In bygone days, the mineral engineer spent most of his/her time on the technical aspects of designing, building, and managing mineral operations. In the last few decades, mostly since the 1960s, increasing amounts of engineering man power and time are spent dealing with federal, state, and local government agencies, laws, and regulations. It is not possible to plan, design, build, or operate mines, mills, smelters, or even office buildings without detailed consideration of government regulations and permitting requirements dealing with environment, worker health and safety, etc. The four chapters of this section provide an overview of the social, legal, political, environmental, and health and safety aspects of mineral enterprise. The section sets the stage for the working engineer/geologist in industry, government, consulting, or academe and points the direction for more detailed study in each of these areas.

Newmont acquired the Phoenix Project through the acquisition of Battle Mountain Gold in 2000. Shortly after the acquisition, Newmont Metallurgical Services (NMS) and Nevada Operations began development work on a process to Pressure Oxidize (PDX) precious metal rich copper concentrates from Phoenix using the Lone Tree PDX facilities at Valmy, Nevada. The high precious metals content of the Phoenix concentrate - Au up to -300 g/t and especially Ag, up to -1700 g/t - led Newmont to the development of a High Temperature PDX process that achieves high cyanide leach recovery of Au and Ag, from the PDX solids, without the requirement for a messy and expensive "lime boil" or sulphate destruction process. Base metals content in Phoenix concentrates range from: 15-25 % for Cu, 1-10 % for Zn and 0-2 % for Pb. Excellent solution extraction of Cu and Zn is achieved while Pb is precipitated in the PDX residue. In addition to achieving high Au and Ag recovery this process produces very clean PDX discharge liquors that require minimum effort to remove contaminant metals and PDX solids that have superior settling and filtration characteristics. All of these factors contribute to lower capital and operating costs for the overall process. This paper describes the laboratory and PDX pilot plant developments for this process.

A research program to aid development of better and more efficient methods for producing petroleum and increasing its ultimate recovery from underground formations is an integral part of the work of the Bureau of Mines on conservation of the Nation's natural resources. Economic, efficient production of recoverable oil and gas from a reservoir depends to a great extent upon the best and most accurate information that can be obtained from a study of the reservoir rock and its fluid contents. Information on oil and water saturation is pertinent and essential in wildcat, extension, and pool wells for good reservoir operations and prediction of performance. This report presents results of an investigation by the Bureau of Mines of core recovery and degree of drilling-fluid contamination occurring during cable-tool coring operations using oil-base mud. Representative core samples were obtained from 6 major oil-producing sands in 8 fields of West Virginia, Pennsylvania, and New York. Field-mixed, oil-base drilling mud was used for the first coring test, and lightweight, premixed oil-base mud, with an organic chloride tracer added, was used in coring eight other wells. Tracer analyses were made to determine contamination of core by drilling-fluid filtrate. Core analyses, including oil and water content and minimum interstitial water-saturation tests, were made on selected core samples to compare and evaluate water saturations determined by the two methods.

The oxidation properties of Ni-Cr alloys with fine grains, coarse grains, and deformed surface layers have been studied at temperatures of 900" and 1100°C in 0.1 atm of oxygen. The oxidation rates of alloys containing between 10 and 30 wt pct Cr have been found to be dependent upon the grain size of the alloy. Finegrained alloys had smaller oxidation rates than coarsegvained alloys because of the selective oxidation of chromium at alloy grain boundaries. In this compositional range alloys with deformed surface layers behaved similar to fine-grained alloys due to recrys-tallization of the deformed surface layer. In the preceding paper1 it was found that during the oxidation of Ni-Cr alloys, the volume fraction of precipitated Cr2O3 could be greater at alloy grain boundaries than at other areas of the alloy surface. In the case of alloys with chromium concentrations equal to or greater than 30 pct,* the volume fraction of Cr2O3 *AIL compositions are given as weight percent unless specified otherwise. precipitated at grain boundaries and within grains on the alloy surface both exceeded the critical amount required for lateral growth of the Cr2O3 particles and the surfaces of these alloys were completely covered with a continuous, external layer of Cr203 during oxidation. However, in the case of alloys with chromium concentrations between approximately 5 to 30 pct, the volume fraction of precipitated Cr2O3 exceeded the critical value required for external scale formation only at grain boundaries.but not within the interior of the grains. Consequently, the surfaces of these alloys had external scales of Cr3O3 over the grain boundaries but internal Cr2O3 subscales with external scales of NiO away from the grain boundaries. Under these latter conditions, it was found that chromium could diffuse laterally in the alloy from those areas covered with an external layer of Cr2O3, i.e., grain boundaries, to areas where the Cr2O3 was present as a subscale. This diffusion of chromium resulted in an increase in the volume fraction of Cr2O3 precipitated in the sub-scale zone and continuous layers of Cr2O3 could be formed at the subscale front in these regions. For the alloys used in the previous studies,' continuous layers of Cr2O3 were formed on Ni-20Cr alloys in the subscale regions after approximately 30 hr of oxidation at 900°C. For shorter periods of oxidation, the Cr2O3 layer was semicontinuous with the continuous portion at the subscale front emanating from points where the Cr2O3 had been formed as an external scale over alloy grain boundaries. Some lateral growth of a Cr2O3 layer in the subscale region was observed on Ni-15Cr and even Ni-10Cr alloys but this layer was never continuous after 30 hr of oxidation. These results indicate that the selective oxidation of chromium in Ni-Cr alloys with chromium contents between 5 to 30 pct may be dependent upon the grain size of the alloy. Fine-grained specimens in this compositional range should have a larger fraction of the surface covered with external Cr2O3 than coarsegrained specimens and the subscale areas required to be sealed via lateral diffusion of chromium should be smaller. It is therefore to be expected that a continuous layer of Cr2O3 can be formed on alloys in this compositional range after short periods of oxidation providing the alloy grain-size is sufficiently small. bo studieS2,3 have established that the oxidation behavior of alloys can be significantly influenced by pretreatments which produce mechanically deformed surfaces. It has been found that deformed surfaces usually promote the selective oxidation of elements in alloys and it is believed that these effects are due to rapid diffusion of elements in the deformed layer. In view of the previous results,' which showed that alloy grain boundaries may play an important role in the selective oxidation of chromium in Ni-Cr alloys, deformed surfaces may promote the selective oxidation of elements in alloys as a result of the numerous grain boundaries formed on the alloy surfaces via recrys-tallization during heating to the oxidation temperature. The purpose of the present studies was to determine the effect of alloy grain size and surface deformation on the selective oxidation of chromium in Ni-Cr alloys at temperatures of 900" and 1100°C in 0.1 atm of oxygen. EXPERIMENTAL The average grain diameter of the alloys used in the previous studies1 was not less than 0.04 mm and alloys with compositions between 5 and 30 pct chromium had average grain diameters between 0.04 and 0.14 mm. Since the oxidation kinetics were already available for these relatively coarse-grained alloys, it was desirable to use these same alloys in the present studies. The surfaces of the alloys listed in Table I of the previous paper were deformed by using a Model F S.S. White Industrial Airbrasive Unit, which delivered a controlled mixture of 25 µ Al2O3 particles in a stream of dry air at high velocity against the surface of a specimen. The amount of surface deformation produced by this treatment was not determined but a re-crystallized layer about 15 µ thick was formed upon annealing deformed specimens. The Bureau of Mines has found considerable lack of uniformity in style and content of record books used for reporting the results of examinations made by coal-mine officials. These books range from elaborate forms designed for specific examining and operating procedures at certain large mines to simple composition books, tablets, and pocket-style notebooks at other mines. Examination of thousands of these record books discloses that the reports of many examinations are so brief and so poorly worded that they cannot be understood readily. The contents, in some instances, appear to be deliberately ambiguous. The value of keeping accurate accounts of safety inspections in coal mines is often underestimated. Well-kept records reflect managerial attitude and indicate well-governed operations as well as training of official personnel to conform to considered policy and regulations and if necessary, may serve as documentary evidence to protect the mine officials and the operators.

"A low-grade nickel-bearing ore was pre-concentrated on a SB40 laboratory model Falcon Concentrator. Three size fractions, -212+125, -125+75 and -75 µm were tested with the intent to upgrade the nickel content by reducing their content of fine silica, which becomes amorphous during leaching. Separation of silica from nickel-bearing magnesium silicate minerals; hornblende, clinochlore and talc, was more efficient in the finer particle sizes, -125+75 and -75 µm, and at high G-forces. For these two size fractions, nickel was upgraded from 0.06 to 0.07%, with a reduction in silica content from 52.12 to 50.71%. Leaching of feed samples prior to pre-concentration resulted in the formation of amorphous silica, indicative of the presence of fine silica in the samples. Leaching of nickel from the -125+75 µm fraction increased with increasing G-force and feed pulp percent solids, while that of -75 µm was not influenced. The optimum nickel recovery was 15.68% to the Falcon underflow, using the feed size fraction of -75 µm, 30 G and a feed pulp solids content of 10% solids, after 120 minutes of treatment.INTRODUCTION A low-grade South African nickel-bearing ore with about 0.06% Ni was previously studied for atmospheric pressure acid leaching using sulphuric acid. The study was motivated by the continuing search for methods to treat of low-grade ores, which appear to be an increasingly important source of valuable metals as a result of a declining production from rich sulphide ores. Nickel is a base metal that is used as an alloy in steelmaking and chemical industries because of its resistance to corrosion (Haudet et al., 2015). Nickel laterite ores with grades lower than 1.50% Ni are considered to be complex ores, accounting for 70% of the global nickel reserves (MacCarthy et al., 2016). Their complex nature may be attributed to the indefinite mineralogy of these ores, in which nickel may occur in more than one mineral host. In some cases, nickel may be finely disseminated in the ore. The grade of such an ore and complex mineralogy do not justify the application of pyrometallurgical methods for extraction of nickel (Zhu et al., 2012). This suggests that there is a need for less expensive alternative methods of extraction. This study investigates the application of centrifugal gravity concentration, using the Falcon concentrator, followed by leaching to determine the effect of pre-concentration of the ore prior to extraction by atmospheric pressure leaching with sulphuric acid."

The Institute of Gas Technology (IGT), under sponsorship of the U. S. Department of the Interior, Office of Coal Research (OCR), and the American Gas Association (A. G. A. ), has been undertaking the development of one of several processes to convert coal to high-Btu gas as a means of supplementing natural gas supplies. It is anticipated that there will be a significant need for such gas in the foreseeable future in order to meet the ever increasing demands for this preferred fuel form. HISTORY The development of the HYGAS® Process is based on various studies conducted at IGT starting back as far as 1945. Initial work was directed toward production of synthesis gas with subsequent catalytic methanation. By 1964 the concept of the direct hydrogenation of coal to produce methane noncatalytically was well-founded and the chemistry was reasonably well established. Work up until this point in time was financed by the American Gas Association. In 1964 the U. S. Department of the Interior, Office of Coal Research joined with A. G. A. to support the program. The objective at that time was to develop the necessary know-how to enable the design of a pilot plant, a necessary step in the ultimate commercialization of the process. Work for the next three years (1964-1967) emphasized investigation of fluidized-bed technology in the hydrogasification step, where moving-bed technology had been previously employed, as well as identification of commercially available catalysts acceptable for catalytic methanation of the CO and hydrogen in the hydrogasifier effluent under operating conditions in the system. By 1967, the preliminary design of a 3 ton/hr pilot plant had been finalized, and IGT received authorization from OCR to proceed with the detailed design and construction of that facility. Keywords: Pyrochemistry, Salts Treatment, Distillation The pyrochemical purification of metal generates spent salts. When this metal is an actinide such as plutonium, the slags cannot be discarded and are thus disposed in nuclear facility. In order to handle with these slags, the decision has been taken to reduce stored quantities. The development of a pyrochemical treatment is in progress in the CEA Valduc centre. The feed salt, typically composed of various Pu and Am species contained into monovalent or divalent chloride matrix, is first oxidized to convert the actinides into oxides. Then the chlorides are separated from the actinide oxides by vacuum distillation. Temperatures higher than 750°C for monochloride salts mixture NaCl/KCl and higher than 1100°C for divalent CaCl2 base salts, are required to produce an industrial flow of vaporization. Inactive qualification of the process for NaCl/KCl base salt has been carried out with lanthanide surrogates. Then, a pilot equipment, called distillator has been designed and built for production-scale distillation of NaCl/KCl and CaCl2 oxidized plutonium salts. Industrial flows of vaporization have been obtained with this pilot equipment : about 4 g/cm²/h for NaCl/KCl at 800?900°C and 1 Pa, and more than 1,5 g/cm²/h for CaCl2 base salts between 1000?1200°C at 0.1 Pa. The last step, now in progress, is the integration of the distillator into a glove box.

Utilizando a máquina de tração do laboratório de metrologia da UNISANTA, foram obtidos parâmetros afim que permitem avaliar o processo de trefilação. Os parâmetros obtidos, a eficiência do processo, as propriedades do material e outras informações foram avaliadas através de métodos analíticos.

Neste trabalho é apresentado uma metodologia para caracterização de propriedades ópticas e espessura de óleo depositado em folha-de-flandres por elipsometria. Folhas-de-flandres precisam receber ao final do seu processo de produção um fino filme de óleo para proteger a folha contra abrasão e facilitar o desempilhamento quando é armazenada em fardos. Para medida da espessura desta camada de óleo foi desenvolvido um procedimento eficaz com o uso de um Elipsômetro Espectrométrico (ou Espectral) de Polarizador Rotativo. Foram comparados os resultados com estudos feitos pelo método da balança de hidrofil, técnica utilizada atualmente, mostrando um aumento na sensibilidade da medida.

Longwall extraction in the Phalen Scam in the Sydney Coalfield of Nova Scotia is carried out under flooded abandoned workings in the Harbour Seam 140 m above, and at depth of up to 700 m beneath the Atlantic Ocean. Careful planning of panel and pillar dimensions is necessary to prevent inflows from the overlying workings and to prevent the development of excessive subsidence strains at the seabed. This paper briefly summarises the research undertaken over the past five years by CBDC and CBCRL into the problems associated with mining under water, and then describes the development and application of a design/planning code of practice developed jointly by CBDC, CBCRL and mine regulatory agencies. The design method employed in the Code of Practise is based on empirical data from the coalfield and parameters developed from subsidence modelling and previous water inflow experience. It includes precautionary measures to be adopted during development and mining, and monitoring procedures to be followed. It is flexible enough to allow future developments in the understanding of inflow mechanisms to be incoporated without major modifications, and represents a major step forward in reducing the potential hazards associated with coal extraction in the coalfield.

Chlorofluorocarbons (CFC's), once universally accepted as ideal compounds for use in cooling and refrigeration, in foam production, and in cleaning electronic components, are being phased out and eventually banned under extensive international agreements because the chlorine in CFC's is thought to deplete the Earth's ozone layer. The industry has responded with the introduction of alternatives in the form of hydrofluorocarbons (HFC's), which contain no chlorine, and with hydrochlorofluorocarbons (HCFC's), which fill an intermediate gap in the replacement of CFC's. As a result of the elimination of chlorine in the HFC's and the reduction of it in the HCFC's, these alternatives contain more fluorine than the CFC's do. Other nonfluorocarbon substitutes, known as not-in-kind alternatives, contain no fluorine at all. As a result, the fluorspar mining industry, which is the source of fluorine in fluorocarbons through intermediate hydrofluoric acid, is being affected. Concern for this impact has led the U.S. Bureau of Mines to employ its capabilities to analyze various scenarios in the evolution of CFC replacements and substitutes to determine their effect on fluorspar mining. This report utilizes a network flow model to examine the effects of proposed replacements for CFC's, in terms of fluorine content, on fluorspar operations worldwide and on hydrofluoric acid plants in North America and Europe.

As a result of Synopsis 73-16 Dynadyne responded with an unsolicited proposal offering the Bureau of Mines to develop an ultra-low volume coal mine dust personal sampler. In the ensuing technical discussions the choice of a desirable volumetric rate became a focal point. While, the initial proposal was based on a volumetric rate in the area of 50 cc/min the Government expressed interest in a variety of mass flow rates ranging from 50 cc/min to 2000 cc/min. The physical characteristics such as weight, volume and configuration of a personal sampler are to a large extent - dependent on the operating volumetric rate. It became readily apparent that the optimum size of such an instrument as a function of volumetric rate was not known and that a study of the choice of optima was essential prior to beginning the development, Hence, the Government authorized a two phase approach to this project. Phase I was to include a Technical Evaluation Study of optimum characteristics in the range between 0. 1 to 2. 0 lpm. Based on these findings and in consultation with MESA personnel, the Bureau of Mines was to authorize the second phase that is, the development. Phase II, was to include the drawing of a set of performance specifications stating among others the desired operating volumetric rate. In this report, every effort was made not only to present the actual work done over the course of this development, but to reflect also our engineering "thinking" providing answers as to the "why" we preferred certain solutions over others. We believe that this added dimension is not only useful for the Government official evaluating this report, but also that the Government is entitled to it providing the official with an educational content useful in avoiding future costly repetitions of similar situations.

Thermal analysis is a tool that is generally employed to predict the structure of the alloy before the actual casting is carried out. By cooling a sample of the molten alloy and recording the temperature-time curve, important solidification events may be analyzed by using the first derivative-cooling curve. In this research, strontium is added to (AS5U3G) 319 aluminum alloy and its influence on the formation of intermetallic compounds e.g. Al15(Mn,Fe)3Si2, Al2Cu, Al5Mg8Cu2Si6 formed during pre- and post-eutectic reaction have been investigated. Also any changes in solidification parameters such as temperature of Al-Si eutectic under cooling and temperatures of nucleation and growth of each phases caused by strontium addition, have been determined via the first derivative cooling curves. The effect of strontium on the formation of various intermetallic compounds has been studied by using very accurate thermal analysis equipment and the microstructures were analyzed using an optical microscope. The various phases reported in this paper were identified using Scanning Electron Microscopy (SEM) and linked to Energy Dispersive Spectroscopy (EDS). Formation of all pre- and post-eutectic phases was interpreted by comparing the phases formed in the microstructure and the reactions detected by using cooling curves. The results of this research indicate that thermal analysis technique can be used as an on-line process control in the production lines in aluminum casting industries.

Records show that much of the lead produced in the Upper Mississippi Valley lead-zinc field was taken from natural openings along crevice systems at shallow horizons or at the surface. During the early history of the district, the shallow deposits were worked intensively; but in recent years the production of lead, except as a byproduct of deeper mining for zinc ores, has not been significant. Considering the methods of early mining, the character of mineralization, and the fact that galena can still be found on the surface of the old digging areas, it was reasoned that enough mineralization might remain on and above bedrock to permit, through the use of modern equipment and methods, economical re-treatment of surface material in the digging areas.

The Bureau of Mines evaluated the impact of the depletion allowance upon the economic availability of copper from domestic deposits. The potential long-run percentage depletion deduction, cumulated over the life of the properties, was estimated at approximately $2.5 billion for producing properties and up to $11.7 billion for nonproducers. The income transfer, in the form of higher Federal income tax payments if the allowance were repealed, was estimated at $1.5 billion for producing properties and up to $8 billion for nonproducers. The percentage depletion allowance, through its role in determining Federal income tax liability, was found to be very significant in affecting profitability. Repeal of the allowance could result in major domestic copper availability reductions at all price levels, now and in the future, as a result of reduced profit margins for current producers, and postponement of development decisions for nonproducers. It was demonstrated that a 50-percent reduction in the percentage depletion rate applicable to copper would also result in a significant decrease in profitability for nonproducing properties. For producing properties, the percentage depletion rate on copper was shown to be less significant than the income limitation that is placed upon the total amount of the depletion deduction. Repeal of the minimum Federal tax provision was shown to be significant in enhancing profitability for both producing and nonproducing deposits. The report concludes that the percentage depletion allowance operates as an important method of capital recovery and production incentive.

BRUCITE associated with highly metamorphosed Precambrian limestone was discovered in the vicinity of Rutherglen in northern Ontario by the writer during field work on the limestones of that district in 1937, and later was identified in similar limestone at Bryson and Wakefield, Quebec. The brucite occurs as granules disseminated through the limestone (Figure 1) and comprises from 20 to 35 per cent of the rock. Such rocks may be referred to as predazzites or pencatites, depending on the proportions of the constituent minerals. In this paper, however, the general term brucitic limestone is used to designate limestone containing brucite. In none of the deposits does the magnesia content of the rock approach that of magnesite, and in the deposits near Bryson and Wakefield the magnesia content is only that of dolomite. Therefore, without some method of concentrating the brucite, the deposits would be of little or no more value as a source of magnesia than is ordinary pure dolomite, which is abundant in many parts of Canada. Investigations in the laboratories of the Bureau of Mines have, however, resulted in the development of a method whereby, from certain of the deposits, pure calcined brucite, or magnesia, in granular form can be obtained, apparently at a cost that will enable it to compete in eastern Canada with imported magnesia. The granular magnesia so obtained appears to be highly suitable for use in basic refractories, for making magnesium metal, and for various other purposes for which magnesia is commonly used. Prospecting in the neighbourhoods of the original discoveries has resulted in a number of other deposits being found in each of the three areas, and there is now apparently available s1.dficient brucitic limestone of a grade that will lend itself to commercial exploitation to supply for many years a large part of the present and prospective Canadian market for magnesia and its products. Furthermore, it is expected that additional deposits will be discovered as prospectors and others become more familiar with the appearance of brucitic limestone.

A produção de aço com baixo teor de enxofre é de extrema importância para a indústria naval e de tubos para a indústria de petróleo. Porém, a fabricação destes aços acarreta um maior desgaste do revestimento refratário das panelas de transporte/tratamento de aço das aciarias devido às condições operacionais mais severas (maiores tempos de processo, maiores temperaturas, adições de fluxantes de escória, etc.) exigidas durante o processamento destes aços. Neste trabalho é apresentado o modelamento estatístico do impacto da fabricação deste tipo de aço, via rota de tratamento metalúrgico de dessulfuração de aço, na campanha refrataria (vida) das panelas conjuntamente com a análise post-mortem de tijolos refratários da linha de escória de uma das panelas. O modelamento levou em consideração os dados de 6 meses de operação da aciaria de uma usina integrada com capacidade de 4,5 Mt/ano. A análise dos resultados revelou que os altos tempos de tratamento no refino secundário, especialmente utilizando o forno panela como equipamento de dessulfuração, a adição de compostos fluxantes de escórias contendo sódio, como nefelina, são os principais fatores que degradam a vida do refratário de tais panelas.
