A paper presenting an overview of legislative and best practice approaches to the management of OHS&E and business risk for Australian tunnelling operations. Best practice can be achieved in Australian tunnelling through ærisk awarenessÆ by decision-makers and line personnel. This will identify problems before they occur and lead to implementing controls appropriate to avoiding loss throughout the life cycle of the underground opening. The author draws on legislative approaches from all Australian states together with practical experience from risk management and risk engineering work from six recent tunnelling projects. This describes a process that:commences with concept risk assessment,involves quantification of major hazards,conducts assessments of operating risks, andleads to implementation of an integrated management system that keeps construction activities connected with the controls identified in the design and planning phases and minimises the losses sustained as a result. Key points addressed include:where the industry is going with respect to risk û methods and considerations,how tunnelling risks are perceived by the industry and legislation,how tunnel constructors and owners can minimise exposure by using proper risk engineering ætoolsÆ, andreflections on best practice methods for transferring knowledge from designers to contractors/operators.

Coal mining in New Zealand is principally a State-owned and controlled operation where the State produces 70 per cent of the coal in New Zealand and 65 per cent of coal mined in the Waikato. The State's flexibility in production quality and price makes them tough competition. Coal in the Waikato varies in quality considerably throughout the region making the high quality coal deposits as in the Huntly district a highly sought after commodity. The high quality of coal is often offset against transport costs as, for example, Maramarua coals can compete effectively in the Auckland market and dollar per calorific value basis.

Many caving mines use numerical flow models to simulate mine production, forecast recovered ore grades and optimise the draw strategy. In sublevel caving (SLC) mines, the effects of blasting and fragmentation at an individual ring scale generally cannot be included in these models. Previous attempts to use results from marker recovery trials to calibrate numerical flow models have been limited due to difficulties in accounting for blasting effects at a ring scale. This paper outlines how an empirical criterion for blasting and fragmentation was used to attribute variable flow properties into a numerical flow model based on the blast design and modelled fragmentation. The flow model was then validated using data from a number of full scale marker recovery experiments. The result of this approach was a significant improvement in forecast accuracy when compared against the same modelled cave marker recovery without the inclusion of these blasting effects. Improvements in the flow model are currently being adopted within the mine scale model to further improve the accuracy of grade forecasting, optimise the draw strategy and increase net present value. The integrated modelling approach is also being used to simulate the effects of different drill and blast designs on cave recovery. It is suggested that, if implemented, the technique would lead to improved blast designs in other SLC mines, increase the value of marker trial data and reduce costs associated with large scale blast design trials.CITATION:Campbell, A D and Power, G R, 2017. This paper is a collection of thoughts and frameworks. It addresses a simple question: æIf we are to believe the large number of people and institutions indicating that humans are destroying the Earth and that the end is nigh, why do we bother trying to be sustainable?Æ The paper lays out evidence for the existence of multiple hazards to global society. The existence of a hazard alone is insufficient to make an assessment of risk. Risk estimates are required to support decision-making. An approach to assessing risk is provided and some limited data are presented. A new ædefinitionÆ or statement of what sustainability (in a broad sense) might have become is then given. A decision framework for guiding decision- making about the risks is developed. This framework includes a definition of leadership with inherent implications for what determines whether a leadership position by title is actually leading. The paper concludes by offering a view of minerals industry sustainability and considerations around maturity in the current economic situation. It is hoped that by placing this collection of frameworks around sustainability, a supporting structure emerges that will facilitate action. It is proposed that action taken in this way will be more effective than reaction to regulation or even social license to operate imperatives because it is driven by a more holistic view of the challenges and the potential roles of individuals û all of whom are potential leaders at some scale of action.

Civil engineering infrastructures are often subjected to different types of natural and mechanical activities. These influences may result in serviceability or even in stability of structures due to material deformations, increased water content within the materials used or the formation of internal or adjacent cavities that may threaten the infrastructure. Construction practices can lead to development of such defects in the form of cavities. In civil engineering it is crucial to detect these variations in material properties and to detect the presence of defects. However, as they are often hidden from view, these attributes may be difficult or impossible to target with traditional testing methods. For these reasons rapid geophysical methods, such as ground penetrating radar (GPR), are increasingly being used. At the University of Queensland (UQ) GPR is used for detection of voids and cavities which have been caused by an over excavation of the earth pressure balance machine (EPB) operating in a closed mode.A variety of numerical simulations using the finite-difference time-domain (FDTD) methods and preliminary experiments have been carried out in order to specify information about the nature, type, size, location and other characteristics of targets to be detected by GPR. In doing this the difficulty of interpreting GPR data, which is mainly due to the complexity of the factors involved in multiple possible solutions of the observed features, can be overcome.

Morphological analysis of alluvial gold recovered from the same segment of a placer by four common commercial methods indicates that gold shape and the presence of quartz intergrowths or sulphide overgrowths substantially influence the recovery efficiency of each method. The amount and types of gold saved by each method varies according to the different hydrodynamic conditions under which each of the methods operates. Reverse circulation drilling has the lowest efficiency and preferentially loses moderate-high flatness gold and intergrown or overgrown gold particles with relatively low density. Gravity riffle, hydraulic riffle, and jigcentrifugal concentrator systems respectively save progressively more of these problematic gold morphotypes, but still lose significant and sometimes substantial amounts (of profit) to the tailings. Because of the differences in recovery efficiency, reverse circulation drilling probably underestimates the grade of most placers and may have resulted in bypassing several economic deposits. Losses to tailings by commercial recovery plants arise from inadequacies in fundamental plant design features. These inadequacies compromise plant efficiency by limiting the ability of plants to simulate the wide range of hydrodynamic conditions necessary to operate effectively throughout placer systems. Incorporation of sand pumps and multiple recovery methods into the more sophisticated plants only partly overcomes these inadequacies. At best, efficiency will be maximised in a few segments of the placer determined by individual plant design, and will decrease progressively upstream and downstream of those segments. Without prior knowledge of the morphological characteristics of the gold to be mined, it is difficult to choose the most appropriate plant design, or to estimate what proportion of the gold will be recoverable by any given plant. If the relevant relationships are not considered beforehand, the recovery plant is likely to lose a significant proportion of the gold, and sacrifice maximum profit.

Following an underground coal mine explosion, it is important that ventilation is quickly restored to ventilate the mine and affect a mine rescue. To achieve this, surface ventilation fans must be suitably protected from explosion damage, but still able to be quickly restored.A review of all Australian coal mine regulations was carried out, revealing that Australia has no prescriptive regulations that specify the design of explosion relief panels and the protection of ventilation fans in the event of an underground explosion.To better define the level of protection required, this paper reviews and extracts details from relevant major international regulations and standards on the subject.A suitable design methodology for the protection of ventilation fans is presented that could be applied in Australia, using a combination of explosion relief panels, appropriate isolation of the fan, and ventilation shaft/mine design.CITATION:Rafferty, T and Bourcier, R, 2013. Concerns with crest losses have seen changes to a number of design and operating parameters to retain the integrity of the wall and the berms of the Kidston Gold MinesÆ Eldridge Pit. Until trials began in 1999 most final wall designs utilised large diameter blastholes up to the presplit row to achieve the wall angle. The berm crests were being lost, wall support requirements were increasing and affecting mining schedules and several fault areas were putting pit access at risk. Standard designs had been determined during the early mining years and while periodic modifications had been made there was a need for major blast pattern revision. This paper traces the development of wall control blasting programs over the years, relating designs to the geology and the evidence in the walls with the theories of the day and includes the recent trials that were conducted in what is a most unforgiving geology. Trials and improvements to ensure the walls were safe were conducted even as the mine neared its economic life. Instrumented monitoring of trials blasts has greatly increased the understanding of the damage criteria and enabled rapid revision of designs. Recent changes included reduction in presplit energy, charge redistribution and use of smaller blast holes for the trim patterns. Determination of a minimum proximity-to-final wall limit for production blastholes, establishment of the correct standoff to berm crests and walls and selective use of presplitting techniques for protecting crests have resulted in cost effectiveness, improved bench crest retention and an overall reduction in visible wall damage.

The progressive development of underground mines frequently requires increased ventilation flow rates through mine shafts that were originally designed for lower rates. Where these shafts are equipped with conveyances running on rope guides, the higher air flow rates adversely affect the lateral motion of conveyances and could cause conveyances to collide with the shaft walls or with one another. Hence the safety impact of higher flow rates requires proper assessment. This can be undertaken by use of computer simulation models to predict the dynamic motion of the conveyances during hoisting. It can also be undertaken entirely by field testing, or using a combination of simulation and field testing. This paper discusses these techniques and makes cautionary remarks about setting an absolute generic maximum flow velocity for all shafts. The detailed mineral composition of the lead-zinc ores at Captain's Flat was first studied in 1942 (Edwards, 1943).At that time the workings did not extend far below the 750ft. level. Since then development has been extended to the 1,390ft. level, and -at the request of the management of Lake George Mines Ltd., an examination of the ore from the deeper levels has been made as part of the research programme of the Mineragraphic Section of the Commonwealth Scientific and Industrial Research Organization.This account is. based on that examination (Mineragraphic Rept. No. ,537, C.S.I.R.O.)GENERAL GEOLOGYThe geology of the Lake George Mines has been described briefly in The Geology of Australian Ore Deposits (1953), and in much greater detail in an unpublished report by K. Glasson (1952). The area consists of fossiliferous Upper Ordovician sediments overlain by volcanics (Kohinoor VoJcanics), and by fossiliferous Silurian sediments. The volcanies comprise a series of· flows ranging in' composition from dacite to rhyolite, with interbedded tuft's and shale lenses.The region has been strongly folded. The regional strike is from 340° to 355°, and dips are from 75°W. to 75°E, A major syncline, pitching 200 N., occupies the centre of the area. The Kohinoor Volcanic'l outcrop as two bands which represent the east and west limbs of this syncline.The Volcanks in the western limb, with whIch the orebodies are associated, are more strongly sheared than those in the eastern limb.

Reports of delays and cost blowouts in major study and construction projects are becoming increasingly prevalent in the resources industry. This is mainly being attributed to an escalating cost environment associated with the increased number of projects in the development to construction pipeline and a scarcity of competent skilled resources to deliver these projects. However, not all this effect can be directly attributed to the current environment. Historically the mining industry has not performed well in its ability to deliver projects according to the financial and physical parameters forecast in the feasibility study process. To manage the risks associated with delivery of major projects, resource companies need to ensure they use a standardised approach to management of their project development to satisfy project objectives and enable more efficient use of the increasingly limited available resources. Each discrete step in advancing the project from scoping study to operations needs to be integrated, reducing the amount of rework and duplication. This paper is primarily a consolidation of existing ideas on project management systems but also introduces new concepts to solve current issues. It describes the basic components of a typical mining project, the issues that commonly arise, the key attributes, and critical steps required for an effective integrated project management system covering projects from initial scoping studies through to project commissioning and operation. This paper focuses on technical study components of the mine development project with allowance for transitioning to design and construction and operation phases.

Current spontaneous combustion index parameters such as SHT, CPT/RIT and R70 self-heating rate all have deficiencies that need clarifying from a risk management perspective. In some instances they can produce a false negative evaluation and in others they can produce a false positive evaluation. These tests all use a relative rating scheme that does not provide any indication of the time it takes for a spontaneous combustion event to develop, nor do they consider the moderating influence of moisture present in the coal on self-heating rate in the low temperature oxidation region. This is viewed as a major deficiency since the true self-heating behaviour of broken coal is primarily a function of time that is governed by the interaction of the initial boundary conditions (initial ambient temperature and moisture state) with the reactivity of the coal (both intrinsic coal reactivity and accelerated self-heating from reactive pyrite if present). Active geothermal systems occur widely in Sumatra and in the Taupo Volcanic Zone (TVZ) ofNew Zealand. There are also many occurrences of epithermal gold mineralisation in Sumatra, some of which are economic. Minor sub-economic occurrences of gold have been reported in the TVZ but none have yet been mined. There are both similarities and differences in the nature of the active geothermal systems and mineral deposits in Sumatra and New Zealand, which can be systematically related to the tectonic setting. The thicker crust and consequent predominance of silicic volcanism in New Zealand leads to hydrothermal systems which are little eroded and with limited lateral outflows. The systems in Sumatra are of mixed character, with some of the characteristics of those in andesitic island arcs such as Java or the Philippines, e.g. a higher proportion of systems with identifiable acid magmatic volatiles, a greater potential for deep erosion and lateral outflows than in New Zealand; but modified by the more oblique component of subduction and thickened crust so that some are localised in volcano-tectonic depressions and consequently have high piezometric levels of primary hydrothermal fluid. The unusual occurrence of calcic zeolites in veins associated with gold mineralisation in Sumatra is thought to be indicative of æsatelliteÆ boiling zones along de-gassed hydrothermal outflows.

Demonstration of Solid-Liquid Separations Using Recycled Supernatant that Contains Temperature-Responsive Polymer The effective use of recycled supernatant that contains temperature-responsive flocculant is demonstrated for solid-liquid separations. The recyclability of poly(N-isopropylacrylamide) (PNIPAM) of several different molecular weights and a 15 per cent negatively charged derivative are compared. Batch settling tests of a-alumina suspensions are first conducted at 50¦C, with a subsequent 25¦C period, after which the supernatant is harvested and used to flocculate subsequent suspensions. Using this procedure consecutive separations are obtained with the repeated recycling of uncharged PNIPAM containing supernatant. Batch settling tests indicate that hindered settling rates increase with molecular weight of PNIPAM. Adsorption studies indicate that strong adsorption of PNIPAM onto alumina occurs with PNIPAM at 50¦C and that significant desorption occurs after cooling at 25¦C. However, the extent of desorption decreases with molecular weight resulting in low amounts of PNIPAM for recycling and poor settling behaviour when high molecular weight PNIPAM is recycled. Little recyclability was evident using the negatively charged PNIPAM. On the basis of these findings a recycling-thickener apparatus that uses low molecular weight uncharged PNIPAM is proposed.

A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.
