G. R. DELAMATER,* Steelton, Pa. (written discussion t)..-Under the heading, "Preparation of Coal," Mr. Campbell discusses the ad-visability of sizing the coal for the jigs. While I fully realize that conditions alter cases, my method at all times is to do everything possible to avoid sizing. It would be unwise for anyone to say that greater ash and sulfur reduction is impossible by sizing. The thing that can be questioned is, will the greater reduction be sufficient to counterbalance the greater cost? The same thing is true of the proper size of crushing for each individual proposition. In past years many washeries have been built and equipped for wash-ing two or more sizes, but I know of few instances where these plants were operated more than a year before sizing was abandoned. Perhaps in some of these cases this was clue to lack of sufficient development of such scheme of operation; yet I have found that most men engaged in this work, including myself, started into the work with a pretty well-fixed idea that sizing would be beneficial. But trials and tests showed that the mixed size washing is necessary for coals requiring crushing to 1 in. or less. Coal is of low value, compared with other minerals segregated by washing or concentration, for which reason simplicity must be the watchword: simplicity in the machine used to attain the separations of impurities from the coal, in the accessory plant equipment, and in its arrangement.

During the past year, geochemical prospecting appears to have come of age as an exploration method, and its acceptance by the mining industry is widespread. There is a growing recognition that applied geochemistry is a scientific tool and must be performed and interpreted by scientific personnel who are trained in its utilization. At present, most personnel training is done by geochemical departments in government organizations and industry groups. Most schools in the United States and Canada do not offer geochemical training, particularly at graduate levels, due to faculty limitations, lack of budgetary support and the erroneous impression that applied geochemistry is not sufficiently academic. As a result, some companies have found it expedient to send selected personnel to European schools for advanced training. A critical personnel shortage now exists will probably continue into the near future. Indications are that the rate of development of new geochemical techniques has levelled off, and the probability of new breakthroughs is not high. Present research is essentially limited to efforts by government agencies and a few private companies. Progress has been the most rapid in the development of analytical techniques, but the need remains for investigation into sampling technology and the development of more quantitative methods for the interpretation of geochemical results. Geochemists need a better understanding of the numerous physical and chemical factors which affect and control primary and secondary dispersion phenomena in all geologic environments. Detailed studies must be made of the relationship between geologic, geochemical and geophysical factors. With better interpretive techniques, the return on the geochemical exploration dollar will increase.

Ince1 proposed that electrostatic attraction between oppositely charged particles was responsible for slime-coating. Del Giudice2 postulated the metathetic formation of a cementing compound. Wark3 suggested that prevention of slime-coating was related to peptization of the slime. In the experiments of Table I the technique employed was essentially that of del Giudice, with the difference that the particle was examined under a film of water rather than dry.4 In general, the polished particle was agitated for 2 min. in a pulp consisting of 12.5 grams of the slime (—200 mesh) and 50 C.C. of distilled water, washed in three baths of distilled water, and examined at 220 diameters with the Leitz Ultropak. Observations of Brownian movement were made at 850 diameters with dark-field illumination. Several of these experiments do not jibe with the metathesis theory. According to published solubilities,5,6 the lead salts of the anions in experiments c through g are more insoluble than lead carbonate, there- fore should prevent the formation of lead carbonate on the galena surface. In experiment i the calcium oxalate, which precumably was on the calcite surfaces, should have permitted the formation of a lead carbonate cement by virtue of its greater solubility. Experiments j through m show that the addition of lime accelerates the deposition of quartz onto a galena surface. The writer is unable to postulate a satisfactory cementing compound, according to the metathesis theory, to explain this effect. Handling and transport of coal during the winter months can be a severe problem. The inability to unload frozen coal from rail cars produces serious economic and logistic problems due to transportation delays, rail car shortages, and demurrage on the rail cars. One method of dealing with the problem of unloading frozen coal has been to spray freeze conditioning agents onto the coal before it is loaded into rail cars. Both water soluble and oil based formulations have been used as freeze conditioning agents. The water soluble treatments generally contain a polyhydroxy alcohol, such as ethylene glycol, or salts of alkaline earth metals, such as magnesium chloride and calcium chloride, as freeze point depressants. The oil based treatments consist principally of hydrocarbons, such as No. 2 oil or diesel fuel. The authors' tests have shown significant differences in the effectiveness of these freeze conditioning agents, depending on the particular coal substrate being treated. These differences correlate with the coal porosity and inherent moisture of the substrate. In general, the greater the porosity of the coal, the smaller the effect of the freeze conditioning agents. Coal porosity has a greater impact on water soluble freeze conditioning agents than oil based products. The authors investigated the pore structure of a variety of coals using mercury intrusion. Findings were related to the effectiveness of different freeze conditioning agents as measured by unconfined compression strength tests. In general, coals with a large number of very small pores (between 0.05 µm and 0.03 µm) do not respond as well to freeze conditioning chemicals.

THE production of non-ferrous secondary metals has become a large and important industry in the United States, and deals with practically every type of manufacturing concern.. Its business is unique in that it generally buys from its customers as well as sells to them, whether they are individuals, cities, corporations, or the United States government. Its operations are of vital importance to the success and prosperity of many of the nation's most important manufacturers; yet there are few industries about which less is generally known by those outside it, whether concerning the magnitude of its operations or the details of its actual technique. The industry itself is to blame for this meager publicity, because its technical men have made few attempts to openly exchange ideas, in spite of the excellent examples set by the iron and-steel or the copper and brass industries. Whether this is due to the ancient shroud of secrecy generally supposed to cover smelting operations, or because its technical men actually felt that the industry was too puny to be interesting, is hard to say. This paper will consider its subject in a 'general way, attempting to show something of the size and importance of the industry, as well as its fitness to do its work well. Attention will be called to the sound economic reasons for the handling of non-ferrous wastes by specialists, and to the often unseen losses of metals and labor which occur when manufacturers reclaim' their own metallic wastes.

SINCE the operative word in the subject on which I have been asked to speak is "international," I need hardly emphasize before such an audience as this that it is one which calls for some discretion on my part at the present juncture of world affairs, since, in some respects, it may not be devoid of a controversial aspect. For though the war is over, it has left behind it a sorry state of health in the political and economic complex of the world we live in; and however different may be the impact of these factors on each of us, yet none of us can any longer hope to devise a system or policy to escape from much of its controversial heat, or evade the obligation of doing what we can to diminish it. I would like, therefore, to consider with you how one great form of world enterprise whose range is coextensive with material civilization itself-that is, the Petroleum Industry-can make and is competent to make, a contribution to international health; for it is now an agreed commonplace that oil is arterial in the world's system and we need no telling that a healthy body needs healthy blood. Before embarking on my subject, let me assure you that I have no need to be told that this country before all others-and for obvious reasons is the major sounding board of opinion in matters affecting most aspects of the petroleum industry-technical, economic, national and international (but, may I please add parenthetically, not to the exclusion of quite a

IT is not my intention in this article to consider this subject in the light of the geographer or geologist, but rather in that of the mining engineer, and to endeavor to show the necessity and value to him of studying the minor details of the field or district in which he may be engaged. I t has been said by a distinguished geologist that "the natural boundaries of the geographer are rarely described by right lines. Whenever they occur, however, the geologist may look for something remarkable." And again : " Physiognomy is no idle or doubtful science in connection with geology. The physiognomy of a country indicates almost invariably its geological character." Our country furnishes examples enough of the truth of these remarks, and in no part of it is it so beautifully illustrated as in our own State, which has been so ably described by Prof. Lesley in his admirable little work on the "Topography of Coal." As the great mountain lines become guides to the geologist in determining and mapping out the geography of the formations, so do the minor details of topography become guides to the mining engineer in conducting his explorations, discovering of dislocations, and determining the character of the deposits which are the object of his search. I t is therefore requisite that he should, whilst making his surveys, pay the strictest attention to every variation of the landscape and surface of the ground. The resistance which rock bolts offer to shear movements along fracture planes and bedding planes near a mine opening has been suggested as one of the mechanisms by which bolts contribute to the support of weak rock in the roof or sidewall. That such displacements do occur is a fact fairly well known. Inspections of drill holes that have been drilled for some time often reveal that the holes have been offset at one or more points some time after drilling. Resin grouted bolts are often cited as being better able to resist shear movement in the roof because the annulus around the steel bar is filled with grout, whereas the sides of a conventional bolt will not contact the rock until a rather large shear displacement has occurred. When this project began, there were no experimental data to support or refute the above arguments. A laboratory shear test program was, therefore, devised to evaluate the effectiveness of various types of bolts in resisting shear under various conditions which exist in situ. Research reported earlier (Haas, 1976) included a theoretical analysis of a conventional bolt intersecting a shear surface, and experimental data on the shear resistance of smooth (lapped) shear surfaces, intersected at various angles by conventional and resin grouted bolts. The present paper extends the previous analysis to consider the effect of the initial roughness of the shear surface. Joint roughness is a particularly significant factor since undulations of the shear surface cause dilatation of the joint, which in turn, causes high tensile loading of a bolt intersecting the joint.

THE subject assigned is so broad that thorough discussion is well-night impossible within the space allotted, and further, few specific data are available upon which to predicate conclusions concerning the efficiency of present methods of distributing anthracite. This paper treats briefly the various agencies through which both primary and secondary distribution are effected, the methods of transportation and the general interrelation of production, demand, inventories and price. AVENUES OF DISTRIBUTION "Three distinct types of primary distribution are common in the marketing of anthracite. First, though not most important, is the sale by the producer, or operator, direct to the consumer. These sales, other than to employees and the local trade, are generally confined to steam sizes for industrial uses, and are consigned to the sidings or docks of the consumer. Sales of this type often are so closely priced to compete with oil and bituminous that the addition of even a small dealer's margin is sufficient to increase the cost to the point where the business might be lost. Second, the operator sells to a wholesaler or broker for subsequent resale, either to a retail dealer for clearance through his yard or direct to large consumers. Usually this method of distribution is employed by the smaller operators, who do not find it economically feasible to maintain extensive sales organizations. In most instances, the wholesaler retains some 5 per cent for his services, paid, of course, by the producing company whose anthracite he handles. This Mexican amalgamation-process, invented in 1557, at Pachuca, by Bartolome de Medina, has been widely discussed in America and Europe, but thus far there is no universal agreement as to all the chemical reactions involved. Having been, after many trials, the first to succeed in effecting the amalgamation of silver-ores by the same mechanical means, but doing without one of the chemical substances which had been considered indispensable in the practice of 300 Sears, I am led to offer these notes as a contribution to the discovery of an exact theory concerning the patio process. My treatment for silver- and gold-ores being protected by letters-patent in this country, the United States, France, Peru, Bolivia and Chile, I may speak freely concerning its materials and manipulation. I. Patio-Amalgamation. The ore extracted from the mine is sorted by pepenadores, who break the large pieces with hammers, rejecting those which contain no ore, set aside the very rich to be smelted, and deliver the rest to be crushed and pulverized for direct amalgamation in the patio. The broken lumps, of about fist-size, are first ground in Chilean mills, and then reduced, in arrastras or tahonas, to fine slime. After the lama or slime has acquired a suitable consistency by the evaporation, through the sun's heat, of a part of the water which it contained, it is spread upon the patio or amalgamating-floor, where it is mixed with 5 or 6 per cent. of common salt. INTRODUCTION It is recognized that, for a variety of reasons, some companies in the mineral industry today are by no means cash-rich and, in fact, are reporting a growing proportion of long-term debt in their capital structures. A review of recent balance sheets of small, medium-size, and some larger companies, indicates that a fair number still have substantial positions in cash equivalents such as U.S. government issues and other short-term money market instruments. In part, this paper concerns itself with companies which have sufficient cash and equivalents and/or cash generation to internally finance mining projects or expansions but which, for some reason, choose to borrow funds. Misconceptions which appear to frequently underlie so-called "leveraging" decisions are explored in this paper. Also considered are those circumstances under which any company, including one that is cash-rich, should consider borrowing for a project in an amount beyond what would otherwise be necessary based upon its internal financing ability. I do not 'attempt to cover the raising of equity capital in public markets in this paper. OVERALL RETURN ON TOTAL POOL OF INVESTABLE CASH SHOULD INFLUENCE FINANCING DECISIONS If you approach an individual with an investment which can be financed from his savings, or by borrowing at a rate higher than he is earning on his savings, he will quickly tell you that to pay interest at a rate higher than he is earning would reduce his overall income. SOMEONE has divided mankind into two groups: (1) those who have the willingness and imagination to weigh the future gain over against a present indulgence, and (2) those who cannot do so. The former have self-control, patience, foresight and a capacity for sustained effort. Those having these homely virtues become the, possessors of capital and hence employers of others. Those lacking these qualities and owning no capital must seek it from those of the first class, and therefore are employed by others. The human qualities, which divide men into two classes-employers and employed-are, however, capable of change by education, training, environment and by all agencies which tend to develop character. These words of the economist have stuck in my mind for many years and the more I see of men in my business contacts the more firmly I am convinced of their truth. The earth in some respects resembles its inhabitants. When we stroll over the fields and hills we are impressed by the unorganized masses of sand and rock which make up the ground beneath our feet. When by chance we come upon a bit of mineral matter in crystalline form we are impressed by its beauty and symmetry and probably have it polished and call it a gem. Gems constitute a minute portion of the earth's crust, and those intellectual gems, worthy of polish, who brilliantly reflect the incident rays of education and experience that have fallen upon them are few among the masses of mankind.

THE members of the society are doubtless aware that the production of American Bessemer steel works is constantly increasing ; that the same converters and machinery are doing more work every year. This enlarged output is due to various causes, chiefly the following: 1st. Better organization-better knowledge on the part of both managers and men, of the plant and the process ; of the way to economize the more exhausting labor, and of the arrangement of the details of labor and operations so that they shall not conflict; also, more pluck-a greater willingness to take risks, or, more properly, such an intimate knowledge of the nature and capacities of the refractory tory linings in various stages of disrepair, and the probable be- . havior of the fluid metal at various stages of its treatment, that the precise nature of the risk may be better known, so that the works may be crowded to their full capacity. In the early practice, after getting four or five consecutive heats in a day, the men preferred to "let well enough alone," and to devote the remaining time to preparation for another turn. Now, thirty, and sometimes forty heats are regularly made during the twenty-four hours, day after day, without the frequent occurrence and without the fear of breakdowns or "messes," as the spilling of steel charges was graphically named in Sheffield. 2d. Since 1571, when the Institute was founded, many of the most important papers in the English language, on the various phases of mining and metallurgy, have appeared as Institute publications. As members of the Institute regularly receive the publications in which they are interested, this discussion is primarily for nonmembers who wish to know of them. The Institute has several means of issuing papers which have been submitted and accepted. The monthly journal, Mining and Metallurgy, is the magazine of the Institute. In it appear notices and reports of official business as well as many papers and contributions which do not appear otherwise. The annual subscription price of the magazine to nonmembers is $3 per year; Canadian and foreign postage $1 extra; single copies 50 cents; back issues $1 each. Many papers are published separately each year. They are issued in one or the other of two numbered series; namely, Technical Publications and Contributions, and of the latter there are four forms: Preprints, Mimeographs, Reprints, and Unpublished Manuscripts. A Technical Publication or Contribution (in any form) is issued by the Institute when it is listed in Mining and Metallurgy. Technical Publications are sent automatically to members who have asked in advance for papers on a given subject. All members are entitled to a copy of every paper in either series, except when a Contribution is an Unpublished Manuscript. Con¬tributions in the form of Unpublished Manuscripts are filed in the Engineering Societies Library and copies of some of these papers may be found in a few selected libraries throughout the country.

In speaking of the mining and economic conditions prevailing at the present time on the Rand, it is not my intention to go into the details of the mining practice, since this has been already well described both in the Transactions' and elsewhere,2 but rather to take a more comprehensive view of the industry and its surroundings as a whole, marking its general development and the lines of its future progress. In a paper entitled Deep-Level Shafts on the Witwaters-rand, with Remarks on a Method of Working the Greatest Number of Deep-Level Mines with the Fewest Possible Shafts,' presented to this Institute in August, 1900, I drew attention to the great cost of sinking the very deep vertical shafts that were then being seriously proposed as necessary for the development of the deeper areas, pointing out the strong advisability of working this ground by means of inclines to be sunk from the existing shafts of from 3,000 to 4,000 ft. in vertical depth. In this paper it is stated (p. 975): '" In short, practice upon the Rand now tends towards fewer vertical shafts and more underground inclines, especially for the very deep mining about to be undertaken." In consequence, the 6,000-ft. vertical shafts, at one time so much discuesed, have never been started, and they do not now seem likely ever to be. THIS paper reports the results of the use of salt in some research work carried on during the past 3 years at the Salt Lake City Station of the Bureau of Mines, which is quartered in the University of Utah, whose Metallurgical Research Department cooperates with the Bureau. Only the work involving the use of salt is described. The authors wish equal credit given to J. F. Cullen, C. L. Larson, C. Y. Proutz, C. E. Sims, H. C. Neeld, R. W. Johnson, F. G. Moses, N. C. Christensen, and G. H. Wigton, who have all in some way contributed toward the success of this work. Lead Metallturgy Popularly Supposed to be Without Problems In bead metallurgy it is difficult at first to find metallurgical problems, as the prevailing conception has been that bead is so easily concentrated in its various ores and so easily reduced to its metallic form that the only progress possible is that involved in cheapening methods of mining and of reduction. Most of the problems usually considered are of minor nature and do not involve radical metallurgical changes. During the 3 years of work of the Salt Lake Station, the following classification of problems in the metallurgy of bend has been made: Those involving Oxidized Ores. 1. Ores containing only bead. s. Ores containing bead and silver or gold. 3. Ores containing bead and zinc, with or without silver. Sulphide Ores. 1. Ores of pyrite carrying some bead. 2. Ores of complex zinc-bead-iron sulphides. 3. Complex sulphides containing in addition precious metals.
