Prior tests by Dorn, where the strain rate in a tensile test was suddenly changed, have shown a small, but definite rate-history effect to exist. If this effect is neglected in the calculation of creep behavior from tensile results, an error should occur. This paper shows that this error is smaller than experimental scattering, and may be neglected. DORN1 has found a small but definite rate-history effect in the aluminum alloy 250 at liquid-nitrogen temperature using tensile tests with an abrupt rate change. WHEN a hole is made in a stressed solid, such as rock pierced by mine openings, equilibrium of the solid is destroyed. To re-establish that equilibrium the stress condition in the rock surrounding the opening becomes rearranged. This rearrangement may or may not develop local stresses in the vicinity of the opening which exceed the elastic strength of the rock. Since stability of the opening depends, therefore, on the strength of the naturally occurring rock surrounding the opening, this rock is an engineering material of construction, and all rock affected by the associated opening or system of open- ings may be considered a structure. The term invert is chosen to describe the formation of the structure —built from the inside, as it were, and a consequence of mining rather than an entity built for a purpose. By definition, an invert structure is formed when openings are made underground and is composed of that material on the solid side of a rock-air interface wherein the stress condition is affected by the associated opening or system of openings. The shape of an invert structure is never clearly defined; the skin of the structure may be mapped, and even described, but the boundary of the structure within the solid rock mass must be arbitrarily set. The name geomechanics is proposed to describe a branch of scientific knowledge which will encompass principles and working hypotheses for behavior and design of invert structures. The measured changes in the yield stress of a poly crystalline Ta-O alloy after strain aging at 100°C have been separated into two components; the change inflow stress and the change in dislocation locking parameter. These two components vary independently indicating that at least two separate recovery processes take place during strain-aging. Variations in the locking parameter can be accounted for by segregation of oxygen atoms to dislocations, but variations inflow stress cannot be explained by current theories. STRAIN-AGING in Fe-C and Fe-N alloys has been studied extensively.' The kinetics of the removal of the interstitial solute from solution appear to agree with the predictions of the cottrell-bilby2 model or a variation of it proposed by harper.3 Solute segregates to the dislocations under the influence of the elastic strain field of the dislocation and the rate of depletion of the solute can be measured by following the change in electrical resistivity4 or internal friction.5 On reloading a prestrained specimen, plastic flow starts at Fig. 1, but after aging the reloaded specimen yields discontinuously at a higher stress The aging index reflects the extent to which the yield has returned. Greater progress than in any previous year was accomplished by the oil industry in New Mexico in 1936. The total number of completions in the state was 631, of which 549 were oil wells, 21 were hydrocarbon gas wells, three were carbon dioxide gas wells, and 58 were dry holes. The total oil production for the year was 26,804,446 bbl. Compared with the production for 1935 of 20,228,947 bbl., this represented a gain of 32.5 per cent. Of the total production, 25,337,382 bbl. came from Lea County. The average daily nonmarginal well allowable for that county was 115 bbl. the first of the year and 86 bbl. at the close. THE low-volatile, or smokeless, coal field of southern West Virginia is in Fayette, Raleigh, Wyoming, Mercer, Summers and McDowell counties, in the extreme southern portion of the state, and extends into the adjacent counties of Tazewell and Buchanan in Virginia. McDowell County is the largest producer, with Fayette and Raleigh counties next. The total area of the field (Fig. 1) is approximately 1600 square miles, or 1,024,000 acres. The percentage of volatile matter in the various seams ranges from 15 to 26 per cent. The upper limit of true low-volatile coal is usually considered to be 23 per cent volatile matter; above this point, the coal usually is classed as medium volatile. This limit will be used in this paper.

LEACHING of mined-out areas at the Arizona property of the Ray Mines Division, Kennecott Copper Corp., was started on Jan. 20, 1.937, and by July 1, 1938, 10,000,000 lb. of copper had been produced by this method. Leaching operations at present are confined to the western portion of the ore body and over an area of approximately ten acres. The ore in this area was extremely high in pyrite and the copper content, which averaged slightly in excess of 1 per cent, was the result of incomplete secondary enrichment by solutions which apparently worked laterally from the main ore body. Above the ore was an unaltered zone of primary or protore averaging 125 ft. in thickness and containing approximately 0.6 per cent copper. Above this was the capping or leached zone averaging 50 ft. thick.

THE QUESTION of whether the production of oil should be limited to market demand has been constantly discussed during the last two years. Oil men, legislatures and courts have reached highly conflicting conclusions. Opponents of limitation to market demand assert that it is a scheme of the big purchasing companies to fix prices and to create a monopoly. Proponents, on the other hand, declare that such a limitation is necessary to prevent physical waste and that the effect on prices is merely incidental. A brief review of market demand legislation will disclose the confusion existing. The laws of Oklahoma,' prohibiting waste of oil and gas, specifically' authorize limitation to market demand as a method of preventink such waste. These laws and the proration orders based thereon have been upheld by the Supreme Court of Oklahoma, by several three-judge Federal District Courts, and by the Supreme Court of the United States.' Kansas has a similar law3 but no case has been found which discusses its validity. About a year ago the California Legislature passed a comprehensive conservation act, generally known as the Sharkey Bill giving authority to restrict production to an amount representing current requirements for use, taking into consideration oil and products in storage. This may be considered as equivalent to limitation to market demand. The Act was defeated upon referendum vote after a hard fought campaign in which it was charged that the Act would result in destruction of the independent operators.

Laboratory tests conducted by the author. together with actual field experience in Canada. have indicated the magnitudc of some of the factors affecting ability of drilling mud to clean the hole. A correlation was observed between funnel viscosity and particle slip velocity. A relationship was also observed between the Bingham yield value of the mud and the particle .slip velocity. Laburatury tests indicated little change in slip velocity with funnel viscosities up to ahout 80 sec/qt or to yield values of aboul 15 lb/100 .sq ft. The lip velocity of the partic1e.s. studied vuried from 160 ft/min with water to neerly zero for high mud viscositie. lncreasing the mud density, creating laminar annular mud flow or rotating the drill pipe Mlay also improve the carrying capacity of mud. Field tests indicated that during fast upper-hole drilling, the rate of cutting removal must he sufficien to maintain the concentration of cuttings in the annulus at less than 5 percent by volume to prevernt balled-up drill collars and .stuck drill pipe. INTRODUCTION In the Mid-Continent area, hole cleaning during rotary drilling normally involves the use of low-density drilling muds with funnel viscosities varying from 26 to 80 sec/qt. However, frequently it is necessary to raise the mud viscosity in excess of 200 sec/qt to clean the hole. In addition, field experience has indicated that during very fast upper-hole drilling, annular mud velocities considerably in excess of the maximum slip velocity of the cuttings (normally considered to be 120 to 150 ft/min) are necessary to prevent balling the bit and drill collars. In view of these variations in mud properties and circulation rates necessary to clean the wellbore, a study of factors affecting hole cleaning and the relative magnitude of each was undertaken. The study was also prompted by the knowledge that a drilling mud with properties close to those of water would drill at rates several times that of a viscous mud. The carrying capacity of these near-water muds was not clearly understood, however, and many drillers were reluctant to use them. DISCUSSION EFFECT OF MUD PROPERTIES ON DRILLING RATE The effect of mud properties on drilling rate has been studied by a number of investigators. 1t is clear from their work that mud properties close to those of water will significantly improve drilling rate and bit life. If the water-type mud will also effectively clean the hole and cause no logging or formation impairment problems, the choice of an appropriate drilling fluid is clear—use water. Often, however, a water-type drilling fluid is not capable of effectively cleaning the hole. THEORY OF PARTICLE SETTLING The forces acting on a particle that is allowed to settle through a fluid quickly reach equilibrium, and the particle settles at some constant velocity referred to as the slip velocity. The slip velocity of any particle depends upon a number of factors such as density and viscosity of the fluid, the volume, specific gravity, shape and roughness of the particle, and upon the shape and area of the projected face of the particle at right angles to the direction of relative fluid solid movement. Brown' expressed this relationship for spheres in Newtonian fluids in the following equation. where v, = slip velocity D, — diameter of sphere p, = density of spheye p, = density of liquid /a = friction factor g = constant. The friction factor f, varies as the size, shape, surface roughness and slip velocity of the body, and as the density and viscosity of the fluid varies. WaddelV ound experimentally that where dynamic similarity exists. f, was a function of the particle Reynolds number (NRe) of the sphere (Fig. 1). Fig. 1 shows that f, for spheres varies from over 10 for low NKe numbers to 0.44 for N,,. over 600.

More than twelve years were spent by Wöhler at the instance of the Prussian Government in experimenting upon the resistance of iron and steel to repeated stresses. The results of his experiments are expressed in what is known as Wöhler's law, which is given in the following words in Du Bois's translation of Weyrauch:* " Rupture may be caused not only by a steady load which exceeds the carrying strength, but also by repeated applications of stresses, none of which are equal to the carrying strength. The differences of these stresses are measures of the disturbance of continuity, in so far as by their increase the minimum stress which is still necessary for rupture diminishes." A practical illustration of the meaning of the first portion of this law may be given thus: If 50,000 pounds once applied will just break a bar of iron or steel, a stress very much less than 50,000 pounds will break it if sufficiently often repeated. This is fully confirmed by the experiments of Fairbairn and Spangenberg, as well as by those of Wöhler; and, as is remarked by Weyrauch, it may be considered as a long-known result of common experience. It partially accounts for what Mr. Holley has called the " intrinsically ridiculous factor of safety of six." Another "long-known result of experience"—although this has not, as the writer believes, been investigated by scientific experimenters—is the fact that rupture may be caused by a succession of shocks or impacts, none of which alone would be sufficient to cause it. Wrought iron will crystallize by repeated blows in service and become weaker than cast iron. Iron axles, the piston-rods of steamhammers, and other pieces of metal subject to continuously repeated shocks invariably break after a certain length of service. They have a "life" which is limited. The flow stress-grain size relationship has been determined at room temperature in both a disordered and a fully ordered FeCo for plastic strains up to 30 pct. The results are in agreement with a Hall-Petch relation of the type given by Of =a,+kd-1/2 where of is the flour stress and a, increases mono-tonically with increasing strain to a maximum value which is much higher for the ordered than for the disordered alloy. The slope, k, is found to increase FOLLOWING the original work of Halll and petch relating the effect of grain size to the lower yield stress of iron and steel, it has been generally found that the yield stress oy.s. of polycrystalline metals with strain to a maximum and then decrease for both ordered and disordered alloys. However, k for the ordered alloy is in general higher than that for the disordered alloy and the critical strain for k max somewhat larger. All of these observations can be satisfactorily accounted for quantitatively and in some cases semiquantitatively by using a slip band-grain boundary intersection model, and by taking note of the fact that, in general, moss slip, while quite common in the disordered alloy, is extremely difficult in the ordered alloy. obeys a relation of the form oy.s.=a0+kd-1/2 [1] where a, and k are constants and d is the mean grain diameter. For convenience, and in accord with prevailing custom, Eq. [I] will be referred to simply as the Petch relation. Tjerkstra3 and Armstrong, Codd, Douthwaite, and petch4 showed that the flow stress af of iron or steel measured at strains of up to at least 20 pct also obeyed a relationship of the type given by Eq. (11. The latter investigators have also shown that Eq. [I] applies to fcc and hcp metals and alloys.

IN applied mechanics and in metallurgy the transition from elastic to inelastic action is a matter of considerable interest and importance. Often the first inelastic deformation is apparently quite homogeneous; that is, uniformly distributed throughout the specimen. Sometimes this deformation is heterogeneous; that is, localized; inelastic deformation proceeds to some definite amount in restricted regions before adjacent regions of the specimen are inclastically deformed. In such cases the deformation does not become homogeneous until the whole specimen has been deformed the amount corresponding to that for each localized deformation. If the test is stopped before uniform extension sets in, the heterogeneous character of the deformation is apparent on the surface of the specimen through characteristic markings, which have been called "Lüders"' lines, "Hartmann's" lines, the "Piobert effect," or simply "flow figures." These markings are the source of considerable trouble in fabricating operations, particularly in the deep drawing of steel sheet. In many cases where the transition is of this nature, the stress developed at the upper limit of the elastic range is greater than the stress during the period of heterogeneous deformation, giving rise to the familiar "drop of the beam" effect in testing. The amount of the yield-point elongation, as well as the value of the stress at the lower yield point (the value to which the stress drops when yielding begins), are functions of the tempera-ture and the testing speed. Lower temperatures and faster rates of testing increase both the yield-point elongation and the yield-point stress. These matters have been ably discussed in a recent paper by Winlock and Leiter1 though, as brought out by the discussion of that paper, the phenomena are but little understood. The purpose of the present paper is to clarify the problem through the application of a simple principle, and to show that, through the application of this principle, a number of phenomena in the plastic deformation of metals become more read-ily understood.

THE necessity of accurate temperature measurements in the glass-making industries is today being much more widely appreciated than in the past. The introduction of the modern simplified and perfected pyrometric methods in connection with exact regulation of furnace temperatures has caused a marked improvement in the glass product with a quickened rate of production. An example of the processes in which much improvement has been and still can be made is that of annealing or heat-treating the glass. This is one of the most delicate processes in glass manufacture and one that requires a most careful furnace control. The heat treatment is undertaken to decrease the possibility of breakage and, in glass for fine optical instruments, to prevent serious warping of accurately ground and polished surfaces and to make the glass more uniform throughout to the passage of light waves. These objects are accomplished by removing all the harmful stresses that exist in a piece of glass when it has been cooled too quickly or unevenly. Such stresses exist, for example, after it has been pressed, cast, or otherwise worked. Thus the process of annealing consists of heating the glass evenly to the temperature at which it softens just enough to relieve these stresses in a reasonable time and then cooling slowly and uniformly until the glass hardens again. Accordingly, the things that must be investigated and determined in order to anneal glass without loss of time are, the annealing temperature, the time that the glass should be held at this temperature while the stresses relax, and the quickest cooling procedure that will give satisfactory results. After these characteristics of the glass are known the problem is one of pyrometry and temperature control entirely. In cases when it is known that a glass article will be required to withstand some definite type of heat or mechanical shock it is often possible, by a proper heat treatment, to produce such a distribution of the stresses in the glass that it will be enabled to resist these shocks more effectively.

During the war, the Navy undertook the construction, under my direction, of an experimental gun embodying features designed to lessen the cost and time of production. These experiments were initiated after representations as to their desirability had been offered by myself, by the Naval Consulting Board, and by the National Research Council. The first drawings were made in June, 1917, and the experiment was completed in November, 1918. For the sake of clearness it will pay to recapitulate briefly the fundamental idea of gun construction. It is well known that if a hollow cylinder is subjected to internal fluid pressure, the maximum stress occurs in the inside layers, the outer parts carrying much less than their due share of the stress. This inequality of stress is more pronounced the thicker the walls of the cylinder. If such a cylinder is pushed to the elastic limit, failure in elasticity will take place long before the outer lagers have reached the limit of their capacity. Economical use of the material would demand, however, that all parts of the cylinder reach the limits of their capacity simultaneously. This may be brought about, at least in cylinders of not too great thickness, by producing in the inner layers an initial compression, and in the outer layers an initial tension. The effect of internal pressure is at first to relieve the compression of the inside layers, while increasing the tension of the outside layers. If the initial stresses are properly distributed, all parts of the cylinder will reach their elastic limits simultaneously, thus giving a cylinder of maximum strength for its weight. In gun construction as hitherto practiced, this initial distribution of stress is produced either by winding the inner tube with wire, a common English practice, or by shrinking hoops over the inner tube, which has been the standard American practice. Either process is long and expensive, particularly with the larger guns, 12- or 14-in., which require
