The behavior of molybdenum and its surface oxides in oxidizing and reducing gas atmospheres and in high vacua at elevated temperatures is a question of scientific and technical importance. The use of molybdenum as a metal or as an important component in alloys in oxidizing atmospheres at elevated temperatures has been limited because of the unprotec-tive nature of its oxide film and the volatility of this oxide at moderate temperatures. This communication will present results of a vacuum microbalance studyl, 2 of the following problems: (I) the oxidation kinetics in the temperature range of 250°to 450°C; (2) the reduction with pure hydrogen of thin oxide films formed on molybdenum; (3) the volatility of the thin oxide films; and (4) the vacuum oxidation of molybdenum at high temperatures. Molybdenum is an interesting metal to study for the following reasons: (I) although the oxide-to-metal-volume ratio is greater than one, the metal is not considered protective; (2) the metal oxidizes readily at temperatures of 2 50°C and higher; (3) the oxides of the metal are reduced at temperatures as low as 500°C by pure hydrogen; (4) the oxide Moo3 melts at 795°C; and (5) the oxides of molybdenum are volatile at moderate temperatures. The following variables are studied in the oxidation kinetics: time, temperature, pressure, surface preparation, surface area, concentration of inert gas in the lattice, cycling procedures in temperature, vacuum effect and high temperature vacuum oxidation. The general interpretation of many of these factors has been previously discussed. Literature The oxidation of molybdenum has not been studied critically. Although many studies have probably been made on the kinetics of the oxidation process, none has been reported in the literature available to us. The crystal structures found in the oxidation of molybdenum have been studied by Hickman and Gulbransen." Their results showed that Moo2 is the oxide which is stable in contact with the metallic substrate throughout the temperature range 300 to 700°C. As the film thickens in the low temperature range, MoO3 becomes predominant on the surface. Above 400°C, Moos is no longer observed, MoO2 being the only oxide found. Hagg and Magneli6 have shown from an X ray study that the a-phase, orthor-hombic Moo3 is stable up to 1050°C. Two other phases, ß and ß with compositions close to MoO2.90 are also obtained. The formula for the 0 phase is not given but that of the ß phase is defined as Mo9O26 The 0' phase is found to be built upon a monoclinic unit cell. The solubility of nitrogen in liquid pure iron has been measured as a function of pressure and temperature. Sieverts' Law is obeyed at all pressures up to 1 atm and the temperature coefficient of solubility is 8 x 106 %/°C. The solubility of nitrogen in liquid iron alloys has been studied by the Sieverts' method and by the sampling method. The solubility is decreased by Al, C, Co Cu, Ni, 0. Si atzd Sn, and it is increased by Cr, Cb, Mn, Mo, Ta, W, and V. Interaction coefficients eN, for the effect of these elements on nitrogen dissolved in liquid iron, are reported. 1 HE effect of nitrogen upon the properties of steel may be desirable or not, depending upon the composition, processing treatment, and the use of the product. To understand the behavior of nitrogen in the various steelmaking processes, it is necessary to have reliable fundamental data pertaining to the solubilities, rates of solution, and chemical reactions of nitrogen in steel, particularly in the liquid state. In an effort to extend our knowledge in these areas, an investigation of the thermodynamics and kinetics of the solubility of nitrogen in liquid iron alloys was undertaken. The thermodynamic aspects of the study are presented in this paper. The solubility of nitrogen in liquid pure iron has received the attention of several investigators whose results are summarized in Table I. Reasonable agreement among the more recent researches1-l8 is found for the solubility of approximately 0.044 wt pct at 1600°C and 1-atm pressure of N,, for the temperature coefficient of solubility being small but positive, and for adherence to Sieverts' law for pressures up to 1 atm. The solubility of nitrogen in a number of binary liquid iron alloys has been studied: Fe-A1,3 Fe-As,16 Fe-C,3, 71 18, 19, 20 Fe-Cr ,5,7, 10, 11, 15 21 Fe-Co,'4, '6 Fe-Cu,'6 Fe-Mn,10, 11, 18 Fe-Mo,13, 16 Fe-Ni,10, 11, 13, 15, 16 Fe-O,16, 17, l9 Fe-p,7 Fe-S,l6 Fe-Sb,16 Fe-Se,lg Fe-Si,4) 97 '77 187 19>2° Fe-Sn,16 and Fe-v.51 '3 A few ternary systems have been studied, most of which were reviewed by ~angenberg" who applied the methods suggested by WagnerPz3 Chipman,24 Darken and G~rry, and Morris and Buehl26 for predicting solubilities in multicomponent alloys. In recent years much attention has been given to high melting alloy systems. It has been of interest in this respect to investigate the alloys of platinum and tungsten, which were known from the literature to have very high melting points up to about 50 pct tungsten, but about which little had been published on the high-tungsten side of the system. Powder metallurgical methods were used throughout this investigation for the preparation of the alloys, utilizing electrical sintering techniques such as are used for tungsten and molybdenum. In the course of the work it was found desirable to determine fusion temperatures of the alloys, and it was possible from these and other data to draw a tentative constitutional diagram (solidus, mostly) applicable to the high-temperature part of the system. No attempt was made to determine solid solubility vs. temperature data, nor to investigate the lower temperature transformations in the solid state. Data on the microstructure, hardness, and a note on oxidation resistance of the sintered alloys were obtained. Past Work Miillerl determined liquidus temperatures of platinum-rich alloys to 50 pct tungsten, using a radiation method employing a photoelectric cell, and found that the melting points increased progressively from I771 C for platinum to 2350°C for the 50 pct alloy. Microscopic evidence by Miiller that complete solid solutions exist to 50 pct tungsten was not checked by Kremer2 who, according to Vines and Wise,3 found that "although the 8 pct tungsten alloy was a solid solution, the 26 pct tungsten alloy contained a eutectic or an intermediate phase." Hultgren and Jaffee4 using X ray methods found continuous solid solutions to at least 33.6 pct tungsten (35 at. pct) after annealing in vacuum for 6 days at I000 C. Vines and WiseS report work communicated to them by E. C. Rhodes on wrought alloys to 7 pct tungsten, which showed that tungsten hardened platinum extremely rapidly, and was one of the most potent hardeners of the binary additions to platinum. Considerable quantities of 4 pct tungsten platinum wire have been produced for grids in radar tubes and for aircraft spark plugs. Some of the alloy for the latter application is made by sintering, the remainder by smelting and casting. Materials The platinum powder used in this work was kindly supplied by the Research and Development Laboratory of the Owens-Corning Fiberglas Corp., Newark, Ohio. It was prepared from scrap platinum. After dissolving in aqua regia and evaporating almost to dryness, the solution was worked up several times with concentrated HC1. The resultant platinic chloride was diluted considerably, and metallic zinc was added, which precipitated the platinum in a very finely divided form. After dissolving the

The release of these data would benefit the mining industry as a whole. Particularly valuable would be the details of drilling programs that have been tested by actual mining operations, as most of the available published material is unsupported by production records. The scope of this paper is limited to a few of the commonest problems of interpreting diamond-drill core and sludge samples and the deviation of holes. It does not include the description of routine operations performed by the drillers, nor the estimation of ore reserves. The methods of calculating reserves have been described 25,26,31,32.50,65 but more information is needed on the results shown by actual mining operations. CORE SAMPLING The accuracy of diamond-drill-hole sampling depends in large measure on the percentage of core recovery. As a general rule, the longer the run, the poorer is the recovery. Although the longer runs allow cheaper drilling costs, the determining factor should be the percentage of recovery desired. The problem is one of balancing accuracy against costs. Holes of larger diameter may show improved recovery, except as Joralemon* points out that there are some conditions in which small holes give better core recovery than large holes. This is particularly true, he says, in rocks like shattered quartzite, where larger core tends to break in angular fragments and grind up, while the diameter of smaller core is less than the distance between joint planes and grinding is not so serious. In a large measure the length of the sample run should depend on the type of deposit. Favorable drilling may allow uniform sample runs of 5 ft., 10 ft., or perhaps 20 ft. In veins or beds of relatively narrow widths and changing characteristics, however, the ore zone may be overrun and ground in a core barrel full of waste rock. Generally it is desirable to break the sample at a change in the rock or ore. Such a change, often indicated by a color change in the sludge water, should be a signal for the driller to make a "dry" block and to pull out that run regardless of the length. THERE has been a lot of talk about the shortage of engineers and we have done our share of it; but recently we heard a spot radio commercial-between broadcasts-urging high school seniors to study engineering. We think this is going too far. Engineering is an exacting profession requiring the highest personal qualifications. Publicity for the purpose of interesting capable young people in choosing courses in engineering should emphasize qualification. The opportunities for a career in a great constructive profession which is the basis of our high standard of living should be properly evaluated. Although there is a need for more engineers today, nobody knows what the employment potential is going to be four years hence. The profession may do itself a grave disservice by attempting mass recruitment in the face of an unpredictable national economy. The mining and metals industries are in a special position as fewer engineers are needed in these fields. Only 10 pct of all engineers are mining and metallurgical engineers. Today's shortage is not so much in recent graduates, but in trained practicing engineers. The shortage has served the profession to good effect because it directed the talents of engineers into more productive channels. In some areas high school graduates have been put into routine jobs such as, surveying. If there is one thing the mining profession does not want, it is an oversupply of graduates which would relegate college men to years of work and discouragement in routine jobs. The public has a clear cut picture of the legal and medical professions and thus the respect knowledge imparts. But the engineer is variously thought of as a man who pulls the throttle lever on a locomotive, tends a furnace, or builds a bridge. The term engineer is too loosely used. For instance we have heard of "crowd engineers" and "exterminating engineers." In some unions an engineer designation has been established to describe a person doing routine checking or other control job. We do not disparage these positions but they are different from the work done by the man qualified by years of experience and study. Many of these so-called engineers are not engineers at all. The engineering profession has cooperated closely on a program of recruiting high school graduates for engineering study. It should start a cooperative public relations program to enlighten the public on the accomplishments and work of engineers. This type of publicity need not be of the bombastic type. It can be educational and dignified. Radio, television, and the periodicals can be used to convey information. It is time that laymen and interested young people learn to make a distinction between the true engineer and the technician. Such a program would instruct parents and high school students and thereby interest the right type of people in the engineering profession. The Centennial of Engineering sponsored by the American Society of Civil Engineers is a step in the direction of instructive public relations. This fine start should not be allowed to remain as a one pass venture. The engineering profession as a whole should follow this exposition with a sustained, well directed effort to inform the public of the engineer's work and the possibilities it holds for a constructive career.

"When l hear - I normally remember 10 percent When I hear and see - I can remember 15 to 25 percent When I hear, see, and do - I usually remember up to 50 percent" While this is not a truism in relation to each and every individual; on the average, this is the case. If we use this as a premise in training operator and maintenance personnel, then it must be obvious that we can't rely on a mere presentation, even one which includes the needed classroom participation and/or hands on work, to do a thorough job and to make this personnel totally proficient - 100 percent proficient. We have to have some other device some other means to make this a continuing process, a process wherein the people can grow in knowledge while performing their normal duties. We have to feel that the words "normal duties" are the key to the whole program. If you would ask a crusher operator what his duty is, he might say "To run this crusher so that we produce 250 tons per hour of a minus 13mm (minus 1/2 ") product." A maintenance man could say "To fix the unit when there is a problem." Both of these answers are legitimate but, they are only a part of the total picture. In order for each of these individuals to do the best job, he must know not just the specifics about the machine he works with or on - he must know the interrelation of all the machinery in the crushing circuit - how the efficiency of each machine affects the others - why a minor problem on one piece of equipment can generate a major problem for another unit which follows it or precedes it. In short, you cannot separate machine operation and maintenance from the application of the equipment in the crushing circuit - and obtaining this knowledge must be a part of the normal duty of crushing plant personnel. As an example a crusher - any crusher - is designed to crush oversize material. It is not designed to accept feed which is already at or less than the required product size. If sized material goes to the crusher, increase wear results by using the crusher as a chute or the crushing chamber can be clogged up with the fines. This latter point is particularly true with cone crushers, especially in the third (Short Head) stage of crushing. When a Gyradisc is used (fourth stage crushing) it is even more critical that the product be removed before the material goes to the crusher. The crusher cannot control this - the screen ahead of the crusher does. The screen must be of adequate size and be functioning properly to allow the crusher to work at optimum. Screening is both an art and a science. Since there are so many variables which affect the output of the screen, it is always best to have a screen which is larger than the sizing calculations dictate. The screens are the most important elements in the circuit. Without screens, specification materials cannot be made and the size of the screen will ultimately aid or hinder your ability to get the most production possible out of the plant. There is a formula available from all screen manufacturers which is designed to calculate the proper screen size. It takes into consideration the

INTRODUCTION The project financing described elsewhere in this book is available to major mining companies on the basis of a strong balance sheet, a significant equity position in a project of proven feasibility, and a demonstrated ability to bring ore deposits into production. "Junior" mining companies, which are most active in Canada, Australia, the US, and South Africa, by definition do not meet these criteria. In many cases, junior companies will need to raise money simply to cover the costs of acquiring and exploring potential deposits. In what follows we will look primarily at junior financing practices in the US and Canada, although the same general principles will apply in Australia and South Africa. The principal vehicles for junior mine company financing are limited partnerships, the private placement of securities and debentures, and public offering of securities, and property deals with stronger companies, in the form of leases, earn-ins and co-ventures. The cost (in terms of dollars or equity) and, to some extent, the applicability of using these difficult approaches varies with the stage of development of the property and with the corresponding degree of risk to the investor. Much junior company fund raising is, in fact, "interim" financing in that it allows the company to improve its properties and develop its assets to the stage where more favorable financing arrangements may become available. Companies will therefore often use several of the approaches described above during the development life of a specific property. LIMITED PARTNERSHIPS Limited partnerships and syndications are a popular way of structuring the initial private financing of mine developments because of their attractive tax consequences for the well-to-do investor. Costs of exploration and development can in many countries be passed through as deductions to the limited partners, who are thus able to gamble on a possible windfall at little real cost. In addition to private Canadian funds, much German money flowed into Canadian exploration ventures on this basis, but stopped in 1982 due to economic conditions in West Germany. In the US, recent regulations have, in the great majority of cases, taken away the ability to "shelter" income in mining limited partnerships. Deductions taken by the individual investor cannot exceed the amount of money he actually has at risk. Nevertheless, the allowable deductions are still attractive and some of the major mining companies are now beginning to look at limited partnerships as a vehicle for attracting additional exploration funding. Ranchers Exploration and Development has successfully put together several drilling funds on this basis. THE PRIVATE PLACEMENT Initial funding for the acquisition and preliminary exploration of prospects is often accomplished through a private placement of unregistered securities or, where it is not a problem to carry debt on the statement, by a private placement sale of debentures. A fledgling company wishing to do a public offering may well be advised by an underwriter to accomplish a small private placement as a precondition of the larger offering. In this way, the sale of the registered securities is not inhibited by the company starting out with a debt-ridden balance sheet and no demonstrated ability to secure the additional financing generally necessary beyond the proceeds of that offering. In the US, the securities offered in a private placement are not registered with the Securities and Exchange Commission (S.E.C.) but are restricted as to their resale, and could be further restricted by a underwriting agreement

Abrasives include the substances, natural or artificial, that are used to grind, polish, abrade, scour, clean, or otherwise remove solid material, usually by rubbing action but also by impact (pressure blasting for example). They do not include abrasive tools, for instance, lathe tools and files--or polishing agents such as waxes, which act by filling pores. Detergents and cleaners whose action is chemical rather than physical are omitted al- though some chemical-action polishes and cleaners may also contain solid abrasives, for example, many automobile and metal polishes. General Considerations The most important physical properties of materials that qualify them for use as abrasives are hardness, toughness (or brittleness), grain shape and size, character of fracture or cleavage, purity or uniformity. For making bonded abrasive products such as grinding wheels, additional important factors are stability under high heat and bonding characteristics of grain surfaces. The economic factors of cost and availability are always important. No one single property is paramount for any use. For some uses extreme hardness and toughness are needed, as in diamonds for drill bits; for others, the factors of greatest importance are hardness and ability to break down slowly under use, to develop fresh cut- ting edges when grains become worn-for example: in garnet for sandpaper neither highly cleavable or friable grains nor extremely tough grains are wanted. For still other uses, great hardness is objectionable; for example, abrasives for dentifrices and for glass-cleaning soaps. For the most efficient use in the more critical applications, the different types of abrasives are rarely completely interchangeable; thus, while crushed quartz and garnet are both used in sandpaper, the papers are not at all interchangeable in their use applications. In the last analysis, the choice of a high grade abrasive depends upon the quality and quantity of work done by the abrasive per unit of cost. Initial cost of an artificial abrasive may be much greater than that of a natural abrasive but the artificial abrasive may do so much better work than the natural one, and do it so much faster that the ultimate cost will be less. It is for this reason that artificial abrasives have largely replaced natural abrasives. Abrasive Value Mineralogical hardness or "scratch" hardness as expressed in Mohs' scale is an important property in evaluating abrasive materials, but, as noted before, it is only one of several essential properties. The mineral hardness of pure crystal almandite garnet is about 7.5, but if the crystal is crossed by incipient fracture planes, or if it contains inclusions of other minerals, the apparent or useful hardness may be much lower. While the quartz grains in a sandstone have a hardness of 7, the bond holding the grains together may be so weak that the stone is valueless as a commercial abrasive. In artificially bonded wheels and stones, the hardness, strength, and character of the bond are fully as important as the hardness of the abrasive grains. Thus, in an overall consideration of abrasive hardness of loose abrasive grains, both "scratch" hardness and toughness must be considered. In naturally or artificially bonded abrasive stones, bond characteristics are a third factor, which is most important. The problem of abrasive hardness is further complicated by the inadequacies of methods of testing hardness and of expressing relative values. In the last analysis, the choice of a high grade abrasive depends upon the quality and quantity of work done by the abrasive per unit of cost. Initial cost of an artificial abrasive may be much greater than that of a natural abrasive but the artificial abrasive may do so much better work than the natural one, and do it so much faster that the ultimate cost will be less. It is for this reason that artificial abrasives have largely replaced natural abrasives. Abrasive Value Mineralogical hardness or "scratch" hardness as expressed in Mohs' scale is an important property in evaluating abrasive materials, but, as noted before, it is only one of several essential properties. The mineral hardness of pure crystal almandite garnet is about 7.5, but if the crystal is crossed by incipient fracture planes, or if it contains inclusions of other minerals, the apparent or useful hardness may be much lower. While the quartz grains in a sandstone have a hardness of 7, the bond holding the grains together may be so weak that the stone is valueless as a commercial abrasive. In artificially bonded wheels and stones, the hardness, strength, and character of the bond are fully as important as the hardness of the abrasive grains. Thus, in an overall consideration of abrasive hardness of loose abrasive grains, both "scratch" hardness and toughness must be considered. In naturally or artificially bonded abrasive stones, bond characteristics are a third factor, which is most important. The problem of abrasive hardness is further complicated by the inadequacies of methods of testing hardness and of expressing relative values. "Mining as an industry of Utah had its inception in the activities of United States soldiers who came to the Salt Lake valley under the command of Gen. P. E. Connor, founder of Fort Douglas, in October, 1862. Many of these soldiers were from California and naturally employed their spare time in the search for minerals. Although their military status did not permit them to make locations in their own names, they assiduously prospected the region in accordance with their own knowledge and with information conveyed to them by Indians and others. Their efforts were encouraged by their commander, who thereby fairly earned the title of father of the industry here, and by their other officers, and many discoveries that subsequently proved of great value were made by the soldiers.No systematic prospecting or mining had been done in the Territory previously, although early Mormon settlers in the southern portion had mined a little ore from time to time in order to provide supplies of lead for bullets. The Mormon leaders at that time did not encourage mining. They held that agriculture was more important and profitable for their followers.Coal was discovered and produced in 1850. Iron was discovered in 1850 and the first iron plant was in operation in 1852 in Iron County. The first non-ferrous metal production was in 1854, in Beaver County, when Isaac Grundy treated ore from the Rollins mine in what is said to have been the first lead furnace west of the Rocky Mountains. The first mineral location was the West Jordan claim in Bingham canyon, located September 17, 1863, now owned by the United States Smelting, Refining & Mining Co., and still productive. The first district organized in the state was the West Mountain (Bingham), December I 7, 1863. Other important districts of early organization are: Little Cottonwood, December 20, 1869; Big Cottonwood, July 11, 1870; American Fork, July 21, 1870; Uintah (Park City), July 8, 1871; Tintic, December 13, 1896; Ophir, August 6, 1870. The first silver-lead smelting was by J. W. Gibson at Stockton in 1866. Lieut. James Finnerty had previously erected two small trial furnaces there, but made no quantity production."

The XCVIIth meeting of the Institute for the reading and discussion of papers will be held at Spokane, Wash., beginning Monday, Sept. 27, 1909, as already announced in Special Circulars of May 8 and Aug. 14, 1909, and in the Bulletins for June, July, and August. The meeting will be preceded by a tour through Yellow stone Park and visits to Butte and Anaconda, and will be followed by visits to the Coeur d'Alene district, to the Alaska-Yukon-Pacific Exposition at Seattle, to the mining- and smelting-plants near Salt Lake, and to the iron- and lead- and zinc-plants at Pueblo. The special train for the party' will leave Chicago, September 16, and return about October 12. Details of the itinerary are given later in this announcement. The Secretary of the Spokane Local Committee is Lyndon K. Armstrong, 615 Hyde Block, Spokane, Wash., to whom should be addressed all inquiries concerning local matters. The control of the papers and proceedings will remain in charge of the Institute office, as usual. It is greatly to be desired, both in behalf of the Institute and in recognition of the many courtesies to be extended on the trip, that the excursion party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. For those who cannot join in the entire trip, it may be possible to provide special Pullman accommodations after leaving Yellowstone Park. RESEARCH is undertaken to find out what must be done when what we are doing now is no longer adequate. To accomplish this end, researchers apply the truths of nature to industrial evolution. A survey conducted with the co-operation of 58 universities and colleges offering degrees in mineral engineering was the basis for the table accompanying this article. This survey was undertaken with the object of presenting to faculties and student bodies, as well as to industry, all available information on what action the educational institutions of the country have taken to provide the properly trained researchers so vitally needed. A hoped for result is that the great variety of opportunities available will encourage some undergraduate students to continue in their field beyond attainment of a B.S. degree.

DURING the first years of operation of the titanium and iron mine of the National Lead Co. at Tahawus, New York, efforts to increase production were hampered by the increased load put on the facilities for sharpening churn-drill bits. The ore and rock are extremely hard and abrasive and it was necessary to sharpen and harden a large number of bits per day to keep the churn drills supplied. Efforts to increase the capacity of the bit shop by a two-shift operation were not wholly successful in that it was hard to train men to do a satisfactory job of sharpening and tempering the bits. The number of bits that were improperly tempered increased, thus boosting the daily requirements for bits at the drills and increasing the load on the bit-sharpening facilities.

MINERAL production of the United States is valued at over five billion dollars a year at present and the industry employs close to a million workmen, yet such maps as are available that might indicate the geographical distribution of this industry show only the location of coal and oil fields and of other mineral deposits. No recent map is available that shows this distribution in a quantitative way. The purpose of the maps and graphs here presented is twofold: (1) to give the mining engineer a clear conception of the relative value and the pattern of distribution of minerals in the United States; (2) to test the so-called block-pile (or grouped pillar) system of statistical mapping, which makes this presentation possible. (I discussed this method of mapping in an article which appeared in Economic Geology in 1939, Vol. 15, p. 185-188.)

Fire-brick hot-blast stoves have been the subject of frequent discussions at the meetings of the Institute; and although it is my object to elucidate some of the points in connection with this subject, I will not go into the specific features of all types, but more especially call attention to a new type recently designed by Mr. Fred. W. Gordon. As the economical production of a ton of pig-iron is a more essential feature than a large output, much depends, where fuel cannot be obtained cheaply, upon suitable apparatus whereby high temperatures can be maintained. Where iron-pipe stoves have been employed, the fuel-consumption reached one and a half pounds of fuel, and, when a larger output was desired, often two pounds, to the pound of iron produced. The temperature attained rarely exceeded 900' F., and that at the expense of frequent renewals of the pipes, which was not inconsiderable. Conservationists have launched an attack on the mining law of 1872, accusing it of permitting the min- ing industry to rob the public and despoil the environment while doing it. Michael McCloskey, executive director of the Sierra Club, and one who has made known his opposition to the law said, "environmentalists are unified in their agreement that repeal . . . is one of conservation's most urgent tasks . . . ." Charles H. Callahan, executive vice president of the National Audubon Society, paralleled McCloskey's sentiments, calling the law a "disgrace" and a "give-away." In his opening statement before the Senate Interior Committee, Chairman Henry M. Jackson (D-Wash.) said that legislation pending before the committee would put the hard rock minerals under a leasing system as is the case with oil and gas.

IN considering the postwar demand and supply of minerals it first must be decided whether to treat the subject in national or in global terms. Minerals and metals move in international commerce on a grand scale, measured both in bull, and weight, being exceeded only by foodstuffs. As examples are oil, coal, iron ore, pyrites, manganese, chrome, potash, phosphates, bauxite, and a score of other metals, concentrates, and ores. The highly industrialized nations, the United States excepted, are dependent upon imported supplies for mineral raw materials and metals. The countries of production are minor consumers, so are exporters. Such products also pass more freely in trade than do most commodities. There are fewer tariff walls because there is no important mining industry to protect and the commodity has to be imported in any event.
