The purpose of this study and resulting development of the training program, "Safety--Let's Make It Happen" was to determine the relation of concepts to the development of desired Health and Safety behavior. After extensive pre-contract study, it was hypothesized that improved acceptance and understanding of the Federal Coal Mine Health and Safety Act of 1969 could possibly contribute to the reduction of accidents. Second, in order for an individual to accept and understand the Act, he or she must have a working knowledge of its purposes and application. Third, acceptance and understanding of the Act, necessary to protect the individual from negligence, was imperative. Fourth, an actual operating company could provide the base in which to test these hypotheses in a meaningful manner and develop this type of training program. Six assumptions were agreed upon before embarking on this study and training program development. (1) In the cognitive process, a concept introduction into an individual's personality may result in a behavior quite different than if he or she had been exposed to a different concept.

"Technical statistical study has been made of accidents in the anthracite region of Pennsylvania in which explosives were involved. The data have been taken from the accident reports in the files of the department of mines of Pennsylvania, supplemented by inquiries in the field.This study has disclosed a wealth of information regarding the nature and the cause of accidents that occurred where different means of firing shots of explosives were employed. In the anthracite region shots are fired with fuse, with squibs, and with electricity,Many of the salient features of this accident experience are illustrated in this report of investigations, and a number of recommendations are made to reduce the hazards of each of these three methods of shot firing.Experience seems to demonstrate that, under conditions in the anthracite region, electric firing of shots is substantially the safest method; that accidents wherein fuse is employed are more frequent than accidents in which electric firing is employed; and that the number of accidents when squibs are employed far exceeds those in which either fuse or electric firing is used."

"The Bureau of Mines has studied blasting practices in metal mines of the Southwest. The investigation of blasting drift rounds showed among other results, that cut-holes in ground difficult to break could be chambered to advantage under some conditions.In open--cut mines, chambering nearly all holes before blasting is the common practice. Two or more free faces are generally maintained in this type of work, and the amount of explosive necessary to break any bench or bank can usually be estimated from the yardage to be moved. However, in blasting drift or tunnel rounds only one free face is available before the cut-holes are shot, and the quantity of explosive required is generally ascertained best by trial.In addition to being the most difficult to break, the cut-holes are the most important of a drift round. When the cut-holes ""break bottom"" less work is required of the other holes, and a full break of the round is generally obtained. In ground difficult to blast, extra care and expense are justified to insure that the cut-holes ""break bottom.""At many mines the work is so organized that all blasting is done at the end of the shift, and a decided advantage would have to be gained to make chambering of the cut-holes economical. Also, in many mines blasting during the shift would not be practical. One or two holes could probably be drilled during the time necessary to do the chambering. However, under certain special conditions, such as in small operations or those where ""leasers"" or contractors are working, drill holes could be chambered should there be an advantage in doing so. Moreover, in some mines it might be practical to chamber the cut-holes at the lunch hour. In ordinary rounds the cut-holes are generally drilled by noon. It would not be necessary to tear down the drill or remove tools from the face to do this work of chambering."

In response to increasing national energy requirements. highlighted by the continuing growth in demand for coal for the generation of electric power the output of bituminous coal and lignite in 1965 passed the 500-million-ton mark for the first time since 1956, thus emphasizing the steady up-ward trend from the recent low of 403 million tons in 1961. There were corresponding upward trends in consumption, exports mechanization, and productivity. Production.-The output of bituminous coal and lignite in the United States in 1965-512 million tons-was 5 percent greater than the 487 million tons produced in 1964. The gain was attributed largely to expanded consumption by the electric utilities, greater use at coke ovens, and an increase in exports.

The liquid-level gage described in this report is an instrument designed to locate liquid levels in wells rapidly and accurately and, with auxiliary equipment described, to follow moving liquid levels automatically. The depth at which the instrument makes contact with the liquid in a well is indicated at the surface by a depth meter on the cable to which the instrument is attached. When the gage is used to follow a surging moving level, the liquid depth is indicated continuously at the surface. This report contains a description and illustrations of the gage and outlines the operating procedures. The instrument is 1-3/4 inches in diameter and approximately 6 feet in length and may be operated through 2-inch tubing. The gage consists essentially of a float that moves upward with respect to the rest of the assembly, causing a change in the flow of electric current from the surface when the liquid level is reached. The instrument has been tested under a variety of conditions and has been found to be sensitive to changes in liquid level of 1/2 inch. Its accuracy is limited principally by the accuracy of the wire-line depth indicator used. It is not affected by pressure or temperature, and it can be run in open hole or under pressure through a lubricator. It employs only one electric circuit and can be run on an Amergraph single-conductor cable (type 1-H-0) ,

In order to help assure an adequate domestic supply of minerals essential to the Nation's economy and and security by developing more efficient minerals extraction technologies, the Bureau of Mines Tuscaloosa Research Center examined the application of autogenous microgrinding to calcium carbonate minerals. Treatment of minus 8-mesh Alabama marble resulted in a product 80 pct minus 5 micrometers (µm) at a power consumption of 70 to 80 kwhr/ton, This study shows that coarse particles of calcium carbonate minerals are effective as the grinding media for the autogenous attrition grinding of these minerals. The minus 8- plus 30-mesh fraction is an effective grinding medium (sand) for particles smaller than 30 mesh. A 40-pct-solids slurry and a sand: marble ratio of 2.5 appeared to be near optimum. For residence times above 13 minutes, products were greater than 80 pet minus 5 µm and greater than 54 pct minus 2 µm. Power consumption was uniformly low, ranging from 50 to 100 kwhr/ton of product depending upon the feed rate. One marble sample from Georgia was shown to be the most persistent grinding medium, with losses of less than half those of the other materials tested.

As a part of the Bureau of Mines long-range program in asbestos, synthetic asbestiform compounds and minerals were prepared and described. Fundamental structural data on two such compounds are given in this report. Crystallographic data are provided for the synthetic isotypic compounds potassium-lead silicate, K2.Pb4 -Si8021 (I), and lead-aluminum silicate, Pb2. Pb4 .Al2Si6O21 (II). The space group symmetry 14/mmm was assigned provisionally to I and II on evidence of single crystal and piezoelectric measurements. A statistical evalua¬tion of indexed powder diffraction data revealed the cell edtes of I to be a 11.816 and c 7.932A and those of II to be a 11.723 and c 8.044A. The phases are uniaxial with observed refractive indices eD 1.790, an ?D,699 and eD 1.884, cusp 1,807, respectively. The atomic structure of I and II may be based on a complex of chains of silicon-oxygen tetrahedra lying along the c cell edge similar to the type of chain structure postulated by Pauling for scapolite. K2.Pb4.Si8021 and Pb2.Pb4 Al2Si6021 were first described by Geller and Bunting (5, 6)4 as fibrous compounds similar in crystal habit to asbestos. These authors gave powder diffraction data, although no attempt was made to find the cell edges or to index the powder diffraction patterns. Later, Shell and others (9) conducted a crystallochemical study of these fibrous silicates in search of a substitute for strategic asbestos. Their single crystal data revealed K2.Pb4 -Si8021 to be tetragonal body-centered with cell edges a 11.66, c 7.95 A. Pb2.Pb4 Al2Si6021 was concluded to be isotypic with K2.Pb4 -Si8021 on the basis of similar powder diffraction patterns, chemistry, and physical properties. No attempt was made, however, to index the powder diffraction record nor to determine the appropriate space group of either compound.

As a direct result of the second World War, consumption of nickel in the United States has increased to such an extent that it has been considered timely to investigate undeveloped deposits of the nickel minerals. Funds were made available to the Bureau of lines in 1941 to investigate the extent, occurrence, and quality of nickel ores in the Mirror Harbor area. The Federal Geological Survey mapped' and studied the area during the summer of 1941 and Robert S. Sanford, an engineer of the Bureau of lines, made a preliminary examination in June 1942. A contract for drilling the deposits under the direction of the author was let in July 1942.

The performance of electrical grounding systems in open-pit metal mines is evaluated, using techniques which are described thoroughly. The normal electrical distribution and grounding practices used in metallic open-pit mines are reviewed and compared with coal mine usage. The results are used to generate the included recommendations for Federal Regulations concerning open-pit metal mine grounding systems.

Coal mines that undergo self-heatings, and specifically mines that sustain both floor heave and self-heatings, would benefit from the use of sealants to minimize air ingress to susceptible areas. The U.S. Bureau of Mines (USBM) evaluated three sealant systems for this purpose, bentonite-water mixtures, silicate gel, and guar gum gel. The guar gum-based gel was the only sealant that possessed the desired properties of elasticity, ease of preparation, adaptability to the mine, and a long life. In addition, since the gel consists mostly of water, it could quench or cool nearby heatings. Optimal formulations were determined in laboratory tests, and then tested in the USBM Safety Research Coal Mine. Two for-mulations resulted in stable gels that lasted for at least 12 months in the mine. Semicontinuous preparation of gel using an eductor was evaluated and appears feasible. Although guar gum gel is expensive, selective use to prevent heatings in specific areas would be cost-effective, both in terms of productivity and enhanced mine safety.

The identified helium resources of the United States were estimated by the U.S. Bureau of Mines at 617 Bcf, as of December 31, 1992. This includes 285 Bef of demonstrated reserves, 85 Bcf of demonstrated marginal reserves, and 37 Bcf of demonstrated sub-economic resources. The identified resources also include 166 Bcf of helium in inferred reserves and inferred marginal reserves and 44 Bcf in inferred sub-economic resources. The identified helium resources contained on Federal lands are approximately 172 Bcf, including 32 Bcf in underground storage in the Cliffside Gasfield near Amarillo, TX. Undiscovered helium resources in the United States are estimated at a most likely volume of 104 Bef, with a maximum volume of 249 Bcf and a minimum volume of 41 Bef. Also reported are 51 Bcf of helium in nonconventional and low-helium-content natural gases. Extraction of helium in the United States occurs mostly from natural gases produced from the Hugoton gas area in Kansas, Oklahoma, and Texas, and the Riley Ridge area in southwest Wyoming. Helium extracted from natural gas in the United States in 1992 was 3.3 Bcf. Some shortfalls in helium supply may occur in about 5 to 10 years.

"An investigation of protocols for research performed from 1953 to 1988 on pneumoconioses (with emphasis on diseases related to coal and silica) was conducted in the Generic Mineral Technology Center for Respirable Dust. In addition, interviews were conducted with prominent U.S. medical researchers, aerosol scientists and engineers in government, industry, and universities to determine dust sources, dust preparation methods, laboratory protocols, and determinant variables related to in vitro and in vivo research and assess the comparability of results.Since the original report on the protocol project, additional research regarding free radical existence in freshly produced dust particles and the shape and contamination of particles generated for research purposes has further heightened scientists' concerns. As indicated by current research, fresher dust particles and those with more angular shapes may have a different level of reactivity in biological systems than do older or more rounded particles. Therefore, research on dust preparation methods for biomedical studies was undertaken and will be outlined here.Results of protocol review and interviews are summarized. Research on size reduction methods and their particle characteristics plus some recommendations concerning dust preparation methods and reporting in biomedical publications are also presented. Recent evidence indicates that these recommendations may be of importance in comparing and interpreting research results."

In October 1949 the College Park Branch of the Mining Division instituted a survey of the New England pegmatites. Many of the New England pegmatite deposits were superficially examined, and the Bumpus quarry in Albany, Oxford County, Maine (see fig. 1), was selected for a diamond-drill exploratory-development project to supply information for developing more economical mining methods and no increasing production of beryl and other scarce minerals associated with pegmatitic intrusives. The Bumpus quarry has been mined intermittently by three operators since it was opened in 1927. At the time of drilling, the vein or dike (see figs. 2 and 3) had been mined to a depth of 60 feet for a strike length of 280 feet. The dike averages 40 feet in thickness and dips 50 degrees southeast. The Bureau of Mines drilled seven diamond-drill holes between September 27 and November 27, 1950. These holes showed that the dike persists for at least 350 feet to the east and probably 200 foot to the west of the present excavation. The drilling also indicated that the dip, as exposed at the surface, continued unchanged at 500 to a depth of at least 50 foot below the pit. The dike was not delineated, although it fingered out as pegmatite interbanded with Granite, diorite, and gneiss in diamond-drill hole B-4, approximately 250 feet west of the pit. Further drilling will be necessary to find the extent of this pegmatite dike and to determine the safest and most economic mining system.

This is one of a. series of papers being prepared for and published by the United States Bureau of Mines, describing raining and milling methods at crushed-stone plants throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might in man; instances cause embarrassment to individual producers as well as to the industry as a whole. However, operating costs are essential to technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that the scope of the cost tabulations shall not be misunderstood. This paper deals with the quarrying and crushing methods used at the Avon Mountain trap-rock quarry of the Atlas Sand, Gravel & Stone Co., in West Hartford, Conn.

"SUMMARYThe J. D. Price property is in Crittenden County, Ky., about 5-1/2 miles west of Marion. The Levias-Crittenden Springs fault system traverses the property. Mines on 3 miles of the same fault system immediately northeast have produced about 250,000 tons of fluorspar ore. The Keystone property, adjacent on the northeast, has produced about 150,000 tons of ore. 3/About 1934, lessees, sank a shaft upon the Price property to a depth of 111.5 feet and crosscut from the bottom of the shaft to the principal fault. No ore was found. Later, in 1942-43, they explored the same fault by core-drilling, but this project also was unsuccessful in finding ore.The author visited the property in September 1944, and subsequently the Bureau further explored the property by core-drilling three holes. No ore was found.ACKNOWLEGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Improve the strength and other properties of steel alloys. Approach Research by the U.S. Bureau of Mines indicates that steels melted and solidified under high nitrogen pressure acquire yield and tensile strengths that are up to four times the strengths of comparable stainless steel alloys without nitrogen. Fatigue strength, creep strength, and other mechanical properties are also improved. Strengthening occurs by two mechanisms: (1) increasing dissolved nitrogen in the lattice and (2) formation of dispersed metal nitride phases. Nitrogen Alloying Nitrogen alloying of a steel is generally done by introducing metal nitrides during melting of the steel. The concentration of nitrogen is limited to its equilibrium solubility at 1 atmosphere. For face-centered-cubic (fee) iron, that solubility is approximately 0.4 weight percent (wt%). For body-centered-cubic (bee) iron, solubility is 0.05 wt%. This solubility limitation can be overcome by melting the metal in a pressurized vessel. European steelmakers currently have metal-processing systems that can melt and pour tons of steel under nitrogen pressures exceeding 4 megapascals (MPa) (40 atmospheres). They have achieved nitrogen concentrations as high as 1.0 wt% in these (stainless) steels. The tensile strength is approximately twice the tensile strength of similar steels without nitrogen.

"Ventilation is one of the most important features of coal mining, and if a mine is exceptionally gassy it is often difficult to ventilate it in such a way as to make it safe. The general system of splitting the main air current so that two, three, or more sets of room entries are ventilated by the same current of air does not provide a safe method if non-permissible electrical equipment, such as cable-reel, crab-reel, or trolley locomotives are used on gathering haulage, or if open-type hoist or pump motors are used. The problem has been greatly simplified at the Crucible mine of the Crucible Fuel Co. at Crucible, Pennsylvania.The system is not only applicable to the room-and-pillar method of mining, but it may be adopted for any panel system of mining. There also appears to be a definite application in mechanized mining, where the rapid extraction often results in inadequate attention to ventilation and where the gassiness of the section generally increases because, as compared to hand loading, the methane has less time to drain off. "INTRODUCTION As a part of its program of promoting safety in mining and other industries, the Bureau of Mines investigates the explosion hazards of combustible Gases, vapors, and solids. It also investigates various means and methods of controlling and mitigating explosions.Dichlorodifluoromethane, CC12F2, has been found to be very efficient as a quenching agent for methane flames. 4/ This substance is a gas at ordinary temperatures and pressures and is relatively nontoxic and stable at mod rate temperatures.Tremendous quantities of dichlorodifluoromethane were used daring the late war as an expelling agent for aerosol mixtures in ""aerosol bombs."" At one time during the war the demand for Dichlorodifluoromethane became so gent that there was barely enough of it to supply the Army and Navy and virtually none for civilian needs. During this period of scarcity the Bureau of Mines, in cooperation with the Bureau of Entomology, Department of Agriculture, investigated the possibility of substituting other materials in part for the dichlorodifluoromethane. It was required that the resulting mixtures be satisfactory expellant and noninflammable under all normal conditions of use."
