Uranium exploration was commenced in 1973 and carried out at a regional scale over a wide area of the northern part of the Camarvon Basin of Western Australia by Minatome Australia Pty Limited and their joint-venture partners. As a result, pervasive uranium mineralization has been found in the Cretaceous sandstones near Manyingee Hills in the Onslow Region, which were probably deposited in a near-shore, fluvia deltaic palaeo-environment.Mineralization is generally found in poorly sorted argillaceous sandstones and siltstones near redox fronts formed by oxidizing waters circulating in reduced sediments. The principal minerals found in the two Manyingee deposits delineated so far are coffinite, uraninite with associated pyrite in the reduced zones, and phosphuranylite, siderite and limonite in the oxidized zones. The presence of dissolved uranium in the superficial aquifers, of secondary uranium minerals as coatings on granitic rocks, and of recent uranium-bearing calcrete sediments, suggest that the whole Cretaceous-Precambrian system has been subjected to the formation ofroll-front type uranium deposits since the Cretaceous. Continuing exploration is locating additional uranium occurrences. The deposits outlined so far are being evaluated for their amenability to in situ leaching tests planned for 1982-1983.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

Cliffs Natural Resources Pty Ltd (CNR) operates iron ore mines in the Koolyanobbing region of Western Australia, about 50 km north of the town of Southern Cross. Ore is trucked from three geographically isolated sources to the crusher at Koolyanobbing, where it is blended before and during crushing. Lump and fines products are produced and railed to Esperance for ship loading and export to Asian customers. CNR is examining alternative processing paths, from mining to ship loading, with the aim of improving efficiency and reducing costs. Modifications to the system must be consistent with potential future expansions and maintain the low inter-shipment grade variability on which CNR prides itself and has built a strong relationship with its customers. In searching for the optimum process design, many options from mine face to ship loading must be evaluated and compared. Pilot plant studies are infeasible, while complex mineralogical interactions, competing goals and numerous possible system configurations limit the applicability of theoretical analysis. It was therefore concluded that simulation modeling would provide the confidence to take the next step into production trials. This paper describes techniques applied at CNR to simulate grade variability resulting from potential process design changes. The simulation models are easily run Excel-based modules, with each module representing a different part of the process. The modules use extensive Visual Basic macros driven by Excel's user-friendly interfaces. Presentation of the results is enhanced by Excel's excellent graphical capabilities. The simulation software stores and graphically presents time-stamped data from a run, enabling detailed analysis of different process configurations. Final success of a simulation run is measured by inter-shipment variability (standard deviation and process capability) and in-process ore tonnages. Meaningful results from the simulations require the initial input data contain the same correlations present in the real production environment, between the mineral components, production linkages and across time. The data also have to allow simulation of potential changes to mining method and introduction of new pits into the blend. Mining data from the real operations under study are therefore used, with average grades and variability adjusted to match potential future development proposals. It is also necessary to filter out medium and long-term variations from the production data as this variability is best controlled through the conventional medium to long-term mine planning process, not by the process design being studied. The filtering was carried out using a Fourier transform technique, which is described.

Mining at Waihi on the Martha Hill commenced in 1878 and between 1892 and 1953 produced 35 million ounces of bullion from some 13.5 million short tons of ore from 40 named quartz reefs. The general geology of the ore is recorded in detail with differing interpretations by Bell and Fraser (1912) and Morgan (1924). The reefs and stringers have formed by fissure filling and replacement in mainly quartz andesite dacite flows within the Waihi 'Graben'. The host rocks are extensively propylitised with intense alteration forming zones of kaolin adjacent to the main reefs.

GENERALTHE coal deposit, where it is being worked, consists of a bed of brown coal varying in thickness from 120 ft. to 200 ft., covered by an overburden of clay, drift, loam, etc., of a thickness of 22 ft. to 40 ft., and averaging 28 ft.The overburden is first entirely removed from the coal, and then the coal is excavated by. large revolving shovels which work at the bottom of the hole or open cut in the coal and deliver it in shovel bucketfuls to the transport system. The shovels owned by the Commission and available for this coal excavation are two Bucyrus steam revolving shovels, one being type 150B, weighing 150 tons, having a 21-cub. yd. bucket, and capable of digging a 47-ft. face; and the other being type 175B, weighing200 tons, having a 31-cub. yd. bucket, and capable of digging a 61-ft. face.In addition to these two steam shovels, the Commission has recently obtained a No. 250 Ruston electric revolving shovel weighing 340 tons, and having a bucket of 10 cub. yd. capacity, and capable of digging a 75-ft. face. When this electric shovel has been erected it will replace the steam shovels on the coal excavation, and the permanent transport system has been designed to take delivery of the coal from its bucket.The duty to be performed by the transport system is to take the coal from the shovels, elevate it out of the open cut, transport it to the screening house, deliver it iuto the hoppers at the top of this building, then to take the coal after it has passed over the screens and distribute the required grades to the power house and to the briquetting plant.

Up to 19 chemical parameters were studied in flotation pulps in six Australian lead-zinc concentrators with the aim of obtaining a better understanding of the nature of, and changes in, the chemical environment. This paperdiscusses collector residuals, metal concentrations in solution, and other parameters.Collectors used in the plants studied were various xanthates, Z-200, and Aerofloats. Xanthate residuals varied in different ways in most plants. However the general trend was for residuals to be at the O· 5-2 p.p.m. level in lead flotation and O· 5 p.p.m. or less in zinc flotation.Aerofloat residuals were also variable but in the plant concerned were at a much higher level (8-10 p.p.m.) than xanthate residuals. Z-200 residuals were in the 10-20 p.p.m. range and it was found that the Z-200 added to zinc flotation was reporting in dam return water and entering lead flotation.Copper concentrations in solution were negligibly low in those plants where cyanide was not used. When cyanide was used, copper was at the 5-20 p.p.m. level and appeared to be present as Cu(CN)-2. However the hiocyanatepresent may be important. Xanthate was also present in these solutions.Zinc concentrations ranged from 0·1 to 800 p.p.m. in different plants. The general trend was for the zinc level to be highest in the grinding circuit and to drop during flotation. However there was always an increase in zinc concentration when copper sulphate was added, even tho.ugh this incre.ase was not permanent, and the increase was greater with higher copper sulphate additions.The manganese concentration also increased appreciably during copper-activation of marmatite. In some plants lead concentrations increased from 0·1 to 1 p.p.m. during activation of marmatite.Calcium concentrations (20-1200 p.p.m.) and magnesium concentrations (10-600 p.p.m.) tended to be fairly stable in each circuit.

The quartz-cassiterite-wolfram veins at the Aberfoyle Tin Mine, north-eastern Tasmania, form a sheeted zone about 200 ft. wide and 1,600 ft. long in slightly contact metamorphosed shales, slates and greywackes, and are associated with a cupola of aplitic granite whose top is about 1,050 ft. below the present surface. Economic mineralization persists from the surface down to a vertical depth of 1,050 ft. to 1,100 ft., dying away in the vicinity of the cupola. Down to the 9-level there is a progressive increase in wolfram content of the veins, and a decline in cassiterite content, with increasing depth.The veins are banded or zoned, with a seivedge of muscovite on the wall. Cassiterite, wolfram and sphalerite occur inside the selvedges, projecting into a core of quartz of varying width. Other sulphides form the central part of some narrow veins, or occur as clots in the quartz. The general sequence of deposition of the ore minerals was: (1) cassiterite, wolfram; (2) arsenopyrite, pyrite, molybdenite; (3) pyrrhotite (in part); (4) blende-group minerals-chalcopyrite, sphalerite, stannite, pyrrhotite (in part)-as solid solutions; (5) galena, tetrahedrite, matildite, native bismuth, scheelite; (6) marcasite and secondary pyrite, magnetite and hematite. The sequence of deposition of the gangue minerals was: (1) fluorine-bearing minerals-muscovite topaz, apatite, triplite, fluorite-more or less contemporaneous with the cassiterite and wolfram;' (2) quartz-contemporaneous with the earlier sulphides; (3) carbonates--contemporaneous with the later sulphides. The stages overlapped somewhat.The composition of the sphalerite and heat treatment experiments with the solid solutions indicate that the blende-group sulphides were deposited at about 6000 C., and cooled rapidly, so that unmixing of the solid solutions was arrested. This accords with the likelihood that the country rock temperature was not above 2000 C. Annealing experiments at between 3500 C. and 6000 C. led to further precipitation from solid solution at the lower temperatures, and to significant segregation by solid diffusion within, a week, indicating that both deposition and cooling of the ore were rapid processes-completed in a matter of days. Across the life-of-mine, water is both an essential commodity to mining, and one of the most significant hazards. In Australia, a land of drought and floods, availability of water is a critical strategic risk for mine sites and neighbouring stakeholders, with both insufficient water leading to curtailed operations and contested space, and extreme water closing operations through flooding of mine sites, transportation infrastructure and unplanned regulatory restrictions. In addition to these major strategic risks, water must be addressed in operational risk management activities in many different ways.This paper develops a set of categories for classification of water risks based on academic papers from the water in mining literature. These categories are applied to media content analysis of articles in International Longwall News (ILN) (an online coal industry news site) obtained with the search terms ‘water’, ‘rain’ and ‘flood’. Identified risks are discussed within the context of the life-of-mine. The paper uses these same categories to analyse the treatment of water risks in a new coal industry risk management body of knowledge called RISKGATE (http://www.riskgate.org, Minerals Industry Safety and Health Centre, The University of Queensland). The discussion of water risks in both INL and RISKGATE is compared and contrasted to pinpoint opportunities (and a roadmap) for further development of a specific RISKGATE water module for site-based operations. The paper outlines the development of a solvent extraction process for the recovery of scandium, yttrium, thorium, and heavy lanthanides from waste sulphate liquor at the Port Pirie uranium treatment plant. A summary is given of known solvents for these elements, including the recently developed alkyl-phosphoric acid esters which are applicable to sulphate solutions.A kerosene solution of di- (2'-ethylhexyl) phosphoric acid (EHPA) has been suggested by some workers as a suitable solvent for fractionation of the lanthanides. Experimental work with this solvent showed that it could be used for initial recovery of the above elements from low concentrations in the complex sulphate liquor. In particular, scandium could be recovered as a high grade product by extraction with 0·lM EHPA, followed by a purification strip with 9N sulphuric acid, and final stripping of scandium with sodium hydroxide solution.To enable alkaline stripping to be used successfully, the kerosene solution of the reagent was modified by the addition of a small proportion of nonanol. Experimental work included laboratory scale batch tests and small pilot scale continuous tests.A proposed extension of the process for the separate recovery of individual heavy lanthanides, yttrium, and thorium is described.INTRODUCTIONAt the Port Pirie uranium treatment plant of the South Australian Government, large volumes of "barren liquor", free from 'uranium, are at present run to waste. Electroslag remelting is widely used to produce various special steels, mainly because of its ability to provide high cleanliness and excellent homogeneity of ingot. Undoubtedly an optimal slag plays a key role in removing inclusions and enhancing the mechanical properties of a specific special steel. In order to improve the metallurgical performance of the slag in electroslag refining of die steel, a variety of slags have already been developed using traditional trial-and-error methods. Nonetheless, these slags may not be inherently optimal for the specific requirements of actual die steel refining processes. In this work, we have designed a CaF2-CaO-Al2O3-SiO2-MgO quinary slag system using genetic algorithms method aiming to remove the existing large size inclusions (D and Ds type) in high quality die steel. The comprehensive effects of five components (CaF2, CaO, Al2O3, SiO2 and MgO) were studied based on existing fundamental theory. The slag composition was screened considering the parameters such as melting point, electrical conductivity, calcium ion concentration, and appropriate viscosity etc. Furthermore, the candidate optimal slag was applied in the industrial production of die steel by electroslag remelting method. The detection results indicate that majority large inclusions (D and Ds type) have been successfully removed, showing significant advantage to traditional slags. This result has demonstrated the genetic method to be efficient and reliable. In addition, depending on the personalised demand of other steel and alloys, this method allows for the adjustment of the screening frameworks and processes to develop the candidate optimal slags. This method has not been reported previously in the field of electroslag composition design, and compared with the traditional trial-and-error method, the new method will save a lot of time and experimental costs.

This paper presents recent advancements in the MillMapper software technology, developed and used for thickness gauging of liners of cylindrical grinding mills used for mineral comminution. MillMapper uses calibrated laser scanner data captured inside a mill to determine thickness at several million points on all liner surfaces with millimetre accuracy. The paper is structured as follows. First, a review of the technology and its numerous advantages over existing techniques and the value it adds to operations are presented. These are followed by discussion of recently-implemented innovations, including improved visualisation and inspection tools, automatic ball charge volume measurement and automatic mill liner volume/weight measurement. Results from its application at several sites in Australia are presented throughout.

Sunrise Dam Gold Mine is a large open pit mine 730 km NE of Perth, Western Australia. Contract mining commenced in the open pit in September 1996 in lake clays and saprolites with the first fresh rock mined late 1999, and the underground starting the first decline in October 2003. By May 2007, over 150 million cubic metres of material had been mined and the pit was 360 m deep with 80 m remaining before reaching the planned final depth in early 2008. A final cut-back in the northwest will commence in late 2007 with open pit mining in the Mega Pit expected to conclude in late 2010. The challenges of developing the pit can be divided into three phases:Soft materials û mining was in multiple staged pits and cut-backs in lake clays, saprolites, weathered material. The varying characteristics had a significant impact on mining methods and slope stability. Structural û mining was gradually exposing more fresh rock and the drive was to understand how major structures and lithological contacts impact on local and large-scale stability. This had a significant influence on mine design and scheduling. Slope angles û achieving the final slope angle is critical. This is done through application of high standards of final wall establishment and proactive geotechnical hazard identification and management. This includes dealing with the rapid rate of descent, interaction with underground excavations and managing rock fall risk. The paper discusses each of these phases, highlighting the geotechnical controls implemented to date, looking at their success and impact on mining.

Computer applications are ideally suited to the day to day operations of grade control and short term planning on a mine site. By refining this part of the operation there is scope to increase profits by more accurately predicting ore grade and tonnage, and allowing the mining engineer more flexibility in his approach to scheduling. Large numbers of blasthole or ditchwitch samples need to be processed in a fast and efficient manner, and stored in a database for future reference. The mining engineer has to calculate tonnages and subdivide the blast or digging area into mineable areas of waste, low and high grade ore. New grade and tonnage information must be used by the mining engineer to update his short term plan. Answers must be obtained quickly and efficiently, but a high level of individual input is necessary in order that maximum use is made of the information. Geostatistical analysis of samples can be used to refine the interpolation techniques. Reconciliation between the original grade model, the newly sampled area, and the final product should be monitored continually.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. Background The resources of the Gippsland Basin include not only the coal and oil for which it is well known, but also the tourism resource and the quality of life which it offers its residents and visitors. To manage this group of resources requires an understanding and ability to predict the consequences of possible developments. The water of the streams and estuaries as a key component as it is both a resource and the means for transporting wastes from one area to another. To aid in the resource planning process there is a need for models of the estuarine hydraulic processes. This paper describes an appropriate modelling technique. Resource use conflicts may arise from developments in the catchment upstream of the estuarine reach. For example the diversion of water for domestic and industrial use will change the velocity and salinity structure of the downstream estuary. In turn these changes will affect sediment distribution and deposition patterns and may impose stress on the biological communities and ultimately on the fisheries resources and water quality. The manager of an estuarine system may have expertise in ecology, hydraulics or another of the specialist disciplines involved, but commonly will not. The manager will identify needs for resource and development and the broad options required to satisfy them. The manager will use these studies as the basis for his/her selection of the option for execution. Thus a model for'use by the manager of an estuarine system must have the following properties: (i) The model must be sufficiently accurate to throw up all the likely options. (ii) The model must be capable of being run by the manager, interactively, to answer `what if' questions. This requirement implies a simple code andhardware limited to a personal computer or possibly a desk top work station. (iii) The model must be robust so that unrealistic input oes not generate apparently useful output, and no output is generated for cases where the model is not designed to give results. (iv) The model must be capable of being used as part of a modelling system comprising models of all the geographic and demographic components

THE irregularity of the Mount Morgan ore body presents problems other than those for mining only. For irregularity of outline is coupled with irregularity of grade, and the ore varies so rapidly from profitable to non-profitable, and from highly siliceous to highly pyritic, that the task of estimating quantities and values of ore reserves is manifestly rendered a difficult one, while the actual disposal Of the broken ore demands constant supervision.Four classes of ore are handled. The oxidized ore, cheaply mined and cheaply treated, is obtained by quarrying from the top of the mountain. Below the 315-ft. mine level (measured from the original summit) sulphide ore comes in, and this is divided into siliceous sulphide ore (too siliceous for economic smelting), sulphide ore suitable for smelting, and ore too poor either to be smelted or to be treated by wet process with the siliceous ore. Shortly after Denny, Robson, and Irwin published their first paper in 1937, on the prevention of silicosis by metallic aluminium, experiments were begun on the practical application of the discovery.It was thought at that time that aluminium powder, to be effective in aluminium therapy, would have to be intimately admixed with siliceous dust at the latter's source. There followed several years of experimental work underground, during which the application of aluminium powder was tested in:(1) Speakers on machine columns, vibrated by drills.(2) Vials placed in drill holes to be blasted.(3) Both homogeneous and heterogeneous mixture with explosives.(4) Packages with tamping.(5) Compressed-air lines.(6) Special compressed-air ejectors for use while drilling and after blasting.(7) The discharge of ventilation fans.(8) The filters of respirators.It was concluded from this research that any adequate method of introducing aluminium powder into a mine atmosphere would require too much extra gear, supervision, and aluminium p;wder, and would interfere unduly with underground routine.Later, animal experiments by Denny, Robson, and Irwin2 showed that aluminium powder provided effective therapy when inhaled independent of silica dust. The breakage and flow characteristics of quartz, ground as a minor constituent with calcite in a continuous wet ball mill, have been determined by carefully controlled grinding tests.A mathematical model, combining the simple functions which describe these characteristics, has been used to predict both steady state and non steady state results.The calculated results are compared with experimental data.
