THIS paper discusses testing and quality control of milled asbestos fibre. It has been composed with the intention of: (I) Summarizing past, present and probable future methods of testing and classifying the various grades of commercial asbestos produced by the Quebec asbestos industry. (2) Acquainting those unfamiliar with the methods used for evaluating, testing and controlling the grading and the quality of Quebec chrysotile asbestos fibres with some of the physical and chemical procedures currently used for that purpose. (3) Discussing some of the complications facing the producers, such as variations in the orebody and special requirements of asbestos manufacturers. ( 4) Detailing some of the present quality control methods. SUMMARY OF PAST, PRESENT AND PROBABLE FUTURE TESTING METHODS Past During the first years of production of commercial asbestos in the Province of Quebec, fibre testing and quality control were based principally on dry screen analysis and visual inspection. "The nature of minor element values and impurities are important both in the assessment of new properties and in the continuing improvement of operating plants. Impurity elements are frequently present as fixed solid solution impurities in association with the constituent minerals of a deposit or process streams in a concentrator. This paper uses five case studies to illustrate the application of simple regression analysis to the evaluation of minor element distribution in both operating mines and new deposits using analytical information readily available. This information maybe used to determine opportunities for improvements to the performance of an operating mine, to the economic assessment of anew deposit, or to the subsequent planning of an experimental study.IntroductionThe nature of minor element values and impurities are important, both in the assessment of new properties and in the continuing improvement of operating plants. Minor element values often contribute appreciable incremental revenue to a complex base metal deposit. Examples of valuable elements include precious metals, but may also include elements such as indium and bismuth which can be recovered at a profit by smelters provided with the necessary recovery circuits. During preliminary metallurgical studies of a new property there is usually a strong incentive to maximize the recovery of such valuable by-product elements. For example, the extent to which the by-product gold in a porphyry copper deposit is associated with chalcopyrite rather than pyrite may determine theeconomics of developing a new property.The nature of impurity elements in base metal concentrates is correspondingly important in minimizing the penalties which may be imposed by smelters in the treatment of such concentrates. Penalty elements include silica, dolomite (magnesia), arsenic, antimony, mercury, nickel and cobalt. The mineralogical association of these minor elements determines the ability of the mine to remove them in the concentrating process. This paper discusses means of assessing the mineralogical nature of such impurities without the use of sophisticated micro-analytical techniques."

Introduction To discuss all the technical details of incorporation laws, security laws, underwriting procedures, codes, and ethics-as laid down by varous associations -would be impossible in the time which has been allotted to me. My remarks, therefore, will be made in a very general way and will naturally be coloured with experiences which my firm and I have had. There is a common expression that "money makes the mare go". I hardly have to mention here that the best prospect in the country is of very little value unless its prospects can be developed-and this requires large capital expenditures. The art and problems surrounding the raising of this money is a long and interesting story. Since by its very nature mining is risky, the appraising of its risks in the many phases of its development programme is continuous. Very few men-if any-and very few corporations -if any -can afford to take all the risk of mining. Because of taxation policies-and the very scheme of present-day living -the truth of this statement can be seen throughout the whole industry by a close examination of the records. Since this is so, it is essential that the mechanics of distributing risk on a sound, and equitable basis be known to those engaged in the business and to the investor or spectator who proposes to risk his funds in the industry. Perhaps the greatest stimulant to modern business activities has been the creation of corporate bodies. It is evident, from the number of charters being granted by various jurisdictions, that this method of doing business is becoming more and more important. A limited company -or corporation-can be defined as a fictitious person existing solely in contemplation of the law.

"The Gakara Rare Earth deposit in Burundi (East Africa) is unique for its high grade (e.g., 54.3% TREO on average) and low uranium and thorium levels. The majority of the light rare earth (RE) elements in material from Gakara are contained within the familiar RE minerals bastnaesite and monazite. Extensive metallurgical test work was conducted by SGS Minerals Services on mineral samples collected from the Gakara deposit. Various whole ore hydrometallurgical processing routes were examined in a scoping level test program. Preliminary beneficiation testing was also conducted, though it was determined that only marginal upgrading would be achieved with significant RE losses. Thus a hydrometallurgical process on whole ore was developed to minimize the overall process complexity and achieve maximum RE recovery. Results from the test work will be presented, along with the selected base case flowsheet involving agitated atmospheric sulphation of the RE minerals, RE double sulphate precipitation, caustic conversion, redissolution, and carbonate precipitation. Following the base case flowsheet, a purified cerium free mixed RE carbonate with low levels of radioactive elements was produced.INTRODUCTIONRainbow Rare Earths Limited (Rainbow) is a mining company engaged in the exploration and development of the Gakara rare earth deposit in Burundi; Figure 1 shows the project location. The project is located in the Bujumbura Province and 45 km from the Burundi capital of Bujumbura. Notable for its exceedingly high in-situ grade – 54.3% on average total rare earth oxide (TREO), low uranium and thorium levels and familiar rare earth minerals, bastnaesite and monazite – Gakara is the world’s richest rare earth deposit. The project, a previously operating mine from 1948–1978, has a significant mineral inventory base, a long life of mine, well understood mineralogy, and robust economics. Rainbow is focused on bringing Gakara into production in the near term, ramping up to produce 5,000 t/y of a 54%+ TREO concentrate."

Abstract- Since the 1957 initiation of deposition of mill tailings at the Heath Steele mine, New Brunswick, periodic detailed studies of the tailings geochemistry and mineralogy have been con­ ducted, thereby providing a unique opportunity to examine the geochernical evolution of a sulfide- rich mine-tailings impoundment. When deposited, the tailings contained about 85 wt% sulfide minerals, 1 wt% to 3 wt% carbonate minerals, and 12 wt% to 14 wt% aluminosilicate minerals. Mineralogical examination of samples of the tailings from deep in the impoundment indicates that little oxidation occurred prior to tailings deposition. The mill process-water deposited with the tailings was neutral to slightly basic and contained low concentrations of Cu, Pb, Zn and As. Sampling of the tailings five years after deposition indicated that sulfide-oxidation reactions, occurring near the tailings surface, had decreased the tailings-water pH and increased the concentrations of Fe, SOi-, Cu, Zn and Pb (up to 10 000 mg/L, 25 000 mg/L, 2.5 mg/L, 200 mg/L, and 4.5 mg/L, respectively) . In 1975, ten years after decommissioning, the tailings could be divided into three zones: an upper oxidation zone in which sulfide oxidation is actively occurring, a hardpan layer, 15 cm to 20 cm thick, composed of tailings cemented by secondary Fe minerals, and an underlying reduction zone in which the tailings are relatively tinoxidized (Boorman and Watson, 1976). Chemical analyses indicated the presence of low-pH waters containing very high concentrations of SO42- , Fe, and other metals (up to 63 600 mg/L SO42-, 28 600 mg/L Fe, 10 mg/L Pb, 600 mg/L Cu and 4000 mg/L Zn), suggesting that there was a period of intense sulfide oxidation between five and ten years after tailings deposition. More recent sampling, conducted some 20 years after the end of tailings deposition, indicates that relatively little change has occurred in the last ten years, thereby suggesting that the hardpan layer has provided an impediment to the downward movement of dissolved constituents . Analyses of the tailings solids show increased accumulations of many metals at or near the depth of the hardpan layer. Evaluations of the long-term evolution of the tailings can be enhanced by comparison of descriptions of the tailings with descriptions of the gossan that overlay the massive­ sulfide orebody prior to mining. At Heath Steele, this comparison suggests that many of the mechanisms controlling the distribution of metals in the tailings will probably persist over geologic time.

Bien que la production de fibres d'amiante ait diminue de J 365 779 ten /979 a que!que 700 000 ten 1983, le Quebec n'en demeure pas mains une des principa/es sources d'approvisionnement mondial de ce mineral, la valeur des exportations quebecoises ayant ete de l'ordre de 315 millions de dollars en 1983. Dans la presente contribution, nous passons en revue que!ques-unes des notions mineralogiques sur l'amiante, depuis l'etymologie du mot et les proprietes physico-chimiques du mineral, jusqu'd ses principales utilisations commercia/es et industrielles. Un des deux objectifs principaux de noire article est de definir brievement le contexte geologique regional, la lithologie et /'age des roches ultramafiques serpentinisees et de decrire les principales caracteristiques des gftes de chrysotile qu'elles renferment et qui furent exploites a date dans /es Appa/aches du sud quebecois. Nous concluons en dressant un tableau synoptique de la metallogenie et en soulignant le role preponderant qu 'ont joue /es mouvements tectoniques majeurs, a la jonction des plaques et au sein des feuillets et copeaux de la croute oceanique (lithosphere et manteau superieur), sur la genese des gftes de chrysotile dans les roches ultramafiques serpentinisees, et tout particu!ierement dans celles associees aux series ophiolitiques du Paleozaique inf erieur.

Pressure vessels in hydrometallurgy and many chemical process industries throughout the world require the use of specific lining systems to protect the parent vessel materials from corrosion and/or abrasion. Typically, these lining systems are required for processes that are corrosive and operate at elevated temperatures. Two basic lining system types arc: 1) refractory linings in conjunction with an impervious corrosion resistant membrane, and 2) metal-clad vessels consisting of titanium or other corrosion resistant metal bonded to a carbon steel shell. Operating conditions play a key role in selecting the type of lining system to be utilized for a specific application. Lining systems in turn have an impact on the process vessel size, which ultimately affects the capital cost of the vessel. The capital costs for each type of lining system must be considered for each application, as well as maintenance concerns, quality control, and delivery. It is clear that operating conditions play a key role in the final selection of lining systems utilized for specific projects based on initial capital cost, life-cycle maintenance costs, and overall service life. This paper will examine the fundamentals of each lining system, their inherent technical strengths and weaknesses, and present relative cost comparisons for each lining system as they apply to specific operating conditions and vessel sizes.

THE most useful guide to the role of lime in flotation is the view that the chemistry of any flotation operation is primarily a pattern in relative solubilities. We have the coming together of a number of minerals, reagents, fortuitous salts, water, and oxygen, many of which have not been previously in contact with each other, and every one of which is free, at least to some extent, to abandon old alliances and to form new ones. Of one thing the operator may be sure, and that is that, when equilibrium has been reached, those new chemical combinations will have formed which are the least soluble combinations possible to the environment. The laws of solution govern the operation, which means that relative concentrations are always a factor, and temperature frequently is. What the operator is really doing when he chooses his reagents .in the first place (empirically or otherwise) and works out their? optimum amounts, is to provide an environment in which (1) the least soluble possible compound of the mineral he desires to float is one which is also non-wettable, while at the same time (2) the least soluble compounds possible to the minerals he desires to depress are wettable. Since all metathesis is reversible, perfection is impossible to achieve, and the operator is constantly striving to establish that combination of concentrations which will drive each and every particular reaction as far as possible in the direction he desires it to go, in accordance with the law of molar concentration.

The evaluation of mineral projects involves the identification, mitigation and management of significant uncertainty. Benchmarking is an essential and effective way of increasing confidence and reducing uncertainty associated with input parameters and assumptions. Comprehensive and detailed benchmarking will ensure ?best practice? technologies, methods and systems have been considered and that the appropriate practices can be identified and incorporated into the project. In conjunction with the involvement of experienced industry practitioners, benchmarking is best employed throughout project evaluation to enable early identification of ?errors?, producing more accurate and predictable outcomes. Considerable time and effort is required to gather data and information, which should be benchmarked by the project evaluation team. There is a history of mining projects underperforming, on production, on costs and on return to the investors. The quality of mine plans and feasibility studies, and the quality of the input data is being questioned in many ways. Benchmarking assists sound project evaluation practices, by providing a database of actual results, to validate project inputs and outcomes, ensuring they are realistic and achievable. Benchmarking also provides unbiased, statistical support as the basis for sound investment decision making and ensures well considered decisions are made resulting in a more efficient study process. The evaluation of the quality of projects which are the subject of transactions also benefits from the use of real data obtained from a benchmarking database. Vendors are quick to highlight the benefits of their projects, and conceal the flaws, inflating the value. Buyers will want to quantify the potential of a project through the due diligence process relying on actual results from benchmarking. For the reasons broadly outlined above, benchmarking should be considered as an essential component of effective Project Evaluation.

"Increasing energy costs in mineral processing is making it necessary for tighter controls over various parts of the concentrating process. Continuous monitoring and control of critical process streams can be easily performed by today's many computer systems. Indeed, the list of successful applications of computers to grinding and flotation control continues to grow. The day is rapidly approaching when the use of computers within concentrators for either process control or simply metallurgical accounting will no longer be a luxury, but a necessity. The benefits from such applications far out weight the initial investment.This paper describes the current application of a process control system at Brunswick Mining in north-eastern New Brunswick. Emphasis is placed on the control of a CuPb flotation circuit, and the benefits derived-from this control.No. 12 Cu-Pb Flotation: The complex nature of the Brunswick flotation process has been described else-where. 1,2,3 Four final concentrates are eventually produced, these being a Zn concentrate assaying 53% Zn, a 30% Pb concentrate, a 20% Cu concentrate, and a bulk Pb Zn concentrate assaying 35% Zn and 17% Pb. The Cu concentate, Pb concentrate, and bulk Pb Zn concentrate are all derived from a primary CuPb concentrate assaying 26% Pb, 11% Zn and 1.8% Cu.The No. 12 CuPb circuit produces approximately two thirds of the total primary CuPb concentrate. No. 12 ore, assaying 3.5% Pb, 9% Zn, 0.25% Cu and 100 g/tne silver, is ground in two parallel grinding circuits. Each line uses a 3.2 x 4.2 meter rod mill in closed circuit with two parallel 3.2 x 3.9 meter ball mills. Ball mill and rod mill discharges are classified in two stages of cycloning. The secondary cyclone overflow, or flotation feed, is controlled at 65% passing 37 microns."

In the present investigation flotation was used as a diagnostic to understand the effects of changes to the media during the grinding stage. The observations from flotation for different media are discussed in terms of particle size distribution, water recovery, solid recovery and valuable mineral recovery. The chemical parameters; pH, redox potential (Eh) and dissolved oxygen (DO) levels were measured. A Base Metal Sulphide (BMS) ore was ground under media of different shapes and compositions to determine the effect of different rod/ball material on the flotation performance of the ore. For a given grind (D80 = 75 µm), media shape had no effect on flotation performance of a BMS ore. Different grinding media had significant effect on slurry chemical properties and flotation performance. Mild steel rods (RMMS) produced the highest solids recovery, nickel and pyrrhotite (Po) recovery, with the highest ethylenediaminetetraacetic acid (EDTA) extractable iron and the lowest DO level. Chrome steel balls and stainless steel rods produced the lowest metal recovery, EDTA extractable iron and the highest DO level. A complementary study was conducted to investigate the effect of using different grinding media compositions, viz, ceramic, forged steel, 15% chrome steel, stainless steel and a mixture of stainless steel and 15% chrome steel (50:50) balls were investigated using a Platinum Group Mineral (PGM), UG2 ore. Grinding products of five different media produced the same solids and water recovery, but the grades and recoveries of Platinum Group Elements (PGE) and chromite were different. Grinding products of ceramic media showed the best flotation performance, with the highest PGE recovery and the lowest Cr2O3 recovery. While grinding products of stainless steel balls (SS) produced the lowest PGE recovery and highest Cr2O3 grade and recovery in the concentrates.

"Rock hardness is dependent on the type and quantity of the various mineral constituents of the rock and the bond strength that exists between the mineral grains. As the book “The Complete ISRM Suggested Methods For Rock Characterization, Testing and Monitoring:1974-2006” explains, hardness is a concept of material property. As such, the quantitative measure of hardness depends on the type of the test employed.Among the three types of tests that have been used to measure the hardness of rocks and minerals: 1) indentation tests; 2) dynamic and rebound tests; 3) scratch tests, the authors of this paper chose indentation tests, more specifically the Vickers test, and complementary verified the correlation between the results of the Schmidt sclerometer tests (rebound tests) and the Vickers microhardness tests in a set of the same 9 (nine) granite rocks.The objective of this research was to verif y the correlation of one created index, based on the Vickers test that can be able to represent the rock material hardness. We know that Vickers tests determine the microhardness of individual rock minerals. A pyramidal shaped diamond is applied to the surface with a specified force. The area of the permanent residual deformation divided by the applied force is a measure of the hardness. Using the relative participation of the mineral components of the rock, we established a hardness index denominated EVM (Equivalent Vickers Microhardness).The correlation of the EVM with others strength properties and application parameters like UCS (Uniaxial Compressive Strength) to study sawability of granite blocks have presented very good results. The association of equivalent microhardness with others strength parameters, allowed to find powerful algorithms for analyzes of the rock materials behavior under diversified circumstances, as the sawability of granite blocks, as we can see in Fig. 1.Other very interesting correlations were found as the EVM values and that were obtained by the use of the Schmidt impact hammer for the superficial hardness determination."

"This paper summarizes the main conclusions derived from twenty-two technical presentations made at the 1973 meeting of the Canadian Mineral Processors. Results of two surveys with response from over seventy mines were reported on Canadian milling practice for water re-use and on elimination of cyanide from mill effluents. Water and solution recycle in Canadian mills were detailed for copper, copper-zinc, lead-zinc-copper, nickel-copper, iron and gold mines. Cyanide elimination from mill effluents was reported under current practice and under requirements for further treatment by various other processes. Three recent process equipment entries into Canadian mills have been the on-stream particle analyzer, the new gravity concentration tables for recovery of fine tin and other heavy minerals, and solution-jet slurry equipment for reclaiming ground ore from storage. The principles of operation of this equipment were described along with the practical limitations that were found in their application to mineral processing. Capital costs and milling cost reductions were shown in some operations. Computer control of flotation mill processing was a major item on the program. Four major mining companies outlined their mill process control strategy, computer programs and on-stream analysis equipment. Some capital costs and personnel changes were presented, together with gains in concentrate grade and mill recovery. Recent development work has shown the effect of the type of grinding and of aeration on the recovery of sulphide minerals in flotation. One mining company reported a significant depressing effect on copper sulphide flotation while floating ore ground with mild-steel balls; also, pyrite appeared to be activated in the subsequent zinc flotation step. One company with extensive experience in the application of aeration to copper sulphide flotation showed significant improvement to copper recovery by pre-aeration. Both the effects of grinding and aeration were subject to the constraints of the chemical condition of the ore pulp. The metallurgy of silver recovery by combination grinding - gravity treatment and of gold recovery from a complex gold-sulphide ore were reviewed in two papers on precious metals. The latter paper further described the recovery of gold from the Cottrell collectors and the final disposal of arsenic from the dust collectors."

Measured detonation pressures of "prills and oil" (94/6 ammonium nitrate/fuel oil) and three of the new "slurry" blasting agents are presented and compared with computed, ideal detonation pressures and with detonation pressures expected from the measured detonation velocities. Results seem to show that the peak pressure in the detonation wave in these cases is the Chapman-Jouguet pressure and that no "spike" exists in these detonation waves. The absence of the Zeldovich-von Neumann "spike" is noteworthy in view of the very long reaction zone lengths of these mixtures. The measured detonation pressure of one of the slurry blasting agents (DBA-3") under steel confinement ( 172 kilobars) is shown to be considerably greater than the ideal detonation pressure of 75 per cent gelatin dynamite (p. = 135 kilobars) despite the fact that the detonation was still somewhat non-ideal in "DBA-3," its computed ideal detonation pressure being 180 kb. The popular 94/b AN /FO blasting agent exhibited a detonation pressure of only 13.5 kb in 5" paper tubes, but 37.5 kb in 5"• steel pipe compared with a computed ideal pressure of 40 kb.

CAN PRESENT TRENDS CONTINUE? Can population growth in the world keep going at the average rates of the last few decades, till, say, the year 2000? And beyond? At the same time, can we expect steady increases in mineral consumption per head, all over the world, as the living standards of many nations converge toward the living standards of North America? If they do converge? Does the total fund of world resources extend, with foreseeable techniques, to supplying the consequent demands for metals, non-metallic minerals and energy? Do we have the requisite economic and scientific techniques available to answer these questions? Certainly, we cannot forecast over decades with any certainty. There are many, of course, who seem to believe that by the simple fitting of trends, they can tell us something about the world and resource constraints in the year 2000, twenty-three years from now. It is significant that many studies of this sort have added sustenance to the 'doom-watching' fraternity of commentators. The reason is simple. The extrapolation of exponential trends into the distant future frequently leads to the most astounding and impossible scenarios. Another feature of exponential growth is the suddenness with which certain fixed limits are approached. It took world population two hundreds years to increase by 1/2 a billion, from 1650 to 1850. Yet some U.N. estimates suggest that the net addition to human population will be over 2 billion between now and the end of the century. Thus, the present world population would increase from a little under four thousand million today to rather over six thousand million in the year 2000.

Mining firms in Canada are increasingly incorporating the social and environmental interests of their stakeholders into their projects in an effort to become more sustainable. Such initiatives have included negotiating Impact and Benefit Agreements (IBAs) directly with would-be impacted, often aboriginal, communities near resource developments in the Canadian north. Why does a mining firm take on this extra time-and cost-intensive initiative when governments and regulatory measures are in place to address social and environmental issues? Past research has paid little attention to the corporate rationales for IBAs. Based on document review and interviews with mining executives, this study investigates the rationales of mining firms that ?over-comply? with legislative requirements by negotiating IBAs or similar types of agreements with communities. The results indicate that mining firms increasingly recognize IBAs as an intrinsic part of the permitting process. When queried, executives regularly identified the negotiation of agreements as ?the right thing to do?. While this response could be read in ethical terms, a commercial rationale is also clearly present. By building strong relationships with nearby communities, addressing community concerns, and directing benefits to local people, all of which are explicitly achieved with an IBA, mining firms are maintaining their long-term financial viability, thus their sustainability, within an evolving industry.

IN 1934 Newfoundland, after extravagant operation based on exaggerated ideas of what she had to work with, became bankrupt, ceased to be a self-governing Dominion, and passed into the hands of a Commission. Since the days of Dawson, Canadians have been taught that no country in the world is as rich as their own. This idea has become a religion; contrary views are heresy, and are suppressed even by technical organizations and government departments. Following the alleged habit of the ostrich, we have buried our heads in the sand and have refused to face the facts. This policy of "to have today and to hell with tomorrow" is now bearing fruit. After forty years of operation on the basis of unlimited natural wealth, with resulting over-expansion, wholesale depletion of capital assets, and huge borrowings, we are, now that our wealth has been shown to be very limited, face to face with the status of Newfoundland. Already, in this Province, commission government of bankrupt municipalities is not uncommon. The ostrich is referred to as the most foolish bird in the world. That is not the case-no ostrich ever hid his head in the sand. In the clear air of his home on the South African veldt, an area characterized by low bushes, he is a conspicuous object. When danger approaches, he lowers his head; matches his background, the bushes; and danger passes him by. This leaves the Canadian, with his head still in the sand, to fill the r61e cast for the ostrich. Fortunately, a few Canadians never did get their heads covered; others are getting them out far enough to see what is going on. Their comments are very much to the point. The writer presents a concise summary of eleven recent discoveries made in the Maritime Appalachian area, with suggestions for fur the research. This information may prove helpful to geologists working in other fields and to students contemplating further avenues of research in mining geology and exploration. INTRODUCTION THIS paper is not intended as a research study on the subject, but i. merely a brief review of eleven discoveries that have been made in the Canadian Appalachian area. Furthermore, this is not a critical analysis of the merits of any one geophysical method, but it is an un-prejudiced observation of how these discoveries were actually made and what techniques were apparently most fruitful. Some generalizations are attempted whicl1 may suggest further avenues of research in the field of mining exploration. "The mining and processing of mineral ores is a very old industry which is steeped in tradition. Rising demand for metals has recently forced the exploitation of lower-grade orebodies which require extensive beneficiation. The high capital expenditures involved, together with market pressures for high-quality concentrates and pellets, have forced the development of new process technologies which are heavily dependent on automatic process control. Development of suitable instrumentation has been rapid and it is being applied to mining processes today with a high degree of sophistication. The drive for higher efficiency and profitability goes on and has reached a level at which modern digital computers appear to be the only answer. However, the efficient application of a digital process computer is extremely complicated and is therefore approached by the mining industry with considerable hesitation.Some of the benefits promised by the digital computer can be obtained today by other means, which are more manageable and can provide immediate payoff. The result would be a building-block system which would utilize the digital process computer as its final component, to perform true plant optimization, free from routine chores."
