The techniques of geological control developed by the Coal Geology Sections of the Broken Hill Proprietary Company Limited and Australian Iron and Steel Proprietary Limited in providing geological service in the coilieries operated by these associated companies cover the provision of geological control for both planning and production in each of which the significance of geology has in the past been only poorly appreciated by the coal mining industry.While the adoption of similar techniques is well within the capacity of major companies there is considerable scope for the development of government geological services providing specialized assistance of this nature for smaller scale producers.INTRODUCTIONThe coal mining industry in Australia can instance many notable mistakes caused by failure to obtain sufficient geological information or by incorrect interpretation of available geological evidence both before the commencement of mining and during the progress of operations. Substantial development undertaken in, areas with insufficient or inferior coal reserves, difficult mining conditions caused by failure to adjust operations to geological circumstances, and the irregular development of mine workings caused by unexpected geological features, all bear witness to the lack of geological foresight by the industry.Along with the more widespread general use of applied geology, an increasing acceptance has developed during the past ten years of the valuable contribution which can be made by this science to the exploitation of coalfields. In spite of the advances which have been made, there is still a wide scope for further detailed application of geology throughout the coal mining industry in Australia.

Variograms can be powerful tools for the analysis and control of process streams and their sampling. Their uses and proper utilisation have been described somewhat unclearly to date, and their limitations and precautions of use are too rarely mentioned. The general meaning and properties of the variogram tool and its use in geostatistics are therefore reviewed in details to derive a critical view of its proper use for process control: what to expect from it and what it cannot deliver and which uses are illusory or potentially misleading. I find that during the short time I have been in this district, the majority of boilers are, and have been, receiving very bad usage owing to the difficulties which they have to contend against, viz., oil and bad water. Oil on the heating surface of a boiler is of a highly dangerous nature inasmuch as it allows the surface to become overheated, owing to the water not coming into direct contact with the plates, and it naturally follows that when the crown sheets of a flue or firebox become overheated, you lose a considerable amount of the strength of the plate, and the flue or crown comes down. Referring to the oil question, I find that too much care cannot or exercised on the part of engine drivers in order to minimise as much as possible the internal lubrication of the various engines under their control. For I consider that it is here that the most of the trouble is caused. My reasons for stating such to be the case, are:-That the majority of enginedrivers before coming to this field have been used to driving engines that have been exhausting into the atmosphere, and probably they have been taught that it is far better to use a little extra lubrication than to have a hot bearing. So far so good. But one thing that must not be overlooked is that on these fields the conditions are altered in this respect, as the majority of engines in this district are not exhausting into the atmosphere, but are condensing their exhaust steam and using the water so condensed for feed purposes.

THE following really forms the second part of, or a sequel to, a paper, " Ventilating Metalliferous Mines: a Method of Attack," read before the Broken Hill Branch of the Australasian Institute of Mining and Metallurgy in May, 1920. In that paper the writer advocated a consideration of the question of ventilation in metal mines from a different aspect to that 'which had hitherto prevailed locally. Various factors regarded as having an important bearing on the subject were set forth, together with the results of observations made during ventilation tests carried out at the mining department of the Zinc Corporation.During the subsequent discussion the question was raised of the possibility of any practical application of the method of attack described, and also whether the theoretical considerations mentioned were likely to be of any real utility to the mining engineer engaged in ventilation work in a metalliferous mine.

Calcination of samples from the Savage River region of Thsmania containing varying magnesite/dolomite ratios under conditions optimized for the magnesite component, followed by carbonic acid leaching at elevated pressures, leads to leachates of varying composition. For a 3 per cent solids slurry leached at 15.5°C and 700 k Pa carbon dioxide, the leachates have magnesium concentrations in the range 0.71 - 13.2 g/litre. The corresponding magnesium extraction data are 12.5 - 86.4 per cent. The variation in leachate composition would be unacceptable in terms of continuous processing, so that a feed of "constant" composition is essential. Selective mining and physical beneficiation to remove the bulk of the dolomite do not appear to be practical. It is concluded that the most appropriate method of feed preparation is to carry out extensive blending of the magnesite/dolomite ore and the resultant calcine.

In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

A cyanidation study was conducted on a mild refractory gold ore sample from the Central zone of Clarence Stream Property, owned by Freewest Resources Canada, to develop a leaching strategy to extract gold. Gold, at a grade of 8.00 g/t, is present as native gold, electrum and aurostibite. The ore also contains 2.8 per cent pyrrhotite, together with several antimony minerals (0.8 per cent berthierite and gudmundite, 0.18 per cent native antimony and stibnite). It also exhibits weak preg-robbing properties with 0.16 per cent organic carbon. Aurostibite, a gold antimony compound, is particularly known to be insoluble in cyanide solution. The antimony dissolves in cyanide solution to form antimonates, which retards gold dissolution. Industrial practice of extracting gold from aurostibite generally consists of producing a flotation concentrate, which is leached in a pipe reactor at low alkalinity and high oxygen pressure with about 20 g/L cyanide. The proposed new approach is efficient and allows the extraction of gold directly from an ore at atmospheric pressure and a low cyanide concentration at pH 10.5. The effects of grinding, pretreatment, lead nitrate, kerosene and cyanide concentrations have been investigated. The maximum gold extraction obtained on the ore was 87.9 per cent using 800 ppm NaCN, 500 g/t lead nitrate, 30 g/t kerosene, DO 10 ppm and pH 10.5 in 168 hours. The associated cyanide consumption was 1.3 kg/t. The additions of lead nitrate and kerosene increased gold extraction. In comparison to a P80 of 74 ¦m, a P80 of 30 ¦m significantly increased gold extraction. Gold in solid solution in gudmundite and arsenopyrite was believed to be responsible for the unleached fraction until mineralogical analysis of hydroseparation concentrates of leach residues showed that most of the unleached gold occurs as aurostibite, either as locked grains in sulfides/sulfarsenides or as grains with passivation rims of an Au-Sb-O phase. Coarse gold was also found. Gold extraction was not sensitive to cyanide concentration from 250 ppm to 1200 ppm NaCN and high pH was detrimental. Decreasing the cyanide concentration reduced the cyanide consumption to 0.85 kg/t. The removal of coarse gold using a Knelson concentrator and a Mosley table prior to leaching increased the gold extraction to 90.4 per cent (leach residue at 0.77 g/t).

Four manganese dioxide leaching microorganisms, an Achromobacter spp, Aspergillus niger, Elllerobacter cloacae and Elllerobacter agglomerails were purified from sucrose enriched crude mixed cultures which contained at least sixteen, non-leaching, morphologically different, colony types. Fastest leaching rates were obtained from the original enrichment's mixed cultures (1.26 g Mn++ I/d) while best yields of Mn++ m terms of sugar use came from Achromobacter and A. niger being 0.84 and 0.89 g Mn++/g sucrose respectively. The peak efficiency in manganese reduced, per carbohydrate used, coincided with the exponential growth phase for Achromobacter. The two Elllerobacter species performed better in stationary or senescent growth phases.

The copper-clay deposits consist largely of goethite and clayey mudstones carrying native copper, cuprite, and chalcocite. The mudstones are of Ordovician age, are interbedded with Fe-Mn carbonates, and probably contained syngenetic iron and copper sulphides. The secondary copper minerals have been derived from post-Devonian weathering in situ and also by deposition from surfaee and underground waters draining the adjacent mineralized volcanic rocks.

The flotation of fine coal (minus 0.5 mm) often requires the addition of an insoluble hydrocarbon collector to apparently promote the adhesion of coal particles to air bubbles. A series of experiments was conducted using a radiotracer and narrow size fractions of clean coal to determine the effect of particle size distribution, collector addition rate, desliming of feed and emuIisification of collector on the distribution of collector between the different size fractions. The concentration of collector per gram of each size fraction was found to be approximately proportional to (average particle size)-2 except if the collector was emulsified prior to addition, the dependence altered to approximately (average particle size)-1. Mechanistic consequences are discussed.

The selection of Sydney and Port Kembla for the First Ordinary Meeting of the Institute for 1938 was, no doubt, a recognition of the celebrations marking the 150th Anniversary of the first settlement of this country. In selecting a theme for my Presidential Address, I propose to depart from the precedents of my distinguished predecessors, as I feel that this year of celebration is the natural year for a brief review of the history and progress of the Institute.In July, 1892, the Amalgamated Mining Managers' Association of Australasia held its Annual Conference in Ballarat, Victoria, when Mr. Uriah Dudley, who attended as a delegate from Broken Hill, brought forward the advisability of the formation of an Australasian Institute of Mining and Metallurgy. Mr. Dudley was authorised to take such action as he thought fit, and the result was the formation of a Provisional Committee in Broken Hill of men who were mostly members of the American Institute of Mining Engineers. At Copper Refineries Pty. Ltd., Townsville, two reverberatory furnaces of 420 tonnes capacity are used to melt 210000 tonnes/year of copper for subsequent anode casting. When the refinery commenced production in1959, these furnaces were of 300 tonnes capacity. The original furnaces featured a silica brick hearth, magnesite and chrome magnesite side 'walls, and a sprung silica brick roof, but were unsatisfactory because of thelow refractory life and high costs. With continuous expansion in production and the incentive to increase furnace life and capacity the design of these furnaces has changed greatly since that time.The present furnaces feature all basic brick, a flat suspended basic brick roof, very extensive use of watercooled copper sections, and are of substantially increased (420 tonnes) capacity. Particular attention has been concentrated on high wear areas such as the taphole, side walls, and charging door jambs. Each furnace in its 24 h cycle, is charged, the copper melted, impurities skimmed off, metal "poled" prior to casting, and cast.The service condition during each of these operations is important in considering furnace refractory life.The improvements in operating practices and furnace 'construction which enabled the capacity of the furnaces to be increased are discussed. The life between major repairs to side walls has increased from 90 charges to300 charges.The scope for future improvement is considered and areas for development are suggested.

As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. I refer to the late Mr. Delprat, who, as General Manager of The Broken Hill Proprietary Company Limited, had under his control for many years the smeltery in this centre. A study of flocculation of ultra-fine coal particles by ultrasonic waves was investigated on a laboratory scale.The coal suspension was dilute, with low ionic strength, and at pH 6·2.When a stationary sonic wave is set up in a solution containing suspended coal particles, it is believed that high and low pressure regions are alternately established at the half wave-length of the sonic wave and this resultsin the migration of coal particles towards the low pressure regions.As expected the flocculation is more effective as to frequency and the power of the ultrasonic waves is increased.The shape and size of the test equipment are also important variables.

With the technique and data obtained in using the blast hole diamond drill for "Removal of Horizontal Level Pillar by means of Blast Hole diamond drilling at New Occidental Gold Mines N.L.," as described in Proceedings No. 133 of 1944, and a series of experiments using the blast hole diamond drill for stoping at New Occidental and New Cobar Mines over the past two years, a benching method of stoping has been developed using 2 inch coring diamond drill bits, resulting in efficient and economical ore extraction in these large ore bodies.During the experimental stages the standard H-inch blast hole was used, but the deflection of the holes, when using this solid bit, either decreased or increased the burden of the hole when it became necessary to drill holes deeper than 45 feet.It was found that after blasting vertical holes deeper than 45 feet, the ore did not break satisfactorily over the full length of the hole; on one occasion as much as 30 feet of bench was left at the bottom of the face, which had to be subsequently re-bored andblasted.As this defect was also noticeable to some extent even when the holes did not deflect, it was then obvious that the explosive had become less sensitive in the lower section of the hole. This was probably brought about by pressure being built up ahead of the detonation wave in H-inch hole, resulting in desensitization of the explosive.Another series of experiments were carried out, using 2-inch solid bits, which enabled a much greater burden on the holes, and the use of primacord for the full length of the hole.This gave satisfactory results regarding breaking and fragmentation, but was uneconomic owing to the excessive consumption of diamonds, and the slow rate of drilling.Further experiments were then carried out using 2-inch coring bits, (Fig. 1) which allowed holes of 90-feet to be bored with little deflection, and proved to be entirely satisfactory as to cost and speed of drilling.

Willyamite from the type locality, Consols mine, Broken Hill, N.S.W., has been re-examined, and found to consist of zones with widely different Co:Ni ratios. The name willyamite is redefined to include the portion of the (Co, Ni)SbS series with cobalt in excess of nickel. Willyamite is pseudo-cubic, with the three axes equal to within 0·001 A.

The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

Typically, large volumes of data are collected during geotechnical investigations for mining projects but rarely is this done in a comprehensive manner that enables all aspects of the geotechnical environment to be evaluated. A geotechnical core logging process has been developed to record mechanical and structural properties of the rock mass. The method enables data for a wide range of rock properties and geotechnically significant major structures to be collected including rock strength, joint surface condition, fracture frequency and fracture orientation. The logging method is unique in that sufficient data is collected to enable the independent determination of all the major rock mass classification systems including rock mass rating (RMR), (Bieniawski 1976, 1989; Laubscher, 1990) Norwegian Geotechnical Institute (NGI) tunnelling quality index (Q) (Barton, Lien and Lunde, 1974) and geological strength index (GSI) (Hoek, Kaiser and Bawden, 1995). The logging system has been specifically developed to allow better and more precise appreciation of rock mass and structural conditions across the project area thereby optimising the use and application of the available geotechnical data and improving confidence in the outcomes of geotechnical investigations. This paper describes the core logging process with case examples showing how the logged data can be used for underground and open pit mine design.
