This paper outlines the authors' views of the methodologies which can be employed to value mineral properties at different stages of development for the purposes of project financing, mergers and public floats. This paper discusses the key issues in Discounted Cash Flow (DCF) analysis including the importance of data verification and the shortcomings in DCF analysis. Stockmarket valuation measures and valuation methodology for exploration and pre development projects are examined through examples and pitfalls are identified. The use of valuations in corporate transactions and their strategic value is also discussed.

This paper proceeds from the premise that process improvement is a key part of the mineral engineer’s role, and one in which he/she can make a significant contribution to shareholder value. It presents four tools to help with process improvement projects. Two are designed for process monitoring, to determine as soon as possible whether there has been a true change in performance: the cumulative sum (cusum) control chart plot with V-mask, and the control chart using a process model. The other two are used for process optimisation: simplex self-directing evolutionary operation (SSDEVOP), and a response surface model developed using a central composite rotatable experimental design (CCRD). These methods are robust, have a rigorous theoretical basis and are easy to implement. They also promote project continuity which increases the chances of success, particularly in fly-in/fly-out (FIFO) operations. Variants are used in other industries, but they are rarely if ever applied in mineral processing to-day for reasons which are unclear. The paper gives examples of the application of each method in concentrators which demonstrate that they have the potential to be useful additions to the mineral engineer’s professional toolbox.CITATION:Napier-Munn, T J, 2014. The Melbourne City Link Project is a privately funded road infrastructure project linking three significant existing freeways in the vicinity of the Central Business District. The State Government, through the Melbourne City Link Authority, has contracted Transurban to build, own and operate City Link for a concession period of 34 years before the road network is transferred to the State. Transurban has a contract with Transfield Obayashi Joint Venture (TOJV) to design and construct the works. The project is divided into the southern and western sections and the tunnel works comprised the significant component of the Southern Link. Outside of the cut and cover tunnels at the portals, the driven tunnels component was constructed by TOJV direct labour. TOJV subcontracted all design work to a joint venture of Hyder Consulting and CMPS&F (Hyder/CMP). The geology in the tunnel corridor and generally below the city of Melbourne is highly variable and constantly changing. The tunnels were driven, for the most part, in siltstone and sandstone of the Silurian age, but also intersected overlying basalts and clays. The Silurian bedrock is a fractured aquifer that is connected to overlying alluvial aquifers. Consequently, the construction of the tunnels was a complex engineering task. This paper details the operational relationships and procedures developed to deliver a design that was aligned to the construction constraints and delivered an end product that met all technical, quality, cost and program goals.

Most metallic iron in the world is produced in blast furnaces from different feed stocks – sinter, lump ore and pellets. Sinter is the main iron-containing feed to the blast furnace and can constitute up to 70–85 per cent of the total ferrous burden. As sinter quality is a key element for stable blast furnace operation, the textural, chemical and physical characteristics of the sinter are very important. Two major factors that affect sinter strength are mineralogy and porosity. This study utilised optical image analysis (OIA) to characterise sinter mineralogy, and the results were compared to those obtained by manual point counting under the optical microscope.Two major mineral characteristics of iron ore sinter are the presence of primary (unreacted) and secondary (derived from melt) hematite. Standard OIA, which is based on RGB thresholding, is not able to distinguish them as they have the same reflectivity; however, primary and secondary hematite in iron ore sinter have a different morphology. The CSIRO-developed OIA software Mineral4/Recognition4 has a unique feature to identify various textures/morphologies of the same mineral. Together with other capabilities of the Mineral4/Recognition4 software, this feature was used to identify different types of hematite and silico-ferrite of calcium and aluminium and other common sinter phases, such as magnetite, larnite, glass and remnant aluminosilicates.A visual comparison of the sinter mineralogy present in optical photomicrographs and that present in the mineral maps created automatically by the Mineral4 module of the CSIRO software confirmed the accuracy of the automated mineral identification.CITATION:Donskoi, E, Hapugoda, S, Lu, L, Poliakov, A, Peterson, M and Haileslassie, A, 2015. The key element in the carbon-in-pulp process for gold processing is the loading of dissolved Au(CN)2 from solution onto activated carbon. The mechanism and kinetics of this step have been examined by solution adsorption-desorption and X-ray photoelectron spectroscopy for both coconut derived activated carbon and peat-based activated carbon. The results show that these carbon types have the same mechanism and kinetics of adsorption. There is no contribution to the bonding from carbon-oxygen functionalities on the carbon surface, as has been invariably supposed in all previous theories for the mechanism of the reaction. It is shown that Au(CN)Z is reversibly adsorbed intact on and parallel to the graphitic planes of the carbon with the formation of a weak carbon-gold n-donor bond. The kinetic measurement of carbon gold loading reactivity is discussed and use of the Murdoch equation for this test is critically assessed.

Magnetic field studies provide remote sensing of magnetisation distributions and a means to investigate moderately- to strongly-magnetised ore deposits that may be partially or totally buried. However, above-surface magnetic field surveys have limited capability to resolve the detail of magnetisation distributions because of the large separation between the magnetisation and the magnetic sensor. While some of this detail is available from magnetic susceptibility logging within boreholes or from magnetisation studies on recovered core, these measurements are limited to the exact trace of the boreholes. The large disconnect between ground or aeromagnetic surveys and highly-localised borehole sampling can cause problems in developing robust source models from magnetic survey data. The measurement of magnetic field in boreholes has the capacity to at least partially bridge that gap by measuring the magnetic field due to magnetisations proximal to, but not intersected by, the boreholes.CSIRO has developed the world’s first downhole magnetic tensor gradiometer. This instrument measures magnetic field gradients in all directions within a borehole. A prototype instrument has been built and tested as part of phase 1 of the Deep Exploration Technologies Cooperative Research Centre (DET CRC). The prototype performed well with magnetic pyrrhotite at the DET CRC test site in the Adelaide Hills and at Carpentaria’s Hawsons magnetite deposit south of Broken Hill. Further work is required to reduce the diameter of the probe so that it can operate in NQ holes (it is currently limited to HQ or wider) and to transform it to a continuous logging tool. The borehole tensor gradiometer can be used to investigate the continuity of magnetisation over a distance of several metres to tens of metres away from a borehole intersection and the structural dip of the magnetic body. It can be used to either replace or augment downhole magnetic susceptibility logging. The increasing mining depths of South African gold mine deposits are resulting in ever-increasing heat loads associated with depth and the geothermal gradient. Together with changes in the mining horizons brought about by the depletion of older, shallower, high-grade reserves, this leads to the need for the continuous review and redesign of cooling requirements. Traditionally, cooling requirements were met by using a combination of cooling strategies, including bulk air cooling on surface and underground. If this proved to be insufficient, chilled service water and secondary remote air-cooling systems were introduced. This paper reviews these practices in order to provide a cost-effective means of catering for the introduction of hydropower at the Gold Fields Ltd South African operations. Some of the equipment that has been developed to meet the requirements of both hydropower and refrigeration includes hydropower fans, cooling coils and in-stope venturis. These are individually described and discussed, together with their roles within the greater strategy. The planned change in the cooling strategy and the employment of these technologies have effectively doubled the cooling available, from 10 MW to more than 20 MW, extracted from the hydropower water used to drive the mining equipment. In conclusion, the cooling strategy described allows a total heat load of approximately 52 MW to be successfully ventilated and cooled through the use of combined surface and underground refrigeration installations, and through the use of hydropower-chilled water.

Phosphate induced stabilisation has been used to create passive iron phosphate coatings on pyrite and pyrrhotite. The formation of solid phosphate coatings on sulfide grains thereby inhibits sulfide oxidation. The aims of the study were to determine whether phosphate induced stabilisation could control sulfide oxidation and metal mobility in partly oxidised, polymineralic, sulfidic mine wastes. Waste materials were obtained from the acid mine drainage generating, abandoned Montalbion silver mine site, far north Queensland, Australia. The waste consists of quartz, kaolinite/illite, sulfide minerals (galena, chalcopyrite, tetrahedrite, sphalerite, pyrite, arsenopyrite), and pre- and post-mining oxidation products (hydrated Fe, Cu, Pb and alkali mineral salts). SEM observations of waste material treated with potassium orthophosphate showed that metal, metal-alkali and alkali phosphate coatings developed on all sulfides (with the exception of tetrahedrite). The abundance of phosphate phases was dependant on the availability of cations in solution for complexation with the phosphate anion. In turn, the release of cations was dependent on sulfide oxidation or the dissolution of efflorescent mineral salts. Experiments aiming to dissolve these phosphate coatings û using a strongly oxidising solution û showed that the phosphate coatings remained stable, preventing acid generation and metal release. The results of this study demonstrate that liquid phosphate stabilisers can suppress sulfide oxidation and immobilise metals in partly oxidised, polymineralic mine wastes.

Compact and field portable infrared spectrometers have been increasingly used over the past few years by an exploration industry constantly searching for a technological edge and the ability to more accurately and rapidly assess project areas. In particular, this technology allows large amounts of data to be rapidly collected on-site and sample mineralogy, mineral crystallinity and mineral composition to be quickly assessed. In recent years, short wave infrared (SWIR) reflectance spectroscopy has proved useful in a wide range of geological environments and at various stages of exploration programs, from grass roots reconnaissance through drilling programs and resource evaluation. Unfortunately these data have frequently been analysed and interpreted in isolation using time consuming data analysis techniques removed from the realities of a fast moving exploration industry. This paper presents new analysis techniques which allow these data to be efficiently integrated in the exploration program. Although SWIR data contain a wealth of mineral information it is impractical to use this information in its raw form. A more effective approach involves the extraction of key characteristics of these data (ie mineralogy, mineral composition and crystallinity) as numerical values, and the integration of this ædigital mineralogyÆ with more conventional exploration datasets (eg geochemistry, coordinate data, etc). This paper demonstrates that the integrated analysis of sound geological observations, geochemical, spatial and spectral data can quickly lead to a greater understanding of the nature and distribution of target mineralisation. As a first step, software driven pattern matching routines enable the identification of the major clay mineral species in a series of samples (eg kaolinite, montmorillonite and sericite). This allows the major alteration facies and their spatial distribution to be identified. Quantification of diagnostic absorption feature characteristics then allows more accurate determinations of mineralogy to be made (eg mineral composition and crystallinity). Examples of the application of SWIR analysis for alteration mapping from selected porphyry and epithermal systems from around the Pacific Rim are discussed. The data presented are derived from a variety of locations and sample types including drill core, ridge and spur rock chip samples, soil samples and geochemical pulps. In these large alteration systems, the spectral data can be used to describe and map the distribution of various alteration facies as many of these are characterised by clay and phyllosilicate mineral assemblages and are detected by SWIR analysis (eg smectite, chlorite, biotite, illite, muscovite, kaolinite, dickite, pyrophyllite, alunite, etc). In addition, the ability to evaluate even subtle trends in mineral crystallinity and composition is often vital in these systems when looking for vectors towards higher temperature parts of the system. In addition to detailed evaluation of mineralogy, the integration of digital mineralogy data with geochemical data leads to the ability to describe not only geochemically anomalous intersections or regions but also to recognise associations between subtle changes in mineralogy and target mineralisation. This is often important because understanding these mineralogical associations can lead to more accurate targeting and rapid assessment of the project.

In one of North AmericaÆs largest mines, which contains more than six active coal-producing faces, mine controllers must meet the complex challenge of adhering to the mine plan while also ensuring customer quality. Fleet management systems (FMS) provide many different avenues to control production flows, from the faces to the various pit crushers. Nonetheless, mine controllers must balance a variety of factors such as unplanned downs, differing customer demands, their own daily key performance indicators (KPIs) related to equipment utilisation, among others. Deviating from the short-term mine plan is the most common means of balancing the other factors, since adherence to the plan is traditionally only measured during the weekly variance meeting with engineering staff. However, such deviation may be one of the most costly responses, as long-term scheduling issues may arise such as multi-face dead-heading or insufficient stripping. This paper focuses on the development of a system for real-time adherence to mine plan within a control room environment. This system is part of a larger blending-focused, multi-million dollar project with elements of a centralised remote control room, developed at the University of ArizonaÆs Mining Information Systems and Operations Management (MISOM) Mine Control Center (MC2). The mine plan (MPL) component of the overall blending system integrates both historical and real-time FMS data with mine plan requirements directly sourced from original systems (no additional input required). The measures, displayed largely as graphs, have tools to help controllers manage the production to facilitate adherence to the plan. Some measures are designed to motivate crews to perform by inciting competition between crews, softened through a study of the controller culture. The MPL component was deployed at the mine, and the before and after deployment adherence was measured. This paper discusses the technical development of the new tool, its deployment, and an ethnography (study of culture) to understand controller motivation.

While the haematite concentrates produced in Eastern Canada and the magnetite concentrates that Australia will soon be producing are different feed materials, the pellets they produce have similar physical and metallurgical properties. This paper will examine the similarities and differences in the evolution of pellet microstructure for pellets produced from magnetite and haematite. The molten slag phase generated at high temperatures has a lower melting point when in contact with magnetite compared with haematite due to the higher divalent iron content. The presence of some slag is beneficial for bonding but too much can inhibit oxidation of magnetite, although slag generation at lower temperatures reduces energy usage. In pellets produced from haematite, magnetite is generated artificially from the combustion of the carbon particles added to the pellet feed as a source of energy. Maintaining the optimum production level and mineralogy of such æsecondaryÆ magnetite, allowing for its subsequent reoxidation, is important for the quality of haematite pellets. In both magnetite and haematite pellets, balancing the slag formation and oxidation (re-oxidation for haematite pellets) of the magnetite (secondary magnetite for haematite pellets) is necessary.

When revegetation is a part of a rehabilitation strategy at mine sites in arid and semi-arid environments, its success can be strongly affected by the availability of water prior or during the time of seed dormancy, germination and early growth of seedlings. The semi-arid and arid environments of northern Australia are characterised by highly variable and erratic rainfall and hence the actual weather conditions at and around the time of germination and seedling emergence play a critical role in determining the success of plant establishment and the type of plant community that may develop.Using available climate data, an analysis has been undertaken and a set of indices has been developed which describe the suitability of the climatic conditions for rehabilitation. In total, eight sites from Queensland and one site from New South Wales, Australia have been analysed. It could be determined that regular rainfall and relatively short periods of water-deficit are key characteristics of climate suitability. A comparison of the locations studied allowed the separation into suitable and susceptible locations in terms of the availability of water, amount of rain and duration of drought between rain events.In our experience, specific estimates of climate suitability are rarely incorporated into the design of mined land rehabilitation programs. We consider that the regional intensity, seasonality and extremity of climate represent an overarching component of landscape complexity, which in turn will influence the development of post-disturbance ecosystems in these regions. This paper presents the outcome of climate analyses paired with the development of suitability indices. An inrush of water or mud into an underground mine, or sudden subsidence above mining voids represent low probability but high impact risks in underground mining. About two such incidents involving multiple fatalities or loss of production are reported each year worldwide. On average, Australia experiences one such incident every three to four years. This paper reports the development of a Standard that is intended to eliminate fatalities due to inrushes and subsidence.

Since the early days of flotation, process technicians have known that the speed at which the froth is recovered over the lip of the cell has a very direct and consistent influence on the grade and recovery of the circuit. No plant would deny that, even to this day, one of the most important aspects of a process technicianÆs job is ensuring that the froth is moving at a desired and controlled speed over the lip. Unfortunately, process technicians cannot watch the froth throughout the entire shift, as there are always other problems to attend to. A considerable amount of work has thus been done to develop a æsystemÆ that automatically measures the speed of the froth. This measurement would then be used in simple controllers to emulate the steps taken by the process technician in correcting deviations of the froth speed from its desired level. Many of the earlier attempts to measure speed were ineffective, as they were unable to cope with turbulence on the froth surface. The FrothMasterÖ instrument makes use of machine vision technologies to measure the speed of the froth over the lip of a cell at a very high sampling rate. This instrument produces an extremely reliable and accurate measurement of the froth speed (as well as other parameters such as bubble size and froth stability). As we will show, the effectiveness of the speed measurement in controlling the performance of the plant is a testimony to its reliability. Three FrothMasterÖ units have recently been installed on the Cadia Hills Gold Mine in New South Wales (Australia). The objectives of this installation were:to control the mass-recovery of two Tank Cells in series on the same level where differences in the hydrostatic head between the two cells result in the cells pulling inconsistently with respect to each other; control of the concentrate grade (per cent copper) from the first rougher; reduction in the frother consumption in the rougher circuit by monitoring the froth speed. A simple controller was designed to react to disturbances in the same way that human operators react. This was done after consultation with the metallurgists and the process technicians at Cadia. The controller had two functions: Stabilisation: The stabilising controller made use of three manipulated variables (level, frother addition rate and aeration rate) to control the froth speed to a setpoint. Optimisation: The optimising controller adjusted the froth speed setpoint based on deviations of the grade (measured in real-time by the OSA) from a setpoint. The plant metallurgist adjusted the grade setpoint based on information about the ore. The results from a 21-day trial have shown the following:The ratio of concentrate mass-recovery between two cells in series on the same level has been successfully balanced, thereby overcoming problems due to differences in hydrostatic heads. It is possible to control the speed of the froth, in mm/s, to within five per cent of its setpoint using the aforementioned manipulated variables. It has also been shown that, for reliable control, it is necessary to control more than just one variable (eg level or air). The grade of the first rougher concentrate has been controlled to within 0.3 per cent of the grade setpoint for long periods of time, which has important implications for the circuit recovery. The frother consumption has been reduced significantly. This paper will thus show that substantial progress has been made to demonstrate the value of using on-line froth speed measurements in flotation plant control to obtain real financial benefits.

The use of geophysics in mineral exploration in Australia, and overseas, has increased dramatically over this century. This paper shows that using simple equipment with clever interpretation that the foundations of modem geophysics were laid, using all the same principles. The plethora and diversity of mineral exploration geophysical techniques does not allow a full description of their evolution to be given in such a paper. To convey this evolution, however, the progress of two different geophysical methods, magnetics - a potential field (passive) method, and electromagnetics - an electrical (active) method, are described. Examples of magnetic survey data from the 1920s and more recent vehicle home and airborne surveys are given to show the increase in data quality through technological improvement. A set of four airborne electromagnetic data sets spanning three decades is used to indicate the improvement in electromagnetic techniques. It is argued, that considerable progress is still required in the electromagnetic field to increase its interpretability.

The stratigraphy of the central Pine Creek Geosyncline has been simplified into a three-fold subdivision comprising the Batchelor, Frances Creek and Finniss River Groups. The Batchelor Group consists of a sequence of shallow water coarse clastics and crystalline carbonates and is conformably overlain by the marine carbonaceous shale dominated Frances Creek Group. Interbedded within the carbonaceous shale are turbidites, iron formation, tuffs, carbonate and non carbonaceous shale. The Finniss River Group is a flysch sequence of greywacke and mudstone. The stratigraphic and structural evolution and igneous history are all interrelated. Although the Batchelor Group may have formed in a tensional regime, it is likely that regional compression and accompanying thin skinned deformation began during deposition of the Frances Creek Group. Continued compression resulted in D2 folding d6collement deformation, wrench faulting in compressional zones and thrust faulting. Occasional relaxation of compression is marked by a number of periods of basic intrusion and perhaps distal volcanism. The style of deformation within sediments varies away from granitic basement highs and is similar to that observed around salt domes and found in experimental diapiric models. Sedimentary facies changes also indicate local emergence of basement highs during sedimentation. As compression continued, the deposition of thick sequences of the Finniss River and El Sherana Groups brought about regional metamorphism. Relaxation of compression and waning of associated subsidence resulted in a relative increase in the rate of uplift and partial melting of diapiric sialic basement. In places, granitic magma moved upwards and crystallised forming grossly concordant bodies. Other masses moved laterally and formed extensive granitic sills. Later compression periods caused mainly brittle deformation which may have been strongly influenced by underlying basement fabric.

Statistical techniques of Box and Jenkins (1976) have been used to assess the existing control schemes and determine the dynamics of flash smelting furnace at the Kalgoorlie Nickel Smelter. Pertinent process variables, such as, oxygen flow, flux flow, matte grade and iron to silica ratio in slag, were considered in the analysis using routine operating data collected over two periods of operation. Results indicate inadequate control of some of the important variables. Dynamic characteristic parameters (dead time and response time) between a set of input and output variables were identified to improve optimisation of the existing thermodynamic model used for flash furnace control.

Environmental legislation is changing rapidly throughout Australia at the present time, and with that change comes additional responsibilities for the mining and petroleum industries. Among the many changes that are being made are increased penalties for both criminal and accidental environmental impairment. The defences for criminal offences are limited and for other offences the laws may impose strict liability - in effect the offender is guilty until proven innocent. Mines may be included under contaminated land legislation, creating additional liabilities for clean-up, rehabilitation and long-term management. It is not unknown in Australia for the value of a mortgaged property to be less than the amount of the environmental liability acquired by a mortgagor in possession due to contamination of the site. An essential part of the management program for resource projects is now the regular conduct of an environmental audit, the results of which assist in the management of the legal and financial liabilities facing company directors and managers. The audit can also assist with negotiations with government agencies, staff, unions, insurers, Aboriginal and other community groups. An environmental audit may also help to ensure that companies are claiming the maximum allowable deductions for environmental works under the tax laws, and provide evidence in support of such claims. Environmental legislation affecting resource industries Environmental legislation in Australia is changing rapidly and can impose massive constraints, substantial administrative costs, and considerable liability on directors, managers and the corporation. Pollution control legislation Every State and Territory of Australia has a range of pollution control legislation contained in either individual acts relating to air, water, noise and land, or embodied in a single environment protection act. Pollution control legislation provides a critical management baseline for resource industries throughout Australia, often requiring the full-time attention of an environmental manager or an environmental department. In general, it is an offence to discharge effluents into water, or emit gases into the atmosphere above prescribed limits, cause noise above a regulated level, or contaminate land without a licence. A licence determines how much of a substance can be discharged, the location, the receiving environment, the quality, and the time at which discharges can be made or noise can be caused. Planning legislation Planning legislation controls where a project is located, how it will be constructed and operated, how large it is allowed to be, and what will happen once the project is completed. Development consents or approvals will generally contain a range of conditions controlling the preparation of the site, the construction of the facility and the way it is operated throughout its expected life time. Resource projects may be regarded under legislation as scheduled or designated developments requiring special treatment during the decision-making process. Under planning legislation, it is usual for resource projects to be subject to an environmental impact assessment process. Resource legislation Resource legislation specifically covering mining and petroleum in Australia, also contains requirements regarding protection of the environment during exploration for and extraction of minerals and oil. After the sustained use of the GAG (Górniczy Agregat Gaśniczy) engine at a Queensland coalmine, it has raised questions as to its effectiveness as a remote firefighting tool. All firefighting apparatus have advantages and limitations, however the deployment of any apparatus must be based on its likelihood to succeed and effectively extinguish the fire or bring it under control. A recent study conducted for ACARP by researchers at UNSW has highlighted that there is more to be learned about the GAG. As coalmines are mining at greater depths and fan pressures are much greater than they were when the GAG was introduced, deploying the GAG may be a total waste ofresources and may place operators at greater risk. When the GAG unit is positioned on the surface of the mine, the pressure it generates has to overcome buoyancy of the exhaust gases and the frictional resistance of the borehole and part of the mine circuit. Buoyancy in deeper holes can lead to the GAG pressure relief system opening, venting out the products to the atmosphere without delivering any product to the mine workings. Additionally, frictional resistance is a function of distance. Deeper holes will have a greater frictional resistance than shallow holes. Delivering sufficient products from the unit will be limited by the available pressure that has to overcome the buoyancy, and increased mine resistance thatconsumes any residual pressure. By documenting the limitations of this unit it will enable better decisions to combat a fire or spontaneous combustion event.
