Never known as a conference to shy away from its share of off-color jokes, the Colorado Mineral Processing Division?s Annual Meeting returned to the Broadmoor Hotel in Colorado Springs, CO April 26-28 for its 62nd edition, this one held under the theme ?Does size matter (is bigger always better).? With the predictable jokes sprinkled in here and there, and a few unpredictable ones as well, the three-day conference featured a healthy mix of talks about some of the latest technical developments in the field of mineral processing, as well as insightful looks at some new operations in the western United States. This year, the Colorado MPD also launched the Wagner Equipment Student Scholarship program.

The grade of mineral resource estimates underpin all major economic considerations of mining prospects. While there are reporting requirements to satisfy when stating a mineral resource estimate, an examination of NI 43-101 style reports suggests that authors believe that there are a number of ways of addressing these requirements. As a reader of these reports, some processes are helpful and others are not so in getting a real appreciation of how realistic is the mineral resource estimate. Critical to the quality of the mineral resource estimate is how realistic is the economic mineral concentration component. In many cases, this parameter is called grade. The industry experiences increased difficulty in achieving realistic grade estimates as the sample grade variability increases. The level of transparency in a mineral resource estimate is very much a function of the competence of the author. An objective presentation of the critical data, such as grade sampling variability can assist a reader in determining if the geology of the mineral concentration is adequately understood and how realistic is mineral resource grade estimate. This paper has considered 75 NI 43-101 style reports released in the past 2 years. The review demonstrates features that were helpful in determining how realistic the mineral resource grade estimate is. If there is insufficient transparency in a report, there is a high probability that the mineral resource grade estimate will not be realistic.

"In December 2011, the U.S. Attorney’s Office for the Southern District of West Virginia, the U.S. Department of Justice, Alpha Natural Resources (ANR) and Alpha Appalachia Holdings entered into a nonprosecution agreement related to the explosion at the Upper Big Branch Mine (UBB) that killed 29 miners. This coal operation was owned by Performance Coal Co., an affiliate of Massey Energy Co., which was acquired by ANR in June 2011, more than a year after the UBB explosion. Pursuant to the agreement, ANR agreed to:• Establish a trust within 120 days.• Pay a total of US$48 million into the trust to be used solely to fund and administer research and development (R&D) projects to improve mine health and safety.• Administer the trust by three highly qualified individuals with academic and/or professional backgrounds in mine health and safety.In April 2012, the Alpha Foundation for the Improvement of Mine Safety and Health was created. The three directors - Michael Karmis, president; David Wegman, vice presidenttreasurer, and Keith Heasley, vice presidentsecretary - approved a plan to expend both the interest and principal of the trust, aiming at an 8-10 year research horizon. The foundation also appointed David Belden, an experienced manager of nonprofits and professional associations, as the first executive director of the foundation. The IRS approved the foundation’s tax-exempt application, as described in Section 501c(3) of the Internal Revenue Code, on Dec. 18, 2012. The board established guiding principles of the foundation, which are as follows:• Mission: to improve mine health and safety through funding R&D projects to qualified academic institutions and other not-for-profit organizations.• Vision: to enable miners in the future to be free of work related injury or disease by the implementation of the results of the projects funded by the foundation and undertaken by the best researchers from any discipline that can contribute. The foundation is now approaching its third year and regularly posts updates, including semi-annual reports, to its website (www.http.alpha-foundation.org/), which serves as the main medium for communication with the broader stakeholder community"

The Iron Ore Company of Canada (IOC) is the largest manufacturer of iron ore pellets in Canada and its customer base covers North American, European and Asian steel producers. The company operates a mine, concentrator and a pelletizing plant in Labrador City, Newfoundland and Labrador, as well as port facilities located in Sept-Iles, Quebec. It also operates a 418-km (260-mile) railroad that links the mine to the port. IOC has approximately 1,900 employees. Its shareholders are Mitsubishi Corp. (26.18 percent), Labrador Iron Ore Royalty Income Fund (15.1 percent) and the international mining group Rio Tinto, which is its major shareholder (58.72 percent) and operator, with activities in more than 40 countries throughout the world. The IOC was incorporated in 1949 and by 1954 it had completed the Quebec North Shore and Labrador (QNS&L) rail line. IOC began mining in Schefferville, Quebec by 1954 and closed those operations down in 1982. In 1962, IOC commissioned the present day Carol Project consisting of mining, concentration and pelletizing facilities in Labrador City, Newfoundland. In 2004, IOC shipped its one-billionth tonne of ore on the QNS&L Railway. In 2005, IOC celebrated 50 years of mining history. The company expressed an interest in reducing the amount of oversize material (>1 m x 1 m x 1 m or 3.2 ft x 3.2 ft x 3.2 ft) being produced and its subsequent downstream effects, including in-pit sorting and reduction, damage to mobile equipment and significant delays in the loading pockets and the primary crushers. To achieve this goal, an oversize reduction project was undertaken by the mine that, to date, has significantly improved upon baseline measures. One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion provided more resistance to the forces created by dynamic water and reduced the infiltration of the emulsion into the cracks and fissures of the rockmass, resulting in reduced amounts of oversize and more consistent fragmentation throughout the muckpiles. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realized. To determine the effectiveness of the oversize reduction project, IOC used a first-of-kind technology to assess fragmentation presented to the shovel at the digging face. A digital vision system (DVS) was installed on one of the shovels to capture images that were stamped with GPS locations. A large population of digital images were analyzed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.

The U.S. Bureau of Mines investigated calcium fluoride (CaF2) assisted sulfuric acid (H2S04) leaching as an alternative to the melting-quenching procedure to obtain Mn from domestic manganese silicate resources. Pyroxmangite [(Mn, Fe) Si03] ore containing, in percent, 34.4 Mn, 22.8 Si, 2.6 Ca, and 1.3 Fe was leached in a 500-mL resin kettle. Ninety-six percent of the Mn was extracted under conditions of 330 g/L ore, 245 g/L H2S04, 35 g/L CaF2, 90' C, and 2 h. To incorporate electrowinning in recovering Mn, the ore was leached with a simulated spent anolyte solution containing, in grams per liter, 12 Mn, 140 H2S04, 130 (NH4)2S04 (ammonium sulfate), and 5 CaF2. Manganese extraction of 92 pct was achieved from 130 giL ore leached at 90° C in 3 h. The Fe, silica (SiOJ, and other impurities were precipitated from the pregnant solution by neutralization with ammonia (NH3). Manganese of greater than 99-pct purity was deposited at a cathode current density of 50 mA/ cm2 at 30° C, with a current efficiency of 65 pet in a two-compartment cell. A flowsheet was proposed for the leaching and electrowinning procedure.

This paper presents the results of a project for developing a methodology for empirically determining some of the mechanical properties of the rock mass at the Äspö Hard Rock Laboratory, Southern Sweden. Using the equations available in the literature, the deformation modulus, friction angle, cohesion and unconfined compressive strength of the rock mass were estimated. A comparison of the results using different classification methods (Q, RMR, GSI, RMi, Ramamurthy’s) was made to estimate the range of variations in the mechanical properties with the considerations of: i) the quality/quantity of the geological data; ii) the technique for partitioning of the rock mass into homogeneous domains; iii) the sensitivity and subjectivity of the empirical methods; and iv) the need for validating the empirical methods against a test case. Cet article présente les résultats d’un projet visant à établir une méthodologie, pour déterminer, de façon empirique, les propriétés mécaniques de la masse rocheuse. En utilisant les corrélations disponibles dans la littérature, quelques-unes des propriétés de la masse rocheuse ont pu être déterminées (module de déformation, angle de friction, cohésion, force de compression illimitée). Une comparaison des résultats obtenus par différentes méthodes (Q, RMR, GSI, RMi, de Ramamurthy) a permis d’établir une échelle de variations des propriétés mécaniques et de formuler une série de recommandations concernant : i) la qualité/quantité des données géologiques ; ii) la technique de partition de la masse rocheuse dans des domaines homogènes ; iii) la sensibilité et la subjectivité des méthodes empiriques ; iv) la nécessité de valider les méthodes empiriques à l’aide de nouvelles études de cas. Dieses Paper präsentiert die Ergebnisse eines Projekts mit dem Ziel, eine Methodik für die empirische Festhellung von mechanischen Eigenschaften im Gesteinmassiv zu etablieren. Durch Verwendung der in der Literatur zugänglichen Korrelationen, wurden einige Eigenschaften des Gesteinmassivs festgestellt (Entstellungsmodul, Reibungswinkel, Kohäsion, unbeschränkte Kompressionsstärke). Ein Vergleich der Ergebnisse unterschiedlicher Methoden (Q, RMR, GSI, RMi, Ramamurthy’s) wurde durchgeführt und dies erlaubte die Feststellung der Variationsskala von den mechanischen Eigenschaften, sowie eine Reihe Empfehlungen für: i) Qualität/Quantität der geologischen Dateien; ii) die Technik für Teilung des Gesteinmassivs in homogene Domäne; iii)die Empfindlichkeit und Subjektivität der empirischen Methoden; iv) das Bedarf die empirische Methoden gegen neue Fallgeschichten zu validieren.

ABSTRACT The Saskatchewan Ministry of Environment recognizes the importance of environmental protection as an important contributor to Saskatchewan’s economy, with the environmental performance of industry closely monitored. Unfortunately, environmental regulation is often accompanied by significant process that does not always add value to environmental protection activities. The Saskatchewan Ministry of Environment has embarked on a visionary restructuring of its regulatory framework from conventional command and control regulation to a results-based regulatory framework. This new regulatory framework will provide for establishing clear environmental protection and resource management objectives; streamlining the environmental acts and regulations; developing an environmental code of practice; relying on qualified persons; enhancing compliance and enforcement tools; eliminating of many permits; and developing greater certainty in environmental assessment decisions. Results-based regulation promises to deliver enhanced environmental protection with less process. The uranium industry in Saskatchewan will be used as an example of the potential effects of results-based regulation.

This paper gives the results of a reconnaissance of the mining districts in Humboldt County, Nev., made during the month of June, 19373/. During the field work, virtually all the mining districts in the county were visited and many data were obtained on a number of active and inactive properties. No attempt has boon made to include in this report all the properties in the various mining districts, and it should be emphasized that whether or not a property is mentioned herein has no being on its merit. The report covers the location of the various mining; districts, types of deposit, information on past operations and current activity, and general information likely to be useful to operators, investors, and others interested in mining. The geology of the deposits is discussed only briefly. The names of the various mining districts mentioned in this report are those generally used when they were organized for purposes of record and regulation. As organized, the districts embraced largo areas with no definite boundaries, and the names have little significance.

There have been enormous changes in mineral processing in the past four decades. For example grinding mill power has increased by an order of magnitude, regrinding is done to -10 microns and flotation machines are 100 times bigger. Operating staff have unprecedented opportunities for online monitoring and performance control of mineral processing plants. Sophisticated instruments can provide a plethora of data characterising the mineralogy and surfaces of particles. Digital computers allow complex calculations on huge amounts of data including modelling and simulation of machine and plant performance. However, all these changes have not necessarily lead to better metallurgical results. An analogy can be drawn with the thoroughbred racing industry in Australia. Significant advances in scientific knowledge in animal genetics, physiology, biomechanics and nutrition applied to the business have resulted in only a two per cent reduction in winning times for the Melbourne Cup and Caulfield Cup since the 1920s. A critical look at some mineral processing metrics suggests similar failures to improve performance despite putting in more resources. In fact certain parameters such as operating times and plant start-up performance are considered to have remained static or even deteriorated. There has been an emphasis on 'process' at the expense of 'outcomes'. The industry's strength has been in finding technical (or 'hardware') solutions while its weakness has been at the people end of the business in maximising and consolidating the gains from the technologies. Some trends in plant design over these years have exacerbated the apparent deskilling of operating and technical staff. Despite unparalleled options for communications, some staff are embarrassingly uninformed about technical developments in their fields. The 'boom and bust' cycles of the industry, together with trends in tertiary education and the effects of fly-in, fly-out (FIFO) operations, raise serious questions about the sustainability of human capital in the mineral processing sector. This paper by two experienced mineral processing engineers, with contributions from other senior practitioners, reviews these trends. While there may be an element of 'the older we are, the better we were', it is an attempt to identify the issues and propose solutions.

An integrated approach to problem solving involving various stakeholders is gaining momentum and this has been reflected in this paper. SINCE the excellent studies of metal powder compaction executed by Kamm, Steinberg, and Wulff, no work on the subject has appeared in the technical literature. Kamm et al. were the first to investigate quantitatively the distribution of density in a powder compact, as a function of pressure, height and diameter of the die, powder particle size, etc. For this purpose they devised a very ingenious method. They inserted a thin lead grid into a die and then filled the die with powder. During cold pressing, the lead grid -moved downward. Due to its deformability it followed closely the downward descent of the adjacent powder. The die was then radiographed and, from the deformations of the grid openings measured on the radiographs, the density in the vicinity of each opening was evaluated. Their findings led them to the conclusion that the friction on the side walls of the die is a major controlling factor of the density distribution inside the cold pressed powder compacts. However, it is difficult to conduct tests similar to those of Kamm, Steinberg, and Wulff in a processing plant laboratory, which usually lacks the necessary expensive radiographic equipment. The purpose of this note is to describe a method which makes it possible to determine the density distribution in green powder compacts with the same accuracy as the lead-grid method but which is far simpler and faster and requires only standard laboratory equipment. Instead of using a lead grid, the hardness at selected points of the sectioned compact is determined. If the relationship between hardness and density is known the density distribution is readily obtained. This relationship is easily found from measuring hardness and densities of thin compacts. In such compacts the density, for all practical purposes, is constant throughout. The method was tested on a Plast nickel powder, grade FlA-A20, kindly supplied by Plast Metals Co. Thin compacts (height to diameter ratio 0.2) were pressed in a single action cylindrica1 die at various pressures. The density of the compacts was determined by weighing and by measuring the height and diameter with a micrometer. Subsequently the Rh hardness was determined. Up to ten readings were taken on each specimen. The difference in hardness readings on each compact was never greater than three corresponding to about 0.1 g per cu cm uncertainty in density. By varying the compaction pressure of the samples, a whole scale of densities was obtained allowing construction of a set of density-hardness calibration curves. To test the method several compacts of different height were pressed under varying pressures. Die walls were always well lubricated. After pressing, the compacts were mounted in bakelite and halved by grinding, and hardness readings taken along the diameters of the specimens. The distance between adjacent indentations was about 2.5 mm. After hardness readings were translated into densities, contour maps of densities of the compacts were prepared. One of them is reproduced in Fig. 1. The areas encompassed by the curves are labeled with numbers representing the density in g per cu cm of those regions. In Fig. 2 the same results are re-plotted to emphasize the radial density changes at various depths. The results thus obtained confirm the findings of Kamm, Steinberg, and Wulff kentioned previously. They are recapitulated here briefly. 1—The densest part of a compact pressed from one side is at the outer circumference at the top and the least dense part at the bottom, at the outer circumference. Figs. 1 and 2 show this clearly. 2—The density near the cylindrical surfaces of the compact decreases uniformly with height from top to bottom. 3—The density variation increases with the height to diameter ratio. The paper presents the development of Federation of Piling Specialists (FPS) calculation of rig track loading, the production of the Building Research Establishment document “Working platforms for tracked plant” (BR 470), working platform testing and considerations of rig stability. The paper also discusses the importance of rigorous and well documented procedures and proposed future development of rapid working platform testing methods. Topics presented include the fundamental requirements and principles involved in the testing, design and maintenance of working platforms, rig track loading, the BRE design method and site testing analysis. The paper stresses the need for testing and design processes to be robust and simple and quick to perform as there is often little time between the award of a contract and the need to start work on site. Also, it is vital that all aspects of working platform design can be carried out with information that is available to the platform designer. Developments in the UK over the last two decades have resulted in improved quality and safety of working platforms that will hopefully be further enhanced as design and testing methods continue to improve.

Here are summarized 162 papers, published between 1933 and 1967, that deal with various aspects of ore genesis. Emphasis is placed on additions to, or modifications of, ore-formation theory, no matter what type of deposit is discussed. More space is given to papers on the formation of base-metal sulfides solely because more papers are written on this subject. The final conclusion is reached that a chemically and geologically sound theory for the genesis of ore deposits can be built around the concept of concentration of ore e’ements in a magmatically produced ore fluid and around such surface processes as may act to concentrate economically valuable materials from rocks of any origin exposed at the surface.
