THE migration of carbon in austenite under the influence of an electric current has been observed qualitatively several times.14 Lebedev and Guterman5 recently have reported quantitative measurements; their method consisted of welding a low-carbon to a high-carbon wire, passing current, and later estimating the carbon distribution metal-lographically. We believe the method reported in this paper is superior in principle since electrolytic migration and ordinary diffusion are not necessarily coupled as in the weld method; also for the first time the extent of migration is determined by combustion analysis for carbon. A uniform tubular specimen (S.A.E. 1045 or 1095) was mounted as illustrated in the figures. the whole assembly being in an atmosphere of purified nitrogen. Direct current (129 to 226 amp at 0.65 to 1.0 v) served as source both of heat and of potential gradient for carbon migration. The duration of experiment was 7.5 to 12 hr, during which time the temperature was controlled (±10°C) manually. The experimental conditions are indicated in the first five columns of table I. With this experimental arrangement, the temperature initially has a maximum value at the central plane. Also, in this vicinity (by virtue of the symmetry), the carbon entering any volume element is equal in quantity to that leaving; the loss or accumulation of carbon occurs near the electrodes since the carbon moves uniformly near the center and is "frozen" at the cold ends. Hence, providing the time of experiment is not sufficiently long to seriously influence the conditions at the central plane, carbon crosses this plane only under the influence of the electrical potential gradient and not under the influence of temperature or concentration gradient. The amount of carbon which has crossed this plane was determined by combustion analysis of the two halves of the specimen. The results of these analyses are shown in the sixth and seventh columns of table I. It will be noted that substantial amounts of carbon migrated from the anode portion to the cathode portion (except at 920°C, which temperature was too low to exhibit the effect in the allotted time). In spite of precau-tions taken, considerable decarburization occurred as may be seen by comparing cols. 8 and 5. In three cases (indicated by asterisks in table I) the specimen was ground on one side, polished, and examined metallographically before analysis. One specimen was normalized and re-examined. Micrographs of selected areas in specimens 4 and 6 are shown in figs. 1 and 2, respectively. Evidence of carbon migration from the anode toward the cathode is quite apparent. Fig. 2 shows abundant graphite as well as cementite in a region near the cathode. The temperature of this zone is estimated at about 800°C. In fig. 1, particularly in the micrograph on the extreme right (the right side of which is of unaltered carbon content), there is evidence of slight depletion of carbon in the immediate vicinity of the cathode as contrasted to the general increase in carbon of the cathode half of the specimen. Although this may be attributed in part to decarbur-ization, it is believed that it is occasioned also by thermal diffusion—migration (of carbon) from a cool to a hot zone4—a phenomenon superimposed upon the electrical migration. Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

In 1988, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied part of the 12,740-acre Blue Canyon Wilderness Study Area (OR-003-073) in order to evaluate its identified mineral resources. The study area is in Malheur County, OR, about 27 miles northwest of Jordan Valley. The study area is underlain by Tertiary welded tuff, tuff, perlite and tuffaceous sedimentary rocks capped by basalt. Jasper has been mined from several localities. Some mining has been done by hobbyists. However, the area has been covered by mining claims since 1964, with mining done by commercial operators. This region has been a source of "Owyhee picture" and other similar jaspers. More recent exploration has focused on the gold potential of nearby areas such as Quartz Mountain and Red Butte.

The paper describing the raining operations at the Mt. Hope mine, Mt. Lope, N. J., is one of a series being prepared by the United States Bureau of Mines on mining methods, practices, and costs of various mining operations in the United States. Mt. Hope mine produces magnetite ore. It is situated in the general northern part of the State of New Jersey. The towns of Rockaway, Wharton, and Dover lie within a radius of 4 miles from the mine. Dover is 40 miles from New York City.

Over the past several years, state governments have been vigorously refurbishing old health department agencies and smoke control laws in anticipation of pending federal developments. Many states now possess a mature air pollution control administrative organization and a fairly sophisticated set of regulations on air pollution, This developing network of state control legislation and regulation is the machinery which will be called upon to implement federal standards, In order to prevent the wasted effort and resources which inevitably result from hasty action, industry should be in con- tact with local and state control agencies and be familiar with lines of communication to agency representatives. Thorough knowledge of applicable laws and regulations, both current and pending, is required. Moreover, federal law and future federal air pollution control plans, should be well known. Industrial air pollution control should be geared to a long range plan which utilizes existing technology while at the same the recognizing that today's technology will be improved upon with time, Regulation, too, can be expected to become more stringent. The implications of air pollution control in the Appalachian region of the United States will be felt most strongly by the coal industry of this area. Either directly or indirectly most regulations in these states have a significant bearing on coal mining, processing, utilization or waste disposal. The extent of coal-related activity in the Appalachian States of West Virginia, Pennsylvania, Maryland, Virginia, Kentucky, and Tennessee can be observed from the data provided in Table I. This data indicates that 86 percent of active bituminous coal mines and 69 percent of bituminous coal production were accounted for by these states. The purpose of this paper is to provide information on current and proposed legislation and regulations on air pollution in the Appalachian states, The information should prove valuable not only to the coal industry but also to industry in general as a means of evaluating both pollution control action that has been taken to date and the course of future control measures. Reference information in the forms of addresses of appropriate agencies and citations to specific state laws and regulations is provided. All information is current as of February, 1969.

"The artisanal mining sector in Central Africa is largely informal, yet provides an essential livelihood for many (directly or indirectly) participants, as well as facilitating an important source for the flow of income into many communities. Artisanal mining varies from site to site, but appear largely well structured despite its informality. The artisanal mining sites in Central Africa have some inherent management structure and the extraction itself is often organised. Artisanal mining is labour intensive and is generally conducted utilising hand digging methods e.g. shovels or hand chisels. Artisanal mining is generally more dangerous than small-scale or large-scale modern mining operations. This is especially true as artisanal operations are generally subsistence activities with artisanal miners focusing more on immediate concerns than the long-term consequences of their activities. When miners have no other source of income, they will usually find ways to evade controls and carry on working. The objective, through proper/dedicated training of artisanal miners is to migrate Artisanal mining to establish a small-scale mining (SSM) industry in Central Africa. Through developing the necessary skills in the fundamental areas of mining it is proposed that Artisanal Mining can become more productive and safer mining operations. The paper reviews the above focus areas, highlighting the skills and tools that are necessary to assist in establishing a sustainable small scale mining industry migrating from manual labour to semi-mechanised mining and processing. The purpose of the transformation process is to create a safe, healthy, environmental and community oriented mining operation with the objective to uplift the skills and wealth of the mineworkers and the general community."

A series of experiments were conducted to obtain site specific constants for the vibration produced by a single charge and by more charges detonating in sequence, using short delay intervals. All charges were placed in relatively long boreholes in granite without a free face other than the ground surface. The boreholes were filled with water to provide good coupling with the rock and to provide identical confinement for all the blasts. Vibrations were recorded close to each blast in the vertical direction by uniaxial high frequency geophones and far field using a triaxial geophone.

Crandallite and millisite in Christmas Island 'B' and 'C' phosphate ores are rapidly decomposed by sodium hydroxide solutions at about 80QC. As these phosphates generally contain less than 1% silica, an alkaline extraction process can be designed, in which up to 95% of the sodium hydroxide used, may be recycled. The insoluble residue consists of an impure, highly reactive apatite, which in pot trials, has given good responses as a direct application fertiliser; alternatively this residue can be underacidulated to give a granular product with fertiliser potential. The hot leaching solution contains up to 95% of the alumina and approx- imately half of the phosphate from the original ore. Simple crystallising techniques have been developed on a laboratory-scale to use this leaching solution for producing smelter-grade alumina and detergent-quality trisodium phosphate. As the demand for detergents is limited, an investigation was made of the reaction between trisodium phosphate and slaked lime, derived from a high-grade New Zealand limestone occurring near Oamaru. The product is calcium phosphate, containing up to 40% P205, and less than 0.2% each of iron, aluminium and fluorine, and it should be a useful raw material for phosphoric acid manufacture. A preliminary economic evaluation of the whole process looks promising, And warrants further investigations, including pilot-plant work.

Tungsten alloys with high-temperature strength properties, comparable to the best of alloys recently developed by others, were produced by a new process called here the oxyreaction process. The process involved additions of a powder of a reactive metal compound, ZrN, ZrW2, or HfW2, to a base metal powder, tungsten, which contained some oxygen. The powders were blended, compacted, sintered, and extruded. During sintering, diffusion and internal oxidation occurred to produce reactive-metal oxide particles and solid solutions. A dispersion of oxide particles could be precipitated by heat treating. The oxyreaction process circumvents many of the agglomerating and coarsening problems encountered in the current methods for dispersing a stable oxide in a metal. Oxyreaction strengthening results from solid-solution strengthening and from dispersion strengthening produced by the reactive metal and its oxides. At a test temperature of 1,650° C, the alloys prepared from WW, had tensile strengths up to 70,000 psi and stress-rupture lives up to 142 hr at 10,000 psi stress; the alloys prepared from ZrN powders had tensile strengths up to 80,000 psi and stress-rupture lives up to 27 hr at 10,000 psi stress. Tensile strengthening in the alloys was attributed to Zr in solid solution or to Zr-O-W structures too small to be observed in an electron microscope replica. Stress-rupture life was attributed to a dispersion of submicron Zr02 particles which precipitated and grew to 0.05-to 0.2-micron size during the test. Tensile strengthening and stress-rupture life were dependent upon both the zirconium and oxygen contents with the maximum occurring at roughly 0.9 atomic pot Zr and 0.9 atomic pot 0. Studies of the details of the oxyreaction process were made on the W-ZrW2 alloys and three general steps were determined: (1) The reaction of 0 in tungsten powder with ZrW2 to form relatively large Zr02 particles; (2) the dissolution of remaining ZrW2 into the W matrix and partial internal oxidation to form ultrafine but sparse zirconium oxide particles and possibly to establish Zr-O-W structures; (3) the development of ultrafine Zr02 particles during high-temperature aging.

THE Flin Flon concentrating and metallurgical plants (Figure 1) of the Hudson Bay Mining and Smelting Co., Limited, lie adjacent to the town of Flin Flon, on the Manitoba-Saskatchewan border, 400 miles northwest of Winnipeg. Since the start of milling operations in 1930, over 50 million tons of ore from the Flin Flon mine have been treated in the concentrator. During the past few years, newly discovered orebodies have been brought into production and their ores processed at the company's main metallurgical plants. All these properties are within a 75-mile radius of Flin Flon and have aided substantially in augmenting plant metal production as well as retarding depletion of ore reserves in the Flin Flon mine. •Current satellite producers are the Schist Lake, Coronation, and Chisel Lake mines. The Schist Lake mine, located 3 ½ miles southeast of the main plant, is a copper-zinc producer. It was brought into production in 1954. The

We consider the Grubbs estimation of the precision of an online gauge. Typically, this type of estimation involves independent results from two or more reference instruments (sampling and laboratory analysis operations). The properties of the estimator are then independent of the product variability. However, the use of more than one reference instrument entails significant additional costs. The two-instrument Grubbs estimator, which is based on results from a gauge and a single reference instrument, has the disadvantage that its standard error is heavily dependent on the degree of product variability. We propose a new estimator that has a variance that is more or less independent of product variability. In fact, the variance is typically less than that of the Grubbs estimator based on the use of two reference instruments. In order to function successfully, our methodology requires some prior knowledge of the extent of product variability and of gauge precision. In practice, such prior knowledge is often available and it is a weakness of the traditional two - and three-instrument Grubbs methods that no use is made of such knowledge. The efficacy and robustness of the new method is illustrated by Monte Carlo simulation.

Our study focuses on upgrading of copper and cobalt from the Democratic Republic of Congo tailings, containing 2 wt% Cu and 0.5 wt% Co. Cobalt is in the complex iron silicate matrix such that its recovery by direct leaching is not possible. Two concentrating methods were employed in order to obtain copper and cobalt concentrates. Copper was concentrated via flotation and, at the optimal conditions its grade in the concentrate was 31.9 wt%. Cobalt was concentrated to 8.6 wt% b ycarbothermically reducing the flotation tailings with coal in a temperature range of 800–1050 °C and followed by magnetic separation. The reaction products were analysed by atomic absorption spectrometer (AAS) and scanning electron microscopy (SEM) techniques. The best carbothermic reduction temperature was found to be 950 °C due to maximum metallisation and less sintering between gangue and metallic/alloy phases.

As part of a continuing study of mechanisms of breakage, the grinding at Nairne Pyrites Pty. Ltd. was traced by the addition of barytes and the results compared with parallel small scale laboratory tests. It was confirmed that the same basic mathematical functions described the behaviour of the full scale ball mill as those established in the small scale mill. However, an additional classification function was required to define the behaviour for the rod mill and was evaluated as a function of size from the experimental data. The classification and grinding of the pyrites ore was assessed from steady state size distributions around the circuit.

"El presente trabajo describe los aspectos geoambientales de la cuenca del río Huaura, ubicada al norte de la región de Lima con el fin de establecer una línea de base geoambiental. Dicha cuenca destaca por la actividad agroindustrial, la minería representada por minas como Raura y Ucchucchaucua, la presencia de áreas geoturísticas como los baños termo-medicinales de Churín y los centros poblados como Huacho, Huaura y Oyón. La caracterización geodinámica y el análisis de susceptibilidad a movimientos en masa e inundaciones, han permitido establecer que las zonas más susceptibles a estos procesos se encuentran en los distritos de: Sayán, Naván, Andajes, Pachangara, Oyón, Maray, Santa Leonor, Caujul, Huaura, Huacho, Leoncio Prado e Ihuarí. En este sentido, el estudio geambiental señala que la zona más impactada está ubicada en Caujul (alrededores de la mina abandonada Santa Rita) y que se debe monitorear los siguientes sectores: Uchucchacua, Churín e Iscaycruz en Oyón; y Vilcahuara, Sayán, Huamboy Grande, Chiuchín y Huacho, en Huaura; donde en algunos casos se ha superado los límites permisibles para aguas y sedimentos de normativas internacionales, e igualmente se ha registrado disposición de residuos sólidos a la intemperie, salitrización de los suelos por uso de insecticidas en actividades agrícolas, vertimiento de gases tóxicos de las actividades agroindustriales y disposición inadecuado de desmontes de construcción o de mina."

One of the main bottlenecks in the carbon-in pulp process for the recovery qf gold is the elution procedure, which typically requires the heading of caustic cyanide eluants to high temperatures for 16 to 24 hours. The present work demonstrates that sodium sulphide solution as an alternative eluant can effect complete elution in about 4 hours at ambient temperatures. Elution efficiencies of around 100 per cent were obtained in 4 hours with a single pass of eluant containing 0,2 M Na2S and 0,4 NaOH about 10 bed-volumes of eluant The initial rate was slow over the first hour of elution, probably because the activated carbon catalysed the oxidation of sulphide to polysulphide. Elution efficiencies of around 100 per cent were also obtained in less than 4 hours during the batch elution of carbon at liquid-to-solid ratio of about 100. Lower liquid to solid ratio resulted in the re-adsorption of gold, probably owing to the oxidation of sulphide to polysulphide, with the resultant formation of gold complexes that were eluted less readily. Improved rates of elution were obtained at higher sulphide concentrations and pH values greater than about 13. Higher temperatures increased the initial elution rate, but lowered the overall extraction efficiency, probably because of the deposition of elemental gold on the carbon. Variation of the ionic strength by the addition of NaCl had no defect on the elution, which confirms that the elution mechanism in the case of sulphide is different from that when cyanide or I1)1droxide is used as the eluant. It is proposed that the elution of gold by sulphide solutions proceeds by means of an initial step that involves the reaction of polysulphide ions with the adsorbed aurocyanide speeds, forming AuCN on the carbon and thiocyanate in solution. This step is followed by the formation of poorly adsorbed complexes with sulphide ions, such as [AUS3-2]-The presence of polysulphides, whether generated in situ by the catalytic oxidation effect of activated carbon or by the addition of elemental sulphur, reduces the elution rate and efficiency dramatically. This is probably due to the formation of complexes such as AUS-3 and AUS-2 , which have a high adsorption affinity.

Potential changes in government policy, such as tax incentives, E.G.M.A. allowances, etc. affect the economic future of present and proposed mining ventures.This paper will discuss various measures of effectiveness normally used in assessing this future, such as discounted cash flow, etc., and will describe means of introducing uncertainty into the computations. As the recognition of risk and attitudes toward accepting it are very important in the life of a mine executive, there will be a brief discussion of utility theory and its application to risk analysis.Risk models are usually of a size to warrant the use of an electronic computer. Therefore, to demonstrate the simple interaction necessary between a financial analyst and such a model, data will be read into a remote computer from a time-sharing terminal in the meeting room. It will be shown that changes may be rapidly made and alternative policies investigated ""on line"" to a computer."

Japan is the largest coal importer in the world, importing from Australia, China, Indonesia, Canada, Vietnam, etc. In Indonesia, most of the produced coal is extracted from open cut mines. More open cut coal mines will be developed to fill the demand for coal in Indonesia and the world. Many surveys and projects for developing new coal mines and transferring mining technology are being conducted in tropical counties such as Indonesia and Vietnam with the aid of the Japanese Government. It has, however, been pointed out that excessive and precarious development of mines in tropical areas will damage the environments around the mines including cultivated lands, and reduce the precious rainforest. This would undoubtedly exacerbate the instability of the global climate and the food crisis in the world. This paper describes the effects of flyash on the control of acid mine drainage in order to avoid potential negative impacts on the environment caused from open cut coal mines.
