ALTHOUGH I have already described to you the procedure for making assays of the ores (a thing that is not very different from what I wish to describe in the present chapter), I shall repeat it in substance, with the addition of the method of assaying gold, in order to tell you certain rules for weights which are very necessary to know, and above all in order to demonstrate to you the method of refining a small quantity of silver by the use of a cupel, and in order to tell you how there are (I find) only two ways that are customary for bringing silver to fineness. One is that of the cupel [copella] and the other is that of the cupeling hearth [cenneraccio], one for a small and the other for a large quantity. But although they are called by two names and appear to be two methods, the aim and the procedure of both is actually the same. Nor do I know of other difference between them than the carrying out of the method and the large or small quantity. Cupeling is a very useful thing for anyone who handles gold or silver to know. Indeed it is necessary, because it not only throws light on the work that is to be done but it also shows the truth [55] and the correct weights in large quantities. It is a quicker and easier way of bringing the work to the desired perfection than is afforded by the method for large quantities. Therefore, as you have heard, it is used in making assays in order to know exactly what quantity of the substance of silver or gold is in copper and lead or in ores, as well as in that melted material which remains among the charcoal and ashes. In short, it is the measure by which you have the certainty and safety of knowing that you have not been deceived by art or by your workmen, who had no other interest than their simple wages. Many workmen are found who are so untrustworthy that they no sooner get control of a thing than they think up some fraud, and even though some know that they must give an accounting they do not restrain themselves, although sometimes they would perhaps act with greater security and more deception than they do if they did not fear detection. Discussion of the paper of Dorsey A. Lyon and Robert M. Keeney, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 2117 to 2149. C. D. WOODWARD, Butte, Mont.:-We constructed a small blast furnace, and used first carbon electrodes and an alternating current of about 50 to 75 volts. We were able to smelt the material which was fed to the furnace, but we did not carry on experiments far enough to see just exactly what the power consumption was and compare it with the amount of material treated. We found that the blast seemed to help materially in reducing our charge and cutting down our power consumption. There were several other experiments tried at the time, and I do not call to mind now just what they were. We were trying to do away with the carbon electrode and replace it with an iron one, and it also seems to me we tried to use the ore for an electrode; but I believe that the electric furnace in the reducing end is simply a question of British thermal units per kilowatt-hour compared with British thermal units in a pound of coke. Now, if a pound of coke costs us 0.5 c. and a kilowatt-hour costs us in the neighborhood of 1.5 c., I think there is a big advantage in using coke instead of the electrical current for copper reducing. We tried steam, and a number of other methods, to throw copper down, but it has been some time ago and I am not very familiar with them now. The outlook of the experiments did not seem to be very promising, and we took it more as a thermal problem than an electrical one. PROF. JOSEPH W. RICHARDS, South Bethlehem, Pa.:-Mr. Woodward has spoken of the question as a thermal problem. I would call attention to the fact that electric furnaces usually utilize the heat of the electric current at from four to ten times the efficiency with which the heat generated by fuel is utilized; so it will not do simply to compare by thermal units generated. Your total thermal units may cost much less from coke than from electricity, yet you will find the electrically generated thermal units utilized in a properly designed furnace from three to ten times more efficiently than in the combustion furnace. You must make that allowance is comparing the cost of thermal units generated electrically and thermal units from coke.

AMERICANIZE THE MINING INDUSTRY Americanization is the snaking of American citizens; men and women controlled by the ideals of American citizenship, which have been built up by this country's heritage and its unceasing struggle for freedom and democracy and opportunity. That means, first of all, a necessary understanding of what those ideals are and what they mean for the newly arrived foreigner. It means that every kind of anti-American propaganda must be stamped out; that racial prejudices and the misunder-standings which lead to unrest and disloyalty and make fruitful soil for anti-American propaganda must be overcome. The foreigner must understand. He must understand what we are trying to do here in America; he must understand something, at least, of the kind of government we have built up in our efforts to, accomplish our particular aims; he must understand how lie can fit into it all, not only to help America, but to help himself-to make it possible for hint to get from this country what he carne here seeking. First of all, he must learn the American language. He must be able to talk with his fellow Americans-those who were born here and those who have recently cone, like himself, but from a different land. The most dramatic, the most crucial demonstration of the urgency of the need of all this is given to us right now. At the time when it is most essential for this country to be solidly American, enemy propagandists are winning an occasional success here because they give their message to men and women and boys and girls who do not understand our language and consequently do not understand us. These foreigners, whom the enemy is trying to make disloyal, are really in our army, the big army that is fighting the war for America. Most of them are not among the soldiers who will fight on the battle front, but they are in the lines back of these soldiers. The worker in the shipyards and in the mines is just as important a soldier in this war as the man in the trenches. That has been said over and over, but it cannot be said too often. It is just as vital for that man in the mine to know why we are at war as it is for the soldier. His employer has just as great a responsibility to the country as has any general, and it is the same responsibility.

HAVING previously told you about lodestone, azure, emery, and manganese, things that perhaps belong more properly to the stones than to the metals, the desire has come to me to describe rock crystal as well and, with this, some of the better-known gems, although they are things that are not classified with metals, as far as I know, or even with the serniminerals. In truth, they are neither one nor the other, but they are stones and have the nature of stones. But let them be what they may, in order to avoid straying from the subject we have begun, we shall say that they have mineral properties in their species, as for instance, in respect to their colors. It would seem an error to me if, while I am giving you information on so many other useful things, I did not give you this as well, if for no other reason than because it is a fine accomplishment for a gentleman to have some knowledge concerning gems. Thus since I have proposed to do this, beginning to speak of crystal, I tell you that it is a lustrous, transparent, and limpid stone, composed by Nature with a predominance of wateriness. Thus, contrary to the order of natural things, it has been believed by many that Nature has generated it of pure water by means of a powerful and continuous coldness that always exists in those mountains and places where it is found, for the waters and snows can never melt there because of the great cold. They have tried to prove this opinion of theirs by saying that crystal still retains the nature of frozen water, and that this is. shown not only in its appearance but also in the fact that, like ice, it floats without sinking to the bottom when it is put in water. They also say that it is customary to put it under the tongues of the thirsty on account of the, coldness and moistness which it gives, and that it quenches the dryness of their thirst. But even if all these things were true, as they are not, they do not upon consideration bring us to the conclusion that it is water, because the diamond and the beryl would do the same. Therefore it does not seem to me credible [391 that it is as they claim, for it is a stone generated as such by Nature. QUALITIES which the perfect miner should possess and the arguments which are urged for and against the arts of mining and metallurgy, as well as the people occupied in the industry, I have sufficiently discussed in the first Book. Now I have determined to give more ample information concerning the miners. In the first place, it is indispensable that they should worship God with reverence, and that they understand the matters of which I am going to speak, and that they take good care that each individual performs his duties efficiently and diligently. It is decreed by Divine Providence that those who know what they ought to do and then take care to do it properly, for the most part meet with good fortune in all they undertake; on the other hand, misfortune overtakes the indolent and those who are careless in their work. No person indeed can, without peat and sustained effort and labour, store in his mind the knowledge of every portion of the metallic arts which are involved in operating mines. If. a man has the means of paying the necessary expense, he hires as many men as he needs, and sends them to the various works. Thus formerly Sosias, the Thracian, sent into the silver mines a thousand slaves whom he had hired from the Athenian Nicias, the son of Niceratus1. But if a man cannot afford the expenditure he chooses of the various kinds of mining that work which he himself can most easily and efficiently do. Of these kinds, the two most important are the making prospect trenches and the washing of the sands of rivers, for out of these sands are often collected gold dust, or certain black stones from which tin is smelted, or even gems are sometimes found in them ; the trenching occasionally lays bare at the grass-roots veins which are found rich in metals. If therefore by skill or by luck, such sands or veins shall fall into his hands, he will be able to establish his fortune without expenditure, and from poverty rise to wealth. If on the contrary, his hopes are not realised, then he can desist from washing or digging. When anyone, in an endeavour to increase his fortune, meets the expenditure of a mine alone, it is of great importance that he should attend to his works and personally superintend everything that he has ordered to be done. CRUDE petroleum is a mixture of various groups of hydrocarbons and some bodies containing oxygen or sulphur. These constituents possess properties differing considerably one from another and the proportion in which they are contained in the crude oils is also very different. Owing to this complicated composition the practical use of crude petroleum is much restricted. For example it is sometimes used as a liquid fuel. But its employment in this way is uneconomical because various valuable qualities of the individual constituents are not made use of. The rational utilization of petroleum can only be accomplished if the various groups of hydrocarbons are separated. The mixture of hydro-carbons present in the crude oil must be split up in such a way that the hydrocarbons are divided into various groups having certain predominant characteristics and uses. To accomplish such a separation is the aim of the technical refining of petroleum. ORDINARY REFINING BY DISTILLATION AND CHEMICAL TREATMENT Hitherto this has been accomplished by two processes, namely, fractional distillation and chemical treatment of the distillates obtained. Distillation Process The process of distillation consists in the separation of the constituents of petroleum into various fractions, the boiling points of which lie within certain defined limits. The fractions so separated possess certain special qualities in common, which enable them to be applied for specific purposes in practice. For example, we have the fractions known as benzene, illuminating oils, heavy oils, lubricating oils, etc.

This treatise is the sequel of a paper on "Russell's Improved Process for the Lixiviation of Silver-ores," etc., read at the Chicago meeting, in May, 1884, and published in the Transactions, vol. xiii., page 47. The facts it presents are principally compiled from Mr. Russell's notes on his practical experience gained in various places where the Russell process has been introduced. For a complete understanding of this paper a perusal of my former one is desirable, as can be seen from the frequent references here made to it. All silver-ores that do not carry a large percentage of lead or copper can be treated by Russell's process with success and economy. I do not mean to create the impression that from ores containing considerable quantities of lead and copper a high percentage of the silver cannot be extracted by this process. Such ores, however, will, in many localities, be reduced to better advantage by smelting. In case lead-bearing silver-ores are suitable for concentration, it may be profitable to concentrate the ore by Krom's dry system, obtaining a smelting-product high in lead, and to lixiviate the tailings and the dust. This plan has been adopted in a mill recently erected in Cortez District, Nevada. The dry system of concentration deserves the preference because it delivers the tailings and the dust in a condition ready for chloridizing-roasting. In wet concentration the drying of the tail ings would be expensive, and there would be a considerable loss of silver in slimes. Oxidized ores, containing silver chloride and lead minerals, may be lixiviated after crushing, and the tailings may be concentrated for lead. In this case wet concentration would be most suitable. This has been done at the Old Telegraph Mine, Utah. I would give, however, the preference to dry concentration in all cases which, of course, requires that concentration should precede lixiviation. ABOUT one hundred were in attendance when Donald M. Liddell opened the session* on non-ferrous metallurgy at 2 p. m. on Tuesday. F. F. Col- cord was vice-chairman. For the first part of the session the chair was turned over to Frank G. Breyer, who introduced G. L. Spencer, Jr., to read his contribution (T.P. 378), "High Silica Retorts at the Rose Lake Smelter," which was an account of the method of manufacture of high-silica zinc retorts at the Rose Lake smelter, and of the service given by these retorts. The materials used are, by volume, 50 per cent clay, 25 per cent silica flour and 25 per cent grog. Written discussion of the paper by E. M. Johnson, W. R. In- galls and M. M. Neale was read by Mr. Breyer. Mr. Johnson explained that their practice in manufacture differed very little from Rose Lake practice, but that their retorts did not last as long, possibly because Eagle-Picher does not use a hydraulic retort press or sintered ore. He ascribes the longer life of silica re- torts to the fact that they do not bend under heat. Mr. Ingalls pointed out that silica retorts are no better as heat conductors than clay retorts, but that they do have a superior rigidity in the furnace. TWENTY FIVE years of doing, finding, and encouraging others to do scientific research in' industry, and of organizing the machinery for the` smooth 'and effective conduct of such research, have left me with a feeling that so far as this branch of human activity is concerned the problems in 'essence are- not, materially 'different from those met elsewhere. Years ago, in a less mature period of life, I may have thought that the effective industrial research man was a being somewhat different from his fellow workers in adjacent 'fields, but I have long since 'changed my views. The rank and' file of the modern industrial research organization are relatively easy to find, though some¬times difficult to get in sufficient numbers. Mistakes in choosing them are not particularly serious to the or¬ganization, however unfortunate they may be for the misplaced individual who persists too long in the wrong environment. The reason for this is obvious from the fact that, taken by and large, the work of the rank and file is at best necessarily a work of detail done under guidance of the more experienced. In this respect the situation of the rank and file in an industrial research organization is not different from that class in any other group activity, whether concerned with industry, the university, or the church. This does not mean, however, that we are not all anxious to have the best possible material obtainable in the rank and file, or that we are indifferent to the utmost of encouragement and stimulation to its individual members.

I. INTRODUCTION. THE application of the camera as an adjunct to topographic mapping began practically with its invention, and it has been employed with varying success since that time. With the exception of the camera to be described, the plate-camera has been universally used in this work, thus giving a projection of the area photographed on a flat surface. From such projections or photographs, by the rules of geometry and of perspective, points defining topographic features and seen from at least two camera-stations may be projected upon a ground-plane-the map.1 In 1904 I employed the plate-camera for this purpose in Alaska, but found that the labor necessary to plot the maps, even in a general way, was long and tedious. In 1905 a small Eastman panoramic camera was fitted with spirit-levels, a sightalidade and a transparent scale, introduced inside the camera to register the degree-points in the sky-line of the film-negative; also, arrows to indicate the horizon-line. This was, on the whole, successful; but the details in the topography were not brought out in the views with sufficient clearness, and the photographs were too small. These difficulties were overcome by obtaining a larger and more carefully constructed instrument, which was satisfactorily employed in the field during the year 1906. In speaking of the concentration of oxidized lead ores at St. Anthony, I do not wish to infer that we believe all lead ores of a similar grade can be mined and treated at a profit. Our oxidized ore is low grade, and certainly the mine under present economic conditions could not operate on this ore by itself. Because of favorable conditions we can operate the oxide circuit at a small profit although we do not allocate overhead, pumping, and certain other general charges to it. Operations in the oxidized zone were started as an essential part of the development necessary to outline and mine the sulphide ores. Nearly all of our oxidized lead ore comes from the Collins section of the mine, with the transition from oxide to sulphide ore lying between the 600 and 700-ft levels. Production from sulphide ore is much larger than from the oxide, both in tonnage handled and in grade of ore. The oxide and sulphide ores are never mixed either in the mine or the mill. The oxide mill sections have their own ore bins, grinding, and flotation departments. The lead minerals contained in the ore, in the order of their importance are cerussite, wulfenite, galena, anglesite, and vanadinite. The ratios of the different lead minerals change as the ore is pulled from different parts of the mine-total lead being approximately 50% to 60% cerussite, 20% wulfenite, 15% galena, zero to 10% anglesite, and 2% vanadinite. About 3% of the lead was unidentified.

Discussion of the paper of CHESTER W. WASHBURNE, presented at the New York meeting, February, 1915, and printed in Bulletin No. 9S, February, 1915, pp. 469 to 471. ROSWELL H. JOHNSON, Pittsburgh, Pa.-I hope that this contribution of Mr. Washburne's is only the first of a series dealing more in detail with the very important problems involved. Pores are of two kinds: Those which are entirely inclosed, so that they do not belong to a system of communicating pores tapped by the bore hole or shot hole; second, those which do so communicate. Porosity, of course, includes both. But since pores of the first class are valueless to us, we should confine our attention to the latter, for which I propose the term "effective porosity." This should be measured by the Wisconsin method, based on the quantity of fluid that can be introduced by the aid of vacuum. Another factor which requires attention in this connection is the dependence of the extractability upon the rate of loss of pressure, as affected by the number of holes, and the rapidity of their completion, the existence of uncontrolled wells, the use by other operators of vacuum pumps upon the casing head, the exhaustion of a gas field in the same reservoir prior to the discovery of the oil, etc. The extractability depends upon the pressure available for the exclusion of the oil from the reservoir into the hole. The action of gravity in bringing oil into the hole is relatively small where the pores are very small, as is so frequently the case.

(communication to the Secretary): In view of Mr. Louis's statement that the balance and weights employed in his experiment were '(by no means first-rate," the results can scarcely be entitled to weight. And if a slight variation in specific gravity were to be accepted as proof of the existence of allotropic modifications, we should be obliged to conclude that every metal existed in such modifications. When the observed specific gravity of an alloy (as is often, and perhaps generally, the rase) differs from the calculated one, it seems more reasonable to explain the difference (apart from errors of determination) by assuming that actual chemical combination takes place between some atoms of the metals. MR. Louis (communication to the Secretary): In reply to the criticisms with which Mr. Stetefeldt has favored me, I beg to point out to him that, in the first place, I do not myself attach very much weight to the results I have obtained. I merely claim to have pointed out that amorphous gold obtained from dissolving up the alloy with silver has a higher specific gravity than common gold—a result corroborated by the quoted results of Rose. At any rate, it is easy to repeat my observations, and I hope this may be done by men who have better opportunities than myself for this investigation. Surely it is worthy of attention from assayers at the mints. I am not prepared to say that I should regard slight variations in specific gravity as absolute proof of allotropism, but I do consider

I TOLD you above that you should save the melted material that you extracted by smelting the ore. In substance this is copper, lead, silver, and perhaps gold, but all are like substances mixed in one body without any distinction. Now if you wish to separate these and to reduce them to their pure qualities, it is necessary to proceed with each one according to its own methods. Now in this method of separating lead in order to extract the silver and gold from the copper, it is necessary to return to the smelting and to follow one of two methods.* The first is to smelt it again with the addition of lead or lead ore, and to make it all run through the channel into the large forehearth that was made in front of the blast furnace, and, as it cools off, proceed to remove layer by layer with the fork, as I told you before and as you did the first time, until the work lead is reached. Then you assay what you have extracted and see whether it contains silver. If you consider that it has enough per hundred to justify the expense, return it again to the smelting. Continue to do this until you have extracted all the unctuousness and the work lead still remains. If it contains little or no silver, you must be satisfied with your work; otherwise return it again to smelt, always accompanying it with lead or galena and do as you did the other times until it

In their presentations Dr. Puddington and Dr. Stratton-Crawley have concentrated on spherical agglomeration and two-liquid extraction respectively. I should like here to complete the picture by putting these two techniques together in context with other techniques in which non-polar oils are used in the concentration and separation of minerals. Although these techniques are invariably treated separately and have been studied in isolation, there is a lot to be said for considering them together and trying to systematize their similarities and differences. This I take as a principle guideline in my introduction to this discussion. Four processes can be distinguished on the basis of the dosage of oil required: --simple flotation with collector-extender --agglomeration (emulsion) flotation --spherical agglomeration --two-liquid separation Dr. Stratton-Crawley has suggested that "pigment flushing" could find application in the treatment of ores. This is an interesting suggestion. However, the process can be regarded as a variant of two-liquid extraction, and it is convenient for me to do so in this discussion. Table 1 sets out some main features of these techniques. The first, in which the oil is used to enhance the strength and reduce the dosage of the collector is not designed for and has no special advantages in the treatment of fines, and therefore will not be further treated here. To add to the details appearing in the Table, thumbnail sketches of the other three, which all do show particular efficacy in the treatment of fine particles, are given below.

ABOUT three years ago at a coal mining institute meeting, it was predicted that mechanical load-ing underground would progress faster than either the electric coal-cutting machines or electric loco-motives had in previous years. This prediction has proved correct so far. In 1925 over 6,000,000 tons of,coal was loaded mechanically underground in the United States and it is estimated that the 1926 tonnage will reach 10,000,000. The use of electric mining machines and locomotives .has prepared the way for quick results. Most coal mines are now equipped with electric power and have a competent staff who understands its use. In spite of this advantage the introduction of the loading machines brings many new problems. Im-proved and concentrated transportation; doing the drilling, shooting, tracklaying and face timbering with company men instead of the former tonnage men; doing the work on the new basis in an economical and efficient manner; altering or modifying mining systems where necessary to further improve the work and reduce oper-ating costs; improving the percentage of lump coal and reducing the slack content where desirable; improving the cleaning of the coal and obtaining a more dependable .and uniform output are a few of the problems that must be met. Each of the different types of loaders now on the market has its particular advantages and disadvantages for a given mining condition. Even with the same mining conditions one type will work well under one ;system of handling, whereas another may favor another system or mining method.

The title of this study may fairly lead to misunderstanding unless its basal viewpoint is explained at the start. There is of course no chance of misunderstanding the term strategic minerals-for some years past it has been rather generally used to cover those mineral supplies, important for war use, which do not occur in adequate amount on the territory of the Power under consideration. Even here, however, I might add a note of warning. It is commonly understood that the list of strategic minerals will vary, according to what country we are considering; but it is rarely understood, even in Staff studies, that it varies equally according to the particular adversary we happen to be considering. In the present study I have stated the definition in the broadest possible terms, and have at this stage purposely avoided limiting it to any one country or war situation, with the express purpose of being free to bring out certain implications which are commonly, if not always, overlooked. The more important opportunity for misunderstanding is, of course, that my views on the phenomena war and peace do not coincide with those currently fashionable, particularly in advanced intellectual circles. For we must face the fact that for a decade past the natural reaction from war conditions has shattered the public mentality so completely that our public discussions of such questions have very little relation to fact; they are excursions into ideal rather than Realpolitik. And as such they serve merely to prevent public discussion or accept-
