In the foreword by C. K. Leith, Chairman of The Mineral Inquiry, it is pointed out that the ordinary mineral production tables do not show the commercial control, and that some knowledge of the situation is desirable as a background for the consideration of problems involving mineral raw materials. The report consists principally of tables, accompanied by a brief text, giving the production and an analysis of the control, according to nationality, of 18 minerals: aluminum, chromite, copper, iron and steel, lead, manganese ore, mercury, molybdenum, nickel, nitrates, petroleum, potash, silver, sulfur, tin, tungsten, vanadium, and zinc. For the most part, the production figures for 1929 and the latest figures for reserves have been used. When feasible, the control has been shown at the various stages of production; mining, smelting and refining. American capital was dominant in the production of 10 mineral commodities, including six of the most important; British capital, in four instances; while Spanish, German, Chilean or Chinese interests cach led in the control of one. British, French, German, and Dutch capital occupied second place in the control of most of the important minerals. Between two-thirds and three-fourths of the world's mincral production is controlled by British and American capital.

Much of the drill steel produced in America is manufactured into hollow rods. After all forging has been finished the entire bar should be thoroughly annealed and heat treated before the point is hardened and tempered, at least where the drill has heavy duty, such as working in deep holes and hard rock. A large number of tools of like character and doing work requiring similar properties are now being made of alloy steels; for instance a steel with a carbon content of 0.75 to 0.85 per cent., manganese 0.25 to 0.35, phosphorus under 0.020, sulfur under 0.030 and vanadium 0.18 to 0.23 has proved very satisfactory for chisels. A steel of this type properly manufactured will be far superior to the ordinary carbon steels, while at the same time is one whose price range should not prove prohibitive. Much of the cutting efficiency of a drill depends on proper heat treatment. This vanadium steel has a far greater safe hardening and forging range than ordinary carbon steels, making it more nearly foolproof. It will harden nicely at 1400" I?. but will also harden well and satisfactorily at 1550" F. retaining its quality of hardness and toughness in either case.

On Feb. 16, 1948, the Board of Directors of AIME authorized the publishing of "Technical Notes" in METALS TECHNOLOGY. The purpose is to provide prompt publication of very short items of the following general types: I. Results of short investigations which do not warrant a paper. 2. The conclusions of extensive investigations of insufficient general interest to justify a regular paper. 3. Conclusions arising in the course of an investigation, which, because of interest to others in the field, the author wishes to present prior to completion of the investigation. 4. Pertinent factual comment (not mere argument) on the subject matter of previous "Notes." Such Notes will be subject to the approval of the Auxiliary and AIME Publications Committees, but can be handled more promptly than regular papers because they need not be referred to readers. The recommended maximum length is 500 words; notes in excess of 1,000 words will not be considered for this type of publication. A graph or photograph may be included as part of the note when particularly illustrative. As with regular papers, contributions to the new section should be submitted to the Secretarv of the AIME. H. C. WEED*—Referring to the use of "dummy fuse" for checking the shots in chute blasting operations, I believe that an even better practice is to blast the chutes with no delay electric blasting caps. Permanent wires can be strung through the grizzly lines and the lead wires from the shots attached to these lines. Using this method, no time is lost in spitting the individual fuses. The possibility of a fused charge becoming dislodged by previous shots and falling into the chute below is eliminated and there is no chance of a man walking back into his own blast. A small hand twist blasting machine or a radio "B" battery can be used to fire the shots if the lines are fired individually. If so desired the entire area can be blasted at once by a switch at the manway or in the drift below. providing a sufficient source of electricity is available. In case a switch is used, proper precaution for locking the switch must be provided. R. H. WIGHTMAN (author's reply) —We do use electric blasting when the number of shots is large; but we have found it more satisfactory to use fuse and caps for individual shots on the grizzly.

To know the rate of declinc of oil wells is very important, yet ordinarily we are prevented from getting this rate because the oil from several wells is put into one or a few tanks as soon as the wells have been connected to the power. The object of doing this is economy of tanks, pipes, labor, and accounting. But we are making a great sacrifice for this small economy. The advantages of the individual records are that we would know better: 1. When the well has ceased to be profitable. 2. When a well has gotten into bad condition. 3. The real record of the yield per acre and the rate of decline of the wells. The lease total is too mixed as to age of the wells for existing records to have much significance. To obtain such individual well records and more accurate logs are the great desiderata of satisfactory management of oil properties. 4. Which wells show the slowest decline—information which is valuable in locating new wells or purchasing adjoining leases. The truth of this statement is evident, when we reflect upon the large number of purchases of producing property. This article presents a simple arithmetic derivation for the relationship between sharpness of classification and circulating load, as well as world-wide industrial data which are compatible with the derived equation. It is shown that the sharpness of classification decreases with increasing circulating load. Based on the evidence available a comparison is presented between the performance of the present-day hydraulic classifiers. In a continuously operated closed circuit grinding system the tonnage and the fineness of the components may be indicated as follows: Eq. 8 expresses the relationship between sharpness of classification and circulating load in closed grinding circuits. If CL = 0, E = 100% according to the definition used. This, however, is a purely theoretical case because any apparatus to be called a classifier must produce the conventional two products. Furthermore, if CL = m, E =0%. In order to visualize the meaning of Eq. 8, the effect of factors d (fineness or percentage of under-size of classifier overflow at size x) and b (fineness or percentage of undersize of classifier sands at size x) should be studied. By the most rigid standard, factor d should be given the value of 100%. By so doing the size of classification is defined as that screen size x through which 100% of the classifier

What progress has been made in rapid excavation of tunnels and shafts? Where do we go from here? To get some answers to these questions was the reason that 500 tunnel men-contractors, geologists, professors, lawyers, mining engineers--came to the University of Minnesota May 15-17. The attendance of 500 astonished conference organizer Professor D. H. Yardley, who had anticipated half that number. They came from Japan, South Africa, Austria, Sweden, and Australia to name a few, and an officer of the Corps of Engineers thought all his people should have been there. The Civil and Mining Engineering Departments of the University combined for the program, which was staged by M. K. Cragun for the General Extension Division. The Saga of the Oso Tunnel The present state of the art of rapid excavation is "good." There is little controversy about where we go from here and what's more, this reporter finds that the technical know-how to automate excavation in any kind of ground is extant, even if it will take some years to achieve this state. In a nut- shell though, the present status can be seen in its various ramifications in the saga of the Oso Tunnel, as told by V. L. "Vic" Stevens of Boyles Brothers Drilling Co. :

PANYITY.-I made inquiries from the Smith and Dunn people, who are the originators of the compressed air and gas method of increasing the production of oil wells, as to how much pressure the sand will stand; that is, relative to the original rock pressure. They tell me that they have not been able to show, up to date, any pressure in a sand greater than the original pressure. I have also made 'a statement to that effect, but I am really dubious as to whether that is right, as I am not sure that you cannot get a greater pressure. However, I think that a greater pressure would be dangerous because it might cause a loss of gas. C. H. SHAW, ? Lawton, Okla.-In regard to the gas that was put into the pool up in New York State, may it not be possible that, on account of errors, etc., in measuring or computing, there is a mistake in the apparent fact that more gas was gotten out than was put in? Preamble At the present time many bodies are engaged in -the formulation of standards. There is no uniformity in the rules for such procedure in the different organizations; in some cases the committees engaged in the work are not fully representative, and in. a considerable proportion of cases they do not consult all of the allied interests. The present custom results in a considerable duplication of work, and in some fields several "standards" are proposed for the same thing, differing from one another only slightly and often in unimportant details. It is very much more difficult to obtain agreement between the proposers of overlapping standards after they have been published than it would be to get the proposers to agree before they had committed themselves publicly. The American Institute of Electrical Engineers, the American Institute of Mining Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Society for Testing Materials have appointed a committee to consider the advisability of cooperating in engineering standardization. This committee recommends that these societies form a permanent organization by appointing a committee as proposed in the following constitution and rules of procedure to carry on this very important work.

Those familiar with the war in France at first hand know that in these last two years the weight of the suffering has fallen upon the families of the well-to-do classes; those who before the war lived in comparative ease and comfort, with every prospect of educating their children as their parents and grandparents had been. Thousands of the men in these families have been killed, "officiers d'élite," and the small pensions accorded the widows permit them only to house and feed their children HELÈNE JOURNÈS. and give them a common-school education. The pension for a lieutenant's widow is $245 a year; for 'a captain's, $345; for a colonel's $575; and so on. At present, it requires three francs a day to provide food for one person in cities, and conditions are not improving. The American Ouvroir Funds, 681 Fifth Ave., New York City, has tried for nearly two years to have individual Americans give individual children a "bourse," or purse, as it is called, of from $150 to $250 a year, so that they may enter such educational institutions as the Lycées, the Polytechnique, Beaux Arts, St. Cyr, etc. The war relief societies of these military schools furnish photographs and histories of children under their care and on their lists.

When Duval Sulphur & Potash Co. awarded pre- mining stripping and early mining at Esperanza to an independent contractor, it was agreed that monthly payments for excavation were to be made on a truck count. At six-month intervals, however, adjustments must be made on the basis of actual excavation or cut from the pit area. It was estimated that it would be three times more expensive to have the pit sectioned by chain and transit survey than to use photogrammetry, since it would take two crews of three men approximately two weeks to do the field work, another two weeks to plot the sections, and additional time to establish a control network. Therefore it was agreed to have the mine area mapped by photogrammetry for both the premined surface and for semi-annual check surveys necessary for intermediate settlements. A triangulation net was established with a maximum distance of 900 ft between control points. In about 30 working days a two-man survey crew, using a theodolite, set up and triangulated 30 stations and calculated their results. For ease in spotting on the photographs, control stations were marked on the ground with white-painted tires centered over the survey pins.

HAVING had considerable practical experience in the management of colored mining labor in the South, I have thought a few observations upon its peculiarities might interest those not personally familiar with it. In mining, as in all other departments throughout the South, this class of labor is largely in excess of any other; and its characteristics need to be known and duly taken into consideration by those who may be charged with the conduct of southern enterprises. The colored laborers are fervently religious, intensely superstitious, improvident, and usually good natured and happy,—in a word, they are like children. That strong religious emotions do not involve necessarily a moral sense highly developed in the direction of ethics, is shown in the propensity of the colored population for chickenstealing, and in the brutal fights and other outbreaks of which they are not infrequeutly guilty, upon any slight provocation. It is only fair to say, however, that many individuals among them are in the highest degree steady and trustworthy. To one accustomed to seeing white miners at work in the middle, northern or western States, the colored miners seem somewhat slow and lazy. But their efficiency is greater than it appears to be. In the years ahead, the industrial minerals producer will face several major challenges. Not only will he have to market increasing quantities of his product economically, but he will have to do so from lower grade deposits that are farther away from the marketplace. At the same time, he will have to comply with more regulations controlling the handling and disposal of waste products and get along with relatively less available labor than he has at present. Accordingly, industrial minerals developments of the next 30 years will be directed primarily toward helping the producer meet these challenges. There will be greater raw materials usage, new processes, new marketing practices affecting plant location, size and complexity, and maximum automation-all aimed at producing more materials at lower cost. Processes To Make the Most of Materials In future processes for industrial minerals, there will be great emphasis on more or total use of the initial raw materials or plant feed stock. This approach will result in the application of more and more concentration methods to the treatment of industrial minerals-both conventional processes and new ones that might be developed in conjunction with pyro-processing. High-intensity and electrostatic separation are certainly two areas which will see greater use in the field.

To help management keep key machines or processes at peak efficiency, draglines, shovels and blast hole drills have been equipped with micro- processor based monitors. The dragline and shovel monitors log operating data such as energy consumption, bucket position, cab rotation and the clock time of key elements within each cycle as well as maintenance information. The output consists of maintenance and management data such as the number of cycles, average cycle times, swing angles, depths and downtimes. Extensive experimentation has shown that a blast hole monitor can provide a log of each blast hole in which the hard to fragment zones are indicated. The logs are printed on board the drill and serve as the design basis for decked loading of the holes. As a result, the fragmentation of the overburden has improved markedly with the same or less powder consumption. [Steel, iron which is malleable at least in some one range of temperature, and in addition is either (A) cast into an initially malleable mass ; or (B) is capable of hardening greatly by sudden cooling ; or (C) is both so cast and so capable of hardening. Variety A includes also molten iron which, if cast, would be malleable, as do its two sub-varieties, "ingot-iron" and "ingot-steel." (Tungsten-steel is malleable only when red-hot.)] does not seem to fit perfectly the requirement that it shall include all known varieties of steel and exclude everything else. The first requirement, that it shall be malleable at some temperature, is also possessed by some varieties of gun-iron—that is, mottled castriron, of which cannons have been made in the past by the South Boston Iron Co. and others. Gun-iron also meets the requirement (A) in being cast into an initially-malleable mass. The malleability was indeed not great, nor mas it made use of except to demonstrate the quality of the iron, but it approached in measurable degree that of some of the alloy-steels. As for requirement (B), some puddled-irons having from 0.2 to 0.3 per cent. of carbon may be hardened greatly, although this property is [lot utilized.

The U.S. Minerals Attaché Program, similar to the scientific and technical attache programs of other industrialized nations, is designed specifically to keep surveillance on significant worldwide developments in minerals, metals, and fuels. Knowledge of international minerals developments is essential for both domestic planning and conduct of foreign affairs. CONTROLLED BY DEPT. OF STATE Ten minerals specialists-eight minerals attaches and two petroleum attachés-man this far-flung, worldwide program for the U.S. Government as best they can. Minerals attach& also handle oil, in posts lacking petroleum attaché. The legislative authority for the Minerals Attaché Program is the Foreign Service Act of 1946 and succeeding amendments and Presidential Executive Orders. Therefore, this program is controlled by the Department of State. Interior (representing the Bureau of Mines) and State collaborate in policy formation and direction by means of a "memorandum of agreement" which covers establishment of posts, selection of officers, contents of reports, and supplemental training. State also has about half a dozen nonspecialist officers to complement the work of the minerals and petroleum attaché. It is not the intention here to evaluate the administrative arrangements of this program but rather to describe it and to provide examples of the important job it is doing.
