There is a need for concepts and techniques developed specifically for blasting in areas where the rock is loose or highly fractured. Common practice has been to use techniques developed in hard homogeneous rock and reduce the amount and strength of explosive. However, this rule cannot cope with all of the special characteristics of highly fractured rock and has not adequately taken care of the problems of overbreak, gouging, and wall damage. The main problems encountered when blasting in highly fractured rock are controlling the amount of rock broken, minimizing the damage done to the remaining wall material, and adapting blasting methods to rapidly fluctuating ground conditions. In addition, because it frequently needs timber support right into the blasting area, there is also the problem of how not to shoot out the timber when heavy loading is needed in order to offset a loss of impact caused by deflection of the detonation wave off the numerous rock interfaces, and by the absorption of the wave by resilient clay particles. Another consideration is the fact that less attention needs to be directed toward producing satisfactory fragmentation of the broken rock. Those blasting methods designed for breaking hard rock into manageable segments are, as a rule, not needed in highly fractured rock which will usually break along its own numerous fracture lines.

THE principal operating and producing properties covered by the Western Operations of the United States Smelting Refining and Mining Company are the U. S. and Lark mine in the Bingham district of Utah, the Bayard department in the Central mining district of New Mexico, the Midvale mill and smelter near Salt Lake City, the lead refinery of its subsidiary, U. S. S. Lead Refinery, Inc., at East Chicago, Ind., and the coal operations of its subsidiary, United States Fuel Company, at Hiawatha, Utah. Operations of lesser importance at this time are conducted either on company account or by lessees in the Centennial, Bullion Beck, and Eagle and Blue Bell mines in the Tintic district of Utah, the Hidden Treasure and Ophir mines in the Ophir district of Utah, and the White Knob mine in Custer County, Idaho. The Richmond-Eureka Mining Company, in which the Company owns a controlling interest, has leased its properties near Eureka, Nev., to the Eureka Corporation Limited. The Gold-road property at Goldroad, Ariz., has been shut down since 1942, and due to high costs of labor and supplies, consideration is now being given to removal of all surface and underground improvements. The mine and mill im¬provements at the Sunnyside property in Colorado, recently purchased by the Sunbank Corporation, a subsidiary of the Company, are now being dismantled.

I WOULD like to spend a few minutes describing to you the present condition which exists in the oil industry and then point out some aspects of this deplorable situation in which I think petroleum engineers can be helpful. As you know, the oil business at this time is in a very critical condition, .due to the tremendous potential production in excess of current demand. This is a world-wide condition as well as a national problem, as it is estimated that the surplus production available for the market in foreign countries is of about the same proportion as that existing in the United States. Due to the inability within the United States to hold production within the bounds of demand prices have been slumping for the last four years and at this time have reached the point where the sales value of the average barrel of crude oil in the United States, is far below the cost, of production. In addition to the large amount of potential production available for the market in excess of demand we have in storage in the United States about six hundred fifty millions of barrels 'of oil. Unless something can be done to limit the amount of oil coming onto the market to a point well below the demand, which point will permit the reduction of stocks, it looks as though the 'oil business is facing demoralization.

THE name engineer makes a very strong appeal to one who appreciates the mechanism underlying the fabric of our civilization. Engineers are scouts of civilization. We send them ahead into the lone 'places-the wilderness, the jungles, the great watery expanses, to build the highways necessary for civilized man. The engineers must deal with Nature, with that mysterious dynamic thing we call "force," with materials. It is their function to direct the human activity necessary to coordinate these forces and material in order to make them serve the needs and aspirations of men. Because of my high conception of the engineering profession I was glad to accept the invitation to address The American Society of Mechanical Engineers to voice my understanding of the possibilities of your work as engineers of industry, and to suggest what seems to me the responsibility of the-engineer to the whole modern industrial system.

The grades of commercial steel produced in large quantities can be divided into two general types from the standpoint of ingot structure— killed and rimmed. Killed steel covers a wide variety with carbon contents throughout the range of the steel portion of the iron-carbon diagram, and is the kind usually used in the production of alloy steels. Rimmed steel is normally associated with carbon ranges under 0.30 per cent, and is not yet used to a large extent in alloy practice, except for copper-bearing steels. The fundamental differences in the ingots made from these two types of steel can be seen most easily in Figs. 1 to 7. In the rimmed ingot shown in Figs. 5 to 7 there are two lines of blowholes approximately parallel to the sides and coming together at the top and at the bottom of the ingot. In the killed ingots shown in Figs. 1 to 4 these blowholes arc not present. Also, the rimmed ingot has no well defined pipe, as compared to the deep pipe on the killed ingots, and there are numerous primary blowholes in the lower portion of the rimmed ingot perpendicular to the surface and close to it, while on the killed ingot there are no blowholes of this type in the ingot shown in Fig. 1 and very small ones close to the surface in the lower part of the ingot shown in Figs. 2 to 4. With respect to the presence of pipe and the primary blowholes, the structure may vary considerably in both rimmed and killed ingots, therefore these cannot be considered as fundamental structural characteristics differentiating the two types of steel. The primary blowholes in rimmed ingots may be much less pronounced than those in the ingot shown in Figs. 5 to 7—as, for example, in "ingot iron," which is entirely free from them. An example of a cross section of an ingot-iron ingot is shown on page 16 of "Research and Methods of Analysis of Iron and Steel," published by the American Rolling Mill Co. (1920). A certain amount of pipe may also occur in rimmed ingots, though it is normally porous and not as well defined [or deep as in the killed ingot of Fig. 1. LESS than eight months ago at the annual meeting of the American Institute of Mining and Metallurgical Engineers, attention was called to the demoralizing effect of the abnormal oil production of Mexico on the oil situation in the United States, and it was predicted that this unstabilizing influence would probably become impotent in 18 to 24 months through ' the exhaustion of the principal producing fields of Mexico, unless new fields were found in- the meantime. When this statement was made, the daily production of Mexico was about 600,000 bbl. of crude oil; now it is about 350,000 bbl. No new pools of consequence have been opened, although extensions have been made to two old pools. Over 200,000 bbl., or more than half of the present daily production, comes from Los Naranjos, Amatlan and North Zacamixtle fields, in which practically every well is so affected by salt water that the potential production dropped 50 per cent. in the month of September, clearly indicating that these fields are moving rapidly toward extinction. How much longer the one remaining important pool will last is a matter of conjecture.

Twice in the past two years and in two widely separated localities-one near Williamsville, Mo., and the other in the Allard Lake district of Quebec- the Contract Drilling Division of the Longyear Company has experienced perplexing difficulties in drilling granitoid igneous rocks. The rocks in both places are characterized by appreciable amounts of feldspar intimately intergrown with quartz particles of microscopic dimensions. The disappointingly slow rate of advance and the exceptionally high bortz loss, obtaining during the life of these two projects, are ascribed largely to the resistance to abrasion of these two minerals when arranged in this intergrown pattern. Whether all intergrowth-bearing igneous rocks would offer extraordinary resistance to bit progress cannot be stated with assurance on the strength of these experiences alone. More data on diamond drilling this sort of material in a number of localities are needed before any generalizations can be made safely.

ORGANIZATION of The Federated American Engineering Societies was effected at the organizing conference of national, local, state and regional engineering and allied technical organizations at the Cosmos Club, Washington, D. C., June 3 and 4. Thus is brought into being the greatest national engineering society in the world. The object of the organization is to further the interests of the public through the use of technical knowledge and engineering experience, and to consider and act upon matters common to engineering and allied technical professions. Prominent engineers from all parts of the country, representing more than 75 engineering societies, with an aggregate membership of more than 125,000, participated in the organization. The constitution as adopted by the conference, calls for the creation of s managing body to be known as the American Engineering Council, and its executive board. The belief was expressed that the entire organization would come to be spoken of as the American Engineering Council. The council is to coordinate the activities of state councils and of local affiliations whenever these activities are of national or general importance or may affect the general interests of engineers. Representation in the council is to be according to membership of the component societies.

RECENT experiments indicate that the usual type of concentrating-table is not only poorly adapted to produce the desired results, but also is based upon an incorrect principle, namely, the use of riffles to perform the work of stratifying the various minerals. We have heard a good deal about riffles for concentrating-tables; exhaustive experiments have been made to discover the proper form of riffle, or to prove the superiority this or that form; disputes and patent-litigation have arisen over the matter of riffles, and thus many have been led to believe that the riffle is the saving-device upon which the process of concentration depends. In the present paper it is proposed to show that the riffle is greatly overrated as to the part it performs in the concentration of minerals, and that, in the near future, it may possibly be eliminated entirely from that process. The experiments in question have shown that the troublesome riffle can be considered of secondary importance at the most, and should be so classed in the construction of a concentrating-table built upon the right lines. The action of any form of riffle on a concentrating-table is such as to upset and retard the process of settling and stratifying the various minerals on the table-deck. From the deck of a riffled table no concentrates can be delivered until the deck is "bedded," that is, until a sufficient amount of metallic values have been fed to the table to spread over a large portion of the deck, forming a substratum of the heavier minerals. This substratum must be maintained by the feed within quite narrow limits, and directly proportional to the rate of discharge from the table, in order that the bed shall not be lost. The Occupational Safety and Health Act of 1970, although providing no precise definitions of safe and healthful working conditions, specifies mandatory duties, and methods and procedures -- "to assure so far as possible every working man and woman in the nation safe and healthful working conditions." The dynamics of the workplace ad the dynamics of this coextensive Act both spring from the same source. Both require at any given time an application of the then con- temporaneous highest state of the art. Both are flexible, ongoing, adaptive, changing; both advance by a blending of experience and research.

CURTAILMENT of production was a matter of far more serious concern to the oil industry through 1933 than the search for new supplies of oil. The huge reserves of crude, built up during past years, instead of inspiring a feeling of security, were viewed apprehensively. The status of past laws and court decisions seemed to guarantee to operators the right to produce oil at will, and this entrenched privilege was so widely adhered to that the market was-in a constant state of chaos. The more modern idea of the ownership of oil in place and correlative rights gained headway slowly, since usually there were enough belligerent producers, staunch believers in the old established order, to defeat the efforts of the majority who sought to' introduce order and restraint. State regulatory commissions were unable to cope, with the rebellion among producers with the result that those who abided by proration rulings were penalized, while those who flouted the rulings and produced unrestrainedly were able to make profits on large volumes of flush oil even at low prices. This situation, known in the vernacular as the "hot 'oil" problem, became so acute that the industry was threatened with ruin. The low price for 36c A.P.I. in the Mid-Continent came in April. at 25c per barrel 'but gradually moved upward to the long-hoped for price of $1.00 per barrel in October, after the Federal Government had taken a hand in the matter and effectively allocated production among the oil producing states and materially curbed the "hot oil" runs.

MICROSCOPIC. rnetallography has been exploited quite well enough to bring about a very general understanding that the typical metal or alloy is composed of minute crystalline particles blended into a coherent microstructural mosaic. One does not have to be a specialist in metallography to realize that the properties of such an aggregate are essentially a summation in appropriate form of individual effects derived from the shape, size, placement or orientation and cohesive characteristics of the component particles. It is clearly of great importance to consider the various forms of discontinuity which may occur at the boundaries between these crystalline particles. When a number of 'particles each possessing the same orderly arrangement of atoms are brought together into a close-fitting system of purely haphazard contacts, not unlike a handful of snowflakes compacted into a snowball, the particles are said to possess random orientation. There are no generally accepted views concerning the arrangement of the atoms or the constitutional reaction between atoms where one crystal meets another, but these contact regions are characterized by strength rather than weakness and it is customary to require the presence of many rather than few boundaries in preparing metal for useful service. Under certain circumstances all of the particles in a metal may be nearly alike in orientation. Other general tendencies of orientation may be associated with particular forms of mechanical and thermal treatment. In contrast with these cases of fortuitous or statistical diversity of orientation, we often find adjacent particles united along a plane which possesses a grouping of atoms belonging equally well to both structures. This, of course, determines a fixed relationship between the two orientations and it is always possible to derive one from the other by some form of rotation or reflection prescribed by the symmetry of the crystal structure under consideration. Particles united in this manner are known as twin crystals although the term refers to the form of association rather than the number of individuals concerned.

A melt of pure electrolytic iron with about 0.4 per cent. sulfur and 7 per cent. manganese was prepared in connection with a study of inclusions in iron. The alloy darkened rapidly when etched with a 10 per cent, alcoholic solution of nitric acid, and microscopic examination revealed the presence of a semimartensitic, semi-Widmanstättian structure (Figs. 1 and 2) closely resembling the structures found by Benedicks in his artificially prepared "meteoric iron."' The structures found by Benedicks were readily explained by the presence in his alloy of the two well-known iron-nickel solid solutions, taenite and kamacite, and of their eutectoid (?) aggregate, plessite. By analogy, one would infer the existence of similar phases in the iron-manganese alloy just described, such an inference being strengthened by the similarity displayed in many ways by nickel and manganese in their effects on iron. Iron-manganese Alloys are Regarded as Homogeneous Heterogeneity of iron-manganese alloys has not been recognized heretofore, judging from the data of standard metallographic books and those of original papers. In fact, iron and manganese are quite generally regarded as completely miscible in the solid state. Dr. Rosenhain,2 for example, writes: Alloys of group (a), of which those of gold-silver, iron-manganese, and copper-nickel are examples, when allowed to crystallize sufficiently slowly to attain their condition of final equilibrium, present a microstructure exactly similar to that of a pure metal—the homogeneous character of the molten solution is in that case so completely maintained that the microscope cannot detect the presence of any second constituent. Guillet and Portevin3 refer to the iron-manganese system as an example of the "case of metals completely miscible in the solid state."

Since its development about forty years ago by J. V. N. Dorr (Cyanidation and Concentration of Gold and Silver Ores, McGraw Hill Book Co., 1936, 1-5), and others, continuous countercurrent decantation has not only become one of the standard methods for extracting gold and silver from their ores, but has also found wide application in other metallurgical and chemical industries. In 1917 L. B. Eames published an excellent paper (Countercurrent Decantation, Trans AIME, 1917, 57, 143- 158), in which he determined the effects of grade of ore, ratio of solution precipitated to ore treated, variations in the density of the thickener spigot discharge and variations in the value of the barren solution upon the gold assay of the solutions discharged from the thickeners in the system. Eames showed that, other things being equal, the dissolved gold lost in the tailing varies directly as the value of the ore and as the value of the barren solution. The tailing loss de- creases rapidly as the ratio of solution precipitated to ore treated is increased to about three or four to one. Beyond this point the improvement is negligible.

IN spite of a world production of lead amounting to 1,300,000 tons, of which the United States produces slightly less than one-half, it appears that the mines at present are hardly able to supply the demand. For this there are several reasons. The lead deposits, geologically speaking, were formed comparatively near the surface under conditions of lower temperatures, with the richer deposits often residuary; that is, enriched by surface water, and consequently soon exhausted. Lead is practically absent from a great part of the world. The great Canadian shield, the eastern part of the Dominion, contains practically none. Scandinavia contains no lead. It is absent from geo- logical formations of great age, but does occur in large quantities in the deposits in the Rocky Mountain region. These deposits are, more or less directly, of igneous origin, but here, too, there is a tendency of the lead shoots to concentrate in the upper part, and when they go down the deposits turn to zinc-copper and some other metals. This is one of the best established facts of economic geology. The deposits of the Mississippi Valley district, from Kansas-Oklahoma, to Canada, are in comparatively accessible limestone beds, at a depth seldom more than 500 ft. Therefore, the lead is easily mined but more easily exhausted.

Further details of the 97th meeting of the Institute, at Spokane, have been sent to members in the Special Circular of May 8, 1909, and for convenience a summary of the additional information is given later in this announcement. In spite of the present small number who have joined the party, final arrangements have been made to complete the itinerary given in the circular. It is greatly to be desired, both in behalf of the Institute and in recognition of the special courtesies to be extended on the trip, that the party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. . For those who cannot take the entire trip, it may be possible to provide special Pullman accommodations after leaving the Yellowstone Park. In order to make the necessary arrangements, however, the names of members and guests contemplating this partial trip should be sent at once to Mr. Theodore Dwight, .39 West 39th St., New York, N. Y. A special train of Pullman cars will leave Chicago September 16. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals (luring the entire trip, except while taking the tour through the Yellowstone Park. The general cost of the trip per member will be $300, which includes transportation, berth, and meals for the entire trip from Chicago back to Chicago, almost 6,000 miles, and the tour through Yellowstone Park, occupying in all about 30 days. At the Annual Meeting of the Institute, February, 1908, the following amendments to the Constitution were proposed for action at a future business meeting (see Trans., XXXIX, xxvii) To Art. II. After the first sentence of this Article, add the following sentence « These classes may be subdivided by the Council, according to profession, length of membership, nationality, or other conditions not inconsistent with the provisions of this article." To Art. III. In the first line, substitute " fifteen " for "ten " dollars. At the Annual Meeting of February, 1909, action upon these amendments was postponed to the next business meeting (see Bulletin No. 27, March, 1909, p. xiv). Of these two amendments, the first has been withdrawn, as unnecessary-the subdivision thereby authorized being already practicable without such amendment. The second amendment will be acted upon at the next Annual Meeting, February 15, 1910, and the Secretary has been instructed to call the attention of members to the subject in such a way as to secure a general vote upon it. A special circular, now being prepared by the Secretary, will shortly be sent to all members. Year Book of the Institute. (communication to the Secretary*) :—The paper of Mr. Eeyes gives us the most complete account of the geology of the borax-deposits in the Death Valley region that has yet been published, and is a valuable addition to the geological literature of a very interesting though little-known territory. During the past ten years I have been over much of the northern part of the country described by Mr. Eeyes and the region immediately north of it.

The meeting of the Institute at St. Louis brought together many members of the Women's Auxiliary, and Mrs. Philip N. Moore, who was nominated as the Director for the St. Louis Section, took the occasion formally to inaugurate the organization in that district. A meeting was held at the Planters Hotel, anti after discussion as to, the aims and objects of the. Auxiliary, officers were nominated for the' Section; the meeting then adjourned for two days, to he resumed in Joplin.. Here a very successful meeting was held, at which the Vice-Chairman, Secretary, and Treasurer were elected. A great deal of interest was arouse under the able directorship of Mrs. Moore the St. Louis Section is likely to become a large and active organization. The president of the Women's Auxiliary, in opening the meetings, told the ladies present of the inauguration of-the-Society in February, 1917, and of the work which had been accomplished up to date. She told how the Society devotes itself to patriotic and humanitarian work along lines acceptable and interesting to the Mining Engineer, standing always alongside and behind the men of the profession. The Central Welfare Committee of the organization has three Sub-Committees: Foreign Relief, Emergency, and Americanization, and under one or other of those heads most of the work of the' Society has been done. Mr. Hoover was responsible for the inception of the Foreign Relief Committee, as its first work was the collection of funds for the supplementary meals for the Belgian Children. Under the energetic administration of Mrs. H. Knox, this sub-committee raised $12,100 in the period between the February meeting and the Declaration of war by the United States, when our government took over the entire duty of feeding starving Belgium. The organization of the Belgian Relief Committee, as it was styled, still remains, but the members are now asked to take up the question of relief in France. The President, Mrs. S. J. Jennings suggested at the St. Louis meetings that one way of working for the foreign relief alight be that all the members of the Auxiliary should, during the period of the war, forego all giving' and receiving of Christmas presents, except those they have been accustomed to give to the poor or in charity, and those they would give to the men in the services of the United States; that the money usually spent on the Christmas gifts should be put into a fund to be sent abroad for the fatherless children of France, as a gift from the families of the Institute. A good deal of discussion followed this proposal, as some of the ladies felt that children should have their Christmas gifts as usual. The Director of the Section emphasized the truth that the Christmas spirit was the .spirit of giving and sacrifice, and that no sacri-
