Costly damage by severe wave attack to many engineering structures has illustrated the need for a consideration of the nature of wave action in plans for offshore drilling operations. Using wave data it is possible to answer questions pertaining to engineering problems such as platform elevation, structure orientation, and expected wave forces. For locations where wave records are not available a technique can be used to obtain information about wave characteristics from past meteorological data and near shore submarine topography. Forces exerted on structures by waves may be divided into four parts. A completed study is given in which frequencies of various wave heights and maximum frictional drag forces are computed for a typical offshore drilling site. INTRODUCTION Waves of tremendous proportions accompanying hurricane winds crash against breakwaters and other offshore structures causing untold damages. Wave forces exerted on structures at these times are enormous, as shown by past records of incidents where massive portions of breakwaters have been broken off and moved by waves. On other similar occasions, whole structure; have been unloosed and smashed or floated away. These incidents, which seem almost incredible, serve to illustrate the great amount of energy contained in large waves, and to show that this energy results in powerful forces destructive to offshore installation~ which are not designed sufficiently strong to withstand wave attack. In the past the expected frequencies of waves having various characteristic.% have rarely been considered in the design of structure affected by wave action. As a result, many structures have failed to accomplish the purpose for which they were designed or have collapsed under wave attack. Others have been constructed to withstand greater wave energy than is ever encountered, with resulting waste of material and construction time. In this study an analysis is made of the frequencies of waves having different characteristics which affect the plans for offshore drilling installations. After such an analysis the erection of these structures can proceed with less risk involved and with more efficiency and economy. ENGINEERING ASPECTS In the offshore drilling program wave forces play an extremely important part in design and construction of drilling rigs in shallow water. The design of a platform or other structure from which drilling equipment is operated is critical, becauze any damage to the platform may endanger personnel and result in complete loss of equipment. Since a platform built too close to the water would be battered by breakers, and one built unnecessarily high would involve undue expense, it is necessary to know the most desirable elevation at which the platform should be erected. This is only one of many questions about structural planning which can be answered using existing technique for determining wave characteristics. The purpose of efficient design for the portions of many types of offshore structures which are acted upon by wave forces is the same as that of all designs which deal with frictional forces of a fluid on a solid. For these structures the problem is comparable to that encountered by undersea craft moving through water, except that in the case of a fixed structure the force is produced by the water moving past the model. For off shore sructures which are extremely rigid the frictional forces may be nearly negligible compared with the impact or shock forces imparted by breaking waves. In all case; the better design is that which offers the least resistance to the opposing forces. From a consideration of wave forces, each drilling structure varies in efficiency depending upon the type and amount of superstructure in contact with the waves. For example, round piling and bracing offer less resistance to wave forces than do I-shaped ones. All network superstructure such as cross bracing should be kept to a minimum and at as low an elevation as possible, so that it will not expecience the pressure exerted at the tops of breaking waves. Models of proposed structures can be tested in wave tanks and in the field to ascertain the efficiency of specific designs. Past experience in beach and shoreline engineering has shown that, although changes in the topography of the bottom very near shore do not seem to be occurring, the natural forces involved may be in a delicate balance such that a static state exists. Interruptions of any of these natural forces by erecting offshore structures are likely to cause undesirable effects. Changes in beach profile result partly from sediment being brought into suspension by the orbital motion of waves and partly from the transport of sediment by longshore currents. With the erection of an offshore structure and consequent change in the combined effects of these two forces, unfavorable deposition upon, or erosion of, the bottom at the site may occur. Therefore, combination wave and current studies are essential for the solution of problems involved in the design of most marine structures. TECHNIQUE FOR OBTAINING WAVE INFORMATION In determining the probable effect of wave action on an offshore drilling structure, it is first necessary to know the usual frequencies of certain wave types for the given location. It has been known for many years that the efficiency of a water flood can be improved by lowering the water-oil mobility ratio in the system. Such a change leads to better sweep efficiency and also to more efficient oil displacement in the swept zone. Data from our laboratory water-flood tests of both small cores and long sand packs are presented which show that water mobility can be reduced and oil recovery increased by the addition of certain polymer solutions to flood water. The reduction in mobility, in many cases, is greater than would be expected from conventional viscosity measurements. These solutions, however, do not cause significant reductions in oil mobility. The over-all effect of these mobility changes is increased waterflood oil recovery. Encouraged by results of our laboratory work, we expanded our study to include pilot field tests of floods with such solutions. One such test, made in the West Cat Canyon field, Santa Barbara County, Calif., is described in detail in this paper. Three other field tests are also discussed. INTRODUCTION Oil production from most reservoirs following primary depletion and/or water flooding is often less than 50 per cent of the original oil in place. Heavy oil reservoirs seldom yield over 15 per cent of their original oil. With new reservoirs becoming harder to find, the improvement of oil recovery efficiency is one of our very important problems. We describe here some of our attempts to increase the efficiency of oil displacement by adding a water-soluble polymer, partially hydrolyzed polyacrylamide, to flood water. This technique will be termed "polymer solution flooding". The concept of using high-viscosity water to increase the efficiency of water flooding is not new. In 1944 Detling (Shell Development Co.) obtained a patent covering the use of several additives for viscous water flooding.' His objective was to improve water-oil mobility ratios by increasing the viscosity of the flood water. Other patents2-27 have been granted covering specific water-SO~LIble polymers or specific conditions of viscous water flooding. Barnes'" described his laboratory model study of the injection of a viscous water slug into a reservoir which had been partially invaded by bottom water. He concluded that, for this type of reservoir, "the cost of viscous water should not exceed a few cents per barrel for viscous water slug injection to be economically feasible" Our studies have led us to a somewhat different conclusion in a number of cases where hydrolyzed polyacrylamide solutions have been injected into reservoir models or actual reservoirs. Possible reasons for this difference are discussed in this paper. Our studies have shown that polymer solutions may lead to an increase in oil recovery over that from an ordinary water flood by (1) improving sweep efficiency, (2) improving microscopic displacement efficiency, or (3) a combination of these mechanisms. In the work of Barnes, only the benefit of improved sweep efficiency was considered. Also, our work has shown that there are marked differences in the effectiveness of different water-soluble polymers as flood water additives. Partially hydrolyzed polyacrylamide is better than many other water-soluble polymers we have tested because, even in very low concentrations, it can lead to increased oil recovery. This is an important advantage when either a dilute polymer solution is injected continuously or a relatively concentrated slug is injected followed by water. In the latter case! portions of the slug become diluted and function in the formation as very dilute solutions. As dilution takes place the effective slug size will increase which, in turn, will reduce the cost per barrel of the effective flooding medium. The reason that partially hydrolyzed polyacrylamide solutions are more efficient at low concentrations than certain other polymer solutions of equivalent viscosity (when measured in conventional viscometers) is not fully understood. We do know that the shapes and sizes of macro-molecules dissolved or suspended in liquids influence the flow properties of their solutions or suspensions. Solutions of partially hydrolyzed polyacrylamide cause greater reductions in water mobility than would be expected from conventional viscosity measurements. LABORATORY STUDIES Laboratory water floods were run in linear and radial systems with different water-soluble polymers and under varying conditions of flow. including reservoir conditions of temperature, pressure and fluid composition. Some of these runs are considered in this section. OIL DISPLACEMENT IN LINEAR MODELS In this group of runs the sweep efficiency approached 100 per cent because the linear sand packs used were as nearly uniform as possible. Results reflect primarily the micro-scopic displacement efficiencies. The laboratory models were unconsolidat-ed sand packs the lengths of which varied from about 4 in, to 40 ft. Further information on the flow models used is listed in Table 1. Using conventional procedures, water floods were run on sand packs containing either refined or crude oil at restored state. Frequently, a repeat run, similar to the first, was made as a check. Then a third run was made on the restored-state model using either polymer solution or a combination of polymer solution (slug) and water. Details of these runs are also reported in Table 1. This paper discusses the results obtained from high temperature, high pressure filter loss studies in which field samples of clay-water, emulsion, and oil base fluids were used. High temperature, high pressure tests of some premium priced emrilsion and oil base drilling fluids show filter loss peculiarities that are not predicted by standard API tests. It is recommended that high temperature, high pressure filter loss tests be used to evaluate the performance of such fluids. Apparatus is described which proved to be satisfactory for evaluating filter loss behavior over a wide range of temperatures and pressures. INTRODUCTION The petroleum industry spends large sums of money each year on chemical treating agents for lowering filter loss and on premium-priced low filter loss drilling fluids. While it is an accepted fact that low filter loss is advantageous during drilling operations, it is questionable whether the present standard method of determining filter loss gives a reliable indication of the loss to he expected under bottom hole conditions. The purpose of this paper is to show that high temperature. high pressure filter loss tests Should be used to evaluate filter loss behavior of fluids for deep drilling. Concern over possible effects of filter loss on oil well drilling and well productivity dates back to the early 1920's. During the years 1922 to 1924, filtration studies were reported by Knapp,' Anderson2 and Kirwan." These studies were the first to be reported in the literature on this subject. No further information was published on the subject until 1932 when Rubel' presented a paper in which he discussed the effect of drilling fluids on oil well productivity. In 1935. .Jones and Babson constructed the first laboratory tester designed to study the effects of temperature and pressure on the filter loss behavior of clay-water drilling fluids. In a discussion of their investigations, Jones and Babsons stated, "Performance characteristics of a mud can he evaluated with considerable reliability by a single test at 2,000 psi and 200°F. Exact correlation between the results of performance test5 made under these conditions and the behavior of muds in actual drilling operations is of course impossible." Jones arid Babson apparently were well aware that at best laboratory tests can give only qualitative answers to the question of what is the actual behavior of a drilling fluid when subjected to deep drilling conditions. Jones' presented a paper in 1937 in which he described a static filter loss tester to be used for routine filter loss tests. This instrument subsequently was adopted as the standard APl filter loss tester. In 1938, Larsen7 developed a relationship between filtrate volume and filtrate time that is in general acceptance today. Larsen was cognizant of the danger of estimating bottom hole behavior from filter loss measurements at room temperature. He tried to predict the effect of temperature on filter loss by relating temperature effects through the temperature dependence of filtrate viscosity. This was undoubtedly an over-sirriplification of the temperature dependence of drilling fluid filter loss. In 1940, Byck" published a summary of experimental results of filter loss tests made on six representative California clsy-water drilling fluids. He concluded that "no existing method will permit even an approximate determination of the filtration rate at high temperature from data at room temperature. It is necessary to measure filtration at the temperature actually anticipated in the well, or to make a sufficient number of tests at various lower temperatures so that a small extrapolation of these data to the anticipated well temperature may be applied." Byck's findings were presuma1)ly well accepted and recognized by drilling Fluid technologists, and yet, they did not lead to wide adoption of high temperature drilling fluid filtration equipment. This is evidenced by the fact that no addition information has appeared in print on the subject since 194). Study of Byck's data shows that there was a useful consistency in them. The fluids did not show predictable losses at high temperatures, but they did line up at high temperatures in approximately the same order that they lined up at low temperatures. That is, if a fluid appeared to be a good fluid with relatively low loss at low temperatures, it would also be a good fluid with relatively low loss at high temperatures. In the last decade. the above situation has changed. The drilling fluid art is markedly different from what it was. The outstanding change, as far as the present discussion is concerned, has been the adoption of wholly new types of drilling fluids. Oil base and emulsion drilling fluids have come in to wide use. It is, therefore, necessary- to re-examine previously satisfactory generalizations to see if they are still valid. It turns out. as might have been expected. that Byck's explicit generalization. already quoted, is still true. Filter losses at high temperatures cannot be predicted from filter losses at low temperatures. However, no further generalizations are valid now. Fluids of different chemical types show different general behaviors. No longer do the fluids line up approximately the same at high temperatures as they do at low temperatures. They may line up entirely differently. Special fluids exhibiting very low loss at low temperatures may have losses as high as those of ordinary clay-water fluids at high temperatures. This fact is highly significant, because premium prices are being paid for the special fluids.

The competitive market potential for solvent-refined coal is estimated and the market advantages are enumerated. Markets are possible in combustion, railroad locomotion, and carbon electrodes. The combustion characteristics are consistent with expected air pollution restrictions on the emission of sulfur and particulate matter. A market potential of sufficient size exists to support the initiation of solvent refining in the United States. The market analysis should help fuel producers determine the advisability of their undertaking solvent refining of coal.

The quality of aggregate materials is of major importance in governing durability and permanence of concrete structures. The problem of selecting suitable aggregate materials is two-fold. Geological factors include the type and character of the aggregate source, presence of known or suspected reactive constituents, and presence of thermally incompatible materials. Laboratory investigations include petrographic studies, soundness and reactivity tests, and tests of thermal properties. The importance of each factor in the selection of satisfactory aggregate material is considered in detail.

The latest theoretical and experimental study of physical processes initiated by explosions in solid media have made it possible to obtain a deeper insight into the mechanism of the energy transfer to ambient rock from char es of explosives interspersed with various air gaps. As shown in (17, high explosive action causes excessive fragmentation of medium in the vicinity of the charge, while expansion of the process into the massif is negligible. A theoretical outline of a more rational application of explosion energy was given with a view of obtaining more uniform fragmentation of rock convenient for loading and transportation. The proposed idea proven by experimental study consisted of the possibility of explosion control based on redistribution of explosion energy. Practical realization of the above idea was proposed (1) involving charges with air gaps for rock fragmentation. Since the Rolla Symposium on Mining Research (USA, 1961) (2), borehole charges with air gaps have become common practice. This method of rock blasting is applied in open cast and underground mines working the hardest and viscous, hard, medium hard and soft rocks (ore, quartzites, granites, 1 imes tones, sandstones, coals, etc.) as well as at enterprises for extraction of building materials and raw chemical minerals of any strength. Application of charges with air gaps results in an increase of the degree and uniformity of fragmentation (up to 94 percent of the blasted rock mass consists of fragments not exceeding 400 mm), the average fragment size decreases by 1.5-2 times and the amount of lumps is reduced by 2-10 times (in some cases there are no lumps at all ). Location.—The principal manganese-deposits of the Department of Panama, Republic of Colombia, are located almost clue south of Viento Frio, a native village bordering on the Caribbean Sea, and about 45 miles northeast of Colon (Aspinwall). The mining-claims are the Viento Frio, the Carrano, the Nispero, and the Soledad. Each property is to the south of the preceding one in the order mentioned. The first one is about one mile from the coast, and the most southerly boundary of the Soledad is about five miles in a straight line from the same coast-line. I shall confine my remarks to the four properties mentioned and to La Guaca, west of the Carrano, because these are the only ones where mining has so far been done to more or less extent. Manganese has also been found, however, in the neighborhood of these deposits, and a large area adjoining them has been divided into sections and " denounced " as mining-claims. The Boston and Colorado Smelting Works are situated in the town of Black Hawk, Gilpin County, Colorado, on the Clear Creek Narrow Gauge Railway, 55 miles from Denver, in the Rocky Mountains, at an altitude of 7800 feet. It was one of the first works erected for the metallurgical treatment of gold ores, and the only one established in Colorado on a large scale which has been uniformly successful. Both gold and silver ores are treated, and gold, silver, and copper produced. The lead is not separated from the ores nor paid for, if it exists, and is entirely lost in the residues. The works were planned and built by Professor Hill, formerly Professor of Chemistry in Brown University, Providence, R. I., and is still managed by him, assisted by Mr. Richard Pearce, formerly professor in the School of Mines at Truro, England. They are very advantageously situated with regard to the ore-producing regions, having Boulder County on the north, which produces, besides ordinary gold ores, a series of tellurium minerals, such as altaite, sylvanite, and hessite, which are very rich in gold and silver. They are associated with copper and iron pyrites, blende, galena, and the carbonate and oxides of iron. Gilpin County itself produces for the most part the pyrites of iron and copper rich in gold, with a small quantity of galena and blende, which is rich in silver. In

(Pittsburg Meeting, March, 1910.) I HAVE long been aware that ferruginous copper furnace slags if fused in the electric arc will yield metallic iron containing copper, and in order to confirm this knowledge, and to obtain further information of the behavior of such slags in the high temperature and reducing conditions of the electric furnace, a number of samples of slag were fused in an experimental electric furnace. The results obtained, given in Table I., show that a very large amount of metallic iron was produced, and that this iron carried with it practically all the copper, gold, and silver, and more than 50 per cent. of the sulphur, of the original slag. The metallic buttons formed in the electric furnace were clean, hard, but not brittle.

The correlation of property changes during precipitation with structure has progressed, sometimes rapidly but other times more slowly, since the fundamental discovery of Merica, waltenberg and Scott.1 The predominent factor that hampered the progress has been limitations imposed by the various detection methods. Refiments in x ray diffraction tech-niques and in metallographic methods, which have been extended by the electron microscope, have contributed new information within the last few years. These permit an extension of the theory as proposed by Mehl and Jetter in 1940'2 Now that a sufficient number of alloys has been investigated to establish a general mechanism of the precipitation process, a correlation of the facts into a generally applicable theory of age-hardening is both warranted and desirable. The purpose of the paper is to provide an orderly correlation of the phenomenological facts of precipitation hardening. Speculation 011 mechanism of hardening will be confined to that consistent with existing theories of hardening, Age-hardening accompanies the formation of a new structure, the precipitate, as provided by a11 alloy system ill which solid solubility decreases with decreasing temperature. Upon this premise alone all such systems would be expected to include age-hardenable alloys. Alas, this is not always the case. Few attempts have been made to explain the variable degree of age-hardening among different alloys or to explain the influence of small alloying additions upon the hardening. This study was undertaken primarily to determine the reasons for certain varia-tions in the soundness of gravel aggregate taken from a number of widely separated points on the Tennessee River. Under laboratory tests, concrete made with these various aggregates it some cases exhibited marked differences in specific gravity, crushing strength and durability. Gravel was studied in detail from Chattanooga to the mouth of the river and to a lesser extent from Chattanooga to Knoxville. The causes of variation were determined, and variational curves were constructed, which accurately predict the composition of aggregate at any point on the river and therefore its relative suitability for use in concrete. The aggregate at any point is suited for making sound concrete; the variance of suitability is due to varying percentages of sandstone and weathered material, which are less sound than other constituents.

Discussion of the paper of W. G. MATTESON, presented at the New York meeting, February, 1918, and printed in Bulletin No. 134, February, 1915, pp. 429 to 468. WILLIAM KENNEDY, Fort Worth, Tex. (written discussion*). -In his discussion of this paper, Mr. Sherburne Rogers offers voluminous figures to show that the salt forming the. cores of the various domes could not have been derived from sea water, and gives as an illustration the immense quantity of water required to form the salt found in the Humble dome. He refers to the theory advanced by Van der Gracht apparently in support of this contention, and claims to have disposed of the views held by some that the domes were, in a great measure, formed by lateral secretion. Van der Gracht says the immense salt plugs found throughout North Germany and other countries in that region were apparently formed by orogenic movements acting upon what he calls the Mother Bed of Salt, which he gives a thickness of about 1000 ft., and an extent of several thousand square miles. The age of this "mother bed" is given as Permian. Harris, in addition to his growing-crystal theory, also says probably a great portion of the salt found in the Coastal dories may have been derived from the salt water of Permian time. Both of these theories require an abundance of water, and consequently oppose Mr. Rogers' idea that the immensity of water required disproves the formation of the salt from that source. I do not suppose, however, that either Van der Gracht or Harris absolutely limits his view to the Permian as being the only source from which the salt could have come, but would probably agree to consider any other age as being the beginning. Although the Permian is very strongly represented throughout North Texas, we have none anywhere throughout the region from which the salt may be considered as having been derived. Many deep wells have been drilled along the eastern outcropping of the Carboniferous and each has passed directly from Cretaceous to Carboniferous formations. Thus we may eliminate the Permian as a source of salt in this region. But, although the Permian may be absent, we have with us the Carboniferous with probably a thickness of 3000 to 4000 ft., and something like 3000 ft. of Cretaceous, to say nothing of approximately 8000 ft. of Tertiary and later beds, all of which, if we may judge by the quantity and density of the waters obtained from the numerous wells drilled, carry immense quantities

AMONG the highly skilled craftsmen of the Renaissance were those who worked with ores and metals. The author of this book, Vannoccio Biringuccio, was a master craftsman in the practices of smelting and of metalworking. Contrary to the customs of a trade, Biringuccio was moved to impart his knowledge to all and thus he has given us the earliest hand- book on metallurgy-in fact, the first printed book dealing with the applied metal arts and the processes of ore reduction. We should remind ourselves that metallurgy is an ancient art and then it fair1y may be said that Biringuccio sought to describe the techniques that had been in course of development since the Bronze Age of western civilization. Whether Biringuccio was a man of learning or a scholar according to the standards of his time we do not know, but today we recognize him as a man of science who gave his wisdom to succeeding generations. It was not until the coming of the Power Age at the end of the eighteenth century that progress was resumed in the science of which he wrote more than two hundred years before. Little is known of Biringuccio's training in his native Siena. It can be surmised that there, as in Florence, where his contemporary Benvenuto Cellini lived, he received his training in the craftsman shops where the industrial arts were taught and flourished alongside the fine arts. Perhaps he and Cellini were acquainted, although there is no mention of Biringuccio in Cellini's autobiography-an omission that Cellini's vast egotism makes understandable. He was the great artist, and Biringuccio was a practical, studious, unromantic figure with no favors to dispense. In the April 1940 issue of Mining and Metallurgy Dr. Smith describes Biringuccio's book under the title of "A Neglected Italian Metallurgical Classic." The article, revised and extended, forms the basis of the introduction to the present volume, and I urge all who take up Pirotechnia to read what Dr. Smith has written in the Introduction. Biringuccio's work is a classic and in its translation Dr. Smith and Dr. Gnudi have brought to bear the high degree of scholarship that it deserves. Dr. Gnudi made the translation at Dr. Smith's request and it was then refined "in the fire" of his scientific knowledge of the subject. The result is a book which the Institute is proud to place before its members and which the Memorial Fund Committee considers it a privilege to publish.

OF widespread interest to all lead metallurgists is a dross smelting process that will consistently give mattes and speiss of low lead and high copper contents. It is a problem that has intrigued operators through the years. In the past few years, with increased amounts of copper and overcrowded metallurgical furnaces, it has been almost imperative to evolve some method. Experience at El Paso has shown that high copper-to-lead ratios can be consistently attained by use of the new soda process. † Older Methods Three older methods, i.e., 1. Dross plus siliceous ore and limestone. 2. Dross plus one fourth blast-furnace speiss and siliceous ore, 3. Dross plus sulphides and siliceous ore and scrap iron, do not give consistent results and the products are higher in lead and lower in copper than those produced with the soda process. Any radical changes in the blast-furnace drosses will throw any of these older methods into a tailspin. For almost ten years, El Paso used the third method, with varying results. It was noted that as the arsenic and anti- mony contents of the dross increased, the speiss and matte steadily increased in lead and decreased in copper. A dross containing four parts of copper to one part of arsenic was considered to be ideal. At times this balance of copper to arsenic was almost impossible to obtain, especially when handling copper Cottrell dusts, which vary so greatly in copper and arsenic. Custom smelters like El Paso, handling a great variety of dusts, concentrates and ores, are apt to have anywhere from I to 15 pct copper on charge, with a variable in arsenic of from 0.5 to 2 pct. With such conditions, and drosses varying from 12 to 40 pct copper, an operator using the older dross reverberatory practices would find it just about impossible to control the reverberatory operations and to produce a good product low in lead and high in copper. These conditions prevailed at El Paso from the year 1940 to the present. In May 1942 it was decided to experiment with the soda process. The Soda Process After considerable work the soda method was finally evolved to the present state. It has never failed to produce a good product even under the most adverse conditions. It might be well to remember that many men of thought in the smelting industry have at one time or other sugge~ted the removal of all copper, arsenic and antimony from the lead blast-furnace charge as an aid to better metallurgy.

The forecasts presented in this paper constitute an attempt by the writer to predict the pattern of the consumption of petroleum products in the United States during the period of transition from war to peace. Although, in preparing the estimates, secular trends were not overlooked, greater emphasis was placed upon considerations of a cyclical character, or upon influences which might be peculiar to parts of the period. The estimates do not extend beyond the year 1950 because by then conditions in the industry should have returned to normal. The consumption of petroleum products is affected, of course, by changes in the condition of business in general. Before estimates of petroleum consumption could be prepared, therefore, it was necessary to predict the pattern of general business during the period under review, particularly the economic series that in the past have shown the closest relationships with petroleum consumption. It is the writer's view that business activity in this country (as measured by industrial production) will be higher on the average during the period between the end of the war and the year 1950 than it ever was before during a peacetime period of the same duration. When the war is over, consumers will have saved amounts of money that will be very large as compared with any previous accumulations. There is little question, therefore, as to the financial ability of consumers to purchase goods. The production of many durable consumers' goods, such as automobiles, refrigerators and radios, has been completely stopped since early in the war; also, many semidurable and nondurable consumers' goods have not been available in the quantities or the qualities desired. There is considerable needi therefore, for consumers to purchase goods after the war. The important question is whether consumers will purchase goods in "1arge enough quantities to keep our economy running at a high level. The writer answers this question in the affirmative. The mere existence of very large consumer savings lends considerable support to this view because, with such backlogs of " security," consumers can afford to spend more of their current earnings than they otherwise could. Also, several polls have been taken, which indicate that consumers expect to buy large quantities of a variety of goods. Some of the savings, therefore, probably will go into current consumption. Even though this percentage is relatively small, so that the bulk of the funds accumulated by consumers during the war continues to remain as savings during the period under review, spending should be great enough to start the production cycle and keep it
