The Bureau of Mines is currently developing methods for reclaiming the metal and mineral values contained in unburned urban refuse. One important phase of this research deals with recovering Mastic from shredded refuse using in electrodynamic separation process. The results of this study have indicated that mixed plastic concentrates analyzing 99.4 percent plastic can be consistently recovered from the light material fraction of shredded refuse, leaving a mixed paper traction analyzing 99.9 percent paper. Recovery of the plastic exceeds 99 percent.

"Respirable quartz cytotoxicity, as measured by erythrocyte hemolysis and pulmonary macrophage release of lactate dehydrogenase in vitro, is neutralized by boiling in water in glass test tubes for 10 to 40 minutes. The cytotoxicity is reduced to near zero by boiling l to IO mg quartz per milliliter water. For greater concentrations of quartz in water the hemolytic potential after 40 minutes of boiling approaches that of native quartz. Replacing the medium with fresh water midway through boiling results in full detoxification through 20 mg quartz per milliliter water. Pre-boiling the medium with silica reduces the detoxification effect. Detoxification persists after mild drying at l 10°C for 8 hours, and persists after three days of resuspension in water at room temperature.INTRODCJCTIONResearch underway to determine interactions of quartz and other mineral dust surfaces with pulmonary fluids and alveolar macrophages in culture led to the observation that when dusts were autoclaved in aqueous suspension, their cytotoxic effects on macrophages were suppressed, in some cases fully and even after several days incubation with the cells. This finding was in direct contradiction to earlier results from both short term macrophage lysosmal enzyme release assays, as well as longer term cytotoxicity assays from macrophages in culture; in those studies, dusts were steam autoclaved at 121°C with no liquid water but with steam present. 1.2 However detoxification under boiling conditions has been reported in other research. 3 It was decided to use the hemolysis assay to further investigate these findings, because of its sensitivity simplicity and cost.RESCULTS AND DISCCISSIONRespirable quartz dust used in this study was taken from a stock of crystalline silica, Min-U-Sil; obtained from Pennsylvania Sand Glass Corporation, fractionated in air with a particle classifier. The small size fraction retained for use was 80% less than S micrometer particle diameter, with an area equivalent median diameter of 1.24 micrometers as estimated by automated image analysis. The silica was at least 98.S mass percent silica as determined by X-ray energy spectrometric analysis; and the crystalline form was alpha-quartz as determined by X-ray diffraction. "The spatial distribution of airborne dusts, deposition of dust in the airway, as well as the effect of airflow velocity and particle density on dust behavior in mine airways were studied in a set of experiments performed in a mine airway under controlled conditions. Considerable deposition of dust near the source was indicated. Pronounced effects due to velocity were observed in ambient dust concentration and deposition along the mine airway, both in the respirable and the total size ranges. Cross-sectional concentration measurements indicate an increase in concentration from the roof to the floor. The average cross-sectional concentration is about 75% of the concentration in the center of the airway.IntroductionA number of studies have been performed since the early 1950s on the behavior of dust in mine air (Bradshaw and Godbert, 1954; Dawes and Slack, 1954; Bradshaw et al., 1954; Hall, 1955-56; Reinhardt, 1971; Ford, 1971; Courtney et al., 1982). While the experimental data available from these studies are indeed useful in understanding dust cloud behavior in a specific situation, no generalized conclusions can be drawn because of the lack of data on parameters such as flow velocity, size distribution of the source dust, and particle density. These change from mine to mine or even within the same mine. The present study is aimed at providing a better understanding of the temporal and spatial behavior of dust particles in underground mine airways (National Academy ofSciences, 1980). The characteristics studied encompassed airborne concentrations and floor depositions over the entire size range as well as the respirable size range. The experimental results in this paper are intended to complement a mathematical model developed to predict ambient concentration and deposition of airborne dust in mine airways (Bhaskar and Ramani, 1986)."

Tax for Toxic Waste Cleanup. - The Superfund Act of 1980 became effective April 1, and provides that producers of certain metals and chemical substances are to be taxed in order to fund toxic waste cleanup. Industry will provide 88% of the 5-year, $1.6 billion fund. The Environmental Protection Agency will administer the Act, but the Internal Revenue Service will be responsible for collection of the industry tax. Under the Act, nickel companies, for example, will be required to pay a tax of 0.225 cents per pound on pure nickel products produced or imported into the United States. Standard for Exposure to Lead. - The Occupational Safety and Health Administration (OSPA) has announced a stricter standard on the test of a worker's exposure to lead. Effective May 15, in all lead intensive occupations with the exception of those at primary and secondary lead smelters, a worker would have to be removed from his work station if the level of lead in his blood tests out at 60 micrograms of lead per 100 grams of blood, instead of the previous standard of 70 micrograms. In the case of primary and secondary lead smelters, the ruling has been stayed until June 1, 1981, to allow time for further study.

The Bureau of Mines midget impinger dust-sampling apparatus was described first in 1937.4/ Two supplementary reports5/6 were published in 1938. These reports are now out of print. The material published previously is combined in this paper to make information on this device available for distribution. The impinger was developed by the Bureau of Mines in cooperation with the United States Public Health Service in 1922. The underlying principle of this instruments is based on impingement land wetting, of the dust particles by drawing air through a nozzle at high velocity onto a smooth surface under a bubbling column of liquid. The dust particles are retained in the liquid. The apparatus has been used widely and permissible limits of dustiness have teen established in the United States on the basis of results obtained with this device in correlation with medical studies. However, it has been criticized for its bulk, weight, and power requirements.

This report describes work by the Bureau of Mines on the vacuum distilla¬tion of some of the more volatile metals such as cadmium, zinc, and magnesium from lead and tin. Evacuation within a distillation apparatus allows rapid diffusion of vapor away from the evaporation surface and prevents reaction of the vapor with residual gases. A reduction of pressure to several tenths of a millimeter makes possible practicable distillation rates, at temperatures for which the partial pressure of the metal vapor exceeds 10-3 atmosphere. The rate and selectivity of distillation depend primarily on the volatility and molal ratios of the alloy metals, and their chemical activity to each other. For very rapid evaporation or low concentration of the more volatile constituent, the rate is determined by the rate of diffusion of the evaporating metal, to the surface of the melt. Cadmium, zinc, magnesium, and tellurium were found to volatilize readily from both lead and tin. Tellurium appears to volatilize as an intermetallic compound rather than the pure metal. Antimony could not be removed from lead at 1,000° C.; the condensate was nearly all lead. Antimony, bismuth, and lead were removed from tin.

Subsidence was monitored by the U.S. Bureau of Mines over the ends of longwall panels operating in the Pittsburgh, Kittanning, and No. 2 Gas Coalbeds of the northern Appalachian Coal Basin. The final subsidence over the finishing ends of three panels in the Pittsburgh Coalbed are compared with the subsidence measured over the rib at these panels. The characteristics of subsidence are different. At Mine A, data over the start of a longwall panel shows similar characteristics to the subsidence measured over the rib. Subsidence over the fmishing ends of panels in the Kittanning and No.2 Gas Coalbeds are also different from the subsidence over the rib. The use of a subsidence prediction model based on data gathered over the rib of a panel will not yield accurate results if it is applied to the finishing end of a longwall panel. Acceptable results may be obtained along the centerline over the starting end of a panel.

At the Eighth International Conference of the Directors of Safety in Mines Research, Sartorius and Thouzea5/ presented and discussed data obtained in explosives tests made under varying conditions of humidity. These tests showed that there was less probability of explosives failure when the humidity of the testing gallery atmosphere was high. As it is to be expected that the relative humidity of mine atmospheres where permissible explosives are used will not be identical with that of the test-gallery atmospheres, the influence of atmospheric moisture upon the incendivity of permissible explosives is of the utmost importance if decreasing humidity reduces the relative safety of an explosive. Because of this and because the question has recurred frequently in discussions of gallery testing at Bruceton, Pa., it was decided to investigate the effect of humidity and ambient temperature on the ignition of firedamp by explosives, applying the small-scale gallery methods developed at the Bureau of Mines and used earlier to study the fundamental causes of such ignitions.6 7 8/

The principal causes of many methane-gas explosions that have occurred in anthracite mines, especially in thick pitching veins, during recent years can be traced to lack of a satisfactory method of testing for such gas in areas adjacent to those in which blasting is to be done or other sources of ignition introduced. As coal-mine officials and inspectors are required to make examinations for methane in all accessible open workings, including high places, and permissible flame safety lamps have been used almost universally for making these examinations, considerable difficulty has been experienced in proper testing of atmospheres at elevations beyond the normal reach of the examiner, and resultant explosions have often indicated perfunctory tests. The accepted practice of testing for gas in voids or high places generally consists of raising a flame safety lamp, suspended from the end of a long drill, stick, or pipe, into the atmosphere to be tested. Disadvantages noted are: Action of the flame within the lamp cannot be seen readily when the lamp is more then 18 inches overhead, the flame will not be extinguished when less than about 4-1/2 percent of methane is present, and indications of small percentages of methane within the lamp may disappear entirely while the lamp is being lowered slowly to view; the examiner must usually be exposed unnecessarily to falling material; and the lamp may fall and be broken. Thus, the need for a more reliable, safe method of testing for gas in out-of-reach places is apparent. Several electrical methane detectors, tested and approved by the Bureau of Mines, have been used satisfactorily, though infrequently, for making the aforementioned gas tests. Some of these detectors employ a rubber aspirator bulb and rubber tubing of suitable length to draw the atmosphere from high places through and over energized parts of the detector. However, the original expense, susceptibility to damage, and awkwardness of tarrying these instruments in steep-pitch workings has precluded their general use in everyday examinations. Although not as efficient as the electrical detector for determining small percentages of methane or as reliable because of the limitations imposed by oxygen-deficient atmospheres, the modern per¬missible flame safety lamp can, it is believed, be used safely with the rubber aspirator bulb and tubing to greater advantage and with comparative reliability in testing for gas in out-of-reach places. Slight reference to this method of introducing air into a safety lamp is made in a Bureau of Mines publication of l921,2/ and it is quite possible that the method has been utilized in some manner by individuals in American mines during the intervening years. A similar method was used in connection with a nonpermissible Wolf flame safety lamp in at least one coal mine in Japan before World War II. Pennsylvania anthracite coal is almost universally recognized to be the solid fuel best suited for domestic use when cleanliness , convenience and cost are considered . At various times and in various localities , however, conditions so affect the supply that it becomes insufficient or is too high in price and recourse must be had to other fuels as substitutes . In practically every district in the United States where anthracite has been the common domestic fuel , some other fuel is available as a substitute . In even the most severe climates such fuels are used either as emergency substitutes for anthracite , or as the ordinary domestic fuel . There may be some drawback to the use of such fuel , such as the need of more frequent attention to the furnace , smoke , soot and dust , in the case of solid fuels lower in price than anthracite , but these inconveniences must be accepted as necessary accompaniments to a decreased fuel bill . The cleanliness and ease of handling anthracite in the house must be considered in the light of a luxury and a higher cost of heating with this fuel must be expected . That a growing number of people are willing to pay for such added convenience is evident from the increasing mumber of heating installations using oil , gas and electricity , all of which are more convenient and usually more expensive even than anthracite .

The heats of formation of goethite, ferrous vanadate, and manganese molybdate at 298.15° K were determined by solution calorimetry. For formation from the elements, the heat values were -133.7 ±0.3 kcal/mole for goethite, -453.8 ±0.5 kcal/mole for ferrous vanadate, and -284.8 ±0.2 kcal/mole for manganese molybdate. For formation from the oxides, the heat values were -0.9 ±0.1 kca1/mole for goethite, -19.4 ±0.3 kca1/mole for ferrous vanadate, and -14.6 ±O.l kcal/mole for manganese molybdate.

The U.S. Bureau of Mines investigated a hydrochloric (HC1)-calcium fluoride (CaF2) leaching procedure to treat domestic manganese (Mn)-bearing silicate resources. The proposed process is an alternative to high-temperature and energy-intensive extractive techniques. Single-stage leaching with a stoichiometric amount of HCl and a F-Mn mole ratio of 0.2 extracted 96 pct of the Mn when the leach conditions were 50° C, 3 h, and 35 pct solids. Ninety-eight percent of the Mn was extracted during countercurrent leaching at similar conditions. A process flowsheet was developed that incorporated HC1-Cab leaching, excess leach acid utilization, fluoride (F) recycle, and Mn recovery. When the domestic manganese silicate ore was processed, 98 pct of the Mn was extracted, 99 pct of the Cab was reclaimed, and a leach residue was produced that passed the Environmental Protection Agency (EPA) Extraction Procedure (EP) Test for nonhazardous waste.

Beside many other damaging effects of acid mine drainage, corrosion of pipe lines and pumps frequently adds much to mine operating, costs. Not only is it often necessary to install special and relatively costly acid-resistant materials, but even these may require frequent replacements. It is not unusual for ordinary steel pipe to last only a few days in some highly acid waters, while other common materials, though more resistant, frequently cast only a few weeks. In the spring of 1935, local PWA authorities offered to assign a number of persons to various problems under the direction of regular employees of the Bureau of Mines. It was believed that at least some simple tests on as many different kinds of acid-resistant pipes as could readily be obtained might produce interesting; and valuable information for the mining industry. This paper describes the tests and some results that have since been noted.

This report details the continuation of mine power systems transient research under USBM Grant G0155003. The purpose of the work, which commenced under Grant G0133077, is the elimination of safety hazards created by transients" and the objective is to provide knowledge about transients existing in a-c and d-c coal mine power systems. The report chapters cover theoretical background, instrumentation, and experimental investigations. The instrumentation discussion scans measurement problems and considerations plus the development of a low-cast peak-detector. Transient data from in-mine measurements are presented and include high-voltage distribution and d-c trolley systems. Extremely unique field exercises are described involving actual power equipment connected on the surface to duplicate typical underground coal mine system arrangements. Here, transients on high-voltage distribution resulting from vacuum circuit breaker operations could be observed under controlled conditions, and work centered around how surge capacitors effect transients. Using the in-mine and staged transient data, specific conclusions and recommendations are made with emphasis on high-voltage distribution.

This report contains a cost estimate of the Bureau of Mines process for dewatering Alaskan placer effluent streams with polyethylene oxide (PEO). In this process effluent slurry is withdrawn from the placer plant pond system after a primary settling stage. A dilute PEO solution is injected into the slurry line to flocculate the fine, suspended solids. The flocculated solids are dewatered on a stationary screen. Clarified water is returned to the placer operation or discharged, while the 35 percent solids waste is pumped back into the mine cut. Cost estimates are presented for dewatering plants processing 1,000 gallons per minute of effluent slurry at three representative turbidity levels. Both the placer and the dewatering plants operate on the same 1-shift-per-day, 6-day-per-week schedule for the 100-day Alaskan operating season. Estimated fixed capital costs for these plants processing placer with effluent turbidities of 1,000, 3,000, and 5,000 nephelometric turbidity units (NTU) are approximately $29,000, $31,000, and $34,000, respectively, on a fourth quarter 1986 basis. Operating costs are estimated to be $0.34, $0.37, and $0.40 per thousand gallons of effluent slurry.

It is of interest to know how to obtain as high an absorption efficiency as possible from a CO2-absorption canister used in closed-circuit breathing apparatus. In this study the Bureau of Mines found that varying the bed depth and the cross-sectional area of a canister changes its absorption characteristics. In tests using four ,1 rectangular, variable-depth canisters with different cross-sectional areas, the Bureau found that, given a constant weight of the chemical absorbent, LiOH, and a constant COa input, the canisters with a greater cross-sectional area reached C02 levels of 0.5 volume-percent in the effluent gas sooner than did the canisters with a greater bed depth. However, resistance to flow through the canister increases with bed depth, and a trade-off is inevitable. It was anticipated that the efficiency of a canister would increase with increasing intergranular air space approaching the tidal volume of the breathing waveform and then level off at some point under 100 percent. This postulation was partially substantiated. Cylindrical and radial canisters were also tested and compared. It appears that shape is not as important a factor in absorption efficiency as bed depth, since neither canister differed significantly from the rectangular canisters with regard to absorption efficiency values.

"Engineering design involves, in addition to numerical calculations, considerable amount of expertise and judgement. The expertise and judgement is required to conceptualize and idealize the problem, select a suitable mathematical model for the problem and to interpret the model results in terms of stipulated design constraints. In recent years, knowledge based systems (KBS) have provided the capability to integrate the qualitative experiential and expert knowledge with ~he quantitative knowledge for improved analysis and design of systems. A possible KBS architecture for mine ventilation system design was discussed by Ramani and Prasad · (1987). The expert system (ES) component of the KBS supports the analysis and interpretation phases of the ventilation design process with an algorithmic program used for the solution of alternate designs. The purpose of this paper is to discuss the data and knowledge needs for developing such a system and a formal means of their representation on the computer. A number of ES shells were evaluated to explore possible development and delivery environments for the system. A brief summary of this evaluation is also provided.INTRODUCTIONLuxbacher and Ramani (1979) have discussed the design process of mine ventilation systems and have provided the interrelationships that exist between ventilation, strata control, drainage and material handling systems and mining methods. They have also outlined the importance of correct analysis of the problem, choice of the right solution method and a rigorous interpretation of the solutions. The expertise required for analysis and interpretation phases was identified as the key element in developing effective and efficient ventilation system designs. Such expertise is embedded in the right choice of questions to be asked of the user as well as in directing the user to a wide array of alternative methods that may satisfy the design requirements. With advances in artificial intelligence applications in recent years, particularly expert systems, the integration of expertise into traditional mine planning and design algorithms has been facilitated. These planning and design aids, employing the integration of numeric and symbolic logic and called coupled systems, are powerful tools for engineers to tap the benefits of experts (Kitzmiller and Kowalik, 1985; Fenves, 1985). The purpose of this paper is to discuss the means of representing knowledge for the design of mine ventilation systems through the use of a coupled system. "It is generally agreed that dust characteristics play a role in the development of Coal Workers' Pneumoconiosis (CWP). Unfortunately, there is a serious lack of information on what the characteristics of mine dust actually are and how they vary among different mining regions, coal seams, etc. This paucity of data can generally be attributed to the serious problems encountered in collecting sufficiently large quantities of dust for conventional analytical procedures.Personal samplers are widely used in coal mines for regulatory and enforcement purposes. Generally, these provide information only on the total (respirable) dust loading in the mine atmosphere and on the mineral matter (primarily quartz) content of the respirable dust. A procedure has been developed by which samples collected with a slightly modified personal sampler can be analyzed for particle size distribution, total mineral matter content and elemental composition, in addition to the standard mass and quartz measurements. These analyses could readily be performed on a routine basis. Shape analysis by Scanning Electron Microscope (SEM) could easily be included if appropriate shape criteria are established. Extension of the procedure to include the determination of complete size/specific gravity (composition) distributions is quite straightforward provided sufficiently large samples (at least 10 mg) can be collected. Typical sample sizes for a personal sampler carried by a miner for one shift range from about 0.5 to 2 mg.The basic procedure was developed and evaluated using synthetic mine dust prepared in the laboratory. Field tests in three working mines in Pennsylvania and West Virginia have confirmed the applicability of the approach to the real world. Particle size distribution measurements on mine dust collected in the modified personal sampler were found to agree closely with the results of simultaneous in situ measurements obtained using cascade impactors."

"INTRODUCTIONThe information compiled in this volume initially formed the response by the Generic Mineral Technology Center for -Respirable Dust (GTCRD) to a review of its research and technology transfer programs performed in 1990 by the Advisory Committee on Mining and Mineral Resources Research. This review for each mineral technology research center is accomplished, as required of the Bureau of Mines by the House/Senate Joint Conference Committee, through site visitation to the research institutions of the GTCRD and an in-depth questionnaire. The information provided by that questionnaire becomes an important factor in their recommendations concerning future directions of the program.The site visitations took place during January and February 1991 at the Milton S. Hershey Medical Center~ The Pennsylvania State University, West Virginia University, University of Minnesota, and Michigan Technological University, in addition to an in-mine visit conducted at the Loveridge Mine in West Virginia. The questionnaire was prepared and made available to the Advisory Committee and the Research Council for their review at the GTCRD annual project review meeting in Hershey, Pennsylvania, in April 1991.The comprehensive nature of the questionnaire and the scope of the information contained therein make it an excellent retrospective of the Center. Having a clear vision of where the Center has been and knowing where it is now helps to guide it into the future. It is believed that such a detailed view of the Center's facilities and research program will be of value to Center personnel and Advisory Committee members. Each aspect of the questionnaire was examined, answered in detail and documented thoroughly. With the completed questionnaire as a guide, this review of the Center's activities provides an update to Respirable Dust Center Research Program Review 1988, published in 1989 as the seventh of the Generic Mineral Technology Center for Respirable Dust volumes. As does that volume, this review presents the complete General Mineral Technology Center questionnaire, with the GTCRD's expanded responses and supporting documentation appended. An examination of the research program, Center personnel currently active on GMTC projects, the number of graduate degrees granted with GMTC supports GMTC publications, the degree of individual interaction, technology transfer activities, the reference center, GMTC equipment and facilities, and envisioned plans for future research directions provides updated information in these areas. In addition, this year, information has been included to demonstrate the interaction between the Center's goals and its research projects, with thorough consideration of actual research needs as specified by the National Academy of Sciences. This volume serves as a review of the years 1989 through 1990, the sixth and seventh years of the Center's operation."

This third edition of the directory was prepared to provide a listing of government agencies and trade associations that can assist the users interested in obtaining detailed listings of crushed stone and sand and gravel producers, in addition to the information published by the U.S. Bureau of Mines.
