The author?s paper at RETC 2007, ?Alternative Contracting Methods? addressed strengths and weaknesses of DBB+DB and introduced Construction Manager/General Contractor (Portland model) and Alliancing (Australian model). Considerable interest in these was expressed by several public agencies at that Conference and at the presentation. The author is assisting the Washington State Department of Transportation (WSDOT) and the Toronto Waterfront Revitalization Corporation (TWRC) with possible implementation of Alliancing. WSDOT is evaluating ways to do this and is considering a delivery methodology, under existing Legislation, based on the CMGC Portland model with incentives and disincentives, moving towards Alliancing. This paper will build on the 2007 paper and update implementation considerations.

"A 15 cm diameter by 732 cm height, fully automated pilot column was installed in the Agnico-Eagle’s Laronde concentrator (Québec), for evaluating the performance of newly developed sensors and advanced process control algorithms. For eventual comparison purposes, the pilot column is continuously fed with the same slurry feeding the copper-circuit third cleaner column. It is equipped with electrical conductivity-based sensors for estimating the three variables used in the multi-variable control algorithm under evaluation: froth depth, fraction of wash water underneath the interface and gas hold-up. Froth depth is regulated using a PI controller while a predictive controller is formulated as the minimization of the tracking errors of gas hold-up and bias rate, keeping several operating constraints between their practical upper and lower limits. In particular, an unreachable high set point of gas hold-up can be selected in order to maximize the bubble surface area available for particle collection, while maintaining bias rate above a minimum value required for froth cleaning. The proposed strategy may indirectly help optimizing flotation column operation by using these secondary variables, without the implementation of a real-time optimization layer.INTRODUCTION Flotation columns have already been used for more than 30 years, mainly in cleaning stages, as a result of their froth washing capabilities. Despite their widespread usage, the measurement of some pertaining variables and their use for automatic control is rather scarce. Among the most important variables directly related to the process metallurgy (concentrate grade and recovery), froth depth (hf) is the only one normally monitored and controlled. Even though commercial sensors are available, gas hold-up (eg), a variable directly related to concentrate recovery, is seldom measured and never controlled. Another important variable, bias rate (Jb) responsible for concentrate cleaning, is simply not measured at all, as there is no commercial sensor available. Therefore, besides froth depth, continuous monitoring of process variables is limited to flow rates (gas, feed, tailings, wash water), i.e. to manipulated variables. Some new available sensors have been industrially tested, e.g. the Sonar-TracTM for eg (O'Keefe, Viega & Fernald, 2007) and the McGill hold-up sensor (Tavera & Escudero, 2002). Others, for bias rate and frother concentration, have been successfully validated at laboratory scale by Laval’s LOOP researchers (Maldonado, Desbiens, del Villar & Chirinos, 2008b; Maldonado, Desbiens, del Villar & Aguilera, 2010a). Some devices have been extensively used for monitoring bubble size and space distri-bution, e.g. McGill bubble viewer (Gomez & Finch, 2007) and others."

As part of an overall goal to develop technology that can maintain an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines is evaluating a method for selectively extracting nickel and cobalt from low-grade domestic laterites. The method involves electrowinning to recover the metals in pure form; therefore, preliminary laboratory-scale electrowinning tests were conducted in both a nondiaphragm and a diaphragm cell to determine the effect of variables on energy efficiency under controlled conditions. Electrolytes were generally reagent-grade sulfate solutions that were prepared to simulate electrolyte that could be obtained by stripping nickel-and cobalt-rich solvent extraction reagents. Limited tests were conducted with electrolyte generated from laterite leach solutions. Electrical energy consumption in a nondiaphragm cell was 2.06 kwhr/lb Ni with the cell operated at 50° C, a cell feed of 90 g/l Ni, a pH of 3.5, an extraction of 3.2 g/l, and a cathode current density of 20 amp/ft2. The energy requirement decreased with increasing concentration and temperature, and increased with increasing. extraction and current density. At 50° C, energy consumption in the nondiaphragm cell was 21 pct greater than in the diaphragm cell, but it was only 5 pet greater at 65° C. For this reason and because of overall cost considerations, operation at 65° C with the nondiaphragm cell was preferred. Smooth sheets of cobalt were obtained by electrowinning in a nondiaphragm cell at selected temperatures from 50° to 85° C and with cobalt concentrations from 55 to 87 g/l. The energy consumption (1.48 kwhr/lb) was 22 pet lower with a cobalt concentration of 75 g/l and a cell temperature of 65° C than with a cobalt concentration of 55 g/l and a cell temperature of 50° C.

This Bureau of Mines report is concerned with the testing procedures for evaluating clays, shales, and slates for lightweight aggregates using the rotary-kiln method of production. To meet the increasing demand for light-weight concrete, rapid, accurate methods for appraising raw materials for light-weight aggregate are needed. Preliminary tests were made on samples of clay, shale, and slate, using laboratory equipment, and the data were used to establish operating conditions for pilot-plant-size rotary-kiln tests. Lightweight concrete was made from the processed aggregates and the properties determined. The results show that the laboratory data can be used to guide rotary-kiln testing, and, with the exception of sampling, a complete appraisal of a raw material for lightweight aggregate concrete can be made in 3 days by the methods described in this report.

Zircon (ZrSiO4) sand production of about 1.1 Mt/a(1.2 million stpy) predominates the global supply of zirconium minerals. Baddeleyite (ZrO2) contributes less than 1 percent of supply. Zircon is almost exclusively produced as a co-product from the mining of titanium minerals, mainly from mineralized beach sands. In 2004, there were a number of new projects under consideration that were more dependent on zircon revenue than for titanium minerals. This reflected sustained higher zircon prices and forecast ongoing supply shortages in the absence of major new discoveries.

No major changes took place in the salt industry during 2004. No new uses of salt appeared and only localized supply disruptions occurred. Many salt producers reported slightly increased salt sales and profits for the year. In the United States, about half of the salt supply is produced as brine, by solution mining, and is used by the chemicals industry. One-third of U.S. salt is produced as rock salt by 14 underground mines. The remaining two production techniques, each with less than 10 percent of the total tonnage, are vacuum-pan-evaporation for refined, food-grade salt, and solar pond crystallized salt.

Today the BOF filter dusts and sludges are mainly dumped due to their zinc contents. By typically ranging from 2 to 5 % they prevent the filter dusts and sludges from beeing recycled via the blast furnace route. Based on the different discharge kinetics of Iron and zinc during the main blowing period In a bottom stirred BOF a simple and efficient system for recovery allow zinc fractions has been developed. The obtained material Is suitable for recycling without nsc of shell formation In the blast furnace. Different subsequent development steps have been performed. By starling with a very simple lime dependent model the sludge from the BOF off gas cleaning system was collected in two different sludge channel systems. This model based an the fact that most of the scrap based zinc Is discharged from the melt within the first eight to ten minutes of the BOF process. To Improve the system a spectroscope zinc sensor was Installed at the hot section of the off gas cleaning system to get more reliable informations on the actual zinc concentation of the BOF dust. By use of the system up to 50 % of the BOF sludge can be recycled.

A multiyear, comprehensive study of flotation reagents used in phosphate beneficiation was conducted. The study involved the evaluation of pure fatty acid compounds, comparison of various anionic collectors and testing of iso-acids. Various C12 to C22 fatty acids were tested as Florida phosphate collectors. The saturated fatty acids were found to be very poor collectors when using the standard conditioning procedure, whereas the unsaturated C16 to C22 fatty acids showed fair to good phosphate collecting ability. The C18 fatty acids oleic, impure oleic and linoleic and the C20 eicosenoic acid were shown to be the best phosphate collectors. The best flotation results were obtained using Liqro GA tall oil and oleic acid. Four isostearic/iso oleic acid type fatty acid collectors were compared with a commercial grade oleic acid and with Liqro GA tall oil as phosphate collectors using standard laboratory conditioning and flotation procedures. The most selective collector evaluated was Century 1108, a high isostearic acid-type reagent. However, it was concluded that this excellent-performing reagent was too expensive for commercial use. Overall, the most promising reagent was probably Century MO-5. This collector is essentially an iso-oleic acid/stearic acid mixture (not isostearic acid), and it costs much less. This program laid a sound foundation for developing single collector, all anionic flotation processes.

Face and pillar bursts, bumps and bounces are violent failures that occur in underground coal mines in response to a complicated interplay of face and pillar geometry, seam depth, coal properties and interactions between roof, seam and floor strata. Additional complications arise from the presence of gas, mainly methane, and associated pressure and flow that vary with time and are further influenced by the rate of face advance. Where gas plays a dominant role, the term outburst is often used; where stress concentration is primary, terms such as burst, bump or bounce may be used. Hargraves [1983] presents an often cited review of outburst phenomena with emphasis on Australian conditions. Beamish and Crosdale [1998] indicate outbursts have occurred for over a hundred years and present tabulations of outburst numbers in major coal basins throughout the world. A central consideration is the rate of depressurization that occurs in the course of mining. Outbursts are not limited to coal seams and adjacent strata; they also occur in salt and potash mines [Molinda et al 1988]. Stress concentration and gas pressure act in consort, so the combined action is important to understanding the mechanics of bursts or outbursts and to the development of measures to reduce the associated hazard. Gas flow is a complicated phenomenon associated with diffusion of gas from micro-pores and the flow of gas along cleats. Laboratory measurements indicate both are dependent on stress and pressure [Harpalani and Ouyang 1998]. Moreover, gas permeability in porous media is often many times water permeability [Klinkenberg 1941]. However, there is also evidence that gas and water permeability are similar at elevated stress and follow Darcy?s law [Dabous et al]. Gas flow is also of importance to mine ventilation. Price et al [1973] in cooperation with personnel of the former U.S. Bureau of Mines developed finite difference models to estimate methane emission in mines in the Pocahontas No. 3 and Pittsburg seams using a premining pressure of 4.69 MPa (680 psi) and Darcy's law implying laminar flow. However, the effects of stress were not taken into account. In this regard, mine measurements of permeability are usually based on Darcy?s law [Peide 1990]. Early models of gas flow with stress effects were one-dimensional in space and time (x,t) and were developed with the goal of estimating the gas pressure profile from the face into the seam as time passed [Schlanger and Paterson 1987, Zou and Yu, 1999]. A zone of high permeability adjacent to the mining face was recognized in these early models. Later models based on the popular finite element method allowed two spatial dimensions (x,y) and variation in time (t) and for coal seam heterogeneity [Tang et al, 2002]. Zhu et al [2007] formulated a set of nonlinear equations involving a complicated stress-pressure-permeability relationship for application to coal seam gas flow and concluded the coupling was important but failure of coal should also be considered. Wold et al [2008] used a hybrid finite difference - finite element model interleaved with a reservoir simulation model to study outbursts based on extensive mine and laboratory measurements. An important feature of the modeling was the use of spatially variable material properties and Monte Carlo simulation to obtain quantitative estimates of outburst conditions and probabilities. Connell [2009] used the same reservoir simulation model as Wold but used the popular finite difference code FLAC3D for hydro-mechanical responses to evaluate two permeability relationships, one depending on porosity and the other on stress, and concluded that permeability changes with gas production were more complex than computed by either permeability model. Gadde [2010] in an integrated laboratory and field study of coal pillar strength explored the effect of spatial variability and concluded that design based on average strength was acceptable in some circumstances, although gas pressure was not an issue. Liu et al [2011] also applied a FLAC code to analyze two-dimensional gas flow and deformation of layered but homogeneous strata in a Chinese coal mine using a strain-softening model and concluded that damage and gas pressure were important to strata safety relative to the case without gas.

Kidston Gold Mine in Queensland, Australia has a 310 ha tailings impoundment that has undergone final closure rehabilitation. Kidston Gold Mine evaluated their closure options for this low acid generating tailings impoundment, and due to a lack of cover soils and the cost of importing material, the mine decided to investigate the possibility of direct vegetation onto the tailings impoundment surface. The mine subsequently embarked upon a well planned and detailed research program to determine the feasibility and sustainability of this closure option. The research program included vegetation trials, toxicology studies for metal uptake by vegetation, as well as a comprehensive closure water balance model for the tailings impoundment complex. This paper describes the results of the long-term closure water balance for the tailings impoundment complex for the pre-closure state of the impoundment, as well as predictions towards the impoundment performance once final rehabilitation of the tailings impoundment complex has been achieved. The water balance presented is unique in that it is founded on unsaturated flow principles and accounts in full the impacts of the surface flux boundary conditions. This novel approach enables the prediction of actual infiltration rates into the tailings impoundment surface, which in turn allows for the calculation of how much seepage will exit from the tailings dam toe drains.

"Abstract - We present a new approach for the evaluation of the potential of emerald reserves in gem projects using beryllium (Be) mobility. The distribution of Be in the different phases of hydrothermally altered (albitized) black shale hosting Colombian emerald deposits indicates that Be mobility is associated with the breakdown of Fe-Mn oxyhydroxide phases. The amount of Be that can be mobilized (~0.7 x 10-6 g/g; i.e., 0.7 ppm) may represent up to 18 wt% of the total Be contained in the black shale. A mass balance calculation applied to a well-constrained alteration zone of the Chivor mines, and based on the quantification of Be that can be mobilized under hydrothermal conditions, gives an estimate of the total gem reserves of these mines. Resumé - Une nouvelle approche, basée sur la mobilité du béryllium (Be) pour l’évaluation des réserves d’émeraude dans des projets d’exploitation de gemmes est présentée. La distribution du Be dans les différentes phases minérales de schistes noirs hydrothermalisés (albitisés) qui contiennent les gisements d’émeraude colombiens, indique que le Be mobilisable se trouve dans les oxyhydroxydes de fer et de manganèse. Today's rapidly shrinking world requires a common language of measurements, a consistent system which could be used by everyone. The S.I. system of units is generally accepted as such and is already in use by a great majority of nations in the world. The change to S.I. units is also slowly taking place in U.S. engineering practice. The transition period is difficult and long because it takes time to get familiar with the new system, to start "feeling" values in new units. Instruments, formulas, computer programs, survey grids, etc. have to be converted or exchanged. The transition period should be used not only for substitution of units, but also for rationalization of presently used calculation methods. This paper examines the major parameters of mine ventilation from the above point of view and discusses a system which is much simpler and more consistent than the American Unit System still in use in the United States. In October 1979, the Society of Mining Engineers of AIME decided to introduce the S.I. unit system in all its publications including the periodical "Mining Engineering", and since February 1980 the system has been used consistently, not only in SME publications but in all conferences and meetings organized by this Society. The authors have no intention of explaining the details of the S.I. system in general. Any reader can find this information in many available publications and conversion tables, and in particular in the ASTM Standard for Metric Practice, E380-79. A comparison is made between various units used in mine ventilation from the past and those presently in use. This will allow an easy translation from one system to another, important when reading publications from abroad. S.I. and customary U.S. formulae are shown side by side for easier visualization of similarities and differences. Recommendations for the necessary steps in order to switch from American to S.I. units conclude the paper.

Both the habit plane of martensite and the orientation relationship between the matrix and martensite platelets of different habit planes have been investigated in binary titanium alloys with molybdenum, chromium, and iron. The effect of the mode of deformation on the martensite habit plane was studied. A micrograph of an exposed mar-tensite platelet is presented. IN the study of martensitic transformation in Ti-Mn alloys,' two martensite habit planes—{334), and {344)8—were reported. The {334), habit was also observed in unalloyed titanium upon transformation,' although there is disagreement with respect to the exact indices. The other habit plane, {344),, has not been reported in martensitic transformation in any other alloys. The present investigation was made to determine whether other binary titanium alloys with P-stabil-izing elements would exhibit a crystallography of transformation similar to that of Ti-Mn alloys. Furthermore, since martensite platelets can be induced by deformation under certain conditions, it was of interest to investigate whether the mode of deformation, compressive or tensile, would influence the formation of martensite platelets on a specific plane in an alloy system which possesses two martensite habit planes. Experimental Procedure The material used for the preparation of the binary alloys of iodide titanium with molybdenum, chromium, and iron had the following purities: 99.99 pct iodide titanium, 99.9 pct molybdenum, 99.423 pct chromium, and 99.9 pct iron. The compositions of alloys listed in this paper are in nominal weight percentage. All specimens used were prepared and treated according to the procedure described in reference 1, unless stated. For the subzero temperature treat,ment the following experimental schedule was followed. After specimens had undergone the grain-growth treatment, they were quenched into an ice-water bath and were then metallographically examined. In specimens of higher alloy content, no martensitic transformation was observed. In those in which mar-tensitic transformation did occur, only specimens in which the martensite platelets existed as fine needles in localized regions were used. All specimens were reannealed 17 hr at 1200°C, quenched into ice water. and the capsule was broken. They were held in the ice water for from 5 to 10 sec, then transferred to a liquid-argon bath. This stepped quenching procedure was found to be more efficient than direct quenching into liquid argon. In the latter case, as soon as the hot specimen was immersed in the liquid argon, a protective, insulating layer of argon gas formed, and the specimen continued to glow vividly in the bath for some time. In the study of the habit behavior of martensite produced by deformation, specimens were deformed at room temperature either by compression, tension, or rolling. Martensite habit planes were determined by the two-surface analysis procedure described in reference 1. A stereographic net of 153/4 in. diam was used throughout the investigation. In recent years, tunnelling activities in Singapore have increased considerably with the construction of extensions to the existing sub-surface transport system, a deep tunnel sewerage disposal system, and tunnels for the laying power cables and other utilities. These tunnels are excavated through urban areas, adjacent to high-rise buildings, depressed road structures, beneath other tunnels, and buried services. Earth pressure balance (EPB) tunnel boring machines (TBM) have been used extensively in Singapore with great success. The risk associated with soft ground tunnelling, including tunnelling through Old Alluvium, can be minimized with an understanding of the geology, geotechnical parameters, and the tunnelling-induced behaviour of Old Alluvium (OA The purpose of this paper is to present some design and construction aspects of EPB TBM tunnelling through Old Alluvium.

This is a preliminary study of the statistical variation of the pressures on a target above a buried explosion. The data were taken at various distances from the charge centerline for three heights of the target above the soil and one charge depth of burial. All tests were conducted in saturated sand. They show that peak pressures and times of peaks are neither repeatable from shot to shot nor rotationally symmetric within a single shot. The peak pressure and time of peak at each location can be represented by cumulative normal distributions. The paper describes the means and standard deviations of these distributions at eight distances from the charge center for each height of target. These are used to determine the change in standard deviation of the distribution with distance from the charge centerline and height of target. The effect of scale on the mean peak pressures and times of peaks and on their standard deviations at a single scaled distance from the centerline of the charge are explored using various charge weights.
