The influence of various elements in retarding or accelerating the absorption of carbon during the process of carburization is fairly well known. In general those elements which form carbides accelerate the absorption, while those which do not retard it. It has sometimes been wrongly stated that those elements which raise the temperature of the critical range increase the absorption, while those which lower this temperature decrease it. Silicon is a notable exception to this rule, for its influence is to raise the critical range but to lower the absorption of carbon. Some elements which do not form carbides have no apparent influence upon the absorption rate. Carbon itself retards the absorption rate. With a view to obtaining more exact data upon the subject the following experiments were undertaken: 208 steels of different chemical composition were selected to represent most of the types of modern constructional steels. Specimens 2 in. in diameter and 9 in. in length were weighed to milligrams. They were then packed in the special carburizing box shown in Fig. 1, and kept in the furnace for 10 hours at a temperature of 900' C. A duplicate experiment was conducted at 1,000° C. At equal intervals of time the box was rotated in the furnace so that two complete revolutions were made in the 10 hours. This precaution was taken to neutralize as much as possible any effect of unequal heating. At the end of the 10 hours the box was allowed to cool in the furnace with the doors open. The specimens were then weighed again and the increased weight (carbon) determined. In the following table are given the analyses of the various steels, together with the increased weight of carbon expressed in milligrams.

Gordon Parr (University of Alberta) —While we appreciate the difficulties involved in any investigation of this system, and we wish to congratulate the authors on their comprehensive efforts, there are several aspects of their paper that are not clear to us. 1) If the 6 phase is, in fact, isomorphous with Ti3Sn, it should not be designated Ti,Al. An 4B structure cannot be isomorphous with an ordered structure of the DO type. Anderko et al.' suggested that the structure be called Ti3A1, and we believe this to be a more reasonable designation. The confusion is compounded when the authors designate the phase Ti3Al—yet the composition limits of this phase (according to their diagram) are approximately Ti,A1 and Ti,Al. Further, while Pietro-kowsky is said to have pointed out that the structure of the 6 phase is isomorphous with Ti3Sn, we understand that this was only a suggestion that was not confirmed. Margolin and Ence do not appear to have presented any evidence to support the suggested isomorphism. 2) In referring to the precipitation observed microscopically during the initial breakdown of high A1 a during quenching, the authors state that "such precipitation is not likely to be detected by Debye-Scherrer techniques". We suspect that if the precipitate was visible by optical microscopy, it must have at least one dimension of the order of 1 or greater, and would therefore be readily detected by diffraction techniques. 3) The authors state: "The basis for this suggestion (that 6 forms peritectically P + L—6) is the observation that the ,'3 + 6 and 6 phase fields were

Joseph E. Thropp, Jr., Indiana Harbor, Ind.:—To what do you attribute the fact that in some localities the by-product coke sells at a premium over the ordinary bee-hive coke for foundry use ? If the cell-structure is preferably soft and rather thick in coke for foundry use, as I understand it, do you mean that by-product coke has soft and thick cell-walls ? William H. Blauvelt, Syracuse, N. Y.:—As I say in one of the paragraphs of my paper, the tendency seems to be towards the manufacture of foundry- and furnace-coke under somewhat different conditions. The development of the best cell-structure in coke, of course, has not reached perfection, but we are making progress, and we are inclined to believe that under ordinary conditions the best furnace-coke, that is, coke with the hard cell-wall and the well-developed cell, is produced at fast coking-time and high heats, whereas the best foundry-coke seems to be produced at somewhat lower heats. In one of our plants we are making furnace-coke in 16-hr. coking-time, and foundry-coke in 20-hr. time. Foundry-men want the strong, tough coke. I think the furnace-men present will agree that the best furnace-practice requires a hard coke, with a well-developed cell-structure. Replying to the question as to the reason for higher prices being realized for by-product foundry-coke than for bee-hive coke, of course, the immediate reason is that it suits the foundry-men better. Perhaps one cause may be that we are able, by the selection of coals, which is not usually practicable at bee-hive plants, to get a quality and analysis best suited to foundry-work, with high carbon-content, and with cell-structure and physical strength especially suited to the foundry-men's ideas.

Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. IT has been shown1 that in the absence of heavy metal salts, the nature of the alkali used to promote differential flotation-whether caustic soda, lime or sodium carbonate-is unimportant. The hydroxyl ion is the active depressant upon which differentiation depends, and the pH value determines whether a film of collector forms on any given mineral surface. Even when sodium cyanide is used in conjunction with alkalies, it is the pH value and not the nature of the alkali or its concentration that is important, for upon the pH value alone depends the fraction of the added sodium cyanide that is present as cyanide ion, which is the true depressant. When heavy metal salts become dissolved from partly oxidized ores, or are added intentionally as activators, conditions are different, and metallurgists have found that lime and sodium carbonate do not give identical results, even when added in amounts sufficient to produce the same pH value. In the few instances in which we had attempted to confirm this view, we had failed to do so, for, with nothing to guide us, we had inadvertently chosen solutions that gave contact curves of a "stand-ard type," which correspond to conditions of ready floatability. Now, however, we find that, in the presence of copper salts, and within a restricted range of reagent concentrations, the nature of the anions present is important, and that sodium carbonate does influence the results, apart from the usual effect due to its influence on pH value. With the recognition of this anion effect, and with the control of temperature already introduced,' it appears that the factors of major importance in connection with this set of reagents have been taken into consideration, and that the results obtained and the conclusions drawn from contact tests will be of more immediate value to the operator.

The electron photomicrographs shown in this paper are of samples of the A.P.I. Reference Clay Minerals Montmorillonite No. 27 and Kaolinite No. 4 and of a shale from Spraberry Oilfield in Texas. These samples are part of a larger collection whose physical properties, composition and internal structure were previously studied by ultra-sonic and X-ray methods. ' Elastic anistropy was indicated in the montmorillonite and shale samples by sound velocity measurements parallel and perpendicular to the bedding. In the montmorillonite the velocities parallel and perpendicular to the bedding were 2.12 and 1.92 km/sec respectively, a difference of about 11%; in the shale the same velocity measurements were 4.18 and 3.75 km/sec, a difference again of about 11%. Within the bedding plane the sound velocity was also found to be independent of direction. The electron photomicrographs of the montmorillonite sample, which are shown in Fig. l(a) and (b), clearly indicate the preferred orientation of the mica-like clay particles parallel to the bedding. In Fig. 2(a) and (b) similar orientation in the shale sample can be seen although not quite as clearly. This is probably because, in addition to the clays illite and chlorite, the shale sample contains grains of quartz, calcite and dolomite which do not as readily show an alignment pattern as the clays do. This suggests that the elastic anisotropy of these two samples is derived from a preferred alignment of component mineral grains which are themselves elastically anisotropic. The bulk elastic properties of these two samples therefore appear to be much like those of mica. PERSONAL INJURY ACCIDENTS According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. NO one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who arc living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they arc utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of Knowledge or skill. 2) Conflicting motivations, such as: (a) to be more conformable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, hut not all individuals are willing to do what they know to do to insure their own safety.

POWELL*-I would like to ask either Mr. Ash or Mr. Eaton if they know of any place where the Mine Inspectors' for¬mula has been used that water has flowed from one colliery to the other. W. L. EATON (authors' reply)-We have made considerable study but we have not gotten around to very many of the barrier pillars. I would not say that any or all of them have been designed to the strict figures of this formula. Most of those ex¬amined will not hold back the water that they are supposed to hold back. E. T. POWELL-If the pillar remains ac¬cording to the Mine Inspectors' formula? W. L. EATON-We have not found very many where the provisions were followed. E. T. POWELL-Where the Mine Inspec¬tors' formula has been fully complied with, have there been failures or not? W. L. EATON-I cannot say. Most of these barrier pillars probably were designed in accordance with this formula, but most of them, if they were so designed, are not in that shape now because a large number of them will not hold back the water; they have been reinforced, and they are punc¬tured in various places. Holes have been driven through them to relieve the hydro¬static pressure to avoid a failure. They do not dare to have a failure. In many instances, the barrier is punc¬tured to avoid a failure. In order to mine their coal safely, many companies must pump water from mines that were aban¬doned many years ago. R. MAIZE-That is true, Mr. Eaton, but do you know of any case where a barrier pillar actually failed and flooded an ad¬joining mine when the pillar had been left in accordance with the Mine Inspectors formula?

It is well known that particles of different sizes are not distributed evenly throughout the average charge in an iron blast furnace. Just how great the disparity in particle size in different parts of a single plane in a furnace may be is indicated by the results of some recent investiga-tion1,2 conducted by the Bureau of Mines on a furnace operating on Lake ores. The wide variations found in gas velocity, gas composition, and temperature from the periphery to the center of the upper charge column were caused by the great variation in particle size of the raw materials used and were also greatly influenced by the methods of charging. This paper summarizes the results of an investigation of the influence of different methods of charging and of the treatment of raw materials upon the size distribution of the solid particles in the blast furnace. A more complete report will appear later as a Bureau of Mines technical paper. Importance of Gas-solid Contact One of the authors has pointed out in a previous report? that the operation of the blast-furnace process is entirely dependent on contact between the gas stream and the solid particles in the stock. The gas stream carries the necessary heat as well as the carbon monoxide molecules that do the work of rednction. In the parts of the furnace in which there is little or no contact between the gas stream and the solids there can be little work of reduction. Obviously, the part of the apparatus that is not doing the work for which it is intended is inefficient; the ideal condition is one in which all portions of the stock column are

SUGGESTIONS that existing schools give instruction bearing on the mineral industry, or that schools for that purpose should be established in the United States, began to be made early, and it would require too much space to catalogue them all. Some of the more important may be mentioned to indicate their general character. In the "advertisement to such parents as have now (or expect to have) children prepared to be educated in the College of New York," which appeared in the New York Mercury of June 3, 1754, Samuel Johnson, the first president of King's College, the predecessor of Columbia, said that it was the "design of this college to instruct and perfect the youth," among other things, "in the arts of Numbering and Measuring of Surveying, and Navigation and Geography. . . . and in the Air, Water and Earth around us, and, the various kinds of Meteors, Stones, Mines and Minerals, Plants and Animals; and in the knowledge of all Nature in the Heavens above us, and of everything useful for the Comfort, Convenience and the Elegance of Life . . . " Though the concept that natural science should be used to enlarge the bounds of human life was thus implicit at Columbia from the very beginning (John Stevens graduated from it in 1768, James Renwick in 1807, Horatio Allen in 1823, and A. W. INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco's development of the Weipa bauxite deposits in Northern Queensland in the late 1950's, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960's, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA's interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt's is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor's balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor's activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER'S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor. INTRODUCTION A nickel doesn't buy much anymore. That's even true in the cost of recovering nickel -- the commodity. A 5[C] per pound (11 [c] per kilogram) increase in the nickel price won't cover a 10-percent increase in fuel costs for processing laterite ores, nor will it cover a 10- percent increase in wages for recovering nickel from a sulphide ore. It won't even cover a 5- percent increase in the capital cost necessary to mine and process ocean nodules. The basis for this statement and a quantitative analysis of the variations in costs to recover nickel from different types of nickel ores will be discussed in this paper. During the early part of the 1970's, the interest in nickel and its potential development was shifting from Canada to the Pacific Basin area. Canadian growth rate was slowing and each additional increase in nickel capacity was very expensive (Argall, G.O., 1970). Laterite ores were attractive to developers since they were easy to mine at a low labor cost, and technologies were being developed that would allow the recovery of nickel in marketable forms (Mohide, T.P., Warden, C.L., Mason, J.D., 1977). During the last decade, new laterite production was achieved in the Philippines and Botswana, and a significant increase in production from Indonesia and New Caledonia occurred. However, recent reports on nickel identify numerous problems plaguing the industry, i.e., high energy costs that are forcing shutdowns (INCO, 1980), (Mohide, T.P., Warden, C.L., Mason, J.D., 1977), high Canadian sulphide mining labor costs (Anon., 1976), and rapid inflation of nickel capital costs (Anon., 1981b). No definitive study has been made to determine how sensitive the total cost of production is to rising energy, labor, or capital costs, or to identify to what extent increased byproduct revenues could be used to offset these production costs. The purpose of this paper is to quantify the effects of increases in energy, labor, capital costs, and by-product credits on the future cost of production from nickel reserves and/or resources. METHODOLOGY OF ANALYSIS In order to evaluate the sensitivity of nickel production costs to changes in energy, labor, and capital costs, and in byproduct revenues, an analysis was made of existing and proposed nickel operations, their costs, and their sensitivity to change. The data for these analyses were obtained from numerous sources including international govern¬ment and university publications, professional journals, company reports, private communications, U.S. Bureau of Mines contracts, and estimates by Bureau of Mines personnel. These data were collected, in part, as an ongoing effort of the U.S. Bureau of Mines Minerals Availability System (MAS) to systematically measure and classify identified mineral resources according to their respective extraction technologies, economics, and commercial availability. The MAS Program is currently evaluating the present and potential availability of nickel to the United States in relation to mining, beneficiation, smelting, refining, leaching, transportation, infrastructure, environment, land use, labor, productivity, technology efficiencies, operating capacities, deposit life, and political factors. As a summary of this data, the following briefly describes nickel ore types as each relates to energy, labor, capital, and byproducts. Sulphide Operations Nickel is currently available from sulphide deposits. Roughly 55 percent of the current world nickel production in market economy countries is from sulphide ores, although only about 20 percent of the known land-based nickel reserves and/or resources are sulphides (INCO, 1981). In 1979, the Western World sulphide reserves were estimated at about 9.2 million metric tons of nickel (Little, A.D., 1979). Sulphide ores are typically mined underground, thus resulting in high mining costs; however, these ores can often be upgraded by flotation prior to final nickel recovery and require about one-third of the energy required to recover nickel from laterites (Anon., 1981c). In addition, nickel in sulphide ores may be associated with economically recoverable byproducts, which include copper, cobalt, gold, silver, and other precious metals. Laterite Operations Forty-five percent of current nickel production is from laterite deposits. Laterite deposits account for 80 percent of the known land-based nickel reserves and/or resources (INCO, 1981). In 1979, the Western World laterite reserves were estimated at over 35 million metric tons of nickel (Little, A.D., 1979). Nickeliferrous laterites are residual soils formed by weathering, typically under tropical or near tropical conditions. They can be easily mined by open-cut methods, but generally cannot be beneficiated; thus, recovery of nickel must entail processing of the total mined ore. Usually, these ores have high moisture content (20 to 30 percent by weight) that result in additional fuel costs to dry the ore. Nickel silicates, garnierites, are, processed by pyrometallurgical methods; limonite nickel oxides are normally leached. Byproduct cobalt is not recovered from most ferronickel operations, and is only recovered to a limited extent from many leach operations.

The market for thermal coal has recently been growing rapidly and it is projected to continue to do so in the foreseeable future. Both the national and international markets often demand high-Btu low-sulfur thermal coal in order to minimize the cost of utilization and meet the environmental restrictions. High quality thermal coal can be prepared to compete in the utility market by desulfurizing the high-Btu midwestern coal and blending it with low-sulfur western coal which is usually low in Btu content. The methods that can be used for optimizing the coal preparation plant operating parameters for physically desulfurizing coal are presented.

Inspiration Consolidated Copper Company is currently mining in four pit areas; Live Oak, Red Hill, Thornton and Joe Bush Extension, near Globe, Arizona. Small satellite orebodies lying outside the main pits have been mined out in a series of small open pits. Major slope instability has affected production in every pit. Some consequences of the instability have been; (1) Serious interruption of mining plans, which resulted in deferred ore production, lost ore, reduced mining rates and increased stripping requirements. (2) Forced replacement of crushing facilities. (3) Serious effects on other production facilities. The introduction of a slope stability monitoring and control function as an integral part of mine planning has been successful in reducing the impact of these failures and will eventually result in economic pit design based on probabilistic slope analysis. This case history presents a brief review of the problems associated with slope instability at Inspiration's mines followed by a more detailed report on one specific failure area in the Thornton pit where the use of horizontal drain holes for slope stabilization appears to be successful. Relationships between slope movement rate, rainfall, and mining activity are shown.

You moderns think of your field of work as "Minerals Beneficiation"; to me it always will be "Ore Dressing." While I would like to talk with you on the future of ore dressing rather than the past, I cannot do this because I started to work in the field some 56 years ago, and my future is behind me. It is trite to remind you that then, in 1900, one out of every 30 high school graduates went on to higher education. Today, the figure is one in every three. So that, while you have a lot more men to compete with, the field of opportunity has expanded even more.
