According to the Bureau of Mines annual survey, there were 319 petroleum refineries in the United States as of January 1, 1957 capable of processing 9,123,674 [ ]-barrels of crude oil daily. This was the first time in eleven years that the total number of refineries increased. The crude throughput capacity of the refineries increased 491,284 barrels daily (6 percent) above the January 1, 1956 capacity. The East Coast and Texas Gulf Coast refining districts accounted for 60 percent of the additional capacity installed. Three new refineries were put into operation on the East Coast during the year with a total daily crude throughput capacity of 154,434 barrels while the other refineries in the district report a net loss in capacity, installing equipment capable of processing 140,000 barrels, but dismantling equipment with a capacity of 150,100 barrels. In the Texas Gulf Coast district, one new refinery with a daily crude oil capacity of 5,000 barrels was placed in operation in 1956 and 143,700 barrels of crude capacity was added to existing refineries. The capacity of the average refinery to process crude oil increased from 27,145 barrels daily to 28,601 barrels in 1956.

The value of mineral production in Alabama reached a new high of more than $246 million. 4 percent above the previous record established in 1964. New high values were reported for bentonite, portland cement, fire day, kaolin, miscellaneous clay, lime, crushed limestone, crushed marble, mica. salt, and sand and gravel. Among the States, Alabama ranked second in the production of bauxite and scrap mica and third in the production of native asphalt. The mineral industry of Alabama was dominated by the mining and processing of coal and Slone, the manufacturing of cement, and the production of crude petroleum, which together comprised 85 percent of the total value of mineral output, compared with 84 percent in 1964. The iron ore industry continued to decline. Coal production continued to increase, resulting in the State's coal-mining best year since 1948.

RECORD production of marble, kaolin, scrap mica, and talc high-lighted the mineral industry of Alabama in 1962. Among the States, Alabama ranked second in scrap mica, third in the production of bauxite and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by mining and processing of coal and iron ore, and the manufacture of cement, which together comprised 73 percent of the total value of production, compared with 72 percent in 1961. Other important industries were the production of crude petroleum, and stone quarrying. Leading companies were Tennessee Coal & Iron, Southern Cement Co., Southeastern Electric Generating Co., Alabama By-Products Corp., and U.S. Pipe & Foundry Co.

Manipulation of hand-held objects in 3D space is a complex task. Understanding how individual digits interact with a hand-held object provides helpful information for hand tool designers, researchers, clinicians, and occupational therapists. At the object-digit interface, the contact mechanics can be represented by three force and three torque components. Six-component force/torque transducers can register all the three forces and three torques at the digit-object interface, and therefore are advantageous in the study of manipulation mechanics. The large number of force and torque signals from multiple force/torque transducers are difficult to interpret and therefore making experimental research of manipulation a challenging task. The purpose of this study was to develop a 3D visualization tool for the investigation of the contact mechanics at the object-digit interfaces during manipulation tasks. Methods A 3D stick-figure hand model was created based on digitized 23 anatomical landmarks of the hand. Five miniature 6-component force/torque transducers (4 × Nano17 for the fingers, 1 × Mini40 for the thumb, ATI Industrial Automation, NC) were used to record force and torque data at the tips of individual digits. Thirty channels of force/torque signals from the transducers were collected by a 16-bit analogue-digital converter (PCI-6031, National Instrument, Austin, TX) installed in a computer. The transducers were mounted on a custom-made rectangular aluminum handle for object manipulation. Coordinate frames were established at each transducer, on the handle, and at the base of the MicroScribe digitizer. To visualize the force vectors at the digit-tips, the coordinates of the hand landmarks in the MicroScribe coordinate frame and the force vectors in local transducer coordinate frames were transformed to a common coordinate frame defined on the handle. One healthy right-handed, male subject participated in the experimental study. During the tests, the participant sat in a chair by a testing table. The forearm was strapped to an arm holder in neutral rotation position. The instrumented handle was fixed on the testing table by a C-clamp through an adapting plate. With the hand of the subject gripped on the instrumental handle, the landmarks of the instrumented handle and the transducers, as well as the anatomical landmarks of the hand were digitized using the MicroScribe digitizer for the purpose of coordinate frame establishment and transformation as described above. The subject performed three different maximum isometric voluntary contraction tasks: (1) grasping, (2) rotating in pronation, and (3) lifting. Results The 3D hand model and representative force vector clusters in a single trial of grasping, rotating, and lifting tasks are shown in Figure 1. Although wheelchair users are regularly subjected to whole-body vibrations little research has been conducted to assess these vibrations or attempt to reduce them [2,3,5]. Most of the wheelchair and whole-body vibration research done to this point has been conducted on manual wheelchairs. Van Sickle et al showed that manual wheelchair propulsion over a simulated road course produces vibration loads that exceed the ISO 2631-1 standards for the fatigue-decreased proficiency boundary at the seat of the wheelchair as well as the head of the user [6]. In a study by Boninger et al [1], 66% of wheelchair users reported neck pain since acquiring their wheelchair. One of the key reasons believed to be the cause of pain, was the exposure to whole-body vibration. Kwarciak et al [4] and Wolf et al [7] performed similar studies using two methods of analysis to evaluate vibrations on suspension and non-suspension wheelchairs while descending curbs of varying heights. Both studies revealed no significant difference in the abilities of the wheelchairs to reduce the amounts of vibrations transferred to the wheelchair user. Although the efforts of wheelchair companies to reduce the amounts of whole-body vibration transmitted to wheelchair users through the addition of suspension systems is encouraging, the technology is not yet ideal. Additionally, the research to date has focused on manual wheelchairs exclusively, while little attention has been shown to powered wheelchairs. Methods This study includes the use of two suspension electric powered wheelchairs: The Quickie S-626 and the Invacare 3G Torque SP Storm Series. Each subject tested all of the configurations of the suspension wheelchairs. These included the Invacare with suspension, the Quickie with suspension set to three settings (most stiff, least stiff, and 50% stiffness), and both wheelchairs with solid inserts to act as non-suspension wheelchairs. Sixteen able bodied subjects have been recruited for this study so far. In each of the configurations of the wheelchairs, the subjects traversed an Activities of Daily Living (ADL) course. Vibrations were collected from a tri-axial accelerometer attached to a seat plate beneath the cushion during driving over the activities course. A mixed model ANOVA was used to determine if there were differences between suspensions based on Vibration Dose Value (VDV). Results Statistical analyses of the VDV data revealed significant differences between the six different suspensions over each of the obstacles in the activities of daily living course. Post-hoc analyses revealed that for each of the obstacles, significant differences existed between the Invacare suspension and the Invacare solid insert. For the Quickie power wheelchair the solid insert setting was not significantly different from the most-stiff setting for each of the obstacles

The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia's aluminum capacity fivefold to 1.5 million tons by the mid-1980's. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

The Bureau of Mines studied environmental blast effects in six occupied residential structures. Airblast, ground, and structure vibrations were measured both inside and outside residences for seven quarry production blasts. Walls and floors responded to the blast noise and vibration by shaking at their own natural frequencies, often with greater peak particle velocities than the ground outside the structures or their foundations. The vibrations of the houses generated noticeable internal noise, correlating with the arrival of the groundborne energy. The later arriving airblast wave was predominantly at low infrasonic frequencies (1.0 to 1.5 Hz) and had similar amplitude and frequency characteristics both inside and out-side the structures. Significant structural motions resulted from the air-blast overpressures for at least two of the seven blasts. The most severe airblast effect occurred at a house 1,800 feet from a 5,047-pound (200-lb/ delay) blast. This stucture was subjected to a peak 0.16-in/sec particle velocity and 130 dB(L) airblast. The wall of the second floor responded to the ground vibration and airblast by shaking at particle velocities of 0.15 and 0.28 in/sec, respectively. Analysis of these data and those from additional field studies will be used to identify appropriate, safe, and reasonable impulsive noise levels, measurement techniques, and factors of design applicable to minimizing the adverse environmental effects of blasting.

The National Institute for Occupational Safety and Health (NIOSH) carried out exploratory laboratoryscale studies to identify factors that may contribute to nitrogen oxides (NOx) production associated with non-ideal detonation of blasting agents. Explosive admixture with drill cuttings, loss of fuel oil in ammonium nitrate and fuel oil (ANFO) from wicking, ammonium nitrate dissolution with water, degree of explosive confinement, ANFO density, and critical diameter were identified as contributing factors to increased NOx production under the laboratory test conditions. Experiments were also conducted to examine the effectiveness of various additives in reducing the NOx production from ANFO, emulsion, and ANFO/emulsion blends. Aluminum powder, coal dust, urea, and excess fuel oil in ANFO formulations were tested and were found to reduce both the nitric oxide (NO) and nitrogen dioxide (NO2) production. Fumes measurements were obtained in the NIOSH underground closed chamber from the detonation of 4.5-kg (10 lbs) charges in schedule 80 seamless steel pipe and from detonations in light weight galvanized steel stove pipe. Some exploratory tests were also conducted with 0.8-kg (1.8 lbs) charges of pulverized ANFO initiated with 0.08-kg (0.18 lbs), 50/50 (Pentolite) boosters (in the NIOSH 12-ft (3.7-m) diameter steel sphere) to measure the degree of fumes production associated with post-detonation oxidation. Ammonium nitrate, emulsion and Pentolite boosters were also detonated in an oxygen-poor environment.

Researchers at the U.S. Bureau of Mines have been exploring recent advances in the use of strain-softening constitutive laws that approximate shear fracturing. The purpose of these tests is to investigate shear-fracture-related rock bursts in hard-rock mines. The capabilities and remaining problems in the use of strain-softening laws in finite-element, distinct-element, and finite-difference methods are reviewed. Performance of the finite-difference implementation of strain softening is compared to classic experimental results and observations of rock mass behavior in the Coeur d'Alene Mining District of northern Idaho. The results show promise for developing methods to identify the general location and orientation of shear fractures and their sequence of occurrence, but such methods cannot be relied upon to quantify post-fracture loads or displacements accurately. Uncertainty over the amount of energy consumed by failing rock and the dependency of energy consumption on model mesh definition prevent direct application of the results to analyses of rock bursts.

A commercially available Halon 1301 extinguisher has been evaluated as part of an explosion-suppression system for use in coal mines. Studies were made both of the dispersion pattern of the Halon 1301 at an initial pressure of 280 psig, and of the efficacy of this suppressant against 9.5 percent methane-air flames. These flames were quenched successfully only when the suppressant was applied before the fireball diameter exceeded 18 inches.

Bus drivers represent a large segment of the US transportation industry and research has shown an association between exposure to Whole Body Vibration (WBV) and the high rates of low back disorders. Impulsive WBV exposures have been recognized as a risk factor for low back injury and new guidelines exist for their measurement and assessment (ISO 2631, Part 5). Methods to accurately and better characterize the impulsiveness of WBV along with the temporal patterns of the exposures are needed. The development of a hardware and software system to measure continuous TWA and raw, impulsive WBV exposures and the design of a subsequent study are presented. Methods Using two Larson Davis HVM 100 as accelerometer amplifiers, small external batteries, and a Pocket-PC (PDA) with 1 Gb of compact flash memory, we can collect up to 16 channels of data for a full day 600 Hz. Tri-axial WBV exposures will be measured and characterized at the frame of the bus and at the driver/seat interface (seatpad accelerometer). Using a repeated measures design, 20 bus drivers will drive on selected routes which include both city streets and highways, and within and between subject components of variability and exposure determinants related to the bus, bus seat, the bus driver, and the route will be identified. Global Positioning System (GPS) data will also be collected and integrated with the WBV exposure data to facilitate the identification of the location, velocity and type of road associated with high average TWA and impulsive WBV exposures. This system may be used to develop administrative (alter speed and/or route of bus, systematically vary type of routes) and/or engineering controls (identify and trigger the need for street repair) to reduce high WBV exposures. Results Our portable Pocket-PC based data acquisition system is up and running and we can collect seven channels of WBV data (seat pan tri-axial accelerometer, bus frame tri-axial accelerometer and GPS data) continuously for a full shift. The software analysis of the data is complex but nearing completion. We have incorporated the vibration dose calculations from ISO 5321, Part 5 and have obtained a Matlab-based routine to appropriately weight the continuous signals. Discussion In summary, the measurement of WBV is complex but new technologies open avenues of collecting and assessing WBV exposures that were previously not possible. The standardization of impulsive WBV exposure assessment methods is needed to further the discipline and better enable comparisons across studies.

Knowledge of risks from exposure to hand-arm vibrations is usually presented by clinicians and researchers from a medical and engineering point of view. There is a strong need to develop innovative health promotion programs for exposed workers. Risk perceptions by vibration exposed workers and HAVS (hand-arm vibration syndrome) affected workers are less well known. In 1983, Brubaker demonstrated that 75% of studied fellers thought that whitening of the fingers was part of the job and/or an unrelated nuisance, while only 25% believed it was a disease. 1Grounds also showed that even though there were a very high number of forestry workers with white fingers, none considered quitting because of their condition. 2 It seems that many workers hesitate to declare the illness or believe they are less affected than they really are, perhaps from fear of losing their jobs and livelihood. 3 Risk awareness, on the part of exposed workers and their employers, as well as knowledge and acceptance of available preventive solutions are necessary steps before installing adequate preventive measures, whether organizational, behavioral or environmental. Workers need to understand fully the hazards and risks in order to be able to make informed decisions under uncertain conditions.4 Prerequisites include the following: workers knowledge about the risk, their attitude towards it, which in turn, can be influenced by values, needs and interests. Also, knowledge and attitudes towards safety behaviour, organizational or environmental barriers must be taken into account. Our research focuses on these key elements, which help bridge the gap between health promotion research and practice. Methods A descriptive exploratory study is in progress with workers exposed to hand-arm vibrations. It uses qualitative methods that include focus group discussions with workers exposed to hand-arm vibrations, as well as individual interviews with other key informants (employers, health care professionals). An open-ended questionnaire was developed to collect qualitative data on perceived risks and solutions to prevent or reduce HAVS. Based on an integrated theoretical framework related to known determinants of behavior change, the analysis will focus on the following5: 1) knowledge of health effects, safety, well-being and/or quality of life 2) related beliefs about individual susceptibility and severity of consequences 3) attitude and values related to hand-arm vibration exposure 4) knowledge and attitudes towards exposure reduction, as well as perceptions of barriers and facilitating factors for these measures, in the workplace environment or otherwise.

"There is an old saying that ""It is too late to lock the stable after the horse is stolen"". Is not this just what is being done by many mine operators today when it comes to buying safe electrical equipment for gaseous and dusty coal mines?The ""open type"" of electrical equipment or even the ""half safe"" type represents the unlocked stable. After the mine disaster, and after men have lost their lives, the lock is put on - that is, safer equipment is installed.For example, an open type of electric coal drill was used in a gaseous mine in West Virginia, This was the probable cause of the death of 27 men. A half safe type of electric coal-cutting machine was used in a gaseous mine in Pennsylvania. This was likely the cause of the death of 36 men. An unapproved, unsafe type of flame safety lamp was used in a gaseous and dusty mine in Utah. This was the all¬eged cause of the death of 171 men. All three disasters happened within the last six months, and seem to have been avoidable if proper equipment had been used.It is understood that more rigid requirements will be enforced in West Virginia. The committee of State mine inspectors made definite recommendation for im¬proving the conditions in the given mine in Pennsylvania. The Industrial Commission of Utah have already issued new orders which will remedy the use of unsafe lamps in that State.These acts and recommendation are all good and will help prevent accidents in those States in the future. Is it not a pity that such recommendations and order were not made a little earlier before the tell of life had been exacted? Is it not a pity that other States will not take these lessons to heart and safeguard their mines before and not after disasters take place?Electric current can cause accidents in five general ways as follows: (1) By shock to persons; (2) by igniting powder; (3) by igniting gas; (4) by igniting coal dust; and (5) by setting fire to inflammable material such as timber and coal. A great many accidents from these causes are preventable if proper care is taken. Most of the accidents caused by sparks and flashes from electrical apparatus would not take place if approved electrical equipment was used. By approved equipment, the writer means equipment that has been tested and formally approved by the Bureau of Mines. So far as known, up to the present time, no disasters have been caused by sparks or flashes from equipment having the Bureau's approval."

The purpose of this study was to assess the adequacy of the cab design and to determine the percentage of musculoskeletal symptoms among operators of mobile equipment used in mining and construction. A questionnaire was designed to assess demographics, work information, job history, and musculoskeletal symptoms in operators of heavy mobile equipment. Information concerning equipment included design of the seat/chair, levers, pedals, bothersome vibration, quality of ingress/egress from the equipment, proper preventative maintenance and repairs, and age of the equipment. The body regions that were evaluated included the neck, middle/upper back, low-back, shoulder/upper-arm, elbow/forearm, wrist/hand, hip, knee, and ankle/foot. Five hundred and eighty six operators completed the questionnaire. The results indicate that these workers are at risk for developing musculoskeletal disorders, and the need to quantify risk factors (i.e., whole-body vibration and static sitting postures).

This report describes a trip to Europe in the interest of safety in coal mines. It reviews the Eighth International Conference of Directors of Safety in Mines Re-search, which met in Dortmund-Derne, Germany, July 5-10, 1954, to discuss results of studies made in different countries to improve health and safety conditions under-ground. It also summarizes information on subjects of special interest in the United States gained by the writer in visits to mining experiment stations in Belgium, France, and England. The efforts being made to protect life and property underground were discussed, and ideas and experiences were interchanged freely, not only during the conference but also during visits to the several countries. Helpful information was obtained on many topics of interest, but time did not permit as thorough a discussion on some of them as might be desired.

Current regulations for fire suppression systems in underground coal mines to protect conveyor belt installations have been in place since the Coal Mine Health and Safety Act of 1969 was enacted. Over time, the coal conveyer equipment being used and ventilation conditions underground have changed significantly, particularly the width of the conveyor belts and the use of belt air at the face. The effect of these new conditions on the effectiveness of suppression systems during a fire is not known. The National Institute of Occupational Safety and Health (NIOSH) conducted a study to evaluate the effect of air velocity, water sprinkler activation temperature, and a limited water application time on the effectiveness of water sprinkler fire suppression systems to extinguish large-scale conveyor belt fires. The fire tests were conducted using both new and used 1.8-m-wide, fire-resistant rubber belt that met the Mine Safety and Health Administration (MSHA) flame resistant requirement specified in Title 30, Code of Federal Regulations, part 18, section 18.65 (also known as the 2G test). Tests were conducted using standard response sprinklers with activation temperatures of 68 °C and 141 °C at air velocities of 0.5 and 5.1 m/s. Two tests were conducted at both air velocities for each sprinkler activation temperature, one using a new belt and one with a used belt. The results showed that the suppression system was able to suppress the fires in ten minutes to the point that a miner could extinguish it with a fire hose. However, in several of the tests, the fire reestablished itself a few minutes after the sprinkler water supply was cut off and quickly grew out of control. This report discusses the large scale experimental configuration, the installation specifications of the fire suppression system, and the results and conclusions regarding the effect of air velocity, sprinkler activation temperature, and limited water application on the suppression system performance.

Changes in the 1980 quantity and value of the sales of various natural abrasives, compared with the data for 1979, were of a mixed nature. Output of garnet and special silica stone products increased in both tonnage and value during the year, while emery and tripoli-type materials production decreased in both tonnage and value. The reported quantity and value of sales of manufactured abrasive material-fused alumina and alumina-zirconia, silicon car-bidet and metallic iron and steel shot and grit-also decreased for 1980.
