THE second meeting of 'the Open-Hearth Committee, 'sub-division of the Iron and Steel Committee of this Institute, was held at the Hotel Cleveland, Cleveland, Ohio; on Oct. 13-15. On Oct: 12, the Open-Hearth Superintendents visited the plants of the Youngstown Sheet and Tube Co. and. the Republic Iron and Steel Co. These men were courteously entertailled by the two companies and every facility for a thorough inspection was furnished. Luncheon was severed at the plant bf the Youngstown Sheet and Tube Co. The meeting was opened Tuesday morning with addresses by J. V. W. Reynders, President of the Institute, and Herbert M. Boylston, Chairman of the Ohio Section of the Institute. E. A. Whitworth, of the Gathmann Engineering Co., presided at the meeting and L. B. Lindeinuth was secretary.

The plight of the Japanese mining business is pitiful. Coal mines were given the highest priority for all materials they needed, yet between the end of the war and June 1948, the government was obliged to subsidize them to the extent of 22 billion yen, this being the difference between the consumer's price and the producer's price. Most of the metal mining companies have been operating at only one fifth to one third of war-time production rates, and financial losses have been terrific. The chief difficulties have been a plethora of office workers and a dearth of equipment, supplies, and miners. The principal material needs at metal mines are steel rails. cars, plates, nails, rubber hoses, and belting, to say nothing of modern core drills which are totally lacking. Until recently the great shortage was in coal; for lack of fuel the smelters and factories failed to produce the very metals and equipment now needed to operate the mines. Nation-wide shortages have created a monstrous inflation of prices throughout all the economy, currently amounting to 200 times the prewar figures. THE study of the plastic deformation and recrystallization of metals has been the subject of many investigations. In regard to the simple deformational processes, such as tension and compression, the early knowledge gained from studies of polycrystalline material has been supplemented by many significant researches on the behavior of single crystals. Unfortunately, this has not been true for more complicated deformational processes. As far back as 1927, G. I. Taylor1 wrote: It is impossible in the present state of knowledge to do more than give a possible reason why (face-centered cubic) crystals set themselves with a (110) direction in the plane of rolling, and at right angles to the direction of rolling. The explanation of why the orientation of the crystal axes round the transverse direction is what it is, must be left till the distortion of metals, and particularly single crystals of metals in the process of rolling, has been studied in greater detail. That this gap in the systematic study of deformation and recrystalliza-tion has not yet been filled was indicated by C. H. Samans,2 who wrote in 1934 that "only four investigations upon cold-rolled single crystals of any of the face-centered cubic metals have been reported in the literature." Of these four studies, only those of S. Tanaka3 and T. Sakao,4 both of whom worked with aluminum crystals, had quantitative significance. The other two, carried out by F. Wever5 and W. G. Burgers,6 were of a. qualitative nature. It is our hope that the present investigation may contribute some-thing to the knowledge necessary for a rationalization of the origin of rolling textures in terms of the known behavior of single crystals, and may add pertinent information concerning the recrystallization characteristics of deformed single crystals.

THE great activity with which the oil resources of the northern Cantons of the State of Veracruz have been developed has largely resulted from the great success obtained by the important explorations carried out since 1902 in the Ebano district in the North, and several years later near Tuxpam, in the South. It must not be thought that these successes were quickly obtained, since the preliminary studies by good experts, the acquisition of what were thought to be the most promising coast lands, the extensive clearing thereof, and finally the number of unsuccessful drillings at great depth, signified an original outlay of some ten's of millions of dollars before finding commercial oil. The discovery of oil in industrial quantities at Cerro de la Pez, Ebano district, and the famous Dos Bocas gusher some years later, which was burned, once and for all made famous the Veracruz coast, where today is concentrated the Mexican output of mineral oil. In .1917, this production was nearly 50,000,000 bbl. It is well known that this output represents only a fraction of what the wells in actual production can furnish, because with adequate means of transportation and storage, the present extraction could be somewhat over 300,000,000 bbl. a year. These enormous potential oil resources of the Veracruz coast proceed from a relatively small number of wells, scattered over a few oil fields, separated from each other by large unexplored areas, wherein may be found other favorable fields which, in time, will undoubtedly become just as great centers of oil production. Experts who know our Gulf Coast believe that lands with commercial oil resources lie not only between the Panuco amid Tuxpan Rivers, but that indications are that the oil zone of Mexico, with more or less interruption, takes in the coast zone from Northern Tamaulipas to the foot of the Sierra Madre of Chiapas, and the banks of the Usumacinta River. This generalization is not merely the outcome of optimism, but is the result of the persistency with which one finds, throughout this Gulf Coast, the most usual characteristics upon which we depend for recognizing oil-bearing lands.

STRIP mining during 1943 increased considerably with further extension of mechanical loading in mines already partly mechanized; with the considerable introduction of mechanical loading into hand-loading mines; and with improvements in the use of loading equipment. Extension of the use of machinery both in strip mining and underground is due to reduction in labor supply and increased cost of labor, together with the increased demand for coal during the period of labor shortage.

YELLOWKNIFE, the most northerly Canadian gold mining district, is once more in the throes of a boom. Touched off by spectacular and well-publicized diamond-drilling results on the property of Giant Yellowknife Gold Mines, Ltd., mining companies and the general public are competing for mining claims and for the shares of companies owning mining claims in the area, with little regard for values. Such a stock-market boom has various unfortunate consequences but undoubtedly one beneficial result is that considerable amounts of money are made available for serious development. The Yellowknife mining area lies on the north shore of Great Slave Lake, in the Northwest Territories, at a latitude of approximately 62°30' north. The topography is a low-relief phase of that usual in the Canadian Laurentian shield. Roughly, one third of the surface is lake-covered, one third muskeg or overburden, and one third is bare

"The mountains of Utah contain one of the largest deposits of high grade bituminous coal in the world. According to the United States Geological Survey, there are 13,130 square miles of land known to contain workable coal, and these extensive fields contain 196,000,000,000 tons of coal. More remarkable than the extent of the coal fields is the thickness of the coal beds. Over three-fourths of the output of coal in Utah is recovered from beds ranging from 8 to 17 feet in thickness, as compared to one-eighth of the output of the entire country from such beds. In 1917, Utah mined one-third of its coal from seams at least 16 feet thick, compared to one-half of one per cent of the total bituminous output of the country from like seams.Coal at Wales, in Sanpete County, and in the vicinity of Coalville, Utah, was, it is reported, the first discovered by white men in the state. Wales claims the distinction of having produced the first coal mined in Utah. Two men, who had been coal miners in Wales, learned of the coal from an old Indian chief who called it ""rock that would burn."" In 1857, the town of Wales was founded and coal mined, and in 1858 some coke was manufactured and hauled by ox team to Salt Lake City. South of Wales is Castle Valley, in Wasatch Plateau field. From 50 to 60 miles of the Old Spanish Trail from Santa Fe, New Mexico, to Monterey, California, lies in Castle Valley. The coal in this field may or may not have been known at the time the trail was used extensively. The first published reference to this coal, however, was made by a party of the Corps of Topographic Engineers in their journal for October 11, 1853.After the completion of the Union Pacific railroad in 1869, mining on a commercial scale was attempted. In 1876 the Utah and Pleasant Valley railroad commenced operations between Scofield, in Carbon county, and Springville, Utah county, and following the year 1878, when the Rio Grande Western railway began construction through the Carbon county field, development increased until in 1900, when large smelters commenced operations in Salt Lake valley and gave coal mining in Utah an impetus that first carried it to an annual output of a million tons. During the past fifteen years many new mines have been opened, and with the construction of the Utah railway, an exclusive coal road, from the properties of the United States Fuel company in Carbon and Emery counties to connect with the Union Pacific system at Provo, the state reached a maximum production of 6,005, l 99 tons in 1920."

Planning quarry operations and control of the quality of rock materials at Hudson Cement Co. at East Kingston, N. Y., are special problems because of multiple uses for the stone and the great structural complexity of the rocks. Problems have been largely solved by detailed geologic work. These geologic studies have paid dividends in long and short range planning, in assessment of reserves, in vastly reduced cost of chemical analyses, and in reduced drilling costs. Limestones of the Hudson Valley outcrop along the Hudson River from Albany to Kingston. Old established cement companies are located just south of Catskill and just east and southeast of Hudson, N. Y. The new Atlantic Cement plant is being constructed at Ravena. Hudson Cement located at East Kingston, is a newcomer and is closest to the New York metropolitan area (Plate I).

EARLIER investigations of the potential-drop-ratio method of electrical prospecting have indicated that under suitable conditions this method is well adapted to the location of formation boundaries in stratified ground. A description of this development was given several years ago by H. Lundberg and Th. Zuschlag.1 The curves published by these authors for the potential-drop-ratio variation above a horizontal contact indicated a definite relation of the position of the curve peak to the depth of the interface. The theory underlying this relation was subsequently studied by Z. Mitera in greater detail,2 and the theoretical deductions were compared with the results of tank experiments. The investigations available at this writing were confined to studies of horizontal formation boundaries. It is the purpose of this paper to extend the scope of the previous work to the problem of dipping layers. THEORY Consider the case of three media of different resistivities, whose interfaces are not parallel. If a point-source is located in one of these interfaces, its images do not lie in a straight line, but on the circumference of a circle whose center is at the hypothetical junction of the interfaces. R. F. Aldredge3 determined the relation that exists between the degrees of dip of the two interfaces and the distances between the various images and the point for which the potential is to be found. As seen in Fig. I, three media of resistivities po, pi, and p2 are involved, and the source I is located at the interface of the media (po) and (pi). The perpendicular depth of the lower interface is h,? is the dip, R is the distance between source I and potential point P, and r is the distance between the images and that point. To distinguish between images lying above the ground interface and those below, the notation "odd" and "even" images will be employed; images below the ground interface will be termed "odd" and those above "even." In the year just past there were produced in the United States about 170,000,000 tons of sand and gravel. Much of this was pit-run material used for gravelling roads and as railroad ballast on lines that did not carry heavy traffic. But more than half of it was marketed as washed and sized, or graded, material. The methods used for preparing sand and gravel for the market have long been used in ore dressing and, as in ore dressing, depend on differences in the specific gravity of two substances or in the size or weight of particles. But many changes in the design and operation of plants and machines have been necessary. In ore dressing, the concentrate is only a small part of the feed; in sand and gravel washing, it is much the larger part of the feed. In addition, such close work as is needed when concentrating a metallic ore is not needed when washing gravel; the ability to put through a large tonnage is more important, and sizing, which is only a preliminary process in ore dressing, is an end to be attained. Rock crushers are found in most sand and gravel plants and they are used to break up the larger pieces from the deposit (known as boulders and cobbles) which are removed by a scalping screen. The crusher discharge is usually sent back to the scalping screen, the perforations in this screen setting the maximum size of the finished product. Washing Washing is to prepare sand and gravel so that they may be used as aggregates in concrete and wall plaster and in various processes in which impurities would harm the product. At one end of the scale of washed materials may stand ordinary concrete sand, which in some states may contain as much as 3 per cent, of clay and still be used in highway concrete construction. At the other end will stand the silica sand used for making plate glass, which must be washed so clean that the impurities that can be removed by washing do not exceed a few hundredths of a per cent. GRAVITY concentration is a general term designating processes for separating and sorting granular material by means of forces that depend on the density, size and shape of the particles. When these forces are applied to the particles the latter are caused to move, those of a given density along one path and those of a different density along another, until ultimately they are sufficiently separated to be removed from the operation of the process. The forces producing this separation are in general complex and, unfortunately, no completely rigorous analysis of them has as yet been devised. The science of the hydrodynamics of viscous fluids deals with the little that is known about the problem. Every observer of nature is familiar with the fact that an object moving in a fluid encounters a force of resistance. We have only to walk against a brisk wind or stir a cup of coffee, or observe the slow fall of a grain of sand in water, to experience directly the fact that such forces exist. The exchange of force between an object and a fluid in which it is moving operates on the fluid as well as on the object. Thus a sailboat may be set in motion by the force exerted by the wind on the sail; but the sail also deflects the wind-furthermore, the water in which the boat floats is set in motion by the force exerted by the boat as it cleaves through the water. The wind is thus enabled to do work on the water through the intermediary of the boat. In general, an object moving through a fluid encounters a force that opposes the motion and also acts to change the motion of the fluid. In gravity concentration we are dealing with this force of resistance acting on the granular particles that are to be separated. Furthermore, the motion induced in the fluid by a particle will in turn affect the motion

The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony. THE application of scientific methods to the investigation of natural laws and to the conduct of the useful arts which are founded upon them, is year by year mitigating the asperity and enlarging the outcome of human endeavor. More notably, perhaps, are these the facts in that system of productive and constructive arts of, which engineering is the general name. In metallurgical engineering especially, within the period of our own recollection, how rapid has been the rate and how wide the scope of progress: the scientific discovery and mining of metalliferous veins; the economical separation and reduction of ores of every grade; the production and regulation of high temperatures; the varied improvements in the manufacture of iron, in saved heat and work, in uniformity and range of products ; and, most important of all, the creation and the utilization, to be counted by the million tons a year, of the cheap constructive steels. Wonderful as this range and degree of development may appear to the public eye, the close and thoughtful observer must, nevertheless, conclude that neither the profession nor the craft of engineering may congratulate themselves too complaisantly, but that they should rather acknowledge to each other the embarrassing incompleteness of the union between engineering science and art. There is a small school of philosophers whom we may designate as original investigators, men who come close to nature, who search into first principles, and who follow that scientific and therefore fruitful method by which the relations of matter and force are discovered, classified, and brought within the reach of practice. These wonderful - men do not indeed create the laws of nature, as they sometimes almost seem to, but they go up into the trembling mountain and the thick darkness and bring down the tables upon which they are written. * President's Opening Address. Fine grinding cannot be accomplished in machines in which the component parts move in definite and restricted paths with respect to each other. Such machines are crushers. A "grinding mill" may be defined as any machine in which the crushing elements are free to make direct contact with each other but are kept from doing so by the sand to be crushed. Such a machine must possess the ability to give numerous contacts per unit of time. Upon consideration, one will see that this definition nearly includes the old Chilean and Huntington mills, the "rolls" and the stamp mill. It definitely includes all forms of ball, pebble and rod mills. The ideal (perfeet) grinding mill may be defined as one in which the crushing elements are identical in shape and substance and possess perfect freedom of motion with respect to one another. Of the mills mentioned, only the ball and pebble mills come under this definition of the ideal mill. Even the rod mill fails to get a place under this definition of the perfect mill. Modern Fine-grinding Mill In current practice fine grinding is performed in rotating cylinders1 partially loaded with hard objects, the agitation of which accomplishes the crushing or grinding of the rock or ore. The hard objects called "grinding media" nearly always are steel or some other alloy of iron. Hard rock (flint pebbles) have been and still are used to a limited extent. When steel is used as the grinding substance, the form is the sphere or "ball." The combination of rotating cylinder and steel-ball grinding media is termed "ball mill." Shapes other than the sphere have been tried. Cylindrical grinding media also have been and are now used in grinding mills. When cylindrical media are used the mill is termed "rod mill." Mechanical Elements of Grinding Mills The mechanical elements of a grinding mill arc: (1) the rotating element, (2) the grinding media, (3) the rotating means.

An hcp phase may be induced by cold working the ß&apos; phase of the Ag-Zn system. This phase reverts to ß&apos; on subsequent aging. No phase change occurs on cold working the o phase, but ß&apos; is formed when the deformed alloy is subsequently aged at room temperature. It is concluded that for alloys near 50 at pct Zn the ordered bcc ß&apos; phase is the equilibrium structure at room temperature. WhEN the disordered bcc ß phase of the Ag-Zn system is cooled to temperatures below 258o to 274oC, it transforms to a complex hexagonal phase <o.1,2 The nature of the o ß=o transformation has been the subject of some discussion,2&apos;3 and the structure of o has been described in detail.&apos; The latter phase appears to be stable on aging at room temperature but decomposes following cold work. When alloys containing approximately 50 at. pct Zn are rapidly quenched from the 0 phase field, the ß ? o transformation may be suppressed; but the ß phase undergoes an ordering reaction (ß ? ß&apos;). The ß&apos; structure may also be obtained as a result of cold working and aging at room temperature.4 Kitchingman, Hall, and Buckley4 have suggested that the decomposition of (o following cold work proceeds in two stages, (o ? ß followed by ß ? ß&apos;, but did not confirm this by experiment. When the ordered &apos; phases in the systems Cu-Zn5 and Ag-Cd6 are cold worked, they become unstable and transform to a close-packed hexagonal phase (( ) indicating that when order is destroyed in a ß&apos; structure the close-packed hexagonal phase may in many cases be more stable. It thus became of interest to study more closely the effect of cold work and annealing on the stability of both the ß&apos; and o phases in a Ag-50 at. pct Zn alloy. Predetermined weights of spectroscopically-pure Ag and Zn, supplied by Johnson and Matthey, were melted and cast under 1/2 atm of He in transparent vycor tubing. The ingot was homogenized for 1 week at 630°C and quenched into iced brine. Since mechanical polishing was found to induce a phase change, sections were first polished at room temperature, sealed in tubes under 1/2 atm of He, reannealed for several days at 630o or 200°C and then quenched into iced brine. Sections of the alloy thus prepared were found to be homogeneous when examined under the microscope. The sample quenched from 630°C (ß -phase region) was pink in color, whereas the sample quenched from 200°C (o-phase region) was silver. The latter sample showed the characteristic hexagonal anisotropy when examined under polarized light. Filings of the alloy were examined at room temperature, after various heat treatments, using an RCA-Siemens Crystalloflex IV diffractometer with filtered CuKa radiation. The X-ray reflections from flat powder specimens quenched from 630o and 200°C and sieved through 230 mesh were recorded graphically at a scanning speed of 1/2 deg per min. The resultant patterns are shown in Figs. 1(a) and 1(b) and may be identified as those of the 8&apos; and <02 structures respectively. The lattice parameter of the ß&apos; phase was determined as 3.1566Å.* This value compares very well withthatto be expected for a 50 at. pct Zn alloy from the data of Owen and Edmunds? and indicates that no loss of Zn occurred during casting. In order to study the effect of cold work upon the ß&apos; and o phases, filings made at room temperature and sieved through 230 mesh were mounted immediately in the diffractometer-i.e., without a strain-relief anneal. Changes in structure on subsequent aging were followed by scanning repeatedly over the regions of the low index reflections of the ß&apos; and o structures-i.e. , 28 from 35 to 44 deg. Immediately after filing the 8&apos; specimen, additional diffraction peaks were observed in the low-index region of the pattern, as shown in Fig. 1(c). These additional peaks do not coincide with those of the o structure, Fig. l(b), but may be indexed as the (10.0), (00.2), and (10.1) reflections of an hcp phase (<) with nearly ideal axial ratio. However, this hexagonal phase appears to be very unstable since within a very short time at room temperature it reverts back to the ordered ß&apos; phase, the reversion being complete within seven hours. The 5 ? ß&apos; reversion reaction is, therefore, very similar to those already reported in Cu-Zn5 and Ag-Cd6 7&apos;alloys. The action of filing caused the deformed surface of the originally pink ingot to become silver in color, indi-cating that the ( phase possesses similar reflecting properties to the o phase. Conventional static tests of fluid-loss agents do not realistically simulate conditions in a fracturing treatment. The dynamic tests reported here show that fluid-loss volume is better represented as proportional to time, rather than as the square root of time. This leads to a different equation for fracture area. The leak-off rate increases with increasing shear rate at the fracture wall, but appears to approach a limiting value. Pressure effects are minor. Spurt loss ordinarily is not affected by the flow velocity in the fracture and is inversely proportional to concentration of agent. The filter cake, once it is well established, is resistant to damage by the flow of plain fracturing liquid (without fluid-loss agent). The latter two findings indicate that a treatment employing a high-concentration spearhead followed by plain fluid can offer a more economical treatment under suitable conditions. INTRODUCTION The successful design of hydraulic fracturing treatments depends on accurate knowledge of the fluid-loss properties of the fracturing fluid. Howard and Fast,&apos; in giving the basic equation relating fracture area to fluid and treating parameters, described three mechanisms which might control the rate of fluid leak-off from the fracture. One mechanism usually is dominant in a given well treatment. For each mechanism, the leak-off velocity is inversely proportional to the square root of time, and the proportionality constant is designated as the fracturing-fluid coefficient. For the wall-building type of fluid-loss agent, the coefficient is determined by a filtration test in a pressure cell, usually with a rock wafer or core as the filter medium. In these static tests, the cumulative volume generally is proportional to the square root of time, after an initial spurt volume. The static-fluid-loss test is not representative of the con,-&tions under which a fluid-loss agent performs in a fratturing treatment. The marked difference between the dynamic- and static-fluid-loss behavior of drilling fluids reported in the literature2,3 implies that dynamic testing is also needed with fracturing fluids. We have therefore undertaken a study of the dynamic-fluid-loss behavior of fracturing fluids. The testing apparatus has also afforded opportunity to evaluate the resistance of the filter cake to removal or damage by flowing fluid containing no fluid-loss agent, with and without sand. The results of these studies offer a means for more accurate evaluation of fluid-loss agent performance, and point the way to a "spearhead" fracturing technique which may offer more economical treatment for some wells. EXPERIMENTAL METHODS The dynamic-fluid-loss testing method is applicable to any type of wall-building fracturing fluid. The present study aimed first at finding what phenomena are involved, and therefore has been limited in the number of materials tested. All of the results specifically reported herein are for kerosene containing a commercial solid fluid-loss agent, which is commonly used at 50 lb/1,000 gal of oil. Another agent in liquid form, used usually at 20 ga1/1,000 gal oil, has shown all the same phenomena in dynamic tests, and generally the same level of fluid-loss control as the solid agent. The dynamic-fluid-loss core cell used in all tests is shown in Fig. 1. The fracture was simulated by the an-nulus between a 2.03 in. OD sandstone core and the surrounding pipe. Annulus widths of 0.234 and 0.117 in. were used, and the core was 3.5 in. long. The annular geometry provides a uniform fluid velocity and a well-defined shear rate over the entire filtering surface, and permits a large filter area (144 sq cm) in a reasonably compact cell. The leak-off fluid passed into a 0.5 in. diameter axial hole in the core. A hollow steel rod through this hole was threaded into a rounded "streamliner" upstream of the core, and into a mounting stud downstream. The streamliner and the stud had the same outside diameter as the core. In all tests except those where sand was circulated, the mounting stud had protruding rings which constricted the annulus, to minimize any tendency for channeling of the fluid to the side exit port. The ends of the core were sealed by Neoprene, steel and Teflon washers. The leak-off fluid was conducted from the hollow rod to an exit tube, through a metering valve (a fine-pitched needle valve) and a quick-opening toggle valve in series, and into graduated cylinders for volume measurement; Two separate circulating systems were used in the experimental program. The extensive initial testing was done at 50 to 150 Psi. The fluid was circulated by a variable speed Moyno pump, and the flow rate was read by a rota-meter flow meter. A sampling technique has been developed for procuring a sample of sinter representative of the entire depth of the sintering bed. The sampling method involves the use of an open-bottom metal basket that rides on the grate of the sintering machine and when removed contains a sample of the sintered product. Additional data have been obtained to indicate that the tumbler test is a suitable means of measuring sinter strength. IN the last few years additional sintering facilities have been installed in both the Pittsburgh and the Chicago district of the United States Steel Co. Since the construction of these sintering plants made possible the use of higher percentages of flue-dust sinter in our blast-furnace burdens, it became important to study means of controlling the quality of sinter to obtain optimum results in the blast furnace. For controlling an operating process, it is necessary first to establish standards by which the quality of the product can be judged. For sinter, it appeared that an important property was its strength or its resistance to degradation during transportation and charging into the furnace. Consequently work was undertaken to establish a standard for sinter strength that could be used both for controlling sintering-plant operations and for correlating sinter quality with blast-furnace performance. The first problem in setting up a standard was that of procuring a sample that would be representative of the sinter made under any particular set of conditions at the sintering plant. Since the United States Steel Co. sintering plants discharge the finished sinter either into a large pit or onto a rotary cooler, the sinter becomes inseparably mixed with material sintered 2 hr before or 2 hr afterwards. For this reason the exact identity of the sinter is lost. A sample selected as the cooler is discharged, or as the sinter is removed from the pit, cannot be said to be truly representative of the sinter made at any specific time. Sampling The first attempt to procure a sample that would be representative of a specific sinter mix and of specific operating conditions was made by stopping the Dwight Lloyd sintering machine and removing an entire pallet full of sinter. This method, however, proved very difficult to perform and interfered considerably with the operation of the plant. To overcome this difficulty, a sampling method was devised by technologists at South Works enabling them to secure, without interrupting the sintering operation, a sample of about 1 cu ft of sinter, representative of sinter for the full depth of the sintering bed. The South Works method involves the use of a steel-frame-work basket. A typical basket is shown in Fig. 1. The basket has been used both with and without crossbars along the bottom. As long as the crossbars are in the same direction as the grate bars on the sintering machine they do not interfere with the sintering process. The basket is set on an empty grate of the Dwight Lloyd sintering machine before it passes under the swinging feed spout, see Fig. 2. When the basket is removed after it has travelled the length of the sintering machine, it contains the sample. Just before the basket is removed, the sinter is scored and chipped to facilitate removal of the sample from the sinter bed. A view of the basket after its removal is shown in Fig. 3. Although the sampling method was originally designed for use on a Dwight Lloyd sintering machine, it can also be used on the Greenawalt type of machine. When used on the Greenawalt-type machine, the basket is placed on the sintering grate before the charging car passes over it, and finally it is removed just before the pan is dumped. Testing After a method of obtaining a representative sample of sinter had been developed, the next step was to select a method of measuring its strength. The irregular shape and size of the sinter pieces precluded the use of a simple compression test for determining strength; consequently, the shatter test and tumbler test were investigated. To perform the shatter test, a sample of sinter, approximately 5 lb, is dropped from a hinged-bottom box at a height of 3 ft onto a steel plate. The broken sinter is sieve-analyzed after a specified number of drops. The tumbler test is performed with the use of a standard ASTM coke-tumbling drum. The drum is 3 ft in diam and is equipped with two lifter bars diametrically opposite one another on the inner periphery of the drum. The drum is rotated at a speed of 24 rpm for 200 revolutions, and after tumbling the sample is sieve-analyzed. To express as single numbers the results of sieve analyses after shattering or tumbling, the method suggested by R. E. Powers1 was employed. The low-rank coals containing 10 to 50 pct natural bed moisture represent over half of the tonnage reserve of the available solid fuels of the United States, but only about 2 pct of United States coal production is derived from these fuels. Increased utilization of these large reserves will result if the bed moisture can be removed at the mine in high-speed low-cost processes. This paper presents a theoretical and experimental study of the factors affecting high-speed drying of coal dusts. The time required to heat particles of coal is proportional to the square of their diameter, and it is calculated that the probable time in minutes is equal to 6D2. In other words, a 1/16 in. coal particle should be heated to drying temperature in 1.5 to 2.0 sec. Likewise, 1/8 in. particles should be heated in about 6 sec. The net heat required to dry subbituminous coal and lignite varies from 240 to 375 Btu per pound, depending upon the moisture removed, and this heat can be obtained from 42 to 61 cu ft of hot gases at 600°F. The necessary heat also can be obtained from 7.5 to 11 cu ft of gas at 2000°F. A description of the design and operation of a pilot plant for flash drying coal dusts is presented. This plant dries 1/16 in. by 0 coal dust in suspension in 1.5 to 2 sec with 600°F gas at a rate of 1300 lb per hour per square foot of column area and operates continuously at an efficiency of about 85 pct. The design and operation of another pilot plant for drying 1/8 in. by 0 coal dusts Is also described. This unit dries coal in the fluidized state using the sensible heat of gases introduced at 2000°F and processes coal at a rate of about 1500 Ib per hour per square foot of grate area at 85 to 90 pct efficiency. Over 90 pct of the bed moisture of low-rank coal dusts can be removed by the methods described. The heating value of lignite can be increased 45 pet and that if subbituminous coal 25 pct in a few seconds. The physical and chemical properties of coal dusts before and after drying are presented in the report, and it is shown that the bulk density of the dried coal is equal to that of the raw coal. This phenomenon makes it possible to ship 25 to 45 pct more heat in a railroad car with consequent savings in freight costs. Introduction For several years the Subbituminous Coal and Lignite Section of the Coal Branch of the Bureau of Mines at Golden, Colo., has been concerned with upgrading low-rank coals by removal of natural bed moisture. These fuels contain 10 to 50 pct total moisture, which reduces their industrial value considerably. In 1938, investigations were initiated in cooperation with the University of North Dakota to study drying of lignite by the Fleissner process with heat derived from high-pressure saturated steam. Y.-In recent years the metallurgical field of the copper industry has expanded greatly, the copper ores have become lean and diverse in character, and we are obliged to treat such ores on a very large scale. On the commercial side, the operating and consulting staffs of ,the great mining companies have been enlarged and organized, and no great capital expenditure is decided upon until it has been investigated and recommended by a highly organized force of specialists as a committee. I believe that in the scientific field and in the most valuable proceedings of our various societies the old idea of one-man point of view and one-man treatment of principle and detail together has been. splendidly developed and should continue, but for the advancement of our art we should deliberately discuss subjects among ourselves in order to do away with the idiosyncrasies of the individual and to gain a composite view representing the best thought of many men. In the development of new ideas leading to the introduction of new methods, the societies could enlarge their present great field of usefulness if such discussion be had, and in my opinion further great good could be done if a number of men of different qualifications and experience would join in preparing a joint book, each dealing with his particular problem, but consulting the other men. In this way individualism would be preserved and various processes would be described, and if properly reviewed the paper would be palpably capable of analysis, and the student would have at his command the associated efforts of a group of qualified engineers.

For perhaps one hundred years scientists have been engaged in attempts at devising a satisfactory method of classification of coal. During this time many charts, tables and graphs have been proposed, some of which have had considerable merit, but no one system has been found to be applicable to all ranks of coal, nor has any one system received general acceptance. In many of the proposals, water eliminated between room temperature and 105" C. has been regarded as extraneous matter and calculations have been made to the air-dry or water-free basis. Such methods of calculation do not lend themselves to satisfactory grouping of the high-moisture coals.1, 2 A consideration not only of the properties of the high-moisture coals and their behavior on drying but of the generally accepted ideas of the coalification process and the role of water in this process indicates that water is an essential constituent of all coals and therefore should not be neglected. For example, in such low-rank coals as the lignites of the Northern Great Plains&apos; deposits the inherent moisture of the lignite as mined plays a very important part in the physical properties thereof. Freshly mined lignite contains upwards of 30 per cent water and is extremely tough and resistant to shock. Upon exposure to the atmosphere, the lump loses part of its moisture and checks and splits, leaving a friable and broken up residue. So far as we have been able to determine, water is the only thing lost in this process and we are forced to the conclusion that moisture plays an extremely important part in the structural properties of the original lignite. With reference to the coalification process, Mack and Hulett3 pointed out in 1917 the important part that water played therein. They observed that water cannot be removed from peat or coal by pressure alone, but only as the result of chemical reaction, and suggested that peat in its early stages may be largely a hydrosol. Slow chemical changes occur over a long period of time until finally the mass becomes more largely a hydrogel. These views are substantiated to some extent by the experi-
