge.
