An active list of permissible explosives was published in December 1943 as part of the Bureau of Mines Report of Investigations 3736 under the title "Active List of Permissible Explosives and Blasting Devices Approved Previous to June 30, 1943." This list included 180 brand names. Changes in the list that have been authorized to December 31, 1945, placed 10 additional brands of permissible explosives on the active permis- sible list as a result of tests and changes in brand names.. Twelve permis- sible explosives were transferred from the active. to the inactive list. The present list contains 178 brand names. A new personal respirable dust monitor developed by Rupprecht & Patashnick Co., Inc. in a multi-year project funded by the National Institute for Occupational Safety and Health (NIOSH) generated promising results in underground coal mine testing performed by NIOSH and industry representatives during the summer of 2003. The mine data showed that the personal dust monitor (PDM) performed similarly to co-located manual reference samplers for full-shift samples at all four underground coal mines at which the evaluation took place. The technology that forms the heart of the PDM, called the tapered element oscillating microbalance (TEOM system), is unique in its ability to collect suspended particles on a filter while simultaneously determining the accumulated mass with National Institute of Standards and Technology traceability. Because the monitor measures the true particle mass collected on its filter, its results do not exhibit the same sensitivity to water spray as do optically based measurement approaches. The technique achieves microgram-level mass resolution even in the hostile mine environment, and reports dust loading data on a continuous basis. Using the device, miners and mine operators have the ability to view both the cumulative and projected end-of-shift mass concentration values, as well as a short-term 15- or 30-minute running average. During underground mine trials in the summer of 2003, technical personnel used the readings from the PDM to identify and correct several abnormal dust generating scenarios. These events demonstrated the potential of the PDM to be used as an engineering tool to evaluate the effectiveness of various dust control strategies. In a separate evaluation performed by CONSOL Energy, Inc., the mine operator evaluated the benefit of a proposed new water spray-based dust control system. Engineers measured the dust concentration upstream and downstream of a production location under different dust control scenarios using two PDM units. By evaluating the change in the dust loading between the upstream and downstream monitoring sites, the company was able to determine in a few hours which hardware configuration would yield the greatest benefit to the workplace environment. BACKGROUND Measuring underground coal mine dust concentrations is an essential part of protecting miners' health. The U.S. Secretary of Labor and the Federal Advisory Committee on the Elimination of Pneumoconiosis among Coal Mine Workers has recommended that better monitoring of coal miner dust exposures be used as a method to improve miner health. In consultation with labor, industry, and government, NIOSH issued a contract to Rupprecht & Patashnick Co., Inc. (R&P), Albany, N.Y., to develop a one-piece PDM. The object was to miniaturize TEOM technology into a form suitable for a person-wearable monitor that would enable accurate end-of-shift dust exposure information to be available to miners. Furthermore, any person-wearable dust monitor should minimize the burden to the wearer by incorporating the monitor into the mine worker's cap lamp battery, with exposure data continually displayed during the shift to enable workers and management to react to changes in dust exposure. In the summer of 2003, NIOSH conducted extensive testing of the PDM to determine its laboratory and in mine performance. In addition, anecdotal information collected in the mines showed several occasions where miners were able to identify situations that produced high levels of respirable coal mine dust The PDM's response to unplanned changes resulted in action being taken to keep dust exposures as low as possible. In another case that demonstrated the PDM's versatility, a mine was seeking to find a better dust control solution on its longwall headgate stageloader. In this instance, the PDM was used as a diagnostic tool by the miners to quickly evaluate the control technology. [ ] HOW DOES THE PDM WORK? The PDM is configured to provide accurate respirable dust personal exposure information in a form that is as convenient to wear as a normal cap lamp (See Figure 1). Respirable dust exposure data displayed by the device has two main objectives: providing the miner and mine operator with timely values to avoid overexposure to dust, allowing them to make any necessary changes during the course of a work shift; and computing an accurate end-of-shift statistic for a miner's average respirable dust exposure. The mass sensor embedded in the PDM, holds the key to the accurate, time-resolved dust concentration measurements. The inertial, gravimetric-equivalent, mass measurement technique used in the device typically provides a limit of detection on par with that of the most sensitive laboratory-based microbalances.

A deed conveying lands subject to an oil and gas lease under which the lessee had the right to drill or pay money in lieu of drilling at his option, and reserving to the grantor a share of the royalties under such lease, and expressly authorizing the grantee to lease the land for oil and gas purposes and to take the rentals, authorizes the grantee to extend the existing lease before the expiration thereof in consideration of the annual payment of money in lieu of drilling, as contemplated by the lease.

Fifteen coal samples, representing the Winifrede, Chilton, Alma, No. 2 Gas, Powellton, Eagle, Douglas, Sewell, Beckley, Pocahontas No.4, and Pocahontas No.3 beds in Wyoming County, and five samples, representing the Fire Creek, Pocahontas No.6, and Pocahontas No.3 beds in Mercer County, W. Va., were carbonized at 9000 C by the Bureau of Mines-American Gas Association (BM-AGA) method, and yields of products and physical properties of cokes were determined. Expansion characteristics of the majority of samples were determined in the Bureau of Mines sole-heated oven. Chemical analyses and agglutinating values were determined for all coals. The coals were mostly strongly coking and low in ash and sulfur content. Dry, mineral-matter-free fixed-carbon content of the Wyoming County coals ranged from 63.0 to 83.4 percent. The Mercer County samples were all low volatile in rank. Yields of carbonization products were generally in accord with yields from similar rank coals of the Appalachian region. Because of their expanding tendencies, most of the medium-and low-volatile coals would require blending with lower rank coal for normal coke production.

This report presents a structural analysis of the economies of Spokane County, Washington and 21 surrounding counties. An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. The Micro IMPLAN modeling system with the 1990 county database was used to create an Input/Output based model of the regional economy. The leading industries, with respect to employee compensation, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown (or each county and the region. The total industry output from the Spokane Economic Trade Area (S ETA) region is valued at $22.3 billion. The SETA region provides $7.1 billion in employee compensation to a work force of 374,000. Spokane County, Washington accounts for about 50 percent of the regional total output, employee compensation, and employment. Both Spokane County and the region as a whole produce about 80 percent of total industry output for final demand with the remaining 20 percent going to intermediate inputs for further production. About $7.4 billion of the $22.3 billion SETA output is exported from the region. Spokane County exports about $4.7 billion, or 41 percent of the $11.5 billion Spokane County output. Exports account for more than 50 percent of the total output in 12 of the 22 counties within the region. Based on the output of the top 25 industries in each county and the SETA region about 9 percent of the industry output from Spokane County and 18 percent of the regional industry output come from natural resource based industries. For counties other than Spokane County, total industry' output from natural resource based industries represents from 12 percent to 81 percent of county output from the top 25 industries. Natural resource industries account for more than 50 percent of total county output in 8 counties within the region

Carbon-13 nuclear magnetic resonance (18CNMR) spectra of nine 2-substituted pyridines, seven 3 -substituted pyridines, and nine 4-substituted pyridines have been obtained and analyzed. Substituents included both electron-releasing groups and electron-with hawing groups. Substituent effects on the magnetic shieldings of the ring carbons, except for those in the 2-positions of 2-substituted pyridines, were found to be quite similar to the effects reported for the monosubstituted benzenes, Thus, at least to a first approximation, the two classes of compounds have similar shielding mechanisms. Shieldings of the carbon atoms in the 5-positions of 2-substituted pyridines and those in the 6-positions of 3-substituted pyridines were found to reflect electron release or withdrawal by substituent groups, The pyridinium cation and the compounds 2,2'-dipyridyl and benzonitrile were also investigated.

"IntroductionThis paper on the kata thermometer is issued by the Bureau of Mines on account of the general interest in this instrument and the fact that it is frequently used in studies of mine ventilation conditions with regard to comfort and health of miners. It has been used in the studies being conducted along this line by the Bureau of Mines on the effects of high temperatures and humidities of air in mine working on the comfort conditions, as well as in studies of atmospheric conditions in mine, railway and vehicular tunnels.The study of the various physiological responses of the human body to different degrees of temperature combined with different percentages of relative humility in still and in moving air, now being conducted at the Pittsburgh experiment station of the bureau in the research laboratory of the American Society of Heating and Ventilating Engineers, cooperating with the Bureau of and the U. S. Public Health Service, presents an added opportunity of investigating the instruments that have been devised to measure atmospheric conditions as they affect the comfort and health of human beings.The ordinary mercury thermometer, as pointed out by Heberden3 almost hundred years ago is a very inadequate instrument for measuring the physiological effects of atmospheric conditions. It merely accounts for that part of the body heat lost by raliation and convection, while as a matter of fact greater part of the body heat resulting from the metabolic process within the body is eliminated by means of evaporation from the surface of the body."

Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts, and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used.

Although virtually every available indicator of world mineral industry activity demonstrated a gain in 1983 relative to the 2 very poor years of 1981 and 1982, the overall prospects for future years seemed far from bright. There were significant upturns in the quantity and value of mineral commodities produced, traded, and consumed in 1983, and many nonfuel mineral prices advanced, although the price advances in current dollars in most instances barely compensated for inflation. The pattern of investment in exploration and development of new mining ventures and new plant construction reflected virtual industry-wide concern that substantial upturns in demand for mineral commodities in the near future were unlikely, at least for most large volume products. The world oil glut continued despite cutbacks in production, and substantial stocks of many other mineral commodities mitigated against growth in total productive capacity, at least among market economy nations. In these countries, development activity at both mines and plants was confined largely to programs aimed at substituting new, more efficient installations for old, uneconomic or marginally economic plants. Among the centrally planned economy countries, the pattern was somewhat different on the whole, but even there, growth in total productive capacity was evidently somewhat restrained, although it seemed questionable whether the restraint was a function of intentional planning or simply an inability to accomplish planned programs on schedule. International political events, particularly the Iran-Iraq war and the unstable situation in the eastern Mediterranean countries (Lebanon, Israel, and Syria), continued to adversely affect mineral industry activities in those areas. Similarly, the internal and international conflicts in Central America negatively influenced mineral industry operations there. In Afghanistan, it appeared that there was some upturn in the very modest mineral industry operations, but industry activities there undoubtedly continued to be affected by confrontations between the Soviets and the local citizenry.

CADMIUM is one of the metals apparently destined to remain relatively scarce. The en tire supply of primary cadmium is recovered as a byproduct, concurrently with the treatment of ores of other metals. Development of the cadmium industry is attributed to metallurgical improvements in the zinc industry; output depends almost wholly upon zinc production. Cadmium is a metal of specialized uses where its superior performance has developed a strong, expanding demand. The supply, however, has been relatively unresponsive to price because of its byproduct nature. Cadmium's outstanding properties would assure it a manyfold greater market if more were available at lower prices.

In view of the necessity or increasing production of metallurgical fluorspar to satisfy wartime demands, 0, M. Bishop, former district engineer of the Bureau of Mines, L. W. Carrier and. J. S. Williams, senior geologist of the Federal Geological Survey, and E. H. Dawson, mining engineer of the War Production Board made a joint survey of the Illinois-Kentucky fluorite district in July 1942 to determine what steps should be taken to increase production. As part of their recommendations, a program for exploring the idle Klondike mine in Livingston County, Ky., was outlined. All the ore produced at the Klondike mine was mined above the 325-foot level, where some tonnage remains. Factors that influenced selection of the Klondike mine for exploration were favorable geological conditions, the state of mine development and the availability of pumping equipment and some usable mine and mill equipment. In December 1942, the Metals Reserve Co. leased the Klondike mine from the Salem Fluorspar Co.

Previous work performed under Contract H0220003 suggested that the mean incombustible content could be obtained with fewer samples and smaller samples without greatly increasing the sampling error. Under Modification No. 4 additional surveys were made in twelve coal mines, representing six states. Same 2,500 samples were collected, analyzed for incombustible content, and statistically evaluated. The earlier findings were substantiated.

"INTRODUCTION The idea of direct steel is by no means new. Although the work of Bessemer and Siemens provided simple and effective moans for converting pig iron into steel and established the ""blast-furnace route"" as the almost universal method of producing steel, metallurgists have not ceased to dream of direct steel. By direct steel is meant any process by which iron oxide in ore is reduced to Iron of the same or greater purity than the final steel or wrought iron. That is, carbon or alloying elements would be added as needed, not reduced in unwanted quantities into the iron and then removed more or completely by refining (Bessemer or open hearth) only to be readded in desired quantities.In general, direct-steel processes are ""sponge-iron"" processes, because reducing iron oxide without simultaneously alloying the iron with carbon, phcophorus, sulfur, and silicon present in ore and fuel succeeds only if the temperature is below the melting point of the iron. Such solid iron formed by reduction of iron oxide at relatively low temperature is sponge iron, which is butlery and porous. When the reduction proceeds at the higher temperature at which the particles of metal can weld together or finally even melt to yield pellets or balls that do not have the porosity and low-density characteristic of sponge iron, the product might preferably be called simply ""direct iron."""

The Bureau of Mines conducted an investigation of the Nightingale tungsten deposit about 38 miles north of Fernley, Nev., from September 1939 to March 1940, to determine possible resources of tungsten ore. The property was owned by the Gold, Silver & Tungsten, Inc., which maintained its offices in Boulder, Colo. Ore was discovered in 1917, and some ore was mined in 1918 and treated in a mill at Toulon, a station on the Southern Pacific Railroad, 40 miles east. Same shipments were made since 1918, but no production figures are available. The ore is mined from nearly vertical tactite bodies at the limestone-granite contact. The Bureau of Mines excavated 944 linear feet of trenches, drifted 52 linear feet, sunk a shaft 20 feet in depth, sampled the underground workings by cutting 743 linear feet of channels, sampled the surface trenches by cutting 415 linear feet of channels, and drilled 9 diamond-drill holes, totaling 3,000 feet. The ensuing sections note the location and physical features of the district and specify the property and ownership. The history of the mine is briefed, and the geology and mine workings are described. The work done by the Bureau of Mines is summarized and supplemented in detail by assay maps, logs of diamond-drill holes in appendix A, and a table of sample analyses in appendix B.

The water situation in Nevada mineral and related industries is described in this report. It contains information on the sources and adequacy of supply to current operators, requirements and uses, quality and costs, geography, hydrography, precipitation and evaporation characteristics, and Nevada water laws. Also, information is given on the water requirements of one public utility powerplant, and the source and consumption of water in four major cities. Water distribution at 24 operations is shown on schematic waterflow diagrams. The mineral industries of Nevada in 1962 used 8.6 billion gallons of nee' water and reused 3.8 billion gallons for a total usage of 12.4 billion gal¬lons. The copper industry was the major water user. The 1962 value of all mineral production in Nevada was $85.5 million. The large amount of water required to maintain this high production is obtained principally from ground-water sources in alluvial valleys and the permeable rock formations of some mountain ranges. Some water is also obtained from perennial streams and springs. Sources of water utilized by existing industry ore near most mineral industry operations; however, seven companies are forced to pipe water distances ranging from 2 to 8 miles. Although water supplies of presently operating companies are adequate at most operations, several companies resort to large-scale reuse of water as a matter of conservation and economics. Acquisition of water by new operators is possible but takes considerable negotiation. Water rights, surface and underground, are controlled by the State. The quality of the water is satisfactory for most purposes. Analyses of 19 samples, listed in the appendix, show the range in water quality at various plants throughout the State. Costs of delivering new water to current operations range from 2 to 26 cents per 1,000 gallons with an average of 10 cents per 1,000 gallons for power and maintenance. No firm costs for recirculating water were available; estimated costs range from 1.5 to 2.5 cents per 1,000 gallons. The mineral-product value of the entire Nevada mineral industry in 1962 was equivalent to $10 per 1,000 gallons of new water and $26 per 1,000 gallons consumed. Projection of the 1962 water requirements of the Nevada mineral industry indicates that the demand for new water will increase from 8.6 billion gallons in 1962 to 11.9 billion gallons in 1980, a 43-percent increase. Water requirements ill the year 2000 are estimated as 14.8 billion gallons, an increase over 1962 water demand of 78-percent.

The coking time has considerable influence on the throughput of a coke oven, and for this reason a large number of papers dealing with the relationship between coking time and the different operating variables have been published. Although all factors known to influence the coking time have been studied, agreement has not been reached on several questions.2/3 Therefore, it appears worthwhile to evaluate any data that become available during investigations of the carbonizing properties of various coals and coal blends. Because it is expected that reports covering several different phases of this problem will be forthcoming as additional data-become available, the following study of the relationship between coking time and bulk density represents a report of progress on the overall investigation of factors influencing the coking time in slot-type ovens. The practice of including coarse coal in the blend going to the ovens to obtain increased bulk densities is well known. Similar increases have been realized by adding small quantities of oil to the coal mix. Although it would appear that such procedures provide inexpensive methods for increasing the capacity of existing coke-oven installations, Ramsburg and McGurl4/ point out that this increase is possible only if the additional coal can be carbonized in the same coking time as regularly employed without using abnormally high flue temperatures. This statement is in substantial-agreement with the position of Auvil and others5/ and implies that any change in bulk density may be accompanied by a corresponding change in coking time. On the other hand, a recent review of proposed methods for calculating the time required for carbonization6/ includes a number of equations that completely ignore the effects of variations in bulk density.

All of the coal resource in North Dakota is lignite. The lignite fields of North Dakota cover approximately 40 percent of the total area of the state, with reserves estimated to be 9.8 billion tons, two percent of the U.S. base. The first commercial coal mine in North Dakota opened in Morton County in 1873. As the railroads crossed the plains, the demand for coal increased. Coal for fuel was supplied by the state's underground mines. By 1884, North Dakota's lignite production had reached 35,000 tons. North Dakota was among the fist states to shift from underground to large-scale commercial surface coal mining. By 1927,40 percent of the total production was by surface mining, compared to 2 percent for the nation as a whole. By 1959,86 percent of the total production was by surface mining, while the national average was 22 percent. Since 1966, surface mining has been the exclusive coal production method in North Dakota. North Dakota's regulatory program received conditional approval December 15, 1980. Following approval of amendments to the program, it received full approval February 18, 1986. The Abandoned Mine Lands Program was approved December 23,1981.
