"Contact-angle and flotation techniques were used to evaluate the influence of oxygen - both that inherent in the coal and that introduced by ambient temperature, aqueous oxidation - on a wide range of coal ranks. Oxidation was found to decrease the hydrophobicity and floatability of coal; with the effect being minor for coals of high rank but becoming increasingly important as the rank of coal is reduced. As an approximation, oxidation makes a coal behave as if it were one of lower rank. Frother only flotation' of coal· correlates with the captive-bubble contact angle whereas when oil is used as a collector, the flotation appears to follow the pattern shown by the water sessile drop on a fresh, un-reagentized coal surface. Coal recovery lost through oxidation may often be recovered by use of a variety of collectors, of which No. 2 foe! oil is among the best of those reagents tested. A simple alkali-extraction test may be used to estimate the influence of oxidation on coal preparation processes and use.INTRODUCTIONThe hydrophobicity of coal is not only a function of its rank but also of the extent of oxidation of the coal during and subsequent to its formation. Weathering and oxidation processes may proceed in-situ for coal deposits that outcrop near the earth's surface, or the oxidation of the coal particles may occur during mining, stockpiling or processing. Such oxidation, whether it affects the bulk-coal sample or on1y a thin outer layer on the coal surface, can dramatically influence the wettability of the particle and hence such processes as flotation, filtration, flocculation and dispersion.Many of the studies made on the oxidation of coals ·were designed to study its effect on flotation, coking or pyrolysis. The. present study 'is directed exclusively toward the effect of oxidation on the hydrophobicity and floatability of the coal. One of the first studies of the effect of oxidation on coal flotation was that of Sun [l] who found that as oxidation proceeds, coal becomes progressively more hydrophilic. Low-temperature oxidation (100-150°C for 250 h) generally lowered the coal floatability with an oily collector only slightly, but more extensive oxidation (200- 3500 C for 250 h) reduced coal floatability seriously. Sun also found that cationic amines were effective collectors for the oxidized coal which infers that oxidation makes the coal more negative in solution. He attributed the loss of floatability to be due to the accumulation of water-insoluble oxidation products at the coal surface. Gayle et al. [2] found that oxidation adversely affected coal flotation when an aliphatic-alcohol frother was used, though a small amount of oxidation appeared to improve the floatability of some coals using a kerosene-pine oil, collector-frother mixture in pilot-plant testing. Prolonged oxidation adversely affected the flotation recovery of the coals tested, the effect being more pronounced when an alcoholic-type frother only was used. They also noted that the reduction in floatability of lower rank bituminous coals was more affected by oxidation than was that of higher rank bituminous coals."

The quartzite is mined by the open pit method and processed in a mill at the mine. The operation regularly produces five standard grades of sand and one grade of crushed stone; however, the company accepts special orders and will produce material to meet the customer's specifications. Beneficiation (chiefly crushing and screening) is controlled by laboratory screen tests on samples taken during preparation of the sand. The chief uses of the sand are for foundry operations, furnace lining, concrete aggregate, and other specialized uses. The quartzite in this deposit is of uniform composition and does not require control by chemical analysis. However, for special purposes, analysis will be furnished.

In its efforts to maintain production of tungsten during the recent war period, the Bureau of Mines explored certain parts of the properties of the Atolia Mining Co. in San Bernardino County, Calif., by diamond drilling. Owing to past production record and other available data, the area was considered attractive for possible development of new ore bodies. Scheelite occurs in narrow veins ranging in width from a fraction of an inch to several feet. The veins are in quartz monzonite in a zone 2 miles long and 500 feet wide. Production from the district was reported to have been over 1,000,000 units of W03. Twelve diamond-drill holes, totaling 5,056 feet, were drilled by the Bureau of Mines in the vicinity of the Papoose, Papoose No. 5, Amity, and Union mines, the tailings pond, and the "Old Spud Patch." The work began in August 1943 and was completed in June 1944. This publication briefly describes the history and deposits of the district and gives full details of the work performed by the Bureau.

The U.S. Bureau of Mines determined the effect of common sulfide minerals on the corrosion rates of various types of ferrous alloy grinding media. Data obtained from this study will aid in determining the contribution of any electrochemical reactions between sulfide minerals and grinding media to the total grinding media consumption. Common sulfide minerals used in this study were chalcopyrite, galena, and sphalerite. In the presence of oxygen, chalcopyrite was found to increase the corrosion rate, galena was found to decrease the corrosion rate, and the effect of sphalerite was dependent upon the type of grinding media. Possible electrochemical reactions of these minerals in the presence of grinding media are suggested.

This manual of practice is to be used in combination with the final reports for the study of spoil stability in the Eastern Coal Province. The manual applies the predictive matrices developed in the parent study for use in evaluating the stability of typical mine spoil slopes. The values of internal friction and pore pressure coefficient are derived for many varied slope conditions. The results can be used in conventional stability analysis equations to assist the mine operator or regulatory personnel in evaluating spoil stability from very limited information.

Part 2 gives short abstracts of publications that appeared during fiscal year 1964; in general, the research reported in these publications antedates the report period. Part 3 describes a short-term investigation into safety problems associated with shipping of molten sulfur; this investigation is not at present destined for publication elsewhere.

As one of its projects for degasification of major panels of coal prior to mining within them, the Bureau of Mines conducted methane emission studies during development of a set of three headings 1,800 feet in a major coal panel (2,700 by 3,500 feet) which had been completely isolated by sets of main headings for 12 months in the Federal No. 2 mine (Pittsburgh coalbed) in northern West Virginia. Similar emission studies were conducted in the development of two sets of main headings in virgin coal areas nearby. Comparing the two sets of data indicated that the isolated coal panel had been degasified by approximately 70 percent.

The Calico silver-barite deposits near Barstow, Calif., are a potentially important resource. Exploration performed by two major mining companies out-lined large tonnages of ore that assayed at 2 to 3 ounces of silver per ton and 7 to 15 percent barite. Laboratory beneficiation work was done by the Bureau of Mines on four samples to develop methods for recovering the silver and/or barite. Cyanidation recovered from 47 to 60 percent of the silver from ore ground to approximately 100 percent minus 325 mesh. Salt roasting minus 10-mesh material, followed by regrinding and cyanidation, recovered 75 to 85 percent of the silver. From 75 to 90 percent of the barite was recovered in a plus 92-percent barite product from either the natural ore or from cyanidation residues. Salt roasting before cyanidation precluded recovery of the high-grade barite concentrate from the leach tails.

A custom gold and silver plant is one that treats ores for a fee. Usually such plants are located in mining districts and treat local ores. Ores of milling grade generally can stand only moderate transportation charges. These plants are scattered throughout the West. Most plants now doing a custom business originally were built by mining companies to handle ores from their own mires. As excess mill capacity became available ores from neighboring properties were treated, vainly as an accommodation. Later, as their own ore bodies became depleted, the mills were operated entirely on a custom basis. A few plants pull ore from their own mines only when the supply of custom ore is insufficient to keep the mill operating. Some of the present custom plants were built for custom work alone. Although built originally to treat the ores of the Golden Cycle mine, the Golden Cycle plant at Colorado Springs, Colo., soon became a custom mill and has been operating successfully for many years. It is the largest gold mill in the Western States and. treats Cripple Creek ores, from which most of its tonnage still comes. The plant is equipped to treat a great variety of ores and receives shipments from a wide area. It competes with smelters in Colorado, as it has a roasting plant to prepare sulphide concentrates for treatment in its cyanide plant. Most custom mills, however, are not adapted for more than one or two kinds of ore. Gold occurs in its ores both in the metallic state (free) and locked up in sulphides. It also occurs in a few places, notably at Cripple Creek and a few other Colorado districts, as tellurides. Mien the gold occurs in the native state, the ores is said to be free-milling and can be recovered by amalgamation. Usually, however, some subsidiary treatment is required to make a satisfactory extraction. Amalgamation generally was followed by tabling in the earlier mills; at present, flotation has replaced tables at many places. As depth is reached in raining and the workings extend below the oxidized zone the character of the ore usually changes, or, as the miners say, "it gets base". Since the advent of flotation, the average recovery of gold in base ores has been improved-greatly. Cyanidation is applied to some types of both gold and silver ores. The recovery by cyanidation is in general considerably higher than by other methods in vogue and in addition has the advantage of making a finished product which can be sold directly to the mist, thus obviating smelting charges on concentrate and discounts

"This paper presents an interim progress report on our recently begun research project on respirable dusts. We are reporting on a sophisticated, predictive, probably correct, testable hypothesis that postulates a mechanism by which some natively cytotoxic respirable size mineral particles, such as kaolin, are not harmful to the lungs, while other equally cytotoxic particles, such as quartz, are, even in small quantities, very harmful. In essence the hypothesis predicts that some mineral particles, not normally present in the earth's ambient dust, causes the lungs dust defense mechanisms to turn on the lung and harm it. However fruitful the hypothesis may be, it is a hypothesis and much work remains to be done before it can be accepted as a theory.While I may make the presentation and be the PI, my co-PI, Dr. William Wallace of NIOSH, has and will continue to make at least as much contribution to the project as I. Our sophisticated hypothesis is deeply scientifically based and unfortunately, in spite of the multifacited aspects of this project, there is virtually nothing in the literature to guide our work. This means we must go back to the classical physics to develop the models for calculating the powerful electrical effects near particle edges, and we must measure the fundamental biological constants associated with pulmonary macrophage. While there are daily discussions on Boltzman distributions, Einstein's Brownian Motion paper, the Nernst Equation, and sophisticated semi- in vivo biological time constant measurements, we are aware that this is not an easy problem and we are not likely to have irrefutable closed solutions to these problems by next Monday morning.HypothesisLet me now turn to our hypothesis. In order to occupy all the naturally occurring surface areas on the earth, man, during his long evolution from fish, had to evolve effective defenses against all the naturally occurring cytotoxic rcspirable mineral dusts. For example, clays, which are often the main component in naturally occurring respirable mineral dusts, are quite cytotoxic but do not harm the lung. However, for respirable mineral dusts that contain significant amounts of nonnaturally occurring but equally cytotoxic quartz and asbestos particles, the body has not had to evolve- an effective defense mechanism, and thus respirable mineral dusts containing these particles may harm the lung. Our hypothesis is, therefore, that a few nonambient minerals such as quartz, cause the bodies dust defensive system to harm the body in a manner analogous to Lupus or MS, diseases of the immune system."

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. "Abstract—Inhaled particle contact with pulmonary surfactant in the hypophase lining pulmonary alveoli was modelled in vitro by exposing two respirable sized dusts, kaolin and silica quartz, to lecithin, a major component of pulmonary surfactant, emulsified in physiological saline. Lecithin adsorbs to the dusts upon incubation at 3TC and suppresses their cytotoxicity as measured by pulmonary macrophage and erythrocyte assays, suggesting that pulmonary surfactant provides a defence system against prompt cell membrane lysis by inhaled dusts. Subsequent pulmonary macrophage phagocytosis and lysosomal enzyme digestion of the coated dusts was modelled in vitro by incubation with phospholipase A2 for one hour. With increasing lipase activity, silica haemolytic potential was restored to native silica levels. Kaolin was retoxified to levels far in excess of native kaolin haemolytic potential. Elution, thin layer chromatography and phosphate assay of treated dusts indicate that most lecithin on silica is digested to lysolecithin and desorbed, silica retoxification being due to surface and adherent lysolecithin effects. Most lecithin on kaolin is not digested in the same time; that which is. results in adherent lysolecithin which is responsible for the kaolin retoxification. Digestion with phospholipases A2 and C together produces only weakly retoxified kaolin. Results suggest that surface adsorption properties which control the adherence of prophylactic surfactant distinguish the pathogenic potentials of quartz, kaolin and mixed dust.INTRODUCTIONERYTHROCYTE HAEMOLYSIS and pulmonary macrophage enzyme release assays show quantitatively comparable high cytotoxicities for both silica quartz and kaolin respirable sized dusts (BROWN, et al., 1980; DANIEL and LE BOUFFANT, 1980.) This contrasts with the strong potential for respirable quartz dust to induce pulmonary fibrosis and the much more limited potential of kaolin dust to do the same (MORGAN and SEATON, 1975).In an attempt to understand this anomalous situation, assays were performed on quartz and kaolin dusts incubated with dipalmitoyl lecithin emulsified in physiological saline, to simulate the initial contact of a respired dust with the pulmonary alveolar hypophase. The ability of kaolin dust to adsorb dipalmitoyl lecithin from physiological saline has been quantified (WALLACE, et al., 1975). Such lecithin treatment suppresses the cytotoxicity of both silica and kaolin to background levels (WALLACE, et a1.,1984).Surfactant coated detoxified dusts should then be phagocytised by pulmonary macrophages, incorporated into a macrophage secondary lysosome and exposed to hydrolytic lysosomal enzymes. Among these is phospholipase A2, which hydrolyses diacyl lecithin to lysolecithin. This was modelled by incubating lecithin treated dusts with phospholipase A2 in vitro to determine if the enzyme can digest the dust-adsorbed lecithin, and if the retoxification differs between the two dusts in a manner which might distinguish their pathogenicity."

"Respirable-sized dust particles from a clay mine and mill were examined for aluminium and silicon content by scanning electron microscopy-energy dispersive X-ray analysis at incident electron energies of 5--20 keV. Most of the high silica content particles, those which had a silicon to silicon plus aluminium signal fraction, measured at 20 ke V, of0.9 or greater, showed a decrease in the silicon fraction of signal with decreasing incident electron energy, down to values of between 0.6 and 0,8 at 5 keV: this decrease was a function of particle size and composition. Simple models for silicon fractiol) of signal vs incident electron voltage suggest this behavour is due to a heterogeneous particle structure in which an aluminosilicate coating occludes the surface of a silica particle core. The coating survives incubation in a major component of pulmonary surfactant.INTRODUCTIONMINING and some other dusty workplace atmospheres are monitored for respirable dust and quartz dust for purposes of occupational health protection, respirable quartz dust being a known cause of pulmonary disease. Respirable quartz exposure data are acquired also for epidemiological research on the correlation of pulmonary disease prevalence with respirable dust composition and concentration. For these purposes quartz content often is measured on collected dust samples by X-ray diffraction or in spectroscopy. Scanning electron microscopy-energy dispersive X-ray analysis spectrometry (SEM-EDX) is also used. The first two methods measure the bulk composition of a multi-particle dust sample; SEM-EDX measures the elemental composition of single ·particles. These methods as typically applied, including SEM-EDX with a 20-30 kilo-electron volt (keV) electron beam accelerating potential, do not distinguish homogeneous distribution of impurities in a particle from possible heterogeneous surface distribution. These measurements of quartz content are not always accurate predictors of the prevalence of dust-induced disease (ROBOCK and BAUER, 1990), which implies that the biologically available quartz surface may not be equivalent to conventionally measured quartz content of respirable dust in some exposure settings. Using a minor modification of conventional scanning electron microscopy-energy dispersive X-ray analysis (SEM-EDX) protocols on samples of settled and airborne dust from a clay mine and mill we have detected heterogeneity with depth for aluminium impurity in high silica content particles, indicating that some of the quartz or 'free silica' respirable particles of the dust are aluminosilicate occluded. Coatings were not removed by incubation of the dust in a surrogate pulmonary hypophase surfactant fluid."

The U.S. Bureau of Mines conducted explosion tests on various full-scale cementitious bulkheads used in abandoned mine areas to evaluate the ability of the bulkheads to withstand gas explosion over-pressures of 20 psig. Tests were performed on 120-ft2 solid-concrete-block seals of varying thicknesses and designs. Of the seven solid-concrete-block seals tested, only the standard-type seal, having a 16-in thickness, keyed at the floor and ribs, all joints mortared, wedged at the roof, and a center pilaster, maintained its integrity when subjected to a 20-psig pressure wave. After being subjected to repeated explosions, the standard seal only showed a small hairline crack and had an air leakage of 87 ft3/min at a pressure differential of 1 in H2O. Tests were performed on cementitious foam seals of varying thicknesses and compressive strengths. Explosion tests have shown that 200-psi strength, 4- and 8-ft-thick seals can withstand a 20-psig pressure wave. At a pressure differential of 1 in H20, no air leakage was detected through the 200-psi, 8-ft-thick foam seal.

Data from the Mine Safety and Health Administration (MSHA) indicate that a total of 241,502 employees worked in surface mining locations in 2003, corresponding to 212,113 full-time equivalent (FTE) workers. • Surface employees accounted for 84.6% of all mining employees. • The majority of surface employees (73.7%; n = 177,927) were mine operator employees as opposed to contractor employees. • Stone operator employees comprised the greatest percentage (27.2%; n = 65,743) of surface employees.

"The presence of respirable quartz-bearing mineral par-ticles has been well documented in many coal mines, and the Mine Safety and Health Administration regulations address the quartz content of mine dusts. Unfortunately, the correlation between the quantity of respirable quartz-bearing mineral particles and the pathogenicity of the dust is not strong. Work is currently underway by the National Institute for Occupational Safety and Health/U.S. Bureau of Mines and work is being included in the Respirable Dust Center Program by Dr. Seehra to determine the surface availability of quartz in mixed composition mine dusts. However, this paper propose a possible source of surface quartz or a spe¬cial region in the coal that may contribute to the pathogenicity of selected particles in the respirable dust.Assumed in this model is the hypothesis that either the cleat surface is coated with quartz or some cytotoxic sub-stance that in the body is capable of destroying macrophage and thus inducing a fibrotic response (1) that during the frag¬mentation a reasonable proportion of the respirable size coal particles contain some of the original cleat surface and that these particles have the same order of in vivo cytotoxicity as do the quartz particles. It may be that these cleat surfaced respirable size particles are only contributory to the overall pathogenicity of the coal dust, nevertheless, there are enough of these particles to to considered as a potential source of the cytotoxic dust particles.This paper demonstrates that if the cleat surfaces are mineralized with quartz or have a pathogenic coating, then in many mines there will be enough respirable coal dust particles containing some cleat surface to cause a fibrotic reaction. To understand why some of the dust particles contain as part of their surface some of the cleat surface, consider what happens when a beer bottle is broken. While there are a large number of beer bottle fragments, many of the fragments, particularly the larger fragment sizes, will have as a fraction of their surface part of the original beer bottle surface. The model and mathematics of this problem have been worked out by Meloy.(2-4)In the homogeneous IAC model, (2-5) a fragment or par-ticle resulting from comminution is equally likely to occur anywhere in the material being broken. Therefore the probability of a particle of size x having part of the cleat surface in it, p(x), is proportional to x. Thus:"

"A fire hazard exists in nearly all mines. Progressive mining companies recognize this danger and take all possible precautions to prevent any conflagrations, but in spite of such safety measures, mine fires do occasionally occur and endanger life and property. In order to be prepared for such an emergency, miners are trained in the use of self-contained breathing apparatus and the necessary fire-fighting equipment is kept on hand. Men trained to wear breathing apparatus can penetrate workings full of poisonous fumes, but in order to successfully combat fumes or to rescue miners, the rescue crews must be trained in fire-fighting operations and know how to proceed with a minimum loss of time when they get to the scene of action.In order to perfect fire-fighting plans and to train men of the Globe-Miami district under conditions approximating those found at an actual mine fire, mine-reseue maneuvers were held at Globe, Arizona, on October 17-20, inclusive. The work was done under the direction of Orr Woodburn, director, and his associates of the Globe-Miami District Mine Rescue and First Aid Association. He was assisted by Albert Tallon, safety engineer, and Herbert Finnegan of the Old Dominion Co.; Herbert Hodson, safety engineer for the Inspiration Consolidated Copper Co.; A. 3. Martinson and J. M. Harrington of Car One, and F. D. Gardner of the Southwest Station, Bureau of Mines. Invitations were issued to mining men likely to be interested and representatives of mining companies from other districts were present and observed the work.The Globe-Miami District Mine Rescue and First Aid Association is maintained by the mining companies in the district and each company contributes to the organization's support in proportion to the total number of men on the pay roll. A central station*, between Globe and Miami, has been established and a truck with 10 sets of 2-hour self-contained breathing apparatus and the necessary accessories is always in readiness to respond to a call to any of the mines in the district. Besides being in readiness for emergency work, the station employees train men in the use of mine-rescue apparatus and in first-aid to the injured at the mines of the association. The Globe-Miami Mine Rescue organization has been developed to high point of, efficiency under Mr. Woodburn's direction and is one of the best in the country. The three largest mines of the district such maintain a crew of 15 men trained in the use of breathing apparatus, and other mines keep crews of 5 men each."

HIGH ACTIVITY, continuing the substantial recovery from the slump of 1954, characterized the domestic nonfuels-mining industries during 1956 Income generated in producing nonfuel minerals and mineral products3 increased 9 percent over 1955 as compared with a 6-percent increase for all industries. Thus, the 1956 performance of the mineral industries, while not as dramatic as the 27-percent increase obtained in 1955, continued to exceed the gains of the total economy. Other measures of mineral activity strengthen this conclusion. The index of physical volume of mineral production, presented for the first time as an integral part of this review, reflects significant gains in all major sectors during 1956; and, although the overall increase was diminished somewhat by the steel and iron-ore strike in July 1956, the all-mineral index (including fuels) reached a new high.
