The paper examines the value of very small-scale indigenous gold mining operations to developing countries. The paper looks particularly at this type of activity in two neighbouring countries, Papua New Guinea and the Philippines, considering technical, economic, social and environmental aspects.

The existence of metalliferous mineral deposits on the deep-sea floor has been known since manganese nodules were discovered in the Arctic Kara Sea in 1868. Modern exploration to define commercially viable base and precious metal deposits began in the 1970s and gained further momentum in the last decade. High grade deposits have been delineated but investors remain cautious, many considering deep sea mining projects to be riskier than terrestrial projects. This paper compares opportunities and risks presented by terrestrial mining projects with those presented by deep sea mineral deposits (Table 1). The Solwara 1 volcanic-hosted massive Cu-Au-Ag sulphide deposit, the Atlantis II Deeps sedimentary base metal sulphide deposit, and the Mn-Ni-Cu-Co nodule deposits of the north-eastern Pacific Ocean are used as examples. These are advanced deep-sea projects with published Mineral Resource estimates, on the cusp of development. Off-shore diamond mines in Namibia are also considered. These examples provide a basis for comparing exploration and geological uncertainty, the technical risks of proposed mining systems, and the potential environmental and social impacts. Geological modelling has historically been done using sectional interpretation of paper sections or on a computer screen. Boundaries of geological units or grade shells are interpreted by a geologist section by section and the shapes are drawn onto paper to be digitised later or they are directly digitised into a computer. This approach is referred to as explicit modelling. Such methods are time consuming if there are many section lines or boundaries to be interpreted. The number of metres drilled and resource models made is increasing each year and it will be difficult to keep up using explicit modelling methods. Alternatively, it is possible to use information carried in the drill holes, known geological relationships and point estimation methods in two or three dimensions, to create similar geology boundaries, while eliminating or at least greatly reducing the need to manually interpret and digitise detailed sectional interpretations. Such methods are referred to as implicit modelling and are available in a number of software packages. Implicit modelling approaches have been used in iron ore and found to significantly reduce the time needed for modelling while producing results that are comparable or better than standard explicit modelling approaches. A number of case studies have been undertaken of implicit modelling in iron ore deposits. Stratigraphic surfaces of bedded, folded and faulted iron ore deposits have been modelled in various deposits by Leapfrog Geo, GOCAD (with SKUA) and Vulcan Integrated Stratigraphic Modelling. Leapfrog Mining was used to model iron grade shells at particular cut-off grades. The modelled surfaces are of a high standard equivalent to those that could be produced by traditional explicit modelling but the time required by the implicit methods is far less. Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

A hard lump char containing only 4 to 5 per cent ash, 0·25-0·30 per cent sulphur and a trace of phosphorus has been produced from Latrobe Valley brown coal by slow drying and carbonization of ordinary industrial briquettes at temperatures between 7000 C and 14000 C. The briquette char can be made with a variety of reactivities by varying the maximum temperature of carbonization; the higher the temperature, the lower the reactivity. The strength of the fuel compares favourably with metallurgical coke made from black coal, though it may not be quite so resistant to abrasion. Experiments in a small experimental cupola indicate that it will make a satisfactory fuel for use in iron foundries. It may also find extensive application as a smokeless fuel in other branches of industry and in household heating appliances.INTRODUCTIONVictoria, like South Australia and Western Australia, is apparently without 'significant deposits of black coal of coking quality but there are huge reserves of brown coal of high moisture content (60-66 per cent) in the Latrobe Valley (well over 20,000 million tons have been proved) and there are other important deposits in the south central portion of the State (Herman, 1952).For three decades Victorian industries, including a few metallurgical firms, have been using the briquettes made at the Yallourn factory of the State Electricity Commission of Victoria (S.E.C.). These briquettes, having a moisture content of about 15 per cent and a calorific value of approximately 9,500 B.T.U. per pound, are satisfactory for certain grate-type furnaces but they are not suitable for use in cupolas of other shaft furnaces because they disintegrate badly on rapid heating.

Electron probe microanalysis (EPMA) and quantitative X-ray diffraction (QXRD) techniques are capable of providing high-quality quantitative information regarding the phase mineralogy and distribution of alumina within iron ore samples. The techniques, however, use different methodologies in determining the mineralogical information (ie structural versus chemical), which introduces some limitations. In this study, EPMA was used to identify and quantify the deportment of alumina within mineral phases in iron ore samples (-1 mm crushed) sourced from different suppliers. Results were directly compared with quantitative mineralogical data derived from QXRD to provide an evaluation of the relative merits of both techniques. The four ores studied contained alumina either in the form of gibbsite, aluminosilicates (eg kaolinite), or associated with goethite.For minor phases, gibbsite and kaolinite, the abundance trends measured via QXRD were generally reflected in the EPMA data. Agreement was less satisfactory for the more abundant goethite phase (both low- and high-Al forms). The discrepancy may be the result of sampling issues arising from textural features such as grain size, and also a systematic overestimate in the amount of Al-rich goethite when hematite and Al-bearing phases are finely intermixed and the EPMA step size is coarse. A second difference in the EPMA results compared to the QXRD data was in regard to quantification of low-Al and high-Al goethite phases. The sensitivity of the chemical-based EPMA was better for distinguishing between high- and low-Al goethite although the results remain overprinted by potential errors introduced via sampling.Care should be taken when directly comparing results from each method, although in general the data should be considered complementary, as each approach provides slightly different results and interpretations regarding the overall mineralogy.CITATION:Pownceby, M I, MacRae, C M and Torpy, A, 2017. The high production rates achieved from mass mining methods such as block caving, sublevel caving and longwall mining require large conveyor belts, trucking loops (diesel/electrical) and rail systems for ore handling. However, the ore handling systems used in mass mines introduce a significant amount of heat into the overall ventilation system, which may be problematic at depth or in mines located in hot climates.In particular, the heat load from a conveyor system is not always well understood and consists of various components, including frictional heat from idlers, heat from electrical motors, heat from the drive train and heat from broken rock transported on the conveyor system. This paper presents results from a study that investigated the heat introduced to the ventilation air from a large conveyor system. The conveyor system transports ore with a maximum virgin rock temperature of 41°C from a depth of over 1 km. Changes in the configuration of late Cenozoic volcanic arcs related to Pacific-Australian plate convergence in northern New Zealand may have localised large-scale epithermal gold-silver mineralisation to a particular part of the volcanic arc system, the Coromandel Volcanic Zone (CVZ). The history of arc-type volcanism in northern New Zealand began with the development of the continental margin Northland Volcanic Arc from early-mid Miocene (26-15 Ma). From 18-15 Ma the Northland Volcanic Arc extended south into the northern and western part of the CVZ where it is dominantly composed of andesite with lesser dacite and very minor rhyodacite. In the south, centre and east of the CVZ, younger andesite-dacite volcanism overlapped in space and time (14-5 Ma) with voluminous rhyolitic volcanism associated with rift-hosted calderas and minor basaltic eruptions. This change to bimodal rhyolitic-basaltic volcanism and extensional tectonics was a result of southwest (SW)-directed propagation of the Colville-Lau oceanic island+ arc into the north-northwest (NNW) trending Northland Volcanic Arc and its underlying continental crust. The extensional tectonic regime created in the collision zone between the two arcs is also the site of the 14-6 Ma Coromandel epithermal gold-silver province, which contains some 50 separate deposits and has a production (1862-1996) of about 300 t Au and 1150 t Ag. Extensional tectonics facilitated the emplacement of silicic magma at shallow crustal level and led to reactivation of deep basement faults. The resulting enhanced heat flow and fault-focused fluid flow localised large hydrothermal systems and associated extensive low-sulphidation epithermal gold-silver deposits in the southern part of the province, as at Waihi, Golden Cross and Karangahake.

The New Zealand microcontinent is relatively well endowed with gold deposits; its past gold production per unit area of 3.2 kg/km2 ranks high on a world scale. Total recorded production (1857 - 1986) is about 854 000 kg and most of this gold was mined between 1861 and 1920. There has been a strong revival in gold exploration and mining since 1979, with exploration expenditure of around $15 million per annum and a declared gold production in 1986 of 1265 kg (886 kg in 1985). In addition to numerous alluvial gold recovery plants working small to medium sized deposits (mainly in Westland and Otago), there are five medium to large projects that have started production (Martha Hill), or have reached advanced stages of construction (Grey River dredge), permitting (Golden Cross and Macraes) or exploration (Globe-Progress). A tectonic interpretation of the Coromandel Peninsula which suggests that the basement underwent tensional collapse at its northern and southern ends would permit more ready penetration of late stage magmatic fluids. This hypothesis is consistent with regional trends of the chloride content of low grade geothermal waters and of the yield of gold and silver per unit weight of quartz worked. The consequences of such a model are that mercury should not only be a good pathfinder for Coromandel gold, but that it should be correlative with ratios of base metals high in the zoning or paragenetic sequences to those lower in the sequences. This is demonstrated successfully in an area of mineralisation in the southern Coromandel.

There has been a gradual increase in the volume of internationally traded thermal and coking coal, with emphasis on blending of coals rather than single coal usage. New Zealand can take advantage of this situation, especially with its low ash and sulphur content coals. However, there is a need to clarify the thermal and coking behaviour of these coals as they relate to other market players, to benefit both the consumer and supplier. The high volatile matter contents of New Zealand coking coals are due to their high vitrinite content, which causes them to demonstrate stronger coking properties over a wider rank range than Gondwana coals. These same high vitrinite levels appear to correspond with lower initial softening temperatures than for Gondwana coals of similar rank. Preliminary results using thermogravimetric analysis also suggest that New Zealand high volatile bituminous coals can be used to substitute for higher rank Gondwana coals in combustion processes.

Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand's enterprise economy.   Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors.   In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

Construction work on one of the world's largest landslide stabilisation projects is drawing to a close in Central Otago. Begun in mid 1990, major stabilisation work has been carried out on seven large rockslides which will be partially inundated when the Clyde dam reservoir (Lake Dunstan) is filled. The work has required the construction of 14.5 kilometres of tunnel, 60 kilometres of surface drilling, 78 kilometres of drilled drainage holes and five million cubic metres of earthworks. The stabilisation programme has been carried out by the Electricity Corporation of New Zealand as part of the Clyde Power Project, a hydroelectric development on the Clutha River.

The injection of grouting compounds into the consolidated rock surrounding underground mine workings has long been practiced for the purpose of sealing against water flows. In more recent times however, grout injection has also found application for the purpose of rock mass reinforcement. Mines in Europe,America, Australia and elsewhere now make use of significant quantities of chemical grouts in both preventative and remedial strata control work.   Despite the increasing usage of grouting for these purposes, there is limited knowledge about the effects of grout injection on the rock mass, and acceptance of the method is by no means universal. In some cases grouting has been applied with little understanding of the factors that control its effectiveness, and disappointing results have been obtained.   This paper reviews the basic concepts of how grout injection may contribute to the control of rock surrounding underground mine excavations, and highlights the factors which may serve to limit the efficacy of the method and the uncertainties that complicate the appraisal of grouting as a method of strata control.

This paper will first discuss the fundamental requirements for reliable discharge of backfill by gravity alone at high per cent solids. This discussion will include brief mention of the underlying principles of saturated solids flow contrasted to that of stirred tank or dilute discharge systems. Here the need to possess full knowledge of the flow properties of the stored material will be highlighted. In regard to attainment of reliable discharge it will he revealed flow from a backfill silo will only occur provided: ò the flowing material in the converging channel is yielding throughout; ò slip is occurring along the walls; ò an arched stress field is present in the vicinity of the outlet; ò the flowing backfill must be dilating to flow in response to the dilating stress field; ò sufficient dilation water is injected, in the hopper, to eliminate the formation of adverse interstitial pressure gradients; ò sufficient dilution water is injected, downstream from the hopper outlet, to generate a pumpable slurry of maximum per cent solids; ò the silo level must be sufficient to prevent the pump suction forming a rathole; ò the system must be configured and operated to generate stable discharge density; and ò the system must be configured and operated to minimise damage to the pump liners. In addition proper account must be made of the silo overflow weir and settling capacity to match plant throughput. Here opportunity will be taken to highlight the complexity of this multi-phase flow situation as well as the general yet paramount requirements for reliable solids flow. It will be shown that by proper attention to the multi-phase considerations gravity discharge of slurries as a consolidated bed with minimal water content is possible. Such high solids discharge results in greatly reduced demand for process water. In addition pumping costs are reduced as is the delay time associated with the mine drainage operation. Confirmation of successful applications will be highlighted by reference to several recent case studies. In the concluding phase mention will be made of the key yet very simple and effective operation techniques which enhance reliable Discharge.
