One of the major activities of the Bureau of Mines is the promotion of safety in mining and other industries, In this connection, the Bureau determines the explosion hazards' of combustible gases, vapors, and solids and investigates means of controlling and preventing explosions. Many dangers are likely to confront men who must enter a building immediately after it has been damaged. Rescue workers must watch constantly for common gases and vapors that may be present in dangerous concentrations in and about demolished, buildings. Fuel gas is the most common source of danger, although refrigerants, gases from furnaces, flues, fires, sewers, and industrial processes, and gas from bomb, explosions in confined places also constitute definite hazards. To rescuers and trapped casualties, these gases offer the hazards of (1) explosion, (2) toxic effects, including asphyxiation and death, and (3) displacement of air so that the oxygen content of the atmosphere is reduced to or below the danger level.

This project describes the design and testing of large face ventilation systems for oil shale mining. A design data base was generated by reviewing general industry practice, oil shale industry planning, and technical literature. Conceptual designs for seven different systems were developed and evaluated for suitability. A large, free-standing, jet fan and reversible fan with rigid duct were selected for fabrication and testing. The two systems were field tested in a dead-end heading 55 ft wide by 30 ft high and 320 ft long. System performance was optimized using measurements of air flow direction and air velocity. Total system performance was then measured using SF6 tracer gas released to simulate blast fumes, hot diesel exhaust, methane layering and methane from a blasted muckpile. Field testing indicated that both systems delivered similar performance. The jet fan offered some clear advantages because of its mobility, ease of oper-ation and lower power requirement. It also offered some functional advantages in ventilating for methane because of it high average velocity.

It is known that exposure to high sound pressure levels can lead to permanent hearing loss; however, many workers, in mining as well as other occupational sectors, frequently receive hazardous noise exposures. The National Institute for Occupational Safety and Health (NIOSH) recommends using a criterion level of 85 dB(A) for implementation of hearing loss prevention programs1. But, despite engineering and administrative controls, workers continue to exceed their recommended daily noise dose. Hearing protection devices are worn as a final defense against noise overexposure, but many workers have difficulty communicating or detecting warning signals while wearing them. New electronic technology has been integrated into conventional hearing protectors to allow for some degree of sound restoration. Research is currently being carried out within NIOSH, Pittsburgh Research Laboratory (PRL) to evaluate the performance of sound restoration hearing protectors. Due to certain features of the devices, such as their non-linear performance and possible manipulation of electronic settings, there are obstacles to testing them using the existing standard hearing protector test methodology (ANSI S12.42-1995 and ISO 4869-3:1997). These and other issues related to testing these devices are outlined within this paper, and possible solutions are discussed. Measures of attenuation properties have been done on a set of the devices and preliminary findings indicate that new test methods, or at least modifications of existing methods, must be developed to accurately determine device performance. Furthermore, it is necessary to know not only the attenuation properties of such devices, but also the degree to which speech intelligibility or recognition of warning signals is preserved, as compared with conventional hearing protectors. As additional data is collected a more accurate and reliable test methodology will be developed, and a more comprehensive picture regarding device performance will be determined and disseminated.

The Bureau of Mines is sponsoring a variety of long-term, high-risk research to advance state-of-the-art technology in U.S. underground coal mining. This report reviews the status of many Bureau projects that support fundamental underground coal mining operations; the project areas include cutting coal from the solid (extraction), hauling coal from the face (transport), and activities that sustain daily operations (logistics). Innovative equipment and technology have been developed, with these major objectives: to significantly improve coal mine productivity, to further advance coal recovery and personal safety within the mining industry, and to reduce the time needed to develop longwall panels. The majority of the prototype equipment covered in this report either has undergone or will undergo comprehensive evaluation at Bureau surface test facilities so that performance and reliability can be improved before the equipment is tested and evaluated in a working section underground.

This Bureau of Mines report describes the laboratory processing of manganese nodules and the results of tailings characterization obtained during the cooperative program with the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) and the Bureau. Five technically feasible first-generation nodule processing methods were operated at bench scale to generate sufficient tailings and slags for physical and chemical analyses. A description is given for the laboratory operation of the individual unit operations of each process. The laboratory-generated tailings and slags were tested for physical properties, mineral content, elemental and ion content, and leachability for all five processes. The results of leachate testing using the Environmental Protection Agency extraction procedure (EP) toxicity test, the American Society for Testing and Materials shake extraction test, and the EPA-U.S. Army Corps of Engineers seawater elutriant test showed very low to negligible leaching of metals from the tailings and slags. Results of the EP toxicity test demonstrated that the wastes are nonhazardous as defined in the Resource Conservation and Recovery Act (Public Law 94-580).

References to many articles have been omitted purposely , because the material covered by them is duplicated in publications included in the bibliography . It is manifestly impossible for the Bureau of Mines either to recommend or adversely criticize the statements of the various writers , particularly as to cost and profit estimates in articles referring to American shales , but it is hoped that the investigator will use caution in considering such statements , as it is well known that much of the literature on this subject has been published for promotion purposes and is therefore over- enthusiastic . Bearing this fact in mind , the reader should be able to judge for himself the reliability or usefulness of these articles .

This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.

Research was undertaken by the Bureau of Mines to assess the technical feasibility of smelting cement-copper precipitate in an electric furnace to produce commercial-grade copper. The blister-grade copper produced in smelting was refined by gaseous oxidation and reduction methods to rive a product equal in quality to fire-refined copper. The cement copper used in the study was typical of the material produced in commercial operations. The sample product was received in a partially oxidized state and analyzed 77.5 percent Cu, 3.4 percent Fe, 0.8 percent Pb, 0.05 percent Ni, 0.6 percent Sn, and 0.9 percent S. Smelting tests were made on the precipitate using laboratory-size induction and electric-arc furnaces. Three types of furnace linings were tested during, the investigation: Carbon, including graphite; clay-graphite; and silicon carbide. Although all proved satisfactory, either carbon or graphite was preferred because of their superior refractory properties and low permeability to molten copper. Copper recoveries in the induction and arc smelting tests averaged 92 percent in commercial-grade metal assaying 99.8 percent copper. Refining the molten copper by oxidation and gaseous reduction or by chlorine lancing increased the purity to plus 99.9 percent.

In 1939, the author made a survey of relative gravity in the Mediterranean-basin, 41° 35,5' to 41° 56.3' northern latitude and 0° 10,3' to 0° 28' longitude, referred to Mt. Mario. Ten stations were covered; 25 other stations had been occupied in the vicinity of Rome and in Albanian mountains during previous years. The new measurements revealed gravity anomalies ranging within the following limits: (1) With a free-air reduction, between + 29 and + 120 mgl., average + 60 mgl.; and (2) with a Bouguer reduction, between + 22 and + 87 mgl., average + 41.5 mgl. - V. The United States Bureau of Mines (USBM) awarded a contract to Foster-Miller, Inc. to develop guidelines for the storage and use of Self-Contained Self-Rescuers (SCSRs) in underground non-coal mines. An SCSR is a device capable of supplying, in an emergency, one hour of self-contained oxygen (no breathing of mine air). The information and recommendations in this report were developed primarily from three sources: discussions with mine representatives (including management, labor, and government), site visits in underground mines I and a detailed analysis of every reported non-coal accident which produced d hazardous atmosphere during the 5-year period 1976-1980 -plus ten other major incidents from prior years. Volume IV has three major sections: Recommendations and Discussion (Section 2), Analysis of Mine Accidents (Appendix A), and a Summary of Discussions with Mine Representatives (Appendix B).

This report summarizes all work performed under U.S. Bureau of Mines Contract No. J0395028, "Noise Control of Rubber-Tired Front-End Loaders Used in Surface Mining. " Two loaders, a Caterpillar 988 and an International H-400B, were chosen for this program, and the noise sources and acoustic paths that contribute to the operator's noise exposure were identified. Retrofit noise control treatments were designed and installed on these loaders, and noise reductions of more than 10 dBA at the operator position were achieved on both machines. The retrofit packages are low cost and have been field tested in two mines for more than two years. The results of the program were communicated to the mining industry through a series of noise control workshops and a field manual. The workshops were given in nine states across the U.S. and more than 440 manuals were distributed An audio/visual slide presentation was also developed which the program.

The U.S. Bureau of Mines conducted a human factors analysis of hazards associated with roofholting activities in underground coal mines. Emphasis was placed on hazards related to the movement of the drill-head boom or mast of a roof bolting machine. The objective was to identify hazards and recommend solutions. The data-collection effort consisted of analysis of U.S. Mine Safety and Health Ad-ministration accident data; visits to underground mines and interviews with experienced roof bolting machine operators; discussions with roof bolting machine manufacturers; interviews with workers injured while performing roof bolting tasks; and reviews of research on roof bolting safety. A set of recommendations to increase the safety of roof bolting operations was developed. In particular, the following list of recommendations was presented in ranking order: (1) use an interlock device to cut off power to controls when an operator is out of position, (2) place fixed barriers at pinch points, (3) provide appropriate control guarding, (4) reduce fast-feed speed, (5) use automatic cutoff switches at pinch points, (6) redesign control bank to conform to accepted ergonomic principles, and (7) use resin insertion tools and resin cartridge retainers.

The U.S. Bureau of Mines conducted a study to assess the impact of a directional water spray system on a unique single inlet dust scrubber on a low-profile mining machine. Tests were conducted in a full-scale model mine using a continuous mining machine. Tracer gas was introduced at the face and concentrations of the tracer gas were monitored at the face and in the return. Various parameters tested included mining position, depth of cut, brattice setback, and combinations of scrubber, and directional or symmetrical sprays. Results indicated that either water spray configuration improved the ventilation effectiveness of the scrubber by a factor of 2 to 3. Average face ventilation effectiveness (FVE) values for all testing of the scrubber and directional sprays were 0.95, versus 0.37 for a standard 20-ft blowing curtain without sprays. No FVE values were less than the standard 20-ft blowing results.

"INTRODUCTION Coal is a compressed mass of heterogeneous, macerated, metamorphosed plant remains that have collected in the earth's crust. Probably no two beds of coal have identical properties, and different parts of the same bed may vary considerably when measured by some of the many empirical tests that have been developed to classify or differentiate the properties of coal. Because of this great variability in properties, the commercial processing of coal to produce coke and byproducts has developed largely as an art based on experience, rather than as a science. Much empirical chemical research, however, has been and is being conducted on coal carbonization, and this work is of practical value in obtaining larger yields of gas and byproducts and in the improvement of the physical properties of the coke.Both ultimate and proximate analyses have been used for correlating purposes. 3/ In the United States the proximate analysis is used for the classification of coal according to rank and grade. The proximate analysis can be employed usefully in the coal—carbonization industry because separation of the combustible matter of coal into volatile matter and fixed carbon is, in fact, a small carbonization test conducted on 1 gram of coal heated in a platinum crucible.Small—Scale Laboratory Coking Tests,Many empirical tests have been devised for determining the coking properties and measuring the yield and quality of gas and byproducts obtainable from various coals. These tests, made on samples ranging from 25 grams (about 1 ounce) to 5 kilograms (11 pounds), furnish information that is roughly proportional in practical value to the size of the sample carbonized. However, the cost of the carbonization test also increases with the amount of the sample, so that for preliminary surveys of a number of coals, samples of 25 to 1,000 grams usually are employed."

The Bureau of Mines, U.S. Department of the Interior, has investigated the extraction of alumina from domestic kaolin clay by leaching with boiling 26 wt-pct hydrochloric acid. Acid leaching of crushed calcined kaolin feed yields slurries that are slow settling and difficult to filter because of the presence of fine particles generated in crushing, calcining, and leaching. Laboratory research showed that tumbling and moistening crushed raw kaolin on a pelletizing disk caused the fines to agglomerate on the surfaces of the larger particles, while the sharp edges and corners of the larger particles were rounded off. Minus 16-mesh crushed raw kaolin was misted on a 36-in-diam, 8-in-deep pelletizing disk at rates of 175 to 250 lb/hr, and was calcined in either a rotary or a fluidized-bed calciner; negligible degradation occurred. The physical properties of the misted calcined kaolin were evaluated in the leaching system of the clay-hydrochloric acid miniplant. Only minor attrition occurred during leaching, and the slurry was readily filtered on a continuous belt filter.

Coal miners often handle heavy electrical power cables, weighing up to 10 kg per meter. These cables are manually lifted and attached to the mine roof to prevent damage from mobile underground equipment. Data suggest that workers who commonly perform cable handling tasks experience a high rate of lost time back injuries. In this study, six male underground miners performed a total of 12 cable-hanging tasks in standing, stooping, and kneeling postures, during which kinematic and ground reaction force data were collected. Reductions in vertical work space were found to result in a linear increase in the peak moment experienced by the lumbarspine (p<0.05). In restricted postures, peak moments were not significantly different in stooping vs. kneeling postures (p>0.05). Average lumbopelvic flexion during the tasks was highest in stooping conditions, followed by standing and kneeling exertions (p<0.05). The Bureau of Mines, in cooperation with three Minnesota agencies (Department of Natural Resources, Geological Survey, and the Iron Range Resources and Rehabilitation Board), investigated the potential of using glacial lake clay from Minnesota, as well as other areas, as a binder for iron ore pellets. The best clay-characterizing procedures for predicting binder effectiveness were the cation exchange capacity (CEC) using the methylene blue method and the plate water absorption test (PWAT). The best clay binder was found in the Red River Valley. However, compared to a typical western bentonite at the 0.5-pct-addition level, addition of about 2 pct Minnesota clay was required to obtain comparable unfired (green) pellet strengths. Soda ash addition only slightly improved the binding properties of Minnesota clay, but considerable improvement was obtained by the addition of a small quantity of water absorbing organic compounds. For example, with a mixture of 0.5 pct Minnesota clay or paint rock and 0.1 pct pregelatinized starch, the unfired and fired physical pellet properties were about the same as with 0.5 pct of typical western bentonite. The reduction rate at the 40-pct reduction level and the percentage of plus 6.3-mm particles from the reduction disintegration index test were also about the same.

This report describes the linkage of all mining sectors with all other manufacturing, services, and final demand sectors of the U.S. economy. Besides being a basic data source, it provides a framework for aggregate economic impact analysis with respect to the mining industries. The framework is an open-static input-output model specifying 48 mining industries as classified in the Standard Industrial Classification Manual for all mining activities and 76 nonmining industries which collectively exhaust, all economic activities. The 124-sector model used in this report is an expansion of the preliminary 82-industry aggregation estimates made by the Department of Commerce. In the expanded model, 48 ruining industries are substituted for the original 6. The methodology used to ascertain the industry-by-industry procurement cost estimates and product ion flows necessary to the construction and expansion of the basic 82-sector model included personal interviews, case studies of specific mining activity analysis, and published and unpublished data from the Bureau of Mines and the Census of Mineral Industries, The end products of this study are two tables arranged to show the direct purchases necessary for each industry to support the level of economic activity and the total purchases generated in each industry throughout the economy by each $1 of aggregate economic demand in 1958. The tables may he used for economic impact studies and market analysis by firms engaged in or closely associated with the mining industries. Some illustrations of their usages are presented.

"INTRODUCTION In a previous report3 prepared for the American Gas Association, the influence of washing coal on coke properties and on gas and by-product yields was discussed on the basis of answers to questionnaires sent to coke-oven superintendents and a review of the literature on the subject. This review indicated that the elimination of free impurities by cleaning coal improved coke quality by (a) reducing ash and sulphur, (b) decreasing clinker trouble in burning the coke, (c) diminishing cross fractures in the coke, resulting in greater resistance to breakage on handling, and less small coke and breeze, and (d) greater uniformity in chemical composition and physical properties of coke. Washing also reduced the sulphur in coke and gas and increased the yield of gas and by-products per ton of dry coal charged.This paper is supplementary to the previous report and presents some experimental data obtained with Pittsburgh bed coal from Pennsylvania and Mary Lee bed coal from Alabama.ACKNOWLEDGMENTSGrateful acknowledgment is made to F. This paper describes studies conducted by the Bureau of Mines to achieve its goal of developing methods for increased recovery and utilization of valuable constituents in a wide variety of domestic and industrial wastes, In this particular study, 36 units of obsolete electronic equipment from military aircraft were disassembled into their modular components by hand to determine materials distribution. Further modular disassembly into individual parts was used to identify metal composition. After identifying the metals in some of the more difficult to dismantle modules, similar modules were grouped together, shredded, mechanically separated, and using metal composition data from hand separation, classified along with the hand-separated materials. Although this equipment is normally classified as law-value iron-bearing aluminum, data were obtained that indicated the potential for moderately higher value classification. The electronic units were classified as to precious metals, copper, iron, and aluminum contents, and scrap values were estimated.
