This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

People are our most valuable resource. It is as true today as any point in mining history as we face unprecedented personnel shortages aggravated by a workforce that is aging, significant generational gaps and difficulties recruiting younger professionals all amidst increasing global mineral demand. The educational system has a similar, but slightly contrary problem. Many historically strong mining engineering programs have died. Now, fewer mining oriented universities are trying to produce more students in order to meet the demand. Moreover, their situation is aggravated by a similarly aging workforce, a general lack of mid-career PhD?s with the interest and field experience to teach effectively, an extremely slow hiring and funding process, and an inability to be competitive against private industry compensation packages. The traditional instructional model, while not necessarily broken, is most certainly dated, and can penalize programs and students where schools do not have in-house expertise in a given topic. Mining companies, like Rio Tinto, have the opportunity, if not necessarily the obligation, to positively influence how this model works. Educational Partnerships may be the key. This paper will address some observations, and possibilities, associated with Rio Tinto?s efforts in this area.

This paper summarizes a survey of fine-grinding practice in ore-concentrating plants throughout the United States, Alaska, Canada, Mexico, and Cuba as reported in the Bureau of Mines Information Circulars on milling methods. The survey covers 49 concentrators, which have a combined capacity of over 160,000 tons per day. In these plants 470 ball, rod, and pebble mills prepare material for flotation, gravity concentration, amalgamation, cyanidation, and air separation. The ores are those of gold, silver, copper, lead, zinc, molybdenum, feldspar, and pyrite. The metallurgy is that of the period 1928-32. Of these 49 concentrators, 36 are in the United States. They can treat 134,400 tons per day, and they have 326 fine-grinding mills. In the United States there are about 100 active or temporarily idle concentrators, exclusive of the many plants in the Tri-State zinc district, the washeries of the Lake Superior iron ranges and the Florida phosphate area, and small gold and silver concentrators. These 100 plants have an estimated capacity of 290,000 tons per day and employ about 650 ball, rod, and pebble mills. Consequently, since this paper covers about half of the production of this country it may be considered as particularly representative of fine grinding in ore mills in the United States.

This paper describes mining methods and practices of the Chino Mines Division, Kennecott Copper Corp., Grant County, N. Mex. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. A similar program was conducted from 1928 to 1939, which helped to improve the efficiency of mining operations. The primary purpose of the program is to promote development and conservation of our mineral resources by disseminating technologic information on methods, practices, and related features in mining mineral deposits. It is expected that the program will: (1) Promote efficiency in operating mines; (2) assist operators and engineers in evaluating and developing new mineral deposits; (3) provide data for engineering curriculums in mining schools; and (4) furnish performance and cost data for revising engineering handbooks and for inclusion in engineering textbooks.

The "Pile Prediction Event" at the ASCE GeoInstitute's Deep Foundation Conference in February 2002 involved prediction of drivability and capacity of three 14m long, 324mm diameter, closed-toe pipe piles driven into loose to compact fine sand to slightly silty sand. Predictors were provided the results of two soil borings and three cone penetrometer tests, as well as type and model of hammer to be used for the pile driving. A total of 33 persons submitted predictions. As to penetration resistance distribution, many predictions were far below actually observed values. As to capacity in compression, the predicted values ranged from 270KN through 2,340KN with a mean of 1,070KN. As to capacity in tension, the predicted values ranged from 100KN through 1,650KN. The maximum load applied to the compression pile in the static loading test was 1,25OKN, at which no more reaction load was available. The reaction system for the tension test failed early in the test. CAPWAP analysis on End-of-Driving blows showed capacities at the end of the driving for the push and pull piles of 670KN, and 710KN, respectively. No restrike tests were made. Additional CPT soundings indicate that the pile driving had densified the soil. Static analysis and calculations from the CPT indicated that capacities ranged from 1,000KN through 2,000KN. The paper presents the data and discusses the various methods of determining pile capacity and addresses influence of set-up Lessons useful for future similar events are indicated.

In this Bureau of Mines evaluation of the domestic supply position of tungsten, certain tungsten resources in the United States are estimated as to quantity and grade and then are systematically costed in detail (excluding exploration costs). A supply curve is developed which depicts the quantity of tungsten (WO3) up to about 15.5 million short ton units that is producible at calculated price levels ranging from about $13 to $125 per short ton unit. About 10.4 million short ton units are available at a calculated price that is less than the present market price ($40). Total known resources amount to about 40.2 million short ton units. A very large portion of that quantity was not costed due to inadequate information on either resources or processing methods. Further exploration and research would have a significant effect on the availability of tungsten in the United States.

The paper reviews current mining subsidence research at The Department of Mining Engineering, University of Notting- ham. Special attention is being devoted to prediction of ground movements between the mining horizon and the surface using physical and computer-based models. The paper presented discusses linear and non- linear finite element methods and compares results with those from physical models and field observations. Special attention is focussed on the determination of the effect of caved zones on overlying and underlying geological structures. The paper presents data from comparisons with U.K. case histories.

The State Electricity Commission of Victoria is Australia's largest single coal producer. Approximately 19 Mt of coal will be produced in 1989 from the SEC V's newest mine, Loy Yang Open Cut (LYOC), which com- menced overburden stripping operation in October 1982. When the adja- cent Loy Yang Power Station is completed in the late 1990's, LYOC will supply between 35 to 45 Mt/a, depending on power station performance and demand of coal for non-power generation uses. LYOC has been a major challenge for the SECV. It is the biggest single open pit coal mining development undertaken in Australia, with a whole of life capital cost approaching A$1 billion. The mine has supplied a very rapidly growing demand for coal from the expanding power station while developing in breadth, length and depth. Coal demand has consistently been above the figures anticipated during the initial planning because of the substantially improved performance of the 500 MW units of the Loy Yang A Power Station. The superior performance of the LYOC and power station has generated additional electrical energy during the first 5 years of power station operation compared with the initial planning targets- at almost no additional capital cost. This has been a major benefit to the SECV. LYOC will continue to present major challenges for the SECV, particularly in achieving overburden removal and coal reserve targets as development of the open cut continues to full depth over the next 15 years.

Biotechnological processes are considered to be cost effective especially for situations where the recovery of metals from 'Very large volumes containing trace metal concentrations (less than 10 ppm) is concerned. Microorganisms, alive or dead, or their products can be highly efficient and selective biosorbents for metal concentration. It is important that the metal bound to the biosorbent can be stripped by suitable agent(s) and regenerated for repeated use. The stripped solution should be concentrated enough to be introduced into the common metal recovery circuit. The industrial acceptance of biosorption processes is dictated by increased competitive advantage over other processes. This paper reviews the pertinent literature?, regroups the information, and points out future possibilities for the mineral and metal processing industries.

This investigation was undertaken to assess the feasibility of processing an extensive deposit of iron ore near Palisades, Eureka County, Nev., previously penalized for high phosphorus content. The experiments described indicate a satisfactory accomplishment of objective. Chemical treatment will permit a high-phosphorus iron ore to be used. Leaching with acid solution effectively lowers the phosphorus content with a [gligible] loss of iron. The use of hydrochloric acid is preferred because [ ] does not contaminate the ore and the cost is lower. Minus-1/2-inch ore was satisfactorily leached in 24 hours, minus-1/4-inch ore, in 8 hours, and minus-10-mesh ore, in 3 hours. About 40 pounds of acid per ton of ore was consumed in each instance.

In constructing a financial model of a project significant effort is expended on capital and operating cost estimation, commodity price forecasts, and choice of discount rates while uncertainty in the primary input, the reserve, is often completely overlooked. The aim of this paper is to highlight the impact of uncertainty in the resource/reserve estimation process on the assessment of the financial performance of a project. Four qualitative processes have an impact on resource/reserve uncertainty. These stages are: 1.Ore definition 2.Geological interpretation 3.Resource estimation 4.Ore reserve estimation and mine planning. Each stage contains a number of tasks that may be considered as key performance activities (KPAs). Optimizing the manner in which these KPAs are completed can remove a great deal of uncertainty and error from the resource/reserve process. Examination of these KPAs within a company can also provide an insight to the quality of the information underlying the project. This will allow the company to identify any shortcomings in the data and to assess the resulting risks (Gilfillan, 1998). A hypothetical financial model based on a gold operation has been used to estimate the potential effect of resource/reserve uncertainty on revenue. Monte Carlo simulation has been employed to simulate a number of hypothetical scenarios: 1.a base case scenario which assumes no major errors or biases, but contains realistic margins for uncertainty that would exist in any project where work is being completed to the limit of best endeavours 2.a poor sampling scenario which assumes poor sampling practice and lack of understanding of sample preparation 3.a poor resource estimation scenario which assumes poor modelling and inappropriate choice of interpolation technique, and 4. a ?typical? scenario which represents a project where the majority of KPAs are not performed as best as they could be. The results show that realistic uncertainty ranges can generate changes in the estimate of potential revenue of plus or minus 30%.Therefore, it is important to allow for errors in these processes in any financial analysis or feasibility study. It is recommended that, when building a financial model, are view of relevant resource/reserve KPAs be carried out and appropriate ranges for uncertainty be applied to provide a range of potential outcomes. These outcomes can then be factored into the detailed cash flow analysis in order to ensure that technical uncertainty is built into financial decisions.

The question "what constituents should be determined?" is one that defies a simple answer, because earth scientist being what you are, the rock and mineral analyst will eventually be called upon to determine about three quarters of the elements in the periodic table. The concentrations of these analyses will range from as low as 1 ppb to 100% of the material being analyzed. The most important thing to remember about a quantitative analytical result is that it can only be an estimate of the concentration of the analyte present. A measure of the reliability of that estimate is given by statistically derived statements of the precision and accuracy of the measurement. When evaluating your data an understanding of precision and accuracy are of paramount importance. Precision is the measure of agreement between replicate values while the accuracy of a determination is the concordance between it and the true value. There is no quarantee, however, that a precise answer is an accurate one. The numerical difference between the two values is the error. When evaluating your data, the repeats analyzed with your samples will identify the precision and control standards of U.S.G.S. or Canadian Certified Materials quality will identify the accuracy. The main problem is this data is routinely withheld from the report, or was it ever included in the analysis of your samples?

Recoflo® ion exchange technology utilizes fine mesh resin beads, a fully packed resin bed, and counter-current regeneration. These unique features help to improve exchange kinetics, reduce regenerant consumption, and increase the concentration of strip solutions. Commercially, Recoflo technology has been extensively used in the following areas: the separation of strong mineral acids from dissolved metal salts, the purification, removal and recycle of dissolved metals in the surface finishing industries, and the production of high purity water. In the mining and metallurgical industries Recoflo ion exchange systems have been installed to treat a copper refinery bleed stream at Falconbridge's Kidd Creek plant and to treat a nickel and cobalt bearing ammonium sulfate effluent stream at another primary metal producer's facility. In the first application an APU® Recoflo system is used to separate the sulfuric acid at 200g/L from the dissolved copper and nickel sulfate salts at 80 g/L. The absorbed sulfuric acid is recovered from the resin by elution with water and is then returned to the refinery electrolyte circuit. In the second application a chelating ion exchange resin is used to remove nickel and cobalt at 0.01 - 3.0 g/L from process streams containing 120 - 240 g/L ammonium sulfate. This Recoflo system has been designed to reduce the nickel and cobalt levels to 0.001 - 0.002 g/L while recovering cobalt and nickel at concentrations up to 30 g/L and 15 g/L respectively. Case studies for both these metallurgical applications and other Recoflo processes are presented in this paper.

Plastic deformation in magnesium single crystals was studied by tensile tests at room temperature utilizing an improved preparation and testing technique. Consistent critical resolved shear stress values for basal slip were obtained. The advent of pyramidal slip at room temperature was rationalized upon the basis of grip constraints. A bend-twinning hypothesis was advanced as an explanation of mechanical twinning which occurs as a complex stress-relief mechanism. INVESTIGATIONS of the plastic deformation of magnesium have been limited to the determination of the fundamental kinetics which may be summarized as follows: 1—Twinning on the {102).l 2— Slip on the (001) plane in the [loo] direction at room temperature.' 3—Slip on the {101) or {102) plane in the [loo] direction above 225°C." 4—Critical resolved shear stresses for basal slip in tension at room temperature of 83 g per sq mm with a variation from 57 to 127 g per sq mm." Bakarian' studied the compression of thin wafers of magnesium single crystals and classified the components of the deformation mechanisms as follows: 1—The Basal field: (001) at an angle of less than 20" to the compression surface. Fracture along {101} or slip on (001) followed by {101} fracture. 2—The prism field: (001) at an angle greater than 60" to the compression surface. Twinning on the {102) generally occurring during the early stages of loading, basal slip in the areas of original orientation and (001) slip within twins. 3—The central field: (001) at angles greater than 20" but less than 60" to the compression surface. Slip on the (001). 4—The critical resolved shearing stress for {101} slip above 225°C was 400 g per sq mm. Observations of mechanical twins in hexagonal close-packed metals have been summarized by numerous investigatorsb-' emphasizing a lateral or rotational atomic adjustment, in addition to the pure twinning shear, and the importance of reorienting the basal plane to a position more favorable for continued slip, rather than the resulting small dimensional changes. Criterion for the operative twinning planes has not been clearly established. Schmid and Boas hurmised that an energy condition related to the atom movements is the determining factor. MillerQ bserved that twinning stresses in zinc crystals decreased as the amount of prior deformation increased. In this U.S. Bureau of Mines report, mine and mill cost models are presented to make quick estimates of the cost to develop mineral deposits in the desert region of the Southwest United States. Regression analysis was used to generate capital and operating cost equations for each model in the form Y = AXB, where Y is the cost estimated and X is the assumed daily capacity in short tons. A and B are constants determined by the regression analysis. Each is broken down into 11 subcategories to facilitate escalation of costs for inflation and to increase their versatility in economic evaluation work. This report contains 2 open pit models, 6 underground mine models, 11 mill models, and cost equations for access roads, powerlines, and tailings ponds. In addition, adjustment factors for variation in haulage distances are provided for open pit models and variation in mining depths for underground models.

INTRODUCTION IN the last few years, much study has been devoted to increasing stoping efficiency. The reasons for this are shortage of manpower, shorter working hours, operating regulations, and shortages of essential materials. More efficiency in mining methods is needed to offset these adverse factors. In the past, attention has been centered upon haulage, hoisting equipment, mill flowsheets, etc., but recently the spotlight has been focused on the cost of stoping and the cost of handling materials. Scrapers and scraper hoists have thus assumed greater importance. In order to make it possible for certain ore bodies to be mined at a profit, it has been necessary to apply assembly-line practices to the streamlining of mining methods. All cycles of the mining operation must balance, and the sooner broken ore is removed from the working face, the sooner another round can be started. Since the introduction of scraper hoists in metal mines more than thirty years ago, much progress has been made in their design and application. Alert operators are now constantly watching for methods in which to apply scrapers. The saving of manpower in development work and the changing of mining methods that once employed manual handling of materials are increasing vital wartime tonnages. Essential ores from newly discovered ore bodies are moving rapidly from stopes to reduction plants-because it is now possible to develop an ore body and place it in production with a minimum of manpower and development work. Today, speed is one of the prime essentials of mining. Everywhere, there is a concentrated effort to use experienced miners in breaking rock, in timbering, and in carrying out the various phases of mining that require many months of training. Much effort is being made to mechanize the working places because experienced men naturally prefer to work where the majority of materials are handled mechanically. In line with this policy, many new men are being taught the details of scraper work, because even green men can quickly become acquainted with scrapers and thereby release older heads to perform the more skilled phases of mining. In some places it has been found economical to change from one system of stoping to another that more readily allows the application of mechanical muck-handling equipment. Where blocks are worked faster, the cost of materials, time, and labor is cut drastically. This favorable situation allows more manpower to remain on straight breaking and timbering-or straight production mining. More-over, when blocks are mined faster, more floors can often be mined vertically before the mucking or wheel floor is moved. This results in several direct savings. There are cases where it has been proved that by working a given block faster more area, longitudinally or vertically, could be mined at one time, thus permitting the reduction of development cost. A review will be given on the electrodeposition of Au, Ag and Pd and their technically important alloys focusing on recent work at the Forschungsinstitut. Special emphasis will be given to the influence of impurities on the behaviour of the electrolyte and the properties of the deposits, e.g. on resistance and on thermal and mechanical behaviour. The importance of C in gold and silver deposits and of H2 in Pd and its alloys at normal and high speed deposition rates will be discussed. Among Pd alloys attention will be focused on the Pd-Ni and Pd-Ni-Co systems. Comments will be made on deposition of Rh and Pt.

The propensity of coal spontaneous combustion can be evaluated using various laboratory testing methods, such as R70 adiabatic tests, thermal gravimetric analyzer (TGA) tests and critical self-heating temperature (CSHT) methods. Each of the methods has its unique characteristics and index for classifying the propensity of self-ignition of coals. Accountable relationships among the propensity indices of different methods should be established. Using the newly established R70 and TGA testing setups in our ventilation laboratory, samples from U.S. coal mines have been collected and tested. The TGA is a relatively new quantitative method. A test can be conducted in a relatively short time, within about one and a half hours, compared to the adiabatic tests. The temperature and weight of the sample can be measured with high precision and then used to determine the activation energy of the coal, which is a good indicator of the potential for self-heating. Under a specific experimental design, the TGA technique could perform the proximate analysis for determining coal quality parameters (e.g., moisture, volatile matter, fixed carbon and ash content). These parameters can be used in an empirical equation for assessing the potential for coal self-ignition. The trend of activation energies determined using TGA techniques is reasonably consistent with the trend of activation energies determined using adiabatic tests. As a case study, a comparative analysis of these two methods for determining activation energy was made on coal samples collected from Indiana. The kinetics of the spontaneous combustion mechanism has been explained. If the functional groups of a coal such as hydroxyl (-OH), carboxyl (-COOH), methyl (-CH3), etc., activate more easily with a small amount of activation energy at a relatively low temperature, the coal will have a higher potential for self-heating. With the kinetic and coal quality parameters determined by the TGA setup, it has been found that the coal with a low potential for self-ignition has low self-heating rate, a high activation energy and a high minimum self-heating temperature.
