Hawai'i is surrounded by a series of potentially valuable marine mineral deposits. These include manganese nodules between Hawai'i and Mexico, cobalt-rich manganese crusts and phosphorites in the Exclusive Economic Zone around the Hawaiian Island Archipelago, Johnston Island and the neigh- boring island states and sand and gravel deposits off the main Hawaiian Islands largely in State waters. Hawai'i has an economy that is very narrowly based on the tourist industry. In an effort to avoid the difficulties coming from such a vulnerable economy, significant efforts have been made toward economic diversification. The State has set up a range of programs looking to find new industries. New ocean industries figure prominently among these efforts as Hawai'i is surrounded by ocean. Naturally, among new ocean industries the potential for new marine mineral industries is significant given that Honolulu is the only full service port in the Central Pacific and Hawai'i is in the middle of the mineral belt. The port of Honolulu is now being actively used by mineral exploration vessels of several countries and with the current number of ship visits varying from 10-15 per year, this puts several million dollars a year into the State economy. It helps to fulfill the State's goal of dynamic growth in the ocean sector of the economy. Nonetheless, a major marine minerals industry, particularly one which would involve processing of minerals in Hawai'i, is controversial in a State whose main source of revenue is tourist expenditures based on the image of a pristine environment. In addition to the perceived threat to the hotel and fishing industry, is the whole highly emotional debate concerning preservation and development. To complicate the issue further, the major interest in developing a marine minerals is currently largely from Korea and China rather than from domestic U.S. industry. On the other side of the debate is the fact that the State's economy is hampered by many low paying jobs and a lack of technical jobs. This is further exacerbated by the fact that lower paying jobs are held disproportionately by people of Hawaiian and Pacific Island ancestry. Naturally, this leads over time to a certain amount of resentment. The higher paying technical lobs associated with a minerals processing industry could help to alleviate this problem.

The treatment plant at The Great Boulder Proprietary Gold Mines Limited was designed and erected by Chas. Ruwolt Proprietary Limited in 1934 to mill 12,000 short tons per month. The flow sheet called for fine grinding, straking, flotation, roasting of the flotation concentrates and cyanidation of the resulting calcine.In 1937 considerable alterations and additions were made to the plant. The grindin,g section was duplicated with addition of two 8 ft. x 6 ft. Abco Ball Mills to increase the throughput to 28,000 tons per month, and the flow sheet was changed from "straight flotation" to "precyanidation and flotation" neeessitating the addition of thickeners, agitators, Oliver filters and Edwards roasters.A further change to the flow sheet was made in 1942 with the introduction of sulphur dioxide conditioning ahead of the flotation section, to permit the treatment of 500,000 tons of oxidised ore. Since that date no major alterations were made to the flow sheet or equipment until 1950, when the modifications set out in this paper were commenced with the object of reducing costs and increasing plant efficiency.These modifications are dealt with under the section headings and are therefore not necessarily in chronological order.CRUSHING SECTIONThere has been no material alteration in this section although at the time of writing a 650 ton capacity ore bin is being erected ahead of the primary Jaques crusher. Deposit of Jinbaoshan platinum group metals (PGMs) ore ranks the second in Yunnan province, China. Study on process mineralogy shows that the grade of copper and nickel in the ore is just 0.16% and 0.20% respectively. Moreover, the impurities magnesium and iron and silicon are rich in the ore. The copper and nickel sulfides in the ore, especially the minerals of PGMs, are finely disseminated with the gangues like serpentine. Fine grinding is necessary, and high content of MgO in the concentrate is inevitable through traditional flotation technology on the basis of process mineralogy studies. Achievements on process mineralogy studies are applied to guide the flotation tests successfully. Progress on flotation has been made through comprehensive studies. Suitable grinding by two stages is required for the finely disseminated PGM sulphide ore to achieve the liberation of valuable minerals. Stage grinding and stage separation shall be conducted for a better recovery of valuable minerals. The oxidation state of mineral surface of sulphides has a profound effect on flotation of the ultra-fine sulphides, especially the pentlandite. The combined use of collectors enhances the selective collecting on the ultra-fine and low-grade valuable minerals, is of critical importance.

Scale inhibitors and slow-release polymers were tested by the Bureau of Mines at mine drainage treatment facilities. The scale inhibitors were investigated to determine their effectiveness in controlling gypsum (CaSO4) scale; the polymers were investigated to determine their effectiveness for increasing settling rates of suspended iron hydroxide. Two types of scale inhibitors were tested at a site having a severe CaSO4 scaling problem. Both proved to be effective in controlling scale formation; in addition, one caused the dissolution of CaSO4 deposits. Slow-release polymers were tested at three mine drainage treatment facilities. These gelatinous polymeric flocculants were found to be convenient and easy to use, but only effective when pH could be controlled.

Recycling helps to save energy and is good for the environment. It is also important for preserving the limited natural resources. In addition, recycling creates economic benefits and frees up space at the landfill sites. Process Research Ortech Inc. (PRO) has conducted extensive testwork in the area of waste processing and recycling. A process was developed for the recovery of Zinc from galvanized steel by alkaline leaching followed by solvent extraction and electrowinning. Extensive testwork has been conducted at PRO to obtain a useful by-product from rice husk. Rice husk was combusted in a gas/solid reactor to obtain an environmentally acceptable amorphous silica ash suitable for use in high strength concrete. In another development, vanadium was recovered from fly ash by separating carbon first, followed by alkaline pressure leaching, solvent extraction and precipitation. PRO has also developed an environment friendly process for treatment of industrial wastewater for its reuse to obtain zero or minimal effluent discharge. In this paper, four case studies related to recycling of zinc scrap, controlled combustion of rice husk, processing of fly ash, and reuse of waste water will be discussed.

Despite the importance of the primary crushing stage, performance optimisation is not well analysed with sufficient focus to give improvement opportunities. At the Newcrest owned Telfer operation, liner life plays an important part in scheduling planned maintenance. Major consideration is given to monitoring crusher performance, as the highly abrasive nature of the feed significantly impacts the liner wear life. A study was undertaken by the lead author which focused on establishing a strong baseline of accurate data pertaining to the performance of the crusher, in terms of, operating parameters, liner life and key machine design factors. As part of the study, mining feed materials were examined for a particular set of liners and this revealed that improved methods should be pursued. Due to the competitive nature of the mining industry, the business solution to complex problems with long shutdown cycles should be streamlined to incorporate a non-operational modelling approach that is significantly more efficient than traditional online trial and error methods. In order to dramatically reduce the time and business risks, it was decided to engage services to model and simulate the liner life by varying main operational and mechanical factors. The key to all simulation work is gathering high quality baseline data. Such data allowed deployment of the Kinematic Crusher Model and validation of the model against worn 2D wear liner profiles. The proven model was then successfully deployed to predict operational values that defined crusher performance. To enhance the study, further investigation into a set of mechanical and operational simulations generated a sensitivity matrix measuring key performance parameters throughout the wear life of the liners. The study revealed throughput as a highly sensitive parameter and a change in eccentric throw provided the greatest improvement in extending liner wear life.

A recent design-build project in New York involved various degrees of additions and improvements to four existing transit stations. Reuse of the existing foundations was considered a more sustainable alternative than constructing new foundations for the project. This approach mitigated the extent of demolition work and limited the amount of downtime for track operations. A key challenge for reusing the existing foundations was the lack of as-built drawings. In order to obtain some measure of confidence for the proposed foundation reuse, non-destructive investigation technology was adopted to evaluate the structural integrity of the piers and foundations. A total of 47 piers for the existing passenger platform were investigated for possible reuse. Several test pits, excavated to verify the foundation type and configuration, indicated the piers were founded on a combination of shallow footings and drilled shafts. Pile integrity tests were performed to verify the length of the drilled shafts. Geotechnical capacity of drilled shafts was evaluated for side friction and end bearing resistance, and confirmed using a proof load test conducted from the existing platform structure. This paper presents the investigation methodology and discusses the approach adopted for geotechnical design of the existing foundations for reuse.

Ernest Henry mine (EHM) is an Iron oxide copper-gold sublevel cave mine located 30 minutes north of Cloncurry in North-West Queensland. The underground mine lies beneath open pit excavations, which were in operation from 1999 to 2011. Fault structures carry large quantities of water from the cover sequence aquifer into the underground mine area. The open cut excavations exacerbates vulnerability of the underground mine to the high intensity wet season storms of northern Queensland. These factors combine to make hydrogeological issues high priority for mine operation. Water-related risks include the cost of removing water from the mine, flooding risk and mud rush potential.Turnover of key technical staff in late 2015 at EHM resulted in the mine being left in an untenable position of losing the primary source of technical knowledge. Due to encouragement of cross-disciplinary activity coupled with workload and resource sharing, the management team were confident in utilising on-site personnel to offset loss of experienced personnel.Remaining geology personnel took additional responsibility for hydrogeological monitoring equipment and planning of upcoming work. Consultant input was limited to review only and an emphasis was placed on knowledge transfer to the geology team. Using this strategy, a 13 hole dewatering program was successfully implemented, achieving a significant water level drop in areas of elevated hydrological risk, whilst also upgrading the hydrological monitoring sensor array.Through a development program centred on cross-disciplinary exposure, the technical team was able to retain key technical knowledge despite staff turnover and produce strong results outside traditional training and roles. As part of its program to conserve the Nation's natural resources by developing improved performance materials, the Bureau of Mines, U.S. Department of the Interior, in cooperation with the U.S. Department of Energy, has conducted an investigation of materials of construction able to withstand the high temperature and hostile environments encountered in coal gasification units. Refractory pipe liners are required when extremely hot gases or abrasive solids are transported between processing units in the gasification plants. One promising technique for producing refractory pipe (or refractory pipe liners) is centrifugal casting. For this study, the effect of processing variables such as workability, additives, reinforcement and spinning time, and centrifugal force were evaluated using four commercial refractory concretes. In addition, data on characteristics such as strength, density, abrasion, and spalling resistance of 5-inch-diam refractory pipe were developed. Techniques for forming large-diameter (19-inch) refractory pipe also were evaluated. The test results indicated that all four refractory concretes could be made into strong, homogeneous pipe, but that optimum casting parameters had to be determined for each specific composition. The investigation revealed that the major controlling factor in the production of the centrifugally cast pipe was the workability of the refractory concrete.

This paper describes studies into two particular aspects of the Lochiel deposit which formed part of feasibility level geot2chnical and hydrogeological investigations for proposed open cut mine development. The two aspects were depressurisation of thick beds of silt located through the profile and the determination of characteristics and origins of soil structure and their effect on pit stability. The studies were very detailed and multi disciplinary and highlight the integration of geology, geotechnics, hydrogeology and mining that is required for mine development studies. It is considered that as more marginal deposits are developed throughout the world the demands for efficient economic mining together with in- creasing scales of operation will require simi- lar types of studies. As such the studies pre- sented herein are likely to be a forerunner to a,emerging trend for development of open pit mines in difficult ground and water conditions.

Binary alloys of molybdenum and tungsten were prepared by the Bureau of Mines in laboratory-scale experiments by hydrogen reduction of their vaporized hexafluorides. Near-optimum deposition parameters were determined, and the nature of the deposited alloys was investigated. Dense, homogeneous alloys were codeposited between 650° and 750° C with a reduction efficiency of more than 75 percent. The alloy composition was uniform when the hydrogen ratio in the gas feed mixture did not exceed 3 times the stoichiometric requirement. Regulating the proportions of the metal hexafluorides in the gas feed provided a large degree of control over the composition of the deposit. Hardness of the deposits varied directly with the proportion of excess hydro,,,, in the gas feed and with the weight-percent of tungsten in the alloy. Hardness was not affected by deposition temperature over the range 650° to 750° C for specimens of similar composition. Extreme brittleness and unsuitable physical shapes of the alloys prevented tensile strength measurements.

The control of environmental effects, especially blast vibration and airblast, has become a dominating planning criterion for most surface blasting operations. Compliance with existing regulations is generally achieved through constraints in the blast design, or monitoring programs. Commonly, blast vibration and airblast signals are rated and compared by their maximum amplitude and the associated principal frequency. However, this data reduction limits the interpretation of the influence of varying blast design parameters on the vibration and airblast.

A spectrochemical procedure applicable to the determination of iron, manganese, and magnesium in titanium metal and to the determination of alloying constituents in three types of titanium alloys is presented. Acid solutions of samples and standards are excited with a spark-type discharge and porous-cup electrode arrangement. The method is particularly applicable for analyzing samples for which a self-electrode method cannot be used. Calibrations are accomplished with synthetic standard solutions, resulting in a primary method that makes calibrations based upon results of other analytical methods unnecessary. Replicate determinations are reproduced to within 5 percent, and the average percentage deviations from reliable chemical values are less than 6 percent. The method can be extended readily to determine additional elements that are similarly soluble and have similar spectral sensitivities. It also can be used as a starting point to establish standards for a direct sparking procedure for analyzing titanium alloys. In view of the absence of established reliable analytical methods in the titanium industry, the spectrochemical method described here should prove to be a timely contribution.

The Bureau of Mines, in cooperation with the Florida phosphate mining industry, investigated the dewatering of waste phosphatic slimes. Part of this investigation was to determine the electrophoretic mobilities and cation exchange capacities of the slimes. The mobilities and exchange capacities are reported for samples of slimes taken from 15 plants operating in the Florida land-pebble phosphate district that includes Polk,Hillsborough, Manatee, Hardee, and DeSoto Counties. The electrophoretic mobilities determined were all negative, ranging from -0.24 to -1.93 (micrometers per second) per (volt per centimeter). Also reported are frequency distributions of electrophoretic mobilities, electrophoretic mobilities of slime diluted with distilled water and electrophoretic mobilities of sand-slime mixtures. The cation exchange capacities ranged from 17 to 45 milliequivalents per 100 grams of slime solids.

Our planes have ranged from the Alaskan boundary on the west to the Labrador coast on the east, and from the Transcontinental railway north to the Arctic circle. Our prospectors, carried on trips of hundreds, and occasionally thousands, of miles, have gone over large sections of country which were never before explored, and at the end of the prospecting season the Company finds itself in possession of several groups of important gold claims, which look most promising. In addition to this, we have been in contact with deposits of almost every known mineral.

The dream of constructing the new Second Avenue Subway in New York has finally become reality as the first construction contract package is currently underway. This first contract requires the construction a TBM Launch Box in the middle of Second Avenue from which a Tunnel Boring Machine (TBM) will bore two tunnels south to 63rd Street. This paper will discuss the design of this contract and how construction has progressed including preparation, site constraints, utility construction and com-munity impacts while highlighting the challenges of working in an urban environment. It will also discuss moving forward on this major project outlining the remaining contract packages including their scope and status.

Exploration budgets are commonly determined by "rules of thumb" such as a percentage of earnings or other fiscal measure. An appropriate exploration budget is the amount needed to achieve the goals of the company. It can be determined by discounting the income expected from achieved goals. Budgets for individual projects are determined in a similar manner except that risk of failure is included in the computation.
