Florida's electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida's (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state's largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state's electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG's Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula's electric utilities. Florida's electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States' load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

In addition, this occasion provides me with an opportunity to tell you something about the work of the Economic Council which might be of particular interest to your industry.In the mining industry, keen competition and constant change are basic facts of life. The continuing prosperity of the Canadian mining industry depends fundamentally on how successfully it is able to adapt both to the changing conditions within the industry and to major trends which operate throughout the world.First of all, the scale and organization of the industry are evolving to new and different dimensions. As one authority has put it, ""The cream of the small high-grade, easy-to-mine ore deposits of this world have been consumed and mining is becoming more and more an industry of very large scale, complex operations. It has already become in most countries a capital intensive industry and its problems, scientific, technical and economic, are growing in difficulty."""

This document describes the development of a conventional mining equipment data base, and an approach for conducting industrial engineering studies of arbitrary mining systems employing network techniques. Data was acquired through underground time studies. Each member of a four-man field team was assigned to a specific machine during each shift for which observations were conducted. Using digital wrist watches and networks describing the man-machine interactions, all events occurring luring the course of each shift were recorded on cassette tapes. The tapes were transcribed, coded, keypunched, and validated using computerized editing techniques. The resulting data files were processed to provide statistics relating to activity durations and event frequencies. The results were used to evaluate operator, machine, and system performance for each section which was observed. Equipment, reliability, and maintainability analyses were conducted using the industrial engineering data files in conjunction with historical information collected at the mine site.

FINANCE The annual accounts, which follow this report, indicate that income again exceeded expenditure by a margin of R21 410 (last year R28 524). This year's income of R71 184 showed a further increase compared with last year's figure of R55 025. Costs, however, also in¬creased, and it is calculated that, excluding non-recurrent costs, the cost of running the Institute in¬creased by R6 654 from R25 501 to R33 155 for the current year. The main increases were involved in secretarial fees, stationery and print¬ing, and in publication of the Journal. All indications are that costs will continue to rise, and we have been advised that the A.S. & T.S. will be increasing their secretarial fees by 25 per cent in the year ahead to meet their rising costs. This year's surplus was derived entirely from the revenue from sales of publications (R13 644) and a surplus from the 1974 Winter School (RIO 654). There can be no certainty that revenue from these sources can be repeated each year. Our funds are in a satisfactory position because of these worth¬while activities, but the administrat¬ion of the Institute should not de¬pend on them. Council will accord¬ingly have to give consideration in the year ahead to an upward adjust¬ment of subscriptions to meet rising costs.

ORDINARILY age-hardening is thought of as being associated with a limited solubility of one metal in another. Much less has been written about the type of age-hardening that attends the formation of superstructures. Solid solutions generally have a disordered or random arrangement of atoms; that is to say, in a unit cell, such as that of the face-centered cubic lattice, there is no distinction between atomic sites. Atoms of a given metal may occupy cube corners or face centers. Under certain conditions, however, some alloys develop what is known as an ordered structure. In this case, cube corners would be occupied by only one type of atom and face centers by another type, Associated with this ordering process are many interesting changes in physical and electrical properties. Moreover, in many instances the alloys become susceptible to age-hardening. From the evidence now to be described, it appears that age-hardening in 14-carat gold alloys is due to the formation of both a super-structure and a precipitate. Alloys of the metals gold, silver and copper were known in antiquity. The available knowledge regarding their constitution has been ably summarized and extended by Sterner-Rainer,1 Janecke,2 Carter,3 Wise,4 and Coleman.5 Despite the long familiarity with these alloys and the numerous investigations of their properties that have been made, there is still much that remains unexplained. It has been known for a long time that the hardness of these alloys is closely related to the rate of cooling, Similar changes have been observed in the binary gold-copper system,6 one alloy of which corresponding to the formula Cu3Au, has been the subject of a careful and competent report by the English investigators, Sykes and Evans.7 They have established the fact that the shift of atoms from the ordered to the disordered condition takes place in some critical temperature range. At temperatures above the critical range the structure is random, and at temperatures below it the structure is ordered. No difference between these two structures is revealed by the microscope. Both have a face-centered cubic lattice and complete solubility, so that there is no evidence to suggest that the changes in properties are associated with a phase change, The more slowly the alloy is cooled, the higher is the degree to which the ordering process proceeds and the more marked is the increase in hardness. As experimental data were accumulated on 14-carat gold alloys, several contradictions arose. Certain observations tended to confirm the existence of a superstructure, while other observations seemed to be inconsistent with such a transformation. RECORD production of crude petroleum, lime, crushed marble, and talc highlighted the mineral industry of Alabama in 1963. Among the States, Alabama ranked second in the production of bauxite, third in the production of scrap mica and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by mining and processing coal and stone, the manufacture of cement, and the production of crude petroleum, which together comprised 86 percent of the total value of production, compared with 82 percent in 1962. The iron-ore industry continued to decline; in 1959 the value of iron ore produced was 12 percent of the total State production value; in 1960, 11 percent; in 1961, 10 percent; in 1962t 8 percent; and in 1963, 5 percent.

The desulphurization process has been proposed over the last few years for acid mine drainage control at certain mines, which generate low to medium grade sulphidic tailings (-3 to +25 wt% S). The environmental sulphur recovery, which means the sulphur to be floated to produce a non-acid generating final tailings, depends mainly on the intrinsic neutralizing potential of the tailings. However, in some cases the sulphur cleaning is complicated by other parameters which affect the flotation probability of the sulphide particles. In this study, a number of tests were conducted with a Hallimond tube and Denver Cell on both pure mineral and mine tailings. To develop a better understanding of the mechanisms of non-selective sulphide flotation, three types of approach were investigated in this work: (i) pure pyrite at progressive milling degrees, (ii) artificial mix of pyrite and quartz at different calibrated granulometry and (iii) same composition tailings with 26 % wt sulphur at progressive milling degrees. The effect of the granulometry on the sulphide flotation was demonstrated both. The results allow us to define a granulometry model, which can then be considered in the whole desulphurization modeling.

"The iron ore of the Scully Mine is upgraded from 36 per cent Fe to 66 per cent Fe through single-stage crushing, wet autogenous milling, sizing by vibrating screens and two-stage spiral separation, followed by a process in which the concentrate is dried and then further improved by high-tension separators. The capacity of the concentrator is 17,000 long tons of concentrate per day. Discussion of the operation will recognize the special problems encountered in handling preponderantly fine ore, relate issues of interest regarding wear and review mechanical innovations found to be advantageous at Wabush. The modern trend toward big equipment, thoroughly instrumented, has been the theme of design. Effects on availability must be a consideration in this choice, and sectionalizing of circuits to minimize these consequences is as important as streamlined maintenance."

DEADWOOD and the Black Hills were familiar names to me from childhood, for. I had an uncle who was among the earliest eastern investors there and I used to hear of the Uncle Sam mine and its rich ore back in the eighties. The spring of my junior year at college, in 1893, brought me an offer of summer work at the Deadwood & Delaware smelter, in Deadwood, and full of the thrill of the long journey from New Jersey, I went out as chemist and stayed four months. Within a week or two of my arrival, I went through the tragic experience of seeing an associate drink cyanide by mistake and die within a few moments. I shall never forget the horror of feeling that my lack of knowledge of an antidote might be responsible for his death, but I found later that the solution he drank was so strong that nothing could have been done. A year after graduation, when I had settled down to chemical research work in New York, an offer came to go back to the smelter in Deadwood, and within a few days I was again tramping down "the Gulch" with my lunch bucket and putting in the standard assay office shift of that day, from 7 a.m. to 6 p.m., with a half-day off on Sundays. During my absence East, the D. & D. smelter had been changed from a pyritic smelter, using native pyrite, and Homestake concentrate to matte the siliceous gold ores, into a copper-matting smelter using copper ores brought from Butte, over the newly-completed Burlington rail-road. The work was interesting, and the laboratory offered many opportunities for making improvements. I remember also undertaking experiments at home on a new method of gold precipitation for the chlorination process and leasing a mine in Strawberry Gulch that promised great things, but soon petered out.

It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

Argentina's oil production continues in its upward trend. The year 1940 closed with an important increase over 1939; that is, 1,996,371 bbl., or 10.72 per cent. The Government oil fields (Y.P.F.) are responsible for these results, as their total output was 12,474,655 bbl., which compared with the 10,222, 533 bbl. produced in 1939 represent an increase of 2,252,122 bbl., or 22.03 per cent. Fields operated by private companies yielded 8,134,882 bbl., against 8,390,633 bbl. in 1939, a decrease of 255,751 bbl. (3.04 per cent). To the total of 20,609,538 bbl. produced in 1940 in Argentina, the Comodoro Rivadavia field contributed 14,976,222 bbl.; Plaza Huincul, 1,275,814 bbl.; the Province of Salta, 1,845,1977 bbl. and the Province of Mendoza, 2,51I,475 bbl. "Since milling began in 1912, the Dome mill, now part of the Porcupine Joint Venture (PJV), has been expanded several times, the most recent increasing the milling rate from 3,500 to 11,500 tonnes per day. Dome uses conventional crushing and grinding followed by gravity concentration to recover free milling gold. A cyanidation/CIP process recovers the remaining gold in the gravity tails.Over the past few years, continuous gravity improvements have increased the gravity recovery from 20% to nearly 50% of the plant feed gold. This paper describes some of the factors that have contributed to this dramatic increase, and suggests how gravity recovery can be further improved. Gravity circuit availability has been improved to >98% with the implementation of a preventative maintenance program. More Knelson concentrators have been added to the circuit, and in 2002, an Acacia Intensive Leach Reactor was installed to replace the shaking table. In 2003, the entire gravity circuit was audited to evaluate and quantify the circuit performance. The metallurgical and mechanical operating conditions of the gravity circuit are now well understood, and areas for further improvement are well defined.INTRODUCTIONThe Porcupine Joint Venture was formed in 2002 between Placer Dome Inc. and Kinross Gold Corporation. One of the goals of the JV was to use the milling capacity of the Dome mill to process ore from Placer Dome and Kinross mines in the Timmins Camp. The PJV Dome Mill utilizes gravity concentration, cyanide leaching and carbon in pulp gold circuits to recover gold. Gravity recovery has been used in some form at the Dome Mill for most of its existence, first using conventional jigs, these being replaced in 1993 by two Knelson Concentrators, one for each of the two grinding circuits in the Dome mill. Over the years more concentrators have been added to improve the gravity recovery, most recently in 2002 for a current total of five. Also in 2002, an Acacia Intensive Leach Reactor was added to process the Knelson concentrate, replacing the shaking table."

"The Pronto Mine located at the east end of Lake Lauzon, Long Township, some 12 miles east of Blind River is of historic note being the discovery locality and the first producing mine of the Elliot Lake uranium camp. Radioactive bedrock was discovered in 1949, a commercial deposit was verified in 1953 and production commenced in 1955. Production continued to April 1960: total tons milled 2,264,404 from which 4,643,835 pounds U,O, were recovered at a recovered grade of 2.05 pounds U3O8 per short ton.The orebody is in a bed of pyritic quartz pebble conglomerate at the base of the Matinenda Formation of the Elliot Lake Group of the Huronian Supergroup. The rocks strike east and dip 15 degrees to 20 degrees south and unconformably overlie Early Precambrian granite, the upper surface of which is marked by a regolith. Several diabase dykes cut the orebody which is also affected by albite, chlorite, and carbonate-rich alterations. To the south the orebody is cut by a fault. The orebody is 6to 10 feet but locally 10 to 15 feet thick, has a strike length of 3,500 feet and extends down dip for 3,600 feet to a depth of 1,000feet. Mining operations consume a considerable amount of energy, and while reduced energy consumption is desirable, it is not always clear how to achieve this goal. Understanding the opportunities to optimize energy consumption is crucial, and the key to understanding is visualization. One option is the Sankey diagram, which has been used for over 100 years to visualize the flow of energy, materials, or cost through various processes. However, there are drawbacks to this approach that must be addressed. In a Sankey diagram, each flow is represented by an arrow possessing a width proportional to the magnitude of the flow it represents. The diagrams show input flows, how energy is converted and into what form, and also output flows. As per the first law of thermodynamics, the total energy output is equivalent to the total energy input, so any energy that is not transferred to another process is considered to be wasted. These waste flows are depicted in Sankey diagrams and make it straightforward to associate energy sources, sinks and waste flows. Unfortunately, Sankey diagrams do not convey all information required to support practical decision making for redirecting individual energy flows. Based only on a Sankey diagram, it may become evident that a significant flow of waste heat is of the appropriate grade (temperature) and volume to meet an on-site heat demand currently being met with paid-for, possibly carbon intensive fuel. However without augmenting the Sankey diagram with 3D spatial, true geometric analysis, the practicalities of the concept or idea may not be fully appreciated. Another issue with a Sankey diagram is that the magnitude of the energy flowing between processes may have temporal fluctuation or variability on different timescales (diurnal, seasonal, interannual). Currently, Sankey diagrams only provide a static picture of energy conversion and consumption, so that, for example, 4 separate diagrams could have to be prepared for each season. A new energy flow visualization technique which we have called Sankey Trees has been developed. Process locations are defined within a 3D model of the site being studied, and the magnitude of the flow between each pair of processes considered is replaced with a time series. Branches of sustained and diminishing flows are represented through variation of the geometric properties of the branches of the trees. These branches are animated to indicate the direction of flow, and branch joints are used to indicate that a process is transporting one form of energy to multiple processes.

Seawater has become a viable alternative for different uses in copper hydrometallurgy. In this paper we review the main physical and chemical characteristics of seawater and how these influence copper production. Reliable data on the use of continental water are reported, and the current use and consumption of seawater in the Chilean mining industry is analysed, indicating the main areas of use and the main problems encountered. Additionally, the influence of the elements in seawaterthat have the most influence on the extractive metallurgy of copper are considered. The Chilean copper mining industry currently consumes approximately 4.1 m3/s of seawater, which corresponds to 25% of the total water used. The use of seawater for the leaching of copper sulphide minerals, such as chalcopyrite, is beneficial because it provides 20 g/L of chloride, thereby improving copper dissolution kinetics.
