Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.

I have continued the investigation of the Pottstown Iron Com pany's basic Bessemer keel plates on the line referred to in my paper of last October (Trans., xxi., 766)) and have added a study of the hardening effects of sulphur, which were not taken into account at that time. The results are so encouraging that I now give them in full. For some months we have graded all the steel at these works by the table given in my former paper, and checked the grading by the forging-tests as described in the paper of Mr. Joseph Hartshorne, read at the same meeting (Trans., xxi., 748). The steel thus graded was bloomed for the plate orders. Then one slab was rolled into a plate for the order, and a tension-test was made of this plate. By the result of this tension-test we were guided in rolling the balance of the heat. Out of several hundred heats graded in this manner, 95 per cent. met the requirements of the orders in every respect, and were accepted; but these results will no doubt be improved upon, when the influence of sulphur is also considered.. The hardening effect of sulphur seems to be about 500 pounds per each .01 per cent. of increase. In the table accompanying the pres ent paper, the ultimate strength with .06.5 per cent. sulphur agrees with the old table where sulphur was not considered; that is, for all steels with less than .065 per cent. sulphur we now get lower re sults, and for those with more sulphur, higher results. Making this allowance for sulphur, the assumed ultimate strength of a 3/8-inch plate of pure iron is reduced from 38,000 pounds per square inch to 34,750 pounds. With this as a basis, I have constructed my new table, giving each of the elements, carbon, phosphorus and manganese the same hardening effect as before, to wit : Carbon is credited with a constant effect of 800 pounds per each, 0.01 per cent. Phosphorus shows greater effect in high-carbon than in low-carbon steels. For 0.07 and 0.08 C, it has about the same effect as carbon, that is, 800 pounds for each .01 P. This increases to 1500 pounds per .01 P in 0.15 C steel, or nearly twice the effect of carbon. This

The U.S. Bureau of Hines conducted e mineral resource survey of approximately 232,000 acres in part of the Humboldt National Forest, Nevada, during 1989. About 7S percent of the study area was covered with mining claims. About 1,800 samples were collected end analyzed for 16 elements. Geologic structure, including thrust faults, is the most important factor in the localization of mineral deposits in the study area. The Independence mine (formerly Jerritt Canyon), Big Springs, and Wood Gulch are the most well known active properties, all developed on large, low-grade, disseminated gold deposits. These deposits have produced almost 3 million ounces of gold and are known to contain more than 8 million ounces of gold. At least 10 barite deposits in the south end of the range have had significant past production and contain 0.2 million tons of resources. Numerous precious and base metal targets have been identified and in some cases quantified during this study.

The Federal Bureau of Mines evaluated the prospects for using geothermal energy to generate electricity for mines in remote areas. Given the development of a geothermal resource for this purpose, the subsidiary uses of space heating and agriculture were then examined to see if other industries might be viable given a cheap source of heat energy. Sites investigated were located in three areas of Alaska: Kobuk in the northwest, Unalaska in the southwest, and Stikine River in the southeast. Each site was relatively close to mineral deposits whose prospects for development would be enhanced with cheap power.

No presente trabalho busca-se avaliar o comportamento do solo virgem e com os resíduos, compactado, uma alternativa para área de Construção Civil. O estudo tem o objetivo de avaliar o solo (classificado como solo laterítico); e solo composto de polipropileno reciclado (rPP) e pó de madeira (PM); caracterizando a forma física e mecânica de rPP/PM para aterro. Neste trabalho, investiga-se a influencia dessas adições no comportamento mecânico de camadas compactadas de solo, avaliando o efeito do teor de composto rPP/PM. As amostras de polipropileno reciclado (rPP), e serragem (PM), foram separadas cada uma em 10%, 20% e 30%, e aquecidas juntas, após o aquecimento misturadas ao solo. Sendo classificado como solo de baixa compressibilidade (ML), caracterizando um silte argiloso. Segundo a classificação HBR, tem-se P200 < 35%, LL > 40, IP < 10 e IG =0, assim o grupo de classificação pertence ao grupo A-2, subgrupos A-2-5. Os resultados de Índice de Suporte Califórnia (ISC) do solo em estudo foram de 41% para amostra de solo e 130% para amostra de solo mais compósito.

The U.S. Bureau of Mines, in cooperation with Cleveland-Cliffs, Inc. (Hibbing, MN), investigated ways of enhancing the quality (compressive strength, after-tumble and reducibility) of domestic acid and fluxed magnetite pellets by modifying the oxygen content during the preheat and induration periods of the firing operation . Oxidation of magnetite was best accomplished when sufficient oxygen and time were available before the peak induration temperature was reached. The rate of magnetite oxidation increased directly with the gas oxygen content during the preheat period at 7000 C and above. With 30 pct ( or more) O2 and a preheat rate of 2000 C/min, most of the magnetite was oxidized during the preheat period. With laboratory tube and mini-pot furnace tests, oxygen enrichment during the preheat period improved the pellet properties more in the simulated grate-kiln tests than in the simulated straight-grate tests. The longer induration period with the grate-kiln test resulted in more sintering of the residual magnetite and its reaction with the silicon compounds. When flux was present in the pellets, calcium silicates and calcium and magnesium ferrites were formed. More calcium ferrite was formed when the magnetite was oxidized early and less iron was present in the fayalitic calcium silicate slag.

This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

In order to address the difficulty of accurate segmentation of froth images of different sizes, a method of froth image segmentation based on highlight correction and parameter adaptation is proposed. First, a machine vision system on a single-cell flotation machine is built to collect froth images. Homomorphic filtering is used to improve the uneven brightness and shadow of the images. Fuzzy c-means (FCM) clustering is then utilized to classify similar highlights that belong to the same froth. After Otsu threshold segmentation, a parameter-adaptive morphological operation is used to extract the marker points and edge bands and correct the froth edges in the original image. Finally, the modified image is filtered by morphological reconstruction, and the highlight mark is used as the local minimum point for watershed segmentation. Three sizes of froth images are segmented in comparative experiments. The results show that the proposed method is suitable for the segmentation of froth images of different sizes. The position of the extracted segmentation line is close to reality, with average over-segmentation and under-segmentation rates for froth images of 2.6% and 6.8%, respectively. The froth image segmentation performance is stronger than that of the other methods examined.

"In contrast with the well-publicized Pittsburgh coal, and the Everglades of Florida, most coal-forming swamps of Cretaceous time in western North America occupied relatively limited areas. They formed in areas of irregular subsidence, bounded by the changing levee systems of meandering streams. Coke quality is determined by the physical and chemical behaviour of the vitrain during thermal decomposition. Vitrain is at least in part a colloidal substance, originally containing large proportions of water; its formation and survival depend on maintaining a shallow cover of stagnant water up to the time of burial. Heat from swamp fires or subaerial dyhydration could destroy it or impair its quality. Observed patterns suggest that the metamorphism is almost entirely thermal, and that there is little relation to tectonic stresses, or loading. These coals had probably achieved essentially their present rank prior to deformation. Evidence of frictional heating along the thrust planes is minimal or absent. Normally, coal beds are aquifers. Oxygen carried into the subsurface becomes available and reacts with the vitrain to destroy its natural thermoplastic properties. The tolerance of oxygen without loss of thermoplasticity is inversely related to the volatile content. Significant lateral variations of coal thickness are common and sometimes occur in short distances. In deformed areas these thickness changes are more commonly due to differential tectonic stress rather than to original thicknesses of coal. Locally, coal is known to have flowed into cavities, or fractures. These principals are discussed in relation to coal deposits of western Alberta and eastern British Columbia."

"Various approaches are used in the industry for establishing procedures (sample mass estimation and method of subsampling) for sampling and analysis of gold ores. The key factors that determine the accuracy of the results that can be expected for a given set of procedures are widely misunderstood.Recent developments in sampling theory show that the estimation of the accuracy that can be expected for a given gold ore as a function of sample mass is actually a simple matter. For a given sample mass, the accuracy that will be achieved depends only on the grade of the ore and the range of masses of the grains of the gold in the ore. This, of course, demands that a reasonable estimate of the distribution or spread of gold grain masses in the ore be known. But this is something that should be known if the gold is to be efficiently recovered in the processing plant.This paper provides a simple explanation of the real facts about sampling of gold, either in the field or in the plant, and provides results for a number of cases of combinations of fine and coarse gold in an ore. The effect of alkali sulfates in promoting the sul-fation of nickel and copper in a bulk sulfide flota -tion concentrate by fluidized bed roasting has been studied in the laboratory, and it was shown that the various alkali sulfates promote sulfation to approximately the same extent. The sulfation of a mixture of synthetically prepared iron and nickel oxide and of nickel ferrite has also been studied. Nickel sulfation was promoted by high ratios of Fe:Ni and by the presence of sodium sulfate. THE work described in this paper was a continuation of earlier studies into the role of alkali sulfates in promoting the sulfation roasting of nickel sulfides1,2 in an endeavor to determine how the system was affected by the presence of compounds of iron and copper. The earlier work1 showed that, in the sulfation of NiO at 680°C, the reaction was limited by the formation of an impermeable film of nickel sulfate on the oxide surface. The relative effect of the various alkali sulfates in promoting nickel sulfation varied in the order: Li > Na >Cs > Rb > K A study of alkali sulfate/ nickel sulfate interactions at high temperatures showed that the promoting action was due to the fact that the nickel sulfate product layer sintered and agglomerated only when the more active additives were present. This resulted in the formation of discontinuities in the nickel sulfate layer so that diffusion of the sulfating gases to the NiO surface was no longer impeded and the reaction could proceed to completion. A similar explanation was used for the observation that sodium and lithium sulfates promote the oxidation of NiS to NiO at temperatures below 750°C since small amounts of nickel sulfate were formed during oxidation.2 It was of interest to study the effect of alkali sulfates on the sulfate roasting of a sulfide flotation concentrate which is typical of material treated commercially. In order to control temperature it is essential to roast sulfides in a fluidized bed and this technique was therefore used, although the batchwise operation of a small-scale laboratory reactor does not reproduce all conditions which prevail in full-scale continuous plant. The results obtained are therefore only comparative, and cannot be used for predicting the optimum conditions for metal extraction. The sulfation of synthetically prepared mixed oxides of nickel + copper and nickel + iron and of nickel ferrite was also studied to evaluate the relative effects of alkali sulfates with more complex systems. SULFATION ROASTING OF A SULFIDE FLOTATION CONCENTRATE The bulk sulfide flotation concentrate used in this work contained 7.92 pct Ni, 1.74 pct Cu, 35.66 pct Fe, and 31.28 pct S. The sulfide minerals present in order of abundance were pyrrhotite FeS, pyrite FeS2, pentlandite (FeNi)S, and chalcopyrite CuFeS2. Two samples described as coarse and fine were used. The coarse sample, which was a flotation concentrate (58 pct plus 300 mesh), was ground to 100 pct minus 350 mesh to produce the fine sample. Before roasting, the sample of sulfide concentrate was agglomerated by wetting witli a solution of the alkali sulfate (or water), thoroughly mixing, and drying at 110°C. This gave a cake which was gently crushed and screened, the -18 +100 mesh fraction being used for fluidized bed roasting. A similar-size fraction had been used by the authors in pilot plant work with a 4-in.-diam fluidized bed reactor.' In this work it was found that the molar ratio of additive to the total iron + nickel + copper content of the sulfide sample should be adjusted to a value of approximately 0.06, as this was the optimum amount necessary for nickel sulfation. Experimental. The fluidized bed reactor consisted of a quartz tube approximately 60 cm long and 30 mm in diameter resting in a vertical tube furnace. The sulfide bed (30 g) was supported on a bed of -4 +12 mesh quartz particles 3 cm high, which rested on a sintered quartz disc welded to the tube. The temperature of the furnace was controlled with a variable transformer to give a final bed temperature of 680°C. The bed was fluidized with air or mixtures of air + 10 pct v/v SO2, at a total apparent gas velocity of 60 to 65 cm per sec at 680°C. Metal cations have significant effects on the flotation of coal and minerals. In this study, the effects of monovalent cations ( Na+ and K+) on the flotation of low-rank coal (LRC) were investigated using flotation and particle–bubble attachment experiments and through X-ray photoelectron spectroscopy (XPS) and molecular dynamics simulations. Oleic acid (OA), methyl linoleate (ML), hexadecyltrimethylammonium chloride (CTAC), ricinoleic acid (RA), and kerosene were used as flotation collectors. The flotation experiments revealed that the flotation yields of LRC improved when OA, ML, RA, CTAC, and kerosene were used in pure deionized water. However, flotation was suppressed for these collectors in the presence of K+ and Na+ ions. In contrast, when using CTAC, the flotation yield increased in the presence of these ions. Specifically, the flotation yield increased from 41.24 to 87.03% when 2.0 kg/t CTAC was used in 10 mmol/L NaCl solution. Particle–bubble adhesion experiments and XPS revealed that the hydrophilic groups of CTAC were adsorbed on the LRC surfaces by electrostatic forces, whereas the oxygen-containing functional groups of OA, ML, and RA formed hydrogen bonds with the LRC surface in pure water. Finally, the simulating result revealed that the hydrophobic ends of the OA, ML, and RA collectors hinder the flotation of LRC by adsorbing monovalent cations, whereas the adsorption of monovalent cations on the hydrophobic end of the cationic surfactant (CTAC) promotes flotation via strong electrostatic interactions.

We are concerned with the problem of calculating the forces produced by passing waves on a submerged object (in particular a drilling barge) located on the ocean floor. We employ the linearized theory of waves (the Airy1 theory), since solutions are generally more easily obtained in such a theory. It will be indicated how an approximate solution to the problem can be obtained for waves of finite height by use of a linear combination of Airy waves. We shall assume the submerged object has an infinite length, thus neglecting diffraction and making the problem two-dimensional. We find that there is not a considerable difference between our solution and the usual engineering solution. The force, as a function of time, is plotted in Figs. 4 and 5, together with the usual solution for easy comparison. So far, no experiments have been found to compare with the results. As will be shown, the calculations can be extended to waves of finite height (Stokes2-Struik3 waves) in an approximate fashion. This can be done by calculating the force produced by each Fourier component of the wave, separately, and omitting the coupling between the various harmonics produced by Bernoulli's theorem. The problem and its boundary conditions will be briefly stated. We seek a function, +, the velocity potential, which is harmonic, ?2?=0...........(1) and which satisfies the boundary conditions ??/?n =0 .......(2) (the normal derivative of + is zero) on the ocean floor and the sides of the barge, and s??/?y = ?..........(3) on the ocean surface, where s = g/w2........(4) The physical reasons for these choices and an interpretation of ? are given by Lamb.' The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. To facilitate the use of this material and to obviate the need in most cases of reading the complete text of the laws as published by the States, the pertinent information was arranged in tabular form for cly reference. 3 Although digests of States gasoline tax laws' are available and copies of the complete laws can be obtained from the State agancies in charge of the enforcement of gasoline tax and inspection laws, it is believed that

Fluorapatite is an important constituent of the greater part of the basic and ultra-basic rock members of the Complex. The evidence for and role of primary magmatic processes in the development of concentric zones of dunite, pyroxenite, syenite and carbonatite and its consequent bearing on the distribution of apatite are discussed. The presence of at least two generations of each of the latter three rock types indicates the cyclical nature of magmatic activity. Pegmatitic-metasomatic phases corresponding to the major magmatic cycles resulted in emplacement of pegmatoidal assemblages. The abundance of apatite in the pegmatoid can be traced to the composition of its parent magma and its cooling history. Approximately 2.5 million tonnes of phosphate concentrate are produced annually from ores containing from 10 percent to 25 percent apatite.

Neste trabalho, a resistência à corrosão das ligas Ti-35Nb(0,0;0,5;1,0;1,5) Si e os metais puros, foram investigados em meio à saliva artificial fluoretada. Para tal, curvas de polarização, impedância eletroquímica, microscopia eletrônica de varredura (MEV), microscopia óptica (MO) e difração de raios-X (DRX) foram realizadas. O MEV e MO indicam que as amostras que contém Si apresentam maior ataque comparado aos metais puros. Esse fato foi confirmado através dos ensaios eletroquímicos onde foi possível observar que as ligas com a presença do Si apresentam menor resistência de polarização (Rp) e não passivam a superfície do material.

The shortage of freshwater has been a major challenge for mineral flotation in arid areas. When using high salinity water, certain electrolytes are detrimental to flotation while others can improve the flotability of minerals. In this paper, the flotation behaviors and contact angles of pyrite in both Milli-Q water and high salinity water were investigated using different collectors at various pH levels. Results show that the thionocarbamate has a less affinity to pyrite in different solutions under mildly alkaline conditions as compared with potassium amyl xanthate (PAX) and N-isopropoxypropyl-N’-ethoxycarbonyl thiourea (iPOPECTU). At high pH levels, the slime coating on pyrite surfaces, which is caused by colloidal precipitates of magnesium and calcium ions in seawater, was confirmed by SEM, EDX and in-situ zeta potential measurement. The slime coating of colloidal precipitates on mineral surfaces led to low recovery of pyrite at high pH levels. The study of flotation behavior of pyrite in high salinity water improves our fundamental understanding of mineral flotation in seawater.

surgimento de fases intermetálicas em aços é matéria de grande interesse devido ao caráter nocivo que elas podem conferir às propriedades mecânicas do material. No presente trabalho, foi estudado o efeito do surgimento da fase sigma em um aço inoxidável duplex através de modelamento numérico-computacional. A microestrutura duplex foi obtida via simulação, sendo, então utilizada como matriz para a nucleação e crescimento da fase sigma, também via simulação. O método do Cone Causal foi utilizado para o desenvolvimento da microestrutura e os resultados foram comparados com a metodologia da cinética formal de JMAK para fins de validação do modelo. Os resultados da simulação permitem obter, através da Regra das Misturas, predições sobre as propriedades mecânicas do material, no caso, o limite de resistência à tração, que foi comparado com os dados encontrados na literatura. Foi possível constatar o aumento do limite de resistência à tração para maiores frações volumétricas de sigma, o que traz como resultado a diminuição da ductilidade para o aço.

An OCS Expert control system was implemented by Svedala Cisa at the Minera Maricunga Refugio Crush-Leach Operation near Copiapo, Chile. The purpose of the Expert system was to maximize production through the primary and secondary crushing circuits and help balance crusher usage between each stage to maximize total plant production. Interesting aspects of the control strategies are discussed. Benefits of the control were verified through a randomized On/Off test program. Tonnage increases ranged from 5% to approximately 20% at good confidence intervals. Benefits analysis results are discussed. The crushing plant at Refugio is very remote and is located at approximately 15,500 ft. This poses many challenges. The effect of altitude and remote location on plant operation are discussed.

PRoduction engineering in 1927 may be characterized by a great. clarification of fundamental conceptions, and many improvements in technique. During the year the profession has received tnarked recogni-tion by the industry and to an extent never before attained has become an integral part of it. History Petroleum production engineering is a new profession. Prior to 1925, when this Institute undertook the work, no forum existed for the open discussion of its technical problems. There was no attempt at a handbook of the subject prior to "Petroleum Production Methods by J. R. Suman, in 1921, and no textbook prior to Petroleum Production Engineering" by L. C. Uren, in 1924. As late as 1926, only six schools and universities offered special courses in petroleum production engineering. Prior to about 1923, engineers engaged by oil companies were used almost exclusively for construction and location work. Two of the leading production engineers in the Mid-Continent field, although with their respective companies more than twelve years, were not definitely assigned to production work until 1924. Both men now head large departments giving almost their entire time to production problems. Because of the newness of the profession, the leading production engineers of today have had their fundamental training in mining, civil, mechanical and electrical courses. Not unlikely this diversified training is in considerable part responsible for the amazing growth of the profession. I believe, however, that recognition is due principally to economic pressure within the industry which has directed attention more and more sharply on costs and efficiency. After all, the justification for the growth and continued development, of the profession is to recover more oil from a given unit of sand at less cost per barrel.
