El presente texto describe los cuatro mitos sobre las empresas públicas en Latinoamérica. El primer mito refiere al concepto de empresa como algo definido, donde hay una sola definición"correcta" del término puesto que se usaron diferentes enfoques (administrativo y jurídico) y por ende, se crean problemas en la evaluación del comportamiento de empresas públicas. El segundo mito señala que la empresa pública en Latinoamérica es un fenómeno post- depresión -en tanto es el resultado de la depresión de la segunda guerra mundial y estas se limitaron a generar una infraestructura mínima de apoyo a explotadores de la riqueza agrícola de la región. El tercer mito muestra que las empresas públicas son parásitos paraestatales, cuya función primordial es engullir subsidios de las aarcas públicas. El error estriba en el concepto errado del término subsidio y donde se aplica a una situación de dependencia perpetua impueta a la empresa. El último mito señala que las empresas públicas son inferiores a las empresas privadas debido a la clasificación por la naturaleza de su propiedad.

An economic, real-time probe drill monitoring system was developed for Metropolitan Water District’s Arrowhead Tunnels project to quantitatively evaluate ground conditions ahead of a TBM. This system digitally records hydraulic feed, rotation, and percussion pressures and calculates drill advance rates during drilling. These data are computer synthesized to develop a digital representation of the ground ahead, and the resulting “picture” of the ground is distributed to the project team to assist with tunnel construction decisions (i.e., targeting grout holes, optimizing mine-cycle lengths, and avoiding becoming stuck). The analysis and interpretation procedure has now been calibrated and refined using over 5,000 m (3 miles) of geologic face mapping data.

During the response to the Moura No 4 disaster, use was made of the New South Wales Mines Rescue Service’s ‘Mineshield’ inertisation equipment. The equipment had to be transported from Newcastle, approximately 1400 kms, and the liquid nitrogen a similar distance. The time taken, and therefore availability of the liquid nitrogen, became a significant problem. Operational issues were also experienced during use. Typically the liquid nitrogen is converted to a gas (vaporised) before being injected into the mine. However, as the propane gas tanker used for the vapourising unit was delayed, an attempt was made to inject the liquid nitrogen directly down uncased boreholes. This proved unsuccessful.Following the Moura No 4 disaster and the Moura No 2 disaster, recommendations were made relating to having inertisation capacity for the Queensland coal mining industry. Today the Queensland industry has multiple options available for inertisation, including the high-volume GAG and smaller volume units such as boilers and membrane separation units. Although it ultimately aided re-entry into Moura No 4, most likely due to the issues associated with supply to Central Queensland, liquid nitrogen has not found favour within the Queensland industry as an inertisation tool.Coregas has commissioned an air separation plant in Mackay, improving the availability of liquid nitrogen to Central Queensland. Based on the availability of this nitrogen, recent sealing operations at Kestrel have trialled using liquid nitrogen and associated vapourising units. THERE has been interest recently in the conditions under which dislocation pipe diffusion may be observed. In order to extend the measurements to temperatures below Tm/2, where pipe diffusion becomes more important, a chemical sectioning technique was developed for silver single crystals which makes possible the removal of layers of 100A or less. The procedure is briefly as follows. Silver single crystals of 99.995 pct purity were cut in the form of discs t by 4 in., electropolished, and electropolated with Ag110 to about 1000A thickness. The thickness was determined by calibrating the activity with the weight of heavier platings, up to 10,000A. Both diffused and undiffused samples were sectioned in a two-step process. Reaction with a solution of iodine in alcohol formed a thin, even layer of AgI, which was then dissolved in a KCN solution. The reaction rate of the iodine solution varied slightly over a period of time, so that the thickness of the stripped layers, while quite even and regular for a given specimen, ranged from 65 to l00W for different specimens. This variation was checked by using a thickly plated standard with each run. Layer thickness was determined from undiffused samples by the point where the layer activity drops to half the maximum. This maximum intensity also provides, with appropriate corrections, the initial concentration per layer co. Because of the small penetration distances, it is necessary to use the exact solution of Fick's law for a source of finite thickness.' For a plating of thick- where c is the concentration at depth x. flj the error function, D the apparent diffusion coefficient, and t the time. The diffusion coefficient was obtained from the concentration-penetration data by extrapolating to x = 0 where c/co = erf h/2(Dt)1/2 Enough points were taken to impart confidence in the accuracy of the intersection, generally about ten layers. Four temperatures were used as in Table I. For best accuracy, t and h were chosen to give values of the parameter (Dt)1/2/h between 1.0 and 1.7. A typical concentration-penetration curve is shown in Fig. 1. The diffusion coefficients calculated from Eq. [I] are plotted in Fig. 2. For comparison, the high-temperature data of Tomizuka and sonder 2 which go down to 630°C are plotted as the solid line 2(a) from their expression D = 0.40 exp (-44,090/RT). Also for comparison, the lowest temperature point of Hoffman and Tumbull3 is plotted. It is apparent that our data diverge appreciably from the high-temperature extrapolation by 373°C. Acid mine drainage (AMD) is a perennial problem particularly in abandoned mines, occurring due to the oxidation of sulphidic mine wastes. AMD is usually characterized by high concentration of dissolved metal ions, sulphate and low pH. The efficacies of substrates such as rice husk and the bark of Eucalyptus tereticornis (Sm.) are assessed for the removal of metal ions such as iron, zinc and copper from acid mine water obtained from an abandoned copper mine. Over 99 % of Fe, 98 % of Zn and 95 % of Cu removal could be achieved from acid mine water, with a concomitant increase in the pH value by three units using rice husk as an adsorbent. With respect to tree bark as an adsor-bent, about 96 % of Fe, 75 % of Zn and 92 % of Cu could be removed from the acid mine water with an attendant increase in the pH value by two units. The free energy of adsorption of the metal ions onto rice husk and tree bark is found to be negative in both the cases, while the adsorption process is endothermic in the case of rice husk and exothermic for tree bark. The adsorption process is found to adhere to the Lagergren pseudo-first order rate equation. The reduction of sulphate con-centration in the acid mine water is achieved using a typical sulphate reducing bacteria namely De-sulfotomaculum nigrificans. Desorption experiments indicate that about 88 % of Zn, 87% of Cu and over 77 % of Fe could be recovered from rice husk and over 70 % of Fe, 82 % of Zn and 77 % of Cu could be desorbed from the metal loaded tree bark using 5 M HCl. The possible mechanisms of metal ion and sulphate removal from acid mine water using rice husk and tree bark are discussed.

A new comprehensive insitu instrumentation technique named this RCC Method has been developed for rapid assessment and improvement of the structural stability of underground openings. When applied to tunnel construction, the degree of present and prospective safety of underground openings can be determined in quantitative terms within 10 to 20 minutes of microcreep observation. When applied to mining, roofs and floors can be stabilized by controlling the stress conditions. This stress control method has eliminated the need for intensive roof bolting and extensive floor renewal in all cases where it was applied. Use of this technique is illustrated by field examples from the Seikan Undersea Tunnel of Japan and deep potash mining in Canada. NEW INSTRUMENTATION TECHNIQUE: THE RCC METHOD Failure problems in underground excavation usually arise in weak non-elastic grounds where conventional rock mechanics theories of elasticity are not only useless but also misleading. Presently, discontinuity planes in the ground are being considered a factor in assessing these failure problems, and while this development is interesting academically, it is not of much use in actual excavation work, where it is nearly impossible to identify and quantize all existing planes of discontinuity. Even if such an extraordinary task could be accomplished at an underground excavation site, effective use of the data would be difficult and impractical for rapid excavation work, with the possible exception of rare cases of ideally elastic ground.

The effectiveness of an industry's safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information.3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and "service? contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. The increasing trend toward high-capacity face loading equipment has demanded equally efficient haulage methods; this has been met by increasing mine-car sizes, using larger locomotives, and increasing haulage speeds, all requiring properly installed and maintained haulage roads specifically designed for this type of traffic. The recommendations and specifications included in this circular were made to point out salient factors important to the proper construction and maintenance of track haulage roads and to serve as recommended standards for track installation and maintenance. "Aluminum has the disadvantage of low strength. In order to obtain the high strength composites, crystals were refined in the composites. Grain refinement was approached at two process points, generating new grains and grain growth. It is important for refinement how to control the grain growth. Spark plasma sintering (SPS) technique and TiB2powder addition prevent grain growth. To investigate effects of strain and additives to the alloy, aluminum powder was sintered at 70 MPa and 80 MPa, changing the content of TiB2additive powder by SPS method. As the results, the crystal grain size was finer in the composite sintered at higher sintering pressure and with larger amount of additive, though over 1.0mass% TiB2addition dissuades grain refining. These grain refinements improve hardness and tensile strength of sintered aluminum alloys.INTRODUCTIONAluminum matrix composites have low density, high specific strength, and low cost. Their applications are growing continuously in the field of automotive and aerospace industries. Recent studies to improve their good mechanical and tribological properties use different ceramic materials such as Al2O3(Das, Munroe, & Bandyopadhyay, 1996; Ashwatha & Anthony Xaviorb, 2014),SiC(Hassani, Bagherpour, & Qods, 2014), B4C(Ehsan, Masoud, Touradj, Amir Hossein, & Ali, 2015),TiC(Ehsan, Ali, Masoud, Kamyar, & Touradj, 2017), and TiB2(Fei & Zhong-Hua, 2013).On the other hand, grain refinement is also an important techniques for improving the properties of aluminum alloys. Finer grains improve the mechanical properties of the alloy. For cast and wrought alloys, addition of grain refiners in molten alloys accelerates generation of nucleus and suppresses grain growth. Al-Ti-B alloy is generally added as grain refiners in the molten aluminum alloys(Easton & Stjohn, 2001). Especially, TiB2has very high melting point, low density, and excellent hardness. Therefore, TiB2was selected as additions into aluminum alloys. Liquids reaction leads to high cost, oxidation, discoloration of molten alloy, and clustering of additive powder as compared with solid reaction such as sintering. However, sintering of aluminum alloy powder with ceramic powders is difficult for oxide layer surface. Recently, we take attention to spark plasma sintering (SPS) as advanced sintering process. SPS process can easily sinter a high quality specimen at a lower sintering temperature and in a shorter time than conventional sintering processes. By SPS process, we have sintered titanium powders that are as difficult to be sintered by any other processes as aluminum powders, and improved mechanical properties by adding hard ceramic powders TiC and TiB(Kamegawa, Izui, Komiya, Kobayashi, & Arimoto, 2015; Sampei, Izui, Komiya, Shigimura, & Suzuki, 2015). Furthermore, it is important to consider not only pure aluminum but alloys for solid-solution or precipitation strengthening. Actually, pure Al does not have enough strength compared with the alloys. Al-Cu alloy and Al-Mg alloy demonstrate adequate strength for industrial and commercial sectors. Al-Mg alloy retains good formability, and has high resistance to corrosion. It is therefore used for many applications. We must consider alloying processes. The most cost effective process is blended elemental technology where alloying elements are added to base powder as elemental or master alloy powder (Smugeresky & Dawson, 1981; Yasue, Radjai, Miwa, & Sakaguchi, 2003; Bolzoni, Esteban, Ruiz-Navas, & Gordo, 2012)."

Paper presented at Mineralisation in the Caledonides, the Mike Gallagher memorial meeting held in Edinburgh, 27-28 June 1996. Oxygen isotope analysis indicates that quartz, carbonates and muscovite could all have formed in near-isotopic equilibrium with the mildly saline H2O-CO2 ore fluid at 330 degrees C. Calculated values for O, C and S in the ore fluids imply derivation from a deep, homogeneous source region and are consistent with formation either as a direct or an indirect result of igneous processes. Values for delta-O18 plot a little outside the accepted magmatic range, but have almost certainly been modified by exchange reactions with wall rocks. These reactions were also the most likely cause of deposition of the ore constituents. The chemical and isotopic character of the fluid was similar to that in many Archaean and later mesothermal auriferous vein systems, especially the Mother Lode region of California. INTRODUCTION It is recognized that, for a variety of reasons, some companies in the mineral industry today are by no means cash-rich and, in fact, are reporting a growing proportion of long-term debt in their capital structures. A review of recent balance sheets of small, medium-size, and some larger companies, indicates that a fair number still have substantial positions in cash equivalents such as U.S. government issues and other short-term money market instruments. In part, this paper concerns itself with companies which have sufficient cash and equivalents and/or cash generation to internally finance mining projects or expansions but which, for some reason, choose to borrow funds. Misconceptions which appear to frequently underlie so-called "leveraging" decisions are explored in this paper. Also considered arc' those circumstances under which any company, including one that is cash rich, should consider borrowing for a project in an amount beyond what would otherwise be necessary based upon its internal financing ability. I do not attempt to cover the raising of equity capital in public markets in this paper. OVERALL RETURN ON INVESTABLE CASH If you approach an individual with an investment which can be financed from savings, or by borrowing at a rate higher than one is earning on savings, that individual will quickly tell you that to pay interest at a rate higher than is being earned on savings would reduce overall income. Assuming that additional investment opportunities are not currently being considered, the individual concludes that a draw-down on savings, leaving a cushion for contingencies suited to individual circumstances, is the correct financial decision. For reasons discussed later, the simple mathematical logic leading to this conclusion tends to become obscured at the corporate level. When Leveraged Studies Are Inappropriate or Premature Surprisingly, I have heard of a number of companies that could afford to finance an investment solely with internal funds, which have made DCFROR (i.e. discounted-cash-flow rate-of-return) studies not only on a 100% equity basis but also on a leveraged basis. Certainly, a leveraged study would be appropriate if additional projects were competing for more capital than was available internally. Often, however, other projects are not far enough along to warrant a leveraged study and there is some danger that a project may be undertaken because it has an estimated acceptable rate of return, on a leveraged basis, that is not ultimately earned because some of the other projects are postponed or abandoned and borrowing is less than expected. For the above reasons, until it has been determined that (1) borrowing is a reasonable certainty for a particular project and (2) the timing and amount to be borrowed has been determined within a reasonable range of accuracy, I believe it is inappropriate and misleading to calculate DCFROR for a project other than on a 100% equity basis. Even when there are several projects currently competing for funds and borrowing will be required to finance one or more of them, using the common yardstick of calculating DCFROR on a 100% equity basis is a safer method to initially evaluate and compare the attractiveness of the projects. Many companies, whether they would have to borrow or not, will reject projects that on a 100% equity basis do not meet their minimum rate of return standards. Some companies which have to borrow will undertake a project provided the project's DCFROR on a leveraged basis meets its minimum return standards. "The financial valuation of mining assets has a number of fundamental differences to the valuation of many other asset groupings. One such difference is that typically, the greater proportion of both the cost and revenue sides of the cash flow are inherently governed by systemic market forces.As a result, the range of outcomes for the valuation of each mining asset is more unpredictable, with higher levels of risk and uncertainty. In contrast, the management function of many other non-mining businesses or industry groups can control at least a portion of the cash flow by maintaining the margin or controlling the sales price. The management teams of mining businesses and operations typically have limited options, and are thus price-takers for both costs and revenues. As mining is an inherently cyclical industry, large, long-life operations can exist through several price cycles, making valuation both subjective and challenging.The outcomes of both static- and stochastic-based valuations, as well as the internal probabilities of the associated cash flow statements, are significantly impacted when the correlations between the appropriate parameters are quantified, modelled and incorporated into the valuation framework. The appropriate parameters for correlation modelling primarily include those that are governed by systemic market forces. Applying this process results in a different risk profile for the asset by allowing the risks resulting from systemic market movements to be more accurately quantified and then objectively minimised. The conversion of organic matter to petroleum by hydrothermal activity is an easy process, occurring in nature in many types of environments. Geologically immature organic matter of marine sediments is being altered by this process in Guaymas Basin (Gulf of California), Escanaba Trough and Middle Valley (northeast Pacific), Bransfield Strait (Antarctica), and Atlantis 11 and Kebrit Deeps (Red Sea). Contemporary organic detritus and viable microorganisms are also converted in part to petroleum-like products by the same process when present to become entrained, as for example on the East Pacific Rise at 13o N and 21o N and on the mid-Atlantic Ridge at 26oN. The hydrocarbon products (methane to asphalt) generated in all these areas have been elucidated in terms of composition, organic matter sources, and analogy to reservoir petroleum. This petroleum represents a major input of carbon to the primary chemosynthetic productivity of hydrothermal vent systems and may be important to interactions with metals in hydrothermal ore formation.

INTRODUCTION IN June, 1911, the writer spent a few days in studying the economic geology of the vicinity of Park City. During this rather hurried visit a number of specimens of ore were collected, which have since been examined. The results of these investigations show that bournonite (PbCuSbS3) is present in the ores in greater or less quantity. This fact has never before been reported, as far as can be learned. The failure to recognize this mineral is due to its similarity to tetrahedrite, with which it has probably been confused during a long period of years. Jamesonite (Pb2Sb2S5) has been reported from the region in a rather doubtful manner, but the writer has seen it in notable amounts from several mines, and can offer the first analysis of this mineral from the district. Calamine (H2Zn2SiO6) was found at one mine and has never been recognized and reported from the district.

Pumice and pumicite are siliceous volcanic substances quite similar in chemical composition , but somewhat different in physical properties , manner of formation , and mode of occurrence . Production in the United States has increased from 23,271 tons valued at $ 94,943 in 1910 , to 56,843 tons valued at $336,099 in 1930. Both pumice and pumicite are included in these figures as it has been impractical to collect statistical data on the separate commodities .

"This paper describes an innovative case history of using jet grouting to form a groundwater cutoff wall at the interface of a cut-and-cover construction and an existing tunnel. The design of the jet grouting layout was complicated by the presence of a left-in-place bulkhead of unknown dimensions abandoned by previous construction of the existing tunnel. Jet grouting was performed through predrilled holes within the narrow space between the existing bulkhead sheeting and tunnel structure. A systematic sequence of primary and secondary jet grout elements of varying diameters and panel lengths was executed to achieve an effective groundwater barrier. A key challenge in the jet grout design was the impact of potential deviations due to shadowing effects of the left-in-place bulkhead sheeting and pre-formed jet grout columns, as well as overbreak concrete in adjacent secant pile walls. The flexibility of the jet grouting methodology enabled a wide range of operational parameter combinations to be performed, allowing column diameters to be adjusted based on actual field installation measurements. Special precaution was exercised when grouting at critical locations to avoid over-pressurization and damage to the existing tunnel structure.IntroductionThe 96th Street Station box for the new Second Avenue Subway Line in Manhattan, New York included a transition tunnel, which connected the station to an existing tunnel built in the early 1970s (Figure 1). The new station and transition tunnel were both constructed using the cut-and-cover technique with bottom-up sequence (Aksman et al. 2012, Grigson et al. 2016). The main station structure incorporated permanent diaphragm walls for most of its length, except for the southern segment where high rock levels were encountered and the station box was constructed within temporary secant pile walls socketed into the rock. The permanent diaphragm walls were also utilized for temporary excavation support (Ho and Hu 2014). At the northern end of the site, the new transition tunnel was constructed within temporary secant pile walls that extended from the station diaphragm walls to the existing tunnel at the tie-in location. A temporary traffic deck spanning 60ft across the secant pile and diaphragm walls along the full excavated length of the site allowed traffic to continue operating at street level while construction of the station and transition tunnel progressed below grade."

Demonstration of Solid-Liquid Separations Using Recycled Supernatant that Contains Temperature-Responsive Polymer The effective use of recycled supernatant that contains temperature-responsive flocculant is demonstrated for solid-liquid separations. The recyclability of poly(N-isopropylacrylamide) (PNIPAM) of several different molecular weights and a 15 per cent negatively charged derivative are compared. Batch settling tests of a-alumina suspensions are first conducted at 50¦C, with a subsequent 25¦C period, after which the supernatant is harvested and used to flocculate subsequent suspensions. Using this procedure consecutive separations are obtained with the repeated recycling of uncharged PNIPAM containing supernatant. Batch settling tests indicate that hindered settling rates increase with molecular weight of PNIPAM. Adsorption studies indicate that strong adsorption of PNIPAM onto alumina occurs with PNIPAM at 50¦C and that significant desorption occurs after cooling at 25¦C. However, the extent of desorption decreases with molecular weight resulting in low amounts of PNIPAM for recycling and poor settling behaviour when high molecular weight PNIPAM is recycled. Little recyclability was evident using the negatively charged PNIPAM. On the basis of these findings a recycling-thickener apparatus that uses low molecular weight uncharged PNIPAM is proposed.

The compound material of Nano-TiO2 Supported on the diatomite was prepared by the hydrolytic method with purified diatomite and TiCl4. The compound material was characterized by SEM, XRD, TEM, EDX, XPS, and the application test of the compound material was studied. The characterization test results showed that the Nano-TiO2 was coated on the surface of diatomite, the crystal of TiO2 is anatase, and the average crystal size is 12 nm. The pore diameter was reduced, but pore volume and surface area of the compound material are increased after Nano-TiO2 Supported on the diatomite. The application test results for treating coking waste water and formaldehyde gas show that the compound material of Nano-TiO2 / diatomite has adsorption and photo-catalytic function and strong degradation performance for phenol and formaldehyde.
