1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. LARGER than continental United States but with only about one third the population, Brazil is a land of enormous potential wealth, waiting to be developed. During a recent visit to that country I saw Brazil at war and learned about some of the recent mineral developments. Many engineers and geologists have been sent to Brazil by various U. S. Government agencies to assist the Brazilian producers and co-operate with the Brazilian Government in producing needed war minerals. The Foreign Economic Administration staff of engineers has been active and through their assistance to the Brazilian producers, steadily increasing quantities of strategic minerals were provided to aid the United Nations' war effort. Mineral wealth has been found in almost every state of Brazil. Many mineral deposits have been discovered during the war period. Examples are: barite near Bahia; the tungsten and molybdenum deposits in Rio Grande do Norte; and corundum, beryl, and tungsten ores in Ceara.

Spraying medium to achieve an energy-saving and emission reduction for iron ore sintering has been researched, such as spraying natural gas, coke oven gas, oxygen, sintering flue gas and gas from annular cooler. This paper focuses on effect of spraying steam on sintering surface on reduction of NOx and dioxin emissions in practical sintering production in Shougang Jingtang. It can be found that, with the increase of sintering bed spraying steam amount, NOx and dioxin of flue gas showed a decreasing trend. As spraying steam 1 t/h for 550 m2 sintering machine in Jingtang, NOx content decreases 2.6–9.5 mg/Nm3, and dioxin decreases 0.007–0.014 TEG ng/Nm3.

The New South Wales South Coast rail corridor is key infrastructure for both freight and passenger transport. Geomorphological and geological evidence suggests that land instability has been widespread throughout sections of the rail corridor, long before the first documented record of landslide activity in 1879. Major landslides occurred along a 25-km length of the South Coast Railway connecting Sydney and Wollongong because of significant rainfall events of the late 1980s. Since this time, several sites have been identified as subject to instability and treated progressively under a risk priority and safety management system. Two such sites comprise a station footbridge and overhead wiring structure (OHWS), both founded on high embankments overlying colluvial materials resulting in the structures’ potential movement and associated stability concerns. This paper presents these two sites as case studies, and discusses the project geology, geotechnical models developed, interpretation of monitoring data, and successful remediation of the rail structures using sleeved bored piles. The sleeved pile system was used to isolate bored piles, which separated the bridge foundations and OHWS from the moving soil mass to ensure the piles can carry the rail structure loads, unaffected by downslope soil movements.

Anew flotation process to recover alunite from low-grade alunite ores is described. The process begins with run-of-mine ore, reduced to less than 5 mm (0.2 in.), being preconditioned with the reagents before grinding and alunite flotation. From the preconditioning step, ore particles, impregnated with reagents, form pellets that subsequently disintegrate into the pulp during grinding. The second step is basically a standard alunite flotation step. Pilot plant test results show that an alunite concentrate assaying at least 85% alunite and less than 5% silica can be produced. Laboratory and pilot plant results were in excellent agreement, indicating that the new process is a viable means of alunite beneficiation. Plant results, using the new process, were superior to results from conventional alunite flotation procedure.

There are currently two operators producing oil from the surface-mineable portions of Alberta?s oil sands (Syncrude Canada Ltd. and Suncor Inc.) and two other companies are proposing to enter the industry (Albian Sands in 2002 and True North in 2004). Tailings from the two current oil sands plants contain approximately 220 000 tonnes per year of recoverable TiO2 and approximately 80 000 tonnes per year of recoverable zircon. This represents approximately 6% of the world?s TiO 2 consumption and approximately 9% of the world?s zircon production. With the commissioning of plants by Albian Sands and True North, and the announced expansion of plants by Syncrude and Suncor, it is expected that these tonnages could quadruple in the next ten years. All of these operators have at least 50 years of reserves even at these expanded production rates. The occurrence of heavy minerals in Alberta?s oil sands has long been known and is well documented in the literature. There have been a number of attempts to produce market-grade products from this resource and the results of this work have been quite mixed. Typically, researchers have used the normal mineral dressing techniques of the industry and have found the mineral assemblage does not respond to these techniques all that well. This has led to the widelyheld suspicion that there must be some difficult metallurgical problems associated with this resource. There are three main problem areas that have created difficulties for previous researchers: 1) The bitumen coating on the sand grains; 2) Secondary mineralization such as pyrite, siderite and calcite 3) A high proportion of aluminosilicates (approximately 25%) that have the same gravity, electrostatic and magnetic properties as other minerals in the heavy mineral suite. Recent work by Lakefield Research shows that these problems can be largely overcome with some novel approaches. The bitumen can be removed by washing with a solvent in the presence of a demulsifier. The pyrite can be removed by flotation. And the titanium and zircon minerals can be separated by selective flotation followed by conventional electrostatic and magnetic separation.

Mineral fillers are relatively inert chemically under the conditions of use but have physical properties* that modify those of the materials • The properties. uses, and other data on 15 classes of important *The pro listed in the second edition of Industrial Minerals and Rocks.l A third edition of this reference is in preparation. in which they are incorporated. The mineral fillers considered in this article are asbestos, barite, clays, diatomite, crushed limestone, limestone whiting and lime, mica, silica, talc and soapstone, and pyrophyllite. Slate and stone, other than limestone and its derivatives, are excluded because, even though used in large quantities, they are exceptionally low-cost materials generally produced close to the area where they are used. Carbon black is excluded because it is manufactured from natural gas and more than 90 pct of the output is used in rubber; hence the factors for estimating requirements are easily evaluated. OVERALL GROWTH FACTORS Table I gives the population, retail sales, and value added by manufactures in the U. S. and in the eleven western states in 1954. These data are rough guides to the proportionate part of total U. S. markets for products containing mineral fillers that may be expected in a given area. For example, the population of the eight Mountain states in 1954 was 3.6 pct, and retail sales in these states were 3.8 pct of the U. S. total, but the value added by manufactures was only 1.3 pct of the U. S. total. On the other hand, the three Pacific Coast states, with 10.3 pct of the total population, had 12.0 pct of the retail sales and produced 9.6 pct of the value added by manufactures. On an industry-by-industry basis the correlation between the three guideposts will not be as close as shown in the 1954 data for the Pacific Coast states, but in the long-term view the continuing rapid population growth in the western states is certain to result in expanded industrial production at an even more accelerated pace, which will shorten the gap between local consumption and production in most major groups of manufactured consumer goods. Of course, there will always remain favorable areas for production of specific products. Such special situations must be individually analyzed. Fig. 1 compares the population trends in the U. The technical analysis of parameters that can influence roof and rib reinforcement is important to the operation of safe and profitable underground mines. One such parameter, studied in this U.S. Bureau of Mines investigation, is the effect of time on untensioned, resin-grouted bolt anchorage characteristics. A group of seventy-three 4-ft-long bolts with three different grout column lengths were I installed in a stable coal mine roof. The bolts were then subjected to standardized pull tests at various intervals throughout a 37-month period. For each test, load-deformation data were reduced to determine axial stiffness and yield point. The magnitudes of these two anchorage characteristics at the time of installation were compared with results from subsequent pull tests to determine if anchorage capacity deteriorated. Bolts with 18-in grout columns were studied over 9 months, and no measurable loss occurred. Bolts with 48-and 24-in grout columns were studied over 37 months and also exhibited no measurable loss.

This paper reviews the design of jet grouting at re-entrant corners of excavations where the diaphragm wall and secant pile wall installation were interrupted by existing utilities in the streel sidewalk. Jet grout blocks were formed to seal the gaps in the walls for excavation support, consisting of four to six columns in clusters. Jet grouting was performed around an electrical duct bank which had to be maintained. Jet grouting was executed through stratified soils using various combinations of jetting parameters for different soil strata. The installation sequence and age of the neighboring columns within a cluster will affect the jet’s ability to form subsequent columns. When jet cutting is limited next to hardened grout columns or embedded obstructions (such as diaphragm walls or secant pile walls in this case), the specific gravity (SG) of spoils would be reduced and tend toward the value of the injected grout SG. The magnitude of spoil SG is also influenced by the variability of the grout mix supplied. Specific Gravity Ratio (SGR) defined as the ratio of spoil SG to the actual grout SG at the time of jetting can be used as an indicator of successful treatment, with SGR > 1.0 indicating effective soil erosion. Verification coring and testing were implemented to confirm target column diameter and strength of grouted soils have been achieved.

It is with some trepidation that I approach my subject, for I know that I shall at once incur the suspicion of the mechanical engineer, with his concern for boiler tests and efficiencies; of the mining engineer, with his mechanization problems; and of the chemical engineer with his unit processes. Nevertheless, it must be recognized that the technology of fuels, the systematic body of knowledge relating to the production, processing and utilization of mineral fuels, has grown to such proportions and involves so many widely diverse applications of fundamental science and engineering that it behooves us to stop and consider just what its status is in relation to other technologies, as well as in relation to the present and future needs of the social order. The time has come when technologists, applied scientists and engineers must consider the possible effects that their achievements may have on Society. The development of a machine to - -replace -several hundred men is a fine achievement when considered solely from the point of view of creative endeavor. But what of the men who are displaced by the machine! Does not the responsibility for the development of this machine embrace as well the consequences of obsolescence and technological unemployment resulting from such development? I believe that it does and that we must recognize this fact in our practice of engineering and tech- nology as well as in the training of future engineers and technologists. Magnitude of the Fuels Industry Fuel technology is the body of knowledge that relates to the mineral fuels. The fuels industry is by far the most important of all Our mineral industries. The chart in Fig. I, reprinted from U. S. Bureau of Mines Information Circular No. 6643, indicates the compartive values of metals, fuels and other nonmetallic minerals for the year 1929. Of the grand total of 13¼ billions of dollars in value of minerals at the mines, the mineral fuels contributed 48 per cent. Coal, with 34.4 Per cent, exceeded the value of any other single mineral. In fact, the value of the production of the Pennsylvania anthracite mines alone anand exceeds the value of the gold production of the entire world. Petroleum and natural gas in 1929 contributed 14.3 per cent and 3.3 per cent, respectively, of the total value of world mineral production. So much for the world picture; let us now look at the situation in the United States. Over the 60-year period 1880 to '939, $46,409,727,000 of metal1ic products, $80,788,852,000 of fuels (coal, petroleum, natural gas, natural gasoline) and $27,871,-ooo,ooo of nonmetallic minerals other than fuels were produced. Rouez is a recent discovery of a major low-grade sulfide body (± 100 m, 0,6 % Cu, 0.3 % Pb, 1 ,5 % Zn, 21 g/t Ag, 1.5 g/t Au) in a populated farming area of Brittany, France, some 30 kilometres northwest of Le Mans. The discovery is the result of an airborne electro- magnetic (INPUT) survey. It is the first time that the INPUT method has been used in France. The survey Gas successful in spite of the numerous interferences normally found in populated areas. The lack of a good drainage system would not allow the discovery of Rouez using stream sediment geochemistry alone. Ground geophysical surveys confirmed the airborne work and gave sufficient information to make the first hole a discovery hole. The deposit is Proterozoic in age and sediment-hosted. The metamorphism is low grade.

Steel wire weld mesh is a common industry standard surface support used in underground mining, traditionally installed with mining drills during the bolting cycle. As underground mining depth and stress increase, mining methods and their sequences at these depths place challenges on conventional surface support options. These challenges have provided a need for high capacity surface support options that improve development efficiency, reduce the need for secondary ground support installation and is easily installed with current mining equipment. A 5m2 mesh testing machine was built, suspending a 9500kg concrete slab, designed with multiple hold down points to test varying bolting patterns. Mesh load and displacement is accurately measured using a data acquisition system which pushes against the restrained mesh module with an available 200kN load and 1200mm displacement capacity. A testing program comparing conventional surface support, straps and combinations of both were tested for baseline results. New module designs incorporating existing mesh types and new design concepts were manufactured to allow for single pass installation during a bolting cycle. Nine mesh types, mesh/strap combinations and new mesh module designs were compared using the same test method. Based on these results, two high capacity mesh module types are produced. This paper will detail the test program, load and displacement results and underground mesh module performance, describing the two high capacity mesh modules function within the development cycle and manual handling. "The operation of mineral processing equipments is intimately related to the mineral composition of the ore. However unit performances are usually characterized in terms of metal contents or recoveries as this data is easier to obtain than the mineral contents. This paper describes a method that combines the operations of material balancing and estimation of the mineral contents of the ore. The estimated mineral contents can be used for process analysis and diagnosis of operating problems.IntroductionThe ore that is feeding a concentrator is made of minerals that condition the energy requirements for the ore comminution and the performances of the subsequent separation circuit. Indeed a change in the mineral composition of the ore may lead to lower grinding mill throughput as well as lower recovery or grade of the economical products. Despite this relationship is recognized the mineral composition of the ore is seldom measured or estimated to provide regular information for the diagnosis of operating problems. Some methods such as the QEM-SCAN (Whiten, 2008; Lamberg and Vianna, 2006) are available to measure the concentration of the minerals in ore samples but the method is time demanding and plant operators usually base their evaluation of the plant performances on chemical assays of metals or elements since this data is easier to obtain from ore samples.Usually samples of the streams of mineral processing plants are collected on a daily basis to be assayed for strategic elements. The obtained concentrations are balanced to produce coherent data with the material conservation constraint and then used to characterize the day to day operation of the plant in terms of recovery of valuable metals and grades of the marketable concentrates. The behavior of contaminant elements can also be monitored from this data allowing the operators to explain for instance a lower zinc concentrate grade by a more important contamination of iron. However such diagnosis is only partial as the contaminant element can be transported by different minerals. Indeed the iron contamination of a zinc sulfide concentrate may be caused by an inadequate depression of pyrite or due to another iron carrying mineral. A possible way to answer the question is to determine the concentrations of the various minerals in the ore and produced sealable concentrates. Since measuring the mineral contents of the ore could be a demanding task one should consider to estimate this data from the daily chemical assays of the sample collected on the main streams of the circuit. Some authors have already investigated the problem. Whiten(2008) described a method to estimate the mineral contents of an ore sample. Lamberg and Vianna(2006) proposed a method to do a sequential mineral reconstruction followed by a material balance. Few of these methods account for the mass conservation of the reconstructed mineral contents."

A large production of vanadium during the war helped Germany to meet her critical requirements for the ferroalloy metals. Vanadium was needed not only in the ordinary high-speed too1 steels, but in other as a substitute for chromium, nickel, and molybdenum, which were scarce. Lacking a source of vanadium ore, however, the vanadium was obtained as a by-product of the steel industry—va-nadium-bearing pig iron smelted from iron ores containing about o. I per cellt V was blown in converters to yield vanadium-rich slag, from which vanadium was recovered by chemical treatment. The production capacity obtained was said to be about 6,500,000 lb. of vanadium a Year. Although the general Processes of Preparing vanadium-rich slags as well as the recovery methods described herein are known, some of the details presented may be of interest to both the American steel industry and the vanadium producers. No adequate data on the cost of the vanadium produced in Germany are known, but it seems likely that the cost exceeds the commonly quoted domestic price of about $1.10 per pound of contained VzOa. Information on the German vanadium production was obtained by a team of geologists from the Geological Survey* United States Department of the Interior, during investigations in May and June 1945 of the German utilization of low-grade raw materials. These investigations were sponsored by the Chief of Engineers, War Department. It is a pleasure to acknowledge the aid obtained from Messrs. H. C. Smith and J. D. Dickerson, investigators assigned to the Army Ordnance section of C.I.O.S., and Mr. C. F. Park, Jr., of the Geological Survey team. The data on vanadium recovery from iron ores were obtained from the Kaiser Wilhelm Institut fiir Eisenforschung, the Hermann Goring steel plant at Watenstedt, and from notes made by other investigators at other German steel plants. Preparation of Vanadium-rich Slags Most German iron ores contain only about 0.1 per cent vanadium, or even less, but some of the scandinavian iron ores available to the German iron industry in the past contain a little more than 0.1 per cent. In general German practice of vanadium recovery, nearly all of the vanadium in the ore goes into the pig iron, which is blown in the Thomas converter, yielding a slag containing about I per cent V. This slag is remelted, the vanadium again going with the iron, which is again blown in a converter, yielding a slag that averages about 10 per cent V. This slag is treated at special chemical plants, by the process of a sodadizing roast, water leach, and acid precipitation of vanadium oxide. The Herman Goring steel plant at Watenstedt used the low-grade Salzgitter iron ores, the average composition of which is shown in Table I, column I. This slag is remelted, the vanadium again going with the iron, which is again blown in a converter, yielding a slag that averages about 10 per cent V. En la presente investigación busca controlar la dilución del mineral realizando una explotación del tajo con un ancho de minado adecuado (0.6 m) y la selectividad de mineral económico y no económico utilizando el método minado corte y relleno ascendente realizando un análisis comparativo de la evaluación de malla de perforación actual y la evaluación de mallas de perforación nuevas, Tipo 2-1 y Tipo Zig-Zag, donde en esta propuesta se ha obtenido favorables resultados con la malla de perforación implementada puesto que se observa una reducción en el costo de voladura y costo de sostenimiento además de lograr la reducción del porcentaje de dilución.

Paper written on project work carried out in partial fulfilment of BSc Engineering (Mining) The aim of this project is to determine whether certain pillars occurring within the no. 1 shaft and no. 2 sub-shaft ground are feasible for extraction. The extraction of these pillars is essential in prolonging the life of Kloof Main Shaft as its VCR resource becomes depleted. Extraction of these pillars will require a combination of designs and factors, with rock mechanics and ventilation being the main considerations. Primarily for the pillar extraction, an initial production target of150 kg gold, mine able in one year from commencement of ?opening up? was set. The planned target has been exceeded and the feasible pillars identified are expected to yield an additional 1 390 kg of gold to the shaft?s production profile. However, not all the required ventilation designs have been completed to date, the reason being that at the time of the project, many of the pillar areas were inaccessible and thus ventilation conditions are unknown. This project is therefore an ongoing process and will require further design once all targeted pillar areas have been opened up. A preliminary costing analysis of the pillar mining was performed and it was found that all targeted pillars with the exception of 38?61 pillar are profitable.
