13.6-1. Importance. In Germany there are large tertiary brown coal reserves, most of which are located close to the surface. Therefore, brown coal has been recovered for many years by means of opencast methods. By utilizing a high degree of technology, a rational operation has been achieved, and as a result, the mining techniques have become renowned all over the world. After the war, all the dredgers and overburden spreaders, as well as the means of conveyance, had to be redeveloped for adapting this equipment to the changing conditions of the deposits. Numerous auxiliary machines were adopted from the American earth moving industry and altered according to the different requirements. As a result of such technical developments, the output per man and per shift was increased remarkably in spite of the deterioration of the geological conditions. In the whole of Germany, the total reserves of brown coal amount to 100 billion metric tons, of which 60 billion tons are situated in the Federal Republic of Germany. In the latter area, 8.5 billion tons will be recover- able by opencast means, of which 3.5 billion tons are already developed. The annual output reached 102 million tons in 1965. This total figure comes from four different mining districts: Rhineland, Helmstedt (town at the border of the Soviet occupied zone), Hesse, and Bavaria. The industrial revolution of the early 1800's and the subsequent remarkable progress in raising American living standards are based not only on a constantly improving technology but on an ever increasing use of energy from mineral fuels and waterpower. Industrial nations require inexpensive energy sources in order to grow. The more complex the economy, that is, the more intensive the processing of raw materials, the greater the energy needs of that economy. As a result of the current international economic expansion, the worldwide search for sources of low-cost energy has accelerated. As a part of this search there is considerable interest in the potential for commercial development of geothermal power, particularly abroad and in the western United States. This interest is indicated by the fact that 40 exploratory wells have been drilled in the California thermal areas alone during the 1955-62 period. Of these, 24 were drilled in The Geysers, Casa Diablo, and Salton Sea areas.

In recent years an important function of the mining engineer has been the appraisal of the value of mining-properties required by those planning consolidations of a number of' individual operations. In no field of productive industry have the economic results attainable by consolidation been more clearly shown than in the mining-regions of the United States. In many important mining-centers unification of ownership of the most valuable properties has already partially or completely been attained, and, in other districts, projected absorptions and consolidations await only favorable financial conditions for their consummation. The iron-ore districts of the Lake Superior region, the coal-mines of Colorado, of Wyoming and of Utah, the anthracite mines of Pennsylvania, the Connellsville coking-coal mines, and large areas of bituminous coal-land in Pennsylvania, in Ohio, in the Indian Territory and in other portions of the United States, are now largely controlled by a few corporations operating on a large scale, or by a number of corporations working in harmony because of an affiliation and interleaving of interests. The tact of keen financiers and the diplomacy of men of great administrative ability are the chief operative forces in conceiving and accomplishing such consolidations, but in formulating and maturing them, the services of the mining engineer are often required to supply the facts upon which they must be based. Few factors have had more influence in maintaining the strength and stability of the United States than our persistent habit of providing .checks and balances to the dynamic powers of free enterprise on the one hand and to the controls and guidance exercised by the State on the other. .Indeed, it is this same concern for matching forces against each other that has given our republic its ability -to preserve a democratic basis of life for its citizens, and yet maintain a ,government that is able to protect the rights of all and to resist and minimize the danger of excessive concentration of authority. Our current efforts to clarify the nation's mineral policies and to define more clearly the role that the governmental agencies should play in conjunction with the functions of private -enterprise again reveal the desirability and advantages of maintaining our traditional controls. At times, the equilibrium has been temporarily disturbed by too great enthusiasm for one or the other of these basic concepts. Sooner or later, however, the balance has been restored by the healthy opposition that is always created by excesses of one sort. At the current stage in our history, the swing toward undue enlargement of the powers of the State seems to have gone dangerously far and we would be untrue 'to our traditional behavior if the group that must demonstrate the virtues of free enterprise did not rally to its support with the utmost earnestness.

GENTLEMEN Like every other significant activity in the United States today, the work of the Institute has been affected by and adjusted to the prosecution of war against Germany, .Japan and their satellites. As the elaborate engines and materiel of modern mobile warfare are made, for the most part, of metals and other minerals; and are powered by mineral fuels, the industries -represented by the A.I.M.E. are of primary and vital importance. Of some 29 critical materials officially listed by the War Production Board, 24 are minerals. An alternate for one of the others, rated as a nonmineral, is to be made principally from petroleum. This alludes, of course, to rubber. The procurement of tremendous quantities of such raw materials and the effective processing, fabrication, and utilization of them depend on members of those branches of the engineering profession represented by the A.I.M.E.

THE effect of mining in the red-ore mines of the Birmingham district has been observed for some time, but, except in a few localities, little difficulty has been experienced from disturbance of cover. Cave-ins near the outcrop and fracturing of the surface at greater distances are the most pronounced manifestations of disturbance, while limited areas at points distant from the outcrop and under greater depth of cover have actually subsided. There is no doubt but that in time, because of failure of pillars, extensive fracturing and widespread settlement of the surface will result, particularly along the slope of Red Mountain, where mining has been under way for many years. Were it not that the orebed is overlain by one or more water-bearing formations, the fracturing or settlement of the surface would not be serious; but because of these formations, fracturing of the top rock may in itself be of sufficient importance to warrant the adoption of protective measures. Until development openings and surface plants are transferred to Shades Valley, protection of the surface will probably not be considered imperative, as the area involved is not of particular value for agricultural or building purposes. Further, the collapse of pillars over a wide area may develop squeezes that, if not controlled, may jeopardize the integrity of the mines and necessitate a change in development, from slopes to vertical shafts, at a much earlier period than is now contemplated. The occurrence of heavy beds of strong tough materials at varying distances above the orebed make it doubtful whether any serious disturbance of the surface will be experienced at any considerable distance from the outcrop, although some settlement will probably take place. It is certain, however, that no great volume of water will enter the mines from fracturing of the Fort Payne chert bed, as this is known to be a compact and practically impervious formation beyond the leached zone. Not so much can be said, however, regarding other possible sources of water, as pervious beds and through faults that may be encountered in future mining operations.

Although determining and controlling specific gravity of operating medium in a heavy-media plant manually presents no problem, there are advantages to automatic recording and control. The two installations discussed employ the usual method of measurement. Pneumatic control with band control and reset features is used to regulate dilution water and hence specific gravity. WITHIN the past few years, particularly because of the rapid growth of the airplane industry during the war, considerable attention has been paid to the manufacture of light-wall cold-drawn seamless and welded steel tubing for structural purposes. While the manufacture of such tubing is not, in itself, a difficult matter, some difficulties have. been encountered in producing the same under specifications requiring definite physical properties. It is the purpose of this paper to describe the methods of manufacture and the properties that may be obtained by such methods for tubing coming within about ½ to 2 in. (12.7 to 50.8 mm.) outside diameter and 10 to 22 Birmingham wire gage (0.134 to 0.028 in. wall thickness). Such tubing is largely used as structural material in the aircraft industry, and it is of the utmost importance that the physical and chemical properties should be known, and also that the various factors entering into the manufacture should be under such control as to allow these properties to be varied and held within definite limits. In general, tubing may be divided into four classes: namely, specialty tubing, such as riveted-sheet or plate, lock jointed, etc.; brazed tubing; welded tubing; and seamless tubing. Welded tubing may be divided into hot product, such as lap welded and butt, welded, and cold product, such as acetylene and electric welded. Seamless tubing may be hot rolled or cold drawn.

To keep pace with these forgings several very large hammers have been, from time to time, erected. The most powerful and thoroughly appointed of all now in operation is that designed and built by Messrs. Schneider & Co. at their' works at Creusot, and it is the design of this communication to give to the members of the Institute a concise description of this remarkable piece of mechanism, which I have taken from an article published in the Annales Industrielles. This hammer is rated nominally at 80-tons power, but its capacity is, in reality, far greater, as will be seen by the comparative figures given later. BEFORE proceeding with the papers scheduled for the ore and foundry session*, the teller's report on the election of officers for the ensuing year was presented, a; follows: Chairman. G.C. F. Waterhouse announced that the fall meeting will be devoted to alloy steel. This meeting will be held in Chicago the week of Sept. 22 in connection with the National Metal Congress. He also announced that oxygen in steel will be the central idea of the meeting which will be held in New York next February. The first paper, entitled "Sintering Limonitic Iron Ore at Ironton, Minn.," was presented by Perry G. Harrison (T. P. 284), the author. Sintering was first un¬dertaken in 1024 to treat Cuyuna range iron and manganiferous ores low in silica and high in moisture and containing objectionable qualities of fine... A Dwight-Lloyd machine was first installed. This machine was replaced by a larger one having a width of 72 in. The power cost was decreased from about $11.22 per ton of sinter on a 42-in. machine to about X0.14 for the 72-in. machine. The tons of sinter per man-shift was increased from 11.86 to 16.77. Improvements embodied in the larger plant reduced the cost of sintering to $0.41. The analyses of iron ore and manganiferous ore and the sinter produced from these materials was used to show the increase in value at the mine resulting from sintering. NUMEROUS results and formulas have been published for analyzing seismic records, but most of them apply only to large-scale phenomena such as are encountered in studying earthquakes. In a few cases,1 formulas have been published for some of the simpler structures. In the present paper, an attempt will be made to analyze several types of struc-tures without using methods more advanced than those of a first course in calculus. In, tracing a disturbance through a medium, it is almost always possible to base the analysis on Fermat's Principle of Extreme Time, which states that waves of displacement travel between points in such a manner as to make the time of travel an extremum with respect to all neighboring paths. In the simpler cases, comprising most of those used in optics or geophysical prospecting, this time is a minimum and the principle is often referred to as the Principle of Least Time. Within a homogeneous medium, having a uniform speed of transmission of the disturbance in all directions and throughout the medium, the paths are straight and are refracted at the interfaces in accordance with the Snell law of refraction, which states that the ratio of the sine of the angle, made by the ray with the normal to the interface, to the speed of trans-mission is the same on both sides of the interface. Thus, in any medium composed of homogeneous sections, this same ratio has a constant value at all points. In particular, if all interfaces are horizontal, it is apparent that the angles of incidence are the angles made by the ray with the vertical direction. Furthermore, the incident ray, the refracted ray and the normal to the interface are all in the same plane at each refraction;

MECHANIZATION in coal mining is a phrase which has attracted world-wide attention, and those persons not engaged on the practical side of coal-mine operations seem to regard mechanization as a panacea for many difficulties of the industry. The term "mechanization" as now employed by experienced mining men is restricted to mean mechanical loading of coal at the face. In a broader sense mechanization in coal mining was begun nearly half a century ago with the introduction of compressed-air undercutting machines and locomotives and, later, of electrically operated locomotives, undercutting and shearing machines, and drills. The use of coal-cutting machines, which has increased until now about three- fourths of the bituminous coal produced is being mechanically cut, first displaced hand-picking except in a few long-wall mines, and later gradually displaced the dangerous and coal-smashing method of blasting-off- the-solid.

FOR many years, you and your fellow members of the American Institute of Mining and Metallurgical Engineers have devotedly and ably applied yourselves to the art of making iron and steel. having foremost in your minds the conservation of raw materials, suitable and efficient facilities, economical processes, and improved quality of product. For the past three strenuous years you have contributed wholeheartedly to meeting the problems of increased production. You have conducted scientific and technical investigations and research, recommended experiments. and gathered all the available and valuable information possible to gain the desired objectives. You have had many obstacles and difficulties to overcome. In the early days of your organization, there was some lack of co-operation from the industry itself-perhaps, for example, some failure to recognize the mutual advantages of free exchange of experiences and information. But regardless of any hindrances, you have made many and valuable contribution which have tended to make iron and steel manufacture leas of an art and more of a science.
