This paper presents the lessons learnt during the transition from an open pit method to a sub-level open stoping method at the Koidu Limited kimberlite pipe. These learnings may assist other mines with planning, both from a practical implementation perspective (layout, charging up challenges), and a method for estimating potential dilution and stability challenges associated with the interaction between the surface and underground excavations. Predictive geotechnical stability modelling was successfully applied to highlight potential failure zones, which allowed modification and enhancement of the mining layouts and quantification of the potential dilution of the kimberlite from indicative instabilities.

Rare earth elements (REEs) have special properties that prompted their extensive use in high-tech applications. The demand for REE has, therefore, increased over the past years, resulting in the supply risk of the materials. Extraction from non-conventional low-grade ores, like easy-to-mine ion adsorption clays (IACs), by hydrometallurgical methods is being explored to supplement the supply of REEs. The extraction of REEs from low tenor IAC leach solutions requires enrichment using cost-effective methods such as precipitation. Therefore, the aim of this study was to understand the recovery of REEs from IAC leach solutions using various reagents for precipitation. In the first part of the study, recoveries of REEs from IAC leach solutions through direct precipitation using H2C2O4 and NH4HCO3, as well as antisolvent crystallization using C2H5OH, were predicted via thermodynamic modelling using OLI Stream Analyzer. Verification experiments were then conducted through the use of an agitated reactor. Simulation results showed that high yields of REEs were possible using each of the reagents, but large quantities of C2H5OH were required. Experimental results confirmed the high yields predicted from simulations. Precipitation with H2C2O4 was found to selectively recover REEs while rejecting Al. However, utilization of NH4HCO3 and C2H5OH resulted in the co-precipitation of Al. Furthermore, the yield of Y from antisolvent crystallization was significantly lower than the theoretical value. The product recovered from antisolvent crystallization consisted of well faceted, large crystalline particles, which filtered faster than the fine, amorphous REE carbonates recovered using NH4HCO3. REE oxalates were crystalline, larger than the REE carbonates and, overall, showed the highest filtration rate.

Calcium minerals such as scheelite, phosphate, apatite are valuable minerals, which have similar flotation properties to the calcium gangue minerals. An additional problem is the fine dispersion and close mineral association of valuable and other minerals. Low polar compounds (non-ionic surfactant), such as fatty iso alcohols, neonol and phosphol, and their combinations with sodium oleate have been studied using flotation of monominerals and ore flotation; ATR IR spectroscopy and TEM for study surface of minerals; UV spectroscopy for control solubility, aggregation and de-aggregation processes. Increase in solubility of fatty acid collectors was confirmed by low soluble (heteropolar) compounds. Oxyethylated esters of phosphoric acid are adsorbed on phosphorite by -O2PO2R2 and on other rock minerals by donation of OH bond. Same effect shows difference of adsorption of fatty iso alcohols on calcite and scheelite. The different forms of adsorption of ionic and nonionic compound on a sparingly-soluble mineral surface creates distinction of the flotation kinetics and technological balance of ore flotation. The results of the separation of flotation of scheelite from calcite depend on the order of pouring into pulp of fatty iso alcohols and oleate, and their ratio in the mixture. Increasing scheelite recovery into rougher scheelite concentrate by 3.6% for both the flotation and sludge classes was obtained. Calcite recovery varied slightly upwards or downwards by 0.8-2.4%. The use of the non-ionic surfactant phosphol in combination with a fatty acid soap allows for obtaining a phosphate concentrate with more than 28% P2O5 content and almost 80% recovery in flotation operation. The safe and optimal installation of roof support remains one of the biggest challenges in underground mining today. Traditional hand-held, roofbolt installation in conventional mining has been replaced, in a lot of mining operations, by mechanized equipment. This was a first step to moving the operators out of the unsafe working environment and a start on the trend toward a changed support regime in mechanized mining. However, the challenge of handling of the drill steel itself, as well as inserting resin cartridges and bolts, remains a major hazard and the cause of many lost-time injuries. The paper describes and discusses developments in this area, of mechanized bolting and on-board automation, presenting solutions to known problems, achievements to date, and future developments. The solutions presented will identify with addressing customer needs while touching on possibilities for further technology changes, keeping focus on the safety aspect for operators and the need to bring the operators even further away from the unsafe working environment. The-state-of-the-art technology in mechanized bolting equipment is presented and a brief outlook on the past, current, and future developments is given.

Although online free cyanide analysers are widely available and used in gold leaching operations worldwide, reliable automated free cyanide concentration control is not consistently achieved in many of these operations. Effective cyanide concentration control is complex owing to amongst others, the long residence times and ore feed variations. Model Predictive Control (MPC) has been proven to provide superior cyanide concentration control over traditional proportional-integral-derivative (PID) control, leading to savings in operational costs and reduced leachable gold losses. In the first example reported in this paper, MPC has improved control of the free cyanide concentration by keeping it within the required range 73% of the time during testing, compared to the previous PID controller that only achieved this target 30% of the time. This represents a 143% improvement. Another example demonstrates a 22% reduction in cyanide usage as a result of using MPC. MPC functionality is rarely available on the programmable logic controllers (PLCs) and control systems installed at gold plants, hence it is implemented on a personal computer (PC) networked to the cyanide analyser and plant infrastructure. Mintek has developed an embedded MPC that installs into the Mintek Cynoprobe analyser, adding MPC functionality without the need for additional PC and network infrastructure, reducing installation costs. This allows plants to minimise their expenditure on additional infrastructure while gaining the benefits of superior MPC technology for multiple cyanide dosage points. This paper will present results showing that the embedded MPC performs as well as Mintek’s existing PC-based StarCS MPC controller, making it a viable alternative for infrastructure-constrained gold plants. Sampling in a continuous flotation plant is always a challenge as these plants are meant for production and not research work. The continuous flotation operation used in this work produced three sets of data: the first was based on overall plant performance, done by sampling the feed, concentrate, and tails; the second was based on the roughers row cell-by-cell; the third set of results came from the cleaners/recleaners row cell-by-cell. The highest recovery results in all sets of data obtained lie in the particle size ranges of 40 μm and 100 μm, which is in agreement with results by other researchers in the same field. King’s theoretical (model) recovery proved to be able to fit the experimental data but there is still room for improvement as the sum of squared error ranged between 400– 1200. Data obtained in continuous flotation operation could be used with batch flotation test-work to characterize scale-up of flotation cells.

Changing mining conditions, legislative issues, rising costs, and the constrained supply of skills and electricity in South Africa, have been some of the criteria forcing mine operators and engineers to review the traditional use of compressed air to power underground hand-held drilling operations in narrow-stope, hard-rock mines. In answering the question, 'What is the best way to power this mine?', they have resorted to trade-off studies with results of limited usefulness, because they are site-specific, and use only a few comparative parameters, based on a small data set. This paper aims to provide definitive, objective and quantitative decision-making approaches to evaluate alternative energy delivery systems for stoping in narrow-reef hard rock mines, based on primary and relevant criteria. These include quantifiable criteria such as capital expenditure, operating costs, resulting financial returns, energy and water usage, production performance, life-of-mine, etc. Other important criteria with qualitative aspects are integrated. These are safety, health and environmental concerns, legislative requirements, business risk, technology change, etc. The paper begins with a review of decision making processes available, and proposes the use of the analytical hierarchy process (AHP) method as a multiple-criteria decision making tool and the decision tree-based on milestone-driven uncertainties, to validate the selection of the energy delivery system. The results of a multiple-criteria questionnaire completed by a variety of industry experts and professionals, such as production and operation managers, consultants, suppliers and techno-financial analysts, are discussed. The evaluation indicates the potential for hydropower to be the best solution for narrow reef hard rock mines, based on current information, mine design layout and production.

In the chlorination process for TiO2 pigment production, blends of titania feedstocks such as ilmenite, synthetic rutile (SR), natural rutile, upgraded slag, and chloride-grade slag are reacted with coke and chlorine at a temperature of around 1000°C to form TiCl4, which is the main product, and other waste metal chlorides. TiCl4 is the main feed material for the TiO2 pigment-making process. Feeding different titania materials to the chlorinator affects the amounts of coke and chlorine required for the process, the amount of waste generated, waste disposal costs, the amount of TiCl4 produced, and bed build-up rates. These factors influence the value of the feedstock. Generally, a higher TiO2 feedstock is more valued since less waste is generated and less reagents are consumed. To quantify the impact of different feedstocks on the chlorinator, a techno-economic model was developed to describe the chlorination process and estimate process variables at steady state. This paper describes the development of the model and studies in which the model has been used to quantify the effects of using different feedstocks.

"The model described is a design and economic planning tool for analyzing surface mineral deposits. Mineralization, topography, costs and significant geologic features are input to the model. The results are:(i) final pit limits yielding the maximum total profit,(ii) annual cut-off grades and plant sizing yielding the maximum present value, and(iii) annual maps of the pit and annual production statistics for the mine, concentrator and smelter.Additionally, summaries are printed of the block mining sequence and cash flow. A special feature is an option to include dump-leaching operations. Stockpiling of material can also be simulated by the model. The model is built around theories of dynamic cut-off grades and a pit design algorithm. The dynamic cut-off grades maximize present value by examination of all economic and physical constraints for the optimum combination. The pit design algorithm is a set of rules formulated to find the maximum value from a special graph. The graph is different from graphs of analytical geometry, being made up of points and arrows connecting some of the points. These graph elements describe the relationship between any point in the deposit and the material which must be mined to get at that point. The model was designed to bring together the interdependent theories of economics, pit design and production scheduling."

"A statistical analysis was done on the locations of 718 copper and 1 257 gold deposits in Abitibi. This area of about 20 000 square miles is one of the better-explored metal-producing areas of Canada.Patterns of clusters were studied by harmonic analysis. Several two-dimensional power spectra showed a number of distinct peaks. Sets of crest lines for patterns of interfering waves were constructed on the basis of these peaks. They pass through elongated clusters of deposits which are spaced more or less equally. For copper these periodic regularities in location may coincide with geological structures largely of Archean age (major fractures and sedimentary belts indicating synclinal structures). A directional relationship with swarms of diabase dykes of known ages and distinct attitudes indicates that the gold mineralization is, in part, younger than the copper mineralization."

"The PGM smelting industry is known for operating at significant high superheats. Both the slag and matte phases that separate via gravity need to be tapped out of the furnace in a safe and efficient manner, which can be achieved only through sound tap-hole management practices. This paper gives an overview of the tap-hole management approach followed in the operations at Lonmin’s Western Platinum Smelter.Five circular AC furnaces are operated, with each furnace comprising essentially a crucible and auxiliary equipment. Within the crucible, slag and matte tap-holes are situated at different elevations. The slag phase is tapped at a higher elevation than the matte phase. At the three older furnaces, tapping is done by the conventional method of lancing open the tap-hole and closing it with a dolly. However, at the two newer furnaces, tap-holes are opened and closed with the aid of a drill and mudgun.Tap-hole management can be divided in a number of aspects. In order to achieve a safe opening and closure every time, Lonmin distinguishes between three important aspects - the design of the tap-hole system, the operating practices followed, as well as care and maintenance. This paper briefly describes the tapping channel and cooling requirements for handling superheated matte, together with the difference in design of the matte and slag tap-holes. Mention is also made of the importance of auxiliary equipment, which includes the launders, fume extraction, granulation water, and mudgun and drill units. Improvements made to the matte tapblock design are discussed.The monitoring, alarm, and safety systems related to matte and slag tapping are described. Tap-hole life and different wear mechanisms are mentioned. Tapping can be done safely only if the tap-holes and equipment are maintained properly. Mention is made of the tap-hole refractory repair practices, and the improvements made in order to reduce repair time as well as to extend the time between deep repairs. The importance of the correct tap-hole clay selection in order to nurse the tapping channel after each tap is also discussed.The paper finally touches on some research and development work that was done in order to improve the monitoring of the condition of the tapblock by means of fibre optic temperature sensors"

"The purpose of this study is to understand how ore loss and dilution affect the mine call factor, with the aim of subsequently improving the quality of ore mined and fed to the mill. It was necessary to know the relationship between ore mined and delivered for processing in order for the mine to operate efficiently. A review of the literature suggested the mine-to-mill integration approach as a standard intervention to address declining mine call factors. A case study was undertaken at a gold mine in the Free State on the influence of the fragment size distribution on ‘free gold’, the effect of ore loss and dilution on the mill efficiency, and time tracking of ore movement from source to the plant. The study revealed that fragmentation, underground accumulation of ore, and dilution have a significant influence on the mine call factor and mine output. It was difficult to quantify the total ore loss due to the time lag between mining and milling, which is extremely variable, when estimating the mine process inventory. However, it was possible to estimate the total dilution with some degree of precision by analysing the daily blast and head grades. It is therefore recommended that mines accept that some gold loss and dilution will always occur during blasting and transport of broken ore, and this loss must be minimized.IntroductionThe mining of high gold grades is obviously very beneficial for the economic viability of an operation, but optimum recovery of the product is required to maximize profits (Chapman and Bindoff, 2010, p. 13). Although integrating these two requirements is very difficult, due to the various activities occurring between mining and processing, it is indispensable. The main driver of this integration is the impact that different ore types and characteristics have on head grade. According to Isokangas et al. (2012, p. 871), mining and processing operations involve a series of well-defined sequential stages that are complementary in an efficiently operating mine, with the performance of one operation affecting that of another. An attempt to optimize each function separately without considering the whole extraction process will not result in the optimum efficiency of the entire mine. Several researchers have developed a proven methodology for revealing these inefficiencies (Dance et al., 2006, p. 1)."

The mine production scheduling problem (MPSP) has been studied since the 1960s, and remains an active area of computational research. In extending the concepts of the MPSP, the automated mine may now be regarded as a hierarchical intelligent agent in which the bottom layer consists of distributed robotic equipment, while strategic functionality occupies the higher layers. Here we present a disambiguation of artificial intelligence, machine learning, computational optimization, and automation within the mining context. Specifically, the Q-learning algorithm has been adapted to generate the initial solutions for a high-performing strategic mine planning algorithm, originally developed by Lamghari, Dimitrakopoulos and Ferland, based on the variable neighbourhood descent (VND) metaheuristic. The hierarchical intelligent agent is presented as an integrative conceptual platform, defining the interaction between our new Q-learning adaptation and Lamghari’s VND, and potentially other hierarchically controlled components of an artificially intelligent mine, having various degrees of automation. Sample computations involving Q-learning and VND are presented.

"SynopsisThe application of the attainable region (AR) technique to the analysis of ball milling is currently limited to batch data. This paper introduces the use of the technique to continuous milling.To this end, an industrial open milling circuit processing a platinum ore was surveyed. Samples were collected and later characterized by means of laboratory batch testing. On site, several milling parameters were varied systematically so as to collect data for modelling purposes. These paramters included ball filling, slurry concentration, and feed flow rate. After data analysis, a simulation model of the open milling circuit was developed under MODSIM®, a modular simulator for mineral processing operations. The mill was then simulated and the data generated was analysed within the AR framework.Initial findings reveal an opportunity to gain valuable insight by studying milling using the AR technique. From an exploratory perspective and inasmuch as this study is concerned, feed flow rate, ball size, and ball filling were identified as being pivotal for the optimization of open ballmilling circuits. Mill speed, on the other hand, had only a limited effect on the production of particles in the size range -75 +10 µm.IntroductionGlasser and Hildebrandt (1997) propounded the attainable region (AR) as a technique for the analysis of chemical engineering reactor systems. Results have since been produced and tested on both the laboratory and pilot scales. The method results in a graphical description of chemical reactions by considering the fundamental processes taking place in the system, rather than the equipment. From the plotted graphs, the process and the reactors can be synthesized optimally into a flow sheet.The use of the AR method still has a long way to go as far as mineral processing is concerned. For instance, several articles have reported the application of the AR technique to ball milling: Khumalo et al. (2006, 2007, 2008); Khumalo (2007); Metzger et al. (2009, 2012); Metzger (2011); Katubilwa et al. (2011); Hlabangana et al. (2012). Their main shortcoming has been the exclusive use of laboratory batch grinding data.To address this deficiency, Mulenga and Chimwani (2013) proposed a way by which the technique could be extended to continuous milling. In effect, the batch milling characteristics of a platinum-bearing ore (Chimwani et al., 2013) were used and scaled up to an open milling circuit. Then, with simplifying assumptions, an attempt was made to optimize the residence time of particles inside the mill. Later, Chimwani et al. (2014a) presented some optimization examples involving various milling parameters. The sequence of published articles then paved the way for the study of industrial milling systems with the AR methodology."

G. H. HENDERSON INTRODUCTION It is a pleasure to have read Mr Schuman's wide ranging and highly informative paper and also to congratulate him. Before proceeding to give views on the use and preservation of coal in South Africa, it is perhaps apposite to look at the South African scene on the world canvas. Mr Schuman's figures in his Table I are highly revealing. The Table shows expected consumption, export and import demand in the year 1980 by the continents of the world. The Republic of South Africa is shown as one of only four exporting countries at that date, although in the interim, Australia has become an exporter and will continue to grow as an exporter of coal. Huge fields have been proved in recent years. There is reason to think that for some years, coal and its economical uses have been under-estimated. The importation of oil carries a constant question mark and the exciting possibilities expressed in the uses of Dranium a decade ago for power generation, appear to have met with some setback. Present indications are that breederreactors will be delayed until about 1990. The capital cost of such reactors, too, is enormous. By 1980 it has been estimated that 20 per cent of the energy required by the leading ten nations of the world will come from nuclear power, but 80 per cent would then remain for fossil fuels and hydro generation. COAL DEMAND AND USAGE It is of interest to record that coal production in all the countries of Europe has declined markedly in the last 25 years. This is due to competition from oil, gas and nuclear power and also for sociological reasons; but there are signs that efforts will be made to resuscitate, at least in some measure, the mining of coking coals for which there is a strong and growing demand. Possibly all hard coal now mined in Germany has coking properties and that country is self-sufficient in this commodity. Germany might perhaps consider selling coking coal to her neighbours and importing additional coal for power-raising purposes. It has been frequently stated in American publications that the coal reserves of the D.S.A. are sufficient for 1 000 years. What that means, I do not know, but it is at least an indication that America has huge reserves of coal. Domestic and export demand in the U.S.A. in 1968 exceeded production for the first time. In 1969, the United States' output amounted to some 556 million tons, an increase of less than 2 per cent on the previous year. The output achieved fell short of demand, domestic and export, by more than 7 000 000 tons. This has caused and is continuing to cause anxiety in the U.S.A. In many countries young men for a number of reasons, largely environmental and social, are not coming forward in sufficient numbers for mining requirements and the same pattern has revealed itself in the Republic. This is, indeed, alarming because mining men in large numbers will be required to meet the estimated tonnage requirements set out in the following Table: It is difficult to visualise the replacement of these coal requirements either by oil or by nuclear fuels. The coal must be mined and men are required for the purpose. Unless a greater section of the population is allowed to participate in the more responsible aspects of mining, there is a serious likelihood that demand will not be matched by output. In addition to local demand, a lively export trade is possible. Exports are dependent on the future capacity of the South African Railways and Harbours and on Government policy. An export figure of 10000000 tons per year during the decade can be visualised and this figure would raise total estimated sales production to a figure of over 100 000 000 tons in 1980. The Kriel Colliery is an Anglo Coal mine which is contracted with Eskom to produce No. 4 seam for Kriel power station. The mine previously found it uneconomical to mine No. 5 seam due to the low qualities and tonnages of the seam, both at the opencast and underground sections. An area has been encountered for the first time at Kriel Colliery opencast pit 5, where the tonnage and qualities of No. 5 seam warrant further investigation. The primary reason for the investi¬gation of No. 5 seam by Kriel Colliery is because of the advantage of the high selling price (R450/t) that the market is currently prepared to pay for the No. 5 seam. The aim of this project is to mine No. 5 seam economically without interrupting No. 4 seam mining operations. The problem is that the equipments that are currently being used at the mine belong to Eskom and are dedicated to mining No. 4 seam only, not No. 5 seam. Through geology investigation, it is found that the whole No. 5 seam (No. 5 seam upper and lower) has an average thickness of 1.8 m. It also contains a parting of carbonaceous shale which divides the seam into two parts. No. 5 seam upper contains less tonnage compared to No. 5 seam lower. The calorific value and ash content of No. 5 seam lower is far better than No. 5 seam upper, but would still require washing the coal. This makes No. 5 seam lower the preferred seam to mine because it meets the requirements of the customer which is Highveld Steel. It is a coincidence that the area containing No. 5 seam under investigation encounters high overburden problems. The problem of drilling to No. 4 seam was going to be encountered because the thickness of the overburden ranges from 35 to 39 m. The Gardner Denver at the mine can drill blastholes only to a depth of 34.5 m, meaning the full overburden will not be drilled at once. This means the mining of No. 5 seam will do favours for Eskom because the overburden thickness will be minimized. This then led to an agreement between Anglo Coal and Eskom to mine No. 5 seam because both companies benefit from the project. In order to identify a suitable mining method for No. 5 seam lower, literature studies took place. It is found that San Juan mine from the USA has similar geological features to Kriel Colliery's No. 5 seam. Through comparisons, it is found that truck and shovel mining would suit the geology of Kriel Colliery's No. 5 seam since San Juan mine is using it. The sequence of mining No. 5 seam lower allows for a clearance of two cuts between the truck and shovel operation and the dragline. The mining sequence of No. 5 and 4 seam will be in the order of top soil removal; soft overburden pre-stripping; pre-strip drilling; pre-strip hard overburden; No. 5 seam lower coaling; interburden drilling and blasting; interburden stripping and No. 4 seam coaling. Financial evaluation of the project shows that a contractor will charge Kriel Colliery (Anglo Coal) approximately R 102.2 million to mine No. 5 seam successfully. The sales of No. 5 seam lower will provide a profit of R99.4 million at a yield of 70% from the washing plant. The project is beneficial to both Eskom and Anglo Coal because Eskom will have eliminated the problem of pre-stripping and Anglo Coal will generate additional profit. Through investigation and analyses of the project, it is proven to be viable and should take place. This is after looking at the advantages that the project has for Anglo Coal and Eskom. Discussion: T. L. Gibbs,* (Honorary Vice-President and Fellow): In terms of the Pneumoconiosis Compensation Act of 1962, a Pneumoconiosis Risk Committee was established whose function it is to estimate (by whatever means the committee deems fit) in respect of every controlled mine the pneumoconiosis risk to which persons employed in a dusty atmosphere at that mine are exposed. In estimating such risk the committee may estimate different risks in respect of individual mines or parts of mines or classes or groups of mines or occupations or localities at mines. The pneumoconiosis risk may be reviewed and re-estimated at any time. The Act provides further that the General Council for Pneumoconiosis Compensation shall apportion the levy imposed on owners of controlled mines on the basis of the pneumoconiosis risk determined by the risk committee and the numbers of persons employed in a dusty atmosphere. The task of the risk committee is a most responsible one and also a very difficult and complex one in view of the many different types of mines, rock formations, dust conditions, etc. Quite obviously, comparisons between mines cannot be made on dust concentrations alone as different mineral dusts have different toxicity or pneumoconiosis response factors. However, with its present knowledge, the risk committee is satisfied that the risk at mines, other than coal mines, is related to the mean quartz-equivalent dust concentration to which persons are exposed and the estimation of risks is based on this relationship. From the above, it will be clear that the work done by Dr du Toit on the problem of basing the current rate of levies to provide for pneumoconiosis compensation on the current dust hazard at mines has been of immense value to the risk committee. Up to now the risk committee has not been able to obtain complete and accurate information on the dust exposure of persons at all mines - and, in fact, it is doubtful whether it will be economic or practicable to obtain this in the foreseeable future - but reasonable assessments have been possible from routine dust sampling in some cases and from periodic comprehensive dust surveys in others. As a temporary measure the risks of some mines were estimated initially on a group basis relating to average dust conditions and the type of rock and mineral mined, but as more information became available, differentiation between individual mines became possible. It is the aim of the risk committee to eventually apply such a differentiation in all cases and to ensure that within the bounds of practicability each mine pays for its risk and for its risk only. In this connection, the relationship between the levies and the amounts actually paid out in compensation are examined regularly. In conclusion, I wish to add my congratulations to the author on his excellent paper. His findings will assist materially in the just administration of that very important piece of beneficial legislation, the Pneumoconiosis Compensation Act. G. K. Sluis Cremer MD (Visitor): Dr du Toit has made a valiant attempt to relate dust hazard and the rate of collecting funds for the purpose of paying compensation for Pneumoconiosis. In doing so he has had to make a number of assumptious, some of which touch on the medical aspects of pneumoconiosis. It is worth discussing whether these assumptions are justifiable. Pneumoconiosis is defined in our Pneumoconiosis Act as permanent disease of the cardio-respiratory organs which is caused by the inhalation of mineral dust. To a non-medical person this definition has probably a clear cut meaning. The doctors however have to deal with such conditions as silicosis and asbestosis where there is a well defined dose response relationship to the inhalation of quartz and asbestos respectively and on the other hand chronic bronchitis where the relationship to dust inhalation is poorly defined and where certainly no clear dose response relationship has emerged after many investigations in this country and overseas. Nevertheless since 1953 about half of our certifications for Pneumoconiosis are on the grounds of chronic bronchitis i.e. the X-rays show no evidence of silicosis, asbestosis or other relevant disease. This fact must affect Dr du Toit's computations. The next assumption we should examine is the manner in which toxicity factors have been allocated to the various mineral species. These allocations have in part been based on a restricted number of animal experiments carried out overseas but mostly in South Africa by Webster at the Pneumoconiosis Research Unit. To extrapolate the findings in a relatively small number of animal experiments to the expected reactious in man is a notoriously dangerous exercise. Furthermore the bracketing together of all silicates (except asbestos) and the insoluble metal oxides is entirely unacceptable. Talc (a hydrated silicate of magnesium) and muscovite mica (a silicate of aluminium and potassium) cause pneumoconiosis in their own right. On the other hand

FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R2,124, compared with an excess of income over expenditure of R4,218 last year. There are a number of reasons for this substantial change. There was a loss on realization of investments compared with a substantial surplus in recent years. The publication of the Journal once again resulted in a large loss in spite of a generous subvention of R2,000 from the Department of Cultural Affairs and other assistance amounting to R750. The revenue from sales of publications was down considerably. This is a figure which fluctuates considerably from year to year. The secretarial fee was considerably higher than previously. Due to pressure of work it was necessary for the Secretary to relinquish his duties with the Institute of Land Surveyors and, therefore, for this Institute to assume the additional staff costs involved. Finally there was unusual expenditure on the 75th Anniversary celebrations. There was a pleasing increase in revenue from subscriptions, due to the steadily increasing membership, but this was quite inadequate to cover the substantial increases in expenditure and losses in revenue mentioned above. The changes that have been effected in the arrangements for the publication of the Journal have been mentioned elsewhere in this report. It is expected that these will bring about substantial financial benefits in the long term. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of Rl00 and the total fund was therefore increased by this amount to R4,206. The balance sheet indicates that the market value of quoted shares and debentures increased during the year from R8,755 to R13,059, while the Accumulated Funds now amount to R22,567 as against R24,691 last year. MEMBERSHIP Fifty-six Members, fifty-five Associate Members, thirteen Graduates, twenty-two Affiliates and twenty- nine Students were elected during the year. Twelve Members were admitted to Life Membership; seven Associate Members were transferred to the grade of Member; four Graduates and two Students were transferred to the grade of Associate Member; five Students were transferred to the grade of Graduate; three Affiliates were transferred to the grade of Member; five Affiliates were transferred to the grade of Associate Member. In making this change it will conform to more general practice today in regard to publications and this should effect certain economies and facilitate selling of advertising space. It has been arranged that in future the publication of the Journal, including advertisement sales, will be handled by Kelvin Publications (Pty.) Ltd. who are already doing this work satisfactorily for the Mechanical and Electrical Engineering Institutes. In making these changes the opportunity was taken of redesigning the outer cover of the Journal to incorporate the new coat of arms. The Presidential Address by Mr R. C. J. After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. "How many of us have seen the grubby, grasping fingers of power-mad demagogues, and I can name them for you - but I won't - and also the blatant vote-catching of certain politicians interfering in this field. How, at the end of all that, the poor scientist, the poor dedicated man in the Mines' Department, who has to write the law of compensation, can operate, I do not know. "From this picture the ordinary layman recoils in horror. Among the casualties in this particular war, which has been fought over so many years, I am perfectly certain, are some of the criteria of certification, especially in '56/,57, when that extraordinary condition, known as 'pulmonary disability' was introduced. INTRODUCTION Some years ago the authors proposed a modified procedure1 for carrying out micum index determinations2. The modifications consisted of using a drum of 50 cm internal length, i.e. half the length of the standard micum drum (a modification also adopted by the B.S.J.3), and the use of a + 25 mm coke instead of + 60 mm coke for the test. The proposed modified test and formulae for converting results obtained from it to standard micum test results and vice versa were based on the results obtained during the investigation of about 200 test cokes made in ovens of the South African Steel Industrial Corporation Limited (Iscor), the Fuel Research Institute co-operating with the experiments. Extensive testing of cokes has since been done at the Fuel Research Institute using both the standard and the modified procedures. The numerous test results obtained during this trial period fully support and strengthen the confidence originally expressed by the authors in the modified testing procedure. The scope of the modified micum index determination has in the meantime been extended by applying the testing procedure also to test cokes made in the Institute's experimental coke ovens, and also in this case the modified procedure has proved its usefulness. A difficulty is that when comparing the characteristics of cokes made in the Institute's two experimental coke ovens with each other and with those of cokes made from similar blends in commercial coke ovens, for example those of Iscor, the index values obtained invariably do not check exactly due mainly to inherent differences between the different types of oven4. For instance, resistance to abrasion of a coke made in Iscor's ovens is always appreciably higher than that of a coke made from the same blend (and having a similar moisture content) in the experimental ovens. This makes direct comparisons and the prediction of quality to be expected from commercial products, based on experimental coke oven results, difficult. It may also be added that workers in Great Britain some years ago reported a similar experience5. In the authors' opinion the main reason for the discrepancy is the relatively low height of the experimental ovens resulting in a much lower static pressure on the charge during coking than that obtaining in a commercial oven. The difficulty was pointed out and briefly discussed in a publication4 which appeared at a time when the micum test for coke evaluation had only just been introduced at the Institute, so that only B.S. shatter and abrasion test results were available for discussion in the publication. Needless to say, the introduction of the micum test by no means solved nor even alleviated the problem. On numerous occasions during the past few years the Institute has had to conduct contract investigations in its experimental coke ovens on behalf of companies which invariably desired an indication of the quality of coke likely to be obtained from certain coals or blends when coked commercially, more particularly in Iscor's type of coke ovens. It was, therefore, essential to accumulate statistical data which would enabe the prediction to be readily made. Fortunately the compilation of comparative coke-quality index values for the three types of oven under consideration has become possible as a result of coking investigations conducted in co-operation with Iscor over a number of years. During this period Iscor, on numerous occasions, kindly made available to the Institute portions of coals and blends coked in the Corporation's coke ovens, thus enabling parallel coking tests to be carried out in the Institute's experimental ovens. In this way enough statistical data became available to establish relationships between coking results obtained in Iscor's ovens and results obtained on similar coal charges in the Institute's ovens. The most practical and acceptable method of overcoming the problems of finding a suitable and simple basis enabling direct comparison between the cokes of the different origins mentioned to be made, is the assignment of descriptive arbitrary quality ratings, as indicated below, to the cokes obtained, it being argued that the quality rating assigned to coke made from a given coal or blend in the different coke ovens under standardized conditions should be the same, irrespective of differences in the index values obtained when subjecting the cokes to the usual coke evaluation tests. The system, which should enable the sponsors of coking investigations in the Institute's experimental ovens to make their own interpretations of the results obtained, is explained below. ARBITRARY QUALITY CLASSIFICATION OF COKES The Ml0m index1 (percentage material smaller than 10 mm after the test) of a blast furnace coke is a measure of its tendency towards breeze formation during handling -a low value indicating a low tendency. This is generally of greater importance under ruling South African conditions, than the M'40 index1 (percentage material larger than 40 mm after the test), which can be regarded as a measure of resistance to shatter. In fact, if the M10m value of a coke as made in Iscor's ovens is higher than about 11, the tendency of the coke to form breeze during handling and in the blast furnace is relatively so high that hardly any notice need be taken of its M'40 value, even if this is comparatively high. For this reason, therefore, much more weight should normally be assigned to Ml0m indices in the quality evaluation of cokes made from South African coking coals and blends, as the coals
