"1. INTRODUCTION- WHAT IS P3 OR PPP ?The Public Private Partnership (PPP or 3P) is a project delivery scheme based on the government providing land and/or a concession agreement, and on a private entity providing the design, construction, financing, operation and maintenance of the project for an extensive duration of time (up to thirty years). At the end of the operation-maintenance period, the project is turned over to the public entity, which fully owns the project at all times. While there are many PPP delivery schemes used around the world, for the present paper, we are going to analyze the impact of the Design-Build-Finance-Operate-Maintain (DBFOM) scheme on the deep foundation specialty subcontractor. There are couple of reasons that the PPP delivery system started to be used and implemented not only by developed nations (e.g. United Kingdom, USA etc.), but also by the International Development Bank for delivering major infrastructure projects in developing nations. From the point of view of government agencies, some of the reasons to use PPP are the following:??The primary use of private capital in an era where borrowing and/or supplemental taxation represents too much of a political risk. Budget deficits and taxation limits are extremely hot topics in every election (national or local) and the level of education of the electorate in this area is making it more and more difficult for politicians to use borrowed funds and additional taxation finance sources for public projects. At the same time, we see an increase in the social expenditures of the government in parallel with a needed increase in expenditures on infrastructure due to aging and neglect.??Bundling the construction risks with the operational and maintenance risks naturally pushes the private entity to increase the level of innovation and communications in the primary phase ( the construction phase) in order to develop future process based upon the innovation and communications utilized in the operation and maintenance phase of the project. This is true if contractual incentives are properly structured because “all revolves around incentives. In a world of ‘incomplete’ contracts, where it is difficult to foresee and contract about uncertain future events, it is important to get the incentive structure right” (Grimsey and Lewis, 2004).??The transfer of very expensive risks such as differing site conditions, schedule, design, construction, maintenance and operation costs from the public authority to the private entity.??The timespan of development and construction of a PPP project is usually shorter than the traditional procurement process (e.g. “ the I-595 P3 provided capacity improvements fifteen years sooner than a conventional plan would have offered. In Maryland, an innovative expansion of the Seagirt Marine Terminal in the Port of Baltimore was completed two years ahead of schedule due to the P3 model. As a result, the Port of Baltimore is only the second port on the US East Coast to have unrestricted access to both a fully functioning 50-foot channel and 50-foot berth.”)"

Pelletizing of iron ore fines is an important process used to produce high quality of raw materials for the subsequent reduction processes in the ironmaking industries. The process involves the production of green pellets and subsequent induration on a traveling grate furnace to promote inner partial melt and agglomeration which confer physical and metallurgical proprieties appropriated to the subsequent reduction processes. The pellets are produced with addition of charcoal to improve efficiency in the reduction processes. The lignin coal from sugarcane straw is an alternative source to replace the charcoal or coke in the self reduction of pellets. This work focused on the influence of biomass on the chemical kinetics parameters inner agglomerate pellet structure under industrial process conditions of the travelling grate furnace due hot gas flows within the pellets.

"Ethylene has been produced in aqueous solution from CO2 by the electrochemical reduction driven by a natural energy. This process is useful for storing a large amount of the natural energy. In the closed system, the conversion efficiency of CO2 is almost 100%, and the maximum selectivity for the formation of ethylene is more than 70%. On the other hand, the current efficiency for the competitive reduction of water is less than 10%. The electrolysis is practicable under such special conditions as three-phase interface consisting of gas, solution and metal, concentrated solution of potassium halide, low pH and copper or copper halide-confined metal electrode. These requirements are thoroughly examined, and the grounds to reply upon are revealed. A series of chemical apparatuses including an electrolytic cell in a large scale are designed for the ethylene production, which allow us continuously to supply raw CO2 and to extract the product.IntroductionIn connection with the depletion of the petroleum reserve, much attention has been paid to the utilization of natural energies such as sunlight, wind force and waves. However, these energies are always changeable, and some means of storing them are necessary for the common use. In general, natural energies are transformed to the electric energy at the time of utilization, but the electricity is not very storable. This is one of the reasons why the application of natural energy is not so expanded. On the other hand, the storing of natural energy by plants is very skilful. In the photosynthesis, solar energy is transformed to chemical energy by fixing carbon dioxide."

The covering of a hydraulically filled goethite pond is discussed from a geotechnical point of view. The characteristics of the goethite were defined in order to allow a detailed study of the procedure for the construction of the cover on top of the soft material and a verification of the stability of the cover and side slopes after construction. These characteristics and the main results of the studies are given, as well as the experiences and observations made during the execution of the work. Finally, the monitoring plan, during and after construction, is also discussed and some results are given. The 'Design and Construct' contract form was used to allow the contractor to choose the optimum and most economical method to realize the closing of the pond, based on his experience with similar projects. The works were carried out between mid 2003 and the end of 2004. The paper will, amongst others, discuss the special method of working that had to be developed to allow the covering of the whole pond in a relatively short time period, without soil improvement methods such as vertical drains or stabilization by in situ treatment. Fill material was used to establish a platform on top of the soft material so that the cover liner and finishing layer could be installed on top of the fill layer. The 'floating roof' principle was used; subsidences were allowed to occur during the installation of the impermeable top liner and soil cover.

After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. Under the auspices of the Federal-Provincial Uranium Reconnaissance Program, a geochemical orientation survey was undertaken in an area of uraniferous Lower Proterozoic (Aphebian) rocks near Cape Dorset in southwest Baffin Island. The main objective of this study was to establish a methodology for a future reconnaissance geochemical program using lake samples over a 300-mile Lower Proterozoic rock belt that occurs along the southern coast of Baffin Island. Mineralogical and chemical studies of known radioactive occurrences, combined with detailed sampling of secondary environment media in the vicinity of the showings. indicate that uranium is the most significant pathfinder, despite considerable enrichment of other metals in the uraniferous rocks, Significant geochemical patterns produced by uranium in lake waters and uranium in lake sediments have been obtained, but their relative usefulness depends on the distribution of carbonate bedrock, which in turn affect the bicarbonate content of lake waters. In southern Baffin Island, because of erratic variation in lake-water alkalinity, it is recommended that both water s and sediments be sampled on a routine basis. The need for lake-water acidification to prevent depletion of soluble metal ions in samples resulting from adsorption on the walls of the containers and/or suspended solid matter is discussed briefly. The base metal potential of the area was examined in some detail and found to be significant, particularly for a Lower Proterozoic gossanous formation that occurs throughout southern Baffin Island.

This paper discusses the temporary support design methodology for the largest road caverns ever built in Australia—the Lutwyche Caverns—part of the Airport Link project in Brisbane, Australia. The Lutwyche Caverns with a maximum excavated span of 27 m form a key component of this major road project, allowing on and off ramps merging with the underground highway. In addition to the two large span caverns, a 15 m soft ground tunnel with 5 m cover above the caverns and two 24 m deep burial chambers for the 12.4 m tunnel boring machines (TBMs) had to be built in record time at Lutwyche.The temporary support design methodology involved the use of a range of analytical approaches, including empirical methods to provide a starting point for design development, key block models to determine the potential influence of discontinuities on excavation stability and 2/3D continuum and discontinuum models to determine the potential influence of adjacent excavations and the proposed construction staging on the design. In addition, probabilistic analysis of potential kinematic instability using a discrete fracture network (DFN) approach was also undertaken to establish the critical block loads for the temporary lining, while the continuum and discontinuum models were used to design the support for the 1.5 m diameter rock pillar at the north end of the northbound cavern.The numerical modelling was undertaken in close conjunction with the contractor to develop the optimal construction sequence, considering the available construction equipment on-site and the overall project program requirements. Chromium green is an essential metal with various applications in the paints, construction, electronics, and aerospace industries. The main source of chromium green is the carbo-thermic reduction of chromite ores, however, chromite ores are being heavily depleted on a global scale, hence the need to find alternative or secondary sources for the chromium. In order to meet the global demand for chromium there is a need to implement principles of the sustainable circular economy to keep chromium within the material loop. Ferrochrome slag and stainless steel slags are secondary resources that are potential sources of chromium. In this work, recovery of chromium from ferrochrome slag was investigated. The ferrochrome slag was alkaline leached using sodium hydroxide- sodium hypochlorite solution to reduce the use of potent reagents that have a potential negative environmental impact. The leachate produced by oxidative alkaline leaching of ferrochrome slag contained hexavalent chromium, which was used to recover the extracted chromium through a two-stage process involving reduction and precipitation. Reduction of hexavalent Cr to trivalent Cr was investigated using anhydrous FeSO4 at concentrations of 5 g/L, 10 g/L, and 15 g/L. Precipitation was conducted by dosing the reduced leach solution with 1 M sodium hydroxide at dosages of 5 ml/L, 10 ml/L, and 15 ml/L. The experiments were designed using the Taguchi (L9) orthogonal array and analysed according to the ANOVA, general linear model. The optimized conditions for the reduction step were ferrous sulfate dosage of 5 g/L with a pH of 12, and for the precipitation step, 1 M sodium hydroxide at a dosage of 15 ml/L with a setting time of 90 minutes and pH of 7. Physical changes were observed during the two-step chromium recovery, with solution changing from a yellowish colour to dark green colour indicating completion of the reaction. The chromium recovery was found to be 93.3%.

In many years' experience as a maker and purchaser of cast-iron coated pipe, I have never met with any standard form of specifications for such. Each water-works company, employing a hydraulic engineer, has, under his direction, prepared complete specifications for the particular conditions required; but I cannot find that any two are alike; and each foundry, in bidding for the supply of such pipe, makes the price to cover the conditions' required. I, therefore, have the honor of offering to the Institute a form of specifications for cast-iron coated water-pipe, that may be found useful to water-works companies and others requiring pipe of this kind. The conditions are all reasonable, and can be carried out by makers without additional cost, and with advantage to the purchaser. Section 1 gives the kind of pipe, with its general characteristics. Section 2 specifies that neutral pig-iron shall be used, since such iron possesses the strength required, and is uniform in its shrinkage. THE nominal composition of "hconel" alloy 718 is 53 pct Ni-19 pct Cr-19 pct Fe-3 pct Mo-5 pct Cb-0.8 pct Ti-0.6 pct A1-0.05 pct C. The nature of the fine strengthening phase in this alloy has been open to debate. iseelstein' has identified the strengthening phase in the matrix of "Inconel" alloy 718 as a colum-bium-rich fcc y' precipitate. Wagner and Hall2 have noted that the metastable y' precipitate overages to an orthorhombic Ni3Cb precipitate which manifests itself as an acicular phase. These authors thus clarify Kaufman and Palty's earlier suggestion3 that the strengthening phase is orthorhombic NisCb. Wagner and Hall's review also reports work by cometto4 which suggests that the fine strengthening phase is not fcc / but bct with a Ni3V type structure and based on the Ni3Cb composition. Kir man and warringtons have shown by analysis of electron diffraction patterns that the metastable strengthening phase in a 55 pct Ni-15 pct 0-25 pct Fe-5 pct Cb alloy is bct and based on the Ni3Cb composition. Raymond~ has provided electron diffraction evidence which indicates that "y'" in "Inconel" alloy 718 is bct in structure. This note presents unambiguous data on the structure of the strengthening phase in "Inconel" alloy 718* ihe samples of this alloy were provided by courtesy of the ASTM task group on phase identification in 'superalloys. after prolonged aging. The electron diffraction patterns presented show that strengthening phase is not y' but bct as was proposed by cometto,' supported by Raymond,~ and identified by Kirman and warringtons in a similar system. Fig. 1 shows a selected-area diffraction pattern taken from a thin foil of "Inconel" alloy 718. The sample had received a final aging treatment of 1118 hr at 1200°F to precipitate the strengthening phase in the matrix. Fig. 2 is a schematic representation of the features in the diffraction pattern. The matrix orientation is (0i2)~,, as is shown by the indexed zone in Fig. 3. Figs. 4, 5, and 6 illustrate that the pattern, Fig. 1, is composed of three bct zones, viz., (0i4), (2i0), and (i01), respectively. These three zones correspond, respectively, to the alignment of the c axis of the bct unit cell with the [001], [loo], and [OlO] directions of the fcc matrix and serve to illustrate the fully coherent relationship of the precipitate structure with the matrix. The streaking of certain reflections is also consistent with the above orientation relationship. The interpretation of the diffraction effects presented here shows the metastable strengthening precipitate in "Inconel" 718 alloy to be bct in structure and demonstrates that it is not an ordered fcc y' phase.

"High-grade concentrates are achieved in flotation columns primarily due to the use of thick froth layers and wash water, both of which facilitate the drainage of hydrophilic minerals from the froth. However, conventional columns employ tall, non-agitated recovery sections for bubble-particle attachment that require high headroom and special gas spargers as well as imposing particle size limitations. These disadvantages can be all alleviated by carrying out the recovery part of the process in a mechanical or pneumatic cell which generate froth more conveniently and efficiently.This paper describes the combining of mechanical and column flotation in a single unit and discusses the influence of various parameters on the performance of the system.INTRODUCTIONIn a flotation process, some of the minerals lifted up to the froth phase may drain back to the pulp due to various reasons such as weak attachment of particles to air bubbles, bursting of air bubbles, agitation of froth, etc. Weakly floating and entrained hydrophilic minerals drain at a faster rate than the strongly floating minerals, and effective exploitation of such differential drainage can lead to cleaner concentrates.For a given mineral, if the rate of flotation from pulp to froth is k1 (min·1) and the rate of drainage from froth to pulp is k2 (min""1), then the net (overall) flotation rate of the mineral, k (min-1 ), will be [Lynch et al., 1981 ]:"

"It is common in rock engineering practice to characterize the triaxial strength of intact rock by using only data samples of small size. Practical guidelines such as ASTM support such sample sizes. In this paper, we investigate the reliability of the Hoek-Brown strength criterion estimated from such samples. For this purpose, we use an unusually large published set of triaxial strength data to randomly select a large number of data samples of small size to simulate the situation that frequently encounters in practice. The samples are generated with different arrangements with regards to the confining pressure. We fit the Hoek-Brown criterion to each of these samples, obtain estimates of strength parameters and compare them to those obtained from the complete data set. Our analysis suggests that estimates based on small samples are not reliable and can lead to both over- and under-estimation of strength.Additionally, we use these small samples to investigate the statistical methods for obtaining design values of strength as suggested by limit state design standards such as Eurocode 7. We show that, if used in conjunction with small samples, these methods do not guarantee a safe estimate of strength and in many cases lead to highly over-conservative estimates.We present a potential solution to this problem by augmenting the small data sets with Bayesian informative priors to give much more reliable estimates of strength. We conclude with suggestions for the development of informative prior distributions."

The Oronogo-Webb City-Duenweg district is in the northeastern part of the Tri-State zinc and, lead field. Its metal-mining history dates from the early 1850's. For some years prior to 1918 it ranked as the leading producing area of the entire Tri-State field, but by 1920 most of its mines had been abandoned and allowed to fill with water. Its mine operators had-been attracted, to the newly discovered and richer deposits around Picher, Okla. In 1943, the Orenogo Mutual Mining Co. was exploiting the Oronogo Circle deposit in the northern end of the district, and the Federal Mining & Smelting Co. was preparing to mine on its holdings in the southern part near Duenweg. The area between these two operating units ranked as the largest single block of ore reserves under water in the Tri-State field. In 1942, engineers of the Bureau of Mines, in collaboration with the William Stewart Engineering Co. of Joplin, collected all available mine maps, mine reports, and logs of old drill holes in the inundated area. From a careful study an appraisal of these data, the reserves in the block were calculated at 20,647,800 tons of ore containing 606,440 tons of 60-percent zinc concentrates and 46,970 tons of 80-percent lead concentrates. The ore was estimated to contain 1.76 percent recoverable zinc and 0.18 percent recoverable lead.

The influence of wastewater containing benzene from chemical industry by technology combined blow-off with Fenton reagent oxidation was experimentally studied. The present results suggest that the technology combined blow-off with Fenton reagent oxidation can effectively remove benzene pollutant in wastewater. The main factors that influence the removal benzene such as temperature and blowing time and volume, pH and reagent dosage of H2O2 and Fe2+ are studied and the optimal experimental conditions are as follows: time 20min, temperature 40i, air-blowing volume 0.4L/min, pH value 5, and H2O2 and Fe2+ dosage 2mL/L and 200mg/L respectively. Under the above conditions, benzene pollutant can be removed up to 97%. Compared to other removal ways of wastewater containing benzene, the technology combined blow-off with Fenton reagent oxidation is more effective and has the advantage of high speed.

The mining industry is the largest source of foreign income for South Africa. It is also the main source of employment in the country and, as an industry; it is also one of the largest. Due to the labour-intensive nature of the industry, labour costs in South African mines make up nearly 50 per cent of the total mine cost. It is thus imperative to have optimum labour planning and labour management systems in place.The focus of this study was to investigate current underground labour-planning models. It is shown that there are serious limitations. The range between an oversupply and undersupply of labour can be as high as ten per cent. A new system was therefore developed to ensure a constant labour demand and supply on a daily basis. One of the main objectives was to determine the existing labour supply range and thus the requirements to fill the undersupply. For this purpose, a specific methodology was designed to capture and process all the relevant information. Mine personnel was involved throughout the entire process to ensure ownership of the new model. This buy-in was achieved through planning workshops, interactive presentations and discussions. The improved frequency of daily blasts validated the new system by providing the correct amount and mix of the labour force. The new labour-planning model was then extended to optimise revenue. Implementation on a mine resulted in increased income of R95 million.

It is very seldom that a completely new project is initiated. Most projects consist of a new and different combination of proven techniques or a combination of proven and new techniques. The theme of my discussion today falls in the second category. Proven methods of water transportation and proven methods of bulk material handling were combined with some new techniques which resulted in a new market for the coal industry and a cheaper fuel supply for the power industry. In this respect I refer to the water transportation of coal from the West Kentucky coal fields to coal burning power plants on the west coast of Florida. Peabody Coal Company, Florida Power Company, Gulf Coast Transit, and Mid-South Towing combined their individual requirements and "know how' to make this project possible. I feel the results speak for themselves since it proves that coal can be mined in the West Kentucky coal fields, transported some 1,200 miles by river barge and some 450 miles by ocean going barges, be delivered to power plants on the west coast of Florida and still meet the competitive prices of gas and residual oil. The unique parts of this project concerns the storage and trans loading facilities for coal from river equipment to ocean equipment near New Orleans; the return haul of phosphate and it's trans loading from ocean to river equipment at the same facility and the use of large ocean going barges. In detail it works as follows: Coal is mined in West Kentucky and loaded into 1,500 ton river barges on the Green River. It is then transported some 100 miles to the mouth of the Green on the Ohio River, then 200 miles down the Ohio to it's convergence with the Mississippi, and then 900 miles down the Mississippi to the trans loading facility some 40 miles South of New Orleans. There it is transferred from the 1,500 ton river barges to 18,000 ton ocean going barges and hauled some 450 miles across the Gulf of Mexico to the Gannon Station of Tampa Electric at Tampa entailing a total haul of approximately 1,650 miles.

Ni-M (Metal=Cu, Fe, Co, Mn, Zn, Cr) aerogel catalysts were tested for CH4 oxy-CO2 reforming. It was found that the Ni-Co bimetallic aerogel catalyst had the highest activity and stability in methane oxy-CO2 reforming among all the Ni-M aerogel catalysts. It exhibited a steady activity of 79 % (in terms of CH4 conversion) at 750 oC, which is the highest activity under a similar reaction condition as compared with those published in literature. Characterizations for the reduced catalysts indicated the formation of Ni-Co alloy, while other transition metals separated from Ni during the reduction process. Therefore, the active species in the Ni-Co bimetallic catalyst showed a stronger interaction than those in other Ni-M catalysts, which might be one of the main reasons for the better catalytic performance of the catalyst.

X HE development of the cube-on edge secondary re-crystallization texture in Si-Fe strip requires that normal grain growth be restrained. It has been shown that the degree of restraint and hence the completeness of secondary recrystallization depends upon the size and number of second-phase particles, which in turn is dependent upon the prior processing history.1y2 The purpose of this note is to show that, for heats in which manganese sulfide particles are providing the restraint to grain growth, the choice of hot rolling temperature depends upon the manganese content. The making and processing of the heats to the final gage of 0.012 in. has been described.3 The compositions are given in Table I. Apparent in Fig. 1 is the decrease in the ability of strips hot-rolled from 1175°C to undergo secondary recrystallization as the manganese content increases. It has been shown that 1175°C is below the solubility temperature of 0.014 pet S in even the 0.038 pct Mn alloy: and the observed behavior is attributed to an increasing fraction of the sulfur forming large manganese sulfide particles at the heating temperature for hot rolling. This fraction of the sulfur is thus unavailable to subsequently form the small, uniformly dispersed particles which are needed to restrain normal grain growth. Since the sulfur is completely in solution at 1325°C,3 strips from all three alloys show strong secondary recrystallization behavior when hot-rolled from that temperature.

Metallurgical evaluation of autogenous grinding of Anaconda's Berkeley Pit ores indicated that tonnage throughput increases, at a finer flotation feed size, were possible by converting autogenaus mills to steel ball mills. In addition, initial test work showed that the improved grind resulted in slight recovery gains in subsequent flotation processing.
