In Australia's remote North West are located the operations of Cliffs Robe River, one of the world's largest iron ore projects. Initial project cost was $US300 million and required the construction of a deepwater port, two toms for 3000 people, a 105 Mw power station and 170 km of railroad, all in harsh, arid country over 1300 km from the nearest industrial centre. The ore occurs as goethite cappings on scattered mesas and averages 57 percent iron. All aspects of the project are reviewed from pre-operational research, through project construction to current operation.

Minerals contribute to the U.S. gross domestic prod-uct (GDP) at several levels?mining, processing and manufacturing finished products. In 2008, the estimated growth rate for the real GDP of the United States was 1.1 percent and the nominal GDP was about $14.3 trillion (Table 1). Trends in various sectors of the domestic economy are often reflected in mineral production and consumption rates. For instance, continued declines in the U.S. housing market during 2008 were reflected in further reductions in the production and consumption of cement, clays, construction sand and gravel and crushed stone (mineral commodities that are used almost exclusively in construction), and those associated with the related manufacture of goods, such as ceramic tile, heating and air conditioning equipment, paint, plumbing and sanitaryware, roofing, wiring and wallboard ? all used by the housing industry. The widespread effects of the slowing domestic economy became more apparent in the last three to six months of 2008 when prices for many mineral commodities declined sharply after reaching record highs earlier in the year, indicating significantly lower demand for those materials or products containing them.

This Institute, by nature of its charter, draws on various persons in the mining and metallurgical world of Australasia for its President from year to year, and consequently when the presidential address is given by one of these people the topic. which they generally select is a topic to which they are accustomed and on which they are able to speak with authority.As most of you know, my prime object in life has been concerned with steelmaking, so tonight you can steel yourself to the thought that you are going to be spoken to about steelmaking.Even if that were not the case, and were I not particularly interested in steelmaking, I think it would be appropriate to look at steelmaking in a broad sense on a basis of pure metallurgical interest, because the steel industry is going through as big a revolution today as it went through something over one hundred years ago when Bessemer made a theory become a fact.Bessemer, and as the Americans prefer to think Kelly, separately conceived the idea of blowing cold air through molten pig iron, and, contrary to the then general belief, this did not result in cooling of the metal but succeeded rather in heating it, and in burning out of the rather crude pig iron the impurities which prevented it from becoming a ductile metal.For many years before this, steel had been made in a very small painstaking way by what was known as the crucible process. AS a portion of a general study of liquid-metal thermodynamics, high-temperature galvanic cells were used to study the effect of added dilute solutes on the activity of zinc in dilute solution with molten bismuth in the range 450° to 650°C. 1,2 The cells were of the type The experimental procedures have been described previously.1 In the course of studies conducted in the bismuth-rich corner of the systems Bi-Zn-Au and Bi-Zn-Cu, marked discontinuities were observed in the electromotive force-temperature relations for a number of the experimental compositions. Above the discontinuity temperatures, the relations, which were linear, exhibited slopes similar to the binary alloy of the same mole fraction zinc, as shown in Figs. I and 2. Below the discontinuity temperatures, the slopes were markedly different, but the relations remained linear. In general, as the amount of the third eletnent was increased, the slope of the lower portion of the relations tended to become less positive. The slopes of electromotive force-temperature relations reflect the entropy of mixing of zinc and, therefore, the occurrence of a discontinuity marks the transition between two different equilibrium situations involving the solution of zinc. A number of other investigators3-5 have used such observations to determine liquidus boundaries in binary alloys. Since the upper portions of the ternary electromotive force-temperature relations of this study had the same slopes as the binary alloys, the discontinuities are interpreted as marking the transition between the single-phase liquid region and the underlying two- and three-phase regions. Reference to the Zn-Bi equilibrium diagram6 confirms that the binary alloys were single-phase liquids at the experimental temperatures. Fig. I shows the electromotive force-temperature relations for the alloys containing Bi-Zn-Au and Fig. 2 shows similar relations for the Bi-Zn-Cu alloys. In the lower portion of each figure, the temperature of the discontinuity is plotted vs the mole fraction of the added solute at the various levels of zinc concentra- tion. Cross-plots from these curves at constant temperature permitted the construction of the partial liquidus surface isotherms shown in Figs. 3 and 4.

About 65% of the U.S. coal production (835 n tons was surface mined. A similar proportion of the Illinois basin's production (112 m tons) is also surface mined. The state of Illinois is the third largest producer of surface mined coal in the United States, after Wyoming and Kentucky. The Illinois coal basin encompasses Illinois, southwestern Indiana, and western Kentucky, as shown in Figure 1 (dotted lines). The estimated surface mineable coal resources in the basin amount to about 27 billion tons, and about 69 m. tons of coal is surface mined annually (Tab1e I).

As the Cadia mill was the first 40ft diameter SAG mill, commissioned in 1998, its performance, liner and discharge design attracted considerable international attention. Twelve years on, the liner design and the control philosophy are being readdressed to further improve the mill?s performance. A comprehensive series of 3D liner scans, over life of the liner, have been used to calibrate liner mass loss and progressive changes in the liner profile. This data is being used to provide true charge mass and mill filling, plus progressive trajectory profiles over life of liner. This information, along with measures of mill performance over liner life, is being used to select the optimal operating conditions as the liner wears, and hopes to inform future liner design.

With the depletion of high-grade iron ore resources, the utilization of existing low-grade iron ores, fines and tailings with effective beneficiation is inevitable to meet the iron and steel industry’s required specifications and demand. JSW Steel Limited is operating a 17-mtpa beneficiation plant at its Vijayanagar site in Bellary in Karnataka, which produces nearly 50 to 54 percent concentrate as sinter-grade fines. The sinter base mix consists of iron ore fines that are smaller than 10 mm, with 41 percent smaller than 0.150 mm; washed ore that is generally smaller than 3 mm and bigger than 0.150 mm, with 3 to 9 percent smaller than 0.150 mm; beneficiation plant concentrate, with 97 percent smaller than 0.150 mm; limestone; dolomite; coke breeze; lime; sinter return fines; direct reduced iron (DRI) fines; and micropellets produced from steel plant waste. Using more washed ore in the sinter base mix affects the sinter quality. Ball formation in the mixing and nodulizing drum is an important step in sinter making and requires sufficient quantity of smaller than 0.150 mm fines. Optimization of fines in the sinter base was carried out by replacing the smaller than 10 mm iron ore fines with washed ore. Size analysis, study of the granulation index (G index) and optimization of moisture with respect to sinter bed permeability were carried out to optimize the proportion of smaller than 0.150 mm fines in the sinter base mix as adhering material. This study explores the optimization of fines in the sinter base mix for ball formation to achieve higher sinter quality and productivity with higher sinter bed permeability.

[Study and development of sensing techniques and sensors were performed to aid shuttle car drivers in detecting, obstacles and in guiding the car along the face haulage route. Microwave, acoustic, and optical sensing techniques were considered as part of the feasibility study for obstacle detection. Various guidance techniques, including wire-following and rib-ranging were investigated. Active optical sensing was selected for obstacle detection to obtain the bear overage and sharp angular cutoff characteristics required within the packaging limitations defined by the shuttle car configuration. Rib-ranging guidance was selected to achieve completely self-contained shuttle car system which responds to the mine geometry without need for wires, stripes, or other path defining devices. Extensive hybrid computer simulation runs were performed to valuate various guidance techniques during the feasibility study. Subsequent simulation rues were performed to establish parameter values for the rib-ranging guidance system. The obstacle detection and guidance system was designed, fabricated and installed on a standard shuttle car. The system satisfied all applicable permissibility requirements of Schedule 2G. An experimental permit was issued to Bendix for operation in an underground coal mine. System evaluation tests were performed first above ground at the Bendix Research Laboratories. The simulation model was validated by these runs. Final testing wan performed underground in an operating mine with an experienced shuttle car driver. All sensors successfully demonstrated Chi predicted performance capability during underground face haulage tests. Dust did not Impair system performance and lens cleaning was not required during working shifts. Further development is required to achieve the desired obstacle detection performance Closed loop steering control with manual override is recommended o: mended for the lateral guidance e system. The guidance system should be an invaluable aid to low-coal shuttle car drivers where continuous mining machines are utilized.]

Powders prepared from the algae Gracilaria secundata, Ulva lactuca and Ecklonia radiatawere shown to provide sole nutritional support for microbial, microaerobic, biodegradation of low-grade manganese dioxide ore. G. secundata was the most effective bacterial nutrient giving 32 per cent recovery of Mn++, at an average rate of 63 mg Mn++/litre/day and a yield of 24 mg Mn++/g dry powder in microaerobic cultures containing 1.5 per cent (w/v)MnOz ore and 3per cent (w/v) powder over 14 days. Although G. secundata was approximately half as effective as molasses in supporting microbial decomposition ofMnOz, possible on-site growth ofthe alga could be economicaIIy more practical than transporting carbohydrate to a distant mine site.

The Coffee Creek lode gold discoveries are located in the White Gold district (Dawson Range), west-central Yukon, 130 km south of Dawson City and 30 km south of the Golden Saddle gold deposit (Figure 1). Extensive structurally-controlled gold mineralization has been discovered during the 2010 and 2011 exploration drilling campaigns, highlighting this part of the Dawson Range as a significant emerging gold district. [ ] In this contribution we review the geological framework and describe the mineralization styles and metal signatures observed to date on the Coffee project. The main Coffee area is underlain by a 15 km by 4 km geochemical footprint, characterized by discrete linear gold-in-soil anomalies that correspond to various mineralized corridors. Of several mineralized areas tested in the past two drill seasons by diamond core and reverse-circulation (RC) drilling, we focus on the Supremo, Double Double, Latte and Kona zones; areas with the most information obtained from drilling thus far (Table 1; Figure 2).

The Karangahake gold-silver deposit is located 11 km west of Waihi in the southern part of the Hauraki Goldfield. Historically it was the second largest bullion producer in the goldfield with a past production (1882 - 1944) of 126.712 tonnes of gold-silver bullion (Au:Ag ratio of 1:3.3) from 1 142 315 tonnes of ore grading 27.4 g/tonne gold equivalents.

Investigation of the traps in LiF:Mg, a multi-peak phosphor, was carried out using simple phosphorescence decay analysis. Half lives at room temperature of the trapping centres (peaks -lb, -la, -1, 0, 1, 2, 3a and 3) in the phosphor after irradiation with [a] radiation were found to be 3 s, 5 s, 28 s, 4 min, 15 min, 1 h, 6 h and 2 d respectively. Justification for the method of analysis is pro- vided and the results of measurements compared with published data. The effects of pre-annealing at 400°C for 1 h and 80°C for 24 h on the trapping configuration and on the trapping efficiencies were also studied.

Xstrata has modified and improved on the solid state reduction of chromite (SRC) process that was pioneered by Showa Denko in Japan and previously used at Xstrata?s Lydenburg plant. The history of pre-reduction is a long one, with the SRC process being the first and only commercially successful one prior to Premus. Krupp developed the chromite direct reduction and the rotary hearth for the pre-reduction of chromite. However, these processes have not been successfully commercialised. The are a number of significant differences between Xstrata?s patented Premus and the original Consolidated Metallurgical Industries (CMI) process. These include, the use of lower cost anthracite fines as the reductant source together with the use of unactivated bentonite as the binding agent. In addition the use of oxygen as an energy source is used in Premus but not in the original CMI process. There was a fundamental change in the operational philosophy of the process in that while the original CMI process aimed to maximize metallization of the pellets, the Premus process seeks to maximize the energy output from the kiln while still achieving the required efficiencies and hence increasing furnace output. Premus is designed to reduce electrical energy consumption, provide high recoveries of metallic oxides, and utilizes low cost reductant and energy sources such as anthracite and oxygen respectively. Due to the fact that Premus is one of the most technologically advanced and competitive processes used today in the production of ferrochrome it was the process selected for Xstrata?s new ferrochrome facility, Project Lion, that is due to be commissioned in the third quarter of 2006 in the Steelpoort Valley in Mpumulanga, South Africa.

Anglo Gold AshantiÆs Sunrise Dam operation is located in Western Australia approximately 55 km south of the town of Laverton. Currently, the mine is producing from both its open pit and underground operations and is planning a significant step change in underground production as the pit phases out. The mine ventilation system is arranged in three independent ventilation districts: Astro, GQ and Cosmo. The future ventilation infrastructure requires significant upgrades to keep up with the increased tonnage. In the short term, increased production is planned for the GQ district as well as for Vogue, which is an extension in the Cosmo ventilation district. In the long term, however, Vogue is likely to become the centre of attention for mining activity.This paper explores several ventilation scenarios which include upgrading the existing fan stations, rentals, establishing a common ventilation backbone, and establishing new upcast infrastructure for GQ to support the short-term production increase. These developments were modelled using ventilation network simulation software to determine airflow distribution and fan operating points for each option. For the GQ area, with its short-term increase in production, each option is evaluated for total owning cost by considering capital and operating costs over a three-year period. For Vogue, which is to become the main focus of mining in the future, a different strategy is followed in analysing the ventilation requirements. Instead of considering different short-term options, a number of staged upgrades are considered to achieve the desired production rates.This paper summarises the planning criteria, airflow requirements, ventilation infrastructure requirements, and economic analysis associated with the conceptual ventilation system design. It highlights how the best short-term ventilation infrastructure upgrades can be selected when considered in isolation but highlights that long-term production planning can have an effect on the decisions made in the short-term.CITATION:van den Berg, L, Podreka, M and Merry, P, 2013. SOME information has been published on the sulphur dioxide concentration of gases from Dwight-Lloyd machines sintering lead ores but most of this relates to the customary practice in which the charge is relatively high in lead and is sintered in two passes over the machine. It is thought, therefore, that the following observations on sintering in one pass a low-lead, low-sulphur charge may be of interest. The data were obtained in sintering lead sulphide flotation concentrates mixed with minus 20-mesh oxide ore, the mixture carrying 16.8 per cent Pb and 5.3 per cent S. No returns were used because of the limited amount of sulphur available as fuel, but the mixture pelletized readily to make a satisfactorily permeable bed on the sintering machine. As there was a possibility that the SO2 might be utilized, a series of runs was made to determine the concentration of SO2 in the gases at different points along the wind box, and the effect on this concentration of changes in the wind-box vacuum. Several runs each were made with vacuums (as measured in inches of water at the wind box) of (1) 2 to 1 3/4 in., (2) 4 to 3 1/2 in. and (3) 6 to 5 1/8 in. The averages of the determinations from each series are platted on the graph (Fig. I). The vertical scale shows the percentage by volume of SO2 (as determined by the Reich method), and the horizontal scale shows the time expressed as percentage of the total sintering time. Sintering was considered to be complete when no SO2 could be detected in the gases. In all cases the depth of bed was 4 1/2 in. and the weight of dry charge per square foot of hearth area was 45.2 lb. Other data are given in the table. The volume of gases corresponding to the several points along the wind box at which SO2 determinations were made could not be measured, but has been calculated from the SO2 content and sulphur elimination on the assumption that the volume is uniform throughout the sintering period. This is not strictly true, as with a given vacuum the volume will usually drop slightly toward the middle of the period and increase toward the end. However, this assumption is a reasonable approximation. Several interesting features are brought out by these data. In general, the published data on SO2 concentration in sintering under ordinary conditions show a high SO2 concentration in the early stages followed by a rapid decrease in concentration and with relatively little SO2 in the gases from the last half or third of the operation. In other words, the greater part of the sulphur elimination is obtained in the first third or half of the period. In these runs, the 6-in. vacuum, which approximates the usual operating condition, gives a curve that follows this customary pattern. Maximum SO2 concentration is obtained 2 ½ min. after

Since 2013, GSR has undertaken 4 exploration campaigns, which focused on environmental baseline monitoring (marine biology), resource definition and technological change. The seabed nodule collection vehicle has a significant influence on the achievable production rate and is for that reason thought to be a serious risk in developing an economical viable mining operation. GSR is currently working on a pre-prototype of a seabed nodule collection vehicle. The program, called ProCat, started in 2015 and will take up to end of 2019. ProCat can be split up in 2 phases: ‐ ProCat#1 [2015 – Q2 2017]: separate parallel testing of the nodule collection- and driving mechanism (Tracked Soil Testing Device Patania I – TSTD Patania I). The trafficability was tested in-situ; the collection mechanism was tested in a laboratory. Phase 1 has been completed successfully in September 2017. ‐ ProCat#2 [Q3 2017 – end of 2019]: the knowledge acquired during the first phase was used in this 2nd phase. Both collection mechanism and driving mechanism were integrated into the design of a pre-prototype seabed nodule collection vehicle (Pre-Prototype Vehicle Patania II – PPV Patania II). This pre-prototype vehicle will be used for a simulated mining test in Q2 of 2019 in the GSR- and BGR license area. The main objective of the ProCat research program, and especially the 2nd phase, is to integrate the nodule collector on the tracked chassis and develop an operating vehicle causing minimal environmental impact hereby validating the requirements for a full scale polymetallic nodule collection vehicle in the actual operational environment of the CCFZ. Following the ProCat project, GSR is working towards a system-integrated mining test once exploitation regulations have been agreed by the ISA and its member States.

The Yallourn Mine (YM) commenced mining of brown coal in the 1920s under operation by the State Electricity Commission of Victoria (SECV), prior to it becoming privatised in 1996. The present owners of the YM, Energy Australia Yallourn (EAY), acquired the site in 2000 and intend to continue operations until scheduled closure in 2028. Brown coal extracted from the YM is fed into the Yallourn Power Station which supplies approximately 22 per cent of Victoria’s electricity. Water within the YM is collected and stored in the Township Field Fire Service Pond. Water levels within the Fire Service Pond (FSP) may fluctuate considerably depending on the requirement for storage at the site. With due consideration to the stability performance of mine batters adjoining the FSP, the authors performed slope stability assessments to evaluate the risk and consequence of batter instability during the potential pond filling as it approaches the ‘critical pool’. The critical pond is defined as the level at which the driving forces (destabilising forces) are at their greatest and the resisting forces (lake forces, friction) are at their lowest. This assessment was undertaken using the Mine Geotechnical Risk Index (MGRI) approach.

There are many scales of innovation in the pursuit of concentrator performance improvement, including paradigm change, inventive change and incremental change. All are important, but the last is low risk, low cost and has a relatively high probability of success, given the right metallurgical skills. Seeking continuous improvement is also essential to ensure that performance does not decline over time due to ore type changes, personnel changes, equipment wear and other factors. When properly implemented, these small gains offer a very high rate of return for the project cost because they are made from marginal, not total, operating costs of the plant. To be effective this approach requires plant trials that use designed structure and appropriate statistics to test the observed differences arising from the old and new process treatments, be they a change in flotation reagent, in grind, pulp density, etc. However the pursuit of small but financially significant performance gains is often regarded as fruitless because of the range of variance in plant data, and the consequent difficulty of ‘proving’ that a benefit has been achieved. Opportunity for improvement is thus sometimes relegated to the realm of the impossible, or at best, treated with skepticism. Operations managers prefer to look for the larger gains, which are easier to demonstrate and prove. Unfortunately, these are seldom to be found; rather, a large gain can be more easily made by executing a series of small recovery improvements that are together equivalent to the ephemeral single large gain. In this paper we advocate a policy of continuing improvement driven by rigorous performance testing protocols and a formal ‘risk analysis’ approach to judging the efficacy of changes implemented in the plant. Following these simple procedures allows rational decisions to be made on the basis of quantifying risk and reward. In particular we consider the choice of hurdle rate for decision-making which best balances risk and reward. It is shown through case studies from actual industrial practice that this approach is practical and delivers significant financial value to the operation.

By its nature, seismology has been a data intensive field since the first digital computers were introduced in the 1950s. The first empirical models were developed in the same period and are still widely used today, for instance, the Gutenberg-Richter frequency-magnitude relationship (Gutenberg and Richter, 1956). Machine learning (ML) methods make it possible to redefine these empirical models using large datasets and examining considerably more parameters, where their significance to the problem being addressed is methodically and repeatably evaluated using robust statistical methods. In this paper we develop a simple logistic model for the short-term prediction of seismic events above a threshold magnitude from a mine’s event catalogue comprising more than a million events with 14 basic parameters from which a pool of over 830 derived parameters was developed, covering a series of 11 precursory time windows. The logistic model was fitted stepwise using SAS with α = 0.025 for both entry and acceptance. 25 variables from the pool met the acceptance criterion. The findings were surprising in that parameters a rock engineer or seismologist might have expected to be the most significant in the logistic model were not; instead, it was an increase in standard deviation of the immediately-prior seismic magnitudes that carried the most weight, followed by the average maximum source displacement and median apparent volume change. These findings make intuitive sense because the increasing scatter of the magnitude shows an increasing number of large events being recorded that could be indicative of instability in the system that could lead to large events. The model is rudimentary and enormous scope exists for more exploration in terms of data pre-processing, model types, and response variable definitions.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to
