The United States Bureau of Mines contracted Norecol to prepare a report identifying the regulatory processes associated with metal mine development in British Columbia using the Snip Mine as a case study. The intent of this study is to assist industry and regulatory agencies in developing understanding as to differences in objectives, perspectives and operating methods. The case study will be incorporated into a larger report summarizing the comparative advantages and disadvantages of metal mine permitting in British Columbia and Alaska. The purpose of the report is to identify the development schedule and permitting process at Snip which will assist the U.S. Bureau of Mines in suggesting improvements in environmental review and permitting processes for mine developments. The report provides an abstract of the environmental assessment review processes in Canada and the Mine Development Review Process in British Columbia and provides an understanding of the linkages between policy, legislation, and environmental review.

In June 1929 the Bureau of Mines issued a 13-page Information Circular entitled "Mineral wool." This was one of the first publications to present to the public some technical aspects of the mineral-wool industry. Since that time several articles have appeared on the subject in the technical press as well as publications by State organizations. Inquiries for information on mineral wool have continued to be received by the Bureau of Mines in large numbers, and in 1935 it was decided, with the cooperation of the is industry, to make a field survey of the plants then producing and to collect therefrom technical data to be compiled in a paper for public distribution. As a first step, a brief questionnaire was mailed to the known producers asking if they would cooperate for publication. Favorable replies were received from of percent of the manufacturers, and the field work was started. As the study progressed and tie number of plants visited grew, it became more and more apparent that the industry had made rapid strides in technical operation and control of their product, as well as in increasing production during the mast decade.

"INTRODUCTION In a previous report3 prepared for the American Gas Association, the influence of washing coal on coke properties and on gas and by-product yields was discussed on the basis of answers to questionnaires sent to coke-oven superintendents and a review of the literature on the subject. This review indicated that the elimination of free impurities by cleaning coal improved coke quality by (a) reducing ash and sulphur, (b) decreasing clinker trouble in burning the coke, (c) diminishing cross fractures in the coke, resulting in greater resistance to breakage on handling, and less small coke and breeze, and (d) greater uniformity in chemical composition and physical properties of coke. Washing also reduced the sulphur in coke and gas and increased the yield of gas and by-products per ton of dry coal charged.This paper is supplementary to the previous report and presents some experimental data obtained with Pittsburgh bed coal from Pennsylvania and Mary Lee bed coal from Alabama.ACKNOWLEDGMENTSGrateful acknowledgment is made to F. Ground fault and overcurrent protection criteria for coal mine a.c. distribution systems were examined under a Bureau of Mines funded investigation. The report begins with a literature review which discusses relaying topics including instrument transformers, ground-fault pickup methods, static relaying, and comparison of relaying techniques. A chapter on ground-fault relaying provides recommendations for maximum and minimum pickup levels as a function of maximum ground current and power system line-to-ground capacitance. Research in the area of phase overcurrent protection has resulted in a complete set of procedural recommendations for the selection and setting of overcurrent relays and current transformers, molded-case circuit breakers, and distribution system fuses in coal mine power systems. The final chapter, which discusses relay system maintenance, introduces a unique test set which was developed by KETRON and used to test the performance of relaying systems in coal mines.

Differences in the composition or chemical structure of the organic material in samples of Uinta Basin (Utah) oil shale were studied relative to stratigraphic position within the Green River Formation. This involved a systematic study of the soluble organic material and the insoluble organic material (kerogen) present in the samples. Emphasis was placed upon the distribution of the alkanes (normal and isoprenoid compounds) in the soluble extracts and upon the aromaticity of the kerogen. Significant differences exist in the chemical composition of the organic material from various strata within the Uinta Basin, some of which were related to burial depth but most were related to source material variations, environmental differences, or other factors. The Uinta Basin samples differed significantly from Piceance Creek Basin and Green River Basin samples in the large amount of soluble extract they contained.

An accelerated and coordinated program of coal research is believed by many to be a necessary step in assuring coal's proper position in the expanding energy market. The President's Advisory Committee on Energy Supplies and Resources Policy, for example, made the following recommendation: We recognize that coal is a great national asset and endorse a cooperative study to determine what research and development could be undertaken. The coal industry and both Federal and State Governments should participate in this study and its costs. Representatives of the coal industry have agreed that such a study should be initiated. Accordingly, Felix E. Wormser, Assistant Secretary - Mineral Resources, United States Department of the Interior, requested the Bureau of Mines and Bituminous Coal Research, Inc., to conduct a survey of current research on bituminous coal. In addition to this survey, studies were made to determine research projects that would be of value to the coal industry.

[Polychlorinated biphenyls (PCR's) have been widely utilised as fire-resistant dielectric coolants; in electrical equipment used in mining applicants, including transformers, capacitors, electric motors, and electromagnets. In addition, PCB's have been used in hydraulic fluids and heat-transfer fluids and are present in many oil-filled transformers. The U.S. Environmental Protection Agency (EPA) recently banned the manufacture of PCB's and equipment using PCB's, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggests ways to decrease the risks resulting from continued use of PCR equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.]

In most oil fields, natural gas is the major source of energy causing flow of oil to the well. The amount of gas produced With the oil generally exceeds actual energy requirements, so that in time the gas reserve of the field becomes seriously depleted and the oil production nest be stimulated by some auxiliary means. One of these is to repressure the oil formation with natural gas; or, where a gas supply is not available, often air is used. Although air is a cheap and convenient repressuring medium, its use sometimes is attended with several disadvantages. First, the return air-gas mixture decreases rapidly in fuel value, often until it can be used no longer as a source of power. At the same time, explosive mixtures may result if recycling is used, causing hazards to life and equipment. Second, some fields experience considerable trouble with the formation of emulsions which become increasingly difficult to treat. Although there is no definite proof that air repressuring always causes these emulsions, many operators are convinced that this is the case.

Coal miners often handle heavy electrical power cables, weighing up to 10 kg per meter. These cables are manually lifted and attached to the mine roof to prevent damage from mobile underground equipment. Data suggest that workers who commonly perform cable handling tasks experience a high rate of lost time back injuries. In this study, six male underground miners performed a total of 12 cable-hanging tasks in standing, stooping, and kneeling postures, during which kinematic and ground reaction force data were collected. Reductions in vertical work space were found to result in a linear increase in the peak moment experienced by the lumbarspine (p<0.05). In restricted postures, peak moments were not significantly different in stooping vs. kneeling postures (p>0.05). Average lumbopelvic flexion during the tasks was highest in stooping conditions, followed by standing and kneeling exertions (p<0.05). A technique for recovering copper and steel from metallic scrap has been developed by the Bureau of Mines based on preferential melting in molten salt baths at 1,150° to 1,250° C, The molten salt, preferably barium chloride or calcium chloride, both minimizes oxidation of the metals and promotes heat transfer. Cleanest separations (0.01 percent copper remaining in iron) have been achieved by pretreatment (dipping or spraying) with sodium sulphate or sodium silicate, which alters and coats the surface of the iron to inhibit the alloying or brazing with copper. An economic evaluation of the process was carried out on six combinations of sweating media and inhibiting reagents. On the basis of the postulated model, a cost of about $0.20 per pound of copper recovered has been determined for the sweating treatment operation.

"INTRODUCTION A previous paper by H. H. Storch 4 described. three processes for the production of potassium sulphate from polyhalite (K2S01.MgSO1.2CaS04.2H2o), Since these processes depended upon calcination of polyhalite followed by leaching with water at 100°C., the fundamental reactions occurring in these steps were discussed in detail. This paper, which describes processes producing syngenite (K2S04.CaSO4.H2O) and potassium sulphate and gives data concerning the production of by-product magnesia, presents the results of work performed at the Non metallic Minerals Experiment Station of the U. S. Bureau of Mines, maintained at New Brunswick, N. J., in cooperation with Rutgers University.A study of the solubility relationships of the system 5 Ca++ -Mg++ -K+-SO4 = H20 at 25ºC. shows that syngenite is stable in the presence of a concentrated MgSO4 solution, the K2SO : equilibrium concentration being comparatively low (2.6 per cent), The processes described below, which involve the conversion of calcined polyhalite to syngenite, are based on the 25°C. equilibria. It has further been found that syngenite can be decomposed by water at 100ºC, yielding a 9 to 10 per cent K250 solution, the solid phase being potassium calcium pentasulphate (K2SO, 3CaSO.H2O, hereafter referred to as ""pentasulphate""). This latter compound is unstable in the presence of water at 25°C., its decomposition resulting in a solution containing about 3 per cent of K2SO4 and a solid phase consisting of gypsum. This behaviour of syngenite with water at 100°C. and of pentasulphate with water at 25ºC. constitutes the basis of processes for the production of K2SO4 by way of the conversion of calcined polyhalite to syngenite,Syngenite is a product which may be used as a fertilizer per se. As produced in the process to be described, it contains about 50 per cent of K2SO1, and will readily give up its potash content on treatment with water, although the limiting concentration at ordinary temperatures is approximately 3 per cent. This definite but limited solubility should make this product more desirable as a fertilizer then the more concentrated forms of potash salts which have higher solubilities and hence involve the danger or plant injury due to a high local concentration of potash."

"As part of a Nation-wide program of the United States Government to develop natural resources, funds were made available to the Bureau of Mines for the investigation of the ""Reduction of Iron Ores by Solid and Gaseous Fuels."" These investigations are concerned with the direct production of iron from its ores without the use of a blast furnace. Many processes have been proposed for the low-temperature reduction of iron oxides, but few have been developed to commercial use. High-quality sponge iron is produced com-mercially only in Sweden.The cost of iron production depends in part on the grade of the ore and increases with decrease in grade. The substitution of cheap natural gas in a sponge-iron process for expensive coke in smelting in the blast fry pace would partly compensate for the use of low-grade ores. If a process can be developed in which inexpensive natural gas can be used as fuel and reducing agent, the large deposits of low-grade iron ore and the natural-gas resources of east Texas may be utilized in the commercial production of sponge iron.Sponge iron may possibly be used to supplement scrap iron, pig iron, or, in special instances, wrought iron. Sponge iron will vary but slightly in composition and will contain little or no nickel, cobalt, manganese, copper, and other allowying metals. It is becoming increasingly difficult to obtain choice scrap iron of nonalloy composition. Pig iron contains 1.5 to 3.0 percent silicon and 3.0 to 4.5 percent carbon. Sponge iron generally contains less carbon than pig iron.The Madaras Steel Corp. in Longview, Tex., built a set commercial-scale sponge-iron plant which was intended to be operated in connection with a steel foundry. The process is based upon the reduction of preheated iron ore, with hot reducing gases under pulsating pressure. Although the Madaras Corp. had previously experimented with the production of sponge iron by reducing the ore with pure hydrogen, several attempts to use a re-formed natural gas as the reducing agent in this pilot plant were unsuccessful. The Bureau of Mines leased this plant and conducted an extensive investigation of the Madaras process on a semicommercial scale.The experiments were not entirely satisfactory, partly because of mechanical difficulties and partly because the reducing gas was not of the best quality. However, much information on the production of reducing gas by re-forming natural gas and on the reduction of iron ore with re-formed natural gas was obtained.The sponge iron produced contained approximately 0.1 percent phosphorus; and, after melting in an electric furnace, the iron contained approximately 0.15 percent phosphorus. The results of attempts to improve the ore by ore-dressing methods were not encouraging."

The contract for the Water Jet Chock Mounted Miner Feasibility Study was awarded to FMC Corporation&apos;s Advanced Products Division on 18 November, 1974. The program was divided into four phases as follows: ? Phase I - Planning ? Phase II - Conceptual Design ? Phase III - Budgetary Cost Estimate and Economic Feasibility Study ? Phase IV - Final Report During Phase I, which lasted 1 month, most of the necessary information and data for the conduct of Phase II was obtained. To accomplish this, arrangements were made for personal visits to the University of Missouri at Rolla, Illinois Institute of Technology Research Institute, USBM TCMRC, Alpine Equipment Co., Mining Progress, Inc. and Eastern Associated Coal Corporation&apos;s Harris No. 1 Mine. Also, a list of manufacturers of high pressure equipment was compiled to be contacted during Phase II. Finally, the objectives to be accomplished during Phase II were outlined. The Phase I Report was submitted on 23 December, 1974. At the beginning of Phase II, personal visits were made to the research centers and firms mentioned above. Later an additional visit was made to the Harris Mine, and to the Pittsburgh Mining Research Center at Brucetun to observe a test of a water jet mounted on an Alpine Mining Machine. Equipment manufacturers of high pressure components such as hoses, tubing, valves, pumps, and intensifiers were contacted to obtain item performance data, availability, and cost.

The Bureau of Mines conducted large-scale laboratory copper ore leaching tests to enable improving copper recovery from large dump-leaching operations. This was done by comparing leaching progress when copper was recovered from recycled leach liquor either by cementation or by solvent extraction. Copper was leached from 7-ton ore samples at room temperature using pH 2 ferric sulfate solutions. With are samples containing 11 percent minus 0.5-inch fines, no marked advantage in using either of the copper recovery methods was evident after 416 days of leaching. With ore containing 32 percent minus 0.5-inch fines, solvent extraction of copper was advantageous in that 60 percent of the copper was extracted after 568 days, whereas only 48 percent of the copper was extracted when cementation was used. Less acid was consumed during leaching when solvent extraction, rather than cementation, was used for copper recovery. Iron, contributed by cementation with scrap iron, plugged the ore bed containing 32 percent fines.

THERMODYNAMIC data for manganese and its inorganic compounds have not been critically surveyed since the work of Maier (31) 3 in 1934. At that time data were lacking or inadequate for many of the important metallurgical compounds. Experimental work, conducted during the intervening years, has supplied so many new thermodynamic values that it is again desirable to examine the available data and compile them into a single publication for handy reference. This paper consists of three main sections. The first summarizes the basic metallurgical thermodynamic data for manganese and its compounds, including heat capacities, entropies, heat contents, temperatures and heats of phase changes, vapor pressures, and heats and free energies of formation. All data available to May 1959 have been considered. The second section contains heats, free energies, equilibrium pressures, and equilibrium constants of reactions of manganese compounds, with special emphasis on metallurgical reactions. The third section supplies basic thermodynamic data for other elements and compounds encountered in metallurgical reactions of manganese, thus making it possible for the reader to conduct thermodynamic calculations without recourse to other literature.

Part of the work of the Precious Metals Section is to conduct oretesting experiments on ores selected as representative of various mining districts or areas . The projects are authorized by the Metallurgical Division , and only those ores in which gold and silver or gold or silver constitute an essential part of the total values are assigned to the Precious Metals Section . Such ores include those containing the precious metals only as commercially important ingredients , as well as those containing base metals such as copper , lead , and zinc along with the gold and silver . In many instances the "ore " may be a tailing product of a grade good enough to warrant retreatment , or a concentrate for which it is desirable to develop a method of treatment to avoid the expense of shipment to a smelter . It is evident that in general the greater part of this ore - testing work is done according to standard testing procedure , such as cyanidation, amalgamation, gravity - concentration , and flotation , or a combination of these methods . The standard methods of conducting such tests have been outlined in previous reports of ore - testing studies . However , since the inauguration of this oretesting program 6 years ago , the ores submitted under authorization have become increasingly more refractory to simple methods of treatment. Consequently, a considerable number of the projects completed during the fiscal year 1941 have required an unusual amount of work and in some instances have developed into real research problems . There are several well-recognized procedures for controlling exposure to hazardous atmospheres in industry. They include (a) substitution of less toxic material, (b) enclosure of processes, (c) wet methods, (d) local exhaust, (e) general ventilation, and (f) use of respiratory protective devices. In addition to their employment as a control measure in occupational exposures, respiratory protective devices also are essential in emergencies that may arise from failure or improper use of other control equipment. Respiratory protective devices usually are employed to supplement other methods of control, as temporary expedients, or when other methods are not readily applicable or practicable. It seems reasonable to assume, however, that where respirators are used consideration has been given to the factors involved and that the devices can provide satisfactory protection if used properly. Their use should not be arrived at simply by a process of elimination of other methods that are more difficult to apply.

This research was part of an effort to investigate means of reestablishing non¬polluted hydrological systems in areas where surface mining directly impacts shallow ground-water resources. Chemically undesirable overburden material was selectively backfilled with the intent that it would be below the future root zone, be above the reestablished aquifer, and would not be leached as a result of deep percolation. After 2 years the buried material remains above the spoil aquifer and below the maximum rooting depth. Unsaturated water flow from the land surface to the buried material occurred during wet climatological periods. No significant leaching of buried material was observed, however. Overburden sample contamination from drill stem joint grease with Pb, Zn, and Cu additives caused substantial error regarding DTPA extractable trace metals. A grease with teflon and talc additives was recommended for use in future sampling programs. DTPA extractable trace elements in overburden material had no statistical relationship to post-mine ground-water quality. Overburden columns leached with water produced leachates comparable to overburden and spoil ground-water trace metal quality. A depositional model described the Rosebud Coal overburden as a fluvial system with distinct units of sand, silt, and clay, with distinct chemical properties. Physical and chemical characteristics of the model were comparable to the in situ geochemical system, a relationship which may aid in locating overburden materials unsuitable for reclamation.

The U.S. Bureau of Mines conducts basic and applied research related to predicting, eliminating, and/or controlling rock bursts in underground hard-rock mines and coal bumps in underground coal mines. An important element in this research is the development of a reliable and efficient microseismic source location technique. This report presents the results of a Bureau study to develop and evaluate a new algorithm to locate microseismic events based on the Simplex method, a powerful linear programming technique. The technique was tested on both field data and simulated data. Microseismic event source locations obtained with this new Simplex-based algorithm were shown to have less error than those locations obtained using a least squares method. It was concluded that the Simplex approach to source location of microseismic events can be used effectively in microseismic monitoring.

All samples tested showed some loss of heating value for the 5-month period under all 4 storage conditions. The losses increased as the time of storage increased, with the pan-storage samples showing somewhat greater losses than those in cans. The individual daily analyses for the first 2 weeks and the analyses every other day for the third and fourth weeks of storage vary within the approximate tolerance of the test for heating value. During the first 2 months of storage the changes in heating values were not Significant for the samples from Pennsylvania, Indiana, and Colorado. The Ohio coal indicated some loss by the end of I month, which increased to a value measurable with certainty by the end of 2 months. These data show that (1) small changes may occur even to samples in closed cans and (2) the laboratory sample should be handled as expeditiously as is practical until the analysis is completed. The statement by the ASTM that "If the B.t.u. determination is an important consideration in the sale of coal, the time elapsed between sampling and analysis shall not exceed 30 days,"3/ is quite adequate for 3 of the 4 coals tested. The change in the Ohio coal stored for 30 days is merely indicated and could not be determined with certainty by the techniques normally employed. The data on free-swelling indexes determined on can samples, after 30° C. air drying, show that only the Indiana coal lost more than one unit in free-swelling index number in 120 days. No significant changes were observed with the samples from Pennsylvania, Ohio, and Colorado in the 5-month period.
