A COMPLETE transformation has taken place in the boras industry during the year 1908. A most remarkable factor in this radical change in method of producing the crude borates has been its removal from the realm of industrial chemistry to the field of mining. With the development of extensive deposits of borate-minerals interstratified in thick sequences of Tertiary clays and sands, their winning becomes a strictly mining-enterprise, of the same kind and of the same certainty as the digging of coal or iron-ore. The major supply of the world's production of commercial borax now comes from the United States. While formerly all of the boric salts of commerce were laboriously extracted from the waters of saline lakes of the arid regions, or from the bottom-salts of desiccated ponds, it later was largely slowly leached from ancient desert shales and clays. During these periods the borax industry was a very hazardous and expensive vocation.

Within the State of Montana the streams rise in the high mountains at. an elevation of from 5,000 to 8,000 ft. These streams leave the State line both east and west at elevations from 3,500 to 2,400 ft. It is, therefore, apparent. that all these streams have an average fall of 3,000 ft. within the confines of the. State, and many opportunities are presented on all streams. for the development of power, by taking advantage of the natural fall. It is probable that 1,000,000 h. p. can :be developed in the State of Montana. I. NATURAL FEATURES OF STATE AFFECTING POWER DEVELOPMENT. The main. range of the Rocky mountains, forming the Continental Divide, cuts the State of Montana into two parts. The eastern part is drained by the Missouri river and its tributaries, the Madison; Jefferson, Gallatin and Yellowstone, rivers. The western part is drained by tributaries to the Columbia river, the Clarks fork and the Kootenai river. The Clarks fork in turn is formed by the junction of Missoula and Flathead rivers, the latter, draining Flathead lake. The western part of the State. is mountainous and the eastern part is comparatively level. As a natural result the rivers in the western part are capable of generating large amounts of power, while in the eastern part of the State natural power sites are much fewer and farther apart. It also follows that in the mountainous districts large amounts of power are required for the mining industry, while in the eastern part of the State, which is principally devoted to agriculture, power is required in smaller quantities. ?

BLIZKRIEG tactics in the present war have consumed metals on such a profligate scale that some of the best-laid procurement plans for civilian and military needs of even a year ago seem in retrospect incredibly meager. Conservation of raw materials has reached an all-time climax in Germany, where metals are worth more than human life and throwing away an empty toothpaste tube may be legally punished by death. Even the United States and the British Empire, proud masters of nine tenths of the world?s known mineral reserves and processing plants, are being driven to metals and feverishly expanding production facilities that not long ago were deemed overbuilt. After the war is over and inevitable postwar readjustments are completed, it is reasonable to expect that purchasing power ? or at least the ability to procure the comforts and luxuries of life ? will be distributed among vastly larger population than ever before, accelerating the rising trend in demand for industrial raw materials in ever greater quantity and variety.

1. INTRODUCTION. AT the Lake Superior meeting, September, 1904, Messrs. A. Gibb and R. C. Philp presented a paper entitled " The Constitution of Mattes Produced in Copper Smelting,)' in which they concluded that ferrous and cuprous sulphides formed the chemical compound, 5 Cu2S, fee. They arrived at this inference from the observed fact that a matte containing Cu2S, 90.4, and Fee, 9.6 per cent (or, in round figures, Cu2S, 90, and Fee, 10 per cent.), did not contain any metallic copper, while one with more than 10 per cent of FeS readily dissolved copper, and with less than this amount retained copper in mechanical suspension. Although they determined the melting-points of five mattes containing from 32.6 to 80.1 per cent of copper, they did not draw a freezing-point curve, as the necessary apparatus was not available. A microscopical examination of 11 polished samples, gave them a grayish-black field of very uniform appearance, except that 5 of the specimens showed the presence of metallic copper. The object of the present investigation was to supplement the above paper by drawing the freezing-point curve of the series ferrous sulphide cuprous sulphide, and to see how the constitution could be further, revealed by microscopical work. The results obtained lead to conclusions very different from those of Gibb and Philp. While their paper bears the date 1904, it was published only in 1906.2 In the meantime, Bolles3 had presented his paper, "The Concentration of Gold and Silver in Iron Bottoms." The raw material which formed the basis of the research was a matte containing Fe, 61.68, and Cu, 11.20

CITIZENSHIP is a rather abstract subject on which a great deal could be said-a subject on which a great deal is said -and still one which too many of us seldom think about and seldom work at. Too many of us engineers and business men have but a vague idea of citizenship. We think that if we go to the polls on election day and obey the laws scrupulously, with the exception of an occasional traffic violation, we are pretty good citizens and are doing our duty by our city, state, and nation. But when you think it over, that's a very passive observance of the important right of counting oneself a citizen of a country. There is nothing very positive in that attitude. There is nothing that indicates that we have sufficient interest to really go out and do a job for the -welfare of our country, forgetting any personal advantages or inconveniences that might arise. In other words, this type of voting-on-election- day, law-abiding citizenship does not keep us awake a single minute; it does not take any particular thought or require the expenditure of any time or energy.

THE coal-fields of Missouri, situated hi the northern and western portion of the State, are distributed, in whole or in part, over 57 counties, embracing an area estimated by Mr. Broad-head to be practically 23,000 sq. miles, including small detached beds and outliers in St. Louis, St. Charles, Lincoln and Warren counties in the eastern part of the State. This area includes about 8,000 sq. miles of Upper or Barren Measures, 2,000 sq. miles of exposed Middle, and 12,420 sq. miles of exposed Lower Measures. In a general way, the Missouri coal-field is bounded on the east by an imaginary line entering the northern part of the State just east of the 92c1 Meridian and passing across the State in a southwesterly direction to a point on the Kansas-Missouri line a little below the southern boundary of Barton county. An important part of the field overlaps this line and extends down the northern side of the Missouri river, under¬lying the greater part of Randolph, Howard, Boone and Audrain counties. In all, 34 counties produced coal during the year 1903. Fig. 1 shows the position of the coal-fields in Missouri. GEOLOGICAL FEATURES. The Coal Measure formations, all of the Carboniferous age, rest unconformably upon the rocks of the sub-Carboniferous or Mississippian series, and, in some cases, upon the rocks of the Devonian and Silurian ages. IN 1947 the metal-mining industry . passed through a year of readjustment; catching up on development work has caused production to suffer. Skilled labor has been short in most mining districts, notwithstanding the highest wage rate paid in the history of the industry. The trend has continued toward increased mechanization and refinements in practices and methods to increase the tons produced per man-shift. Improvements in procedures, however, have not kept pace with rising labor rates; and, in general, labor costs per ton mined have steadily increased since the war years. Prices of base metals have been the highest in a generation, but most producing companies can afford to pay the high wages. Capital expenditures have been approved for improvements to increase the output per man, both to reduce unit labor costs and to increase output. Surveys indicate a continuing

SINCE the inception of dredge mining, the attention of engineers and operators has been directed primarily toward mechanical improvements and refinements calculated to, reduce operating costs and to increase recoveries. The result has been to develop an efficient excavating and value-saving machine, which, in some instances, has an actual capacity of 15,000 cu yd. per day. Steel hulls and superstructures minimize the risk of destruction by fire and lengthen the life of the plant. Dredges now restore, to some extent, agricultural possibilities to mined ground. Large buckets, with correspondingly heavy parts, are able to handle heavy wash and massive boulders. Mechanical weaknesses have been strengthened. The use of manganese steel in bucket lines and tumblers permits the application too the bank of a digging force that can be withstood only by solid material, such as rock, cement or frozen ground. Various alloys of steel have been applied to certain duties and experiments in their heat treatment are still progressing. Haulage by tractor or truck is in common use. Discarded and worn steel parts are repaired or rebuilt by the use of the oxy-acetylene flame and the arc-welding machine. Gold and platinum saving is more efficient, although still subject to improvement. Dredging for tin ore is in successful operation. Crews are now highly specialized and experience has developed improved methods of work; particularly in the manipulation of dredges to build levees of tailings and to leave open waterways where desired. To sum up by the distribution of overhead expense over several units, ground under favorable conditions can now be dredge-mined for 5)2 c. per cu: yd., in spite of the increase in cost of supplies, power, and labor during, the past few years. Improvements in prospecting methods, however, have not kept pace with mechanical developments. Standard practices of ; testing ground today produce only wide approximations of values; although they obtain information concerning the character of the deposit and bedrock. It is interesting to note that few important changes in the methods of ten years ago are .to be recorded; the latest comparisons between pros¬pecting results and mined recoveries-have been at such variance as to cause confusion to the operator, and, in a degree, the sacrifice of the confidence of the capitalist. An examination of the most common procedures reveals that they do not account for many of the variables that are recognized as significant for slurry transport. These may include flow rate, volume concentration of solids, solids specific gravity, solids size distribution, particle shape, launder geometry, and roughness of the wetted surface. Conventional analyses of seepage through saturated media do not apply when tailings impoundments are located above a partially saturated zone. Three stages of seepage are identified and methods for estimating the seepage rates and duration of each stage, based upon flow in partially saturated and saturated porous media, are demonstrated. The effectiveness of earthen liners is discussed and procedures for estimating the required properties of the porous media are provided.

THE present organization of Copper Queen employ-ees, known as the Employees' Conference Com-mittee, is really an outgrowth of the former Grievance Committee, which, in turn, had developed from the original Hospital Committee. The relatively small membership of these older organizations, the practical limitation of their activities to the presenting of grievances, and their lack of initiating powers, were the principal defects which the plan now in operation seeks to overcome. A somewhat parallel scheme was instituted in our Sacramento Hill division about four years ago; this gradually developed into the Ways and Means Committee, which, in addition to providing a forum for the discussion of operating problems, was instrumental in establishing an excellent and mutually satisfactory bonus system. Before recommending adoption of the plan now in force, we made extensive inquiries among those who have had any experience in such matters, and ended by proposing a modification of a scheme developed by John Leitch,1 which was characterized by its similarity to the constitution of the Federal Government. As finally remodeled, the. plan was submitted to vote of the entire working forces at the Copper Queen mines, and was adopted by them in May, 1920. Mining opera-tions since that date have been so interrupted that it is scarcely possible to state exactly what the results have been. The following quotations are from a printed pamphlet containing the constitution of the organization, as finally adopted. The first extract is from a letter addressed by the management to the employees: The plan submitted for your approval and adoption is modeled after the constitution of our own country, under which every individual is given an opportunity for advancement, according to his ability and determination, and every citizen is given a voice in the laws that shall govern him. So it is to encourage the individual employee in advancement, and to give him a voice in making the rules that shall govern his conduct, that we favor the adoption of the proposed constitution.

STRIP of any of the metals used for deep drawing operations occasionally yields cups that are defective because of a rim that varies in height around the cup in a wave-like manner. Some such defects are traceable to tools or other press factors, but when the protuberances formed (usually four in number on brass and other copper alloys) are symmetrically disposed with respect to the rolling direction of the strip, they are invariably attributable to the metal. The effect is known as "earing" and the protuberances are called "ears." Other terms frequently heard are "tips," "scallops," and "corners." It is recognized that the effect is most commonly a result of a directional crystal structure produced by rolling and annealing operations in the manufacture of the metal strip. 'Numerous papers dealing with various aspects of the earing effect have appeared in the literature, those listed in the references1 being especially interesting and valuable. An investigation of the factors influencing earing of brass cups has been in progress in the laboratories of the American Brass Co. for several years, and it was thought desirable to make some of the results generally available in summarized form. The present paper discusses many factors that do and do not contribute to ear formation. In addition, a section is devoted to methods of minimizing the earing tendency of brass sheet by proper selection of the cold-rolling and annealing schedule by which it is produced. In the space available, it is impossible to quote detailed experimental procedures and numerical results. However, the authors make no statement that they do not believe to be properly substantiated, either by experimental evidence obtained under laboratory conditions or by experience in the actual production of deep-drawing brass in the brass mill. MECHANISM OF EAR FORMATION It must be clearly understood that the formation on cups of symmetrical ears, four or more in number, is attributable solely to the strip metal, and results from the strip having different deformation characteristics in different directions. The tools used in the drawing process, or the type and completeness of lubrication of the strip, have nothing to do with the problem of ears, although they do, of course, greatly affect the "drawing quality" of the strip and the general appearance of the cup. A single tip may be drawn up on the rim of a cup because of misalignment of the tools, or because the gauge of metal varies from side to side of the strip. The two-ear form that sometimes appears is also traceable to gauge variations. However, the four-ear and six-ear symmetrical forms that we are concerned with here are caused by factors inherent in the structure of the metal itself.

MUCH has been said and written about the engineer shortage. The mining branch in engineering has lagged during the past several decades. I can think of two institutions, formerly prominent in that field, that have discontinued this department and another that has branched from a purely mining school into various forms of engineering. Conversely, I do not recall any institutions that have added mining to their curricula. I believe that this action is in direct response to the demands of incoming students. But I also believe that while there is a specific demand for civil, mechanical, and electrical engineers in the highly complicated mining operations of today, our need for mining engineers capable of assuming top responsibility for mining operations is unchanged.

THE farmer pays the phosphate miner! Phosphorus is used in fireworks; goes to battle in military smoke screens, incendiary shells, and tracer bullets; and, in vermin destroying pastes, does its part in the war against insects. A lemon phosphate can be had for a nickel at most soda fountains, and tens of thousands of tons of phosphate rock are mined annually for use in the food industries, chiefly for making monocaleium phosphate baking powder. Sodium phosphate cleaning, washing, and scouring compounds consume substantial quantities: the iron and steel industries buy a few thousand tons yearly to make ferrophosphorus and to balance foundry-iron furnace charges; and even nonferrous metallurgists use a little for phosphor bronze and other alloys. Phosphoric acid, its salts, and diverse other derivatives of this versatile element have countless applications, and industrial outlets are increasing rapidly, especially in the United States. Nevertheless, in this country nearly 90 per cent and in the whole world fully 95 per cent of the phosphate rock consumed is absorbed ultimately in agriculture.

IF the ordinary wet method be attempted for silver-bullion containing tin, much trouble is experienced, varying with the amount of tin present. Even with a percentage as low as 0.05, the end-point is masked by a persistent turbidity, while with amounts ranging from 0.5 per cent. upward, the determination of the exact end-point is impossible, owing to the finely divided or colloidal metastannic acid resisting all efforts to cause it to settle, or to give a clear supernatant liquid. The object of the following experiments was to seek a remedy for these difficulties, and to find the conditions whereby the Gay Lussac method might be applied directly to these bullions. Material containing tin is met with frequently in bullion from Mexico or Bolivia; and tin is carried (sometimes in large quantities) in jewelers' sweeps. 1. A bullion was prepared containing Ag, 74; Cu, 25; and Sn, 1 per cent. A weighed amount was treated by the humid assay-method as if it were an ordinary bullion free from tin. Ten cc. of HNO3 (1.21) was added, and the bottle was heated until all traces of red fumes had been expelled. Before heating, the solutions were moderately turbid; and after heating, the turbidity greatly increased. One hundred cc. of normal NaCl solution was added and the bottle was shaken vigorously at intervals during 30 min. The turbidity persisted. The bottle was allowed to stand over

THIS is intended as a simple review of the principles and practice of geophysics, so will not be of interest to the geophysicist, who is hereby warned of its elementary character. The engineers for whom it is written are those who, having glimpsed the formidable formulas and discussions of the geophysicists, give all publications on the subject a wide berth. For a few years now the geo-physicists have had a tendency to be ingrowing at their meetings, going deeper and deeper into theory and instrument construction, and forgetting to present the topics that would interest the practicing engineer who desires merely to know how geophysics can help him, not why.

The Salida smelting plant, owned by the Ohio & Colorado Smelting & Refining Co., is situated at an altitude of 7,000 ft., about 2 miles west of Salida, Colo., and 215 miles southwest of Denver. Salida is a division point on the Denver & Rio Grande R. R. where the narrow-gage line serving the San Juan region joins the through standard gage. This narrow-gage road also serves the coal and coke companies at Crested Butte and the lime quarries and mines at Monarch and Garfield, which are only 20 miles distant. These facts, together with the possibility of an appropriate site, doubtless influenced the builders to locate at this point. The smelting plant and yard occupy 80 acres of land on the northeast side of the Arkansas River. The slope of the ground is such as to permit of the ore being delivered by cars at a point 25 ft. above the feed floor; and in front of the furnaces there is a fall of 50 ft. for the slag dump. A recent purchase of river bottom has provided slag room for 20 years. As originally constructed, the plant consisted of four blast furnaces, 40 by 144 in. at tuyéres, two copper-matting furnaces, dust chamber, stack, power plant, blowers, sampling works, and one railroad trestle about 16 ft. from bed floor to rails. Later 12 hand roasters of excellent design were added and the practice of smelting leady matte in a copper-matting furnace was abandoned. Since the plant passed under the present management the equipment has been increased so that the following is a brief description of the same at this date: Two lead blast furnaces, 48 by 180 in. at tuyéres, 17 ft. 6 in. tuyéres to feed floor; four lead blast furnaces, 40 by 144 in. at tuyéres, 17 ft. 6 in. tuyéree to feed floor; two copper-matting furnaces, not used; blast-furnace flue, 900 ft.; area 245 sq. ft.; blast-furnace stack, 150 ft.; above furnace floor, 190 ft. When smelting a 500-ton charge per day, the gases approximate 63,700 cu. ft. per minute and travel at a speed of 260 ft. per minute. The slag is hauled by a 10-ton electric locomotive; the slag shells and settler refuse are elevated to a bin on the feed floor by an electric hoist. The matte is tapped in 1,600-lb. cakes and loaded into cars

All acid mine drain waters, regardless of source, share certain characteristics; but they do differ in exact chemical composition, degree of acidity, and total solids content. Any serious program to treat such waters must recognize these differences and apply to each specific case the technique which offers the best promise of each specific case the technique which offers the best promise of technical and economic success. The Pennsylvania Dept. of Mines and Mineral Industries has originated and funded studies of many different treatment means. Neutralization with lime is now being used on 200 different polluted streams in Pennsylvania, and multistage flash evaporation has been selected for a particularly large and troublesome outfall near Wilkes-Barre, Pa. A 5 x 106 gpd plant for this latter site is now being designed by Westinghouse Electric Corp. which developed a concentration process based on multistage flash evaporation as part of the State's research program.
