I do not regard the criticism by Rankin of my work as valid or even meaningful. I strongly reject the assertion by Rankin that my results are invalid. As stated in my paper, the equation to solve (in e. m.u. ) is: [ ] where n2 =4 ps? . This may be rewritten as three scalar equations in Cartesian coordinates, one of which is [ ] The equation to be solved is the diffusion equation, and it is not appropriate to consider waves in this context. In the method a point-wise solution to the problem is approximated. As discussed in my paper the approach taken at discontinuities in conductivity is to choose the normal component of [E] at the discontinuity as the average of the normal components on either side of the discontinuity. This is similar to the well-known assumption made in obtaining Fourier series representations for piecewise continuous functions (Pipes, 1958; p. 51). In the geophysical problem this means that the discontinuity is approximated by a transition zone, which is a very good approximation for such cases. By using this approach, both the values of the function and its derivatives give a good estimate for those associated with the physical situation. It is not apparent and Rankin has not shown that "all the field components and the derivatives are grossly distorted in the region about the boundary" for geophysically realistic situations. He has given no evidence to support his assertation that the results are "invalid". Although Rankin declares that one cannot calculate the electric components from the magnetic, in his discussion he has not stated why this is so. After once calculating the magnetic components the electric components may be calculated, but one must insure that the initial solution is accurate enough to prevent significant round-off errors.

Emphasis is placed on assessing the hazard potential, on ventilation principles, and on monitoring for gas. The chapter also emphasizes the importance of human factors in reducing explosion risk. Ensuring safe conditions is much more than just good engineering design. It also involves the every-day vigilance of those working underground. This does not imply that the engineering design can be ignored, only that the job of providing safe conditions has just begun with design. EARLY INDICATORS OF A GAS PROBLEM For the engineer planning a tunnel project, reliable early indicators of methane are scarce. How-ever, the local geology can often provide some information.2 Carbonaceous rocks and tar sands are a likely methane source. Gas is also a distinct possibility if it is known to be present else-where in the same sequence of geologic formations. Swampy areas, sewerage systems, and landfills are also candidates because the decomposition of organic materials produces methane. The gas in a tunnel can originate in the strata being excavated, or it can migrate a considerable distance from adjacent strata. Test borings at the project site can also serve as initial indicators of gas. Methane has no odor, but may be emitted along with gases that do. If gas is emitted from the borehole, a sample may be collected by inserting a tube into the hole as far as possible and pumping the gas out. The gas sample should be collected in a sampling bag or canister for later analysis by a chemical laboratory.3

Only limited work has been reported in the literature about the use of latex in soil. Unisol 91 2,3 (a 9:l oil-latex emulsion made b International Synthetic Rubber Company) and Phil1ips Petroset4 geotechnic emulsions are surface soil stabilizers which penetrate a maximum of two inches, but do not reduce permeability. Diamond Alkali 5 found that styrene-butadiene rubber latex as a one percent latex-soil mixture reduced permeability to 0.7 from 21 feet per year under a head of twenty feet of brine. We have found no literature reference for use of latex as sealant at depth in the soil, although asphalt has been applied at depth using civil engineering methods6,7. Most of the materials investigated as soil sealants in the present work were latexes, although some studies were also conducted with a variety of inorganic and organic chemicals. Of the latexes tested, most were rubber but a few were plastic, e.g. polyvinyl chloride. Sealants examined in this investigation are listed individually in Table I with supplier, code number, and other pertinent information. The materials consisted of the following general classes with additional details as indicated: 1.Anionic latexes: a. styrene-butadiene copolymers and terpolymers (SBR) b. butadiene-acrylonitrile copolymer (Paracrils®) c. polyvinyl chloride homopolymers and copolymers (WC) d. ethylene-propylene terpolymer e. vinyl acetate homopolymers and copolymers (VA) f. acrylics (acrylate copolymers) g. 2-chlorobutadiene homopolymer (chloroprene) (prepared specially as cationic material coagulated by soil). 2. "This Bureau of Mines report contains a tabulation of methane emissions during 1980 for all coal mines located in the United States with emissions greater than 0.1 MMcfd. Listed for each mine are methane emission quantity, location, and coalbed. The report also compares records of 1975 and 1980 and describes relationships between emissions in 1980 and the Bureau's coalbed gas content data on 11 mines.INTRODUCTIONMethane gas is a threat to safety in underground coal mines. Research by Government and industry has led to great gains in reducing methane gas ignitions and explosions. The development of advanced methane control techniques is necessary for the safe operation of more gassy mines and the implementation of rapid mining techniques.As part of this research, the Bureau of Mines has surveyed total methane emission data from underground bituminous coal mines in the United States and tabulated emissions from mines producing over 0.1 MMcfd of methane. This report is an update of similar studies previously described in Information Circulars 8733, 8659, and 8558 (2-4).3The data from 1980 were compiled from Mine Safety and Health Administration (MSHA) records of air quality-quantity inspections made quarterly at each mine. The inspections involve measuring airflow and collecting air samples in the main returns. From these data, an average methane emission is calculated and used to represent the daily mine emission for each quarter. The methane emissions given in this report are the averages of the four 1980 quarters and do not include mine emissions from other sources such as degasification projects. Since a previous Bureau study showed that emissions from mines emitting less than 0.1 MMcfd represented only 2 pct of all emissions, 0.1 MMcfd was chosen as a lower limit for data collection (4)."

The estimated value of world crude mineral production in 1992 was $1,633.3 billion in terms of current (1992) dollars, or $1,178.0 billion in terms of constant 1983 dollars. This latter figure was 4.8% above the 1992 level but was 2.4% below the record-high level of $1,207.1 billion 1983 dollars set in 1980. Table 1 provides the latest available revised time series of the estimated value of world crude mineral production both in terms of 1983 constant dollars and in terms of current dollars. The statistical base for this estimation is derived from the data on the value of production of a group of key commodities that was published in the authoritative French language mineral industry periodical, Annales des Mines, for selected years up to 1983. The aforementioned values and those presented in the table are for crude minerals only and only begin to suggest the impact that the mineral industry has on the world economy. These figures represent only the value of mineral materials as they are mined or otherwise extracted from the Earth. They do not reflect the value added to these materials through downstream processing within the facilities commonly accepted as mineral industry plants. That is, value added through beneficiation of ores, smelting, refining, and similar processing is not included in these figures. Comprehensive world data on the value added by such processing are not available; however, a conservative estimate of the total value of processed output from mineral industry plants derived wholly from primary (newly mined) materials would be on the order of about $2,800 billion constant 1983 dollars or $3,900 billion in terms of 1992 dollars.

"INTRODUCTION AND SUMMARYThis paper is one of a series recently undertaken by the Mining Branch, Bureau of Mines, College Park, Md., to describe current practice in hauling ore and waste by truck at various mines.Heavy-duty ore trucks are replacing railroads at many large open-cut mines and even at a few underground mines. Recently a few mines have been equipped with trucks for transporting ore to a central point, from which conveyor belts move the ore out of the mine. This paper deals only with truck haulage methods and costs.The requirements for efficient low-cost truck haulage are good trucks designed for heavy loads, adequate truck maintenance, smooth roads, and well-trained truck drivers.A correct balance must be maintained between the primary crusher capacity, the number of shovels loading ore, and the number of trucks hauling ore.The cost of tires is important. Tire companies are manufacturing better tires. Mining companies are prolonging the life of tires by building better roads and maintaining correct tire pressure.The trend is toward heavier equipment. In 1949 it cost $0.0925 a long ton to haul ore and waste with a 15-ton truck and $0.0743 a long ton with a 22-ton truck.When trucks are properly maintained, hauling costs do not increase with the age of the trucks. During 1948 it cost $0.1118 per long ton to haul with the four oldest 15-ton trucks and $0.1130 per long ton to haul with the four newest 15-ton trucks, two of which were purchased in 1945 and two in 1947.The weighted ayerage cost of hauling a long ton of ore to the crusher and waste to the dump has been reduced from $0.1159 in 1948 to $0.087 in 1949."

Several promising systems for selectively oxidizing the iron in an iron-tin alloy commonly called "hardhead" were investigated in a research project conducted to devise a method for recovering tin from this troublesome alloy. A satisfactory oxidation method was developed and tested successfully on melts of 2,000 grams. Molten hardhead (near 1,080° C.) was blown with air to oxidize iron and leave tin in the reduced state. Recovery of available tin was 96 to 98 percent. Tin products contained 2 to 0.1 percent iron which was reduced to 0.06 percent by filtration at 250° C. Iron oxide formed during oxidation was absorbed by a fluid flux cover composed of 43 percent silica, 17 percent burned limestone, and 40 percent fused borax. Less successful but nevertheless promising results were obtained with mixtures of steam and hydrogen which were sufficiently selective at temperatures between 600° and 950° C. but did not result in complete oxidation of iron. Carbon dioxide-carbon monoxide mixtures also oxidized iron selectively but incompletely. Both stern and carbon dioxide systems produced sufficiently encouraging results to additional research on these systems.

The Bureau of Mines conducted a reconnaissance of the less accessible parts of the Beluga River coalfield in August 1957 to determine, if possible, which areas were most favorable for developing large reserves of coal suitable for open-pit mining. Several outcrops of subbituminous coal were observed within an area about 30 miles long and 3 miles wide; neither the length nor the width of the coal-bearing area was delineated by the examination. Coal beds 30 feet thick or more outcrop at two places, and beds 5 to 20 feet thick or more outcrop fairly abundantly along the Beluga River and its tributaries The coal measures appear to occur in a series of folds. The overburden comprises glacial gravels and poorly cemented sandstones and ranges from 20 to 400 feet in depth. Few partings were seen in any of the coal beds. Samples ranged in calorific value from 6,240 to 8,246 B. t. u. on an as-received basis. Adequate water is available for stripping by hydraulic methods.

"INTRODUCTION Adoption of rubber-tire shuttle cars underground in conjunction with mobile coal-loading machines has introduced new problems in the control of dust on mine roadways. Where this type of loading and transportation is used, development and extraction are generally rapid, with the result that much coal is spilled from the shuttle cars during normal operation, Coal in the roadways from this source and from sloughing of the ribs is ground to fine dust by the wheels of the 'shuttle cars and by the treads of the loading and mining machines. The coal dust usually is somewhat contaminated by pulverized rock, and the mixture could not be loaded with the run-of-mine coal without undue contamination of the product even if it were cleaned up promptly.The presence of large quantities of fine, loose dust, which is constantly stirred up and kept in suspension in air by the traffic, constitutes a grave explosion hazard, reduces visibility along the roadways, and is physiologically harmful to the workmen who breathe the air. From the operating standpoint the loose material is undesirable along the roadways because it provides poor traction for the trucks and thereby increases wear and power consumption. The dust-explosion hazard could be eliminated or reduced by frequent application of sufficient rock dust on the roadbed; but this would not remedy the other difficulties, and in fact it might intensify them. Where practicable, the most direct and effective safety measure is to clean up and remove promptly all dust that forms and settles on the roadways. Unfortunately, in many cases this procedure is not feasible. A third Suggested remedy is to prevent dispersal of the dust into the air and to promote its consolidation on the floor by wetting the dust particles.During the past few years several mines have used calcium chloride on shuttle-car roadways to allay the dust thereon. When exposed to the' humid atmosphere of the mine this salt absorbs Moisture from the air and deliquesces, and in this way wets the dust on the floor of the roadway. In a survey conducted in coal mines in southern West Virginia and in eastern Kentucky where calcium chloride has been in use, somewhat conflicting re- ports were received regarding the merits of the application, and several operators have abandoned the practice either because of actual or assumed disadvantages. The purpose of the study described in this report was to collect and correlate evidence and, on the basis of experimental data obtained in the field and in laboratory tests, to present a clearer picture of the factors involved in the allaying of dust by use of salts."

Coalbeds exhibit a directional permeability, with the maximum permeability oriented parallel to the face cleat. Thus, the most efficient pattern of vertical degasification holes for a coalbed is dependent upon cleat orientation. Surface joints, infrared photolinears, and Ronchi grating photolinears were investigated as potential estimators of subsurface cleat orientation. Cleat orientations were masured in 18 mines, in the Pittsburgh coalbed in southwestern Pennsylvania and northern West Virginia to be used as a standard against which prediction techniques would be evaluated. Two cleat systems with a strong geographic segregation were measured in the study area: N 67° W - N 28° E (95° separation) for the north, and N 76° W - N 17° E (93° separation) for the south. Directional data obtained from the three techniques investigated yielded satisfactory regional predictions of cleat orientation. Analysis of surface joints was the only technique considered sufficiently reliable on a local basis. Prediction of cleat orientation is based on the pairing of the principal directional sets into all reasonable combinations of fundamental systems. The system or systems composed of the most dominant sets nearest to 90° separation are likely to be a reliable prediction of cleat orientation. The most dominant set of the system selected is likely to be the face cleat.

This report is concerned with the conditions affecting the methods and costs of mining phosphate rock in that part of the western phosphate field that is in Bear Lake and Caribou Counties in southeastern Idaho ( see fig . 1) . The area was selected because it contains most of the known phosphate reserve and because its geology has been studied more extensively than that of other sections . Deposits of phosphate rock on public land may be leased from the Government under the terms of the Mineral Leasing Act of 1920 , subject to the regulations of the Bureau of Land Management . Public interest in phosphate production is growing , as shown by an increasing number of applications for leases . Two mines are being operated steadily for the production of phosphate rock by companies that have also the necessary processing plants for the manufacture of fertilizer . Total western phosphate - rock production in 1947 is reported by the Economics Statistics and Division of the Federal Bureau of Mines to have been 1,193,000 long tons , mined in Idaho , Montana , and Wyoming . The average grade was 30.7 percent of contained phosphorus pentoxide (P205 ) ; the average value at the mines was $5.67 per long ton . Idaho contributed 905,000 tons , or somewhat more than 75 percent of western production . Western fertilizer plants took 23 percent of total production; 76 percent was exported . Strip mining accounted for 75 percent of the Idaho tonnage; the remainder was stoped from underground workings . Rock must contain a minimum of 30 percent P205 to be commercially useful for the production of superphosphate fertilizer by current acid treatment methods . Research by corporations and Government agencies has been directed toward the use of lower - grade ore . So far , only by smelting can rock containing as little as 25 percent P205 be used economically . Any development of processing or use pattern that would render the mining of , say , 20 percent rock profitable would have important effects in reducing the unit cost of mining . In the search for metallurgical improvements , consideration should be given to the saving of valuable components of the rock, such as vanadium and fluorine , both of which are present in the beds .

In anthracite mining , pumping is a problem of major importance , and water must be handled and rehandled in almost every mine whether the mine is in operation or idle . The motor - driven centrifugal pump is the most commonly used type of unit for the large pumping installations, and experience has . proved that fully automatic control has certain advantages over manual control . Some of these advantages are greater safety for maintenance personnel , continuous protection against faulty operation , which could cause damage to the Lumping apparatus , and lower pump -room operating costs .

This is a report on the design, development, and manufacture of a prototype roof bolting machine for high rise applications. The machine is designed to traverse a 32 inch entry and rebolt a roof fall area to a height of 28 feet 10 inches. Covered in the report is a chronology of the project, an explanation of the design problems, and a description of their solutions. The report concludes that the equipment as designed is suitable for the purpose intended and further testing is recommended.

"Although the advantages of large-capacity air receivers for underground mines are plainly evident from published information about various installations in the United States and abroad, details of their construction are not generally known in this country., Ordinary present-day air-compressor installations servicing mining machines are designed to supply air at a specified pressure in sufficient quantity to meet the peak demand of the mine,2/ although this demand may exist for only a few minutes out of 24 hours and, as usually happens, eventually exceeds the capacity of the compressor. Most of the receivers provided with these compressors (to a certain degree of standardi¬zation) are capable of storing a volume of air approximately equal to that compressed in 1 minute by the machine.3, 4/ As a result, during peak-load periods the compressor operates at full load capacity without maintaining kick-off pressure. At other periods of the work cycle, production of compressed air is intermittent.At least one large mine5/ has adopted large-capacity receivers to reduce wear on its air-compressing system caused by the sudden demand of peak loads. Under the old system, the compressors jumped suddenly from half speed to full speed; boilers furnishing steam to the compressors were taxed heavily to provide the increased requirements of power; and machines using the air, among which were four large hoists, were required to operate at 65 pounds per square inch rather than at the 90 pounds per square inch for which the compressors were regulated. Operation of air machines, especially drills, at pressures lower than those for which they were designed decreases their efficiency and increases maintenance costs. In addition, air that comes directly from the compressors has had little opportunity to cool and dry enroute.6./ As a result, quantities of compressor lubricant and water are carried into the machines that use the air. When expansion occurs in the cylinder or turbine of such engines, the temperature of the air drops, and this oil and water is precipitated. The water washes away lubricating oils in the machine, causing poor performance and high cost of maintenance; the compressor oil, in addition to being a poor lubricant for compresed-air engines, exerts a corrosive action on gaskets and rubber hoses.7/Reduction of peak demands on air compressors by large receivers lowers power costs by establishing more nearly constant load factors,8/ and in some cases by permitting the use of smaller compressor capacity.8,9/Load factor is the ratio of average demand to maximum demand; a low load factor costs money.10/Elimination of high-peak demands raises the load factor by making the average and the maximum demand more nearly equal. Further savings may be made possible by large receivers where their use permits charging to be done at night in regions having lower power rates during that period.11/Where ordinary receivers are used, compressor breakdowns cause immediate work stoppages in the mine owing to lack of air. Similarly, the capacity of a large receiver has been known to permit uninterrupted work in the mine until the compressors have been returned to service.9/Large-capacity receivers, either steel-tank or underground rock-chamber, offer a practical solution of many existing problems by providing a sufficient reserve of compressed air within the pressure range required for efficient operation of machines to level off peak demands on the compressor. The com¬pressors operate when the demand has reduced the pressure in the receiver below the regulating pressure and until all air used from the receiver has been replaced. It has been found possible in at least two mines,8.9/ one of which the author has visited, to entirely eliminate one compressor and to obtain more efficient performance from the remaining one by the construction of an underground coal-chamber receiver.8/"

"INTRODUCTION In the course of Bureau of Mines investigations of iron ores near Scappoose, Columbia County, Oreg. during 1942, occurrences of laterite were noted in road cuts and outcrops at many localities in the county. In 1944, the State of Oregon Department of Geology and Mineral Industries completed a preliminary examination of alumina-iron-bearing laterite occurrences in Washington County north of Hillsboro, Oreg.3/ Their report suggested that the lateritic material might be amenable to treatment by the Pederson process for the commercial production of iron and alumina. In order to determine the extent and character of some of the reported lateritic occurrences, the Bureau conducted preliminary explorations in Columbia County near St. Helens, Oreg., from January through June 1945. Almost simultaneously the Alcoa Mining Co. began to explore nearby areas. Their work was continued and expanded after the Bureau's work had been discontinued. "Introductory Statement.In founding any kind of castings, even with the best practice, scrap castings are produced because of rejections for certain defects. Casting los¬ses are a serious source of financial loss in iron and steel foundry practice as well as, in brass and bronze, but they are particularly serious in aluminum foundry work because of the high value of aluminum. The indications are that in many aluminum foundries in the United States, the casting losses are at times high, and in some plants they are entirely too high when compared with average practice. Of course, defective castings have a residual value for remelting, but if much machine work has been done on a casting before it is scraped, the labor costs alone may exceed the value of the metal and even that of the rough casting.In a foundry, the monetary losses incurred through the production of waster castings can be ascertained from calculations based upon adequate scrap-loss reports. Such reports, when properly kept and interpreted are a valuable aid in finding foundry costs, but they are primarily useful in diagnosing the causes for casting losses. Many aluminum foundries in the United States do not keep adequate records of strap losses; as a result the causes for defective castings can not be traced, nor preventative measures adopted. However, some of the large aluminum foundries keep excellent records, and it has been found that these involve little extra expense for clerical work. If a foundry man will study his daily production of defective and waster castings, he will be able to trace the causes or losses and then make such corrections in his plant practice as will effect a considerable reduction in these losses -- as much as 50.0 per tent in some foundries. If all the present casting losses of the United States could be reduced 50.0 per cent, by eliminating only the readily preventable defectives, a saving of several million dollars would accrue. In the aluminum-foundry industry alone, the saving would amount to about $600,000."

Cement kiln dust (CKD) produced in the contiguous United States and Hawaii was characterized as part of the Bureau of Mines' program in minerals environmental technology. The mineralogical and chemical composition was determined for 113 CKD samples from 102 plants that normally send CKD waste to landfill. Characterization included the determination of 28 elements, 7 anion species, carbon dioxide, noncarbonate carbon, and chemically bound water. Mercury was determined in 15 samples. Interelement correlation coefficients were determined for 23 elements, 5 anions, CO2, noncarbonate carbon, and chemically bound water. To assess the hazardous waste potential of CKD, the U.S. Environmental Protection Agency Extraction Procedure (EP) toxicity test was performed on all 113 CKD samples. All but one sample were in compliance with the test; the noncomplying sample slightly exceeded the EP toxicity test criterion for lead.
