"A SHORT WHILE AGO I enquired about The Mining Society of Nova Scotia. In all honesty I was apprehensive about addressing such a body if it was highly geared to the technical aspects of discovering and obtaining mineral resources. I was told that this would not be the case. Rather, there would likely be in attendance a broad cross section of people from business, industry and government and from across Canada and the U.S.A. Thus there would be an interest in a free-wheeling discussion of the prospects for industrial development in Cape Breton. Accordingly - being one who hates to miss an opportunity - I intend to exploit the invitation of your executive by being, over the next short while, frankly promotional. I would like to talk about what I consider to be some of the most important attributes of Cape Breton for industrial development and identify some of those prospects. Secondly, I will quickly review some of the things the Cape Breton Development Corporation is doing these days to stimulate some of that industrial development."

"The new smelting process commenced operation in 1978. The pelletizing and sinter plants were replaced with slurry-fed roasters and the blast furnaces with electric furnaces. The existing converter aisle and matte handling facilities remained unchanged.Process DescriptionNickel-copper concentrate is partially roasted in two slurry-fed fluid bed roasters. After gas cleaning, the sulphur dioxide gas is transferred to the acid plant. The roaster product is conveyed to two electric furnaces for smelting to produce a waste slag and furnace matte. The slag goes to the disposal area and furnace matte containing the metal values is processed in the converters for further removal of iron and sulphur.The final matte containing about 75 per cent metal values is shipped to the refinery in Norway.The commercial smelter was designed for 2135 tonnes per day of concentrate, with an availability of 85% . Roasters and electric furnaces were sized at 117 per cent of design, or 1250 tonnes per day on each of two lines. Concentrate storage capacity in the plant is sufficient for two to three days' plant operation.The new smelting process will be discussed under the following headings:Concentrate Slurry HandlingFeed PreparationRoaster OperationRoaster Gas CleaningCalcine TransferElectric Furnace Operation and Process Control Converting and Matte HandlingUnder these headings, process control , equipment changes, and plant performance after three years' operation is reviewed. At both the international and country level, the issue of how the mining sector and indigenous populations should engage on issues of mutual interest or concern has emerged as one of central importance and controversy; involving the mining industry, Aboriginal communities, governments, the courts, and other stakeholders. At its heart, stakeholder engagement is an ethical issue, although it manifests itself in international instruments, domestic laws, industry guidance and agreements. At the international level, the concept of ?free, prior and informed consent? (FPIC), while not subject to widespread agreement on the finer details of evolving definitions, seems to be emerging as an increasingly recognized engagement norm. Within Canada, through a series of decisions, the Supreme Court of Canada (SCC) has articulated a fiduciary obligation of the Crown to consult with and accommodate impacted Aboriginal groups on resource management issues. Provincial governments have been variously attempting to adjust their resource management regimes to stay in alignment with SCC and lower court decisions. Mining sector organizations, working with First Nations partners, have developed agreements to work together for mutual benefit. At the individual mine and community level, there have been instances of constructive engagement, as well situations of physical resistance and legal challenges. The purpose of this paper is to examine the potential impact of new rules under the Ontario Mining Act introduced in 2012 and taking full effect in 2013, which amongst other procedural specifications, addresses the issue of mining industry-Aboriginal consultation in exploration and development activities. Leading up to the passage of the regulations, representatives from some junior mineral exploration companies have been highly critical of the new rules. Similarly, there have been a range of responses to the new rules from some in the First Nations community. The paper will review the regulation in terms of its apparent alignment with SCC decisions and the international norm, compare the regulations with existing mining sector organization guidance documents, and it will draw on the stated perspectives and commentaries of First Nations communities, mining firms, governments, nongovernmental organizations, and others. Building on the foregoing, the paper will provide a preliminary analysis of the perspectives and potential impacts of the new regulation on various stakeholders, and on that basis, possible avenues for further consideration will be suggested.

"Copper and cadmium are removed from the zinc sulphate solution in primary purification by cementation reaction followed by filtration. The solids are sent to the cake leach section where zinc and cadmium are recovered from the copper rich slurry. The copper solids from cake leach are filtered, bagged and sold. In order to achieve a lower cadmium copper cake, an altered process flow is suggested. It is proposed the primary purification be split into two steps for individual removal of copper and cadmium. INTRODUCTIONCopper cake is a product of primary purification, also known as copper and cadmium removal. Copper and cadmium are removed by cementation reaction in four stirred reaction tanks. The slurry is then filtered through Shriver manual plate and frame presses with the solution advancing to the next stage of purification, hot zinc purification (HZP). The solids from primary purification are further processed at the cake leach section where zinc and cadmium are separated from the copper rich slurry. Cadmium and zinc are dissolved in the cold cake leach tanks using spent electrolyte. Cadmium is recovered from this cadmium rich solution by cadmium sponging, leaching and electro-winning circuits. The residue from this cold leach step is further leached using spent electrolyte at a temperature of 85°C. The copper rich solids from hot cake leach are filtered on a drum filter and bagged in 1 ton bulk bags for shipping to buyers.Current assays of copper cake are shown in Table 1. The goal is to produce a copper cake product that is below 0.5% cadmium."

"The Mount Milligan mine, located in central British Columbia, began operation in September 2013 with a design nameplate capacity of 62,500 dry metric tonnes per day, using a conventional SABC grinding circuit followed by bulk sulphide flotation. Over the last few years, many changes have been implemented in order to debottleneck and optimize the comminution circuit to meet and exceed the nameplate design capacity as well as improve the metal recovery of the flotation circuit. This paper discusses changes, grouped into mechanical modifications, projects, and operational changes. The implementation of these changes as well as ongoing challenges and potential solutions will also be discussed.INTRODUCTION The Mount Milligan mine began production in the fall of 2013. It is a conventional truck-shovel open pit gold and copper mine and concentrator with a 62,500 tpd design capacity copper-gold flotation processing plant. The average head grades for the life of mine are 0.18% Cu and 0.39 g/t Au. At full capacity, the mine produces an average 400 dry tonnes per day of copper-gold concentrate containing approximately 21.5% Cu and 50-60 g/t Au. Current mine life is 21 years. This paper will discuss a selection of the operational, engineering, and administrative changes that have been made at the site since the publication of An Update on Reaching Nameplate Throughput and Continuous Improvement at Mount Milligan (Yue, 2017). PLANT FLOWSHEET CONFIGURATION Run-of-mine ore is crushed through a 60-110 gyratory crusher to a top size of seven inches. Up to 100% of the gyratory crusher product is diverted to the secondary crushing circuit by a moveable gate. The material diverted to the secondary crushing circuit is fed to a vibrating double-deck screen. The screen oversize is placed on a surge pile and reclaimed by four vibrating feeders to feed two 1250 kW standard head cone crushers in open circuit. The screen undersize is combined with the crusher discharge and returns to the conveyor feeding the coarse ore stockpile along with primary crusher product that by-passes the diverter gate."

The following paper deals with some of the aspects of the law as it relates to the oil and gas industry in the Province of Alberta, but it should be stated here that consideration of this large subject will be confined to discussion of only those laws, rules, and regulations which affect actual exploratory operations. The paper will not touch on those branches of the law which deal with such matters as income tax, customs, and other kind red subjects which are of a highly technical nature and which are more properly the field of the specialist. Generally speaking, any system of law consists of certain major components. There must be, firstly, a national authority capable of ensuring the existence of the state itself and of maintaining the stability and continuity of its institutions; secondly, a philosophy of government covering the relationship of the state to the individual and of the individuals to one another; thirdly, a body of law to effect the purposes of the philosophical principles; and, fourthly, a judiciary to arbitrate any disputes that may arise from such relationships. All of these components and the system itself are, of course, subject to a varying degree of modification with the changing times and with the influence upon them of other systems of law. Now. while it is true to say that all systems of law comprise these similar basic features, it is apparent that the end result of any two systems of law in their impact upon the individual may be quite different.

The surface roughness of unfilled rock discontinuities has a major influence on the deformational and hydraulic behaviour of discontinuous rock masses. Although it is widely recognized that surface roughness is comprised of a large-scale (waviness) and small-scale (unevenness) components, most investigations of surface roughness have been restricted to small fracture surfaces (< 1m2). Hence, the influences of the large-scale components of roughness are often neglected. Furthermore, these investigations typically focus on analyzing roughness in terms of two-dimensional profiles rather than the complete three-dimensional geometry, which can lead to potentially biased estimates of roughness. This contribution demonstrates the use of a new optical digital measurement system, based on the principle of triangulation, to digitize a large-scale natural rock discontinuity surface at both outcrop-scale (~6m x 2m) and lab-scale (~100mm x 100mm). Subsequently, the digitized surfaces are systematically analyzed using the three-dimensional roughness methodology proposed by Grasselli to investigate the dependency of roughness on sample window size and measurement resolution.

"The evolution of mining methods at Brunswick Mining and Smelting shows that, in the case of a large deposit, technology must adapt itself to changing conditions. As problems are encountered, management must modify their approach if they hope to meet production quotas. This search for new and better ways started with the opening of the No. 12 orebody and is still going on today.From large-scale open stoping, the Brunswick Mining and Smelting operation went to transversal cut-and-fill, then to longitudinal cut-and-fill, which is the main mining method now employed. However, to solve certain problems experimenting with Avoca methods was initiated. Rebar grouting and prepinning have also made significant contributions toward securing relatively poor ground in the hanging wall and holding badly fractured backs in wide stoping areas. Introduction In 1952, M.J. Boylen had incorporated Brunswick Mining and Smelting Corporation Limited to develop his recently found No.6 and No. 12 orebodies near Bathurst, New Brunswick. Between 1953 and 1957, St. Joseph Lead Company was brought in to try and initiate mining . During those years, St. Joseph Lead sunk two shafts at No. 12-No. 1 to 425 feet below surface and No.2 to 982 feet. They also developed the 200 and 350 levels to sample the ore at depth and operated a 100-tpd pilot plant at the No.6 mine. However, due to low recoveries and depressed metal prices. the project was shut down in 1957.A group including M.J. Boylen. K.C. Irving. Maritime Mining Corporation and Patino Corporation reacquired the property from St. Joseph Lead Company in 1961. New financing was arranged involving La Societe Generale des Minerais, S.A . of Belgium and Engineering Consultants Limited of Saint John. New Brunswick. During the years 1962 and 1963, construction of surface and underground facilities progressed rapidly."

Iron ore fines are by-products of iron ore mining operations. Unlike iron ore lumps, fines cannot directly be used in conventional iron making processes, and consequently large quantities accumulate around the world. Pelletizing and sintering can be used to convert iron ore fines into agglomerates or briquettes for processing with lump ore, but these techniques are energy intensive and produce greenhouse gases. This research investigated the extraction of iron from iron ore fines using acetylacetone (a ß-diketone) as an environmentally friendly alternative process for fines utilization. A 2k factorial experiment design was used to identify the significant extraction variables. It was found that the reaction temperature and solid to liquid ratio had significant effects on the extraction process. The extraction kinetics were studied at different temperatures and the highest iron extraction (97 %) was obtained after 48 hours at 413 K and 0.025:1 (g:mL) solid to liquid ratio for a particle size range of +106 to -150 µm. The extraction products were easily separated from the unreacted acetylacetone by flash distillation and iron(III) acetylacetonate crystals were recovered. An economic evaluation showed that selling the crystals was profitable. Alternatively, the crystals can be reduced with hydrogen to iron particles and acetylacetone (for reuse).

"Crucial to the implementation of new computer-based information systems at Sudbury Operations of Falconbridge Limited was a data communications network that would take computing power to the various mine and plant sites. Falconbridge required a capability to provide on-line data entry, inquiry, and reporting capabilities in three geographical areas, six mines, two mills, a smelter, approximately fifty shops, seven warehouses and numerous administrative offices throughout the Sudbury basin.Conventional cabling methods were rejected based on the projected cost of installation of necessary cables; lack of flexibility to meet the changing requirements of the mine environment; and the risk of losing service to an entire area depending on solitary communication lines.Instead, Falconbridge selected and installed a Data Carrier System (DCS) and Packet Switching Communication System from Teltone Limited, Markham, Ontario. This combined system ""piggy-backs"" computer data over voice-grade twisted pair wire, bringing data to the associated PBX equipment. From there data packets are assembled and routed to the central computer site where they are disassembled for entry into the host machine.Falconbridge has been successful in using existing technology to solve communications problems in a difficult environment. Plans for the future of this network will increase its utilization for technical and real time data communications in addition to the business systems workload it now handles. The Computer Services group in Sudbury is confident that the data highway will handle communications traffic well into the future.IntroductionIn late 1984, the Sudbury Operations of Falconbridge Limited undertook a review of their existing business computer systems. The results of this review indicated that there was an opportunity to improve the timeliness and quality of information coming from the existing computer-based systems while achieving an investment payback by undertaking the project. The greatest benefits from this project would be achieved if the computing tools could be delivered to the employees that were the day-to-day users of the data. Falconbridge&apos;s existing business systems were oriented to the batch mode of processing. An alternative solution to using the existing programs had to be found."

"In response to mine head grades declining and orebodies becoming more complex, Glencore Technology has developed an alternative method for recovering economic minerals once leached into solution, rather than relying on conventional flowsheet options. The method involves the precipitation and separation of base metals from solution with limestone or lime. The final grade of these precipitate is not usually high enough to attract favourable terms of sale due to dilution from gypsum and sulphate salts. A set of operating conditions have been developed to allow the separation of the base metal precipitate from gypsum by exploiting the difference in particle size. A high-grade oxide product can be easily separated from the gypsum stream at very low cost. This process was originally developed by Glencore for zinc and copper systems. This paper reports on the successful application to nickel and cobalt, and this process has significant advantages over the incumbent precipitation process utilising magnesia.INTRODUCTION During evaluation of transitional and oxide zinc ore deposits during the 1990’s, Noranda Inc. (now Glencore) developed a sulphate based ore leach process to extract zinc into solution. For flowsheet development, conventional schemes dictated that once the zinc was dissolved in an acidified solution it was recovered by means of purification or solvent extraction followed by electrowinning and casting to produce zinc ingots. The deposits Noranda evaluated were high grade but had a relatively short mine life (10 years) and economic analysis showed that the projects couldn’t sustain the investment of a full zinc refinery. Compounding this problem was the lack of power supply infrastructure and the high power cost in the region. Noranda then evaluated alternative means of recovering zinc from solution. Laboratory testwork showed that a high-grade zinc precipitate (+50 wt% Zn) could be produced as an oxide, carbonate or sulphide by contacting acidified zinc sulphate solution with a number of reagents including soda ash, sodium hydroxide, and sodium hydrogen sulphide. Economic evaluation showed that the cost of the reagents are prohibitive, especially when the final product is still a metal intermediate (ZnO, ZnCO3 or ZnS). Noranda then continued to focus on fine zinc oxide precipitation for supply into the automotive tyre industry as this product would attract favourable terms of sale as a premium on Special High Grade (SHG) zinc."

Based on the mineralogical characteristics and mineral processing techniques required, gold ores can be classified into 12 types, including gold placers, quartz vein-lode ores, oxidized ores, silver-rich ores, iron oxide copper gold ores, porphyry copper gold ores, iron sulphide ores, arsenic sulphide ores, antimony sulphide ores, bismuth sulphide ores, telluride ores and carbonaceous sulphide ores. The bulk mineralogy and gold deportment of each ore type is different and may have a significant impact on ore processing and metal extraction. This paper summarizes the bulk mineralogy and gold deportment in some major types of gold ores and discusses the potential impact of gold deportment on gold metallurgy.

"Investors in flow-through shares are going to need an expanded road map to find their way through a growing maze of tax rules affecting such shares. At the end of 1985, no fewer than three new sets of important tax amendments were tabled which could have a significant effect on flow-through share issues. This proposed legislation is discussed this month in Tax Notes.IntroductionIn a flurry of legislative activity at the end of 1985, the federal government tabled legislation which includes the introduction of new rules which will have a notable effect on investors in flow-through shares and on companies that issue such shares.First, on November 26, 1985, Bill C-84, the legislation to implement most of the changes announced in the May budget, was introduced in Parliament. This legislation includes the rules for the $500,000 capital gains exemption, a matter of considerable interest to flow through share investors.Next, on December 2, 1985, the government tabled a Notice of Ways and Means Motion which would extend the time horizon for spending flow-through share funds to include the 60-day period following the calendar year. But all news was not good news. On December 4 the government released its proposals for a minimum personal income tax, which would include rules that would catch an investor&apos;s CEE expenses and capital gains."

"There has been a number of new developments in British Columbia&apos;s industrial minerals field over the past few years. Several new industrial operations were started to diversify the line of British Columbia mineral production by magnesite, perlite and fuller&apos;s earth. Industry activities and geological projects have identified occurrences of rare earth minerals, niobium, kaoline, fireclay and zeolites. The Geological Survey Branch significantly improved its database on industrial minerals. New geological concepts based on recent work are opening a number of new opportunities f or further industrial minerals&apos; exploration and development in British Columbia.IntroductionTraditionally, the value of industrial minerals produced in British Columbia in any given year comprises between 100/0and 15% of the combined value of minerals, coal, petroleum and natural gas. Over the years a wide variety of industrial minerals has been produced , often with different levels of marketings success. For some products, such as dimension stone and clay or shale products, initial strong demand gradually dissipated; for others such as asbestos and magnesite, new discoveries or new industrial activities created demand and new markets . In some cases, such as fluorite , talc, pyrophyllite and perlite, wider use has been prevented by small size, poor quality or remote location of the deposits. Also, British Columbia , with 2.6 million inhabitant s, provides only a limited market and the industry therefore has to look beyond provincial borders."

Ammonium carbamate has been used as a reagent for the leaching of copper from the copper oxide ore found in the Honghe state, Yunnan province, China. In order to find the optimal conditions for the leaching of copper from this copper oxide ore,the effects of several processing parameters, including the concentration, time, temperature, particle size and stirring intensity have been investigated. The results of these optimization experiments showed that the leaching rate of copper reached up to 72.76% under the following conditions: liquid-to-solid ratio of 10:1, ammonium carbamate concentration of 2.5mol/L, leaching temperature of 45 °C, stirring speed of 300rpm, a reaction time of 1.5 h and 85% by weight thereof passes through a sieve having 0.074 mm.

La Bolivie possède tout pour réussir. Son vaste territoire de plus d&apos;un million de km2 et qui occupe une position stratégique au coeur du continent sud-américain recèle des ressources naturelles (forêts, minéraux, gaz naturel, etc) variées et abondantes. Elle a une frontière avec pas moins de 5 pays dont le géant que constitue le Brésil ainsi qu&apos;avec l&apos;Argentine, l&apos;autre puissance régionale. Pourtant, malgré tous ces atouts, la Bolivie demeure l&apos;un des pays les plus pauvres du continent. Ce paradoxe n&apos;est nulle part mieux reflété que dans le secteur minier. Celui-ci fait face à une situation de crise en dépit d&apos;une tradition minière de plus de quatre siècles et d&apos;un potentiel géologique indiscutable ayant conduit à la découverte et à l&apos;exploitation de fabuleux gisements d&apos;argent et d&apos;étain. Les habitants des districts miniers vivent dans des conditions de pauvreté extrême et les indicateurs de développement humain de ces régions sont parmi les plus bas en Amérique du Sud. La Bolivie réussit difficilement à attirer les compagnies minières alors que, chez les voisins, et particulièrement en Argentine, qui n&apos;a pas de tradition minière, les investissements miniers majeurs affluent. Dans cette conférence, nous chercherons à expliquer les causes de cette situation et proposerons des solutions possibles.

"Abstract - The Izok Zn-Cu-Pb-Ag volcanogenic massive sulfide deposit is located 265 km south of Kugluktuk (Coppermine), Nunavut Territory, Canada, in the west-central Slave structural province. The Izok deposit is owned 100% by Inmet Mining Corporation and represents one of the largest undeveloped zinc-copper resources in North America. The Izok deposit is hosted within and near the top of a thick sequence of predominantly felsic pyroclastic rocks of late Archean age. The hanging-wall stratigraphy includes additional felsic volcaniclastic rocks, andesitic and basaltic flows, thin sulfide-rich iron formations, and turbiditic sedimentary rocks. The felsic volcanic rocks are intruded by intermediate dikes and sills, followed by gabbroic dikes and sills. Both intrusive suites are interpreted to be volcanic feeders to the overlying flows. All lithologies are subsequently cut by younger, irregular, granitic pegmatite and diabase dikes. The volcanic and sedimentary rocks are regionally metamorphosed to pyroxene hornfels grade. The massive sulfides occur within a large (kilometer-scale) Na-depleted sericitic alteration zone. The immediate footwall and hanging-wall rocks to the deposit are characterized by zones of muscovite- biotite-sillimanite, lesser chlorite-biotite-cordierite, and locally intense silicification and sodium metasomatism. All lithologies have been affected by younger Ca-metasomatism. As currently defined, the Izok deposit comprises a cluster of five complexly zoned composite lenses: the Northwest, North, Central West, Central East, and Inukshuk lenses. The first four lenses are amenable to open-pit mining, whereas the Inukshuk lens will require underground development. The total indicated mineral resource presently stands at 16.5 million tonnes with a grade of 2.2% Cu, 11.4% Zn, 1.1% Pb, and 60 g/t Ag. Inmet Mining Corporation is presently reviewing the economic feasibility of developing the property."

High-pressure acid leaching (HPAL) of nickel laterites has received considerable attention in recent years. High paymetals extraction, good selectivity, and advances in pressure hydrometallurgical technology are some of the reasons for this interest. Falconbridge Limited (Sudbury. Ontario) investigated the HPAL process using both fresh water and seawater for ore processing. The use of seawater resulted in a chloride concentration of 7.8 g/L in the autoclave feed. A test program was developed to study the effect of process water and leach temperature on the leaching behaviour of different ore compositions from the Koniambo deposit in New Caledonia. The work showed that salinity has a major effect on autoclave chemistry. This paper explores the results.

"Dynamic characteristics of frozen soil is important for the safe, effective and rapid construction in cold regions and artificially frozen engineering. In this paper, dynamic characteristics of frozen clay with various low temperature and different strain rate were studied by using Split Hopkinson Pressure Bar (SHPB) test and numerical simulation test. Variation of dynamical parameters and dynamic stress-strain curves of frozen clay were obtained and analyzed. The results of these test show that: Frozen clay exhibits temperature effect and strain rate effect that the failure type tends from plastic failure to brittle failure with the increase of strain rate or decrease of temperature; Under impact loading, frozen clay exhibits three typical dynamic stress-strain curves as strain rate increases, and the maximum strain of frozen clay only linear increases with strain rate.INTRODUCTIONArtificial freezing technology has been widely used in the construction of underground engineering, such as the coal mine shaft, the deep foundation pit, the urban metro and subsea tunnel, etc. Research on dynamic mechanical behavior of artificial frozen soil will provide supports for these artificially frozen engineering (Xu et al. 1998; Ma 2009). However, the dynamic mechanical research on frozen soil is mainly carried out at low frequencies or small amplitudes of the waves, behavior of frozen soil under impact loads or high strain rate loads has not been made clear."

The Shortage of Mining and Metallurgical Engineers I N many parts of the Western World attention has recently been drawn to the acute shortage of mining and metallurgical engineers produced by the universities. Naturally, the reasons for this shortage have been discussed, and various remedies for it have been proposed. In this paper, I want to examine some of them. It is now fairly generally ac-cepted among mining men that the easy attractions of modern urban life have left the career of mining in the metaphorical as well as in the literal backwoods. The industry finds it increasingly difficult to recruit adventurous and intelligent young men; for such men now seek their intellectual, if not physical, adventure in more glamorous occupations from a safe social base in suburbia.
