Mining companies and operations across the globe typically target best practice financial management, along with a focus on economically driven mine plans. Not only is this inherent in running a successful mining business, but also critical in addressing investor scrutiny. The standards for social and environmental practices is less consistent than this, with most companies adopting standards that are driven through legislative and compliance requirements of the nations in which they operate. Although there is still room for improvement, Australian is a country that stands at the forefront of social and environmental legislation, driving more sustainable planning practices for mining operations, with an ever-increasing focus on mine closure considerations. Of the many nations yet to reach such a legislative position, Kazakhstan is a place where some companies are driving towards world class standards beyond what is government mandated. The mining sector has been a leader in investing in safety improvement initiatives, yet relatively few mining organisations can accurately track the positive effects of these initiatives or identify areas that may require more attention. The consequences of not taking safety seriously are severe, and unfortunately injuries and fatalities are continuing to occur across the mining sector (Brady, 2019). There is a tendency to turn to lag indicators such as All Injury Frequency Rate (AIFR), Total Recordable Injury Frequency Rate (TRIFR), and Lost Time Injury Frequency Rate (LTIFR) to track these outcomes. As outlined below these approaches are inherently flawed and a renewed focus is needed on indicators within the control of leaders, indicators that have high predictive validity for future events and data that is used in a way to enable learning and change.

Culture and leadership go hand in hand, especially when it comes to investing in safety. But the reality is that most safety leaders haven’t been taught the fundamental soft skills needed to lead effectively. In fact, only one in four safety leaders demonstrate effective skills and behaviours. Furthermore, when compared to its peers in other high-risk industries, our research indicates mining has the most room for improvement when it comes to effective safety leadership. In this presentation safety culture, climate and leadership will be outlined. Additionally, research data collected from our clients, across a variety of industries, will be shared to inspire reflection on the value of safety leadership. Finally, strategies to empower leaders and increase safety leadership behaviours will be described.

The emergence of affordable, portable and versatile wireless devices has enabled a new frontier in mine safety equipment. Existing solutions provide methods for tracking personnel and assets in underground mines but are not designed to optimally integrate into existing and emerging systems. Mine management are often required to coordinate primarily independent emergency, personal protective equipment (PPE), tracking and collision avoidance systems from multiple vendors. These systems involve a variety of wireless technologies that require separate integration projects that discourage adopting new services and policies.

As the global interest in sustainable energy sources has increased, lithium has emerged as a vital resource, playing a crucial role in the transition towards a cleaner and more efficient economy, but with this comes important challenges, especially associated to health, safety, and environmental matters. So, it is imperative for the lithium industry to prioritise HSE measures to protect workers, environment and surrounding communities. Implementing robust safety protocols and technology helps ensure the sustainability of mining operations and contributes to the overall responsible development of the industry. In this work we present how the Chilean lithium mining industry becomes a safer and more compliant industry using digital transformation (Cochilco, 2018; Bradley et al, 2013; Cabello, 2022).

Scope 3 emissions are a set of often overlooked indirect greenhouse gas emissions within a company’s value chain and represent the majority of emissions for many sectors. These emissions arise from activities conducted by entities beyond the reporting organisation’s ownership or direct control and are often challenging to calculate. Scope 3 emissions typically encompass purchasing goods and services, transportation and distribution, managing operational waste, downstream processing and utilising sold products. Within the mining sector, scope 3 emissions often constitute a significant portion of the overall carbon footprint. Therefore, these emissions are a significant aspect of the future of sustainable mining. As the journey towards a world committed to achieving Net Zero Emissions has started, the time to spark a transformative conversation in the mining industry has arrived. Consequently, a better knowledge of scope 3 footprints allows organisations to assess their emission mitigation projects against the total carbon impact of their operations and products.

Mine planners frequently face the challenge of mitigating the impact of climatic events on mining operations, such as floods and droughts. Specific water management infrastructure can be implemented to meet operational requirements in response to these events. However, the effect of flood protection, for instance, may reduce the resilience of the site to drought. The probability and duration of unfavourable climate sequences significantly influences the net present value (NPV) of implementing specific water management infrastructure.Good life-of-mine planning will consider the incremental development of the project, and provide staged development plans. A high-nugget effect and presence of coarse gold characterises many styles of gold mineralisation. The effective sampling of these deposits is often difficult because of the relatively low concentrations involved and erratic nature of the gold or other minerals. Geometric and/or metallurgical complexities often compound this effect. Underground development, in-fill drilling and bulk sampling/trial mining are generally required to delineate Ore Reserves. Similarly expensive definition strategies often apply to surface mining in complex orebodies of gold and other minerals, including precious stones. Development, particularly winzing is a historical technique that was used to gather geological, grade and metallurgical data during underground and near-surface exploration. It permits access to the mineralised structure below the surface datum to determine viability. Winzing has always been considered an arduous and dangerous task. Modern winzing technology has led to the development of the Mobile Supersucker – essentially a giant vacuum cleaner with underground and surface capabilities. By the elimination of shovel-loaded blasted winze material into a kibble and hoisting, this system permits safe and highly efficient winzing activities, and allows the collection of bulk samples for grade and metallurgical evaluation, as well as access to the mineralisation for geological and geotechnical mapping. Bulk samples from horizontal development have long been collected to help define mineable grade via pilot processing. However, when defining blocks below current development, there has been over-reliance on ineffective ‘small sample’ drill data. The Mobile Supersucker permits the development of winzes and off-winze sub-levels. These provide critical information to a mine technical team when trying to justify capital to go deeper or commence or deepen an existing open pit. CITATION: Biegaj, K and Dominy, S C, 2018. The Ok Tedi copper and gold project, located in the Western Province of Papua New Guinea, commenced operations in 1983. The open cut mine has undergone several significant transformations throughout its project life including changes of ownership, mine life extensions and varying production performance profiles. As of today, the Ok Tedi Mine is a 100 per cent PNG owned company (67 per cent State and 33 per cent Western Province and Communities) and has a life-ofmine plan extending out to about 2032.

Martabe gold and silver mine is operated by PT Agincourt Resources (PTAR) and is situated in northern Sumatra and comprises several deposits in steep terrain, and in a tropical climate, that are required to be developed in the optimal sequence for the best possible Net Present Value (NPV) return on the project. In addition, the waste rock from excavations and tailings from processing is a by-product to be scheduled and used for a number of purposes identified as part of life-of-mine planning. These uses include construction of the current integrated tailings storage facility (TSF) as well as future engineering construction and waste disposal projects which includes plans for a program of in-pit backfilling. These plans need to be aligned to ensure the waste rock and tailings can be contained relative to the production rate. Given that the site will have multiple open pit voids upon cessation of mining activities opportunities for integration of in-pit disposal of mine waste have now been assessed with technical studies to review the practicality of the approach with respect to operational challenges and conformance with closure planning requirements. This includes assessment of disposal of waste rock, tailings (including consideration of filtered tailings) and co-disposal of waste rock and filtered tailings.

The New Zealand Minerals Industry Association was incorporated as the NZ Mineral Exploration Association in 1982, with a membership that consisted of the gold exploration companies then active in New Zealand . As its membership broadened, it changed its name to the Mining and Exploration Association in 1994, and more recently the Minerals Industry Association. It is a non-profit-making incorporated society relying on voluntary membership, and is not funded by industry levies.   It has employed a full time executive director since 1988 when Robyn Ross was appointed, followed by John Pfahlert (1991 - 1996) and now with Doug Gordon managing the Association.   The Association is one of a number of organisations that represent the mining industry in New Zealand. Others include the Coal Association of NZ (CANZ), the Aggregate and Quarry Association (AQA), The West Coast Commercial Gold Miners Association and Minerals West Coast.   NZMIA membership comprises the main exploration and mining companies that account for over 80 per cent of New Zealand Æs mine output, and nearly all of its exploration investment. Its membership has expanded from gold exploration to encompass exploration and mining companies active in coal, gold, aggregates and industrial minerals.   The Association has developed a National Minerals Strategy that determines its priorities, implemented via a Minerals Industry Advisory Committee. This group was established six years ago to advise the Associate Minister of Energy on issues relating to the long term development of the minerals sector in New Zealand.

An integral part of the Brisbane Suburban Railway Electrification involved the relining, refurbishment and track lowering in the Roma Street, Brunswick Street and Gloucester Street double track tunnels. The design and the construction procedures had to satisfy the Queensland Railways electrification clearance and track standards and the requirements of maintaining track services through the tunnels during work. Refurbishing of the tunnel linings was carried out to extend the life of the tunnels.

‘Grade Engineering<sub>®</sub> is an integrated approach to coarse rejection that matches a suite of separation technologies to ore specific characteristics and compares the net value of rejecting low value components in current feed streams to existing mine plans as part of a system-view’ (Walters, 2017). Two of these technologies are directly recoverable through screening stages: Natural Deportment and Induced Deportment. The potential for taking advantage of “Natural Deportment” by size following blasting and crushing has been demonstrated for a range of ore types. Simple and low cost screening can in some cases generate a fine product with improved grade and a lower grade oversize which can be directed to leach or to waste. Understanding and quantifying residual risk is the key to the successful closure and rehabilitation of mines. An important aspect of residual risk is predicting the long-term chemistry of mine water and the long-term geochemical stability of mining wastes. This requires updating the characterisation data for mine wastes and monitoring mine drainage throughout the life-of-mine. The intrinsic properties of waste materials (ie the geology, mineralogy and the weathering processes, which in turn depend on the local climate and water balance in a waste storage facility) are the fundamental controlling factors of residual risk. In this paper, case studies of coal and metalliferous mines are used to discuss the definition of residual risk for a range of waste storage facilities and to highlight the benefits and limitations of current geochemical methods in predicting and quantifying residual risk. Gekko Systems has developed an underground pre-concentration plant (Python) to reduce mine operating costs. Many ores liberate favourably using either high pressure grinding rolls (HPGR) or vertical shaft impactors (VSI). Using these comminution circuits for mineral liberation; rather than for the final recovery process and by utilising a high mass pull, high recovery process route (gravity/flotation), a narrow, low head, compact processing plant was developed that can sensibly be operated underground. The Python underground processing plant can provide a number of advantages for narrow vein mines including lower haulage costs, improved mine call factor and lower operating costs. The focus on fine crushing reduces the power requirement of the plant to approximately 8 kWh/tonne. The Python underground processing plant has been designed to be towed down the decline or lowered down a shaft, and is capable of being installed in sloping, non-linear drives for placement close to the working face. The overall benefit to mining companies of this concept has been estimated to be a saving in mining costs and a significantly smaller environmental footprint.

Increasing attention is being focused by regulators and industry on the residual environmental liabilities associated with mining projects following site relinquishment (termed surrender in Queensland). Even sites that have been rehabilitated to a high standard and to the satisfaction of the regulator are not completely risk free and may require some degree of ongoing management. As well as ongoing monitoring and maintenance costs, considerations should include how costs associated with potential risk event occurrence can be quantified and, if considered material, how provisioning should be undertaken to minimise the risk to the state and to taxpayers. In Queensland for example, once a resource site is fully rehabilitated and meets its environmental authority conditions or rehabilitation completion criteria, the tenure and environmental authority can be surrendered. During the surrender process any ‘residual risks’ resulting from the use of the site for the resource activity must be considered, and, if requested, a payment given to the government to cover any ongoing management and risk costs. Accent Environmental, in conjunction with Lane Associates, was engaged by the Queensland Government as part of the government’s financial assurance framework reforms to develop an innovative, ‘one-size fits most’ Residual Risk Calculator for the Queensland resources industry. The calculator is an Excel-based tool that uses detailed user inputs to estimate post-surrender management requirements and liability at resource sites. If residual environmental risks associated with rehabilitated mine sites can be identified, quantified and managed through pragmatic regulatory tools and effective provisioning, site relinquishment/surrender can be achieved without compromising environmental and social outcomes or exposing the state to unreasonable financial risk. The effective management of residual risk can also help facilitate operations as well as relinquishment/surrender of sites where a ‘walkaway’ solution may not be otherwise technically feasible.

In the dynamic realm of mining health and safety, addressing psychosocial hazards is crucial. Legislative requirements now demand employers navigate this complex terrain, but uncertainty often clouds effective management. The resource industry’s skills in managing physical hazards are showcased in their adaptability in this case study. Integrating the Critical Risk Management framework with organisational psychology, a mining company achieved a transformative breakthrough. They identified and assessed psychosocial hazards and established a sustained and risk based approach to managing these hazards within the workplace. This innovative approach encompasses strategic steps. Key learning from the case study was: - Beyond Bow-tie Analysis: Discover why a linear risk analysis tool, like Bow-tie Analysis, falls short in capturing the dynamic and interdependent nature of psychosocial hazards. - Psychological Safety Power: Learn why psychological safety is vital for gathering accurate data and ensuring control effectiveness. - Dive into how it creates a data-driven foundation for success. - Broadening the Brush: Explore the impact of preloading Broad Brush Risk Assessments, an educational and dynamic hazard-identification tool. Control Mastery: Gain insights into how the Critical Risk Management framework ensures ongoing control monitoring and effectiveness for psychosocial hazards. While this implementation’s outcomes are still in their early phases, promising key indicators such as absenteeism, turnover and cultural engagement have emerged. These metrics are set to experience positive shifts as controls prove adequate. As the conference nears, we anticipate having data to showcase these transformative results. Despite an increasing focus by media, communities and activists driving an elevated regulatory focus in Australia and indeed some other mining jurisdictions, the mining industry globally has had limited successful mine lease relinquishments and transfers to support a next land use.Critique from anti-mining lobbyists frequently uses the large estimates from historically abandoned mine sites to influence risk-averse regulatory reforms to improve environmental performance. The mine rehabilitation regulatory processes in Australia, and specifically in the State of Queensland, are thus largely in place to prevent mining operators from abandoning their obligations.Regulatory responses to the lack of mine rehabilitation and closure performance in the last five to ten years have primarily focussed on compliance and enforcement of rehabilitation conditions in environmental approvals. Additionally, financial assurance measures have been tightened to protect against abandonment of rehabilitation obligations by the Industry, including the Chain of Responsibility legislation (Queensland Government, 2016b) in April 2016, to hold to account those who have benefitted from mining and processing/refining projects, and then avoid their environmental obligations.CITATION:Swart, P B and Erskine, P D, 2018. Zinc-Lead-Silver (Zn-Pb-Ag) mineralisation at the George Fisher Mine occurs in multiple structurally-disrupted stratiform orebodies hosted within a mid-Proterozoic sequence of calcareous siltstones and variably pyritic shales (e.g. Valenta, 1994; Chapman, 2004). The geological model for the mine has been constructed based on a large number of stratigraphic domains which have been defined using recognised patterns of the constituent rocktypes, aided by recognition and mapping of K-rich tuff marker beds (TMBs). The continuity of these domains has been affected by the presence of several sets of faults which are extensional in the plane of stratigraphy, leading to the common occurrence of fault-related stratigraphic gaps in drillholes. Recent improvements to the detail of the geological model have led to significant improvements in the head grade of ore at George Fisher, with relatively small loss of metal. Recognition and accurate logging of these domains requires a high level of knowledge and expertise amongst mine geologists. In order to aid this process, the George Fisher mine installed a Minalyzer CS (core scanner) on site, with the aim of using high resolution X-ray fluorescence (XRF) geochemical data and core photography to increase the speed, accuracy and consistency of the site geological logging system. This contribution describes some preliminary results from a research project aimed at using the Minalyzer CS XRF data to perform high-resolution rocktype identification and domain boundary mapping in drillcore at George Fisher. The development of lithium-ion batteries, coupled with the global trend towards electrification of transportation, has led to a dramatic increase in the demand for lithium. The production of lithium from hard rock ores is increasing, and flotation has proved to be an effective means for the beneficiation of many pegmatitic lithium ores. Clariant Mining Solutions has developed a range of novel collectors for the flotation of spodumene and other lithium ores, and this paper presents examples of some of the most recent developments. Fatty acids are the typical collectors for lithium flotation, however the grade and recovery achieved with these collectors is often below the desired level. There are also some significant drawbacks associated with the use of fatty acid collectors, such as the formation of calcium soaps which give rise to filtration problems and the need for acid washing. Several FLOTINOR products have been developed as alternatives to fatty acids. These products offer equivalent or better metallurgical performance at significantly lower dosages than fatty acids. This offers benefits to the flotation circuit as well as potentially reducing the issues associated with downstream processing of the concentrate.
