Safety rules for installing and using electrical equipment in and about coal mines covered in this information circular supersede those previously included in Bureau of Mines Bulletin 514, issued in 1952. This revision brings these rules up to date and more nearly in line with present operating and safety practices in the industry. The rules are intended to supplement existing Federal and State regulations, and no provision shall be construed to oppose or supersede any provisions of the Federal Mine Safety Codes, the Federal Coal Mine Safety Act, or the mining laws of any State. The rules were designed to permit progress, such as application of new or improved materials and equipment or use of new practices where these materials, equipment, or practices retain or improve the level of safety established by these requirements. The modified in-situ process is one of the methods being considered for extracting oil from oil shale. One of the questions to be answered for this approach is the environmental consequence of underground retort abandonment. This report outlines a study which addresses the question in terms of a grouting solution. It covers the development of a spent shale ash based grout which will fulfill the environmental requirements in terms of strength, stability, and impermeability. In addition, it will allow the reinjection of up to 50 percent of material mined and surface retorted as part of this process.

With greater production of coal per man-hour of work than ever before achieved, the coal-mining industry of the United States established a better safety record in 1941 than in any year since 1930, the earliest for which complete reports of nonfatal as well as fatal injuries were collected by the Bureau of Mines, United States Department of the Interior. In only one year (1933) of the 12-year period 1930-41 was the fatal-accident rate better than in 1941, whereas the rate for nonfatal accidents was better in 1941 than in any previous year. Accident and employment reports received from mine operators, together with fatal-accident reports received monthly from State mining departments and inspectors, showed that 546,692 men were employed in and about the coal mines of the United States during the calendar year 1941. This number does not include office employees or coke-oven workers. The increase of 1.3,426 over the number of employees in 1940 was accompanied by a gain in man-hours of work performed at the mines and an increase in average number of hours worked per man during the year.

Why would a company in its right management mind risk a fuel conversion program on a fuel that can't burn if it's too wet or too dry, too hot or too cold, too coarse or too fine, or doesn't have enough Btu's to supplement good combustion? On December 23, 1981, two months ago, we finished our first ten years of burning lignite -- this unconventional coal. It is from that experience that I am qualified to address you today. As some of you here probably already know, my company, Texas Utilities Generating Company, has pioneered the utilization of Texas lignite for electric power generation on a large scale, and I think it is fair to say that we have done this pioneering work largely on our own. Some of us feel like Noah did when he built the arc! I have titled this presentation "The First Lignite Decision" because our company was the first to make this major decision in Texas in the mid-1960's. It was a big decision, and at the time, perhaps a bold one. When you look at the conditions that existed in the mid-1960's, you can see why.

"The collection and treatment of WEEE has recently become mandatory in Europe and is now being organized. As the first step in current treatment processes is manual dismantling, we decided to investigate the development of an entirely automatic WEEE treatment procedure using physical separation techniques so as to limit manual sorting to the removal of hazardous components. Our approach was to test different wet and dry physical separation methods on bulk WEEE; i.e. gravity separation (jig and pneumatic table), electric conductivity separation (eddy currents), and particle shape separation (Lavodune classifier and vibrating helical conveyors). The results enabled us to determine a global treatment flowsheet of shredding, electromagnetic separation, eddy current separation, screening (2 mm), sink&float separation (d=1), and jigging. All the end products, except for the fine fraction, have possible recycling outlets. Batches of WEEE can thus be treated automatically once the problem of non-ferrous wires is resolved.IntroductionAccording to Ademe (French Agency for Environment and Energy Management; www.ademe.fr), France's annual production of WEEE is between 1.7 and 2.0 million tonnes. This waste, although of very varied composition, consists mainly of plastics and metals, and its collection and treatment has been mandatory in France since 2006; the modalities are gradually becoming organized. Existing treatment processes rely on a first step of manual dismantling which, though essential for removing dangerous components from the WEEE (e.g. batteries, cathode-ray tubes, ink cartridges, etc.), also includes separating out the decimetre-size plastic parts and metal parts. No fully automatic process has yet been developed for this type of waste. Moreover, the dismantling units in Europe are highly subsidized and call upon social workers. As this situation is not conceivable for the long-term, it is obviously important to develop entirely automatic WEEE-treatment technologies based on physical separation techniques. This would limit manual sorting to the removal of toxic components."

This report is the 25th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations, and the 7th of these reports to be issued on a calendar-year basis.3 It reviews briefly work in progress during 1960, and furnishes references to publications by Bureau personnel during 1960 and also to a few older papers that were not cited in prior reports of this series. Details about some of the researches mentioned can be found by referring to the publications cited in the footnotes or in the further list in the Miscellaneous section; other phases of work are reported here for the first time and will be covered in more detail by later publications, Coal programs of the Bureau of Mines extend over the wide range of theoretical and applied studies indicated by the table of contents. Fundamental research on coal structure and on the properties of coal will, over a period of time, increase the general knowledge about coal Which scientists and engineers may use in answering practical questions and in solving problems in the mining and utilization of coal. More applied studies are conducted in connection with the developement and evaluation of new mining techniques and the effective processing and utilization of coal and of coal products. Health and safety activities, analyses of coal being mined, and technical advice and assistance to Federal agencies in connection with fuel and boiler-water problems are among the practical services handled by the Bureau.4 5

The majority of efforts to improve primary copper sulfide leaching have focused on solution chemistry, temperature, O2 pressure, ultra-fine grinding, the use of catalysts, etc. Historically, very few studies have focused on the solid/solution interface. A new, patent pending approach to catalyzed, copper sulfide leaching has been discovered by FLSmidth that enables manipulation of the 2-D semi-conductor properties of chalcopyrite surfaces to the benefit of higher electrochemical reactivity. Copper dissolution rates are then further accelerated by incorporating a Stirred Media Reactor (SMRt) into the process. By using minute amounts of Cu2+ to "pre-activate" chalcopyrite, leach times have been reduced from >20 hours with incomplete Cu dissolution to <2 hours with 98+% Cu dissolution at 80°C. The pre-activation process takes only minutes to complete at temperatures of 80°C or less. The total atmospheric leaching process, incorporating the pre-activation and Stirred Media Reactor is compatible with existing SX/EW processes. Results of batch leach testing are presented and possible mechanisms are discussed.

Measurements of the absolute value of electromagnetic noise and attenuation along a hoist rope were made in an operating hard-rock mine, Lucky Friday Mine, located near Wallace, Idaho. Spectra of electromagnetic noise generated by various pieces of equipment, spectra of specific noise signals at various depths, and noise and attenuation on the 4250 foot (1295 meter) hoist, were measured. Three techniques were used to make the measurements. First, noise was measured over the entire electromagnetic spectrum of interest for brief time periods. Data were recorded using broadband analog magnetic tape for later transformation to spectral plots. Second, noise amplitudes were recorded at several discrete frequencies for a sufficient amount of time to provide data for amplitude probability distributions. A third technique gave attenuation data through the direct measurement of field strength at various depths. The specific measured results are given in a number of spectral plots, amplitude probability distribution plots and amplitude curves as a function of depth.

Newmont&apos;s Phoenix Project is located near Battle Mountain, Nevada and is scheduled to produce copper concentrates containing high precious metal values. High temperature pressure oxidation (PDX) of the concentrates was considered as a treatment option during process development. The metals content in Phoenix concentrates range from: 15-25% for Cu, 1-10% for Zn, 0-2% for Pb and ?27% Fe. The precious metals content of the Phoenix concentrates can range up to ?300 g/t Au and >3,000 g/t Ag. As a consequence it was necessary that any process for consideration should have the capability of recovering both the copper and precious metal values. Typically, gold can easily be leached from the autoclave discharge solids, but silver is chemically bound with the jarosite formed and cannot be directly leached. Laboratory investigations led to the development of a patented PDX process that minimizes the formation of jarosite so that the silver can be leached easily along with the gold. The process was confirmed with extensive pilot plant testing. Excellent solution extraction of copper and zinc was achieved, and both iron and lead were precipitated in the PDX residue. The process produces clean PDX discharge liquors with very low iron concentrations. As an example, conventional PDX techniques resulted in pregnant liquors containing ?5 g/L Fe. However, the Newmont process, which controls the iron and sulfate species, achieved high iron precipitation in the PDX solids and pregnant liquors containing <0.5 g/L Fe. High gold and silver recoveries were achieved by direct cyanidation of the PDX solids. This process has the added benefit of producing PDX solids that demonstrate superior settling and filtration characteristics.

DURING an investigation of solid-solution hardening of nickel by carbon,&apos; we found that there were no reliable data on the dilating effect of dissolved carbon on the unit cell of nickel. Bernier2 reported an increase in lattice parameter of nickel (3.523A) when an unknown amount of carbon was introduced into solid solution (3.536A). Similarly KG, Tsien, and Misek3 found an increase from 3.523 to 3.531A when nickel was carburized. strong4 studied the variation of nickel lattice constant as a function of dissolved carbon. However, in his case carbon was introduced into nickel by solidifying the melt at 65 kbar. Therefore, his carbon concentrations were much above the highest equilibrium solubility limit5 (2.7 at. pct C at 1 atm). Knowledge of the lattice mismatch between solute and solvent is essential in understanding the mechanism of solid-solution hardening. Therefore, we decided to determine the dilation of the nickel lattice by carbon under the more usual conditions of atmospheric pressure. The material used was Inco Electrolytic Nickel of 99.95 pct purity, as specified by the supplier. The impurity contents in wt pct were: Fe, 0.01; Cu, 0.01; Co, 0.03; 0, 0.005; C, Si, S, N, trace. To this base material various amounts of AUC-grade high-purity carbon were added during vacuum induction casting. Ingots, 2 in. in diam, were heated in a muffle furnace at 1000°C for i hr., hot-rolled to 1/2-in. thickness, and quenched into brine. All ingots with carbon concentration greater than 0.98 at. pct were enclosed in a cast iron box during the heating to minimize decar-burization. Small pieces were then either swaged down to 0.028-in.-diam wire or cold-rolled to 0.010-in.-thick sheets. After the final cold reduction in area of 50 pct, the specimens were recrystallized by heating in evacuated capsules at 1100°C for 60 to 80 sec and then quenched into brine. This literature study of methods for desulfurizing residual fuel oil was conducted by the Bureau of Mines at the request of the Department of Health, Education, and Welfare. The sulfur compounds in residual fuels are believed to consist chiefly of condensed thiophenes and other polycyclic sulfur compounds. Hydrodesulfurization appears to be the most promising method for desulfurizing these oils and is the only method applicable to all types of sulfur compounds. There are indications in the literature that hydrodesulfurization without hydrocracking of residual oils may require higher pressures than used in present desulfurization processes, but no cost data and little experimental data are available on the higher pressure operation. Literature proposals for hydrogenating residual oils and heavy crude oils are exclusively for hydrocracking the oils to lower boiling products with accompanying partial desulfurization of the residual fuel fraction. Costs of the hydrocracking operations appear the closest available to probable costs of hydrodesulfurizing the oils, and have been reported (in 1955 to 1957) as $500 to $840 investment cost per daily barrel of capacity, with total operating costs of 70 cents to $1.10 per barrel.

Adaptive re-use of existing structures in urban environments has become very common due to lack of available space in our cities and requirements for increased structural capacity. Often, it involves retrofitting existing foundations to support increased loading. In such cases, Engineers face the need to review existing deep or shallow foundations for their true load carrying capacities in order to determine the required magnitude of retrofit work, if any. To accomplish this, the engineer must track down and cull through the existing construction documentation to determine what was actually constructed, complete an investigation to confirm these conclusions, possibly sample the foundation elements for strength properties, and on occasions complete non destructive or full scale load testing of indicator elements. This paper describes the typical procedure followed by the authors for design of retrofit schemes for existing buildings in the Washington DC metropolitan area. Three case histories are presented that illustrate various issues encountered during design.

The utilization of acid leaching tailings was studied. It is obvious that the Fe in acid leaching tailings can be leached into solutions as Fe2+. In this paper, the influence of conditions, including the concentration of ferrous sulfate, pH, temperature and velocity of air flow was investigated. The optimum conditions for preparing seed crystal are as follows: the concentration of ferrous sulfate is 20 g/L; pH is 9.5~10; reaction temperature is 10~20?; velocity of air flow is 0.4m3/h. The optimum conditions for preparing iron oxide red are as follows: the concentration of ferrous sulfate is 5 g/L; reaction temperature is 80~85?; velocity of air flow is 0.13m3/h. At last, the product of iron oxide red could be prepared by ammonia method.

BechtelÆs Mining and Metals projects across the globe are executed in remote arid and semi-arid countries where providing even basic water supplies impose considerable challenges. Opportunities for water conservation measures using a Six Sigma initiative were proactively pursued to address the potential business impacts of limited availability of water resources. The initiative investigated areas driving water-optimisation during concrete operations and camp management. This paper details the water conservation evaluation of alternatives and cost/benefit analysis based on current and predicted water usage for development projects. Optimisation of water consumption through institutionalising more prescriptive standards for camp design and defining water conservation requirements have resulted in a new standard specification. Based on our projected mining project workload across the globe, it is estimated that for the period 2012 - 2015, a potential 5.5 M m3 water savings resulting in US$11 M could be realised for construction camps and savings of 4 M m3 of peripheral concrete process water resulting in potential cost savings of US$8 M could be achieved as a result of these revised standards.CITATION:Haase, T, Hannah, B, Ganapathi, G, Martin, L, Madore, C, Labarca, F and Uriarte, M, 2013. A remoção do fosfóro através do processo de desfosforação do ferro-gusa tem sido cada vez mais relevante, devido a influência que exerce de forma prejudicial as propriedades do aço e devido a extensão do cenário de escassez de minérios com menor teores de fosfóro. Este trabalho tem como objetivo a avaliação termodinâmica computacional de misturas a base de dolomita e finos de minério utilizadas no processo de desfosforação realizado em panela para o refino do ferro-gusa. Foi utilizado o software Factsage para avaliação termodinâmica, tendo este se mostrado eficaz na determinação da concentração de fósforo de equilíbrio no metal, fases presentes e temperatura de fusão das misturas. Verificou-se uma tendência de maiores valores de eficiência para o processo de desfosforação quando aumenta-se a razão de massa de desfosforante e massa de gusa.

Water-swelling fluormicas and fluormontmorillonoids were synthesized and described. They were found predominantly in the system Mg0 - MgF2 - Si02, with varying amounts of Li+ or Na+, Some water-swelling synthetic minerals were prepared with only strontium or lead in the twelvefold position, Water- swelling compounds containing either K+ or Ba+ were not found. The synthesized water-swelling products were shown by electron microscopy, X-ray diffraction, and chemical analysis to be typically two-silica-layer, platy compounds, Except for the complete substitution of fluoride for hydroxyl, the compounds were similar to the natural micas or montmorillonites. The stability and properties of the compounds were further established by electrodialysis, by differential thermal analysis, and by anion and cation exchange methods. Fluoride in the interlayer positions was nonexchangeable except through decomposition of the product. Exchanging the sodium or the lithium of the synthetic fluormicas or fluormontmorillonoids with potassium ion, particularly those derived from KOH provided a product from which a completely inorganic paper of extraordinary flexibility was fabricated. This paper had excellent mechanical and electrical properties except for water adsorption and a high power factor. Neither of these problems was solved during this investigation. However, papers with dielectric strength from 1,500 to 5,000 volts per mil were readily fabricated, particularly from the lithium containing fluormicas or fluormontmorill onoids.

About two-thirds of the manufactured gas supplied to the public by the gas plants in the Illinois district is cnrbureted water gas. The leading generator fuel is coke, ma.de in by-product c.oke ovens or in retorts, chiefly from eastern gas coals. During the fall and winter of 1917-18, when the demand for coke by war industries and the restrictions of the Fuel Administration in connection with the transportation of coke from eastern States made it almost impossible for many gas companies to obtain their coke requireml'nts, several water-gas plants had to use bituminous coal as generator fud. Many operating difficulties were encountered, some of which were solved more or less satisfactorily in different plants. A number of plants attacked the problem rather blindly because facilities for making tests were lacking and because technical men were too busy with labor and supply problems to study thoroughly the conditions involved or to ascertain what other plants had done with this fuel. It was therefore with the hope of assisting the gas industry during this critical period, and of promoting the use of Central District coals for gas making, that the Illinois Mining Investigations, a joint agency of the U. S. Bureau of Mines, the University of Illinois, and the Illinois Geological Survey Division undertook the, tests discussed in this paper. • This report was compiled under the auspices of a technical committee appointed by Gov. Frank 0. Lowden to promote the use of Central District coals in gas manufacture as a war measure. This committee included the following representatives of the various agencies concerned: U. S. The chemical action of molten anhydrous pyridinium chloride (pyridine hydrochloride) on oxy salts and ores of some Group IV and V metals are discussed-in particular zirconium, hafnium, niobium (columbium) , and tantalum. Laboratory-scale experiments are described whose results suggest that this reaction might provide a practicable means of converting ores of these metals to the anhydrous metal chlorides. Experimental results are given which provide some insight into the nature of the reactions and some of the compounds which could be present at intermediate stages. The treatment of ores of the more refractory metals is difficult and expensive and often demands the use of gaseous chlorine, hydrogen fluoride, or other reagents which are, if nothing else, expensive and dangerous to use. This situation is, of course, due to the strong metal-oxygen affinity resulting from the high charge and the small size of the metal ion which combine to produce such high lattice energy in the metal oxide as to defeat standard reduction methods. Thus, the characteristic of these metals which leads to one of their most important properties—corrosion resistance—is the main hurdle in obtaining the metal. Many common methods&apos; for treating ores of zirconium and niobium (columbium), for example, proceed as directly as possible to the preparation of anhydrous halides. These halides are purified by now standard processes of solvent extraction, fractional distillation, and so on. This paper reports on preliminary stages in the development of a method of treating these ores—particularly of niobium—so as to prepare the anhydrous, volatile halides by the use of chemical reagents which are much more easily handled than those used at present. CHEMICAL PRINCIPLES The solvent action of aminium halides has been referred to periodically in the literature over several decades. The chemistry of pyridinium chloride has been discussed particularly by Audreith2 and Starke.3 However, since this is not familiar chemistry in its nonaqueous setting, it is perhaps well to point out some general metallurgical principles and applications. One can use, as point of departure, the fact that HC1 dissolved in pyridine is an acid very much the same as aqueous HC1. It thus gives essentially all the reactions of the HC1 with which we are familiar. However, when the ratio of HC1:pyridine reaches 1:l (a ratio far higher than is possible with H2O) the solution becomes solid C5F5NHC1, pyridinium chloride.* Inter- estingly, the acidic properties of HC1 persist in this medium, although they are manifest only in the molten state of the compound. Some typical reactions of divalent metal compounds which we have carried out in our laboratories are the following: 2PyHCl + Zn — (ZnCl2) + H2 + 2Py 2PyHCl + MnO — (MnCl2) + H2O + 2Py 2PyHCl + CuS — (CuCl2) + H2S + 2Py 2PyHCl + CaCO3 — (CaCl2) + H2O + CO2 + 2Py In these equations, the parentheses indicate a solvated compound which in water would be predominantly a hydra ted cation but which in molten PyHCl will more likely be a complex chloro-anion of the type MC14-. Some important physical properties of pyridinium chloride (PyHCl) are given in Table I. One sees from the data in Table I that at the temperature of molten pyridinium chloride both water and pyridine will boil away. Thus the system will be kept anhydrous. For this reason the reaction 2NbCl5 + 5H2O— Nb2O5 + 10HC1 has no counterpart in molten PyHCl. Instead, the chloride is made even more stable by the formation of a hexachloro complex: Nb2O5 + 12PyHC1 — 2PyHNbC16 + 5H2O + 10Py One interesting property of these complexes is their thermal instability which for the case of niobium can be illustrated as PyHNbCl6 — PyHCl + NbCl5 With a view to possible use of this chemistry in ore treatment, we have attempted to dissolve Pyrochlore (essentially FeO - Nb2O5) and recover the NbC15 from it.
