According to industry representatives, U.S. producers were listing unalloyed 95.5 percent aluminum ingot in October at 53-57.5 cents per pound, but reportedly much is being priced at 53 cents. New York dealers raised their October positions by about 3 cents to 56-56.5 cents, mainly to cover spot supply shortages. London Metal Exchange 3-month forward contracts traded up in October from 52.3 to 57.3 cents per pound and closed at 56.4 cents. ASBESTOS The Jaquays Asbestos Corp. has announced the imminent closure of its mine and mill in Globe, Arizona. This is the last asbestos producer in the State having operated continuously, except during the early thirties, since 1914. Cost of compliance with environmental regulations was given as the reason for closure.

The mineral olivine, though known to mineralogists for many years, was of little commercial value in the United States before 1933. It was first described in 1790 by Johann Gottlieb Werner, who named it "olivine in allusion to its olive-green color. Commercial olivine first attracted attention because of its refractory properties. Further research has developed methods of extracting the magnesia content for the production of various magnesium compounds. Experimental and pilot-plant work also are in progress to make olivine available as a low-cost raw material for the production of magnesium metal.

Shale roof deterioration in coal mines. caused by ventilation air humidity fluctuations, is a common ground control problem. Shale roof deterioration often results in increased accidents, decreased production, inadequate ventilation, and increasing operating costs in maintaining haulage roads and airways. The results of Bureau of Mines research indicate that air tempering entries are an effective method of controlling deterioration prone shales. Some of the conclusions and recommendations drawn from Bureau research include (1) moisture sensitive shales will react adversely to moisture gains and losses, (2) the majority effect of specific humidity fluctuations can be concentrated in and absorbed by tempering entries, (3) tempering entry panels should be located as near to the main intake as possible, (4) tempering panels should be designed for a conservative recovery and provide a minimum of 20-to 30-min air residence time, (5) ventilation and escapeway requirements must be considered early in panel design, and (6) an efficient support and sealant plan can increase the life expectancy of a tempering panel.

Intense vibration can be transmitted to the hands and arms of workers who use hand-held percussive or vibrating devices, tools, and work pieces. Continued habitual exposure to vibration directed to the hands can cause patterns of various symptoms associated with hand-arm vibration syndrome (HVAS). The International Organization for Standardization (ISO) first published ISO 5349 in 1986.3 This standard specified methods for measuring and evaluating vibration directed into the hands from hand-held vibrating devices, tools, and work pieces. The American National Standards Institute (ANSI) published ANSI S3.34 the same year.1 This standard was modeled after ISO 5349-1986 and specified methods for assessing exposure to hand-arm vibration. The Parliament of the European Union has issued the European Union Human Vibration Directive-2002/44/EC, which specifies vibration daily exposure action values (DEAV) of 2.5 m/s2 and daily exposure limit values (DELV) of 5.0 m/s2. These values have generally been accepted by medical experts, scientists, and engineers in governmental agencies, research institutions, and industry in the USA and other countries.2 When they are achieved, they will reduce the potential for the development of symptoms related to HAVS among workers exposed to hand-arm vibration. Significant improvements in measurement and analysis instrumentation, miniature and subminiature accelerometers, and medical diagnostic and assessment protocols have being introduced since 1986 when ANSI S3.34 was first published. In response to these improvements and the introduction of the EU Human Vibration Directive, ANSI Working Group S2.39 developed the revision to ANSI S3.34, which has now been published as ANSI S2.70-2006.2 Method ANSI S2.70 specifies the use of the hand-arm vibration measurement procedures outlined in ISO 5349, Parts 1 and 2.2,4,5 It requires the measurement of ISO frequency-weighted acceleration values in three mutually orthogonal axes of vibration. These values are then vectorially added to obtain the vibration total value, ahv: [ ] where ahwx, ahwy, and ahwz are the measured r.m.s. Methane explosions have historically been one of the major causes of fatalities and injuries in underground coal mining operations. Advanced numerical models and predictive modeling approaches have the potential to offer optimized methane control solutions for general mine planning purposes and to address specific methane-related operational problems. This paper describes the development of reservoir models for the longwall mining environment and their application for investigating the influence of various completion design parameters on the methane drainage effectiveness of gob gas ventholes. The influence of increasing longwall panel width on the effectiveness of current gob gas venthole completion and placement strategies in the Pittsburgh Coalbed were evaluated and optimized designs developed to capture the expected increase in methane emissions on the larger panel.

A new generation of hydraulic mine support prestressing devices has been developed. These thin-walled steel shells are machine-welded and can be inflated with water or any liquid to provide prestressing for a wide variety of roof support products ranging from Can supports to props and cable bolts. With an expansion capability of several inches, depending on the geometry and size of the unit, they can also establish roof contact eliminating the need for wooden wedges or crib blocks that are commonly employed with several standing roof support products. Capable of withstanding pressures from 1,000 to 6,000 psi, these cells are able to transfer roof loading into the support structure without rupturing. A recent development has been the addition of an inexpensive yield valve that provides control of the maximum pressure and load development on the support. This paper examines the performance capabilities of these inflatable prestressing units and the impact they have on the performance of various support systems, including an evaluation of the overall stiffness of the support system and the load control during yielding of the prestressing unit. Recommendations are made regarding the design requirements of the prestressing unit to optimize the support performance. A summary of mine applications using this technology is provided with general comments regarding their impact on ground control.

Despite extensive research efforts conducted in the past decades, occupational health risks associated with exposure to nano and ultrafine aerosols emitted by diesel power equipment are still not completely understood. The complexity of physical and chemical properties of diesel aerosols, constantly changing with the implementation of advanced diesel emissions control technologies, make this task rather challenging. The objective of this paper is to identify and characterize nanometer and ultrafine aerosols emitted by diesel engines in the underground environment and evaluate the effects of selected contemporary control technologies on physical properties, chemical composition, and in-vitro toxicology of diesel aerosols. The physical and chemical properties of the nanometer and ultrafine diesel aerosols are to be characterized through a test series in the NIOSH Lake Lynn Laboratory experimental mine. The crucial part of the study has been development of a facility that allows researchers to generate field results with precision and accuracy characteristics of a laboratory environment. The knowledge obtained from this study should strengthen our understanding of the health implications related to exposure to diesel particulate matter and aid in assessing the potential of various control technologies for reducing this exposure.

The 53 countries that constituted Africa in 1989 accounted for a significant portion of total world output of a number of mineral commodities. Among the most significant minerals to be produced in Africa were andalusite, antimony, asbestos, bauxite, chromite, coal, cobalt, copper, diamond, fluorspar, gold, lithium minerals, manganese, phosphate, platinum-group metals, and the titanium minerals-ilmenite and rutile, vanadium, vermiculite, and zircon. Despite the underdevelopment of much of Africa, mineral raw materials played a very important part of the national economies of many of its countries. In terms of percent-age of export earnings, minerals accounted for more than 90% in some cases. In several countries with agrarian economies and little economic diversification such as Angola and Guinea, a single mining operation could represent an important source of foreign exchange. These latter operations tended to be the more easily mined surface deposits of diamond, gem stones, and precious metals. Mineral commodities for which Africa had a high percentage of world output were bauxite, 16%; chromite, 44.5%; cobalt, 76.5%; copper, 13.9%; diamond, 50.7%; gold, 32.9%; manganese, 27.1 %; phosphate, 22.1 %; platinum-group metals, 48%; uranium, 29.2%; vanadium, 54%; and vermiculite, 41 %. Several of these, chromite, cobalt, diamond, and manganese, were not produced in the United States.

ISO8662-4, “Hand-held portable power tools - Measurement of vibrations at the handle - Part 4: Grinders” is under revision. The new revision shall harmonize ISO 20643 “Mechanical vibration - Hand-held and hand-guided machinery - Principles for evaluation of vibration emission” which, among others, requires measurements in three directions and declared values related to the upper quartile of real-use vibration. To get the most suitable test method, a round robin test was made for evaluation of the two test methods proposed by the ad-hoc group working with this standard revision. Methods Seven laboratories measured the vibration from four grinders of different sizes, with and without autobalancing units. The laboratories come from universities, health & safety laboratories and grinder manufacturers. Two measurement methods are evaluated with respect to repeatability and reproducibility: 1. Grinding on a well-defined mild steel bar with depressed center wheels according to detailed test instructions. The test sequence starts and ends with 10 seconds of running the grinder in the air, when measuring the unbalance contribution to the vibration coming from the unbalance of the grinding wheel. Between these runs the average vibration during 60 seconds of grinding is measured. Three operators do five grinding tests per grinder. 2. Measurements using an aluminum unbalance disc similar to the one defined in ISO8662-4. Each operator runs the grinder four times, between each run the unbalance is moved 180 degrees to avoid variations caused by the play between the test wheel and the spindle. The averaging time is 10 seconds. Each grinder is tested by three operators. Repeatability is the spread within a lab between operators and over short time period for one machine and reproducibility is the spread between laboratories and over longer time periods for one machine. Instrumentation and transducer location are chosen according to ISO8662-4 and circulated test instructions. Results Both the repeatability and reproducibility is poor for the real grinding test, see figure 1. The coefficient of variation for repeatability is approximately 40% higher for the grinding test and the coefficient of reproducibility is 60% higher for the grinding test than for the unbalance disc test.

Continuously monitor and record respirable dust levels underground by a reliable, sensitive, and fast-response device. Approach A light-scattering photometer, having a LED (Light Emitting Diode) light source and other significant improvements, has been designed and incorporated into a portable continuous monitor. How It Works The monitor continuously draws air into the sampling inlet through a cyclone that removes dust particles larger than respirable size. The dusty air enters the photometer vertically downward through a cylinder which is intersected by the optical system. (This cylinder appears as a circle in the drawing of the photometer.) The center of he column of dusty air intersects a beam of pulsing light from the LED, causing some of the light to be reflected, scattered, and refracted. Only the light that is scattered at an angle of about 700 from the light beam passes through a lens to the photodetector which generates an output voltage Signal proportional to the dust content in the air. THIS CHAPTER of the Minerals Yearbook contains injury experience and related employment information for the coal-mining, coking, oil and gas, peat, and native asphalt industries in the United States for 1963. No attempt has been made to combine these data and present injury-frequency rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. Tabulations showing the trend of injuries and employment for all mineral industries are presented in Volume III of the Minerals Yearbook. COAL Injury experience of the coal-mining industry was improved slightly in 1963, as measured by the 2-percent decline in the Injury-frequency rate. Although the total number of fatal and nonfatal injuries increased 1 percent, the greater proportional increase of 3 percent in man-hours worked accounted for the improved frequency rate. Employment and injury data for 1963 are based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines.

National Institute for Occupational Safety and Health re­searchers conducted a study to investigate the human response issues related to wearing a self-contained self-rescuer (SCSR). The goal was to develop training to educate miners on what they could expect from their units during an escape. Subjects included miners who had experience wearing SCSRs, manu­facturers, and researchers. Results identified nine key areas of concern: (1) starting the unit, (2) unit heat, (3) induction of coughing, (4) unit taste, (5) difficulty in breathing while wearing the unit, (6) quality of the air supplied, (7) nose clips, (8) goggles, and (9) the behavior of the breathing bag. In addition, researchers reviewed the literature on human response under duress. This article describes the expectations training program, which comprises the findings of the SCSR study and what is known about the normal human response in an emergency. The authors present background on SCSRs and the SCSR switchover procedure mandated in the recent federal Mine Improvement and New Emergency Response Act of 2006, which provided the impetus for the expectations training. The Thermo-MIE personal DataRAM dust monitor (pDR) is a light-scattering instrument approved for use in gassy underground mines by the U.S. Mine Safety and Health Administration (MSHA). However, the use of light-scattering monitors has been inhibited by concerns about inaccurate readings resulting from changes in dust size distribution and composition, as well as concerns about the impact of moisture in the mine air. Because of this concern, the National Institute for Occupational Safety and Health (NIOSH) evaluated the pDR using available data from laboratory tests and mine surveys. The data show that accuracy can vary widely from test to test and mine to mine. In most cases, the results can be improved by using a companion gravimetric measurement to adjust the pDR data.

It is apparent that coal will play an increasingly important role in satisfying the nation's energy requirements for the remainder of this century. Both deep mining and surface mining will be practiced to develop known U.S. coal reserves, but until significant improvements in the productivity of deep mining emerge, surface mining is likely to be predominant. This report addresses the problems of coal extraction and surface mine reclamation in the 11-state Midwestern coal resource region, where surface stripping of high-sulfur, bituminous coal has been a well-developed industry for most of this century. Midwestern coal markets have declined in recent years. In part this is a result of widespread conversions to more convenient and (apparently) economical liquid and gaseous fuels, but the decline in Midwestern coal use is also attributable to the impact of current air pollution control regulations that prohibit emissions of sulfur oxides and particulate matter. A part of the regional demand for Midwestern coal has been transferred to the Northern Great Plains where extensive low-sulfur coal reserves are currently being developed.

The Washington National Cathedral is one of the largest masonry structures in the USA, and like many of its European Gothic counterparts, it required nearly a century to construct. The design was altered during this period, resulting in greater loadings than were originally anticipated on the soil beneath the foundation. When signs of continuing differential settlement were observed in the early 1990's, the Cathedral approached the US Bureau of Mines (now the National Institute for Occupational Safety and Health (NIOSH)) for assistance in monitoring the movements of the massive towers and walls. An array of dual-axis tiltmeters was installed about 40m above ground level to measure wall and tower inclination, with the data sent over a dedicated phone line to the NIOSH Pittsburgh Research Laboratory for processing. Mechanical gages and string-potentiometers are also being used to measure motion across cracks and joints, and differential pier settlement is being monitored with optical-level surveying. Data have now been collected for almost 7 years, and they show a long-term settlement trend masked by dramatic diurnal and seasonal thermal movements. The paper discusses the major findings of the study, implications for the future of the Cathedral, and conclusions regarding the use of geotechnical monitoring at major national monuments.

In This Chapter [Instruments for measuring dust How to calculate the amount of dust from a source How to get a valid concentration measurement Sampling to assess control technology effectiveness] When there is more than one source of dust, sampling may be required to find which dust sources are most significant. Then, efforts to reduce dust can be concentrated where they will have the most impact. This chapter explains how to perform dust source sampling. It describes two kinds of instruments that are available and discusses their limitations. It explains how environmental variables such as concentration gradients, dust dilution, and production changes can impact dust measurements. It also suggests practical ways to improve the validity of dust source measurements under adverse conditions, such as high-velocity airflow or the presence of water mist in the air. [Dust source sampling at coal mine longwalls and at tunnels is more complicated. Chapters 3 and 7 have more information on sampling in those circumstances.] TWO KINDS OF INSTRUMENTS FOR MEASURING DUST Gravimetric samplers. The conventional gravimetric sampler is a good device for measuring dust because it is the instrument used for compliance measurements. This dust sampler consists of an air pump, a small cyclone that separates out the respirable size fraction of the dust cloud, and a filter to collect the respirable dust. In coal mines, the Mine Safety and Health Administration (MSHA)-approved gravimetric sampler uses a 10-mm Dorr-Oliver cyclone operating at an airflow of 2.0 L/min [30 CFR78 74 (2002)]. A correction factor of 1.38 is applied to make the results consistent with the U.K. MRE sampler, the instrument on which the 2.0 mg/m3 coal dust standard is based.

Results of studies by the Federal Bureau of Mines on a pilot-plant scale for removing hydrogen sulfide and carbonyl sulfide from gas mixtures by the hot carbonate system are given in this publication. Gases containing up to 10 pet. hydrogen sulfide and 48 grains carbonyl sulfide per 100 cu.ft. were treated. In most tests carbon dioxide also was present and was removed simultaneously with the sulfur compounds. Because the rate of absorption of hydrogen sulfide is much more rapid than that of carbon dioxide over a wide temperature range, selective removal of hydrogen sulfide occurred in the bottom section of the absorber near the point of gas entry. Hydrogen sulfide was removed to pipeline specifications with carbonate solutions by using split-stream flows in the absorber and regenerator.

This survey report, the first for this type of fuel, is issued to provide information on the characteristics of the burner-fuel oils now manufactured for sale. Reports of surveys of diesel fuel, conducted under a cooperative agreement between the American Petroleum Institute and the Bureau of Mines, United States Deportment of the Interior, have been published annually since 1950.2/ This survey of burner-fuel oils is similar to the diesel-fuel surveys In pattern and has been conducted under an extension of the same agreement at the request of the Oil-Heat Institute of America and the petroleum industry. It is not intended to conflict with the diesel-fuel survey but rather to supplement it. Burner-fuel oils, also specifically referred to as heating oil, range oil, furnace oil, "Bunker C," and fuel oil, are sold in increasing volumes for use in this country and for export. Sales of all grades of fuel oil in the United States have increased from 340 million barrels in 1926Y to over a billion barrels per year. 4/ Distillate fuel oil sales, in proportion to total fuel-oil volume sold, increased from 42 percent in 1950 to 50 percent in 1954.
