The Pittsburgh (Pa.) and Spokane (Wash.) Research Laboratories are among the world?s foremost mining research establishments. Once a part of the former U.S. Bureau of Mines (USBM), which was abolished by the U.S. Congress in fiscal year 96, health and safety research at these laboratories was transferred to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is the Federal agency responsible for conducting research and making recommendations for the prevention of work-related illness and injury. The Institute is part of the Centers for Disease Control and Prevention within the U.S. Department of Health and Human Services. Over the past two decades, the Pittsburgh and Spokane Research Laboratories have produced sustained technological achievements in mining health and safety, including? ? Development of novel respirable coal dust control technologies and more effective monitoring techniques to reduce worker exposure to hazardous mine dusts. ? Improved ground control technologies to warn and protect miners from the dangers of coal mine roof collapses and other hazardous strata conditions. ? Improved ergonomic design criteria and training methods to protect mine workers from injuries and fatalities associated with equipment and manual tasks. ? Development of enabling technologies that allow miners to control their mining equipment from a physically safe, protected work area away from respirable dust, harmful noise levels, and roof collapses. ? Improved mine fire detection and extinguishment techniques. ? Development of smaller, lighter, and safer emergency breathing devices.

This paper, describing the leaching practice at the Calumet and Hecla mills, Lake Linden, Mich., is one of a series on milling methods and costs being published by the United States Bureau of Mines. GENERAL DESCRIPTION The reclamation plant is located along the shores of Torch Lake at a slightly lower level than the concentrator itself. The entire location of the original concentrator, in connection with the present reclamation plant, has been ideal, lore particularly as the leaching and flotation departments are common to both units. After 15 years of operation and with the reclamation sands just a little more than half exhausted it would appear that the remaining life of the deposit could be worked by the present plan, without decided changes or renewals of plant or equipment.

Numerous populations of assays have been simulated for a range of assay values representative of low-grade mineral deposits to facilitate the study of problems encountered in evaluating these deposits. Analysis of these simulated populations of assays (obtained by using statistical probability models for the simulation) makes possible the quantification of the effects of (1) various composite assay intervals, (2) ore reserve computational methods, (3) uneven assay intervals, and (4) various cutoff grades on both the precision and the accuracy of the estimated average grade and tonnage of ore.

[The ventilation of development faces in mines for diluting gas or dust concentrations aid in hot mines for providing air-motion cooling affect, by fan-pipe units discharging high-velocity streams of air close to the face, is an important phase of mitre ventilation. The effectiveness of such units depends largely on the air-flow distribution between-the pipe discharge said the face, a subject on which little definite information is available. A study of the air, flow from grills into rooms3/ has provided sore basic data, but under conditions so different from mine fan-pipe installations in development ends that tae data to are of doubtful application to mine installa¬tions, owing to differences in air-flow conditions. The purposes of this report is to present and discuss the results of an initial series of tests of a general investigation designed to yield definite laws and design data for the discharge of fan-pine lines in nines. The s series was planned to yield preliminary data on the effects of velocity of discharge, size and shape of tripe, and adjacent calls on the air-flow distribution. Tents were made on 10-inch pine with seven different end conditions and one change of wall condition. Changes in size and shape of discharge wore made b y short transformation pieces directly at the discharge end, with the result that effects due to contraction and expansion of the flow, which proved to be of much greater importance than was expected, totally obscured any normal effects cue to size anti shape. [This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of specified French possessions in Africa has been prepared from the best information available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. France controls large areas on the African continent, but the various Colonies and Dependencies are administered more or less independently. Algeria is under the direct jurisdiction of the Ministry of the Interior, and its mining laws are essentially the same as those of the mother country. Tunis and Morocco are attached to the Ministry of Foreign Affairs; separate digests of the mining laws' of these respective colonies have already been prepared by the United States Bureau of Mines. The present paper covers all other French territory on the continent of Africa except Somaliland, a rather small Colony including the port of Djibouti near the point where the Red Sea joins the Gulf of Aden. Available information indicates that the prospects of mineral production in this Colony, apart from salt and gypsum, are not at all encouraging.3]

Hydrochloric acid , sulfuric acid , and chloridizing roast- water leaching methods for dissolution of cesium and rubidium from Maine , Canada , and Southern Rhodesia pollucite ores and their flotation products were investigated by small- scale tests . Optimum conditions were determined to be ( 1 ) for hydrochloric acid leaching , use 12.7 equivalents of 8.8 normal acid per equivalent of cesium in the sample and leach for 6 hours at 100 ° C ; ( 2 ) for sulfuric acid leaching , use 12.7 equivalents of 14.4 normal acid and leach for 2 hours at 120° C ; and (3 ) for chloridizing roast - water leaching , roast minus 200 - mesh ore, limestone , and calcium chloride in a ratio of 2 : 4 : 1 , respectively , for 1 hour at 900 ° C , and leach the calcine for 1 hour at 80 ° C with enough water to give 35 pct solids . Extractions of cesium from ores and flotation products containing over 20 pct cesium were in excess of 97 , 93 , and 96 pct for the hydrochloric acid , sulfuric acid , and chloridizing roast - water leach processes , respectively .

This is a study of 58 fatal haulage accidents investigated by Federal coal-mine inspectors during the period January - June 1951. The information presented in this circular was obtained by analyzing fatal haulage accidents in 33 bituminous-coal producing counties representing 11 States. The physical conditions represent a cross section off producing coal beds. Mining and transportation methods vary, from those of small hand-loading mines to those of large modern mechanized operations. These data are thought to be representative of haulage conditions within the bituminous-coal mining industry and are submitted to follow up the Information Circular 7604 ?Analysis of Haulage Fatalities in Bituminous-Coal Mines - 1950.? Coal-mine haulage ranks second as a cause of coal-mine fatalities, and the problem of haulage safety is complex. It is subject to constant change and is comprised of numerous influencing variables, which are not always obvious. The solution to this problem will not come through the application of any standard formula or mechanical approach since the inherent factors are strongly influenced by the human equation, and the chain of circumstances is further affected by expediency.

In the course of an investigation3 of the flow of gases through beds of broken solids the author obtained a number of data .on the specific volume of beds of broken solids of variously mixed sizes. A mathematical theory of the limiting conditions has been developed and some generalizations have been made for intermediate cases. A more definite knowledge of the relation between space occupied and size composition would be valuable to all those who are handling large quantities of broken materials. Such knowledge might be advantageously applied to the operation of a coke oven. For example, the output of the oven depends in general upon the number of pounds of coal which can be put in the oven at charging. It is known that the capacity of one battery of ovens was increased several per cent by slightly increasing the proportion of fine material in the charge.

Hafnium appears to be among the more abundant of the newly discovered elements . Though quite widely distributed in nature , its compounds chemically so resembled those of zirconium , its sister element , that it escaped detection until 1923 , when Coster and Hevesy announced the discovery of the element , to which they gave the name of " hafnium " , from Hafniae , the Latin name for Copenhagen , where their research work was performed . Hafnium has so far been found only as a minor constituent of zirconium minerals . Zirconium as an element was discovered more than 140 years ago , but only a few unimportant uses were found for the metal or its compounds until some 18 years ago ; it is still classed among the rarer commercial metals . It is not surprising , therefore , that hafnium has not yet found a definite place for itself in industry . Nevertheless it has commanded a considerable interest among scientists ; and in 1930 some 70 grams of perfectly pure oxide of hafnium were prepared in Europe . A commercial future for hafnium is already glimpsed in the radio industry , and its high melting point and electronic emissivity have already led to the taking out of patents for its use in radio tubes and incandescent electric lamp filaments and for the cathode surfaces of devices such as X- ray tubes and rectifiers .

Bauxite was first discovered in Tennessee, at Chattanooga, in 1906, during the construction of' the McCallie Street tunnel through Missionary Ridge. Several years later, bauxite was found in sinking a well on the Perry or Isabella Stewart property. These and other deposits furnished a substantial tonnage for the abrasive and chemical industries during the years 1906 to, 1920. The search for domestic sources of war material prompted by World War II brought the Tennessee bauxite deposits to the attention of the Bureau of Mines. During the summer of 1942, James S. Cullison and E. Godwin, geologists of the United states Geological Survey, made a survey of the bauxite deposits of the area. In August 1942, Harold B. Ewoldt, a Bureau of Mines engineer, accompanied by the Geological Survey party visited the area and a drilling program was prepared. Drilling was started in November 1942 and continued until March 1943. A total of 2,519.5 feet in 38 holes was drilled on three properties.

Costs of disposing of steel slag are estimated based on the present method and a proposed alternate method for a steel mill in the Pittsburgh area. Estimated cost data were calculated by the Bureau of Mines and do not reflect the investment and operating costs and credits of a specific steel mill and processing plant. The alternate method of steel slag disposal would result in an appreciable cost savings to the mill and concurrently supply the industrial and commercial markets with low-cost, high-quality construction materials.

It is not the purpose of this report to try to describe all the work done during the past year for the improvement of health or the prevention of illness among miners , but to call attention to a few of the more outstanding investigations in which progress has been made . Among these , the investigations on the physiological effects of carbon monoxide , dust and ventilation , and temperature and humidity will be discussed . Carbon Monoxide . During the years 1920 and 1921 , much more work has been done on the various A survey phases of carbon monoxide than has been carried on for a number of years . of carbon monoxide poisoning in the American steel works , metal mines , and coal He conmines was made by Dr. Henry S. Forbes , of the Harvard Medical School . ** cludes from his survey that late after- symptoms following acute severe gassing rarely occur , and that almost always there is evidence of pre - existing pathological conditions when such effects do appear . He further states that he found no evidence of cumulative harmful effects resulting from frequent exposure . Dr. Forbes , Dr. Forbes , assisted by Louise Hompe , made a laboratory investigation in which anesthetized animals were exposed to carbon monoxide , illuminating gas , and benzol *** . The investigators conclude that , under the conditions of their experiments , there is no change in the coagulation time of the blood . It has been stated by many investigators that the blood of those affected by carbon monoxide does not clot as quickly as normal blood . While the investigation referred to above may not cover all the conditions , it is a valuable contribution to the subject as it indicates that the small hemorrhages found in the membranes covering the central nervous system , abdominal organs , etc. , at autopsy of those dying of carbon monoxide poisoning is probably not due to direct toxic action of the gas upon the blood .

Studies were made to determine the amenability of yttrium to fused-salt electrorefining in a controlled atmosphere. Tests were conducted in a LiCl- YCl3 electrolyte system at 710° C. The major variables studied were the YCl3 content of the electrolyte, from l.7 to 13.4 mol percent, and the initial cathode current density, from 410 to 1,630 amperes per square foot. Vacuum distillation was employed to remove salt from the deposited metal. Metallic impurities, except for lithium, could be reduced to near or below their lower analytical limits, ranging from 10 ppm for Cu to 300 ppm for Ta; reduction of oxygen content, however, was accomplished only in metal produced from electrolytes with 5.4 mol percent YCl3 or less. Initial cathode current density had little effect on the purity of the product.

Comprehensive world mineral industry investment data do not exist, but limited material published on aggregates of in vestment in some elements of the world mineral industry suggest a continued up-turn in the investment level, at least in market economy countries in 1989. Steel industry investments in Organization for Economic Cooperation and Development (OECD) countries are not yet available for 1989 but, as shown in table 6, increased by 22.1% in 1988, after showing a decrease of 5.2% (revised) in 1987. The pattern of investment ups and downs varied during 1988 within country blocs and economic alliances showing no particular trends. Investment in the steel industry by the United States increased by 58.3% between 1987 and 1988 and was 1 1.9% higher than the previous highest amount invested during the 1984-88 period but was still 41.5% less than the amount invested in 1983. Investment in the steel industries of the European Coal and Steel Community (ECSC) dropped again in 1988 from the revised amount for 1987, which became the first drop after several years of steady growth in what became the expanded ECSC in 1986. This drop in 1988 was the result of lower investments by Denmark, France, the Federal Republic of Germany, Ireland, Italy, Luxembourg, the Nether- lands, and Spain, investments grew or remained level in Belgium, Portugal, and the United Kingdom in 1987 and 1988. A decrease in investment in the Canadian (-26.6%) steel industry was offset by in- creases registered by the members of the European Free Trade Association (EFTA) of 31.7%, by Japan of 19.8% by Turkey of 22.4%, and a slight increase by the nations of Latin America. If data for the world steel industry as a whole, including those of the centrally planned economy countries, were available, the same pattern presumably would be shown as that reported; that is, it would remain fairly stable, with increases in some countries being offset by decreases in others. However, the lack of comprehensive information on the centrally planned economy countries makes it impossible to determine whether the overall trend was up or down despite recorded increases or decreases in production of the materials involved. Pilot-plant tests have been in progress at the Bureau of Mines, Pittsburgh, Pa., on the recovery of manganese from open-hearth slag.3/4/5/ In the process, 1 the slag is first reduced in a blast furnace to make a high-phosphorus spiegeleisen containing 12 to 22 percent manganese. A slag containing 55 to 60 percent manganese is made from this spiegel by oxidation in a basic-lined converter. The metal from this blowing operation contains about 3 percent phosphorus, 1 percent manganese, and less than 1 percent carbon. Economic efficiency in the manganese-recovery process requires that this metal be converted into steel. Because of its high phosphorus content the metal is suitable for blowing in a basic-lined converter. In most of the tests described in this report, metal of this composition was used as the starting material in a 1-ton, side-blown, basic-lined converter. Although basic-lined converters are not used for steel production in the United states, in Europe a considerable portion of the steel is made in them. Open hearths largely have replaced converters for steelmaking in the United States; mainly because open-hearth steels have better physical properties than converter steels because of lower nitrogen and phosphorus contents. However, by improving converter design and operating technique during the past 15 years, metallurgists have found that low-nitrogen steels with physical properties equal to open-hearth steels can be produced in converters.6/ Tests at Jones & Laughlin steel Corp. with side-blown, acid-lined converters of 3 and 22 tons capacity showed that steel with a low nitrogen content comparable to that of open hearths operating on scrap charges could be made by surface blowing.7/

This paper describing mining practices at the United Verde copper mine, Jerome, Ariz., is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts f the United States. At present mining operations are being conducted both underground and by electric shovels in an open pit. The open-pit work has been described by E. M. J. Alenius in a previous publication of the Bureau of Minos;3 the present paper will be confined to a description of the underground mine. The underground methods comprise horizontal cut-and-fill, shrinkage with delayed filling, horizontal square-set, inclined square-set, and top slice. The normal daily production of the underground mine is 3,000 tons of copper ore per day, requiring the employment of 900 men underground.

"""Rock-dust barriers""5 as they are termed in this country, are for the purpose of confining a coal-dust mine explosion to the limited area in which it originates. These barriers were first tested in 1910-1911, with favorable results under the conditions of test, at the French official gallery which was then at Lieven, Department of Pas-de-Calais. Shortly afterwards the Bureau of Mines in the course of its investigation of all practical explosion-prevention methods tried barriers in the Experimental Mine near Bruceton, using the primary form of simple fixed cross shelves 20 inches wide extending over the passageway and laden with rock-dust. The Bureau termed them “Taffanel barriers"" in honor of the director of the Lieven testing station. The trials were made in conjunction with tests of explosibility of different coal-dusts.Experience showed that although the principle of barriers had merit when they were used for secondary defence, the primary form was uncertain in effectiveness. This led the senior author to design mechanically discharging barriers to be operated by the compression air waves which precede the flame of an explosion. For the better understanding of the principal involved, it is pointed out that the advance air waves are what make a coal-dust explosion possible by stirring up the coal-dust from the walls and floor of the passageway. If a barrier can throw inert dust into the air to form a cloud as dense or denser than that formed by the coal-dust, it will neutralize the explosiveness of the coal-dust, and the flame of the explosion will be extinguished. When the flame ceases, the pressure dies away in a short distance if the 'area that had been traversed by the explosion is not large."

The Bureau of Mines used portable infrared scanners to examine the surface of pillars and faces in the Somerset mine near Somerset, Colo. Zones of temperature buildup, indicative of potential combustion, were detected with the scanners; their existence was verified by temperature measurements with conventional instrumentation. Temperatures of 32° to 6° C were measured on surfaces with normal temperatures of 26° to 35° C. The infrared instruments and techniques appeared to offer a rapid and efficient method for locating potential trouble spots in mines susceptible to fires caused by spontaneous combustion.
