The U. S. Bureau of Mines has investigated the domestic primary and secondary lead smelting and refining industries to determine the economic impacts of existing and proposed environmental, health, and safety regulations. The impacts are assessed in terms of capital and operating costs for existing and alternative smelting/ refining technologies. Industry response to regulatory implementation is estimated and quantified in terms of import value from lost lead production. For the primary lead industry, regulatory compliance may add up to 1.15 ¢/lb refined lead to operating cost for rehabilitated plants. Alternative smelting/refining methods could reduce net operating costs by as much as 4.36 ¢/lb refined lead. Capital expenditures would vary from $750 to $1,000 per annual mt of smelter capacity. Secondary lead smelter operating costs would increase about 3.8 ¢/lb refined lead to comply with existing regulations. Capital expenditures would average about $124 per annual mt of smelter capacity. Implementation and enforcement of proposed regulations would result in closure of the primary lead industry and additional expenditures for compliance by the secondary lead industry. Enforcement of the most extreme proposed regulations would force the secondary lead industry to close.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36.4/ Further reports were issued describing motor gasolines sold during the succeeding sum¬mers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed.!The present report presents analytical data for 4,544 samples, represent¬ing the products of 124 companies. The samples represented in this report were obtained during December 19146, January and February 19-(. As in previous surveys, the companies covered Ly the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows: Regular-price, 2,368 samples, 319 items, and 113 brands; premium-price, 2,172 samples, 289 items, and 106 brands; third-grade, 4 samples, 4 items, and 4 brands. In 1987, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied 13,374 acres of the 14,994-acre Ireteba Peaks Wilderness Study Area (NV-050-438) in order to evaluate its identified mineral resources. The study area is located in Clark County, NV, about 4 miles south of Nelson, NV. No identified resources were found within the Ireteba Peaks study area, although there are identified subeconomic resources just outside of the study area boundary. Most of the area is underlain by Tertiary granitic rocks, which apparently postdate mineralization. The area is virtually surrounded by mining districts with mines developed in older rock units. On the north side, quartz monzonite, volcanic tuff, and tuffaceous sediments in the Eldorado mining district host deposits of gold, silver, copper, zinc, and mercury. On the south side, Precambrian gneiss, intrusive andesite porphyry, and hornfels in contact with Quartz monzonite in the Searchlight mining district host gold, silver, copper, and lead deposits. The Newberry mining district to the southeast had copper, gold, and silver mineralization in Precambrian gneiss and andesite.

A computer program is presented that may be used to calculate the bare equipment cost of the major processing units for any hot potassium carbonate gas purification system. The program is designed such that, with only minor modifications, it could be used with a variety of computer systems.

"Gas hazards may be divided into two principal classes- namely (1) inflammation and explosions; (2) asphyxiation and poisoning. Inflammation and explosion are prevented first by adequate ventilation so that gas sufficient to propagate flame or explosion can not accumulate, and second, by avoiding sources of ignition such as open lights, flames, sparks, electrical arcs, short circuits, or sparks. Ventilation is also the best preventive measure against asphyxiation and poisoning from toxic gases. When men must enter unventilated or poorly ventilated places containing poisonous or asphyxiating gases, suitable gas masks, hose masks, or oxygen breathing apparatus should be worn. As a rule, loss of life and property from gas hazards is due to ignorance of the properties and hazards of various gases commonly used, and consequently a failure to use proper measures for eliminating and meeting these dangers. It is the purpose of this paper to describe briefly the common gases and vapors with respect to the hazards involved in their use and to discuss the necessary precautions and methods for avoiding these dangersLight, heat, and power are prime essentials of our modern industrial civilization. The combustible gases and vapors used for the production of these necessary elements of our existence comprise the largest and most common group of domestic and industrial gas hazards. Almost every individual in his daily life subject to possible danger from asphyxiation, fire, or explosion due to one or more of these gases. For evidence one need only refer to the daily newspaper where headlines such as the following are frequently seen; ""Family asphyxiated by carbon monoxide from gas heater;"" ""Schoolhouse wrecked by gas explosion in basement;"" ""Man killed by automobile exhaust fumes in his garage;"" ""Fireman overcome by smoke fumes in basement ""Woman"".""Boman severely burned by accidental ignition of gasoline used in cleaning gloves;"" and 'in recent Years we often see ""Building wrecked by explosion of still in residential district.""It will be noted that these accidents are due to inflammation, explosion, or asphyxiation. Any combustible gas or vapor, when mixed, with air or oxygen within certain limiting proportions, will explode on ignition. The violence of the explosion varies with respective proportions of air and gas, and with the degree of confinement of the mixture. For example: Mixtures of natural gas and air containing between 4.5 and 12 per cent natural gas will explode, or propagate flame throughout the mixture without the continual presence of the source of ignition that started the inflammation. The table following gives the explosive limits of the common combustible gases and air:"

This paper describing the mining practice at the Spring Hill mine of the Montana Mines Corporation, Helena, Mont., is one of a series issued by the Bureau of Mines on mining methods and costs in various districts. Its purpose is to summarize improved methods whereby lower costs have recently been obtained. These improvements are principally the adoption of a modified sublevel stoping method of mining the use of grizzlies underground improvements in haulage, and rage bonuses. The Sprint Hill, Trine is situated in Grizzly Gulch, 3 miles southwest of the city of Helena. Helena is on the links of the Northern Pacific and the Great Northern Railways; and the East Helena smelter of the American Smelting and Refining Co. to which the concentrates from the mine are shipped, is but 6 miles east of Helena. The mine is probing 150 to 200 tons of gold ore per day, with an underground crew of about 40 men.

I. The Lower Kittaning bed is the most important bed in Clarion County from the standpoint of present production, but the Clarion bed has the largest recoverable reserve. 2. Known measured and indicated reserves in all beds, based on a minim thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 1,210 million short tons as of January 1, 1952. Of this total, 790 million short tons is in beds 28 inches and mare thick. Areas in some beds were omitted from the estimate because available data relative to the bed characteristics are too wager for ding an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, they should be added to the total estimated reserves.

Oil fields in the Powder River Basin of Wyoming have produced 731 million barrels of petroleum through 1959. Production in 1959 was 32 million barrels, the highest production since 1924. The record production was in 1923, when the Basin produced 38 million barrels of oil and the Salt Creek field, then at its peak, produced 35 million barrels. In this report, the characteristics of crude oils found in the Basin are used as a basis for determining the best re-fining uses for the oils and for predicting the characteristics of oils that may be discovered in the Basin in the future. Analyses of 108 oils sampled over a period of 30 years are presented Crude oils of two major types are produced from the Powder River Basin. One has a low sulfur content and occurs in younger formations, and the other has a high sulfur content and occurs in older formations. The oils with low sulfur contents are generally light colored and waxy, and may be either paraffinic or naphthenic. The oils with high sulfur contents are usually dark colored and asphaltic; only their low boiling fractions are paraffinic. Alteration appears to account for the anomalous properties of some oils found at shallow depths. Shapes and slopes of correlation index curves classify the oils into the same two groups as their sulfur contents, with gently sloping curves representing the low-sulfur oils and steep curves representing high-sulfur, asphaltic oils,

Twenty-nine sole-heated-oven expansion teats were made on 9 different coals, and apparent specific-Brevity tests were made on 12 of the resultant cokes. The coals, which ranged in dry, mineral-matter-free fixed-carbon content from 58.7 to 81.1 percent, were tested over a rather wide range of moisture content and dry-coal bulk density to determine the separate effects of these variables on linear coal expansion. The experimental data support the follow expression relating "as-tested" coal bulk density, moisture content, and linear expansion, [ER = (1-MR) (1+Et) - 1; BDt] where ER = fractional expansion at a reference bulk density of 55.0 lb. of 1 percent moisture coal per cu. ft., Et = fractional expansion at Mt and BDt, MR = reference moisture content = 0.01, Mt = moisture content, "as-tested", BDR = reference bulk density = 55.0 lb. per cu, ft., BDt = bulk density, "as-tested", 1b. per cu. ft.

1. This investigation shows that the Poplar Creek is the most important bed in Scott County from a production standpoint. Although the Poplar Creek bed contains the largest reserve, the Big Mary has a larger recoverable reserve. Estimates of reserves also have been made for the Pewee, Red Ash, Windrock, Upper Pioneer, Jellico, and White Oak beds. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 143 million tons as of January 1, 1954. Of this total, 74 million tons is in beds 28 inches and more thick. The Bureau of Mines has undertaken beneficiation investigations on samples representing large tonnages of oxidized taconites in order to develop and evaluate applicable technologies for producing iron oxide concentrates from these materials. Information derived from the investigations can be used to expand the domestic iron raw-materials base and to establish the impact these taconite deposits may have on future national iron ore requirements. This report describes a process that includes reduction roasting, magnetic separation, and flotation, applied to a western Mesabi Range sample taken near Coleraine, Minn. The sample contained 36.8 pct iron and 46.0 pct silica, and represented 0.5 to 1 billion tons of crude material. An average of 962 lb/hr of oxidized taconite was roasted with 33 lb/hr of lignite in a 35-foot-long rotary kiln. Pulverized lignite and natural gas maintained the kiln operating temperature at 850° C. The roasted taconite was beneficiated by magnetic separation and cationic flotation in a 900-lb/hr pilot plant and yielded a product analyzing 68.1 pct iron and 4.6 pct silica, and containing 82.4 pct of the iron in the kiln feed.

The Precious Metals Section is concerned primarily with ore-testing problems associated with precious metals and with the analysis and concentration of a large number of the strategic-mineral samples that have been included in the research program of the Bureau of Mines. During the fiscal year 1938-39, 30 projects were completed. The requests for this service are based upon the desire of the sponsor to obtain the best or most satisfactory method for maximum recovery of the minerals. In many instances it is a question of improving present milling practice, with due regard to utilization of present equipment. In others, the probable tonnage available maybe the deciding factor in the choice of a particular recovery method. Under all circumstances the results of tests axe prepared with the thought of aiding a competent metallurgist, familiar with local conditions, to formulate a practical flow sheet or to assist the mill operator to correct known losses. A microscopic examination for identification of the mineral constituents and their association in each ore is always a big help, in planning the tests and may indicate the reason for former troubles or assist with best procedure.

The domination of Bangladesh's mineral industry by natural gas was in for some possibly significant changes. A modest flow of crude oil was struck in a gas development well in the northeastern corner of the country. This was the first commercial flow of crude oil in Bangladesh. All crude oil was being imported, which cost a significant proportion of the nation's foreign exchange earnings. The development of an oilfield producing only a few thousand barrels per day would be a welcome help to the economy. Additional exploration at a 1985 coal discovery in the northwest indicated a considerable reserve of good-quality coal at a depth suitable for mining. If the coal is mined, it would be a boon to the local economy because natural gas was not available in the area.

A comparison of certain properties of the commercial aviation gasolines produced in the United States during October 1949, 1950, and 1951 is presented in table 1, the 1951 data being average values from tables 3 through 6 of the present report. Trends in the average values of certain characteristics of these fuels may be seen in figures 1 through 4 which also indicate the minimum and maximum values. As may be observed, with the exception of changes in kinematic viscosities, the properties of commercial aviation gasolines have not varied greatly during recent years. A list of aviation-gasoline survey reports published by the Bureau of Mines is given on page 6. A summary of the average values of the properties on jet fuels is shown in table 2.

Because State and Federal agencies have limited the amount of sulfur oxides that can be discharged to the atmosphere, most copper smelters plan to convert the S02 in offgases to sulfuric acid. In some cases, however, it might be preferable to use a nonsmelting method to fix the sulfur in the form of a discardable product. Research by the Federal Bureau of Mines has shown that sulfur in copper concentrate can be converted into insoluble anhydrite (CaS04) by roasting the concentrate with lime (CaO). After leaching the calcine to recover metal values, the residue may be discarded without harm to the environment. The process can use a rougher flotation product, thus reducing separation costs and saving valuable minerals (for example, molybdenite) that are now lost in making cleaner concentrate. In tests, rougher concentrate was pelletized with the theoretical amount of lime and roasted for 1 hour in a 6-1/2-inch-ID by 11-foot-long rotary kiln at 700° C. Sulfur retention was about 97 percent. Leaching the calcine with 20 percent RCI extracted approximately 99 percent of the copper, 73 percent of the iron, and 91 percent of the molybdenum. After the molybdenum was removed from the leach solution by adsorption on activated carbon, copper with a purity in excess of 99 percent was obtained by cementation on sponge iron. The strip solution then could be spray-roasted at 500° C to recover the RCI for recycle and obtain F2O3 as a byproduct.
