Louisiana's coal reserves, located in the north-western part of the state, consist entirely of lignite, with estimated recoverable reserves of about a billion tons. Although lignite deposits were discovered in the early 1800s, the first documented use of lignite occurred at the federal arsenal near Shreveport during the Civil War. By the late 1800s, lignite use was common by blacksmiths, railroads, and steamboats. Lignite production ceased, however, from the early 1900s until 1985. A new lignite mine permitted September 1, 1985, produced 0.2 million tons in its first year. The operation uses a seven-mile-long conveyor to transport lignite to the associated mine-mouth power plant. The surface coal mining reclamation and enforcement program in Louisiana was approved October 10,1980. Louisiana's Abandoned Mine Reclamation Plan was approved December 10, 1986

The efforts to mitigate longwall subsidence influences on various residential and farming structures by many coal mining companies have been successful in the recent years (Luo, et al, 2003). The successes were largely dependent on the accurate subsidence predictions, correct assessments of potential influences, appropriate design and implementation of the mitigation measures. However, such efforts for protecting large industrial structures are still very rare. In this paper, the successful assessment and mitigation of the subsidence influences associated with a very intensive dynamic longwall subsidence process on a large workshop are presented.

The effect of oxalic acid, acetic acid, citric acid and EDTA on extraction of Cr (?) in soils contaminated by chromium- containing slag was investigated using a batch of incubation experiment. The results show that the pH value decreases more obvious with the increase of the amount of organic acid. The amount of Cr (?) extracted increases with increasing the amount of organic acid. When the ratio of organic acids to total Cr was 5:1, citric acid revealed the highest extraction effectiveness, followed by EDTA, oxalic acid and acetic acid, respectively. The amounts of Cr(?) extracted by citric acid, EDTA, oxalic acid and acetic acid increased by 439%, 244%, 215% and 162%.

R. R. Knobler and F. E. Albertson—Following the testwork done by Thunaes and Spedden, a Sullivan deck plant was built for the Colquiri mill. This plant started to operate in April 1945 and continues in successful operation. Since May 1950 the Colquiri mill has operated with a completely revamped flowsheet at a rate of 1000 tons per day. The old Sullivan deck section was retained with this new flowsheet. The "slime plant" in Colquiri consists of one 12-cell Denver No. 18-Sp. Sub-A flotation machine, one 16-ft and one 12-ft hydroseparator, six five-deck Sullivan-frames and six shaking tables for cleaning up the Sullivan deck concentrates, as well as 12 Deister plus three Plat-O tables on which the fine sands, which are not treated on the S-decks, are concentrated. Only —325-mesh fines are treated on the Sullivan decks. The combined hydroseparator overflows are fed to the S-decks. From 1946 to 1949, i.e. with the "old" flowsheet and an average mill feed of 800 tons per day an average of 45 tons per day was treated on four Sullivan rougher frames. The two additional frames were used as cleaners. At times, up to 90 and 120 tons of slimes were treated successfully on this Sullivan deck installation. The average operating data for the S-deck section in Colquiri for the year 1949 were as follows: The tests reported in this paper indicated a tin recovery of 42 pct. The actual plant results for 1949 show a 54 pct tin recovery from the Sullivan decks. The total average quantity of tin produced from the S-deck section in 1949 was 15 tons of tin per month. This corresponds to 3 pct of the total mill recovery. The difference between the 6 pct overall recovery-increase expected after the tests in 1943 and the actual plant results given for 1949 is explained as follows. University research in the U.S. consists of three components; faculty, funding, and graduate students or postdoctorals. Individual faculty is the unit area of research that is not limited, although faculty normally performs research in their areas of expertise. Faculty can and often do join with other faculty in multidisciplinary research. Faculty research achievements or reputation reflects the standing of the program and university. Therefore, research is highly encouraged and regarded within the university community. Graduate students are the work force of faculty research and doctoral students are preferred for high-quality products. The federal government provides the majority of funding sources, with the remainder coming from industry, state government and others. Compared with other engineering majors, the mining engineering programs in the U.S. are unique in that they: ? Are small in terms of the number of programs, and number of faculty and students in each program. ? Serve a single industry (i.e., mining) and are thus cyclic, reflecting the up and down economic state of the mineral industries. Enrollment statistics during the past 70 years show that a cycle consists of approximately 30 years with the first 10 years up, followed by 20 years down. ? Have curriculum designed to emphasize and thus serve for either the coal, hardrock or industrial minerals industries. These unique features make mining engineering programs hard to manage in university environments. Funding for mining research has relied primarily on the federal government, i.e., the former U.S. Bureau of Mines (USBM) and currently the National Institute for Occupational Safety and Health (NIOSH). The mining industry does not directly perform, nor sponsor research projects. Federal funding provides primarily in-house research. In the last four decades, federal extramural funding was only available when Congress appropriated extra funding in response to mine disasters. For instance, a string of coal mine explosions in the mid to late 1960s prompted Congress to enact the Coal Mine Health and Safety Act of 1969. It provided massive research funding from 1970 to 1983 covering all mining-related subject areas. From 1984 to 1995, federal extramural research funding was minimal, through two generic mineral technology research centers for selected mining engineering programs. In 1995, Congress closed the USBM and transferred the health and safety of miners program to NIOSH. Federally-funded extra-mural research practically stopped from 1995 to 2006. In 2006 and 2007, in response to a series of disasters, including those at Sago, Aracoma, Darby and Crandall Canyon, Congress again appropriated funding for short-term re-search in selected subjected areas such as underground tracking and communication, mine seal and ventilation, and deep cover pillar extraction. Therefore, to develop a meaningful academic mining research program during the past three decades, funding needed to be drawn from other sources such as the mining industries. A ?meaningful? program requires a sufficient amount of consistent funding in order to produce effective results. A review of federally funded extramural research pro-grams shows that a great majority of contractors/grantees are private entities, involving few mining engineering faculty. This, in part, is due to the fact that mining engineering involves so many different subjects. Therefore, a small mining engineering program can only have resources to cover teaching in the core subject areas (i.e., extraction, ground control, ventilation and material handling), at best. In this respect, a successful and meaningful academic mining re-search effort requires strong supporting programs such as geology/geophysics, structural (applied) mechanics, material sciences, compute/software application, etc. Therefore, academic mining research had to rely on private sources such as coal companies, in the author?s case, for sustained funding in the past three decades. Relying on funding from coal companies presents several problems. The projects were small and considered routine consulting projects requiring practical answers in a very short time frame. This is not really suitable for academic research, for which the major goal of research is the training of graduate students. These short-term projects vary with time and mines, most of which are driven by U.S. Mine Safety and Health Administration (MSHA) or U.S. Office of Surface Mining (OSM) regulations. So sustained funding under such condition requires broad experience of coal mining operations, which is also not well-aligned for academic research where faculty tends to specialize in a narrow field. Consequently, under such a funding environment, it is important to keep in mind how to develop long-term academic research objectives from conducting small short-term consulting projects that require quick solutions. In other words, how to look beyond the quick answers and to develop broader and more fundamental theories applicable to other situations that advance the-state-of-the-art. In order to achieve this objective, faculty must act as the connecting link because graduate students come and go. Faculty must know the detail of each project such that they know what are the important unsolved problems, what to assign to specific graduate students and how to guide the next group of graduate students to continue the development and advance the mining science. Under such funding environments, the most effective way to conduct academic mining research and ensure quality products is to maintain a research group consisting of postdoctoral, PhD, and MS students of various rankings such that the senior ranks can assist in guiding the junior ranks, especially the senior PhD students who are experts in their dissertation research areas. A weekly meeting should be scheduled for the group in which problems encountered in the research are discussed or individuals take turns presenting the progress of their projects. During each meeting, the importance of open discussion on scientific issues must be emphasized. Thus, opinions are encouraged, debated, and rejected or accepted. Students are encouraged to listen to and analyze other points of view. In addition to training of this thought process, the meeting also helps identify the strengths and weakness of each individual. As the subject of research expands over time, the group?s and, thus, the faculty?s research experience broadens. With this approach, companies can get the quick answer they desire from expert research experience and the faculty can engage in meaningful applied and basic research that is most relevant to routine mine operations. The end result is that companies will have a high regard for academic mining research.

INTRODUCTION Previous papers by this author have discussed some of the difficulties involved with optimizing the performance of industrial flotation circuits, e.g. Klimpel (1988, 1989). The two major problems seem to be: 1) the inherent "systems" nature of the froth flotation process which leads to a great deal of self-compensation among the various operating options available and 2) the inherent variations in mineralogy, water chemistry, etc. that always seem to be present in industrial operations. In particular, the influence of reagent dosage has been emphasized in the above referenced work including an industrial system interaction denoted as the R/K trade-off, Klimpel (1984, 1987). Using a simple two parameter model for fitting time - recovery data, Klimpel (1980): [ ] where r is cumulative recovery at time t or at the t th cell, R is the long-term equilibrium recovery and K is the first-order rate of mass removal from the cell (time ), the definition of the R/K trade-off with increasing reagent dosage can be given as follows: at low dosages both R and K increase, at intermediate dosages R continues to increase but K starts to level out, and at high dosages, R may flatten out or still continue to increase but K starts to decrease, sometimes rather quickly. An illustration of this effect in a batch laboratory flotation cell is given in Figure 1. The purpose of this paper is to give a detailed plant illustration of this R/K trade-off phenomena with changing collector dosage which shows just how highly interactive the grindinglflotation system in sulfide mineral processing really is. This is one of about 20 plant level case studies that are being presented and evaluated in an upcoming book, Klimpel (1990). The particular study given here was completed in late 1979 on a copper ore of head grade 0.93% Cu. The frother being used was Dowfroth* 250 at a constant dosage of 0.15 g for each ton of solids feed to the rougher bank and the slurry pH was 10.2. The motivation of the study was to better understand the relationship of changes in feed rate (hence in particle size and state of liberation) with variations in collector dosage (potassium amyl xanthate). The major concern was to determine how much extra economic benefit could be gained by better utilizing the existing grinding mills and rougher bank consisting of eight identical cells. The remainder of the flotation circuit was also studied, including regrinding of rougher tails, but did not prove as critical as the rougher bank operation itself. It appeared from an overall economic viewpoint, the battle was being won or lost in the manner in which the rougher bank was being operated. This was not to minimize the roles of the scavenging and cleaning circuits but those portions of this particular circuit could be rather obviously operated to achieve maximum benefit given the specific output of the rougher bank. A special attempt was made to maintain constant ore type throughout the entire test program. Eight specific test conditions were evaluated including three different feed rates (and hence three different size distributions) to flotation. Tables 1 and 2 summarize the eight test conditions and overall recovery results at the end of the rougher bank for each test. A single test consisted of at least three consecutive eight-hour shifts operating at steady-state with composite cell lip samples taken over the final eight-hour shift. "A novel carbonaceous immobilizing agent for heavy metal contaminated soil was prepared from rice straw using sulfur immersion and pyrolysis, and the lead immobilization in artificial contaminated soils using sulfur-impregnated carbonaceous material was estimated. The rice straws were cut to 1 cm pieces, and then immersed in 0.1 - 1 M K2S solution for 0 - 24 h to prepare sulfur-immersed materials. The immersed-materials were heated at 400 oC for 1 h in nitrogen gas to produce the sulfur-impregnated carbonaceous material by pyrolysis. The abilities of the product to immobilize lead from aqueous solution were examined to obtain the product with high lead immobilization ability. With increasing K2S concentration, the immobilization ability of the product for lead gradually increases and then above 0.5 M K2S those are almost constant, while 15 min is sufficient for the immersed time to obtain the product with high lead immobilization ability. The product prepared from material immersed in more than 0.5 M K2S solution for less than 15 min has a maximum immobilization ability for lead ion. The lead immobilization using the sulfur-impregnated product is sustainable due to the formation of leadhillite [Pb4SO4(CO3)2(OH)2] and anglesite [PbSO4]. The product can immobilize lead ion in various artificial lead contaminated soils. By mixing artificial lead contaminated soil with the sulfur-impregnated product, the eluted solution became neutral, and the eluted concentrations of lead ion dropped below the Japanese elution standard for soil.INTRODUCTION Soil contamination with heavy metals is a worldwide problem. Accumulation of heavy metals in soils affect soil ecology, agricultural productivity, quality of agricultural products, water resources, and serious health problems for human and animal (Raicevic, et al., 2005). In the United States, for example, approximately 63 % of the sites on the National Priority List (NPL) for the treatment of contaminated soils are contaminated by metals, and lead is the most common metal, found at 15 % of the sites. In Japan, according to a report by the Ministry of Environment, 43 % of the contaminated sites that exceed the environmental quality standards are contaminated by lead compounds. Soil contamination by lead compounds is also prevalent in other developed and developing countries where lead compounds are used extensively in industrial activities without careful contamination management. Lead is a ubiquitous heavy metal pollutant in soils due to their use widely. The primary sources of Pb contamination include industrial activities such as mining, smelting of metals, and the use of Pb-containing products such as paints, lead-acid batteries, bullets, gasoline and pesticides (Cao, et al., 2009). It can damage human nervous (especially children) and reproductive systems (ATSDR, 2007). The high concentration of Pb in the soil poses risks to human and animal health by the leaching of metals from the soil into water and the consumption of edible plants growth in the contaminated soil. Therefore, proper remediation is necessary to reduce metal availability in soil for protecting human health."

There is now a new generation of mobile crushing and screening plant systems available which have been developed based on the motivation of reducing truck haulage. Newly designed mobile crushing and screening plant systems have the advantages of mobility, flexibility, economy and reliable performance, making this system very appealing for small- to medium-sized projects or projects where a number of resources are separated by distance.A brief review of the past history and experience with transportable crushing plants provides an insight into some of the issues with transportable plants in mineral processing. A closer look at a simple model based on exploiting small but high-grade orebodies suggests the concept has merit, however there are many more engineering, logistics, legal, technical and management aspects which have limited the application of such a concept in the resource sector. This paper explores the concept in detail and endeavours to analyse the preferred commodities and scenarios under which the concept could be used and the economic and logistical limitations for iron ore. The paper also looks at the risk assessment criteria to be applied in selecting the type of resource projects where the model could be applied successfully. Other aspects considered in this paper are the project planning requirements, technical and economic feasibility, bankability and operability. Reference is made to the operating experience of contractors at a number of sites and feedback from the resource companies as managers of the projects.CITATION:Connelly, D, 2013. The effect of various ion concentrations on uranium absorption from a sodium carbonate solution by a strong-base, anion resin was investigated by the Bureau of Mines in support of its objective to help assure an adequate uranium supply for future needs. The studies were conducted to improve the recovery of uranium from in situ leach solutions by ion exchange. The effects of carbonate, bicarbonate, chloride, and sulfate ions were examined. Relatively low (less than 5 g/l) concentrations of chloride, sulfate, and bicarbonate were found to be detrimental to the absorption of uranium. High (greater than 10 g/l) carbonate concentrations also adversely affected the uranium absorption. In addition, the effect of initial resin form was investigated in tests of the chloride, carbonate, and bicarbonate forms; resin form was shown to have no effect on the absorption of uranium.

The number of variables which can effect flotation of molybdenite is very large. This paper discusses the effect of two operating variables, namely, the degree of aeration and agitation, on the grade and recovery of molybdenite. A series of factorially designed flotation tests were carried out in a "Leeds Automatic Laboratory Flotation Cell." The analysis of flotation results indicate that molybdenite can be characterized into fast-floating and slow-floating components. The rates of fast-floating components, which do not create a problem in flotation, could be varied by changing agitation of airflow rates. However, the rate of slow-floating components was stable and was only a function of residence time in the float machine. The degree of aeration has a significant effect on the grade of MoS2 with only a slight effect on the recovery of MoS2. The degree of agitation has a slight effect on the grade, but does not effect the recovery of molybdenite. The implications of the results on the design of flotation cells and control and optimization of the existing circuits is subsequently discussed.

A new method, localized uniform conditioning (LUC), was proposed in 2006 for modelling grades of small blocks of ore when data spacing is too broad for their accurate modelling by the linear regression based techniques, such as kriging (Abzalov, 2006). It represents a modified uniform conditioning (UC) technique that calculates the grade distribution functions for the large panels. LUC uses partitioning of the panels onto the small blocks and then ranks them in increasing order of grade. Based on the block ranks, a single grade value can be deduced for each block from the UC model of the gradetonnage relationships of the corresponding panel. After being first presented in 2006, the LUC method has been implemented in ISATIS© (commercial software) and became one of the common approaches for grade estimation when data spacing is broad in comparison with the estimated block size. Several years of study on the LUC method and its application to different geological environments, have allowed identification of the strengths and weaknesses of the method, which are as follows: ? The method produces accurate grade-tonnage functions, which are in a good accordance with a volume-variance relationship principles ? An initial ranking of the selective mining unit (SMU) blocks can be made by direct kriging from the sparse data grid. Therefore, the LUC method can be particularly useful at the early stages of exploration and mining project evaluations when sparsely distributed data is often the only available information ? Accuracy of the local estimation depends on the SMU ranking techniques. When ranking performed by direct kriging of the SMU blocks their spatial distribution is approximate. When the variogram of the studied variable is characterized by a large nugget effect, the block ranks produced by kriging can significantly differ from their ?true? distribution ? Block ranking can be improved using auxiliary data, either geophysical or geochemical. This allows use of the LUC method for integrating different data sets. In particular, LUC can be used for grade control in open pits by integrating resource definition data (e.g. drill-hole assays) and blast-hole assays. The latter are used for the block ranking.

This final report documents the work done by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC) , on Contract H0122026 (which began in August of 1971) . Under this contract ADL provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of in- dependent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Communications," and Volume II, "seismic Detection and, Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume.

Since coal -mining records have been kept , reports of all mining States show that each year the lives of many workers have been sacrificed in the production of coal , and Illinois has contributed its share , Illinois reports for the 50 years 1882 to 1932 , inclusive , show that 6,673 men were killed -- 6,121 underground , 340 in the shaft , and 212 on the surface . Of the fatalities underground , 3,116 were caused by falls of roof or sides , 1,111 by haulage , 630 by explosives , 577 by gas explosions , 139 by electricity, and 548 by other causes ; 166 of the shaft fatalities were caused by falling down the shaft , 143 by the cage , and 31 by other causes ; 108 of the surface fatalities were caused by railroad cars , 46 by machinery , and 58 by other causes . Most of those engaged in mining are still of the opinion that it is an extremely hazardous occupation and that it is practically impossible to operate without accidents ; however , students of safety in mining now believe that with the proper attention to accident prevention mining may be conducted with little , if any , greater accident rate than that of other supposedly hazardous industries . There is no mystery connected with accidents in mining ; reports show that the majority are due to two main causes , falls of roof and sides and haulage . Mining companies in Illinois , as well as in other States , have proved in the past few years that the hazards of mining , like those of other industries , can be controlled to a large extent and the mines operated with few if any accidents , provided a great enough effort is made by employer and worker . Although the past accident rate of Illinois may compare favorably with that of other mining States it is higher than it should be ; the fact that 6,673 men (an average of 133.46 per year) were killed in and around the mines of the State between 1882- and 1932 indicates that accident prevention should receive more consideration in the future than in the past .
